CRAB SALADSTUFFED TOMATOES Serves 2 1/3 cup orzo 2 large tomatoes 1 cup crabmeat, picked over for pieces of shell 1/3 cup chopped black or green olives 2 tablespoons crumbled reducedfat feta cheese 2 tablespoons chopped fresh dill 2 teaspoons balsamic vinegar 1/8 teaspoon salt 1/8 teaspoon black pepper 1. Cook orzo according to package directions, omitting salt if desired. Drain and rinse under cold water; drain again. 2. Meanwhile, cut thin slice off tops of tomatoes; reserve tops. Using spoon, carefully scoop out seeds and pulp; reserve for another use. 3. Gently toss together crabmeat, olives, feta, dill, vinegar, salt, and pepper in medium bowl. Spoon crabmeat mixture evenly into tomato shells and cover with reserved tomato tops. Cook’s note: Scoop the seeds and pulp from the tomatoes into a storage container. Cover and freeze up to 4 months and toss them into a soup or stew.

Many people may be tempted to discard rusty tools that have gone unused and sat in a garage or shed for a significant period of time. But tools encrusted with rust do not need to be relegated to the trash bin, nor do gardeners have to toil for hours scraping and sanding off the rust. There’s a much easier way to restore rusty tools that relies on a common household ingredient: vinegar. Pour vinegar into a deep enough vessel to submerge the metal part of the tool. Soak the tool overnight. The next day, use a scouring pad to rub off the rust. If the tool is too big to fit into a can or bucket, simply wrap it with a vinegarsoaked rag and cover the whole tool with a tightly secured plastic bag. Follow the same procedure the next day. After all the rust is gone, rinse the tool in cool water and dry thoroughly. Then return it to regular usage. EASTWAY EDITION

8 servings • Preparation time: 15 minutes • Cooking time: 30 minutes 2 American Lamb racks, frenched 2 tablespoons oil 1 teaspoon salt 3 tablespoons coarse grain mustard 2 cloves minced garlic 3/4 cup fresh bread crumbs 3/4 cup toasted and chopped pecans 4 tablespoons chopped fresh rosemary, divided 4 ounces semi-soft goat cheese, crumbled 1 cup balsamic vinegar Rub lamb w ith oil and salt. Place in a roasting pan, fat side dow n. Roast at 425 degrees F for 8 minutes; turn and roast an additional 8 minutes. Remove from oven. Combine mustard, garlic, bread crumbs, 2 tablespoons of the rosemary and cheese. Spread over lamb. Return to oven; cook 15 minutes, until crust is golden brow n. Remove from oven; cover w ith foil to keep w arm. In saucepan, combine vinegar and remaining 2 tablespoons of rosemary; simmer for 6 to 8 minutes or until reduced to half. Slice lamb into individual chops; drizzle sauce over chops. Serve w ith roasted butternut squash.

A Look Back… MOMENTS IN TIME The History Channel On May 8, 1973, in South Dakota, armed members of the American Indian Movement surrender to federal authorities, ending their 71-day siege of Wounded Knee, site of the infamous massacre of 300 Sioux by the U.S. 7th Cavalry in 1890. On May 11, 1988, Kim Philby, a former British intelligence officer and double agent for the Soviet Union, dies in Moscow. Philby was perhaps the most famous of a group of British government officials who spied for Russia from the 1930s to the 1950s. On May 7, 1994, Norway's most famous painting, "The Scream" by Edvard Munch, is recovered almost three months after it was stolen from a museum in Oslo. It was recovered undamaged from a hotel about 40 miles away. On May 9, 1926, according to their claims, American polar explorer Richard E. Byrd and pilot Floyd Bennett fly over the North Pole in a triple-engine Fokker monoplane. However, the discovery in 1996 of Byrd’s diary suggests they may have turned back short of the pole because of an oil leak.

