350 acres of rice cultivation under threat

OME 350 acres of already sown rice lands are, currently, under water in Region 2 (Pomeroon/ Supenaam).

According to President of the Rice Producers’ Association (RPA), Mr. Dharamkumar Seeraj, that happened following the breach of the conservancy in Airy Hall on the Essequibo

He said: “Farmers in the region, usually, sow early and sowing has been completed for some time now. The rice under water presently is about one month old and it is in a critical state right now.”

The RPA Head explained that, depending on the variety planted, the rice can withstand major damage for up to 36 hours.

“Not all the rice lands were flooded immediately, so we still have to see how the crop will fare,” he said.

Seeraj added that, because of the terrain, efforts have been made to manually patch the breached canal but the “high pressure” of the water proved those efforts futile, as the manual work was soon undone.

He said they are continuing to ensure that losses are minimised. (Vanessa Narine)

President launches National Health Strategy for Guyana - underscores need for a better managed sector

NOTWITHSTANDING billions of dollars of investment in Guyana’s Health Sector, there still remains significant room for improvement, according to President Donald Ramotar.

The President also underscored the need for the strengthening of management and the inculcation of a different type of attitude within the public health system which would entail selecting suitable persons for positions.

“The medical profession is a special one; it is a profession that is strongly rooted in humanitarian convictions,” the Guyanese head of state said during the official launch of the ‘Health Vision 2020 Strategy’ at the Guyana International Conference Centre (GICC) at Liliendaal, Greater Georgetown.

Minister of Health, Dr. Bheri Ramsaran, at yesterday’s launch of Health Vision 2020: A National Health Strategy for Guyana, titled ‘Health for All in Guyana’, presented a copy of the 113-page document to President Ramotar.

In his address, President Ramotar had kudos for the strategy, but, putting aspects of the Vision side by side with what obtains, in some areas at the Ministry of Health and Georgetown Public Hospital, had cause to haul Management officials over the coals.

PROPER RESOURCE MANAGEMENT The Head of State explained that everything is interconnected and as such, if there are problems in one sector, then other sectors are affected. He reminded too, that resources are not unlimited since the country has other needs that should be focused on, especially in the hinterland.

“I can’t imagine that we spend billions of dollars to buy drugs to ensure that our people

have access to resources, yet many times, when I go around the country, I am confronted with people complaining about shortages,” he lamented.

When the resources are not properly managed, then the Government is forced to procure emergency supplies, while at other times, millions have to be written off as a result of drugs being expired.

He pointed out that the Health Ministry has been in existence for decades and those in charge should know by now what are needed and how they should be purchased and used.

These issues, the President said, are unacceptable and must be addressed.

“These are things that we have to correct, we are a poor country, and although it is true that we have made tremendous strides in achieving some of the Millennium Development Goals in cutting poverty… a lot more

needs to be done, and could be done if we do not have this kind of wastage,” President Ramotar declared.

The Government has been partnering with other international bodies to provide specialised training for public health personnel at great cost to the taxpayers of the country, and for this reason the President said that the sector needs to work harder to ensure that citizens access the level of service they deserve.

MATERNAL DEATHS Turning his attention to occurrences of maternal deaths, the President said that when young women, in particular, die the country suffers a major loss in terms of development.

He recognised that while every medical case is unique, much more attention should be paid to this issue with a view to minimising such incidents.

NCDs Non-Communicable Diseases (NCDs) are the largest killers in Guyana, and the President said that most of the hospital beds are occupied by people suffering from them.

He called on the Ministry of Health to adopt a more aggressive stance in advocating prevention.

“Now that you have a plan, you must ensure that theory and practice go together…you now have a vision, and I hope that the implementation of this vision can constantly keep focus on the direction and we can provide for our people, a service that is second to none in the region and hopefully can reach world standards in the not so distant future,” President Ramotar posited.

He also spoke of the contributions that a healthy workforce can make in terms of increasing production and productivity.

Meanwhile, Minister of Health, Dr. Bheri Ramsaran, in his remarks, said that nothing in the strategy is written in stone, but rather it is just a guide that would require tweaking as its implementation progresses.

The minister assured the President that the strategy is worth any funding that will be requested. He challenged the young management team of doctors that will be tasked with the strategy’s implementation to ensure that spending is done in a very cost-effective way.

Health Vision 2020 targets the vision that the people of Guyana are among the healthiest in the Caribbean and the Americas. It is underpinned by the values of human rights, equity and solidarity in health, as well as principles and approaches that emphasise individual empowerment, social participation, evidence-based planning, primary health care, and sustainable development.

The strategy embraces the World Health Organisation’s definition of health as a state of complete physical, mental and social well-being, and not merely the absence of disease or infirmity.

The ceremony was attended by a large gathering which also included PAHO/WHO Representative, Dr. Zoila Fletcher-Payton, and a high powered delegation of key health and administrative officials, as well as other medical practitioners.

Chief Medical Officer, Dr Shamdeo Persaud gave an overview of Health Vision 2020.

He also gave a review of the National Health Sector Strategy 2008 - 2012, highlighting ‘Chal-

lenges in the Implementation of the Plan and Performance Drivers for Health Vision 2020’.

Meanwhile, PAHO/WHO Representative Dr. Fletcher-Payton, in her remarks to the gathering tendered apologies for Engineer Adrianus Vlugman, who was unavoidably absent, on account of having to travel to the East Caribbean to assist St. Lucia and St. Vincent and the Grenadines in responding to the ravages of their recent flooding disaster.

Dr. Fletcher-Payton referred to the launch as a significant milestone in the development of health services in Guyana, and considered it a pleasure for PAHO/WHO to be present at the launch. She also said that the PAHO/WHO Country Office is proud to have collaborated and provided technical support to the development of this strategic document, guiding the nation until the end of this decade.

Health Vision, she said, is the culmination of a broad inter-sectoral coordination and collaboration with active participation from the health sector. A wide range of governmental agencies, multi-sectoral stakeholders, private sector, local and international non-governmental and developmental organisations participated under the guiding leadership of the Ministry o Health to produce Vision 2020.

IAC urges Dharmic Sabha condemns authorities to arson, vandalism at mandir ‘spare no effort’

PRESIDENT of the Guyana Hindu Dharmic Sabha, Dr Vindhya Persaud, along with other executive members, are disturbed over the apparent vandalism carried out on one of their places of worship.

The interior of Shree Krishna Dharmic Mandir at Parika was burnt over the weekend. In fact, there was severe damage to a wall, the ceiling and the altar section, Persaud announced in a press statement.

“It is a reprehensible act, one which the Sabha strongly condemns. This mandir was a sanctuary to many in the com-

Four Brazilians confirmed dead in Guyana’s gold-mining interior

By Shirley Thomas FOUR Brazilians have been confirmed dead following incidents of what appear to be homicide in the gold-mining interior of Guyana over the last few days.

According to Secretary of the Brazilian Mining and General Association, Antonio Szalo, the dead have been positively identified as follows: Joao Veloso do Nascimento and Aidlene Fernandes dos Santos (a couple) whose decomposed bodies were discovered at Sand Hills, Demerara River and brought out to Bartica by police. The bodies are currently lying outside the Bartica Mortuary in an advanced state of decomposition, with ice being packed on them daily, Szalo said.

The third person is businessman Antonio Da Silva who was shot at Aramu, Cuyuni River. At the time Silva came under attack he was at his business place with a friend; and after the gunman opened fire, the friend fled and contacted by phone the Brazilian Mining Association in Georgetown.

Da Silva’s body is also currently at the Bartica Mortuary.

The fourth person, one ‘Branco’, was said to have been the lone person shot and killed when a boat containing Brazilians and Guyanese came under gunfire on Monday.

