HOROSCOPE ARIES (March 21 to April 19) Take time from your busy schedule to check out what’s going on around you. You might find that someone has been secretly trying to pull the wool over those beautiful Sheep’s eyes. TAURUS (April 20 to May 20) Once again, the Bovine’s boldness pays off in uncovering the source of a disturbing workplace situation. Your personal life calls for patience, as a certain matter plays itself out. GEMINI (May 21 to June 20) Forget about going all out to impress someone in your personal life. Just being yourself is all that matters. A workplace decision will need more time. Don’t rush into it. CANCER ( June 21 to July 22) Some supersensitive Crabs might take offense at what they perceive as a slight. But a closer look points to a simple misunderstanding. The weekend holds a welcome surprise. LEO ( July 23 to August 22) Sure, you can roar your head off over someone’s failure to keep a promise. But the wiser course would be to ask why it happened. Be prepared for an answer that might well surprise you. VIRGO (August 23 to September 22) A developing relationship needs time to find its direction. So please be patient and resist pushing things along. A recently cooled-down workplace situation could heat up again. LIBRA (September 23 to October 22) Congratulations. Your well-thoughtout proposal seems to be working. Someone who hasn’t agreed with you on most things in the past could turn out to be one of your major supporters. SCORPIO (October 23 to November 21) Things seem to be going well. However, you can still expect criticism -- some of it pretty heavy. But as long as you can back up your position, you’ll be able to rise above it. SAGITTARIUS (November 22 to December 21) Getting together with people who care for you is a great way to get that ego boost you might feel you need at this time. Things start to look brighter by week’s end. CAPRICORN (December 22 to January 19) You should be able to continue with your plans once you get past those temporary delays. Surprise, surprise. An offer to help comes from a most unlikely source. AQUARIUS ( January 20 to February 18) Prioritizing your tasks is important this week because of all those demands you have to deal with. The pressure eases in time for you to enjoy the weekend. PISCES (February 19 to March 20) Save your energy and stay focused on what has to be done, despite all those distractions you’re likely to face. You should see some evidence of real progress by week’s end. BORN THIS WEEK: You are a generous, giving person who is always ready, willing and more than able to help others in need. TIPS TO HELP REALIZE YOUR GOALS THIS YEAR Start small, but start immediately. Lifestyle changes can be difficult, so make small changes initially and gradually work toward larger, more significant changes. Starting small can lay a successful foundation, but it’s also important to start immediately. Procrastination can reduce the likelihood of achieving your goals, and the earlier you get started the more quickly you and your loved ones will adjust to the changes necessary to realize your goals. HORSESHOE SOLAR ENERGY LLC Livingston and Monroe Counties, New York NOTICE OF FILING OF PRELIMINARY SCOPING STATEMENT Horseshoe Solar Energy LLC (Applicant or HSS), an affiliate of Invenergy LLC, is proposing to construct a solar photovoltaic electric generating facility subject to Article 10 of the New York Public Service Law (Project). On or about March 5, 2019, the Applicant will file a Public Scoping Statement (PSS), pursuant to 16 NYCRR 1000.5, which is designed to gather input from the public and interested agencies on the scope and methodology of studies to be conducted in support of the Application which will be filed at a later date. The filing of the PSS will start a 21-day public comment period. The PSS will be filed in Siting Board Case 18-F-0633. The Project is a proposed 180 megawatt (MW) solar photovoltaic electric generation facility with up to 1500 acres of solar panels to be located in the Towns of Caledonia, Livingston County, and Town of Rush, Monroe County, New York. The Project components are proposed to include solar panels and racking, access roads, inverters, buried and overhead electric collection lines, a Project substation, an operation and maintenance (O&M) building, and electrical interconnection facilities. The anticipated life of the project is approximately 35 years. HSS anticipates the interconnection facilities will include a 115-kV switchyard built adjacent to National Grid’s Golah Station, the Project’s Point of Interconnection (POI). The Project substation may be located adjacent to the solar panel area or may be co-located with the switchyard. Further engineering is required to determine this. The location of the POI and tentative T-line route will be added to the publicly available project descriptions when determined, expected to be about July 2019. The Project is proposed to be located on leased private land that is generally rural in nature. Invenergy is exploring various ways to co-locate agricultural uses of the land alongside the solar generation facility, such as harvesting forage for dairy feed and grazing sheep. The Project will result in the generation of electricity from solar photovoltaic technology, a renewable energy source, avoiding harmful emissions and the use of water resources that are typically associated with energy generation. In addition, the Project will assist the State in meeting the goals of the State Energy Plan and Clean Energy Standard, which includes a goal of 50% of electricity consumed in the State being generated by renewable sources by 2030. Other positive impacts to be discussed in the PSS include new employment opportunities, from temporary construction employment and full-time jobs, and increased revenues to County and local municipal tax bases, payments to the local hospitality industry, purchase of local supplies and goods, and lease revenues to participating landowners. The PSS precedes the formal public scoping process and therefore, among other things, will describe and identify: the environmental setting in the Project area, potential environmental and health impacts from construction and operation of the Project, benefits of the Project, proposed studies to be conducted for the Project’s Application, proposed measures to minimize environmental impacts, reasonable alternatives, other required permits/authorizations, and other relevant information. The PSS will also provide a discussion of potentially significant adverse environmental and health impacts to be assessed relating to the construction and operation of the Project, including potential impacts to: land use in the Project Area; public health and safety; terrestrial ecology and wetlands; water resources and aquatic ecology; communications, transportation and utilities; cultural, historical and recreational resources; visual resources; sound; and electromagnetic fields. Within 21 days after filing of the PSS, any person, agency