William Moehle Even after a relatively mild winter, we all look forward to shedding the heavy overcoats, opening our windows to let in the fresh air and having the pleasure of spending a lot more time outdoors. Brighton has always been a hometown where you and your family can really enjoy the warmer temperatures in our many parks and trails and enjoy the many spring and summer Recreation Programs. The programs you will find listed in this newsletter will attract both young and the young at heart so remember to register early. Programs fill up quickly so please consider registering using our online registration portal, on the Town of Brighton website at www.townofbrighton.org to ensure you or your children’s spots in your favorite programs. We kick off the 2017 Summer Season with our Summer Day Camp program with registration beginning for Town residents on April 18th. Please be sure to join us at our annual Memorial Day ceremony held each year at our Veterans Memorial in Buckland Park. Our annual Daddy & Daughter Dance is always a big favorite and this year it will be held on June 9th at 6:30 pm. July brings our annual Independence Day celebration. We put on one of the biggest and best July 4th fireworks displays in the area and give you a full day of activities, music and family fun, starting with the annual
Brighton Chamber of Commerce 5K race at Brighton High School, music and rides all afternoon at Meridian Centre Park, leading up to the Skycoasters show at 8pm, and concluding with spectacular fireworks show to cap off the day. Our Tuesday night Summer Concert Series in Buckland Park also returns, starting Tuesday, July 11th through Tuesday August 15th. You can find all the details on these and other events in addition to all of the classes and programs scheduled through the spring and summer months in this 2017 Spring/Summer Newsletter, online on our website and on the Town of Brighton Recreation Facebook Page. Lawn and garden debris pickup resumes soon and there are a few rules to remember to make the job easier and to ensure public safety. One very important rule to follow is that lawn and garden debris should be left on your
grass and not in the street. Debris left in the street becomes a safety hazard for drivers, cyclists and pedestrians alike, and can also clog our storm drains, already taxed by spring rains and heavy winter snowmelt, and can even cause street and basement flooding. If you hire a landscape company to do any of your lawn and yard work, please ask if they will obtain a permit and transport the debris directly to the Town landfill. Doing so will keep your neighborhood cleaner and safer, and ease the work of our Town Highway Department crews. Also, please remember that the Town does not pick up grass clippings; instead they should be mulched and left on your grass to enrich the soil. Our newsletter serves as an important outlet for us to use in our continued efforts to provide our residents with Brighton information. Backed Up Sewer/Basement Flooding? Please call the Brighton Highway and Sewer Operations Center 24/7 line at 585-784-5280 (press 2 for the Sewer Department option) for assistance. If this is an after-hours call, an answering service will take your information and contact Sewer Department personnel. If a backup is a result of a blockage in the public sewer main, the Town Sewer Department will remove the obstruction and/or repair the sewer main. If the 585-784-5260 • TTY 585-784-5381
obstruction is located within the sewer pipe from the house to the sewer main, the Town Sewer Department, as a courtesy, can assist in assessing the problem and in an emergency, the Town will try to remove the blockage. Generally, this effort provides temporary relief and does not provide a permanent solution. Please note that the maintenance and repair of the sewer pipe from the house to the main is the homeowner’s obligation 2
as well as their responsibility, to seek a permanent solution.

