THE FIRST NATIONS SUMMIT MEETING:

considered to improve the Loan Policy for those tables that are actively negotiating (such as ours) also seek to improve the loan policy to bring inactive negotiation tables back “up to speed”.

A Focus On Treaty Negotiations

Your negotiation team just returned from a First Nations Summit Meeting held at Vancouver from June 6 to June 8. First Nations from across BC gathered to address their common issues of concern, learn about programs and initiatives available as well as what will affect us all in the future. Today, I would like to give a brief summary of the portion of the meeting that focused on Treaty.

The meeting lasted three days and focused entirely on Treaty discussions the first day. After reports from Summit Task Group representatives a main topic arose: The Jim Lornie Report. This report comes from more than a year of 63 interviews with First Nations involved with Treaty Negotiations across the Province; the aim of the Federally appointed initiative was to determine barriers in treaty Negotiations. “Why are there only 3 Final Agreements completed during 20 years of Treaty Negotiations in BC ?”. The report addresses this concern and recommends changes that the Federal Government should undertake to see positive changes and speed up the process.

There is a need for a change in the Federal approach to “recognition and certainty”. We First Nations will not accept extinguishment of our rights and title in our territories. Lornie states that the government must address and change their/this position if they hope to do “business with First Nations”.

The “loan policy” portion of BCTC funds used to negotiate a treaty must change. “ Why should we have to repay a loan to negotiate for land that is ours?” This issue has been at the forefront of negotiation agenda’s since negotiations began.

The Lornie Report sought to address the matter through recommending that “incentives” be PAGE 3

The concern of lack of fish negotiations at the Tables due to the Cohen Commission of Enquiry was highlighted. The question, “… why should Fish negotiations go completely on “hold” while an enquiry is done on one species, (sockeye), in one area, the Fraser River?” Lornie recommends that stocks outside the sockeye and areas outside of the Fraser R., be at the negotiation table…. there are many other species beside sockeye that need to be discussed as well as training and capacity building to help communities return back to a fishery oriented way of life. The above are three main recommendations, the Lornie Report has several more that must be addressed to revitalize treaty negotiations in BC including: Status of Land, Fiscal matters, Incremental Treaty Agreements, Cost Sharing agreements between Canada and BC. Our Chiefs at the Summit reflected on the Lornie Report and recommended that three of the topics listed above serve as a focus for treaty tables and that a Common Table, (the joint organization made up of representative treaty tables from across BC) develop a plan to meet directly with the Federal Government to implement the recommendations made. The Chiefs agreed that the time is now to have a united front if we are to protect our lands, “ We gotta think like owners, if we are to protect and do business in our lands!” said Rod Naknakin of the Hamatla Treaty Society. The above represents a small portion of the Meeting which is held three times yearly on the territories of the Squamish. I will give more info on topics of concern to all of us in future editions of Yo News. Gila kasla!

There was one community member who had applied for training and is currently in the program. I would like to do an in depth Social/ moral/ practical inventory of what our people need, So that we can be a strong, educated, healthy and independent community.

HOW WOULD YOU MAKE SURE TO KNOW THE CONCERNS OF THE COMMUNITY MEMBERS? I will pay respects and take direction from our Ninogaad and community members. I will take time out of my personal life to actually PAY ATTENTION AND ADDRESS WHAT OUR PEOPLES NEEDS ARE.

WHAT PORTFOLIOS ARE YOU MOST INTERESTED IN? I would be most interested in EDUCATION, HEALTH, CULTURAL, NATURAL RESOURCES,

HOW MUCH TIME CAN YOU DEVOTE? Whatever is necessary to address what needs to be addressed?

WHAT ARE SOME OF THE POSITIVE THINGS YOU’VE DONE FOR OUR COMMUNITY? In the past I have run summer day camps (some kids that are in their late teens and early 20 s still approach me to this day and say:” do you remember when you took us to Victoria for the year end trip?, I was part of the Hall Committee who helped save the hall from being closed, I reestablished the right to play bingo in our community after our license was taken away .I created a language Nest .Every year I hunt and gather food for our Elders.

