• Bring the eye dropper up and hold it at an angle to the eye so it’s close but not directly in her view.
• Gently tug her upper eyelid upward and quickly put a drop into the eye, being careful not to touch the eye.
• Repeat with the other eye.

How physical activity can help in the fight against breast cancer
Breast cancer is a complex disease that a ects millions of women across the globe each year.
ough the American Cancer Society (ACS) reports that only about 4 percent of women diagnosed with breast cancer in the United States are under age 40, women of all ages can take steps to protect themselves against this deadly disease. Exercise bene ts women in a myriad of ways, and that includes lowering their risk for breast cancer. e ACS notes that researchers are increasingly linking exercise to a reduced risk for breast cancer. ough the reasons behind that link remain unclear, some theorize that the positive e ects of exercise on body weight, in ammation, hormones, and energy balance could be why regular physical activity helps women reduce their risk of breast cancer.
Body weight and breast cancer
e National Cancer Institute reports that being obese a er menopause can signi cantly increase a woman’s risk for breast cancer. In addition, the ACS attributes the rise in hormone receptor-positive breast cancers to an increased prevalence of excessive body weight. Routine exercise is a highly e ective way to lose weight and keep weight o , which in turn could lower women’s risk for breast cancer.
Being sedentary and breast cancer
Exercise is a not a sedentary activity, and that could be another reason why women who are physically active have a lower risk for breast cancer. e ACS notes that more than one study has linked sitting time to a higher risk of various diseases, including breast cancer. Researchers with the ACS analyzed data from 77,462 women, who they followed for an average of 15.8 years. None of the participants had cancer when the study started, but researchers found that women who sat for six or more hours per day during their free time had a 10 percent greater risk for invasive breast cancer than women who sat for less than three hours per day during free time.
Does physical activity really reduce breast cancer risk?
e human body is complex, and a host of factors, including those like age that women have no control over, can a ect cancer risk. However, engaging in routine physical activity seems to be an e ective way for women to reduce their risk for breast cancer. In fact, the Breast Cancer Research Foundation estimates that one-third of all breast cancer cases could be prevented with positive lifestyle choices that help women maintain a healthy weight, including exercise.

PROTECTIVE FACTORS FOR BREAST CANCER
The ovaries make most of the estrogen that is made by the body. Treatments that stop or lower the amount of estrogen made by the ovaries include surgery to remove the ovaries, radiation therapy, or taking certain drugs. This is called ovarian ablation. Premenopausal women who have a high risk of breast cancer due to certain changes in the BRCA1 and BRCA2 genes may choose to have a risk-reducing oophorectomy (the removal of both ovaries when there are no signs of cancer). This decreases the amount of estrogen made by the body and lowers the risk of breast cancer. Riskreducing oophorectomy also lowers the risk of breast cancer in normal premenopausal women and in women with an increased risk of breast cancer due to radiation to the chest. However, it is very important to have a cancer risk assessment and counseling before making this decision. The sudden drop in estrogen levels may cause the symptoms of menopause to begin. These include hot flashes, trouble sleeping, anxiety, and depression. Long-term effects include decreased sex drive, vaginal dryness, and decreased bone density.

The Cleveland Clinic notes that soy foods provide a host of nutritional benefits. Plant protein, including soy, can provide cardiovascular benefits, including helping with people with high blood pressure lower their blood pressure to healthier levels. While many people rely on animal-based proteins to get their daily recommended intake of protein, soy foods are naturally free of cholesterol and low in saturated fats. That makes soy foods more heart-healthy sources of protein than animal products. The Cleveland Clinic says substituting soy foods for animal-based proteins a few times per week can reduce a person’s risk for cardiovascular disease. Soy foods also can be a great source of dietary fiber, though the U.S. Soybean Export Council advises consumers that not all soy products are the same. The USSEC notes that foods like soy milk and tofu contain very little fiber. People who want to utilize soy beans as a source of dietary fiber should look to foods that utilize the whole bean, such tempeh, soy flour and textured soy protein. The USSEC also notes there’s some confusion in regard to the connection between soy foods and iron, though the group admits research is ongoing. While a 1/2 cup serving of cooked soybeans contains four milligrams of iron, the phytate and soy protein present in soy foods reduce iron absorption, meaning that the body won’t really benefit from the iron. However, the USSEC recommends consumers purchase fermented soy foods, including tempeh and miso, because the body might absorb more iron from these foods than it will when consuming other types soy foods.

