Noah French of Geneseo BSA Troop 4070 Achieves Eagle Scout Rank BY JOHN RUTIGLIANO
N
oah French earned the Rank of Eagle Scout with Boy Scouts of America Troop 4070 of Geneseo. Noah earned his rank on September 26th and received his rank of Eagle Scout during an Eagle Court of Honor ceremony on October 30th. The rank of Eagle Scout is the highest rank available to youth in the Boy Scouts of America. Noah joins over 2.5 million Scouts who have earned the rank since 1912. The French family is an aerie of Eagles—Eagle Scouts, that is. Noah’s older brother, father, three uncles, and grandfather have all earned the rank of Eagle Scout. Noah began his Scouting journey as a Cub Scout in Geneseo Cub Pack 4072. After earning the Arrow of Light award as a Webelos Scout, Noah joined Boy Scout Troop 4070 in April 2019. Noah has camped at Letchworth State Park, Rattlesnake Hill Wildlife Management Area, Silver Lake, the Buffalo Audubon Society Nature Center in North Java, Camp Dittmer in Phelps, Camp Sam Wood in Pike, Camp Scouthaven in Freedom, Camp Merz, Camp Massawepie in the Adirondacks, and Camp Conewago near Gettysburg. Noah’s leadership experience includes serving as a member of the Senior Patrol from 2022-2023. He also served as Webmaster from 2021-2023. He is currently Assistant Senior Patrol Leader. Noah was a member of a team of older Scouts who planned meetings, campouts, service projects, and activities for an entire school year of scouting. Noah’s scouting experience continued this summer at the National Scout Jamboree in West Virginia, a ten-day long high-adventure camp run by the Boy Scouts of America. Noah was one of ten Scouts and three adult leaders from Troop 4070 attending the Jamboree. He served as Patrol Leader of the Yellow Jacket patrol while at the Jamboree. He plans to attend Sea Base in Florida next summer.

He is a member of the Geneseo Central School Class of 2026 and a member of the JV Soccer and Golf teams. He has been a member of the GCS drama club and a band member. He is also Treasurer of National Junior Honor Society and a member of the Mathletics team. After high school, Noah plans to attend college to pursue a degree in a math, science, and/or a computer related field. As for life goals, Noah says, “In the short term, I want to take and pass multiple AP courses, win sectionals in Varsity soccer, and win World Finals for Odyssey of the Mind. Many of my goals are not easy, but I believe that all are achievable if I am persistent and use the skills and knowledge that I have gained from all my experiences in Scouts.”
For his Eagle Scout project, Noah constructed a kiosk for Temple Hill Cemetery to put signage and information about the cemetery’s history and notable members. Temple Hill Cemetery Association representative, Bettina DeBell, explained that the kiosk currently features “six residents whose stories may be new to many. They are the stories of ordinary people in extraordinary circumstances. The panel will invite visitors to wander and wonder as they visit Temple Hill Cemetery.” Noah also had an app made to start geomapping graves within the cemetery to enable them to make self-guided tours of the notable people buried there. DeBell says Noah’s kiosk enables the community to connect with the self-guided version of the spirit walk tours the cemetery has hosted since 2013.

He quips also that, “At the end of my life, I want to be the fun guy in the nursing home that has the most entertaining stories. No matter who and what I become in my life, I know that the life lessons I have gained from Scouts will be with me all along the way, helping me make choices to better the world around me.”
At Noah’s Court of Honor, DeBell declared Noah enthusiastic about preserving historic cemeteries such as Temple Hill, which serve as “outdoor museums,” “public art,” “memorial architecture,” and “community history” combined. DeBell said, “Noah’s project is a model of sustainability that truly gives back to the community.”

Christmas trees take an average of 7-10 years to mature.
Germany is credited with starting the Christmas tree tradition as we now know it in the 16th century when devout Christians brought decorated trees into their homes. Some built Christmas pyramids of wood and decorated them with evergreens and candles if wood was scarce. It is a widely held belief that Martin Luther, the 16th-century Protestant reformer, first added lighted candles to a tree. Walking toward his home one winter evening, composing a sermon, he was awed by the brilliance of stars twinkling amidst evergreens. To recapture the scene for his family, he erected a tree in the main room and wired its branches with lighted candles.