As the bodies await post-mortem examinations, the Association is attempting to make contact with relatives of the dead over in Brazil to be able to determine funeral arrangements.

This mandir was easily one of Guyana’s most beautiful places of worship,” Persaud said in the release.

The mandir was reportedly set on fire, over the weekend, by unknown persons who are believed to have gained entry into the building by breaking a window.

The IAC said such acts have the potential to pose challenges to the harmony and exemplary religious forbearance that exist across the length and breadth of our country. It is in this context that the IAC urges the authorities to “spare no effort” and to be “relentless in pursuing those responsible for this despicable act and to ensure that they be made to face the brunt of the law”.

This act evokes painful memories of the trauma suffered when devotees of the Alexander Village Mandir and residents in the vicinity were bombarded with firecrackers. Relief was only possible following the intervention of the law enforcement agency. While this is welcomed, the IAC believes that the stringent measures adopted by the authorities to prevent a recurrence, remain necessary.

Such a situation, unfortunately, symbolises the level of intolerance and hatred in the hearts of a mischievous few. The IAC said it would also like to express the profound sense of sadness it feels following the arson attack on the Mandir and urges the devotees to remain resilient despite the current challenges.

GUYANESE will be spending the final hours of 2013, engaged in a variety of thoughts and assessments of their personal achievements and what they should have done, with regard to those goals that eluded their grasp. For those, who fell short, perhaps they did not effect the efforts necessary for success, or maybe circumstances were an obstacle. Obviously, they are going to re-commence such efforts with renewed vigour and resolve come 2014.

It can only be re-emphasised again, that the only remedy for success and achievement is very hard work. We wish all Guyanese of this dear land, the best of every success, for 2014.

Now we must focus on our parliamentary Opposition parties - A Partnership for National Unity (APNU) and the Alliance For Change (AFC). Can we as a people and nation truly conclude that these elected men and women honestly, conscientiously, and patriotically discharged their sworn duties in the interest of the country that they profess to love? Have they truly been representatives of the people?

Even their staunchest supporters will resoundingly shout a loud NO! First of all, one measures lawmakers’ performance by the practical efforts and contributions made towards nation building. This means promoting initiatives that go towards improving the socio-economic standards of the people, including those whom they represent.

What the entire nation would have witnessed and endured for a second consecutive year is a pattern of parliamentary conduct, concertedly orchestrated, contrived, and designed by both parties, to embarrass a government that has the best interests of the nation and its peoples uppermost as they continue to implement solid programmes and initiatives for each citizen’s good.

It has to be a parliamentary precedent that after an opposition motion has been ruled as unconstitutional by judicial process, it has still been used for a further similar action – another budget cut. Is this not the summit of all lawlessness, coupled with a deliberateness that can only be described as intended to sabotage the nation’s process?

How can any responsible, even reasonable, opposition party explain and rationalise budgetary cuts that goes to the heart of the national interest – the Cheddi Jagan International Airport Project, a much needed expansion that Guyana needs because of its on-going economic transformation and its strategic location as a transit route for flights to Africa and as a potential for attracting investors, among other benefits; the cut to the proposed building of the Specialty hospital that will save those Guyanese who need specialised medical intervention, the need to seek such treatment abroad, apart from the training opportunities that will be available to younger medical practitioners; Then there is the Low Carbon Development Strategy that encapsulates programmes for Hinterland communities’ socio-economic development and the nation in the process.

Even the State’s right to promote and disseminate information on its numerous national development programmes,

I OBSERVED with great alarm the furor generated in the press in respect of the demolition of a businessman’s fence on the East Coast of Demarara, which the Government contends is constructed on state land. My research reveals that this land was owned by the Government since 1972 and it is shown on several plans recorded at the Guyana Lands and Surveys Department.

I understand that the businessman took the Government to court where the matter spent nearly two years. Two weeks ago, the Chief Justice dismissed the case, clearing the way for the demolition to take place.

During those two years, the Government has been unable to proceed with the expansion of the East Coast road. As a result, thousands of commuters are inconvenienced and discommoded; millions of dollars in labour is wasted as workers are delayed in traffic. The ultimate net effect is a dent on the national economy. After all, this roadway remains one of the Nation’s main transportation arteries.

Additionally, based upon information published in the press, the Government is exposed to liabilities to the tune of millions of US dollars, all because of the selfishness of a single individual.

Unsurprisingly, the businessman’s lawyer is Mr. Khemraj Ram-

jattan, the leader of the AFC. Once again, rather than stand on the side of the thousands of Guyanese who are affected; rather than stand on the side of national development; rather than stand in defence of state property; he again stands on the side of the self-interest of his client, presumably, for 30 pieces of silver.

Once again, the nation sees the quality and calibre of persons who masquerade as political leaders aspiring for the throne. I remind the people of Guyana of what my grandmother used to say: “wha you see in braad daylight, na wait fu see in dark night”.

Taxi drivers’ life could have been saved

I AM in pain and shock, even tears again for the senseless murder of a hardworking and ambitious Guyanese, who worked night and day to pay the installments of his car, and to maintain his family as the sole bread winner.

This is not the first taxi driver to be killed for his car and yet many more have been seriously injured, some maimed physically and mentally for life. The criminals have no appreciation for those who work, those they will steal from. If they steal and rob the drivers, why injure them? Why kill them?

Imagine the pains and anguish of the families of the hardworking, handsome man. His mother must be in bitter tears, as is his father and siblings. Oh Gosh!! Imagine the for the public’s knowledge, had been challenged as a result of cuts to its arms - the Government Information Agency and the National Communications Network.

These are just a few of the numerous programmes that have been affected, because of such an arbitrary and illegal action to the 2013 budget. This particular action exposes the clear and unmistakable hypocrisy of the two Opposition parties that have often accused the government of being “undemocratic”. Just look who is making such an accusation! Surely, this nation would not have forgotten what the People’s National Congress (PNC) government did to this country and its peoples, during those long, dark years!

So power crazed, and unconscionable has this Opposition cabal been in the continuous use of its combined majority, and politics of spite, that it has continued its vendetta against the person of the Minister of Home Affairs, refusing to support very important measures he has introduced – the Reform of the Security Sector; and Firearms (Amendment) Legislation, that are for the good and benefit of the nation.

How does one fathom a situation where the leader of the main Opposition party, a constant critic of the security environment, refuses to support initiatives aimed at remedying the very ills he has so often mentioned?

This has to be an unnatural precedent for the leader of any Opposition party!

Yet again, the refusal to support the Anti-Money Laundering and Countering the Financing of Terrorism Bill, and the monumental project of the Amaila Falls Hydro Project – the first, perhaps the most critical piece of legislation within modern times; while the second, the most important socio-economic initiative that, when concluded, will effectively cement our modernisation as a nation. Which Opposition that truly represents the aspirations of its country and people that it professes to love, will ever be so anti-national?

Let us as citizens of this beloved country understand this truism: that politics will always be adversarial; but not the type that has to be filled with dangerous grudges, and spiteful intentions, all aimed at impeding national progress.

As citizens of this country, we all have a duty, especially those who are supporters of these two parties, to tell them in a clear loud voice: ‘We will not accept their irresponsible and dangerous acts again in 2014. Enough is Enough!’

One has to invest for the sake of one’s children, as death is definite, and with the criminals out there, it can come anytime.

A SPECIAL NOTE: It always amazes me that people will purchase vehicles valued minimum $1.5 - $30 million at times, and in between, but they find it hard to install a Satellite Tracking System costing maybe under $60,000 with a small monitoring fee monthly.

One could also have a panic button to alert the base and relatives by SMS messaging. The map will show the location, it could be tracked on any smart phone or computer. If the installed method is chosen, the vehicle can be ‘killed’ by the base or the relatives. Even the personal tracker has a panic button (but cannot ‘kill the engine’). It can be transferred from person to person, or vehicle to vehicle instantly without installation.