2017 Tentative Assessment Roll to be Filed Formal Grievance Opportunity in May (Equalization Rate not yet determined. 2016 Equalization Rate was 94%) Town of Brighton 2017 Tentative Assessment Roll will be filed on or before May 1, 2017. Any property owner who is not satisfied with their Assessment may take advantage of the annual grievance process. Applications to go before the Board of Assessment Review will be available at the Assessor’s Office on May 1. The formal Complaint application must be filed with the Assessor on or before May 23, 2017. A taxpayer’s
guide: How to File for a Review of Your Assessment is available at the Assessor’s Office or through a link on the Assessor’s page of the town web site. The Level of Assessment for the 2016 Tentative Assessment Roll was 94%-the 2017 Level has not yet been finalized but will be available by May 1. The Assessor’s Office will begin accepting grievance applications as early as May 1, 2017 and early filing is always appreciated—appointments to meet with
the Board of Assessment Review are scheduled for the next available hearing time as the completed applications are returned to the Assessor’s Office. The Assessor’s staff will schedule appointments with the Assessor during the first half of May to discuss stipulations for residents who submit well supported and completed complaints/grievances. Work Within The Highway Right-Of-Way The Department of Public Works would like to remind Brighton residents and business owners that all work done within the Town’s Right-of-Way requires a permit. Section 166-21 of the Brighton Town Code states that, “No person or corporation shall open, disturb or work within, erect fences or structures, plant
trees within or cause to be opened or disturbed by cutting, missiling, boring, digging, resurfacing or excavating the soil, pavement or sidewalk within any street, sidewalk or right-of-way, for any purpose whatever, without having secured a permit to perform such work.” If you would like additional information, you may obtain a copy of the Brighton
Highway Access Guidelines at the Department of Public Works or at the Highway Department. Permit forms and fee schedule can be obtained at the Department of Public Works or Highway Department offices located at 1941 Elmwood Ave. They also can be downloaded from the Town’s website at www.townofbrighton.org/highway.
It’s That Time Again
2017 Yard Debris Collection to Begin on April 10th When the Town of Brighton begins our yard debris collection program you know it’s a sure sign that blue skies and warmer weather are on the way. This year, the Highway Department will begin the annual collection of brush and debris on April 10th. The Highway Department strives to provide weekly collection of material generated from normal lawn and garden maintenance from spring through fall. The yard debris collection schedule may be altered during this time allowing us to focus on street and infrastructure maintenance as well. As our hardworking women and men make their way through Town, here are a few helpful reminders that will help keep our crews on schedule. 585-784-5260 • TTY 585-784-5381
• Grass clippings will not be collected. The Town of Brighton has a grassrecycling program that encourages residents to either compost their clippings or simply leave them on the lawn. Brighton residents may drop off grass clippings for composting at the Highway Department, which is located on 1941 Elmwood Avenue. • Small piles of yard debris or brush must be placed in acceptable containers for a quick, clean pickup. Containers must weigh no more than 50 lbs. Small loose piles will not be collected. • Please place brush and garden debris at the curb in containers or paper bags – not in plastic bags, or in a neatly stacked pile, no more than eight feet long, and free of sod, dirt, or construction debris. 3
• Do not place any debris piles or containers onto the roadway, shoulders or gutters as it creates a safety hazard for bicyclists, pedestrians and motorists and as this is also a violation of NYS Highway and NYS Vehicle & Traffic law. • Do not mix household refuse with yard waste. • For ease of collection, bulk yard debris or brush piles must not be placed next to or around obstructions. Remember that wood chips are available at the Town of Brighton’s Highway Department. Residents need to bring their own container. The celebration will begin with the Brighton Chamber of Commerce 5K Race held at the Brighton High School at 8 am including the return of our July 4th Pancake Breakfast! All other activities including the legendary performance by the Skycoasters will take place at the beautiful Meridian Centre Park. Festivities at Meridian Centre will begin at 2:00 pm and include tons of family fun games and activities, Kiwanis Kid Zone, food vendors and a great schedule of musical entertainment throughout the day! PLAYGROUND CAMP
Brighton Recreation Playground Camps are permitted by the Monroe County Health Department! Your children will spend their summer meeting new friends, making craft projects, exploring the outdoors and participating in various indoor and outdoor activities. The goal here is for the kids to have a great time, while being as safe as possible! Participants must wear sneakers each day and bring a nut free lunch and snack. Children must be grade appropriate for the camp you are registering for, NO EXCEPTIONS! Online Registration is available for Playground Camp. Paper forms that are mailed or dropped off are processed randomly for the first week of Playground Camp Registration! PLEASE NOTE: Brighton Central School Buildings may be under some construction this summer, which may include ASBESTOS removal. Due to this, space may be limited at some sites. Please take this into consideration when registering for camps.