DID YOU KNOW? Kwanzaa traces its origins to Africa and is celebrated across North America and other nations that have large populations that trace their heritage to Africa. The holiday begins on December 26 and continues until January 1. The main components of the celebration include family, community and culture. Kwanzaa was not designed to replace Christmas. In fact, many Kwanzaa celebrants also celebrate Christmas. The word “kwanzaa” is from the Swahili phrase “Matunda ya kwanza,” which means “first fruits.” Maulana Karenga, the professor who created the holiday in 1966, chose Swahili as the language associated with the holiday because it isn’t affiliated with a particular African region or tribe. At the heart of the holiday are seven principles that celebrants embrace and follow: unity, self-determination, collective responsibility, cooperative economics, purpose, creativity, and faith. Even though the holiday was created for African Americans, many other ethnic groups are inspired by the foundations of Kwanzaa and choose to join in the festivities. STRAWBERRY-GLAZED FRENCH TOAST WITH SWEETENED SOUR CREAM Serves 4 • 8 1-inch-thick bread slices, cut from a country or peasant loaf • 2 cups half-and-half • 4 egg yolks • 3 tablespoons light brown sugar • 1 tablespoon vanilla extract, plus 1/2 teaspoon • 1/2 teaspoon cinnamon • 3 tablespoons unsalted butter • 1/2 cup sour cream • 1 tablespoon granulated sugar • 1/3 cup strawberry jam or preserves (see note 2) 1. Arrange a rack at center position and preheat the oven to 400 F. Place the bread slices on a baking sheet and bake until dry and very lightly browned, about 8 minutes per side. Watch carefully so that the bread does not burn. Remove the bread from the oven and reduce the oven temperature to 200 F. 2. In a medium bowl, whisk together the half-and-half, egg yolks, brown sugar, 1 tablespoon vanilla, and cinnamon. Pour the mixture into a shallow pan (a 9-by-13-inch glass baking dish works well). toasted bread slices and soak them 4 minutes per side. Remove to a large plate or platter. 3. Place a large, heavy frying pan over low to medium heat. Add about 2 teaspoons of the butter, or enough to coat the bottom of the pan lightly. When melted, add enough bread slices to fit comfortably in a single layer. Cook slowly until the slices are golden brown and crisp on both sides, about 4 minutes per side. Remove to a baking sheet and place in the warm oven. Repeat, adding more butter to the pan as needed until all the bread slices have been sautéed. 4. In a small bowl, stir together the sour cream, granulated sugar and remaining 1/2 teaspoon vanilla. 5. When ready to serve, spread each toast with a thin coating of strawberry jam and top with a dollop of sweetened sour cream. Note 1: The best bread for this dish is an unsliced loaf of good-quality peasant or country bread, preferably one without an extra-hard crust. One that is rectangular, rather than round, is more convenient, but either will do. Cut off the ends of the loaf, and reserve for another use. Then slice the bread into 1-inch-thick slices. If your loaf is large and the slices seem large, cut them in half. Note 2: You can try other jams, preserves or marmalades. Cherry, raspberry or peach preserves and orange marmalade are other possibilities.

1. In a large saucepan, boil the potatoes in lightly salted water to cover until fork tender. Remove from the heat and drain. Transfer them to a large mixing bowl and mash with a fork. Let cool. 2. Melt the butter over medium heat in a medium-size skillet. Add the onions, celery, bell peppers, salt, cayenne, black pepper, and Tabasco, and cook, stirring, until soft, about 5 minutes. Add the shrimp and cook, stirring until they turn pink, about 3 minutes. Remove from the heat and let cool for about 5 minutes. 3. Combine the shrimp mixture with the potato mixture. Add the eggs and parsley and mix well. Let cool for 10 minutes. 4. Heat the oil in a large skillet over medium heat. 5. Form the shrimp mixture into patties, using 1/4 to 1/2 cup of the mixture, depending on what size you desire, and pat lightly with the flour. Cook two to three at a time in the hot oil until golden brown, about 3 minutes on each side. Drain on paper towels. Serve hot.

