HOUSING: WHAT ARE THE SOLUTIONS? Housing has always been a big issue for our community. It may seem like the problem is simple – we need more houses, so lets find the money to build more houses! but it’s more complicated than that.

Whenever the band builds a new house, we have to get a mortgage to pay for it, usually from CMHC. Once the house is built we still have to pay the mortgage on it, which is supposed to be covered by rent. When tenants don’t pay rent (or, for SA clients, when their hydro costs take up too much of their shelter allowance to cover rent too), we can’t pay off the mortgages on houses we’ve already built, so they won’t give us new mortgages to build new houses. Not only that, but the band pays for utilities (water, sewer, and garbage removal for all houses, insurance for band-owned houses) which costs about $1,886.77 per year for band owned houses, and $1,125.01 for houses owned by the tenants. This costs the band over $145,000 every year, and we don’t get much funding for this because we are expected to charge the tenants a portion, on top of rent. Off-reserve people pay taxes (around the same amount) to cover these costs. Communities with very successful housing programs tend to run their housing like a business – they provide very high-quality service, and don’t lose money. At some point our band is going to have to go in the same direction, and tenants will have to start paying more to receive good housing.

Bed Bugs:
I need all the doctor’s notes back from everyone who goes away for Medical appointments please and thank you. It needs to be signed by your doctor’s office, plus it shows me your next appointment on there.
Off-reserve Members:
I’m asking everyone who is off reserve to please be honest with me if you are living off reserve, if so I can do my best to help you. Send out your paper for travel. I have been getting a lot of people telling me they are living on reserve and I find out later they are living in town. I got a news letter from Sacred Wolf and it says on this paper that Violet Alfred also helps with patient travel for off-reserve her number is 902-0552 if you would like her to help you out. I know this must be getting on everyone’s mind but I have to keep reminding you because I am not getting those back. It is needed for audit purposes. Again, travel will not be covered if your child has an appointment with the dentist here or Alert Bay. They need to say why they are unable to do your child. I’m not doing this to be mean I’m only following Medical Services policies. When our members have moved off reserve you will have to wait at least a month before I am able to do travel for you. I really don’t want to start putting your meals back on hotel, but I will have to if appts aren’t kept.
I also want to mention to everyone not to be ashamed if you have bed bugs in your home. I just want to share with you all I had it in my house and no kidding I had to buy at least 8-10 cans of raid to try and get rid of it. This does not mean you are dirty at all. I just want you to know if you call us I know Victor Walkus & Robert will do their best to get fumigation done at your home. We all need to think about our young children so they don’t get all these bites from those things.No kidding I had lots in my bed room and now I get really paranoid when I see one. So I just wanted to mention to you all who may have that in your home not to feel ashamed about this.
Bunny Away: I will be away on April 25 & 26 for medical appointment for myself. Just want to let you know ahead of time. I also will be away on March 30th using some OT I really don’t want to miss out on my OT so I need to use it.
Cancellations: And once again if you are not going to your appointment/s. you must return your travel and to make sure you cancel your hotel, or you will be billed for that night.

I need the hydro bills in each & every month, as soon they receive them. When they don’t bring in the bill, it makes processing for payment harder & more time consuming! If they want me to pay their hydro bills! Monthly submissions need to be as soon as possible as well.

PUBLIC WORKS WATER RESULTS: The chlorine level in our water system for this week is 0.59, taken at our Band school. HALL FURNACE: K&K checked our furnace and found some of the wires and connectors need to be replaced. The Hall won’t have heat for a while until this problem is fixed which might be next week. COMMUNITY GARBAGE CLEAN UP: Thanks to everyone that helped out with our clean up, and also to Tommy Jr for helping me with some of the bigger garbage. I would also like to ask the community not to put anything by the garbage cans or at the old school site. Cardboard can be taken to the bins near the swimming pool. BEAR SEASON: Help keep our garbage bins closed and clipped to help stop the bears from getting into our bins. The Conservation Officer will fine the Band if the bins aren’t closed and clipped. They will also fine people for dumping garbage at the old school site.

ALASKA NATIVE LANGUAGES: IT ALL COMES DOWN TO CHOICES BY XH'UNEI, LANCE A. TWITCHELL FOR THE JUNEAU EMPIRE Linguists have been predicting the death of Alaska Native languages for decades now, and whether or not those predictions prove accurate comes down to the choices you and I make on a daily basis. The past 200 years have been devastating; from boarding schools to disease to social discriminations, we are now left with the aftermath of successful attempts to destroy languages and cultures. But that does not mean we have to resign our efforts or just allow this to happen. In fact, it leaves us all with a tremendous amount of power and the decision is right here before us: speak now or let it go forever. Our languages have developed in specific places for thousands and thousands of years. Within them we see patterns of migrations, grammar that allows us to see the world differently, and an ability to communicate more closely with our ancestors and the natural world around us. Just the other day I sat with some school children and watched a Tlingit speaker talk to the porpoises. He called out to them, the ones we call “cheech,” and they came back to the surface in response, showing themselves to the kids who sat down to learn from the Tlingit speaker. And there is more. The recent release of Tom Thornton’s book, “Haa Léelk’w Hás Aaní Saax’ú / Our Grandparents’ Names on the Land,” gives us nearly 3,500 names to put back onto the land on which we live in Southeast Alaska. These names collectively show an intense and long-standing relationship with the land. They connect us PAGE 6

