Sooba breaks her silence on Town Clerk issue - says extraordinary meeting in City Hall compound was ‘tainted with illegalities’ and a ‘public relations stunt’ by the Mayor

By Derwayne Wills ACTING Town Clerk of the Georgetown Municipality and Chief Executive Officer (CEO) of the City Hall Administration, Ms. Carol Sooba said, yesterday, that business there continues as per normal.

Breaking her silence on the alleged ‘illegal’ appointment of Public Relations Officer (PRO), Mr. Royston King, to the Town Clerk position by Mayor Hamilton Green, she stated that, at this point, she sits in her office undisturbed.

“Unless King has another Town Clerk office from which he intends to operate,” she wondered.

The Sixth Schedule Part I of the Municipal and District Councils Act Chap 28:01 gives the Town Clerk the responsibility of convening any meetings of the council, preparing the agenda, minutes and reports of any such meetings, which will be related to the Local Government officials.

According to her, the illegality of the decision taken Tuesday, in the absence of approval from the Local Government Minister, is null and void with immediate effect, since King is “not authorised” to sign cheques on behalf of the Town Clerk, which is one of the administrative duties of the post.

Sooba pointed out that King was at the extraordinary meeting and was merely trying to railroad over the appeal and she admonished him.

She said she has found it difficult to sign cheques for payment to a man she perceives has not been doing the work of the Public Relations Officer.

Sooba disclosed that she has since been advised by the Attorney General and Minister of Legal Affairs, Mr. Anil Nandlall, that legal action will be taken against the decision favouring King.

HEAD of the Presidential Secretariat (HPS) and Cabinet Secretary Dr. Roger Luncheon reported, yesterday, that Cabinet was “outraged” at the outbursts made by United States (U.S.) Ambassador to Guyana Brent Hardt, while celebrating this year’s World Press Freedom Day. According to Dr Luncheon, the celebration, held at the ambassador’s residence, was “attended by the likes of Benschop and Sharma, the ambassador inveigled against the Government of Guyana for not respecting freedom of the press and for,

among other things, intimidating the media.”

Cabinet’s visceral responses are understandable in the context of such a “preposterous and outrageous” claim by the ambassador, the HPS said, while addressing his weekly post-Cabinet news conference at Office of the President, Shiv Chanderpaul Drive in Georgetown.

South China Sea tensions rise as Vietnam says China rammed ships (Reuters) - Vietnam said, yesterday, that a Chinese vessel intentionally rammed two of its ships in a part of the disputed South China Sea where Beijing has deployed a giant oil rig, sending tensions spiraling in the region.

The Foreign Ministry in Hanoi said the collisions took place on Sunday and caused considerable damage to the Vietnamese ships. Six people suffered minor injuries, it said.

“On May 4, Chinese ships intentionally rammed two Vietnamese Sea Guard vessels,” said Tran Duy Hai, a Foreign Ministry official and deputy head of Vietnam’s national border committee.

“Chinese ships, with air support, sought to intimidate Vietnamese vessels. Water cannon was used,” he told a news conference in Hanoi.

Six other ships were also hit, but not as badly, other officials said.

Dozens of navy and

coastguard vessels from both countries are in the area where China has deployed the giant rig, Vietnamese officials have said.

“No shots have been fired yet,” said a Vietnamese navy official, who could not be identified because he was not authorised to speak to the

media. “Vietnam won’t fire unless China fires first,” the official said.

The two Communist nations have been trying to put aside border disputes and memories of a brief border war in 1979. Vietnam is usually careful about comments against China, with which it

had bilateral trade surpassing US$50 billion in 2013.

Still, Hanoi has strongly condemned the operation of the drilling rig in what it says are its waters in the South China Sea, and told the owners, China’s staterun oil company CNOOC, to remove it.

Cuba says it foiled terror plot, claims exiles planned ‘violent actions’

By Patrick Oppmann, CNN Havana, Cuba (CNN) -Cuba says it foiled a terrorist plot by Cuban exiles to attack military facilities on the island and has arrested four U.S. residents.

According to an Interior Ministry statement, the men -- identified as Jose Ortega Amador, Obdulio Rodriguez Gonzalez, Raibel Pacheco Santos and Feliz Monzon Alvarez -- were arrested last

month after traveling to Cuba to “promote violent actions”.

It was not clear whether the men had been officially charged or appointed attorneys.

The statement said Cuban officials would ask the U.S. government to investigate the activities of the men, who the statement said were all U.S. residents.

State Department spokeswoman Jen Psaki said, yesterday, that she did not have additional information about

the accusations.

“The Cuban government has also not been in touch with us yet on these cases,” she told reporters.

The Cuban government alleged that the arrested men have ties with Luis Posada Carriles, a Cuban exile and former CIA operative accused of blowing up a Cuban commercial airliner in 1976. Posada has denied he participated in that attack, but he remains a wanted man in Cuba and Venezuela for his alleged role in the airline bombing, which killed 73 people.

(BBC): Malala Yousafzai, the Pakistani schoolgirl who survived a shooting by Taliban insurgents, has said the world must not stay silent over the abduction of more than 200 girls in Nigeria.

She told the BBC that “if we remain silent then this will spread, this will happen more and more and more”.

The girls were kidnapped more than three weeks ago by Islamist Boko Haram militants in north-east Borno state.

Malala was shot in the head in 2012 for campaigning for girls’ education.

The 16-year-old survived after months of surgery and rehabilitation in the UK, and is now a vocal campaigner for girls’ access to education worldwide.

Maternal deaths falling worldwide, says WHO (BBC): Maternal deaths have fallen worldwide, dropping by 45% since 1990, according to new figures.

The statistics, released by the World Health Organization, also provide new evidence on the causes of women dying in pregnancy or childbirth.

The WHO says most are preventable, highlighting the need for more investment in pregnancy care.

In 1990, more than half a million women died in pregnancy or childbirth - by 2013 the figure was 289,000.

But the WHO say the figure it still too high - with 33 maternal deaths around the world every hour.

The gap between rich and poor countries is wide.

Two Mahdia sisters facing damage to property charges

By Geeta Rampersaud TWO sisters of 111 Miles, Mahdia, who are facing damage to property charges were granted $100,000 bail each yesterday at the Georgetown Magistrate’s Court.

Thirty-seven-year-old Abiola Calder, a cook, and her 48-year-old sister, Claudine Calder, a housewife, appeared before Chief Magistrate Priya Sewnarine-Beharry and pleaded not guilty to three charges.

Particulars of the first charge said that on Thursday, May 1 at Baksh Night Club, Mahdia, they damaged one DX 200 driver valued $235,000, property of Rajendra Singh.

The second allegation stated that on the same day they also damaged one Yamaha keyboard, one digital camera and a cellular phone, together valued $612,000, property of Troy Miller.

They duo was also charged with unlawful assault causing actual bodily harm committed on Miller and was placed on their recognisance for this offence.

Toshao accused of impregnating 10-yr-old daughter remanded to prison A TOSHAO who is accused of raping and impregnating his 10-year-old daughter was remanded to prison yesterday by Chief Magistrate Priya Sewnarine-Beharry.

Stanley Sam of Smith’s Creek, Morawhanna, Barima River, was not required to plead to two counts of rape committed on the minor.

The matter was dealt with in camera (out of public view) and transferred to the Mabaruma Court for report and fixtures on May 19.

According to reports, the girl who lives at Smith’s Creek, Morawhanna, Barima River, was taken to the Mabaruma Hospital because she was unwell.

