From the Band Manager’s Desk: Please be advised that we are having a community cleanup again in March or April. I am hoping that as a community we can take some pride in our community and help with this event. Last time we tried to have a cleanup only 3-4 people helped. We are truly trying to make this a community event. Please come out and help!!!

The District of Port Hardy is sending us a draft contract regarding animal control. The Band Council will be signing said contract. The Band will be paying the District of Port Hardy on a fee-for-service basis to impound stray dogs on the reserve (stray meaning not on a leash or otherwise under your control and supervision). So if your dog is missing, you can be assured that the dog has probably been impounded.

It has come to my attention that some housing contractors are seeking to have their 30-day holdbacks right away. The reason the holdback is in place for 30 days is to ensure that all the contracted work is completed and the inspections are done. If we can issue the holdback before 30 days we will try to accommodate.

At our most recent Council meeting, individuals who are selling drugs and alcohol on the reserve were discussed. The individuals were identified and I was instructed to write them a letter and put them on notice. This was done and I hope this conduct will cease. We have struggled far too long with alcohol and drugs issues here and we are trying our very best to stop the cycle.

Please let those individuals know that you as well are upset at this activity. We as a community are the best people to try and stop this debilitating and perpetual activity of ensuring our people remain in their addictions.

In the last few weeks we have been meeting with: the RCMP to try and sort out our policing issues; the Ministry of Aboriginal Relations & Reconciliation to try and address our housing and employment issues; BladeRunners to try and get a program going to train youth in life skills and employment readiness; and many other people and organizations. Our staff is trying their best to engage the community with our attempts to move forward in a positive manner for your benefits. There are community meetings and band members are attending them. Please come out and find out what is going on. We value your input, so please come out and give us your valuable ideas.

Elders’ Update

ello everyone. I hope you all are in good health & are keeping warm in this winter crisp. I would just like to take this time & thank all the Elders that have been involved with the recent activities, especially catering & cleaning of the Elder’s Centre.

I would also like to encourage each & every one of you to come and attend the Life Skills workshop that will be every Tuesday from 1-3pm. As well as the Grief workshops every Thursdays from 1-3pm both facilitated by Val Joe. There is childminding available.

There is a great Diabetic prevention program running as well with Andrea. Richard & Dodie will be taking care of those activities until Andrea returns back to work.

There’s workout sessions every Tuesday & Thursday from 2-3pm @ the 1st Choice Fitness Gym and swimming every Friday @ 11am-12pm. I do encourage all the Elders to go and take part of these fun activities.

As you all already know I have been doing home visits quite regularly. If I have not yet made it to your house, you may have not been home or you may have been taking a nap :) No worries. I can come and see you @ your home another time.

The home visits went great with Mike Willie a couple of weeks ago. I look forward to working with him in getting the Elder’s Bakwamkala Teas up and running again this year.

Fun!

Public Works Update: The chlorine level in our water system for this week is 0.10. I am currently working on our Fire Safety survey for the community. I do the survey in the afternoon so that I can attend to other maintenance duties in the morning.

The emergency planning committee also meets on the first Tuesday of the month at the Youth Center, 10 - 11 am. The committee is open to anyone interested so please feel free to join us.

I would like to thank Simon Paul for finding one of the ropes that we use for our funerals. He told me that he seen some kids playing with it so he took from them and gave it to me. Two of the ropes went missing at our last funeral. Thanks Simon.

How the Gwa’Sala People Began to Fish at Long Lake

That’s how they learned about Smith Inlet. First they followed the mergansers into the mouth of the Inlet. They saw a long beach there, and salmon. Then the mergansers swam far up the Inlet to the head. The brothers saw a big river there, the Nekite, but the Mergansers kept swimming on. They saw another river where small dog salmon spawn late in the fall, but the mergansers swam further. The brothers followed the mergansers into a channel where the water ran fast towards them, but it was wide enough for them to pass through into the quiet water of a lagoon on the far side.

They paddled on after the mergansers, and soon they saw smoke across the water ahead.

They were very surprised at that and said to each other, “Let’s stop there and see what is going on.” They let the mergansers swim away, tied up their canoes, and went ashore. They started walking towards the smoke. There was a large, strong river there and they saw a man making λubakw (barbequed salmon) in a way they had not seen before. He had clamped the salmon horizontally on their stakes around the

The brothers pulled out a stake and reclamped the salmon on it not sideways but vertically.

“There,” they said, “that’s the way of the salmon in our river.”

That is how the brothers began to fish in the river at Toksi, where the river flows from Long Lake into Wyclese Lagoon.

The brothers returned to their people on the islands at the mouth of Smith Inlet. They told them about everything they had seen and said that everyone would be better off up the Inlet.

Then all the people moved to Toksi. There, at the river, they all came together.