With American Dance Academy This class focuses on creative movement and dance through circle time, stretching, sing a longs, dance combos and creative time. This summer program is designed to allow teens to learn leadership skills by helping to organize activities for our summer camp program. After successful completion of an interview participants will be placed at various playground camps throughout the town under the supervision of the camp director and the Recreation Department. Come learn how to attract fairies to your life by learning how to design, build and construct a magical house that fairies will come from far and wide to live in! Throughout the week, each day we will learn techniques to build whimsical fairy houses. We will design a layout and sketch out a floor plan, learn sturdy construction techniques to make the house bases and choose a house type (tee pee, square, multi-level, etc.), as well as how to construct sturdy roofs and unique doorways and windows. Once the house base is built, we will then construct fairy furniture. We will explore magical ways to entice fairies to come live in these beautiful houses! BRIGHTON VOLLEYBALL CLINIC
For children entering grade 5 - 9 in fall of 2017 (current 4th 8th graders spring 2017). Register at current grade levels.This fun, athletic clinic is intended to introduce and develop basic volleyball skills. Our comprehensive program focuses on teaching the sport of volleyball, blending a balanced mix of hands on drills, team building and both individual and team competition. Special emphasis will be placed on key techniques. Instruction is designed to accommodate both beginning and experienced players. Group play will be determined by skill level and take place on various courts. Each participant will receive 12 ½ hours of training, and a T-shirt! This clinic is ideal for players wishing to learn and develop their knowledge of the popular sport of field hockey. Campers will be introduced to all fundamental aspects of the game. Skills covered on the field include: ball control, dribbling, push passing, driving, dodging, shooting, stick skills, flicks, lifts and the general rules of the game. New York State requires all individuals born on or after 5/1/96 to successfully complete an approved course in boater education in order to operate a motorboat. Students will receive a temporary boating safety certificate upon completion of the course. Students 18 years of age and older will be required to pay a $10 fee to NYS for issuance of a permanent boating safety certificate. Permanent boating safety certificates do not expire. Lollypop Farm Training classes are now in Brighton! Preserving the bond between people and their pets is a primary goal of Lollypop Farm, the Humane Society of Greater Rochester. Classes offer people and their pets a wonderful opportunity to improve their training skills and prevent future behavior problems. It’s also a lot of fun! A portion of the proceeds from these classes benefit pets in need at Lollypop Farm. Fee includes class handouts, training clicker, and certificate of completion.

Brighton Recreation sponsors a social club on Tuesdays for people age 60 and over. People are welcome to drop in anytime. Activities include our Lunch Bunch, musical programs, speakers, card playing, trips, holiday celebrations, and special events. Bus transportation to the Senior Center for Tuesday activities can be arranged for Brighton residents by calling the Senior Office at 784-5266. The cost is $4.00 round trip. On the first Thursday of the month from June through September we will take a trip to the Public Market. BRI-PEN SR RIDES LAUNCHES!
Lifespan, Brighton, and Penfield communities are establishing a volunteer driver program to take seniors in the community who reside within either town to their medical appointments and religious services. It will be known as “Bri-Pen Senior Rides.” Some of our elderly neighbors no longer drive and may need a ride to do these simple, but necessary things. Mentoring Club
In the Fall of 2005, Brighton Youth Together joined forces with the Brighton Central School District Mentoring Club. Twelve Corners Middle School and Brighton High School students meet weekly at the TCMS Cafeteria from 3:00 - 4:00 pm. This high-energy group is working on building the 40 Developmental Assets for youth and community service projects while building relationships with their fellow students. Everyone is welcome! This club is designed for teens just like YOU! The Mentoring Club will help you to: • Build relationships within our community • Be a community Teen Leader • Share your ideas with other Teen Leaders • Help create and implement new programs • Have FUN while supporting the 40 Developmental Assets for Youth

These two events will take place

2017 Brighton Farmers’ Market The summer season of the 2017 Brighton Farmers’ Market opens on Sunday, May 14, returning to the Brighton High School parking lot every Sunday morning from 9 am to 1 pm through November 19. For those who can’t wait, be sure to visit the indoor Market, which continues through May 7, Sundays 1 to 4 pm in Brighton’s Brookside Center, 220 Idlewood Road. The summer Market brings together all-local farmers and producers offering the finest fruits, vegetables, meats, dairy, plants, flowers, baked goods, pasta, honey, maple products, jams, jellies, and much more. There will be live music each week, activities for kids, food trucks, community groups, and friends meeting friends each Sunday morning. This year the Market’s theme is CommUnity; community groups will join the Market to offer information about the good works being done in our area. Special
events will be held throughout the season, including the Bike Rodeo, Color Brighton Green’s Eco-Fair, Public Health Day, and Arts Day, sponsored by Friends of the Arts in Brighton. 2017 Brighton Community Garden Gardening season will soon be here, and the Brighton Community Garden is accepting applications for 2017. The Garden is on Westfall Road, just to the east of the Buckland House in Buckland Park. Each participant will be assigned a 10x10 foot plot for all-organic growing.