Going Away? Tips To Keep Your Home Safe While You’re On Vacation (NAPS)—Peace of mind is important to just about all homeowners, including when they’re away on a hard-earned vacation. When warm weather arrives, however, crime rates increase, according to a study published by the National Center for Biotechnology Information. Fortunately, you may be able to reduce any vacation time stress by taking five steps to improve security—protect your windows, monitor your doors, secure your AC, make your house a difficult target and stay in the loop about what’s happening at home. How to make it look like someone is home, even when you’re away • Stop your mail. Nothing says “there’s nobody home” like an overstuffed mailbox and a pile of newspapers on the front porch. You can fill out a simple form with the United States Postal Service asking it to hold your mail. Or, perhaps better yet, have a trusted neighbor stop by to pick it up. • Leave dog toys in the front yard. Even if you don’t own a dog, you can give a burglar pause by making him or her think that you do. • Maintain a well-kept yard. Remove tree branches that give easy access to top floor windows and cut back tall shrubs that make it easy for burglars to hide behind. • Add outdoor motion sensor lights to scare away those trying to walk into your yard and peek inside. With smart lighting technology, you can program your lights to come on even when you aren’t home. This feature has an advantage over automated timers because you can turn the lights in your home on or off as you please from anywhere with your Internet-connected device, or set routines through your home automation service, such as ADT. • Integrate your wireless doorbell with your lights for further security benefits. Have the doorbell trigger an inside light to give the illusion that someone is home, since burglars prefer dark areas for stealth. While you’re away, home security can act as your house-sitting service and provide real protection. Choose a security company that has 24/7 monitored protection, such as ADT, which has over 19,000 employees who are always ready to help in case of an emergency. If you do choose to hire a house sitter when you’re away, provide him or her with a unique pin code to disarm your security system. Not only will you be alerted when the system is disarmed, you can deactivate this code once you return. With these steps, you’ll have peace of mind on vacation.

ANSWER: The effectiveness of acupuncture for over 50 different medical conditions was reviewed by the Cochrane Collaboration, an evidence-based medicine group. Some of these show significant benefit; for example, acupuncture improves pain and function in people with fibromyalgia and osteoarthritis, when compared with placebo pills. Acupuncture also was better than doing nothing and better than some other treatments. On the other hand, the Cochrane group could not find enough evidence to say whether acupuncture is effective for many other conditions, such as depression or shoulder pain. More importantly, some authors have argued that the benefit from acupuncture is a placebo response, and that the apparent benefit of acupuncture compared with a placebo pill is merely that acupuncture is a more effective placebo than just a pill. There certainly is evidence that even surgery has a potential for a placebo response, and one interesting recent study showed that people with Parkinson’s disease got more improvement in motor skills from a placebo pill they were told cost $1,500 than they did with the identical placebo if they were told it cost only $100. This shows me that our minds have a tremendous ability to improve our bodies if we really believe we can. I think that to a very large extent, and perhaps entirely, the real benefits seen by people who undergo acupuncture are a manifestation of the placebo response. Acupuncture has far fewer side effects than many medications and helps people with a variety of conditions. Whether its effect is “real” or placebo is almost not an issue. ***

DEAR DR. ROACH: Last year, I started getting Raynaud’s. I can remember from my youth that my father had it, so it didn’t seem too terrible. It’s not just the fingertips that turn white, but also some of my toes are affected. I asked people who know of it or have it how one gets this. What is the cause? No one knows. So I asked my doctor. Even he said he did not know. How do I get these episodes, and what can I do to prevent them? -- R.S. ANSWER: Raynaud phenomenon is an exaggerated response to cold or stress, causing color changes in the skin of the fingers and toes. There is a long list of causes of Raynaud phenomenon. Often, no cause is ever found (in which case it is called primary Raynaud, which just means we don’t know what’s causing it). The most common known causes are the autoimmune rheumatic diseases, especially scleroderma, lupus and Sjogren’s syndrome. Hypothyroidism is an unusual cause, and some drugs can cause it as well. The current thinking is that primary RP is caused by abnormalities in the alpha receptors in blood vessels (alpha receptors respond to adrenaline and similar molecules). Keeping the whole body -- and especially the hands -- warm is the first step. Sudden temperature changes can trigger the effect. Warming the hands in warm water at the onset of an attack can stop it. Anxiety makes it worse, so a positive attitude can really affect this condition. I’ve read every complaint about this poor beagle ever since you started writing about him. However, complaining isn’t helping. Have you approached the owner with your sentiments? Have you called the authorities on him? Leaving a dog out in the cold without insulated & heated shelter is against the law and definitely animal abuse. Dogs are pack animals that need companions and love. They have feelings; they are not robots; they freeze in the winter. Offer to adopt the beagle or make so much noise publicly that his owner will willingly give him up. It’s obvious the owner doesn’t care about him. Please, for the dog’s sake, take action. I can’t understand why people like that have pets.