2017 study published in the journal Cancer Epidemiology, Biomarkers and Prevention found that about one-third of women diagnosed with metastatic breast cancer in the United States live at least five years after diagnosis. Also known as stage IV breast cancer, metastatic breast cancer is the most advanced stage of the disease. Metastatic breast cancer refers to breast cancer that has spread beyond the breast and nearby lymph nodes to other parts of the body. Patients diagnosed with breast cancer also should know that improved treatments may further their chances of surviving a diagnosis, even a diagnosis of metastatic breast cancer. In fact, the American Cancer Society notes that survival rates are based on women who were diagnosed and treated at least five years earlier. In the time since those survival rates were documented, treatments could have advanced even further, potentially improving the five-year survival rates for metastatic breast cancer.

Cardiac Stent, While Helpful, Can Bring Risks
DEAR DR. ROACH: I am a 71-year-old woman diagnosed with coronary artery disease. My latest calcium score was 801. My right coronary artery was 80% blocked, and the left artery was 25%. My cardiologist asked me to decide if I want to do angioplasty or not. I don’t have any symptoms, only shortness of breath on exertion. I can’t decide what to do. My cardiologist seemed against getting a stent, not that he said that exactly, but he stressed the risk of getting one. -- M.C. ANSWER: A cardiac stent is a device placed into an artery of the heart after it is re-opened, usually by a balloon in a procedure called an angioplasty. Stents help reduce the risk of the artery closing off after the procedure. In people with stable coronary artery disease, opening up a blood vessel can reduce symptoms, but has not been shown, despite many studies, to reduce risk of heart attack or death. You said you were asymptomatic, but shortness of breath is one of the major symptoms of blocked coronary arteries, which are the blood vessels that provide oxygen-rich blood to the heart muscle. It can be very difficult at times to judge whether a person’s shortness of breath is coming from blockages in the artery or not, and stress testing can help answer whether this is likely. People can have shortness of breath on exertion for many reasons, including lung problems, anemia, lack of exercise or persistent symptoms after a COVID infection.
While the decision is ultimately up to you -- it’s your body -- it’s best if the cardiologist gives you a definite recommendation and the reasoning behind it. You can’t make an informed decision without being informed. A stent might improve your shortness of breath, but there are risks of bleeding, infection and even heart damage from a stent placement. It’s not to be undertaken lightly. If your cardiologist doesn’t feel that your shortness of breath stems from the blockages, then a stent is not likely to be helpful. Revisit with your cardiologist to get a clear idea of the potential benefit and harm specific for your case, and bring a friend or family member to assist you.

Phase II will consist of up to 26 wind turbines, associated underground electrical collection lines (32.5 miles), 10.9 miles of temporary and permanent access roads, one permanent meteorological tower (MET tower), a new collection substation, and temporary staging/laydown yards for use during construction. e Facility will share the Operations and Maintenance (O&M) facility with Phase I. However, an additional storage building will be constructed within the O&M yard to accommodate equipment storage for the Facility. e proposed collection substation is located at the Point of Interconnection (POI) in the Town of Cohocton, adjacent to the Phase I Project substation. e underground 230 KV transmission line constructed for Phase I has ample capacity to transmit the power from Phase II of the Facility, so no additional transmission will be constructed.
On September 12, 2019, the New York State Board on Electric Generation Siting and the Environment (the “Siting Board”) granted a Certi cate of Environmental Compatibility and Public Need (“CECPN”) to Baron Winds LLC (“Baron Winds”) for a commercial scale wind energy project. e CECPN authorizing the construction and operation of Phase I and II of the Facility under Article 10 of the New York Public Service Law (PSL). e Joint Application that is the subject of this notice covers the permits/approvals required to construct and/or operate Phase II of the Facility under the Clean Water Act § 404 from the USACE and for Water Quality Certi cation from NYSPSC (Clean Water Act § 401 and 6 NYCRR Part 608). No public comment period is required for the Joint Application at this time.
In accordance with 16 NYCRR § 1000.8(a), the Applicant is requesting as part of the Joint Application that the Sting Board issue a Clean Water Action § 401 WQC to Phase II of the Facility under PSL Article 10.
e Joint Application includes, among other things: a description of the Project, including design drawings and related information; an analysis of the environmental setting of the Project; results from surveys conducted to assess potential impacts to aquatic resources, construction methods, potential impacts to jurisdictional waters and associated impacts to aquatic communities from construction and operation of the Project; proposed measures to minimize environmental impacts; and reasonable alternatives. e Application also addresses compliance with the Endangered Species Act and the Historic Preservation Act.
e Project will have the following environmental impacts relevant to the Joint Permit Application under review. Construction of the Facility includes permanent Facility access road crossings, one jurisdictional ditch realignment, wetland ll/grading for wind turbine staging, and temporary equipment crossings along the underground collection line. Permanent impacts to WOUS total 14,540 square feet (sf) of wetland impacts and 116 linear feet (lf; 348 sf) of stream impacts. Realignment of a jurisdictional ditch (S077), totaling 324 lf (324 sf), is associated with construction of a permanent access road. Temporary impacts to WOUS total 728 lf (2,714 sf) of stream impacts.