or municipality may submit comments on the PSS by serving such comments on the Applicant and filing a copy with the Secretary of the Department of Public Service (DPS). The Applicant will prepare a summary of the material comments and its reply thereto within 21 days after the closing of the comment period. The scoping process is overseen and mediated by a Hearing Examiner appointed by the DPS and will commence after required notices have been sent and intervenor funding has been disbursed. Notice will be provided when the Hearing Examiner schedules the scoping meeting. No fewer than 90 days after the filing of the PSS, the Applicant will submit an Article 10 Application. Building on the Scoping process and any stipulations agreed to by the parties, the Application will include the studies developed as part of the Scoping process in support of the Project. The Application will include a description of the Project, an evaluation of environmental and health impacts, a summary of public involvement activities, an evaluation of alternatives, a statement of why certain local substantive standards should not be applied, an electric interconnection study including the System Reliability Impact Study, security and emergency plans, a statement demonstrating compliance with the most recent State Energy Plan, and other information. The Application will also contain the information set forth in 16 NYCRR 1001, Exhibits 1-41 unless otherwise waived by the Siting Board. Once an Application is filed and determined by the Siting Board to be complete, the Siting Board will schedule a public hearing on the Application. The Siting Board will also issue a notice of availability of intervenor funds that are available to be used by parties to participate in formal review of the Application. A pre-hearing conference will be scheduled by the Hearing Examiner to identify intervenors, award intervenor funds, identify issues for the hearing, and establish a case schedule. Additional hearings regarding the application and project impact assessments will be scheduled by the Hearing Examiner as needed. After hearings, the stakeholders may brief their positions and the Hearing Examiner will issue a recommended decision upon which the Siting Board will base its decision. Article 10 requires that all proceedings on the Application, including a final decision by the Siting Board must be completed within 12 months of when the Application is determined to be complete. Upon filing of PSS, HSS will provide funding in the amount of $63,000.00 (calculated per PSL 163[4][a]) to be disbursed by the Siting Board to municipalities and other local parties to help pay expenses, including the fees of attorneys and consultants, associated with participating in the Article 10 process during the pre-application review phase. Fifty percent (50%) of these intervenor funds are reserved for municipalities. Additional intervenor funds will be available for the Application/Hearing Phases. Following the filing of a PSS, the Hearing Examiner or the Secretary will issue a notice of availability of pre-application intervenor funds providing a schedule and related information describing how interested members of the public may apply for pre-application funds. Requests for pre-application funds must be submitted to the Hearing Examiner within thirty (30) days after the issuance of the notice of the availability of pre-application intervenor funds. A pre-application meeting to consider funding requests will be convened within no less than 45 but no more than 60 days after the filing of the PSS. An IRS Incentive To Save For Retirement (NAPS)—Tips for claiming the Saver’s Credit: 1. Check Your Eligibility Depending on your filing status and income level, you may qualify for a nonrefundable credit of up to $1,000 (or $2,000 if filing jointly) on your federal income taxes for that year when you contribute to a 401(k), 403(b), 457(b) or similar retirement plan, or IRA. To be eligible, the maximum Adjusted Gross Income (AGI) for single filers is $31,500 in 2018 and $32,000 in 2019. For the head of a household, the AGI maximum is $47,250 in 2018 and $48,000 in 2019. For those who are married and file a joint return, the AGI maximum is $63,000 in 2018 and $64,000 in 2019. You must be 18 years or older by January 1 and cannot be a full-time student or be claimed as a dependent on another person’s tax return. 2. Save for Retirement Save for retirement in your employer’s retirement plan, if offered, or in an IRA. In general, for every dollar you contribute to a qualified retirement plan or IRA (up to the lesser of the limits permitted by an employer-sponsored plan or the IRS), you defer that amount from your current overall taxable income on your federal tax returns—and you may also qualify for the Saver’s Credit. After-tax contributions, such as those made to a Roth IRA or Roth 401(k), are also eligible for the credit. You have until April 15, 2019 to make a contribution to an IRA for tax year 2018. 3. File Your Tax Return and Claim the Credit When you prepare your federal tax returns, you can claim your Saver’s Credit by subtracting this tax credit from your federal income taxes owed. Workers who are eligible to claim the Saver’s Credit are also eligible to take advantage of the IRS Free File program for taxpayers with an AGI of $66,000 or less. Twelve commercial software companies make their tax preparation software available through the Free File program at www.irs.gov/FreeFile. • If you are using tax preparation software, use Form 1040 or Form 1040NR. If your software has an interview process, be sure to answer questions about the Saver’s Credit, also referred to as the Retirement Savings Contributions Credit and/or Credit for Qualified Retirement Savings Contributions. • If you are preparing your tax returns manually, complete Form 8880, the Credit for Qualified Retirement Savings Contributions, to determine your exact credit rate and amount. Then transfer the amount to Schedule 3 (Form 1040) or Form 1040NR. • If you are using a professional tax preparer, be sure to ask about the Saver’s Credit. • Consider having any refund you receive directly deposited to an IRA to further boost your retirement savings. The 19th Annual Transamerica Retirement Survey found that 62 percent of American workers are unaware that the Saver’s Credit exists. Don’t overlook this important tax credit; it may help you pay less in your current federal income taxes while saving for retirement. Spread the word—perhaps friends and family are eligible for this incentive but are unaware of it. For more details and resources on the Saver’s Credit in English and Spanish, visit Transamerica Center for Retirement Studies® at www.transamericacenter.org/saverscredit. TCRS is a division of Transamerica Institute®, a nonprofit, private foundation. The Saver’s Credit—an overlooked tax credit made available by the IRS to eligible taxpayers—could make saving for retirement more affordable than many people realize.