I cannot thank the wonderful woman (Mary from Marion) enough who gave me a ride from Walworth to Penfield when my vehicle was disabled about a week ago. There are still wonderful people in this world! She would not accept anything in It seems that [local town] has found a great money maker in the snow removal ordinance. I was blessed with two violations this winter on [local street]. They charge 40.00 per minute, the whole process of plowing the sidewalks took 2 minutes, and the bill was 80.00! Who makes 40.00 per minute? We shoveled religiously all winter and still got dinged for not shoveling the [local town] sidewalks! Most places use the tax dollars to remove snow from their sidewalks! [Local street] sidewalks were not cleared all winter. I think a petition is in order, and [local town] needs to redo this ordinance! Our family of 5 visited Wolschlegel’s Maple Farm in Naples at the end of March and what a wonderful time we had!!! A beautiful hiking tour through their woods and operation followed by pancakes with fresh syrup. Beautiful views, and a cute “maple products” store. The kicker was as my husband and I scrambled around to get our 3 young kids some food, an employee was quick to give us a hand and kept checking back to make sure we were all set!! Wonderful

If the flashing starts after you have already started to cross, (which in my case going slow w/a 5-year-old with her bike and training wheels, it started to flash midway) you may finish crossing the street. We are very lucky to live in such a beautiful place, we should not take it for granted but should take care of it. I find it so sad to look out the car window and see so much trash along the roadside. If everyone would pitch in and clean up the ditches in front of their house, and people would stop tossing garbage out the window, we could really make a huge difference in the aesthetic of our scenic landscape. Make everyday Earth day and take care of our beautiful world!

Every time you have a plumber, electrician, hvac, or repairman do work for you and you pay them with cash, you cannot be certain that they pay any tax on that money. If they do not, they are evading taxes and costing all of us in the long run. If the average citizen would only pay taxes on let’s say half of your income just think how much more take home pay you would have. We know we are all overtaxed, but part of the reason is that there are those among us that do not pay their fair tax, and the rest of us make up for them.

Where Does Our Water Come From? Our water source is surface water source, Canandaigua Lake. The Canandaigua-Farmington Consolidated Water District is supplied from City of Canandaigua. The City of Canandaigua operates a Water Filtration Plant located on West Lake Road in the Town of Canandaigua. After filtration, carbon can also be added for taste and odor control. The water is disinfected by injection of gaseous chlorine, sodium hydroxide is added for pH control to reduce corrosion in the distribution system and then fluoride is added before being pumped to the distribution system. The treated water enters the Canandaigua-Farmington Consolidated Water District through meter pits located at the City of Canandaigua line or at the connection point with the City of Canandaigua’s transmission main. The Canandaigua-Farmington Consolidated Water District supplies treated water from the City of Canandaigua to the Village of Manchester and the Town of Manchester Central District. New York State Department of Health has completed a source water assessment for Canandaigua Lake with the following results: This assessment found a moderate susceptibility to contamination for this source of drinking water. The amount of agricultural lands in the assessment area results in elevated potential for protozoa, phosphorus, DBP precursors, and pesticides contamination. While there are some facilities present, permitted discharges do not likely represent an important threat to source water quality based on their density in the assessment area. However, it appears that the total amount of wastewater discharged to surface water in this assessment area is high enough to further raise the potential for contamination (particularly for protozoa). There is also noteworthy contamination susceptibility associated with other discrete contaminant sources, and these facility types include: IHWS, CBS, landfills, mines, RCRA, and TRI. The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs and wells. As water travels over the surface of the land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or human activity. Contaminants that may be present in source water include: > Microbial contaminants