linguistically to stories, migrations, animals, the supernatural and more. When you think about it, and when you really try to use these names, you then realize that you are not just living in Anywhere, USA. But there are so few people who are using our language. Recent surveys leave us with this estimate: there are fewer than 250 people who can speak a Southeast Alaska Native Language. That is three languages combined. Tlingit has about 200, Haida has about a half-dozen, and Coastal Tsimshian has about 30. This means that the clock is ticking quickly for each of these languages. This also means that we have some important decisions to make. I could spend a thousand words on the reasons for language decline in indigenous populations. I could spend a thousand more on potential solutions, useful studies, new curriculum ideas. In reality, all of that compares very little to these two questions: Who will speak? Who will listen? There is nothing that will determine the future of our languages more than this. Despite everything that has happened, and all the things we may think should happen, we have to realize that we are the ones deciding to let these languages die. Maybe we have been fooled into thinking that progress moves us towards an English-only world. Perhaps we have been beaten and teased and shamed into staying away from our languages. I can understand those things. But we have to move beyond them, as a region, and listen to these languages. Every time I hear notions of racial supremacy disguised as progress or world economy, I think about how sneaky all those things are. But I still stumble through the language with my baby daughter when we are home alone in the mornings. I still talk to the cat and whomever else will listen. I make my family guess what I am saying, and even better yet, they are just starting to figure it out. I speak 16/04/2012
with other speakers, and learn what I can when I can. We need our communities to embrace the existence of our languages. This is more than just nodding or saying, “good idea.” This language was beaten, washed, and bribed out of our people. There is a trauma here that was government-sponsored, church-driven, and rarely resisted at the community level. That means that we can choose to work together to make sure these languages have a place to live, and that is the same place where they were born. It does not matter what your ethnicity is. This is not a race issue. This is a human issue. I think of it as this: you are walking past a dying person. Do you just walk past? It does not matter how it happened or what you may think of that person. What type of human are you? When we examine the history of this area, we can see that the human obligation is to help people survive and to be kind. Recently, I heard a wise man say that politics is bullying, and Alaska Natives do not make good bullies.

Study after study has shown that bilingual people test higher in education. Study after study has shown that when you take away a group’s established identity and substitute it with something else, it creates systemwide failure within that group. Suicide rates among Alaska Natives are enormous, and most social gauges show a people in peril. But we do not have to stay on this road. We have talked about language revitalization in our region, but we are not there yet. It will take a sea change among our communities, organizations, and individuals. It will take unity like we have not yet realized. It will take partnerships that leave the self behind. We will discover that we are all human beings, and that connections to each other, our land, and our ancestors will make every one of us stronger. We have incredible power and we will learn how to use it. Speak. Listen. Do it every day. Change the future and the world.
The goal of Alaska Native language revitalization is not to force anyone to do anything or to try and destroy anyone else’s identity or sense of place. Ironically, there seems to be a real fear of the revival of Alaska Native languages, or at the very least a reluctance to see it. But it is coming. Our languages are now beginning to go through the process of death, the result of decades upon decades of a killing machine that we can call assimilation. We will no longer allow that to happen.

VOTING PROCESS Gwa’sala-‘Nakwaxda’xw Trust Committee All Band Meeting on May 31, 2012
BEFORE THE MEETING: 1. Check the Band Membership List (posted at the Band Office) to see if you are registered to vote. Contact Sandra Charlie, Membership Clerk, at (250) 949-8131 with questions about band membership. WHEN YOU ARRIVE: 1. Go to the registration desk and sign-in with your ID (If you don’t have ID, there will be people at the Registration Desk to vouch for your identity) 2. You will receive a numbered orange card which represents your vote 3. Once 25% of voting Band Members arrive (and this is doublechecked) the Electoral Officer will start the meeting DURING THE VOTE: 1. You will get a chance to hear about proposals and ask questions before the Electoral Officer calls the vote 2. Then you go back to the registration desk with your orange card 3. At the registration desk you will sign-in again and trade your orange card for your ballot 4. You will write !or " to vote yes or no for the proposal in a secret ballot (any other marks besides !or "will void your ballot) AFTER YOU VOTE: 1. You will bring your ballot back to the Electoral Officer, who will count all the votes with the help of 5 Trustees 2. The Electoral Officer will do a second count for accuracy 3. If 50% plus 1 of the votes are in favour, the proposal is approved. If 50% or less votes are in favour, the proposal is rejected 4. The Electoral Officer will write a report to the Trust Committee with the result 5. CALL FOR CATERING BIDS The Gwa'sala-'Nakwaxda'xw Trust Committee is holding an all-band meeting at the Wakas Hall on May 31, 2012. We are inviting Gwa'sala-'Nakwaxda'xw community members to submit bids for catering this meeting (soup, bannock, fruit, pre-dinner snacks and beverages) for 300 people. Successful bidders must have FoodSafe and previous experience catering for groups of this size.

Bids should include the following information: • Your name & contact information! • A description of your previous catering experience! • A proposed menu! • A budget! The budget must include: • Cost of food and all required supplies, including dishes! • Cost of labour to prepare, serve, and clean-up!