Mr. Editor, I am asking you to please publish this letter so we can educate taxi drivers, owners of private vehicles, parents of children driving, etc. A simple device such as this can save lives and prevent a lifetime of heartache, guilt feelings and misery.

Places like hotels, taxi services and airports should make it mandatory for all drivers to have such a system if they wish to work with that hotel or airport or any organisation. The vehicles can be tracked constantly for safety, and the panic button used to send alerts if they feel they are being targeted or followed or actually held up. Car rental agencies, wholesale, manufacturing and retail businesses and manufacturers still do not see the merits of the tracking system. Dishonest drivers and employees can also be caught.

I extend deepest sympathies to the wife and children, the parents and relatives of the Late Rudranauth Jeeboo, and to all taxi drivers who were hurt or killed in the past.

I remember a very pretty lady on the East Coast who was murdered by some youngsters. I just wonder how people can take another human life so easily.

AFC continues to engage in politics of deception, trickery and lies - says Housing Minister, who again calls on Ramjattan to apologise

HOUSING and Water Minister, Irfaan Ali has once again lashed out at the Alliance For Change (AFC) for continuing to “engage in its politics of deception, trickery and lies”.

Minister Ali said the AFC’s issuance of a press release yesterday is yet another attempt by its hierarchy to pull more wool over the eyes of Guyanese from the substantive issues that were raised at the ministry’s press conference on Friday last.

“It is no doubt another sordid and last ditch attempt to create distractions from the issue at hand which is the party’s deliberate fabrication, distortion and misrepresentation of the facts surrounding the allocation of land to private investors along the East Bank of Demerara,” Ali said in a response to the AFC statement.

The minister stated: “Clearly, the leader of the party, Khemraj Ramjattan has come in for heavy criticisms from the general public and his political colleagues for his verbal attack on an innocent public servant and the disrespect shown to a Minister of Government.

“As Housing and Water Minister, I am unaware that the government has instructed the tapping of Ramjattan’s phone or those belonging to the ministry. Additionally, the AFC’s attempt to draw extraneous matters in relation to the wiretapping of phones, legality of the same and other security issues has not escaped my attention.”

According to Minister Ali, the exact words uttered to the media were: “We are hoping that we can make a request of GT&T to have a recording of this also”. He said this comment was made in direct relation to “Ramjattan’s wanton and dastard attack on an ordinary and innocent Public Servant in my office”.

It is on this note, that Ali said he wishes to dismiss the AFC’s scaremongering, lack of political maturity and integrity.

“The party has shown that it lacks the ability to justify its public positions by advancing evidence and facts that could stand the test of scrutiny. The press statement by the AFC (yesterday) also exposes its unwillingness to upbraid its members who hold high

offices when their conduct is less than favourable and appropriate,” the minister stated.

“I therefore, reiterate a call for Mr Ramjattan to issue an immediate apology for his lawless, loud, abusive, unprofessional, unethical, immoral and highly offensive abuse of a public servant. This is the only ethical and moral thing that any human can do for such an abuse of power,” the minister declared.

He said no amount of dodging, shifting of the goal posts, smokescreen, red herrings and other distractions will cover the wrong that Ramjattan has done.

“If Ramjattan and his party fails to do this then it proves him not

only unfit to hold public office as President for which he desperately aspires but it proves the AFC an unworthy political entity govern by a lack of ethics and standards,” Minister Ali charged.

BACKGROUND Minister Ali, having taken umbrage at the Christmas Day Kaieteur News Headline: ‘Eccles to Providence hijacked by private developers’, presented the media with the facts of the case at a press conference he hosted on Friday last.

Alliance For Change (AFC) leader Mr Khemraj Ramjattan had told the Kaieteur News that hundreds of acres of land in central areas on the East Bank of Demerara had been distributed to a number of private developers in what appeared to be very unclear circumstances.

Minister Ali consequently invited Ramjattan, via email, to the press conference; but when the minister’s secretary called to remind Ramjattan about the press conference, she was told: “How can that ‘chap’ demand me to come to his press conference? Tell him to haul his ass!”

The Housing Minister said he had been affording Ramjattan the opportunity to publicly ask as many questions as he wanted before the press. “This is a man who talks about being upright, morally straight; and this is the way he speaks to an ordinary public servant who was merely doing her duties. I find this to be disgusting, lawless, and an abuse of power by Mr. Ramjattan,” Minister Ali declared.

“This is a man who speaks about transparency, openness, accountability and about professionalism; and this is the way he responds. He can tell me to ‘haul my ass’, I am a politician; but do not ever believe that you can humiliate a professional public servant who sits in my office and disrespect her the way he did. And I am calling for him to offer a public apology for the disrespect of this public servant! Nothing short of a public apology (will suffice),” the minister remarked.

NDIA providing expertise to seal dam breach at Airy Hall

THE Government’s initiative to bring in 28 mini-excavators in 2013 and to deploy them along the coast has helped immensely to mitigate the impact of the heavy rainfall that has been experienced during the rainy seasons and over the last nine days in Regions 2, 3, 4 and 6.

This was the view of Minister of Local Government and Regional Development, Ganga Persaud as he updated the media on the situation at Airy Hall, Essequibo.

High water level and saturated land are being experienced along several villages on the coast following frequent showers that were experienced over the last few days. This resulted in the breaching of the Airy Hall Conservancy Dam in Region 2 and the flooding of the rice lands in the community.

Minister Persaud yesterday reported that the Region 2 community continues to be under threat as the dam which was sealed around 6 pm on Sunday was again breached around 03:00 hrs yesterday morning, undoing much that was done.

He reported that works were in progress to “get as much discharge as we can into the Atlantic Ocean with the deployment of pumps.”

The water remains high in the Charity area and also in Pomeroon, but the minister reported that a collaborative effort to address the situation was underway among the Ministries of Agriculture, the National Drainage and Irrigation Authority (NDIA), Local Government and Regional Development and Public Works, the NDC, and the RDC “to bring relief as fast as we can to affected areas and residents in the areas.”

He reported that four mini-excavators were delivered to Essequibo Coast yesterday morning while a pump was deployed to the Charity area.

Meanwhile, Chairman of Region 2, Mr. Parmanand Persaud has

said the Regional Administration, in collaboration with the National Drainage and Irrigation Authority (NDIA), is working round the clock to have the breach sealed in the dam of the Airy Hall conservancy.

Mr. Persaud said work is ongoing at the site to bring the situation under control. The Chairman said a contractor, Mr. Manboardram Sukhai, has already driven wooden piles and was expected to seal the breach by late yesterday.

The Region 2 Chairman, who visited the area several times since the breach occurred, said fields with young rice plants and the entire housing area in Airy Hall sands are flooded. Reports said the dam of the conservancy ‘bucked’ after water rose to dangerous levels during

extreme rainfall over the past days that created an eight-feet breach.

This caused a large volume of water to flood rice fields, cash crops and the houses in Airy Hall sands.

to seal the breach. The Chairman said desperate efforts were made to prevent water from flowing to the housing area and the fields with young rice plants by the contractor but all the efforts failed because of the extremely high level of water in the canal.

Many farmers reportedly came out to help the Regional Administration in its fight to stop the water and save the community and a second attempt was made on Sunday to seal the breach but during the night the force of the water pushed away everything that was placed across the breach and large volume of water from the conservancy rushed out and covered rice fields, farms and the housing areas.

Water was said to be as deep as eight feet in many areas.

Mr. Persaud said while the breach is being blocked, the administration along with NDIA will focus on getting the high build-up of water off the land. He said portable pumps will be set up to help drain the area.