Medical inspections indicated that the child was sexually active and “it wasn’t a one-time act” and it was revealed also that the child is four months pregnant.

The unrepresented man will remain incarcerated until his next court date, while the child is in protective custody.

Yarrow Dam woman denies abusive language charge A WOMAN of Lot 7 Yarrow Dam who was charged with abusive language was placed on her own recognisance yesterday by Magistrate Geeta Chandan-Edmond.

Sharmilla Rahim, 40, pleaded not guilty to the charge, particulars of which said that on April 27 at Yarrow Dam, she made use of abusive language to Hemwattie Ramroop, where a breach of the peace may be occasioned.

Police Corporal Jomo Nichols, prosecuting, said the facts are as stated in the charge and did not object to bail.

The unrepresented woman will make her next court appearance on May 12.

Horse cart operator threatens wife after late nights rendezvous HORSE cart operator, Jimmy George Kowley, allegedly threatened his common law wife after she would repeatedly return home late at nights.

However, Magistrate Sherdel Isaacs Marcus, while placing the defendant on a bond until the determination of the case, asked Kowley what would be his address, seeing that he could not return to the home.

The defendant, a six-footer with braided hair, initially seemed stupefied by the question, but responded, “I will go to my mother Fay Homer. She has a house at Bun Bush Dam, East Canje.”

Police said, on May 2 last, Kowley threatened to kill Romona Joseph following an argument at their home, at Patrick Dam, Mount Sinai in Berbice.

Kowley said the mother of his children would leave home, and return late at night. However, after she was questioned and was unable to give a reasonable response, an argument arose resulting in the allegations.

‘Iguana Man’ charged with ganja possession - Cort Leitch also on same charge ROSE Hall town residents, Calvin Hoyte alias ‘Iguana Man’ and Cort Leitch called ‘Cort’, were each placed on $10,0000 bail yesterday after they denied a charge of having in their possession 10 grams of cannabis sativa (ganja).

The men appeared at the New Amsterdam Court where Police Sergeant Godfrey Playter said cops were on mobile patrol within the Berbice Township when the duo, who are said to be ‘known characters’, were seen acting suspiciously.

“The Number One defendant was seen with the bulky parcel, and on seeing the police he handed same to the Number Two defendant who dropped the parcel on the road,” Playter told the court.

The parcel was subsequently picked up, and when opened, a quantity of leaves, seeds and stems, suspected to be marijuana was unearthed.

Guyanese accused of smuggling cocaine in custard powder to NY

A GUYANESE man’s packages of powdered custard brought into John F. Kennedy International Airport last month turned out to be powdered cocaine, U.S. Customs and Border Protection said yesterday.

Authorities arrested a man who tried to sneak nearly 18 pounds of cocaine in packages of custard powered through airport security in New York.

U.S. Customs and Border Protection officials at John F. Kennedy International Airport stopped 35-year-old Godfrey Cassius of Georgetown, Guyana, as he passed through baggage check.

The incident occurred on April 22nd but it was lately brought to the U.S. Customs and Border Protection.

Officers asked Cassius, who had just flown in from Cheddi Jagan International Airport in Guyana, if he was carrying any food into the country (United States), to which Cassius admitted bringing eight packages of ‘Champion’ brand custard powder allegedly for an aunt.

Agents then probed the packages in which they found a white powder that eventually tested positive for cocaine.

In all, customs confiscated 17.9 pounds of cocaine — which officials said has an approximate street value of US$300,000.

Some section of the Guyanese media reported that “Cassius did not know he was carrying the substances into the country (United States)”, and that he was paid US$5,000 to take the suitcases into the country.

“Cocaine is a dangerous narcotic, and CBP does its part in keeping these drugs off the streets,” customs’ Director of New York Field Operations Robert Perez said in a statement. “Our officers are determined to protect the American people from these illicit substances.” (www.metro. us/newyork).

It is reported that the man has an impeccable record, but they forgot two things he is good and great at, which are spying for the Americans, and engendering regime change in other countries.

In a statement to the media, the United States Embassy said, “The decision to revoke Mr. Bradbury’s permit is contrary to our understanding of the Government of Guyana’s commitment to review together the LEAD programme, and to the spirit of the discussions proposed by the Government of Guyana itself.”

Bradbury, according to an Online professional profile, has more than 20 years of experience at the House of Commons of Canada as a Senior Parliamentary Assistant and Policy Advi-

sor to Members of Parliament, and has amassed considerable expertise in several areas, namely: governance, parliamentary and committee procedure, legislative drafting, regulatory regime reform, public policy analysis, strategic communications, media relations, reputation management, stakeholder engagement, issues management, and public affairs.

The project, the implementation of which he heads, was not approved by Cabinet, and this was formally indicated to the relevant authorities on October 26, 2013.

His presence in this country indicates evil, and his being here despite being kicked out by Government is eyepass, like Brent Hardt is guilty of.

One hopes that the Opposition cabal will relent and finally show some patriotism and wise leadership, in the spirit of the advocacy on this country’s behalf, and the pronouncement of the FATF to be somewhat lenient towards Guyana in its final decision anent blacklisting us because of the Opposition’s intractable lack of support in the National Assembly when they, time and again, defeated the Government’s Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) Bill in the House.

The decisions of the November 2013 CFATF meeting and Plan of Action regarding Guyana, therefore, remain unchanged. However, Guyana had to file a Report by February 28, 2014 to the CFATF for their review and report to plenary members in May 2014. The report, this month, will include Guyana’s Plan of Action to correct its deficiencies as part of the ongoing process; but Guyana is still at the mercy of the joint Opposition’s recalcitrance that is defeating compliance of passage of the AML/CFT Bill.

At that forum, Guyana is expected to attach to that Report the conclusions on the AML/CFT (amendment) Bill (Bill Number 22, 2013) which has been stagnating through various delaying tactics by the combined Opposition in the Parliamentary Special Select Committee, with hope for a satisfactory conclusion, and an eventual passage of that vital Bill so that a copy of the said enacted Bill would be analysed by CFATF, correlated to the deficiencies to provide the Report to plenary in May 2014.

Guyanese citizens, civil society bodies (in particular the business community and affiliate organisations), the Labour Movement, the diplomatic community, the Organisation of American States (OAS) and the Caribbean Community (CARICOM) all publicly appealed for timely passage of the Bill, but the joint Opposition, comprising the APNU and AFC, remain adamant, demanding in return quid pro quo returns before they support the passage of the

In this regard, torture, beatings, disappearances and even death lurked in the shadows as the PNC went on a rampage. First of all, it was their illogical interpretation of your being a “subversive element,” or an “enemy of the state” once your ideas went contrary to theirs; so those followers of Rodney and/or his ideas became prime targets for their attacks. Karen De Souza is one such example; she was hounded and spied upon wherever she went. Her movements, no matter how innocent they might have been, were dogged by controversy.

One such attempt by the regime was the incident where she was supposedly caught red-handed in the act of shoplifting. These trumped-up charges were crafted by members of the YSM (Young Socialist Movement). Their job was to follow her around and dig up whatever dirt they could find.

So the smear campaign went on, from the ludicrous misdemeanor of shoplifting to the women’s arm of the party, the

Blackmailing the Government through holding the nation ransom to their irrational demands is a consistent tradition of, initially, the PNC; but now they have been fortified by the conglomeration of PNC/APNU/AFC. Guyanese citizens are appealing to the joint Opposition to, for once, put their welfare before their power and wealth-hunger and self-interests, and ensure that the AML/ CFT (Amendment) Bill is passed in the National Assembly with urgency before the May 29 deadline. Their unreasonable and unconstitutional demands, incompatible with CFATF recommendations, would cause further unwarranted delays in bringing the nation in compliance.