HOW TO AVOID THE COLD COMFORT OF A DRAFTY HOUSE For those who live in older homes, the transition to colder weather can be extra disheartening, as the vision of expensive heating bills, chilly rooms and drafty windows dance in their heads. However, it’s easy to change the outlook from cold to cozy with a few simple DIY solutions. The most effective way to improve the comfort level in your home is to properly insulate. Insulation can be inadequate in older homes. Over time, it can settle and compact, creating gaps. Topping up attic insulation will help keep the warm air in, reducing heating bills and preventing stress on your furnace. For easy installation, homeowners and professionals alike recommend a stone wool batt insulation. For attics, aim for an r-value of R-50 or a depth of 16 inches. A little preparation can go a long way to keep the cold at bay. Seal out drafts by replacing worn weatherstripping and caulking along windows, doors, baseboards, and trim. For other ways to beat the cold, consider inexpensive window insulation kits along with thicker drapes, and don’t forget to reverse ceiling fans to push warm air back down.

Begin Again Horse Rescue Faces Full Stalls By Amanda Dudek perhaps $8,000-10,000 in grants a year, but this has dropped to around $3,000.” Lilly explains that this is due to increasing competition for available grants as well as grant types. Many available grants are not specifically for horse rescue, but rather, they involve a service component, such as working with people with special needs or helping veterans. Therefore, Lilly and her rescue partners are finding ways to expand Begin Again.