Meanwhile, Chief Executive Officer of NDIA, Mr. Lionel Wordsworth and Region 2 Vice Chairman, Mr Vishnu Samaroo were at the site yesterday afternoon inspecting work that was in progress Regional Chairman, to seal the breach.

US Ambassador exposed by the Doctor - owes all Guyanese an apology for misleading this nation

In this case, the apple has not fallen far from the tree as it is now fitting for Old Kai to use it in the context of the recent exposure of United States Ambassador to Guyana, Mr. Brent Hardt by the man popularly referred to as the ‘doctor’ or ‘de lunch man’.

Clearly, the US Ambassador’s credibility has been shattered by the recent revelations of Dr. Roger Luncheon in a letter to the press. Ambassador Hardt has publicly contended all along that the Government of Guyana was consulted from the inception of the

Old Kai is also heartened that the Progressive Youth Organisation (PYO) has joined the growing list of Opposition against the ‘US Governance project’ for Guyana.

Their statement also makes a telling revelation regarding the grouping which was awarded the contract to execute the project, “The PYO also recognised that the American organisation, International Republican Institute (IRI)….has a reputation to interfere in the internal politics of a country. They have been implicated in the overthrow of (the democratically elected) Aristide in Haiti. Have supported the 2009 coup in Honduras (against a democratically elected President), and have created political coalitions’ in Poland, etc. These activities have been in direct violation of the principles of self-governance and self-determination.”

The PYO also noted that “The use of such an organisation and the public stance of the Ambassador can only lead to the conclusion that there is an active attempt by the Ambassador to usurp democracy in Guyana.”

Against this backdrop, there is only one option for the US Ambassador and that is to offer this nation a sincere apology after withdrawing the project in its entirety. It may be too much for him to provide all the sinister details of the project and the extent to which the Opposition in Guyana is willing to go in undermining our democracy and economic progress to suit their political agenda.

REDOUBLE EFFORTS TO FIGHT DOMESTIC VIOLENCE - PPP urges civil society, other stakeholder groups

PPP/C party member and Parliamentarian, Dr. Vindhya Persaud, told reporters yesterday that innocent children are the ones made to face the brunt of the consequences of domestic violence.

She said: “The People’s Progressive Party (PPP) has noted with a grave sense of sadness the unfortunate and continuous loss of lives resulting from domestic issues, following the most recent spate last week. These incidents not only culminate in severe grief, but result in broken homes and related trauma brought to bear on surviving family members.”

Dr Persaud said the incidents of domestic violence are “seemingly unabated”, despite the wealth of educational material available and support that is easily accessible through the Ministry of Human Services and Social Security and non-governmental organisations.

“While those who continue to advocate for a domestic violence-free environment must be commended, the party believes that clearly there is much more work to be done in this regard,” she said.

Dr Persaud urged civil society, religious organisations, community groups, village leaders, and whoever is in a position to assist to intensify their efforts at educating on the dire consequences of domestic abuse, and the vital need for amicable resolutions to those circumstances. “The party believes that this is crucial in comple-

menting the national effort to stamp out domestic abuse…Those responsible for law enforcement are also urged to remain responsive, and not to take for granted any call for assistance.”

CHALLENGE Dr Persaud acknowledged the dilemma brought on by fear of repercussions victims face in advancing prosecution of domestic violence perpetrators. Those repercussions can be meted out either by the abuser or by family members and the extended society.

Nevertheless, she made it clear that there is support for those affected by domestic violence, and those persons must be empowered in this knowledge.

The Home Affairs Ministry recently launched CFCN, in collaboration with the Guyana Police Force (GPF), the clergy and the faith-based community in Guyana, to bring peace within communities seeking to eliminate minor offences such as cruelty to animals, domestic violence, threatening behaviour, and threatening language of persons; and damage to property and other

offences. The programme was rolled out in 10 selected communities located in Regions Four and Six: Sophia, Agricola/McDoom, Plaisance, Buxton/Friendship, Kilcoy/Chesney, Fyrish/Overwinning/ Glasgow, Edinburgh, Angoy’s Avenue, Port Mourant and Rose Hall Town.

Dr Persaud said that support from the network extends to the point where the victim can be accompanied to court to facilitate prosecution proceedings.

“Change takes time,” she acknowledged, but stressed that firm action is one way to address this complex problem that has claimed the lives of 23 women this year.

Dr Persaud added that even before the situation escalates to the level of the courtroom, mediation support is also made available.

She lauded the efforts of religious groups, particularly since those efforts place communities in a better position to act, given that the programme is community-based and shares closer ties to families affected by domestic violence.

She said: “Those who feel trapped in situations of domestic abuse must endeavour to acquire the strength to access the services to empower them(selves) and to bring the perpetrators to face the law.

It is the party’s fervent wish that, with the combination of the efforts of all, our society can be free of domestic abuse, thereby reducing the related societal ills which can pose challenges to the country’s continuous development.”

On behalf of the ruling party, Dr Persaud expressed deepest condolences to those who suffered the loss of a loved one during the regrettable incidents of domestic violence.

“There are other technologies which can reduce the amount of waste that goes into landfills. Utilizing those, it is hoped, should extend the life of the site as close as possible to 26 years,” he said.

Ongoing work includes the construction of an Administration Building housing offices, canteen and workshop; a scale and scale-house, to weigh the incoming waste and categorise it; construction of internal access roads, and a storm-water management system.

A landfill gas management system is on the cards for some time in the future, because the facility is, at the moment, still too young to start producing gas.

There are also plans to install a composting facility to help reduce the amount of bio-waste which goes into the landfill.

Minister Whittaker inspects several education projects in Region 5

– tells contractors action will be taken for failing to meet deadlines

MINISTER in the Ministry of Local Government and Regional Development, Mr Norman Whittaker, accompanied by Region Five Chairman Mr Bindrabhan Bisnauth and Regional Executive Officer (REO) Ashford Ambedkar, on Friday last visited and inspected works ongoing at the Novar Primary and Secondary Schools, Mahaicony Secondary School, and the Fairfield Community Centre, all in Region 5.

At Novar, $15.67M was invested for an extension which is expected to accommodate 180 students. This contract was awarded to S.A. Associates and was expected to be completed during a sixmonth period. At Mahaicony, a new wing is being built at a cost of $20.97M to accommodate 200 students and that contract was awarded to TB Construction.

Both projects were expected to be completed before the new school term in January, but the contractors are not on schedule and from all reports the works would not be completed within the given time.

Minister Whittaker warned that if the contractors do not deliver in a timely manner, the regional administration will have no alternative but to terminate the contracts. “The region is in favour that the contract be terminated which I think is a fair way to go because the regional administration has been assisting and engaging the contractors to find out the difficulties, but to this end it was discovered that no one will be able to deliver,” Minister Whittaker pointed out.

In the case of Novar, Minister Whittaker said the contractor continued to extend the completion date. However, he has promised that the work will be completed by January 6.

“The slow pace of implementation has been a challenge and with schools scheduled to be opened within another week is a concern for the region, the ministry and the Government at large,” Minister Whittaker added.

He highlighted that the region has completed 100% of its other programmes and commended the regional administration for monitoring those works and ensuring that they are successful.

“We would not wish that those two projects under the education programme take away from the success that they have achieved under the other programmes,” he stated.

Bisnauth, who also expressed disappointment that the works are not yet completed, said that the regional administration made several attempts to assist the contractors, and they were given the assurance that the projects will be completed within the scheduled period. Notwithstanding the two projects, he said that all the other 2013 capital projects were successfully completed.

Meanwhile, Fairfield Community Centre was rehabilitated under the President’s Youth Choice initiative to the tune of $4.5M. The works include three sanitary blocks.