The joint Opposition has created an impasse only they can end, and they seem to think this entire imbroglio is a game where they hold the winning cards, when, instead, their implacable stance holds dire implications and consequences for this nation.

Therefore it was with great joy and gladness that I read of Karen’s testimony before the COI of the horrible things she suffered at the hands of the PNC, all because she was associated with the WPA. I am indeed thankful for her coming forward and telling her story, and not being amnesiac like her fellow compatriot, Dr. Rupert Roopnarine.

Another way of benumbing the views of the people was to constantly feed them with lies and propaganda, as the slogan during that period was “Read the Chronicle Newspaper; that paper has the truth.” We were encouraged to follow all the news items of that newspaper, because, from its portals, all “truth” flowed.

On this note, I call on Adam Harris, Editor of the Chronicle Newspaper during the PNC era, to come forward and shed some light as to the workings of that press during this turbulent period. It would be interesting to hear his testimony as it relates to the Gregory Smith matter. I challenge him to testify before the Rodney COI. Adam, come tell us “the truth,” if that is possible.

The body has shown goodwill to the Guyana Government and the people of this nation by allowing additional time for passage of the vital legislation, upon a recommendation from the Port-of-Spain-based CFATF, to extend the deadline for a final decision on Guyana’s compliance with required legislation to combat money laundering and financing of terrorism.

This evidences great mercy and goodwill for Guyana and Guyanese; so, when will the PNC/APNU/AFC put the nation first, demonstrate similar goodwill and mercy to this nation, and allow Guyana to become compliant with international protocols on countering money laundering and terrorism?

If not, whose interests are they guarding by their adamant position on non-support of the anti-terrorism and anti-money laundering Bill? Because, only cartels, terrorists, drug barons and money launderers will hold sway and benefit if they create further obstacles to the passage of the AML/CFT Amendment Bill.

Equal pay for work of equal value I WAS most surprised to see the report in the Sunday Times of May 4, 2014 in which the GTU’s General Secretary is reported to be making a case for differential (higher) pay and benefits for male teachers, just because they are numerically less represented in the teaching profession than their female colleagues.

Gender-based compensation has always been wrong, is wrong, and can never be justified. Differentials in pay and other forms of compensation must be based on objective criteria; and gender is clearly not one of them.

Typically, pay differentials are determined through a formal system of job evaluation and current, relevant, credible, market surveys. Of course, in places like Guyana, where trade unionism ought to be ‘alive and well,’ periodic “negotiations” between representatives of employers and employees also

help to determine pay rates and differentials.

It is inconceivable that any trade union worth its salt will, in this day and age, countenances pay differentials based on gender. I would personally be most surprised that in a profession as dominated by women, as the referenced article projected, the GTU will be allowed to bargain for higher pay for male teachers, just because they are not attracted to the profession due to its relatively low compensation package.

We must try to raise the bar for all teachers. What about nursing? It is even more dominated by women, and apparently less attractive to men. Should we also differentiate between male and female nurses? And what about those jobs that are male-dominated? Should we differentiate in favour of women to get more female policemen, firefighters, cane-cutters etc.?

The picketing exercise conducted outside the Brickdam Police Station dealt with what the shot workers’ colleagues termed police reluctance to bring the shooters to justice, even as the GPF had been provided with the registration number of the vehicle transporting the shooter(s).

Commander Hicken said that while he understands individuals protested because they felt the process is moving too slowly, members of the public, especially those in ‘A’ Division, must feel free to approach him personally with their concerns, or be at liberty to engage any of his senior officers, since he has an open-door policy in regard to treating with the public.

He said many of the issues which people choose to protest about and hold picketing exercise in regard to, are ones that he is sure could be addressed without the negative press and publicity usually associated with the issues.

They said those ranks are, however, very eager to take the complaints against them brought by other members of the public; and when those reports are made, the ranks would work overtime to have them arrested and placed before the courts.

Much has been said about the need for “male role models,” but is the role modeling relevant only in the classrooms?

Are there no other scenarios where the role modeling is, and can be, as powerful? What about fathers, brothers, sportsmen, neighbours, priests et al? How come so many of us who went to schools headed by women and ‘manned’ mostly by women are not deficient because there were too few male teachers for us?

Some jobs/professions ‘naturally’ attract more males or more females, and over time, or across cultures or for other context-specific factors, the differentials may vary.

We might very well be fighting an inevitable trend, and would lose in the long-run if we choose the wrong battle or the inappropriate weapon.

THE current public spat between the Mayor and Councillors and the Town Clerk of the Georgetown Municipality serves to remind us why the nation needs the urgent hosting of Local Government Elections. This is just another example and manifestation why citizens across the country need to elect new representatives to look out for their interests when it comes to the management of their community affairs.

The situation in Georgetown also serves to underscore why local government reform was necessary, and one can only hope that the recently passed Bills in the National Assembly addressed issues that would render the administrative arm of our municipalities accountable to the directions and instructions of our elected representatives. If this is not the case, then our entire democracy is meaningless.

Minister Whittaker, you owe the residents of Georgetown the exigency of announcing a date for Local Government Elections. I am ready!

Central Bank mourns passing of its Governor

THE Bank of Guyana (BOG) was early yesterday plunged into a state of mourning following the death of its governor, Mr Lawrence Theodore Williams. He was almost 60 years old.

Williams, who served the institution more than 25 years in various capacities, died at the Balwant Singh Hospital, in Georgetown after a prolonged battle with cancer.

The BOG, in a statement expressing its “profound sadness” at the death of its Governor, said Mr. Williams joined the Bank in 1979 and rose through the ranks of the organisation over the next thirty five years.

In 1995, Mr. Williams was appointed to the position of Banking Manager, the third highest position in the Bank's hierarchy. At this level he was responsible for overseeing the Operations Department, International Department, and Accounts and Budgeting Department. He served in this capacity until November 2004 when he was appointed to act in the position of Governor.

On June 8, 2005 Mr. Williams was sworn in as Governor, Bank of Guyana, by the President of the Republic and remained in this position until his passing yesterday.

During his time at the Bank, Mr. Williams was a member of the Guyana Gold Board and the Guyana Rice Export Board. At the time of his death, he was Mr Lawrence Theodore also a member of the Governing Board of the Guyana Williams, Governor of the Revenue Authority.

Bank of Guyana Mr. Williams leaves to mourn his wife Valerie Williams, his three children Runda, Lauren and Lawrence Jr. also known as Gavin and grand son Andrew Brown.

A book of condolences will be opened tomorrow (Friday May 9) at the Bank of Guyana.

Meanwhile, in an invited comment on Mr Williams’ passing, Board member Dr. Prem Misir, said that not only was it “a great loss to central banks throughout the Caribbean,” but Williams will also be remembered for his “professional pragmatism” in his approach to problem-solving, particularly the “formidable challenges that periodically” dogged the Bank of Guyana.

In closing, Dr Misir said, “I would like to sincerely convey deepest condolences to the Williams’ family, and the Bank of Guyana fraternity.”

More students now enrolling in sciences for CSEC exams - according to Education Minister

EDUCATION Minister Priya Manickchand has disclosed that more students are now enrolling in the sciences for the Caribbean Secondary Education Certificate exams (commonly called CXC) which has started and will continue until June.