This story was told by Harry Walkus (Gixsistalisama?i Wak’as). It was published in 1997 in “Gwa’Sala Nakwaxda’xw Stories, Volume 1: In Our Own Words”.

Chief Harry Walkus lived in both Ba’as and Takush.

His father was Chief George Walkus of the Gwa’Sala people and his mother was Louise Walkus of the ‘Nakwaxda’xw. His first wife was Mary Charlie.

She died in 1972. Harry Walkus died in 1994.

Economic Development

Hello again from the Ec Dev department!

We continued to have meetings after our last update. All our time over the last three meetings has been spent learning what the “economic development corporation” might look like, and also how the need for separation of politics from business affects what the corporation looks like. I have and continue to be as diligent as I can be about ensuring the Band’s assets will be protected from any future liability (legal issues) as well as best suited to ensure the least amount of tax that gets taken by the government.

We had two guests (Ken & Kenny) come to talk to community members and they met with Chief and Council as well. Both meetings were well attended and lots of information was shared. There are copies of the presentation at the front table in the Band office. The next few meetings will be spent looking at the corporate structures and ensuring that all interested Band members truly understand the “whys” and “hows” of them.

Chief Paddy has asked me in the past about Own Source Revenues (OSR) and how this will affect the Band in the future. I have done research and will continue to do more to learn as much as I can about this. What we know so far is the Government is instituting OSR on Bands that sign Treaty and OSR allows the Government to start to decrease the payments that the band has traditionally received for different programs. What is still very unclear is how much of a “claw back” the government will try and at what rate? My initial understanding is the amount the government stops paying is tied directly to the amount of money that the Band earns as income to the Band. The “claw back” will be gradual and over time. Again I will do more research and use this column to pass along what I learn.

What does it cover? Healing Feast Ð rebirth & coming together as a community, Carved masks, reposition our totems, canoe repair, trip to our traditional territories, language revival, traditional food gathering.

March 3 , 2011

MARCH 3rd VOTING PROCESS The Trust Agreement outlines specific voting requirements for Band members to vote on Trust projects and any allocation of Trust funds. The following is the voting process that will be followed at the March 3 meeting and at future Trust Committee meetings. ¥ ¥ ¥ ¥ ¥ ¥ ¥ ¥ ¥ ¥ ¥ ¥ ¥ ¥ ¥ ¥ ¥ ¥

Current Band membership list from INAC posted for all Band members to check their voting eligibility in preparation for the vote March 3, Band Members to stop at the registration desk to check in with Electoral Officer Electoral Officer registers eligible Band Member by having them sign beside the official Band List 2 Trustees from the GwaÕsala-ÔNakwaxdaÕxw Community will sit beside the Electoral Officer to valid members who donÕt have ID All eligible Band members will be issued a "numbered orange card" by the Electoral Officer Electoral Officer will count the registrants from the signature and they should equal the number of orange cards distributed Once quorum is established Ð 25% of Band members eligible to vote Ð the Electoral Officer announces this to the group The meeting occurs where Band members have a chance to ask questions regarding the proposals to be voted upon and answered by the individuals submitting the proposal.

The vote is called by the Electoral Officer.

People with orange cards will return to registration desk where they will sign back in beside their name on the Band List once again and are given a ballot by the Electoral Officer All eligible members vote via secret ballot Ð indicating Yes or No for their support for Trust fund expenditures The ballot is collected and placed in the ballot box by the Electoral Officer The ballot box is kept locked and in the control of the Electoral Officer The Electoral Officer and 5 Trustees count and record the ballots together nd The Electoral Officer conducts an independent 2 count to ensure accuracy The Trust proposal is approved when 50% + 1 vote is in favour of the Trust project. If 50% + 1 votes are not received, the proposal is not approved.

The Electoral Officer provides a written report to the Trust Committee on the results The Trust Committee reports on the results to all Band members

Valentine’s Day Crafts!

Heart-Shaped Tea Bag Warm someone up by adding a handwritten note to a tea bag. Cut two hearts out of red construction paper using a heart-shaped crafter’s hole punch (available at crafts stores). Use a metallic pen to write a short message on one of the hearts. Next, remove a tea-bag tag and, at the end of the string, affix two hearts, back-toback, using double-sided tape or a stapler. Heart Garland Tools and Materials: • Card stock or construction paper • Scissors • Stapler • Glue stick 1. Create a heart-shaped template, or print out the heart garland template, and place it on a stack of 4 sheets of card stock. Staple the center of the hearts and cut out the shapes.

2. Make a 1-inch vertical cut at the pointed end of a heart; cut heart to about 1 inch wide all the way around the inside. Make two 1/2-inch horizontal cuts from the center of the point of the heart. Repeat with other hearts.

3. Link two hearts through the cuts at the points; glue and trim the cut ends to create a point.

Continue the process until all the hearts linked.