Ambedkar said that particular contractor was delivering and he was satisfied with the work that has been done thus far. Once completed, he said the centre will benefit hundreds of youths in computer training, home economics and sewing classes. Similar programmes are also on stream in two other areas. (GINA)

Confrontation & threats must give way to political dialogue, maturity - Rohee - says New Year always brings with it a renewed sense of optimism and hope for a brighter future

“In a society like ours, which has a difficult history, we cannot ‘not do this’ (continue to build trust),” he said.

Addressing the issue of democratic consolidation and participatory democracy – tenets of party principles – at the PPP’s final press conference for 2013, held yesterday at the party’s Freedom House headquarters, Mr Rohee said: “One such core principle is the issue of democratic consolidation and participatory democracy. These principles were echoed in an address to the National Assembly on December 17, 1992 by former President, Dr. Cheddi Jagan immediately after the victory of the PPP/C in the elections of October 5, 1992, after twenty-eight years of PNC dictatorial rule, when he said: ‘We have already embarked on a policy of involving the people at all levels. The new government has started to work in a new spirit of having discussions with all those concerned before taking decisions.

The way forward will be through public discourse and consensus’.

Mr Rohee said that realisation of this vision is grounded in the need to build trust at the political level, and create political space for all.

“Confrontation and threats must give way to dialogue, and the good of the country should remain paramount in all our political engagements and discourse,” he said.

Rohee explained that, in the years of the late President Desmond Hoyte, trust among the two main political factions was being established, but the “little trust” achieved between the parties, “for some reason or other”, soon dissipated.

Mr Rohee added that past President Bharrat Jagdeo was “no less explicit” in terms of the way forward. In an address to the opening of the Eighth Parliament on May 4, 2001, Mr Jagdeo had said: “Mr. Speaker, my party sought, and has been granted, the mandate to pursue this journey and to lead this process. This is a great honour as it is a profound responsibility. It is, however, a journey that none -- in spite of capabilities and experience -- must or dare undertake alone.

Nation building demands the involvement of all of us.”

Mr Rohee pointed out that this point was re-emphasised by President Donald Ramotar in his speech at the Opening of the Tenth Parliament, on February 10, 2012.

On that occasion, the current Head of State said: “Indeed, the makeup of this new Parliament dictates that we seek consensus and compromise and resist the temptation to believe that any party can ride roughshod over another. Any such attempt may see us missing the historical opportunities that this new composition offers.

“I urge that we work assiduously to find common ground within and outside of this hallowed chamber. Within my administration, there exists the political will to do so.”

Mr Rohee maintained that, in line with that party’s programme, which calls for establishment of a national democratic state that represents the interests of all classes, groups and social strata as part of an inclusive state, a decision was taken by the party to work towards the creation of a ‘broad left, progressive and democratic nationalist front’ comprising representatives of all sections of the working people, farmers, intellectuals, professionals, the business community, NGOs and all Guyanese who share a common vision of the national democratic choice.

TRANSFORMATION

OPTIMISM DIALOGUE When asked about current efforts to restore that trust, particularly considering the political Opposition’s request for exchange of information on major projects and the establishment of a Tripartite Budget Committee, Mr Rohee said the political will to build trust is present, and the Opposition members have only to request the relevant information to be in possession of it. He added that every request has, to date, been honoured.

With regard to the Tripartite Budget Committee, Rohee said the Government’s position has always been that preparation of the National Budget was the responsibility of the current administration.

Efforts at tripartite talks since the commitment was made by President Donald Ramotar in 2011 have been hamstrung by the inability of parties to reach a consensus. The last meeting, the 2013 budget consultations between the three parties, ended on a bad note, and, as a result, the Opposition parties gutted the budget by $31.4 billion, reducing it from $208.8 billion to $177.4 billion.

Mr Rohee acknowledged that the Opposition has warned of increased scrutiny of the Budget if not included in the preparation process, but he has made it clear that increased scrutiny is not a problem for the Government.

Mr Rohee, however, maintained that the search for a political solution that meets the expectations of the Guyanese people must continue.

He said: “It is clear from the standpoint of the PPP that there is a strong political will to find common ground. The PPP/C administration has always recognised the importance of multi-party

Rohee said: “A new year always brings with it a renewed sense of optimism and hope for a brighter future. The PPP shares this feeling of optimism, which is grounded on the measurable progress the country has made over the past two decades under the visionary leadership of successive PPP/C presidents, all of whom have articulated their own style of leadership that have defined their individual legacies.

“Despite their own leadership styles and personalities, which they have all brought to bear on the national psyche, it is also true that they have all been guided by the basic tenets of party policies and ideological underpinnings based on the core values and principles of the party.”

Mr Rohee thinks a re-affirmation of these principles was expressed by former President Janet Jagan during an address to the National Assembly on February 26 1998, when she said: “As a nation we have to constantly move forward. We cannot turn back. We have to live with our history. It is ours, and the most we could do at this point is to learn the lessons that history has taught us.

“Our past should not divide us, but give us strength and deepen our commitment to pursue boldly the interest of the nation and the people. We must understand our unique cultural experience and realise that our oneness as a nation transcends the sum of its parts.”

Mr Rohee stressed that, in more than two decades, the impact of the efforts made by successive PPP/C administrations cannot be doubted.

He said: “There can be no doubt that the political, social and economic landscape has been transformed under the PPP/C administration. Guyana today is a proud and respected member of the international community.

“As stated in the party’s political declaration which emanated from its last Congress, the PPP recognises, and is proud that, as a nation under successive PPP/C Governments, we have established a formidable record of improving the lives of thousands of people, in particular our children.

“To name only a few: providing the opportunity for the first time for thousands of ordinary men and women to own their own homes; for the first time thousands of Amerindian children are receiving secondary school education; providing thousands of laptops to low income households in one of the most innovative projects executed by a government in the world to reduce the digital divide and enhance equitable access to new technology.”

However, he acknowledged the remaining challenges that mark the political arena. “It behooves us all, moreso as elected representatives of the people, to put the national interest ahead of narrow partisan interests,” Rohee posited.

He echoed the contention of President Donald Ramotar, who said: “The important thing is how we move forward in resolving our positions. To move forward will call for maturity if we are to avoid gridlock and inertia. Political cooperation in the interest of the development of Guyana must exist.”

Early morning fire devours Waterloo St mechanic shop

By Leroy Smith GUYANA Fire Service (GFS) ranks yesterday engaged a veritable inferno in a desperate battle to save several buildings on the west half of Waterloo Street, Georgetown when an early morning fire devoured a mechanic shop and seriously threatened to consume the other buildings in close proximity.

The fire reportedly started just about 03:30 hrs, and Tajmaul Drepaul, owner of the mechanic shop, said he was at home on the lower East Coast of Demerara when a caller informed him that the business was on fire. By the time he arrived on the scene, the destruction was complete.

Asked if he had any issues with anyone, the man responded in the negative. He said that last Saturday he had noticed that a fire

had been set to the back of the business, and he had been forced to spend three hours extinguishing it, since the fire service did not respond to his calls.

He estimated his losses at approximately half-a-million dollars, but said that figure is subject to adjustment since he still has to do an assessment of what exactly were some of the things he had had on the premises.

That fire also scorched at least three buildings and one vehicle which were nearby.

Drepaul told this publication that he does not own the property; rather, it’s his friend’s place, and he has been operating there for the past decade.

Meanwhile, a doctor who operates a clinic next door said his business suffered exten sive water damage and some amount of fire damage, both of which were evident yesterday. Notwithstanding, the doctor praised the Guyana Fire Service for timely response and diligent work, which saved the other buildings that had been threatened by the fire.