The Education Minister said she expects Guyana to achieve greater success than before.

In an invited comment, Minister Manickchand said “our students have been enrolling in more subjects and still continue to do better

in these subjects than ever before.”

She also noted that “we should as a country celebrate the fact that good CXC results are not being centralised in Georgetown but schools across the country have recently been shining also. This has been the Government’s vision for the education system in our country and it was able to achieve this significant milestone and growth in this sector because of specific and calculated strategic and very conscious investments being made in this sector.”

The CSEC examinations are usually taken by students after five years of secondary school, and mark the end of standard secondary education. The CSEC exams are equivalent to the Ordinary Level (‘O’Level) examinations and are targeted at students sixteen years and older.

The CSEC examinations are often called the CXC examinations as they were the only examinations offered by the CXC from 1979 until 1998.

Guyana, last year, again etched its name comfortably into the annals of history having attained five of the eight Caribbean Examinations Council (CXC)’s awards available to candidates who performed exceptionally Region-wide at the 2013 sitting of the CSEC Examination.

The following is the full text of a touching statement he issued shortly after learning that Williams had finally lost the battle with cancer yesterday after a prolonged illness: “It is with great sadness that I have come to learn of the passing of my dear friend and colleague of many years standing, Lawrence Williams, Governor of the Bank of Guyana. “Lawrence and I have shared a long professional and personal association, dating back to well before he was appointed Governor, and I, Minister. His elevation through the Bank and my own appointment as Minister provided us with additional opportunities to collaborate.

“Lawrence was a man defined by his quiet competence, his attention to detail, his thoroughness, his ability to remain calm under pressure, his quiet wit, his sharp intelliDR ASHNI SINGH gence, and his impeccable demeanour. He was a gentleman and an astute professional. Over the years we developed a strong personal friendship and I came to value his wise counsel and level headed advice.

“I told him our country needed him to continue the excellent work he was doing, and that we could not afford to lose him. Little did I know at that time that it would be the last time I would see him alive.

Ruling today on defence no-case submissions

FOLOWING the close of the prosecution’s case yesterday, lawyers representing the defence made no-case submissions in the absence of the jury.

They are asking Justice Navindra Singh to find that the prosecution had failed to make out a case of felony/murder against the accused -- Javon Wharton and Charles Colyn Cush -- who are indicted with the rape/murder of nine-year-old Sade Stoby, committed in November, 2007.

Sadie Stoby had lived with her parents at 10 Field, Barnwell North, Mocha/Arcadia, East Bank Demerara.

After State Counsel, Mrs. Judith Mursalin had replied to the defence submissions, Justice Singh disclosed that he would deliver his ruling this morning.

In the event that the judge accepts the submissions, Javon Wharton and Charles Colyn Cush would be freed at that stage; but if the submissions are overruled, the two accused would be called upon for a defence, and the case would continue before the judge and a jury.

The prosecution, led by Mrs. Judith Mursalin in association with lawyer Mr. Lloyd Mark Conway, closed its case yesterday after a two-week trial at which 12 witnesses were called. Defence lawyers, Mr. Raymond Ali and Mr. George Thomas submitted to Justice Singh that the prosecution had failed to make out a case against the accused, and had called upon him to free their clients at this stage.

The State has set out to prove that the accused had taken Sade Stoby to the bridge at Mocha and then into the bushes, where they allegedly raped and murdered her.

Old Kai: Chronicles of Guyana ...

Has the US Ambassador openly threatened Guyana’s sovereignty?

- It certainly seems so, judging from recent information made public by Ms. Teixeira OLD Kai was not amused at what appears to be a threat from the US Ambassador, Mr. Brent Hardt, which will have serious implications for the sovereignty of our country.

Despite the Guyana Government’s objection to the implementation of the US-crafted-and-funded LEAD project, and the fact that both nations have committed to meeting soon to discuss several aspects of the initiative, the US Ambassador has effectively underscored that he will not be taking the concerns of our nation seriously. This much can be deduced from a statement on May 6, 2014 where he is quoted as saying, “We (the US) will continue to try to implement the project, because we (the US) think it is for the benefit of all.”

Presidential Advisor Gail Teixeira has indicated that Government’s position on the LEAD project is based on facts. “If the Ambassador wants proof, I have proof,” she declares.

The statement confirms the contentions by the Guyana Government that the project is one imposed on our people by the US Government, because they (the US) ‘think’ that our nation must fall in line with their agenda. The US Ambassador’s indicating that he ‘will continue’ to try to implement the project, irrespective of the reality that the initiative in its current form has been rejected by the Guyana Government and the work permit and visa of the project head being revoked, will clearly have implications

on the sovereignty of our nation. This is not the behaviour of a nation which respects the sovereignty of another.

The revocation of the work permit of the LEAD project head has taken away the argument by the US that they are forced to move ahead with the project because of contractual obligations. So, the US Ambassador has now shifted the goalpost by stating that he 'thinks' this project will be good for Guyana, so they will go ahead and implement it.

The US Ambassador has also been exposed for misleading our citizens on the project, as was revealed

by Presidential Advisor Gail Teixeira. The fact that Ms. Teixeira says she has proof to back up her contentions that the US LEAD project is paying specially selected UG students a ‘miserly stipend’, and assigning them to the opposition political parties, when the initial understanding is that they were being attached to the Parliament Office, confirms the contentions by the Guyana Government from the inception.

It is by no coincidence that this level of assistance to the opposition, through the LEAD project, comes a few months after the AFC would have publicly stated that ‘funds’ for party work had dried up, with supporters moving away from them. The APNU had also made similar claims for assistance.

The US Ambassador needs to account for his misleading statements, and what appears to be a deliberate attempt, with support from the opposition parties, to divert resources of the project in a clandestine manner to achieve their political interests. We saw how this was achieved in the 1960s, and the damage it caused our nation; and, here again, the US has returned.

The interference by this US official has reached an extent where he is now publicly instructing the local media to do his bidding. The Guyana Chronicle yesterday quoted the Ambassador as saying, “I would encourage all of you

(journalists) to not be afraid to ask the tough follow-up question. For example, when a government official suggests that a foreign assistance programme is providing assistance to political parties, ask those officials to back up their allegations. Don’t keep repeating the same unsupported allegations in follow-up reports; press for new information; investigate, and inform.”

The US Ambassador sounds like the new Opposition leader in Guyana.

Old Kai will expect that Mr. Hardt practises what he preaches, and will be ready, willing and able to answer the questions of local journalists as to why he has denied that the project is strategically supporting Opposition MS GAIL TEIXEIRA political parties when recent revelations prove otherwise.

He also has several other questions to answer, including the fact that the project he is referring to as being the genesis of the LEAD initiative had expired since 2011.

We do not expect any ‘pappy show’ answer from the US Ambassador; anything less than full disclosure will contradict the virtues he recently espoused in commitment to transparency and accountability in governing and in dealing with the media.

Old Kai is also watching on keenly at how specific sections of the media will be dealing with this damning revelation by the Guyana Government.

First ever Dutch Ambassador to CARICOM presents credentials THE first ever Ambassador to the Caribbean Community (CARICOM) from the Kingdom of the Netherlands Her Excellency Lucita MoenirAlam presented her credentials to Secretary-General Ambassador Irwin LaRocque at a simple ceremony at his office in Georgetown, Guyana yesterday.