CREATIVE WAYS FOR SMALL TOWN RESIDENTS TO GIVE BACK
Giving back to one’s community is a great way for men and women to make use of their talents and foster strong towns and cities. Volunteering opportunities abound in big cities, but small town residents may not have as many options as they look for ways to give back.
Small town residents looking to give back may need to create their own opportunities if the options available to them do not suit their fancies.
Contact local schools. Teachers, afterschool caregivers and coaches can always use some helping hands. Contact local schools to determine if there is any way to help out. Prospective volunteers might be able to read to young children, serve as assistant coaches for youngsters’ sports teams or even help tend to playing fields. Small town school budgets tend to be stretched thin, so chances are local educators will welcome citizens looking to pitch in with open arms.
Start a program through your place of employment. Another way for small town residents to give back to their communities is to begin a mentoring or internship program through their places of employment. Once their employers give the go-ahead, men and women can begin working with local high schools and/or colleges to develop programs that encourage youngsters to gain professional experience that can benefit them as they apply to college or graduate school or prepare to begin their own careers.
Start a volunteering group. Small town residents without much access to volunteering programs can organize groups through their offices or neighborhoods. Organize groups willing to pitch in with charities such as Habitat for Humanity®. Group leaders can arrange transportation to work sites for members of the group while working as liaisons between their community groups and the organizations they choose to work with.
Work with area hospitals. Similar to school districts, many hospitals would struggle to meet their missions of providing compassionate care if not for the contributions of volunteers. Contact area hospitals to learn about volunteering. Some may need volunteers to read to sick children, while others may need help keeping elderly patients company.
Small town residents may not have a wealth of volunteering opportunities at their disposal. But with a little creativity, such men and women can still give back to their communities.

Emily Cepeda would be the rst to tell you that she has some lo y goals for the upcoming second Elim Fall Festival on October 15th. A er raising nearly one thousand dollars during the inaugural Fall Festival, Cepeda wants to raise between $2,000 and $3,000 dollars this year. e money raised for the Fall Festival will be for a good cause with all of the proceeds going towards the theater club at Elim. is will help the theater club put on a musical this year: Little Women.
“While the primary mission of the event is to support the theater club, the fall festival is also an amazing opportunity for the children in the area to participate in fall activities and games,” Cepeda said.
e Fall Festival will feature a wide array of fun fall activities for both kids and parents to enjoy. Some of these events include coloring contests, a photo booth, a baked goods sale, relays, candy corn toss, and leaf-blowing competitions, among other things. One of the most unusual activities at the Fall Festival is called ping-pong no -go , which involves throwing ping-pong balls into a bottle to receive a prize.
Cepeda acknowledged that there is an irony involved with hosting this event. Even though the Fall Festival is a fundraiser for the Elim theater club, the event will be admission-free.
“ ere are many ways we plan to fundraise without charging admission,” Cepeda said. “We plan on charging a small amount to take a picture in the photo booth, and most of the games will require a small fee to play as well.”
e fall weather is always a wild card in Western New York, and Cepeda has a plan in place should nasty weather try to ruin the Fall Festival. If the weather is bad on the 15th, the Fall Festival will take place inside in the Elim gymnasium. If the weather is good, however, the Fall Festival will take place outside on the Elim athletic eld.
“ ere isn’t going to be much di erence [whether it’s] inside or outside,” Cepeda said. “ e events we have set up can work both indoors and outdoors, and there will only be some slight adjustments depending upon where the festival is taking place.”
When it comes to food options at the Elim Fall Fun Festival, Cepeda mentioned that there will be a large baked goods sale consisting entirely of donations from local bakeries.