He said the GFS came with an adequate amount of water and also used water from the nearby canal to aid in the fire fighting. He tallied his losses as a result of the fire and water damage at just about five million dollars.

The doctor afforded this reporter a walk-through of the facility, which revealed a sheet of water on the lower flooring, while windows were shattered and ceilings were scorched and burnt.

By Telesha Ramnarine THE Ministry of Local Government and Regional Development will, for 2014, be zooming in on conditions existing at markets and tarmacs, which authorities have spent millions of dollars to provide and, in some cases, rehabilitate.

Minister within the Ministry of Local Government and Regional Development, Mr Norman Whittaker yesterday told reporters that there must be transformation when it comes to unhygienic conditions existing at some markets.

Speaking at a press conference held in the ministry’s boardroom at Fort Street, Kingston, Georgetown, Minister Whittaker said emphasis will be placed on ensuring that there are washroom facilities, adequate drains and gutters at these places of commerce.

“The whole idea is to make the conditions hygienic,” he stressed.

To this end, several market management committees will be established in 2014 that will consist of, inter alia, representatives of the Regional Democratic Councils (RDCs) and vendors.

Whittaker further informed that market funds will be managed in a separate account. He said the Local Government Ministry welcomes the US$1M made available to Guyana under a Solid Waste Programme, of which $55M will go towards municipalities so that they can have such works done.

Whittaker also spoke to the issue of illegal vending across the city, which he said will also be addressed in the coming year.

Just last month, he told a news conference that persons engaged in the practice at roadsides are not doing so under proper sanitary and healthy conditions. In fact, most of those vendors sell consumer items, and as such they are required to do so in a proper sanitary facility.

The ministry has moved to establish either a tarmac or a market place in every neighbourhood for the convenience of sellers. Roadside sellers, he said, impede the flow of traffic and allow criminal elements to penetrate certain areas.

He reiterated that the tarmacs and other facilities provided in the neighbourhoods are there for persons to sell in an orderly manner, and he noted the recent acquisitions by those at Corriverton in Berbice and at Timehri on the East Bank of Demerara, who were relocated to the extended facilities constructed for their use.

Minister Whittaker said those sellers were able to remove their businesses from operating on the road shoulders and they will now vend in an orderly manner in facilities prepared for them.

However, despite that setback, there was still over-

whelming response to the programme by the other regions which saw several new loan recipients and second and third time borrowers, through the collaboration between the ministry and the Guyana Bank for Trade and Industry (GBTI).

To date, the ministry has been able to service 1,326 women who have accessed loans and, in some cases, even expanded their operations under what the minister described as a revolutionary micro-credit scheme which allows women to access collateral free loans ranging between $100,000 and $200,000.

Of the total number of people who were able to secure loans for the year, 447 were single mothers who were

trained and certified in skilled areas.

Giving a breakdown, Webster said cosmetology courses were done by 10 persons from Region 2 (Pomeroon/Supenaam); 34 from Region 3 (Essequibo Islands/West Demerara); 58 from Region 4 (Demerara/ Mahaica); 20 from Region 5(Mahaica/Berbice); Eight from Region 6(East Berbice/Corentyne) and 10 from Region 10(Upper Demerara/ Upper Berbice).

Garment making saw 26 from Region 3, 43 from Region 4, nine from Region 5, sixteen from Region 6 and 15 from Region 10.

Forty-nine persons in Region 3, 51 in Region 4, 11 in Regions 5 and 6 in Region 10 took the catering course.

Security guard blames employer for non-receipt of NIS - Roshan Khan rubbishes claim, stakes reputation on the line

By Michael Khan F I F T Y- N I N E - Y E A R - O L D Surendralall, an employee of RK’s Security Service for the past four years, is peeved over the treatment meted out to him, allegedly by staff of the company’s Head Office in Georgetown, over a recent claim for National Insurance Scheme (NIS) sickness benefit.

The armed guard, who is posted at a foreigner’s residence in Mr Roshan Khan, CEO Vryman’s Erven, New Amsterdam, of RK’s Security Inc Berbice, said he also served as a supervisor under RK’s Regional Contract with the Government from 2009 to 2012.

He told the Guyana Chronicle that, back in 2010, he had an eye surgery and was given 30 days sick leave to recuperate, by a doctor at New Amsterdam Hospital and claims were, subsequently, sent to RK’s Head Office for the necessary processing before being forwarded to the NIS. But, to date, he is yet to receive any payment.

Surendralall related that, on October 3, this year, he took ill and was hospitalised for 11 days and upon his discharge, he prepared a claim. “On October 17, I took my NIS claim to the RK’s Office in New Amsterdam and handed it over to the Area Manager who forwarded it to the Georgetown Office. After I did not receive any response, I decided to investigate Security Guard and found out that my claim never Surendralall got to the NIS, as a result of a lapse by the personnel responsible for addressing such matters,” he complained.

The guard alleged that the New Amsterdam Area Manager was apprised of the situation and she made a call to the Georgetown authorities and was told that, when workers are close to the age of 60, they are not entitled to NIS benefits.

“This is preposterous and I find that very difficult to believe, although I am not au fait with the NIS laws,” he declared.

FEARFUL Surendralall, who will celebrate his 60th birthday on January 3, 2014, is fearful that, once again, he may not be able to receive any form of compensation from the NIS due to the lackadaisical conduct of the staff at RK’s Headquarters.

“I even called the General Manager and he promised to look into the matter but it seems as though no one is interested in the welfare of workers because I have not heard from him since,” he lamented.

The guard is appealing to the management of RK’s Security Service to pay attention to the plight of the company’s ‘foot soldiers’.

Meanwhile, in an invited comment, RK’s Area Manager, Ms. Amelia Roopnarain told this newspaper that the matter is out of her hands, since all claims are, usually, sent to RK’s Headquarters to be processed.

“I did my part and I don’t know what happened in Georgetown. I can’t do anything because NIS deductions and contributions are done there. We have a representative there who is tasked with such (NIS) matters. I really can’t explain the reason for such procrastination,” she maintained.

Surendralall said, as he approaches his 60th birth anniversary, he anticipates victimization and as such decided to involve the media in a situation that has plagued him twice over the past three years.

When contacted yesterday afternoon, CEO of RK Security Inc; Mr Roshan Khan dismissed the allegation as “utter rubbish”.

Mr Khan even challenged the disgruntled employee, the NIS and the Chronicle to visit the company’s head-office in Georgetown to have a first-hand look at its “impeccable records”.

“Come check my records, we are always on the ball, 100 per cent of the time....if there is any problem, then it has to do with the inconsistencies of NIS in maintaining their records,” Mr Khan declared.

“My name, honour and reputation are on stake…and on the fact that all my employees are fully covered (by NIS),” Khan said.

He maintained that the NIS offices in New Amsterdam and in Georgetown are both in “a terrible state of confusion”, especially as it relate to record keeping.

In a subsequent telephone call to this newspaper yesterday afternoon, Mr Khan said he had just learnt that Mr Surendralall’s NIS claim is somewhere in the system being processed.

Funeral arrangements for the late Chief Librarian, slated to be held on Friday, will be announced shortly.

Ms. Thompson was killed when the Library minibus, in which she was a front seat passenger, collided with a speeding motor car at the corner of New Garden Street and North Road, also in Georgetown.

The driver of the minibus, PDD 4017, John Beveney is hospitalised.

The occupants of the car were, however, taken into police custody after the head-on collision which saw the car ending up partially submerged in the nearby canal while the bus came to a standstill after it crashed into a concrete bridge.

Thompson, 47, of Lot 3476 Jackson Street, Postel Housing Scheme, North Ruimveldt, in the city, too, was pronounced dead on arrival at the Georgetown Public Hospital (GPH).

At the time of the accident, she was on her way to distribute Christmas gifts to friends, staffers and others before going shopping.