Shaggy Dogs Aren’t Impervious to Cold Weather DEAR PAW’S CORNER: On my morning walks, I’ve noticed that someone in a house down the street puts their dog outside, tied to the porch railing, with only a pan of water. They stay out there all morning. Now that the weather has turned cold, I still see this dog tied up every morning outside. Even with a shaggy coat, the dog is shivering. What can I do to stop this? -- Francesca W., via email DEAR FRANCESCA: If this person isn’t someone you know, and you’re nervous about knocking on their door to talk to them about it, then contact the animal control department for your town, city or county. If you live in an area where there is no animal control unit, call the nearest shelter or Humane Society to make a report. In cold temperatures, even temps above freezing, dogs can suffer a cold injury. Their paws and noses -- any exposed skin -- are at risk for frostbite. Hypothermia can be deadly, or it can permanently impair their immune system and overall health. A thick coat doesn’t provide as much protection from the cold as one might think. Many cities have laws against leaving pets out in extreme cold or heat. And tying up a dog outside, even for a few hours, is also unacceptable. If no one else is saying anything about it, go ahead and make some noise by calling any organization that can help and finding out where you can go to make it happen even faster. People with clinical depression appear to have physical changes in their brains. In addition, naturally occurring brain chemicals known as neurotransmitters likely play a role in depression. The Mayo Clinic states changes in the function and effect of these neurotransmitters and how they interact with neurocircuits involved in maintaining mood stability may play a significant role in depression and its treatment. In addition to biological factors in the brain, hormones can impact rates of depression or even trigger it. These hormone shifts may be a leading reason why women have higher incidence rates of depression than men. Depression is more common in people whose blood relatives also have the condition. Therefore, those with a family history of depression may be more likely to get it than those without such a connection.

moderate degree of certainty that you might really have a heart or blood pressure problem, as opposed to just having an anxiety attack that is less serious? -- D.S. ANSWER: A panic attack is an abrupt change in mental state. They are usually unexpected, sometimes with or without identifiable triggers. Symptoms of a panic attack vary from person to person, but among the most common are feelings of heart palpitations; sweating; trembling or shaking; shortness of breath; chest pain or discomfort; dizziness; numbness or a “pins and needles” feeling; abdominal pain or nausea; feeling abnormally hot or cold; feeling detached from oneself or from reality; and a fear of dying, losing control or “going crazy.” Most of us have had some of these feelings from time to time, and some of these symptoms are identical to ones of heart disease, specifically of angina pectoris -- the classic symptom of poor blood flow to the heart. There are many conditions, both medical and psychiatric, that can cause these symptoms as well, so acquiring a moderate degree of certainty isn’t always easy. A very careful history exam helps. With chest pain due to heart disease, for example, symptoms are commonly brought on by exertion; whereas with a panic disorder, there might not be a trigger, or it may be triggered by psychological stress. Some people have highly specific triggers, such as open spaces or needles. Some people can trigger a panic attack just by worrying that they are going to have one. The time course of the symptoms can be very helpful. With a panic attack, the attack starts, and chest discomfort (for example) will then occur. In people with heart disease, chest discomfort starts, and then people will get anxious. I had a wise cardiology professor who told me to always consider heart disease even if a person’s history is suggestive of a panic attack. I generally check their blood pressure and order an electrocardiogram, blood testing (including thyroid tests) and sometimes other tests when considering the diagnosis of a panic attack. There is very effective treatment available for people with panic disorder (people with recurrent unexpected panic attacks that lead to avoidant behaviors), both through therapy and medication. But your question implies that being pretty sure of the diagnosis is wise before dismissing the possibility of cardiac disease or other medical diseases. *** Dr. Roach regrets that he is unable to answer individual questions, but will incorporate them in the column whenever possible. DID YOU KNOW? Leisure activities may be widely viewed as fun ways to fill up free time, but the benefits of leisure activities extend beyond beating boredom. A 2011 analysis published in the journal BBA Molecular Basis of Disease found that leisure activities have a positive impact on cognitive function and dementia. The analysis, conducted by researchers with the Aging Research Center in Stockholm who examined various studies regarding the relationship between certain activities and cognitive function, defined leisure activity as the voluntary use of free time for activities outside the home. After retirement, leisure time constitutes a large part of many retirees’ lives, and finding ways to fill that time is more beneficial than merely avoiding boredom. The researchers behind the study concluded that the existing research is insufficient to draw any firm conclusions regarding the effects of certain types of leisure activities on the risk for dementia and cognitive decline, though they did note that multi-domain cognitive training has the potential to improve cognitive function in healthy older adults and slow decline in affected individuals. A multi-domain approach to cognitive training involves memory, reasoning, problem-solving, and map reading, among other activities. Aging adults who embrace activities that require the use of such skills may find that they’re not only finding stimulating ways to fill their free time, but increasing their chances of long-term cognitive health as well.

