From Brighton Town Supervisor

William Moehle As I write this column, the calendar says February, but the thermometer says SPRING! From my window here at Town Hall, I can see residents reconnecting with nature along the Brickyard Trail and even though there will surely be more snow before spring makes its official appearance, it’s hard not to get excited for warmer weather yet to come! This Summer newsletter will list programs for the whole family to enjoy, from toddlers to seniors and everyone in between. You can learn a new sport or skill, meet new friends and so much more when you sign up for a Brighton Recreation program. One of the most popular programs, and one that it is especially important to sign up early for is our Summer Day Camp. Your child can enjoy a wide variety of activity with friends, while you get some peace of mind at work or a little downtime for yourself. Please use our online registration portal, at www.townofbrighton.org/rec to ensure your spots in your favorite programs. Please join us in honoring our veterans, particularly those who made the ultimate sacrifice for our nation, at our annual Memorial Day ceremony, at the Veterans Memorial in Buckland Park, on May 28. Even if you cannot attend our Memorial Day ceremony, take the time to visit the Brighton Veterans Memorial. The Memorial is a stirring and rugged sculpture, created by local artist Mary Taylor, located on Westfall Road, near the Buckland House. On July 4th, Brighton brings the community together to honor

our independence and our freedoms, with a full day of activities, music and family fun, starting with the annual Brighton Chamber of Commerce 5K race, music and rides all afternoon at Meridian Centre Park, the Skycoasters show at 8 pm, and finally a spectacular fireworks show over the Erie Canal. Also popular is the free Tuesday night Summer Concert Series in Buckland Park, starting July 11 through August 15. The concerts feature a wide variety of music, from the Brighton Symphony Orchestra to the reggae sounds of Noble Vibes. Although our Highway Department took advantage of the winter thaws to pick up some leftover debris, our regular spring and summer lawn and garden debris pickup resumes soon. I ask that residents follow a few simple rules to make the job easier and to ensure public safety. One very important rule to follow is that lawn and garden debris should be left on your grass and not in the street. Debris left in the street becomes a safety hazard for drivers, cyclists and pedestrians alike, and can also clog storm drains, potentially causing street and basement flooding. If

you hire a landscape company to do any of your lawn and yard work, please ask if they will obtain a permit and transport the debris directly to the Town landfill. This will keep your neighborhood cleaner and safer, and ease the work of our Town Highway Department crews. Tree service companies MUST haul their debris to the landfill and they must be registered with the Town. Containerized debris will be picked up quicker and please remember that the Town does not pick up grass clippings; they should be left on your grass to enrich the soil. Brighton will again hold several recycling and environmental events to help clean our streets and your home. April 28, is Drug Take Back Day, from 10 am-2 pm at Town Hall. Clean your medicine cabinet, protect children and pets, and avoid polluting the water stream by turning in unneeded medications. Brighton Clean Sweep is May 12, also at Town Hall at 9 am. Help your friends and neighbors give Brighton a Spring cleaning! Finally, our electronics recycling and document shredding event will be held on May 19, from 9 am-Noon, at the Brighton Highway Department, 1941 Elmwood Ave. More information on each of these events is available on our Town webpage. We also invite you to follow the Town of Brighton on Facebook https://www.facebook. com/BrightonMonroeCounty/ and our Twitter page at https://twitter.com/ townofbrighton . Brighton Recreation, the Brighton Police Department and the Brighton Farmers’ Market also have Facebook pages. I wish all of you a fun filled and safe 2018 Spring & Summer!