Meanwhile, investigations have resulted in Odedo Underwood, 24, of Guyhoc Park, in Georgetown, being charged with causing death by dangerous driving, breach of insurance, unlicensed driving and taking

a vehicle without the owner’s consent.

He appeared before Chief Magistrate Priya Sewnarine-Beharry where he pleaded not guilty to the causing death and guilty to the other charges.

The defendant was put on $500,000 bail and has to make another court appearance today. (Michel Outridge) Â

“I suppose I’ll miss the cricket, but mostly the friendships, the winning times and the tough times. All that goes on in the change room,” he added.

Kallis now turns his focus to the limited-overs game, with his only remaining ambition being success in the one-day World Cup, where South Africa have often been among the favourites but picked up a tag of ‘chokers’ after several dramatic failures.

LONDON, England (Reuters) - Arsenal can complete a quick double over managerless Cardiff City and consolidate their position at the top of the table when the relentless Premier League holiday schedule continues on New Year’s Day. While players and fans in other countries have a rest from football over the Christmas holiday, tomorrow’s matches will be the fourth in little over 10 days in England.

With the campaign at the halfway mark after 19 matches, Arsenal, with 42 points, lead the table at the start of the new year for the first time since the 2007-08 season. They are followed by Manchester City (41), Chelsea (40) and Everton (37).

The race is so close that Liverpool, who were top at Christmas, are now fifth on 36 points after two defeats in four days at Manchester City and Chelsea.

Among England’s darkest days … the daily rounds of what the UK papers are saying

A NEW Year may be approaching but there is scant optimism among the UK newspapers, which have instead preferred sad reflection on recent events and dire forecasts about what lies ahead for 2014.

The hot topic of Alastair Cook’s captaincy garnered plenty of attention, though few were as blunt as Sir Ian Botham, who was reported in The Times as saying: “If a football manager lost four games like that he wouldn’t have a job. “(Players) almost seem scared of their own shadows. They are timid. Why? What has been put into their heads? They are obviously under some pressure from within because they are all scared to play a shot.”

In the Mirror, Test legend Bob Willis savaged retired spinner Graeme Swann.

“In many people’s mind he will be the bloke who got smashed around Australia and chucked it in with two games left,” Willis wrote. “He got the whole thing totally wrong and the episode was pathetic.

“It is one thing if the medics say you risk permanent damage – and he clearly had problems with this elbow – but this all smacked of giving up.

“He probably had been given the nod that he would not be playing in the current Test in Melbourne, but what message does jumping ship send out to his colleagues?

“The same blokes who have helped him in the nets all these years and ferried drinks on and off the pitch for him when he was centre stage.

More broadly, the mood reflected the malaise that appears to have affected the England team in general.

“Even though the little urn was surrendered by crushing defeats in the first three Tests, this was the most dispiriting loss of the lot on this tour,” wrote John Etheridge in The Sun. “Shortly after lunch on day three, England had an overall lead of 116 runs with all ten wickets in fact. Before tea on day

four, they had lost the match.

“At times during that period, England resembled a village team with their pathetic batting, terrible fielding and flawed tactics.

“Captain Alastair Cook looked like a broken man, surrounded by men with a submissive body language, and apparently unable to lift his troops.

“It was nothing short of shambolic.

“Few would bet against the Aussies winning again in Sydney because they have all the confidence and momentum, while England are a confused rabble.

“The way this England team has unravelled since winning 3-0 at home last summer has been incredible.”

BBC Sport’s Tom Fordyce sang a similar tune.

“With the final Test in Sydney starting in four days’ time and England having been dismantled in every match so far, the odds on a 5-0 scoreline to match that of seven years ago must now be short,” Fordyce wrote.

“What could have been a thrilling final battle was instead by the end an annihilation, another black day in a series of almost unremitting gloom for the shambolic tourists.”

The Daily Mail was merciless in its slamming of the national side, with two huge lines above a photo of Cook and co screaming: ‘Look at this sorry bunch! Pathetic England staring at a whitewash after drops and batting collapse pile on yet more Ashes misery’.

Paul Newman’s article went on to state: “This was the worst yet. A wretched, gruesome numbing defeat that not only leaves an Australian Ashes whitewash very much on but also signals, more than the other three emphatic thrashings, the end of a great era for this England team.

“Australia’s easy, no-nonsense eight-wicket victory within four days at the MCG is a new low simply because England threw the game away in the most culpable manner, as shamefully as anything seen in the darkest days of English cricket.” (CA)

Rahane might have missed out on the hundred, but he showed versatility: resolute defence, concentration, firmness to farm strikes with seniors, willingness to look ugly in the pursuit of scoring runs, and big hitting when needed.

Rahane was India’s only highlight on a bleak final day of what had otherwise been a decent series for them. “Rahane batted really well,” captain MS Dhoni said. “(While) he was with us on the bench, he kept working hard on fitness and technique, and how he wanted to approach his game.

So when he got his chance, the most important thing was to accept it and do well. In this Test series he has batted really well, looked quite compact in all the innings. That’s a big positive for us.”

Rahane finished as India’s third-highest run-getter in the series, but he was in the most precarious position of all before the series began.

He is not picked for ODIs, which gives him no buffer if he fails in the Tests. He has had no soft launching pad.

Like Kohli in the West Indies and Australia, he has had his first real series in testing conditions. Kohli was dropped after that West Indies tour in 2011 after he had some trouble with the short ball. Kohli has previously said that axing was a big lesson for him.

This 96 has made sure Rahane will not have to bounce back like Kohli had to. Especially not if he keeps wearing those blows as medals and keeps coming back up for more.

Santokie hoping for JA Super50 recall KINGSTON, Jamaica - Left-arm swing bowler Krishmar Santokie is looking to establish himself as a regular in the Jamaica 50-overs set-up.

The wily bowler is keen on making the final cut after the national cricket selection panel, led by chairman Wavell Hinds, chose a 45-member training squad ahead of the upcoming Super50 and Four-day regional competitions.

“We have some trial games coming up, so I’m trying to keep myself fit and stay focused,” Santokie said.

“I’m hoping to be in the final 14 for the Super50. If I get in, I’m looking to deliver,” he added, moments before entering the practice nets at Sabina Park on Saturday.

Santokie was the country’s top bowler when Jamaica won the Super50 title two years ago.

However, last season -- though Krishmar Santokie present in the squad -- he played no part as Jamaica lost in the semi-finals to eventual champions Windward Islands.

The 29-year-old told the Jamaica Observer that he has put that 50-overs disappointment behind him.

“I was definitely disappointed, knowing that the tournament where we won I was the leading wicket-taker for Jamaica, and I didn’t get a chance the following season. But I have used it as a stepping stone to push myself to do well,” he said.

The most prominent pace bowler in the regional Twenty20 (T20) format in recent years, Santokie has troubled batsmen with his swinging full-pitched deliveries and crafty slower balls from a low, sling-like action.

The left-arm bowler also excelled in the inaugural Caribbean Premier League (CPL) T20 tournament held in the summer, while representing the eventual runners-up Guyana Amazon Warriors.

“I guess in some ways it (the 50-overs disappointment) worked for me in the CPL, because we all know the outcome. I was Player-of-the-Tournament,” chirped the former Glenmuir High student.

He hopes that good form stays with him.

“I’m definitely looking to take over the form into the Super50 because there is not much of a difference between T20 and One-day (50-overs) cricket. I’ve done it before and I don’t see any reason why I can’t do it again,” he said.

Santokie has taken two wickets in a pair of T20 International matches for the West Indies. He has claimed a total of 82 wickets in 44 T20 outings at a cost of 11.92, including a best of 5-24.