Begin Again Horse Rescue formed in 2009 with just Lilly and two other friends, helping horses from bad situations. “We take in horses at risk of neglect, abuse and possible slaughter, work with area humane societies which have no or limited facilities for horses, save them from auctions as well as accept owner surrenders,” said Lilly, current Vice President and Head of Intake. “Then, we rehabilitate them and find them new homes.” At first, Lilly and her two friends were doing this out of their own pockets, but, as Lilly points out, horses are expensive. “We felt that by becoming a 501c3 nonprofit, we could make more impact on the problem.” Lilly stated. “We were gifted a farm on 15A in Lima in 2015, which we have been steadily repairing and renovating.” Still, the need is overwhelming. The rescue farm’s capacity is 14 horses; the rescue currently has 17 and is utilizing foster homes for the overflow. “I am getting 6-8 requests per week,” said Lilly. “We are full, and that doesn’t allow us to address those needs.” This need is growing for a wide variety of reasons. “There are so many owner surrenders: people move, finances change, divorce happens,” Lilly states. “We also work with a number of local humane societies and shelters who have done legal seizures of neglected and abused horses.” Many of these organizations do not have facilities for housing horses. In order for law enforcement to seize a neglected or abused horse, they have to have somewhere to house it; otherwise, they have no choice but to leave the animal. “We want to be there for law enforcement,” said Lilly. “If there is nowhere for these horses to go, then they cannot get the horses into a safe, healthy situation.” Since seizures often involve legal prosecution, these horses tend to have an extended stay. “We have three right now which we accepted in August as part of a neglect case,” said Lilly, explaining that until a decision is reached, these horses cannot be given new homes. Meanwhile, Begin Again cares for these recused horses, several of whom come to them in deteriorating and desperate condition. “We restore them to health, bring them up-to-date with their health care and try to get them adopted,” said Lilly. Begin Again’s adoptions are unique, however. “We do not relinquish ownership of our horses,” explained Lilly. “We put them on permanent lease. This way, if anything happens, our horses will come back to us, ensuring our horses’ safety permanently.” This lifelong relationship also includes yearly checkups on each “leased” horse. Having found new homes for over 200 horses in the last 9 years, this level of commitment does not come cheap “We are 100% funded by donations and fundraisers and the occasional private grant,” said Lilly. “Our yearly operating budget is around $90,000 per year, even though we are completely staffed with volunteers, with the exception of one full-time employee. We used to get

Lilly is no stranger to the positive impact of working with horses, having done charity work bringing horses and people together for over 20 years. “We have most recently worked with the Livingston County Workforce Development Program, SUNY Geneseo, RIT, U of R, and the Livingston County ARC to help people complete volunteer hours, as well as multiple Eagle Scout projects. “We also accept those looking to complete school-based community service and court-ordered community service.” Lilly explains that as a volunteer organization, Begin Again draws from the community, but that they do not currently have enough volunteers to run their own outreach program. “We would like to see more opportunities to benefit groups in our community,” said Lilly, looking to the future. “We go out to events just about every week during good weather with our educational booth and often accompanied by a miniature horse. Our goal is to bring awareness to the neglect taking place with horses.” Lilly explains that one of Begin Again’s long-term goals is to build an education center to hold clinics, educate groups, offer healthcare and more, all free of charge. “We believe education should not come at a cost,” Lilly stated. “We do not ever want a lack of money to stand in the way of good horse care.” “We are also working on being accredited with the Global Federation of Animal Sanctuaries of which we currently hold a verified status,” said Lilly, explaining that this would improve grant eligibility. This is a highly esteemed standard of excellence for animal refuges worldwide. “One of the requirements is that a property be completely fenced. Our perimeter fencing needs to be upgraded to become stronger and safer. So, this year, we have an ongoing fencing fundraiser with a $7,500 goal. After fencing, we will be very close to accreditation.” Lilly stated that Begin Again holds open volunteer hours every Saturday from 10am-1pm, adding, “Horses are in a more desperate situation than ever before and need help from all of us.” To learn more about Begin Again Horse Rescue and its Tack Shop, visit www.beginagainrescue.org Have something interesting you’d like to share with our readers? He has extensive training in extractions of all types, including wisdom teeth and Dental Implants.