While Cepeda hopes to raise enough money for the local theater club, she believes the festival will provide a fun opportunity for kids and adults to have a fun Saturday in October, too.
“I think there are so many good reasons to come to the Elim Fall Fun Festival this year,” Cepeda said. “We have a lot of great fall activities for people of all ages, we’re raising money for a good cause, and it’s never a bad idea to spend some time in the crisp October air.”

Storing Food When ere’s No Space
During the past two years when I stocked up on grocery staples, I ended up with canned foods and dry goods stored in three di erent places around the house.
I’d have to check all three places to be sure I grabbed the green beans with the nearest expiration date. Pasta was the same. Worse was when I discovered that I wasn’t having spaghetti for dinner a er all because I’d used the last of the pasta and only thought I had one more tucked away somewhere.
Enter the internet and the wide selection of kitchen storage products available.
I wish I’d known of this two years ago: a metal stacking unit that holds 36 cans. I put it on the bu et in the dining room, all cans in easy reach around the corner from the kitchen.
Not having a pantry, I’ve pulled the hall coat closet into service, moving the hangar bar close to the ceiling and opening up the whole bottom half of the space for four rows of wire shelving and baskets for dry goods and envelopes.
And when all seems lost, when you have no pantry and no basement, when your coat closet can’t be recon gured, there are still handy places you can store food. A small bookcase will hold cans. Slide a few baskets under an end table. Cereal keepers are smaller than boxes. A row of clear canisters for envelopes will let you see what you have at a glance.
e immediate bene t of having alternate storage places is that it opens up space in your cupboards for currently used items. e box of instant rice and the jar of peanut butter will all be right in front of you.

CHIPOTLE CHICKEN AND BEAN QUINOA SALAD CUPS WITH CILANTRO LIME VINAIGRETTE
Prep time: 25 minutes
Servings: 4
1 can (15 ounces) READ 3 or 4 Bean Salad
Dressing:
2 tablespoons freshly squeezed lime juice
1 tablespoon adobo sauce
1 teaspoon Dijon mustard
1/4 teaspoon kosher salt
1/8 teaspoon black pepper
3 tablespoons olive oil
1/4 cup finely chopped fresh cilantro
1 1/2 cups cooked quinoa
1 cup diced chicken, cooked
1/4 cup finely sliced green onions
1 chipotle pepper, minced
4 leaves Bibb lettuce
Drain bean salad; reserve 2 tablespoons liquid.
To make dressing: In small bowl, whisk reserved liquid, lime juice, adobo sauce, mustard, salt and pepper. Whisk in oil until completely combined. Stir in cilantro; set aside.
In medium bowl, combine bean salad, quinoa, chicken, onions and chipotle pepper. Add dressing; toss gently.
Divide bean salad mixture equally among lettuce cups.

Recently, my husband and I went out to Texas Roadhouse restaurant to celebrate our 30th wedding anniversary. I needed some help with him for his walker and oxygen tank cart. A lady and her family were also walking in and asked to help me. When we got inside, the wait staff helped also helped us to our seats. It was a very nice time for us. The lady and her family ended up sitting across from us, and we had friendly conversations. When she got ready to leave, she told us, "Happy anniversary. I paid for your meals." I was in disbelief and shock. I said to her, "Are you kidding?" She said no and that she paid for our meals. I still could not get over it. At the end of our meal, the servers also helped us out to our car. Wow! It was nice to see the good people still out there. Thank you! - Bonnie L.