Grateful for huge hearts! Two weeks ago I posted a need in the “Give & Take” section for unused cards with envelopes to send to participants in our Catholic Charities of Buffalo older adult programs in Genesee, Orleans and Erie Counties. So many wanted to help and we want to say a HUGE THANK YOU! We received so many donations of cards that our storage area is at capacity! I apologize that I wasn’t able to individually respond to every call left as there were so many. Those whose cards weren’t able to be donated, please consider offering them to a skilled nursing facility or adult day program where they can be used to brighten the day of an older adult who may be spending their birthdays and holidays without those they love. The big hearts of people in our WNY community make us so proud to do the work we do to serve those in need.
Free School Supplies and Meals The budget for the [local school] District has been approved for 20232024, which includes supplies and free meals for all students. I had three children attend [local school] and had to purchase all their school supplies and meals. Now I’m a Senior Citizen on Social Security with a fixed income, and I should not have to pay for these free supplies and meals. Voters, compare your 2022 taxes with 2023 taxes. My school taxes have gone up 21%, yet Social Security only went up 3.2%. Why should Senior Citizens have to pay so much? We have already paid our share. The Superintendent and the School Board need to address this issue.
Plowing Fields Will farmers with tractors, especially big tractors, after leaving the field onto the roads, stop and move the huge chunks of mud left on the road. Some were over a foot and a half around. I saw numerous vehicles who had to maneuver around these. Oncoming traffic plus the damage to their vehicles could be serious. I went out with one other driver and cleared what we could off the driving surface. With all these home cameras, if something serious happens, I’m sure you would be responsible. ORANGE-GINGER BABY BACK RIBS INGREDIENTS: 5 pounds baby back ribs SAUCE: 1 cup ketchup 1/2 cup hoisin sauce 4 tablespoons soy sauce 2 tablespoons grainy mustard 3 tablespoons honey 2 tablespoons orange juice 2 tablespoons Asian chili sauce 1 tablespoon Worcestershire sauce 4 cloves garlic, minced 1 tablespoon ginger Grated zest of an orange Salt and pepper DIRECTIONS: Preheat the grill to medium and turn dow n to low. Prepare ribs for grilling by removing the membrane from the underside of the ribs. Prepare several foil envelopes and place 2 strips of ribs into each envelope, w ith 1/4 cup of w ater and seal tightly. Cook for 2 to 21/2 hours on low (300* F) w ith the lid closed. Check the thermometer on the front of the grill lid frequently and adjust the c ooking temperature accordingly. This may require turning one or tw o burners off and cooking indirectly. To prepare the sauce: Combine all ingredients in a saucepan and set aside until the ribs are ready to remove from the foil. Gently heat the sauce on the side burner for 10 to 15 minutes before using. Carefully remove the ribs from the foil and place on grids. Baste generously w ith sauce, and grill for 10 minutes per side, leaving the lid open, turning several times, and basting w ith sauce after each turn. Heat remaining sauce to a boil and then allow it to simmer for 5 to 10 minutes. Serve on the side as a dipping sauce.