Both Ambassadors agreed that the accreditation was a step forward in the deepening of relations between the Netherlands and CARICOM. Ambassador MoenirAlam said that the Kingdom was “eagerly awaiting” CARICOM’s response to the applications by St Maarten and Curacao for Associate Membership.

The Secretary-General explained the process and the issues to be addressed in respect of the applications.

Secretary General LaRocque said that in deepening the co-operation between the two sides there was a need to identify areas of common interest.

Ambassador MoenirAlam recounted the Netherlands assistance in the area of Maritime Counter Narcotics operations and identified regional security, sustainable development and good governance as areas in which the relations could be broadened and deepened.

PPP accuses Granger of being a stranger to foreign policy, diplomacy OPPOSITION Leader, David Granger’s unfamiliarity with foreign policy and international diplomacy has been revealed, according to the ruling People’s Progressive Party/Civic (PPP/C).

“His inadequacies as a leader has been exposed as he continues to make irrational and uninformed utterances against the PPP/C Government with respect to the revocation of a work permit for Glen Bradbury in relation to the PPP/C Government rejections of the USAID LEAD project in its present form,” the PPP said in a statement.

The party said “Mr. Granger’s arrogant outburst renders him a stranger to foreign policy and therefore incapable of making any meaningful contribution on such matter”.

“His criticisms of the Government pose direct and immediate dangers as it promotes disrespect to Guyana’s right to defend its national interest and to take independent positions.

Granger makes it appears as if it is a crime for the government to protect our sovereignty,” the ruling party said.

The PPP said it will not countenance any position which will render Guyana a mere flag bearing mendicant which clearly Mr. Granger wants us to be.

The PPP said there is little understanding on APNU’s part in respect to the many ways in which foreign policy is managed and “we therefore condemn his unpatriotic offerings”.

“It could only be that Granger is so preoccupied and perplexed by his own knowledge deficiency on this subject, that he has demonstrated such inability to evaluate this matter from a broader, objective and nationalist perspective,” the PPP contended.

It said that, as far as APNU is concerned, protecting the national interests is a crime. Other countries, all over the world have stood up for their right to independence and sovereignty, not excluding lessons from Guyana’s history including our fight for independence. The PPP noted that Granger, as a historian of some acclaim, OPPOSITION LEADER ought to be familiar with DAVID GRANGER the anti-slavery movement and Guyana’s struggle for independence and the right to self-determination.

“The PPP, along with thousands of Guyanese, are prepared

to stand up and pay the price for exercising our right to sovereignty and protection of our national interests. Our history is replete with lessons of struggles for dignity and respect,” the party stated.

It said the APNU’s cowardly and weak-hearted position is out of sync with the reality of today’s world, and that such foreign policy utterances are without traction among the populace who are keen on the need for Guyana to protect its national interests.

It noted, too, APNU/AFC’s support for Glen Bradbury who has arrogated until himself the role similar to that of Caesar’s Consuls in days of the Roman Empire.

“Bradbury has engaged himself in the internal political affairs of Guyana. His arrogance, deceitful and counter-productive approaches would not be entertained by any self-respecting nation,” the PPP declared.

The party said it has found that Bradbury has been engaging institutions without their approval. He has also been misrepresenting reality and abusing long established protocols.

The PPP said it is disappointed that the U.S. embassy would associate itself with Bradbury who has exposed himself to the disgust of stakeholders.

The PPP said it supports the Government of Guyana’s decision to revoke the work permit of Mr. Bradbury.

City Mayor has no power to dispose of action shows contempt of Town Clerk’s services - citizens –Dr. Luncheon GOVERNMENT remains adamant that neither Georgetown Mayor Hamilton Green nor the City Council as a collective (M&CC) has the power to appoint a Town Clerk, because that power resides

in the Minister of Local Government and Regional Development.

As such, Head of the Presidential Secretariat and Cabinet Secretary, Dr. Roger Luncheon, said the recent actions by the Mayor

of Georgetown, Hamilton Green, to ignore the Acting Town Clerk, Carol Sooba, and illegally appoint Royston King as Town Clerk, reflect nothing but contempt for Guyanese.

Speaking to reporters on

the issue during his usual post-Cabinet press briefing yesterday, Dr Luncheon said that just this past Tuesday, Mayor Green appointed City Council’s Public Relations Officer, Royston King, as Town Clerk at an extraordinary statutory meeting.

“As his political career appears to be winding down, the mayor seems anxious to recreate sentiments, memories of his political past. His contempt for the sensitivities of Guyanese continues and, indeed as before, it knows no bounds,” Luncheon remarked.

Dr. Luncheon said the mayor and his acolytes put on a show during last Easter Monday, when he was accused of atrocious behaviour. “The mayor is certainly liable for prosecution. Not satisfied with that exhibition, he raised his contempt to new heights in summoning an extraordinary meeting of the council, at which three motions were to be dealt with.”

The motions sought to dispose of the services of the Town Clerk and of Chairman of the Finance Committee, Junior Garrett. “The mayor has no such power; has been

told that he has no such power; the mayor knows he has no such power.

“This pathetic display obviously is more evidence of his contempt for Guyanese.”

Meanwhile, the motion seeking to remove the current Town Clerk from that position, moved by City Councillor Hector Stoute, was unanimously approved by the quorum of councillors present at Tuesday’s meeting called by the mayor. And there was a subsequent additional motion moved

by Councillor Ranwell Jordan, which was also approved unanimously, proposing that King be appointed as Town Clerk with immediate effect.

King faces an allegation of fraudulently misrepresenting the capacity of Town Clerk by signing tax waivers to the sum of some $36M to the Beacon Foundation, prompting the Local Government Minister to call on the Guyana Police Force and the Office of the Auditor General to investigate those waivers.

This matter is still before

the investigative entities.

In keeping with Article 118 (1) of the Municipal and District Councils Act, Chapter 28:01, which reads to the effect that the power to appoint persons to hold or act in any local government office, and the power to remove any such local government officer from office shall be vested in the Local Government Commission; the Act further provides, in Article 119(1), that any such decision taken by the Commission must be approved by the powers duly vested in the Minister of Local Government and Regional Development.

In the absence of the Local Government Commission, which is to be constituted by the Prime Minister, the powers of the Commission are conferred upon the Minister of Local Government and Regional Development.

The dispute over the Town Clerk’s appointment has spanned the tenure of three successive Local Government Ministers: Mr. Kellawan Lall, Mr. Ganga Persaud and Mr. Norman Whittaker.

‘We face a perpetual task to struggle for betterment’

HUNDREDS turned up on Monday, May 5th at the site of the Berbice Indian Cultural Committee’s (BICC) Highbury Monument in Region 6 (East Berbice/Corentyne), to mark the 176th anniversary of the arrival of Indians to the shores of Guyana.

At the site, Attorney-General and Minister of Legal Affairs, Anil Nandlall, representing the Government, stressed that the current Administration will continue to lead the struggle started by the nation’s ancestors.

“As a Government, it is our responsibility to facilitate development to ensure that the ideals and aspirations of the ancestors of all our people are realised,” he said.

Nandlall continued: “… as we commemorate the arrival of the first batch of Indian indentured servants to these shores 176 years ago, the story of their struggles, challenges and triumphs are well recorded and known.

“However, as we celebrate and salute their legacy today, we must reflect upon where we are, and use their adversities and victories to inspire us to overwhelm the difficulties we face.

“Many of the problems with which they grappled, confront us still.