Town claims no responsibility!
In January of 2022, our town’s snowplow got off course and knocked down three mailboxes in a row. Mine and that of my neighbor to the north and that of my neighbor to the south respectively. My post was taken off at ground level as was one of my neighbor’s. Their mailboxes were replaced by the town in a timely manner. Mine was overlooked for some reason that no one has explained. After numerous phone calls to the town and to the highway superintendent, the post for my mailbox was finally replaced. It only took eight months! The superintendent claimed my post was rotted (It is not), and denied responsibility for replacement, claiming it broke because it was rotted. If that is the case, why were the mailboxes to my immediate north and south also damaged? Here’s why he, and any town that claims no responsibility, is wrong. If it were a person that was crushed instead of a mailbox, would the town be liable? You’d better believe it. Town employees can’t destroy private property and not be held responsible.
Stay back from tow trucks!
On Friday morning while traveling north on the freeway, I was behind a tow truck with a small SUV on its flatbed. Suddenly, the front fender came flying off the SUV and hit my car. I did my best to avoid it, but with heavy traffic and a 30-mph wind, that fender hit my Cadillac in the front left wheel, causing damages. It happened at a split and the driver went south as I continued north to my destination. When I reached out to the tow company, he said that he would check the rear facing camera and call me back. I could not veer away as I would have caused a major accident, but obviously, this company doesn’t care. Now my insurance will go up if I call in a claim even though I did nothing wrong. Imagine if that fender had hit my windshield at 60 mph with a 30-mph wind. As a car hauler wife, I know that towing companies must check their towed vehicles for loose parts, just as car haulers do, so that this type of situation never occurs.

* A Tip From JoAnn: I like bottled water, but it’s expensive and creates a lot of waste. I have plenty of reusable bottles, but bottled water always seemed more convenient and, frankly, better. I found that what I really like is to take a bottle of very cold water out of the fridge and drink it, so instead of storing those reusable bottles in the cabinet, I fill them straight from the dishwasher and put them in the fridge. Now I have the convenience of bottled water without spending the money, and I happily am not creating waste.
* To remove stubborn contact paper from kitchen shelves, use a hair dryer set on low to loosen the adhesive. Peel away slowly.
* Here’s a trick for removing hardwater stains on windows or glass doors: Apply full-strength fabric softener to surface. Let dry, then use a wet cloth to remove, rinsing the cloth frequently.
* “Hang a bag of clothespins near the laundry basket. Then if something has a stain that needs to be addressed, put a clip on it before adding it to the basket. This way, you’ll know what to pretreat on wash day.” -- D.W. in Washington

PROTECTIVE FACTORS FOR BREAST CANCER
Aromataseinhibitors(anastrozole,letrozole)andinactivators(exemestane) lower the risk of recurrence and of new breast cancers in women who have a history of breast cancer. Aromatase inhibitors also decrease the risk of breast cancer in women with the following conditions:
• Postmenopausal women with a personal history of breast cancer.
• Women with no personal history of breast cancer who are 60 years and older, have a history of ductal carcinoma in situ with mastectomy, or have a high risk of breast cancer based on the Gail model tool (a tool used to estimate the risk of breast cancer).
In women with an increased risk of breast cancer, taking aromatase inhibitors decreases the amount of estrogen made by the body. Before menopause, estrogen is made by the ovaries and other tissues in a woman’s body, including the brain, fat tissue, and skin. After menopause, the ovaries stop making estrogen, but the other tissues do not. Aromatase inhibitors block the action of an enzyme called aromatase, which is used tomakeallofthebody’sestrogen.Aromataseinactivatorsstoptheenzyme from working.
Possible harms from taking aromatase inhibitors include muscle and joint pain, osteoporosis, hot flashes, and feeling very tired.

Many working parents struggle to maintain a healthy balance between their responsibilities at work and their obligations to their families. An inability to maintain that healthy balance can have adverse effects on men and women’s careers as well as the relationships they have with their families.
A 2015 survey of more than 2,000 adults commissioned by the workplace solution provider Workfront found that 38 percent of survey participants have missed life events because of a bad work-life balance. Access to technology that means work is never too far away might contribute to poor work-life balance, as 57 percent of respondents also acknowledged feeling that technology has ruined the definition of a family dinner.
Finding a healthy balance between work and life at home may require a concerted effort on the part of working parents, but there are ways to successfully juggle a career and family.

Losing a job can be devastating. Even in a strong market, companies can go out of business or reduce payroll. Even though the survey also found more than a quarter (27 percent) of respondents have $10,000 or more saved, that might not be enough to survive a job loss for six months or more.
A job loss can come as a shock. However, with level-headedness and smart planning, many people can avoid dire financial situations in the wake of a layoff.