Gradually whisk in oil. Taste. Add additional salt and pepper, if desired. Divide dressing between four pint jars. To assemble salads: Divide onion between four jars. Divide tomatoes, cucumbers, peppers, olives and feta cheese between jars. Pack remaining space with spinach, compressing leaves slightly. Secure lids and refrigerate up to two days. White Creek Solar Project Livingston County, New York NOTICE OF INTENT TO FILE AN APPLICATION White Creek Solar LLC (“White Creek Solar” or the “Applicant”), a wholly owned subsidiary of AES (“AES”), is proposing to construct a major solar electric generating facility up to 135 megawatts (“MW”) in the Towns of Leicester and York, Livingston County, New York (the “Facility”). This notice announces that on or about December 7, 2023, White Creek Solar will file an Application with the Office of Renewable Energy Siting (“ORES” or the “Office”), pursuant to Section 94-c of the New York State Executive Law (the “94-c Process”), seeking a Siting Permit from the Office authorizing the construction and operation of the Facility. The 94-c Process is a statewide permitting path with uniform standards and conditions for all utility-scale renewable energy projects. The uniform standards and conditions are available at 19 NYCRR § 900.6 and https://ores.ny.gov/regulations/. The Facility is proposed to include the installation of arrays of photovoltaic panels, approximately 12 feet in height and arranged in discrete subarrays dispersed throughout the Facility Site, as well as associated electrical collection lines, inverters, interconnection substation, fencing, access roads and operation and maintenance containers. Power generated at the Facility will be stepped up to the interconnection voltage (115 kV) at the Facility substation. The Facility will interconnect to the New York electrical grid via a new Point of Interconnection, located on Rochester Gas and Electric’s 115 kV transmission line. The Project substation will be a new facility and located within the Facility Area. More information on the proposed Facility can be found on the project’s dedicated website (https://www.aes.com/white-creek-solar). The Facility is a zero-emission solar energy facility that will assist the State in meeting the goals of the Climate Leadership and Protection Act and State Energy Plan, which includes obtaining 70% of energy generation from renewable sources by 2030 and significantly reducing greenhouse gas emissions. Other positive impacts of the Facility include diversification of energy supplies, new employment opportunities (both temporary construction employment and full-time jobs), and increased revenues to the Towns of Leicester and York, Livingston County, New York, school districts, payments to participating landowners, the local hospitality industry, and

purchase of local supplies and goods. In addition, White Creek Solar has attempted to minimize impacts associated with the Project, for example, by limiting the disturbance to forested lands and wetlands to the maximum extent practicable. White Creek Solar will submit an Application that includes extensive studies evaluating the potential impacts associated with the Facility and identified methods which have been agreed to be implemented to avoid, minimize and mitigate potential impacts. No sooner than three days before the Application is filed, an additional notice will be published announcing the anticipated filing of the Application. This notice is being provided in accordance with 19 NYCRR 900-1.3(d) and is being published at least 60 days prior to the filing of the Application. Pursuant to 19 NYCRR 900-5, White Creek Solar will submit with the Application $1,000 dollars for each MW of capacity for local agencies and potential community intervenors, which for this project, totals $135,000. Any local agency or potential community intervenor can submit a request to the Office for funding within thirty (30) days of the date of the Application filing. Under the regulations, 75% of the local agency account funds shall be reserved for local agencies. Intervenor requests will be made to the Office of Renewable Energy Siting, Attention: Request for Local Agency Account Funding, 99 Washington Avenue, Albany, NY 12231-0001. Further details regarding the Project and updates on the Application will be provided on https://www.aes.com/ white-creek-solar and paper copies will be available at local document repositories.