Periostitis: Periostitis is commonly known as “shin splints.” This is an overuse injury that occurs in athletes who are engaged in activities that involve rapid deceleration. Periostitis causes inflammation of the band of tissue that surrounds bones known as the periosteum, and typically affects people who repetitively jump, run or lift heavy weights. To head off potential pain in the shins, young athletes can gradually build up their tolerance for physical activity. Supportive shoes or orthotic inserts may also help. Incorporating cross-training into a regimen also can work.

Oral & Maxillofacial Surgeons are the only specialists properly qualified and trained in Oral, IV and General Anesthesia. No weekend learner courses here! He will be very happy to educate you about your treatment and his staff is also nationally certified and will make you feel more than comfortable.

Confusion Over Women’s Heart Attack Symptoms ---

DEAR DR. ROACH: My question is about symptoms for women’s heart attacks. I have always heard that symptoms for women can be much different from men’s. Instead of the chest-clutching, sharp pain that men can have, I have read that women’s symptoms can be any of these: heartburn or indigestion; pain in the jaw, neck, shoulders, back, one or both arms; fatigue and troubled sleep; dizziness and nausea; or extreme anxiety. Are you KIDDING me? I am a healthy, active 63-year-old woman. I have had all of these symptoms at one time or another. If I acted every time I had one of these symptoms, I would be at the doctor’s office every day. How is one to know which symptoms to take seriously and act on immediately, and which to wait a few days to see if it is temporary? -- J. ANSWER: I have seen many letters similar to yours. The confusing problem is that it’s true: In women, heart attack symptoms and the symptoms of angina before a heart attack can include all of those vague symptoms. The same is true of men as well, although it’s more likely for women than for men to have symptoms other than the classic left-sided chest discomfort (people are much more likely to describe angina as “discomfort” or “pressure” than “pain”). So your question is entirely valid: How do you know when to take common symptoms seriously? The first thing I would say is that the greater your risk for heart disease, the more seriously you should take any symptom. Age, family history of heart disease, high blood pressure and cholesterol, lack of regular physical exercise and diabetes are among the most important risk factors. The second thing I would say is to take new symptoms seriously. If you never get heartburn, for example, then heartburn at age 63 should prompt concern. Third, context matters. Symptoms such as nausea or jaw pain that occur with exercise -- even carrying a bag of groceries or walking up stairs -- is definitely a reason to talk to your doctor. Most women don’t know that heart disease remains their No. 1 killer, far outstripping breast cancer (or any cancer). Both women and men need to take even vague symptoms seriously, especially if the symptoms are new, exertional or if the person has several risk factors. As a primary-care doctor, I’d rather see my patient for her concerns that symptoms may be heart disease than see her in the ICU with a heart attack. *** DEAR DR. ROACH: I have diverticulosis. At one time I was told not to eat nuts. I have since read that eating nuts is OK. What is your take? Also, are chia seeds safe? -- E.M. ANSWER: There are two answers to this question. The first comes from clinical research, and a very large trial showed that nut and popcorn consumption tended to protect against diverticulitis and diverticular bleeding. This may be due to the high fiber content, recommended in people with diverticula. So most experts allow their patients with diverticulosis to eat nuts and seeds, including chia seeds. The second is practical experience. If someone has had clinical diverticulitis after eating nuts and seeds, especially if it happens repeatedly, it makes sense not to do so.

*** Dr. Roach regrets that he is unable to answer individual letters, but will incorporate them in the column whenever possible. Readers may email questions to ToYourGoodHealth@med.cornell.edu. © 2019 North America Synd., Inc. All Rights Reserved

ness the manager took care of the problem. I guess if this is a rule, parents need to know about it before they pick up cake.

Don’t forget your child’s birth certificate when you go to pick up the “free smash cake” that a local store gives for a child’s 1st birthday with the purchase of a full size cake! Crazy request that my son was not aware of until he went to get the cake for the birthday party. Thank good-

To all the people who let their cats outdoors, please stop. The reasons are simple: your cat can be hurt or even worse killed by - A. Getting hit by a vehicle. B. Poisoned intentionally or by accident. C. Kidnapped and tortured by some horrible individual or for bait in dog fighting or by people who sell them to schools for experiments. D. Hurt or killed by an animal – wild or domestic like a dog or another cat. There are so many dangers outside your cat simply cannot protect itself.