Facts and Figures The Canandaigua-Farmington water system serves over 12,000 people through 4,447 service connections. The total water purchased for the year in 2018 was 658.385 million gallons. The daily average of water treated and pumped into the distribution system was 1.804 million gallons per day. Our highest day was 2.389 million gallons for the year. The amount of water delivered to customers was 571.444 million gallons for the year. 301,400 gallons were distributed though fire hydrant meter rentals. This leaves unaccountable water total of 86.640 million gallons for the year. Approximately 20% of our unaccountable water was used to flush watermains and hydrants, and for fighting fires and fire protection. Approximately 10% of our unaccountable total water was due to water main leakage. This leaves an unaccountable total of 60.648 million gallons, which is 9.21% of the total water purchased for 2018. In 2018, water customers were charged $4.05 per 1,000 gallons for 0 to 6,000 gallons of water used and additional usage over 6,000 gallons is $4.55 per 1,000 gallons or a minimum quarterly bill of $24.30. The Canandaigua-Farmington Consolidated Water District sells water to the Town and Village of Manchester. Their System facts and figures are as follows: The Village of Manchester services a population of 1,709 through 501 service connections. The total water purchased in 2018 was 43.325 million gallons. The daily average to the distribution system was 118,699 gallons per day. The single highest day was 408,000 gallons. The amount of water sold to customers was 40.452 million gallons. Approximately 225,000 gallons of water was used to flush watermains and hydrants, fighting fires, etc. Water loss due to water main breaks 525,000. Two water main breaks in 2018, Merrick Circle and Pratt Road. Pratt Road had a Boil Water Advisory. This leaves an unaccounted total of 2.123 million gallons, which is 5.0% of the total purchased. In 2018, water customers were charged $26.00 for 0 to 5,000 gallons of water used as the minimum quarterly bill. Any additional usage over 5,000 gallons is $4.50 per thousand. $4.00 water meter rent per quarter. Manchester Village is required to monitor your drinking water for specific contaminants on a regular basis. Results of regular monitoring are an indicator of whether or not your drinking water meets health standards. During November 2018 we did not fully monitor or test for disinfection by-products and, therefore, cannot be sure of the quality of your drinking water during that time. The Town of Manchester Water Districts services a population of 1460 through 570 service connections. The total water purchased in 2018 was 72.535 million gallons. The daily average to the distribution system was 198,726 gallons per day. The single highest day was 596,890 gallons. The amount of water sold to

customers was 44.337 million gallons. 765,800 gallons was lost due to water main breaks. Approximately 27.432 million gallons of water was used to flush water mains and hydrants. In 2018 water customers were charged $40.50 from 0 to 6,000 gallons of water used as the minimum quarterly bill. Any additional usage over 6,000 gallons is $4.52 per 1,000 thousand. $1.25 water meter rent per quarter. Note: There was a positive test for Coliform on 12/4/18 on Armington Road.

OCAC Presents: The Majesty of Flight Art Exhibit By the Ontario County Arts Council

T

he Ontario County Arts Council kicked off their 2019 residency at the Ontario Co. Historical Museum on April 6th with a group exhibit in the North Gallery of the museum. The Majesty of Flight Exhibit contains a wide variety of examples of new pieces of artwork, created by the OCAC members. This flight t h e m e d exhibition and art sale contains a collection of over 50 works of photography, drawings, needle felting, collage, sculpture and paintings done in oils, acrylics and watercolors. It showcases the creative talents of 35 Arts Council m e m b e r s who are demonstrating their unique, creative take on this theme of anything and everything that flies. There are images of planes, birds, butterflies, hot air balloons, found object sculpture, and much more to see within this exhibit.

The opening reception for the Majesty of Flight exhibit was held on Saturday, April 6th, from 1 p.m. to 3 p.m., where the public had a chance to meet the exhibiting artists, view the artwork and enjoy light refreshments provided by the Arts Council. This exhibit will continue to be on display through Thursday, June 13th, during the regular open hours at the Historical Museum which is located at 55 North Main Street in Canandaigua. Admission to the museum is always free and family friendly. Details can be found online at on the OCAC website at: www.ocarts.org, under Exhibits and Events.

Two interesting flight related presentations will be held at the Ontario County Historical Society Museum in conjunction with this art exhibit. On Wednesday, May 15th , local painter Ted Williams will talk about his aeronautical paintings and veteran pilots from Ontario County. On the evening of May 22nd, Photographer Jack Haley of the Daily Messenger staff will give a presentation about Drone aircraft, including how he does aerial photography using drones.

Many will require medical care at nonhospital settings such as long-term care facilities and community health centers.