They did superlatively and under greater constraints; we live a far better life now. Our circumstances are vastly superior, our victories and accomplishments

“Our task is therefore a perpetual one from which we must never shirk,” the AG said.

Nandlall also noted that the struggle for better working conditions; for better living conditions; for better wages and salaries and, indeed, for a better life continues.

Nandlall posited that Guyanese can achieve such success only by working tirelessly to create a world in which all of our people are “unshackled from the chains of poverty and exploitation” of every kind, and where hunger is absent.

He said that in the pursuit of a better life for all Guyanese, the current Administration faces challenges of its own. “As a Government, we are struggling to provide better health care for all of our people, the same objective which our forefathers pursued. However, we are faced with an Opposition that votes down budgetary allocations for a specialty hospital.

“As a Government, as we try to create better living and working conditions for our people, we are confronted by an Opposition in the National Assembly who votes down a hydro-power project that is so important to our development, denying our farmers a manufacturing sector to process that which

Home Affairs refutes Kaieteur report on Mentore leave THE Ministry of Home Affairs (MOHA) pointed out, on Tuesday, that Head of the Strategic Management Department (SMD) of the Guyana Police Force (GPF), Mr. Patrick Mentore was granted approval to proceed on vacation leave from April 28.

The ministry’s statement was in reference to a Kaieteur News article, of May 4, headlined ‘Head of Strategic Management Department sent on Administrative leave’.

Refuting the newspaper report, the ministry said its records revealed that the grant was the result of an application made by Mentore, in keeping with the terms and conditions of his employment.

The ministry said it is unaware of the suggestion, in the Kaieteur News, that Mentore was sent on ‘administrative Mr. Patrick Mentore leave’.

It is a fact that a Management Audit of the SMD is about to commence and that is not an unusual event, as it forms part of the monitoring and evaluation mechanism for the SMD that was implemented by virtue of the ministry’s oversight responsibility for the GPF, the statement explained.

“The issue of the assignment of a vehicle to the SMD is a matter that falls under the purview of the GPF. “Further, the MOHA disassociates itself from the negative comments about the SMD that appeared in the said newspaper article,” the statement said.

Region Two plans colourful cultural show for Independence Anniversary THE Region Two Administration plans celebrating the country’s 48th Independence Anniversary with a colourful cultural show and flag-raising ceremony.

The ceremonial hoisting of the Golden Arrowhead, the region says in a release, will be held at the Anna Regina Community Centre Ground at the stroke of midnight, on the eve of May 26.

Members of the Regional Commemorative Committee reportedly met Tuesday, and have started preparations for the historic occasion.

According to the Committee, the programme will begin at 20:00 hrs on May 25 with a grand cultural show, followed by the usual addresses by Region Two Chairman, Mr. Parmanand Persaud, and a minister of

the government.

And just before the hoisting of the flag, there will be the usual prayers by representatives of the three main religious bodies, namely, the Christian, Muslim and Hindu faiths.

Education Minister commissions Visually Impaired Resource Unit

By Rebecca Ganesh-Ally MINISTER of Education, Ms. Priya Manickchand, commissioned the Ministry’s Visually Impaired Resource Unit, at Lot 144 Albert Street, Alberttown, Georgetown, yesterday.

She said the facility will serve as a more conducive and spacious place of learning of the special needs group, and other speakers at the function concurred.

At the opening ceremony, the minister thanked all parties involved in making the Unit a reality, noting that the achievement is because of the ‘I Can’ attitude.

Manickchand reminded all in attendance that it is universally accepted that education is the one sure way of changing, for the better, circumstances of families, individuals, communities and nations.

She reaffirmed that: “If we, the Government are to take Guyana to better places, it is the understanding that substantial investments should be made in the sector, more particularly on special education.”

The Education Minister further explained and outlined some of the aspects of a five-year plan for the sector; with intentions of making public what it entails for special education and those who serve in administering and delivering it across Guyana.

She said priority, therefore, would be given to the creation of a national database of persons living with disabilities, career path of teachers working in the system and more consultations to better address the issues of disabled persons and their education needs Principal Education Officer (Georgetown), Mr. Baydewan Rambarran emphasised that in countries around the globe, services outside the general education systems have been a growing trend.

The Blind Society has been in existence since 1950 and, over the years, it has grown with the support of several agencies including the Health Ministry.

The society is, presently, hosting several students, who would be sitting the Caribbean Examinations Council (CXC) tests tomorrow and have adapted an electronic approach, deemed the first of its kind through a pilot programme it initiated.

UTILISING COMPUTERS The candidates are utilising computers secured from the One Laptop Per Family (OLPF) project and, tomorrow, they will be given clean ones to write the examination at a designated location.

They will be writing five subjects now but, in September, two others would be introduced and the programme would be manned by trained teachers.

Using the same curriculum as regular students, the electronic educational programme is blind friendly and has not been modified.

Singh said the candidates will embark on a six weeks internship training to get a feel of the work environment.

Apart from the education process, the Blind Society also hosts monthly medical outreaches for its membership every second Wednesday, when a doctor and a team engage about 50 persons under the Ministry of Finance Basic Needs Trust Fund Programme.

Rambarran added that planned and systematic monitoring and arrangement of teaching packages, adopted equipment and materials used, among other interventions, are vital in the delivery of special education and schooling.

Speaking at the function, too, was the first totally blind student that had previously benefited from the unit, Ms. Julie Lewis, who is presently employed at the National Communications Network (NCN) in a senior position.

She recalled the hurdles she had to overcome since the

facilities available at the time were not sufficient.

Lewis said, even though they had nothing, she went on to write her Caribbean Examinations Council (CXC) and General Certificate of Education (GCE) ‘A’ levels examinations and then entered the University of Guyana (UG).

“I graduated with a degree and became the first totally blind person to do so,” Lewis disclosed, congratulating the Education Ministry on its vision for the visually impaired and urged parents and guardians to take heed of this opportunity and make use of it.

Education for the blind was part of the programme at the David Rose School for the Handicapped in the 1970s and the Visually Impaired Unit officially opened at the St. Rose’s High School complex on November 10, 1980.

By Geeta Rampersaud A SEX worker (no address given) who was charged with robbery was remanded to prison on Tuesday by Chief Magistrate Priya Sewnarine-Beharry.

Junior Bernard, also called ‘Keisha’, pleaded not guilty to the offence that said on April 27 at Georgetown, being in the company of others, he robbed Intiaz Bacchus of one Blackberry cellular phone valued $70,000 and $10,000 cash.

Police Corporal, Bharat Mangru, prosecuting, told the court that on the day in question around 22:00 hrs, the virtual complainant (vc) was standing at a gas station when the defendant came up from behind, struck him and took away his cellular phone. The defendant made good his escape and the matter was reported to the police.

Attorney-at-law, Mr. Paul Fung-a-Fat, alleged that his client was paid a counterfeit $5,000 bill for his services and held onto the cellular phone to press demands for his money. Counsel argued that it was no robbery since the defendant took the cellular phone to the police.

The prosecutor opposed bail, citing the seriousness of the offence and the penalty attached.

He said there is a likelihood that if granted bail the defendant may not return for his trial.

Bail was refused and the case was transferred before Magistrate Judy Latchman for statements on May 19.

Watchman granted $50,000 bail on wounding charge A WATCHMAN was ordered to post $50,000 bail by Chief Magistrate Priya Sewnarine-Beharry on Tuesday, on a wounding charge.