2018 Brighton Community Garden Gardening season will soon be here, and the Brighton Community Garden is accepting applications for 2018. The Garden is on Westfall Road, just to the east of the Buckland House in Buckland Park. Each participant will be assigned a 10x10 foot plot for all-organic growing. 585-784-5260 • TTY 585-784-5381

The fee is $25 for the season. To receive an application, please contact the Brighton Recreation Dept. at 784-5260 or email brightoncommunitygarden@gmail.com. The Brighton Community Garden is sponsored by the Town of Brighton. 2

Work Within The Highway Right-Of-Way The Department of Public Works would like to remind Brighton residents and business owners that all work done within the Town’s Right-of-Way requires a permit. Section 166-21 of the Brighton Town Code states that, “No person or corporation shall open, disturb or work within, erect fences or structures, plant trees within or cause to be opened or disturbed by cutting, missiling, boring,

digging, resurfacing or excavating the soil, pavement or sidewalk within any street, sidewalk or right-of-way, for any purpose whatever, without having secured a permit to perform such work.” If you would like additional information, you may obtain a copy of the Brighton Highway Access Guidelines at the Department of Public Works or at the Highway Department. Permit forms and fee schedule can be obtained at

the Department of Public Works or Highway Department offices located at 1941 Elmwood Ave. They also can be downloaded from the Town’s website at www.townofbrighton.org/highway.

2018 Yard Debris Collection to Begin on April 9th When the Town of Brighton begins our yard debris collection program you know it’s a sure sign that blue skies and warmer weather are on the way. This year, the Highway Department will begin the annual collection of brush and garden debris on April 9th. The Highway Department strives to provide weekly collection of material generated from normal lawn and garden maintenance from spring through fall. The yard debris collection schedule may be altered during this time allowing us to focus on street and infrastructure maintenance as well. As our hardworking women and men make their way through Town, here are a few helpful reminders that will help keep our crews on schedule. • Grass clippings will not be collected. The Town of Brighton has a grass-recycling program that encourages residents to either compost their clippings or simply leave them on the lawn. Brighton residents may drop off grass clippings for composting at the Highway Department, which is located on 1941 Elmwood Avenue. 585-784-5260 • TTY 585-784-5381

IT’S THAT TIME AGAIN

• Small piles of yard debris or brush must be placed in acceptable containers for a quick, clean pickup. Containers must weigh no more than 50 lbs. Small loose piles will not be collected. • Please place brush and garden debris at the curb in containers or paper bags – not in plastic bags, or in a neatly stacked pile, no more than eight feet long, and free of sod, dirt, or construction debris. • Do not place any debris piles or containers onto the roadway, shoulders or gutters as it creates a safety hazard for bicyclists, pedestrians and 3

motorists and as this is also a violation of NYS Highway and NYS Vehicle & Traffic law. • Do not mix household refuse with yard waste. • For ease of collection, bulk yard debris or brush piles must not be placed next to or around obstructions. Remember that wood chips are available at the Town of Brighton’s Highway Department. Residents need to bring their own container. For more information, call the Highway Department at 784-5280 or check out the Town’s website at www. townofbrighton.org for daily location updates of yard debris collection. www.townofbrighton.org

A Message from the Chief At the beginning of every year we compile data on crime trends and police activity for the previous year in the Town of Brighton. We chart the data that includes crime type, day of week and time of occurrence. We provide trending data for the previous ten-year time frame. You will find this information in the Brighton Police Department Annual Report. You can find a copy of the 2017 Annual Report (and previous editions) on the Town of Brighton website www. townofbrighton.org. As part of our community outreach efforts for 2018 I am asking for your

input on issues that are affecting your neighborhood. We have heard from some of your neighbors about traffic concerns. Our approach to these complaints starts with trying to identify the scope of the problem using data analytics. We start by collecting data that includes traffic counts, vehicle speed and direction of travel. If a problem is identified, we then use an education and enforcement approach to try to calm the situation. There has been considerable discussion about the opioid epidemic that is impacting our region. A series of community forums and discussions

have been held throughout the Monroe County area, including here in Brighton. As part of the effort to address the opioid epidemic we participate in a pharmaceutical take-back program. There is a drug collection box located in the lobby of the Public Safety Wing of the Town Hall. You can drop off unwanted drugs from 8:00AM to 6:00PM, Monday through Friday. If you have a concern about your neighborhood or some other area in Town, I want to hear from you. You can reach me at (585) 784-5101 or by e-mail mark.henderson@townofbrighton.org.