Gotta appreciate the people who walk on the ‘correct’ side which is facing traffic (for a reason!), carry a flashlight and/ or wear reflective clothing as soon as it’s a little dusky, and when there is no sidewalk, move over safely and actually look at their pet dog on a leash to make sure it is safely out of the road! Thank you. Appreciate walkers who know and apply the rules of the road! Wish the lady who was riding her bike ahead of two children...one with training wheels... at dusk almost in the middle of the road would observe others and learn; watch the safe walkers, dog walkers and bikers who really do share the road... not act like ‘king of the road’!! Don’t be an accident victim.

In December, I gave two different neighbors rides to pick up their cars both at dealerships for recalls. Their experiences could not have been different. The first vehicle was in for an emission update due to recent litigation. The service manager was arrogant and accused the government of needlessly creating the problem. The work was not completed and my neighbor was charged $150.00 for diagnostics and was quoted $2400.00 to fix the vehicle so the recall could be completed. The second vehicle needed a new air bag and was at Hoselton Chevrolet. The service personnel were courteous, and the work was finished two hours ahead of time with no charge.

Brighter Side I had an unexpected trip to Highland Hospital by way of Avon Ambulance Squad on the morning of Tuesday, January 29, 2019. I can’t express how much I appreciate the care I received by this group of young people who took such good care of me. I have never had to use this service before but was very grateful that it was available. I have always made yearly donations to this organization and now I know how important this service is. Thank you to Alex, Nick, Ashley, Kelly- you should be so proud of the job you do! Those donations that we make each year are so important for our community. Thankful Always!

Heartfelt thanks to Elizabeth for rescuing me when I was hurt in the road and taking me to the expert staff at York Animal Hospital. I appreciate Jane and Richard helping to fund my care. Thank you, Liam, for welcoming me home again! Felix, the cat with 8 more lives. On Wednesday, February 6 during the ice storm in Batavia, my husband was trying to get me to our car in the parking lot behind the Williams Law Office. A young woman with an umbrella came out of nowhere and took my other arm, shielded me from the rain and assisted my husband with getting me to the car. She apparently could

see we were having difficulty as I must wear a leg brace and on a good day, it is difficult for me to walk. This definitely was not a good day. We did not get her name as she was gone so quickly. So, we would like to thank her the only way we can think of and hope she reads the Penny Saver. We were very grateful for her help. There are still good people who do good deeds. Thank you to the tow-truck driver who stopped to help a small white dog. It was on February 4th at 10am on Clinton St. Rd. outside of Batavia. He tried to find its owner and ended up keeping the dog in his truck. I hope he found its owner. Good job!!

I would like to thank the young cashier at West’s Shurfine in Honeoye for paying for my groceries when my debit card failed to clear! I had gotten gas and had a large hold on my card (1st time that ever happened). I will pay him back, with extra as soon as I get back down there!

STEPS TO LEAVE A JOB GRACEFULLY Deciding to leave a job is seldom an easy decision. However, it’s a more common decision than many people may know, as the U.S. Bureau of Labor Statistics indicates the average worker holds 10 different jobs before age 40. People change jobs for a variety of reasons. Some do so because of better opportunities elsewhere, while others simply need a change. Regardless of what’s motivating a job change, leaving a place of employment can elicit various emotions, including some that may contribute to negative thoughts about a current employer. But it’s always best to leave a job gracefully, which can pay dividends down the road.

WHAT IT TAKES TO BE A TEAM PLAYER The ability to communicate, interact and work collectively with others is both a professional and personal asset. But in certain ways, the reliance on technology has made working as a team more complicated. People have grown accustomed to spending large quantities of time alone working at computers or on phones and tablets, potentially compromising their ability to work directly with others when the need arises. According to Monster.com, when it comes to choosing a candidate for a new job or promotion, employers consistently say they want a team player. That means it’s advantageous for professionals looking to further their careers to brush up on their team-building and social skills.