Suraj Seeraj of Second Street, Agricola, East Bank Demerara pleaded not guilty to the offence that said on May 1 at Brickdam and Cornhill Street, Georgetown, he unlawfully and maliciously wounded Stanley Persaud.

Police Corporal Bharat Mangru, prosecuting, said that the virtual complainant (VC) and the defendant are known to each other and on the day in question they both were consuming alcohol at the corner of Brickdam and Cornhill Street.

The prosecutor said a heated argument over sexual activities developed between the parties, when Seeraj became annoyed and dealt the complainant a stab.

According to the defendant, he is a pensioner but is employed with Mr. Crane as a watchman. He said that on that day he was on his way to work when he stopped at a shop to get a few beers. He said Persaud was at the shop drinking with some friends when he started to call him names.

Maxwell 90 leads rout of Super Kings GLENN Maxwell fell within touching distance of a century for the fourth time in the competition, but neither he nor Kings XI Punjab were complaining in the end as the side maintained their winning run each time Maxwell made a massive contribution.

Scores: Kings XI Punjab 231 for 4 (Maxwell 90, Miller 47, Bailey 40*) beat Chennai Super Kings 187 for 6 (du Plessis 52) by 44 runs) Maxwell and David Miller set off fireworks in Cuttack to lift Kings XI to the season’s highest total - 231 - and though Super Kings managed 187, at no stage were they serious contenders in the chase. The win took Kings XI to the top of the table.

Such was the carnage by Kings XI that it was easy to forget that only 69 came off the first ten overs. The next ten produced a whopping 162, an IPL record, of which the last five produced 78.

The Miller-Maxwell partnership was worth 135 and after both departed, there was no respite for Super Kings as George Bailey and Mitchell Johnson swung their bats around to add 49 off just 16 balls to end the innings.

Both captains weren’t quite sure how the pitch would play out, given that it was

MS Dhoni later said that the inability of the spinners to contain Maxwell and Miller was the turning point. He turned to Ishwar Pandey to limit the damage and he too was spanked, for 18 in an over. Length balls were duly smashed and attempted yorkers turned into low full tosses that were dispatched.

Jadeja tried bowling it flat and quick as a defensive option but Miller put him away, slashing past short third man and launching one over deep cover. Miller and Maxwell brought up the century stand off just 8.5 overs.

Dwayne Smith broke the partnership when Miller inside-edged on to his stumps.

Prior to that, though, Maxwell had biffed Smith for three sixes, including two audacious reverse-pulls over third man. With a century in sight, however, Maxwell didn’t slow down and his knock ended on 90 when he slogged a slower ball from Mohit to Jadeja at deep midwicket.

The depth in Kings XI’s batting took them past 200 for the second time this season, both against Super Kings, though the previous occasion was a successful chase. Bailey and Johnson took 40 off the last two overs to push the score to 231.

Super Kings failed to put on partnerships even close to the tune of Miller and Maxwell.

Their best hopes rested on their successful opening pair of Smith and McCullum, but their association ended in the first over. Following Jadeja’s departure in the 11th over, Super Kings dropped the idea of attaining the target and focused on getting as many as possible for the sake of net run-rate. du Plessis made an attractive fifty, but his efforts were lost in the din of Maxwell and Miller.

Ronaldinho, Kaka, Coutinho left out of Brazil World Cup squad

(REUTERS) - Luiz Felipe Scolari has named six Premier League players in his Brazil squad for the upcoming World Cup but there was no room for Philippe Coutinho or Kaka, Ronaldinho and Robinho.

Chelsea stars Ramires, Willian, David Luiz and Oscar make the grade, as does Fernandinho and Paulinho but there is no room for Liverpool’s in-form Coutinho.

There was also no room for PSG’s Lucas Moura or Lucas Leiva of Liverpool but former Everton and Manchester City man Jo made the cut.

Napoli defender Henrique, who has played just 71 minutes at international level but worked under Scolari at Palmeiras, won out over Atletico Madrid’s in-form defender Miranda and PSG’s youngster Marquinhos for the spot as fourth central defender.

Scolari, who guided Brazil to their fifth World Cup in Japan in 2002, took Brazil to the Confederations Cup crown last year, beating Italy, Uruguay and Spain on their way to the title.

The team have won 13 of their last 14 matches and are favourites to win the first

World Cup to be played in Brazil since 1950.

The players will meet up on May 26 in Rio de Janeiro and play two friendlies against Panama and Serbia before opening their World Cup campaign against Croatia in Sao Paulo on June 12. Manchester City on verge of title after Dzeko double

By Toby Davis LONDON, England (Reuters) - Manchester City moved to the brink of the Premier League title with an emphatic 4-0 win over Aston Villa yesterday as Edin Dzeko scored twice to leave them needing just a point from the final game of the season.

Dzeko’s double midway the second half relieved the pressure that had gripped the Etihad Stadium and late strikes by Stevan Jovetic and Yaya Toure, his 20th of the season, secured a comfortable victory.

City, who brought up 100 league goals for the campaign, realistically need just a point from Sunday’s home game against West Ham United to win their second league title in three years.

Manuel Pellegrini’s side moved two points clear of Liverpool at the top of the table but, with a superior goal difference of 13, a draw would be enough for City to be crowned champions while Chelsea’s title hopes are over.

At the other end of the standings, Sunderland

guaranteed their Premier League survival when goals

by Jack Colback and Fabio Borini sealed a 2-0 win over West Bromwich Albion which effectively ended Norwich City’s hopes of remaining in the top flight.

With Sunderland moving to 38 points and West Brom one place above the relegation zone on 36, Norwich are three points further adrift with a vastly inferior goal difference.

Within seconds of the kickoff at the Etihad Stadium, it became apparent that Villa would look to stifle and frustrate rather than go toe-to-toe with their talent-packed opponents.

With all 11 men consistently withdrawn behind the ball, the visitors set out to catch City on the break, but they rarely made it out of their own half as the title challengers launched wave after wave of attacks.

“I was absolutely sure if we continued to play the same way we would find the space to score a goal,” Pellegrini told Sky Sports.

High Court dismisses Kaneria appeal, life-ban upheld

By Sam Holden LONDON, England (Reuters) - Former Pakistan leg-spinner Danish Kaneria’s appeal against his life-ban from cricket for spot-fixing was dismissed by Britain’s High Court yesterday.

Kaneria, who has repeatedly denied any involvement in trying to engineer particular situations in a game, was banned by the England and Wales Cricket Board in June 2012 after a disciplinary panel found him guilty of corruption while playing for county side Essex in 2009.

The 33-year-old was convicted of “cajoling and pressurising” former team mate Mervyn Westfield into accepting money for conceding a set number of runs in a match.

Kennard’s family legacy in horse racing gets even better after 106 years THE Kennard’s family has been involved in horse racing for the past 106 years and the legacy is getting better with every passing year.

In an exclusive interview with Chronicle Sport yesterday, Justice Cecil Kennard, who is now the Honorary President of the Kennard’s Horse Racing Club reminisced on his past in the sport of horse-racing.

According to Justice Kennard who heads the Police Complaints Authority, his family got involved with the sport in 1908 and it was his grandfather who was the first of the Kennard’s to get involved.

According to Kennard his grandfather, an Englishman, used to be involved in the sport in England and his (Justice Kennard) father used to be close to his father and so he developed a love for the sport at a tender age. Shortly after his grandfather’s arrival in

Guyana, he got involved in the sport locally.