ON this trip to South Africa, Ajinkya Rahane has taken blows from Dale Steyn bouncers that have not got up as expected, making his ducking technique look ungainly.

He has also shown too much deference to a senior bowler who has shown scant respect for the specialist batsmen batting at the other end. He has paid for it, being stranded on 51, and possibly with a series defeat.

Rahane also got India two run-outs to save the team in Johannesburg.

He also cut Vernon Philander for a six at Durban. For a man who had spent many a tour and series warming up the bench, carrying drinks, wondering when his opportunity will come, he has taken his chance with both hands, even though it arrived in the most difficult of conditions to bat in.

Over the past 10 days of cricket, you can see Rahane has grown as a batsman. India knew they had Virat Kohli and Cheteshwar Pujara. Rahane might just be their biggest gain from this Test series.

Rahane has gone about his work in a quiet unassuming fashion. Much like his batting. Most importantly, though, he has shown ticker. Even when he was taking those blows in the first innings from Steyn, and the verbals that came with it, Rahane didn’t play a soft shot. He battled on, though it was questionable to give Zaheer Khan the strike with five deliveries to go in a Steyn over.

Sure enough, two wickets fell in those five balls, including a dreadful swipe from Zaheer first up. It made you wonder if No. 6, a position which requires a strong personality and big-hitting when batting with the tail, was the place for him.

In the second innings, Rahane showed it was. He was clear in raising his hand to Zaheer, who wanted to take the singles, sending him back to the non-striker’s end.

When the need arose for the big hits, Rahane got them successfully away even with eight fielders back. That cut for six,

CBR Milerock disposed of Silver Shattas 3-1 but Winners Connection scored an upset win over Bakewell Topp XX by a stunning 2-1 score-line, as the two teams moved through after the semifinal clashes Sunday night, to the final of the inaugural Upper Demerara Football Association (UDFA)/GT Beer knockout football championship at the Mackenzie Sports Club ground.

Playing on the adjacent field due to an overworked regular pitch which became unplayable due to the inclement weather Milerock posted their win as they first netted in the 8th minute after Randy Jerome was fouled just outside the 18-yard box.

The resultant free kick taken on the left side by Andre Phillips rocketed goal-wards but a defender deflected the ball eventually for an own goal and a 1-0 Milerock lead.

As Milerock sought to assert their dominance with a better playing field than in recent matches they were rewarded as Mark Moses sent a cross for Ron Fiedtkou to score in the 40th minute.

Just when it seemed that the first half would end with a 2-0 advantage for Milerock, Silver Shattas reduced the lead through Leon Clement one minute into added on time.

As Milerock pursued a comfortable win they increased their grip with a goal when Moses got into the act with a drive which pierced through to score in the 58th minute.

This score remained to the end as Milerock now play Winners Connection in the championship game tomorrow at the MSC ground.

By the 24th minute Connection connected once more as young promising striker Marmalaque Davidson made the best use of a lax defensive play and punished Topp XX, sending the ball to the back of the net by uncorking a drive from on top the 18-yard box.

He beat a strong field in the race for the Sports Performance-for-the-Year award, including ace swimmer George Bovell, Dylan Carter (silver in the men’s 50m butterfly at the FINA World Youth Swimming Championships), cyclist Njisane Phillip (silver in the First UCI World Cup Series in Manchester) and Paralympic swimmer Shanntol Ince (four gold at the Paralympic Pan American Championships).

Bovell accepted his $250 000 cheque for his FINA World Swimming Championship Men’s 50m freestyle bronze medal effort in Barcelona.

Ince was the next most heralded athlete on the night, taking home two trophies for Athlete with a Disability and Emerging Athlete-of-the-Year for her four gold medal sweep at the Paralympic Junior Pan American Championship in Argentina back in September.

Top youth swimmer Carter also received one award for Record-breaking Performance-ofthe-Year to add to his Junior Male Athlete-of-the-Year award.

T&T footballer dies in Hungary B U D A P E S T, H u n g a r y (CMC)- Trinidad and Tobago footballer Akeem Adams, who suffered a stroke in Hungary earlier this year, has died, his uncle Ivan Dick has confirmed.

His club Ferencvaros also said Adams, 22, died yesterday after suffering a brain hemorrhage on Saturday.

He had been hospitalised since the heart attack and his left leg had been amputated to alleviate circulatory problems.

Adams, who played as a defender, passed away shortly after his mother Ancilla decided against taking the player off life support.

Adams, who joined Ferencvaros in August, played just a handful of games for Hungary’s

most popular team.

His last game was September 22, a 3-1 victory over Ujpest, Ferencvaros’ traditional rivals.

Adams has undergone at least four operations at the Varosmajori Heart Clinic in Budapest, including the insertion of a mechanical heart and the amputation of his left leg from below the knee in late September and early October respectively.

His health improved in November and doctors were fairly confident he would have been strong enough for a heart transplant before Christmas.

But the anticipated heart transplant never materialised as doctors continued to fret over the slow recovery of Adams’

Spurs’ Parker apologises for making anti-Semitic gesture

SAN Antonio Spurs guard Tony Parker apologised yesterday after a three-year-old photo surfaced of him making the same anti-Semitic gesture that has landed former France striker Nicolas Anelka in trouble.

Known in France as a “quenelle,” the gesture is said to be a reverse Nazi salute and has been made famous by French comedian Dieudonne, who started using it in 2005.

“While this gesture has been part of French culture for many years, it was not until recently that I learned of the very negative concerns associated with it,” Frenchman Parker said in a statement released by National Basketball Association’s Spurs.

“When l was photographed making that gesture three years ago, I thought it was part of a comedy act and did not know that it could be in any way offensive or harmful. “Since I have been made aware of the seriousness of this gesture, I will certainly never repeat the gesture and sincerely apologise for any misunderstanding or harm relating to my actions.” The photo of Parker, a French national team member and three-time NBA champion, shows him making the hand gesture with Dieudonne.

Santos, Slingerz advance to GFA Banks Beer final … with wins over GDF and Western Tigers respectively

By Michael DaSilva SANTOS marched past Guyana Defence Force by a 3-2 margin while Slingerz edged BK Western Tigers 1-0 in the two semifinals of the Georgetown Football Association (GFA)/ Banks Beer Knockout Cup Tournament at the GFC ground on Sunday night.

The two winners (Santos and Slingerz) will meet in the grand final tomorrow night at the GCC ground (tentative), while BK Western Tigers and GDF will face each other in the third place playoff.

WICB sends condolences to Windwards

ST JOHN’S, Antigua (CMC) - The West Indies Cricket Board (WICB) has sent condolences to persons in the Windward Islands affected by recent heavy rains which caused flooding, landslides and claimed lives.

A statement from the WICB said President Dave Cameron has offered sympathies to the affected islands of the sub-region on behalf of all members and stakeholders of the West Indies Cricket Family.

The rains and strong winds are being blamed for deaths and damage to roads, bridges and houses, especially in St Vincent and the Grenadines, where at least 15 were confirmed dead.

“We have heard about the deaths and we…have seen the magnitude of the devastation which has affected our brothers and sisters in St Vincent & the Grenadines, St Lucia, Dominica and also in Grenada,” Cameron said.

“This is the time of year when everyone is full of joy, but that is not the case with some members of our Windies Cricket family who have been dealt a hard blow.”

St Vincent and the Grenadines Prime Minister Ralph Gonsalves says his country suffered estimated WICB President Dave Cameron damage in the region of EC$150 million as a result of the December 24 storm.

“I want to offer our deepest sympathies to those who lost loved ones and also reach out to those who are in need at this very difficult time,” said Cameron.

“We want them to know that the WICB and the West Indies Cricket family are by their side and we want to bring some cheer as we close out 2013 and prepare for the New Year.”