Justice Kennard explained that as his father declined in age, his grandfather bought a piece of land in Port Mourant which was initially used for cricket, but after a few years the Port Mourant Turf Club was constructed using spades and shovels, since at that time there were no excavators and backhoes.

He remembered the first horse his father and grandfather bought was an English-bred horse by the name of Vagabond Lady from which Pretty Jag was born.

He said Pretty Jag won races over varying distances at all the-then existing race tracks across the country.

Justice Kennard said while he was around horse racing since he was a youth, he got actively involved when his father passed away, but this was not until 1962 when he had completed his studies in law in England.

He said over the ensuing

years, the club has been rehabilitated a number of times.

Justice Kennard remembered that Deo Kharag was the club’s first president and he (Kharag) was very active, then Hamid Rahaman took over the presidency and also contributed significantly and was responsible with assistance of the Crawfords and Drepauls for the construction of the first double-decker stand.

He said the first jockey to race in Guyana were, among others, Edmond Sunich, Bridgelall Molai, Harold and Ivan Dipnarijne and `Sancho’ Sooklall.

According to Justice Kennard, Harry Drepaul and Linden Hazel were some of the first horse-trainers at the venue and they were later joined by Molai after he stopped riding.

Many horses, he said, started their careers at the Port Mourant facility.

The three employees that were honoured for the dedication and service to the club were the club’s secretary Nikita Ross, caretaker Elroy Johnson and Ovid Hawke who is the longest-serving employee of the club.

Speaking at the awards ceremony, the club’s honorary president and former Chancellor of the Judiciary Justice Cecil Kennard gave a brief history of the race track which was named in honour of his father who passed away years ago.

According to Kennard, the real development of the track started in 1962 but became dormant for a few years due to some teething problems but was resuscitated in 1978.

At the Demerara Cricket Club (DCC) ground, Paul stroked 10 fours and three sixes in his 118, which, along with Keanu Harry’s 42, steered Essequibo to 260 for 7 off 59.1 overs, after they bowled out the President’s XI who resumed the day on 112 for 6, for 161 from 66.1 overs, just before lunch.

This was mainly due to offspinner Akil Wallace’s 5 for 74, which backed up his firstinnings 5 for 76 as he ended with match figures of 10 for 150, even as Harry claimed 2 for 32 and Akini Adams 2 for 21 for Essequibo, who at lunch were 24 for 2, having lost Ricardo Peters 17 (4x4) and Avenash Persaud (0).

After the break, they lost wickets but Paul and Harry joined forces to add 63 for the fifth wicket, which did

not only stabilise their run chase but also took them closer to the target, backed by 25 from Ryan Adams and 23 from Shivindra Hemraj, as Essequibo completed the victory by three wickets.

Daniel Lewis, 3 for 44, and Vivian Albert, 2 for 56, were the most successful bowlers for the President’s X1, who, in their final round game which bowls off tomorrow, will face Demerara at the Georgetown Cricket Club ground (GCC), while Essequibo take on Berbice at Everest.

Meanwhile, while Essequibo were coasting to their victory, Berbice were battling with Demerara at GCC, thanks mainly to Latchaya’s unbeaten 103 (207 balls, 11x4; 1x6), 61 from Ashkay Homraj and an even 50 from Viendra Gooniah.

The Ancient County team, who trailed their opponents by 54 runs on first innings, had erased that deficit at the end of the penultimate day and took a 49-run lead, commencing yesterday’s final day’s play on 103 for 3, with Gooniah on 35 and Latchaya 27.

Just as Starc was about to deliver the next ball, Pollard belatedly pulled away from his batting stance and when Starc responded by firing the ball at the retreating

batsman, Pollard shaped to throw his bat at the bowler.

Even though he ended up hurling his bat into the turf, he was charged with a level two offence under the IPL code of conduct for “throwing his bat at or near a player” and was fined 75 per cent of his match fee after admitting the offence.

Starc also pleaded guilty to the level charge of breaching the spirit of the game and forfeited 50 per cent of his match fee as a result.

“It seems to be the case with Kieron and a lot of Australian players,” Starc said when asked about the theatrics and animosity involving Pollard who also clashed with Australian batsman David Warner in the Indians’ previous match against Sunrisers Hyderabad.

“But I don’t think you can

go throwing your bat at anyone.”

Further insult was added to Pollard’s fiscal injury when he and nine of his teammates copped a further 25 per cent reduction in their match payments after their captain Rohit Sharma was found to have overseen a slow over rate during the match.

As it was Sharma’s second such infringement for in IPL 7 he was fined a total of 24 lakh rupees (around $A40 000) while the other members of his team were each stung a quarter of that amount.

Bangalore skipper Virat Kohli was also fined for his team’s slow over rate, but because it was his first such transgression of the tournament he was required to pay half as much as his rival skipper.

deceived the home team batsmen who were at sea, at will on a track that was offering much help to the spinners once the batsmen stayed stationery.

Shurfane Rutherford 25 (3x4, 1x6) fought back with boundaries off Baldeo and Ramcharran and together with Malcolm Hubbard (4) pushed the score to 35, before disaster struck once again as Demerara slipped to 50 for 8.

The pair of Ramcharran and Baldeo worked in tandem to account for Hubbard, Steven Sankar who got a ‘golden pair’ and Rutherford, before Keon Morris who was unbeaten on 6 (80 balls) and Basdeo (2) pushed the score to 62 in the final hour.

Basdeo was lbw to Gooniah (1 for 2) off the second ball of the third over in that period, leaving Morris and Kevin Paul to negotiate all that the Berbice bowlers threw at them to salvage a draw, a feat they achieved right up to the final over that was bowled by Niall Smith (1 for 2).

Top Trinidad cyclist on the mend after crash in America road race GEORGIA, United States (CMC) - Top Trinidad and Tobago cyclist Emile Abraham is reported to be recovering well, after a brutal crash during an elite event in Georgia, USA, last week.

Abraham was among several cyclists who suffered severe injuries in an endurance course which was marred by multiple crashes.

The 39-year-old road speedster escaped the first crash but was not so lucky in the second incident, which comprised more riders.

“Amazingly, like in January when I fractured my rotated cup in my left shoulder, my recovery process is accelerated to the extreme,” said Abraham on his facebook page.

“Today (yesterday) I will get back on the bike after just nine days since the horrific accident”.

Abraham sustained a

concussion, broken nose, injury above his right eye, an injured shoulder and multiple abrasions as a result of the accident.

The ex-national endurance champion was forced to sleep for 15 plus hours a day and suffered constant headaches throughout his recovery.

“My stitches are out, black eye is almost gone, right shoulder has 90% movement, headaches from concussion has gone,” said Abraham, the national Time Trial champion.

“I am so thankful that my mind, body and soul healed so quickly. Thanks again to each and everyone for their support, it certainly helped the process of recovery and I will see you soon”.

The number of crashes that took place during last week’s event, the Athens Twilight, also sparked debate about safety measures for future races.

JCA pressing ahead with plans to celebrate Gayle’s 100th Test KINGSTON, Jamaica (CMC) Jamaica is pressing ahead with plans to celebrate the 100th Test match of flamboyant West Indies opener Chris Gayle, the Jamaica Cricket Association (JCA) president Wilford Heaven has revealed The match is set for June 8 at Sabina Park between West Indies and New Zealand as part of three Tests and two Twenty20 internationals.

“We are not quite sure as to what exactly the West Indies Cricket Board has in store for the occasion,” said Heaven, who lead the Jamaica Cricket Association (JCA).