WHAT IS YOUR PERSONAL MOTTO? They took our land, They took our culture, They took our language…We’re taking it back…

If I were elected to council, my contribute to a better community would be communication with our community, and staying on the same page, working together with our team as a whole(C & C, band employees and first and foremost our community).I would address housing and push for General meetings to let the community know what directions we are heading. Our Housing Committee I had established has come a long way and is stronger than ever thanks to the communities support and believing that we can get the job done, we had received or will be receiving funds from the Government, from my understanding we have to come up with a Strategic Housing Plan, our housing committee would dedicate our time to putting forward a secure five year plan with the assist of our band employees. Housing is always a sensitive subject but I truly feel we have made progress this year and much more progress coming up in the very near future. Forestry peeks an interest being that we have no commitment to my understanding.

Our fisheries department I would have great interest as well because of the fact that we have had progress this year with such opportunity for community members to actually fish 1 of our 8 licenses. This year was the first year a community member was granted our halibut license with three of our own working it. I feel with the backing and opportunity that Aero trading gave us this year is far none better then we have received from any other company bidding for our license. I think we set the bar with our Halibut license this year. I feel we have much job opportunity in many different aspects ranging from our Trust to economic development, as I’ve seen on our Yo news much job creation from many departments, but what concerns me is hiring of others without it being tendered out to the community. I know we have qualified

community members with degrees who can play very important roles in our community. I know this because I keep in contact with many off reserve community members, and have a number of their resumes.

Education I have noticed lacks support for many of our members who are off trying to better their lives to receive education and perhaps our community can benefit from their education if they so choose to come back and work for our community. When I was a child growing up here we had the hall to go to for sports, it almost seems like our children are put in the back burner for recreation, it would be nice to put our thinking caps on to perhaps revive our old hall which I’m aware is underway. Our net loft has a lot of empty space that could be of good use. I say this because we have young inspiring carvers who could use a place they could call their own, after all it was the birthplace of our 2 beautifully designed totem poles. There are so many precious memories that these building have with our community, I realize not one person can fix this community, but I feel there are probable solution too many of these situations we find our self’s in. I am certain with the intelligence that sits within our community and band employees there are many solutions that could be corrected within our community.

There is something I have noticed over the years with some new council that get elected, this is just my opinion but they have a change of demeanour, there is this false sense of power they walk with. I would like to keep my feet on the ground and remember who put me there.

I believe we can truly make a difference in this community if we work together, and I’m not just talking about our chief and council. Only way we can truly make a difference is if we do it together as a community.

110% in everything that I do, whether it be work, play, or having fun. I am friendly, caring, honest, reliable, fair and compassionate. I come from a strong leadership setting as Sally Bruce (nee: Nolie) is my mother and Johnny Nolie is my grandfather who is from Blunden Harbour and was known for his leadership qualities and rich cultural knowledge. Mom has taught me to be a strong and proud individual in her teachings and stories of where our people come from and how strong we were and continue to be.

HOW ARE YOU A ROLE MODEL TO OTHERS? I treat everyone exactly the way that I want to be treated, with respect and integrity. I lead an active life, hunting, fishing, spending good quality time with family, especially outdoors. I teach my children to be respectful and to also respect themselves, as well as to do nice things for people, without reward.

WHAT WOULD YOU LIKE TO ACCOMPLISH IN THE NEXT FEW YEARS? I first have to learn about what has been happening on council and become more familiarized with the council setting, seeking advise from current council members. One of the things that I would like to see happen is that we have our own high school here on reserve, to continue to foster our students through their secondary years. I’d like to see more students and members going off to colleges and universities, whether it be distant education or on-campus. I’d like to see a more positive environment in our community.

HOW WOULD YOU MAKE SURE TO KNOW THE CONCERNS OF THE COMMUNITY MEMBERS? I’d attend various community/family meetings that are held, especially with our Elders as our Elders are our true leaders.

WHAT PORTFOLIOS ARE YOU MOST INTERESTED IN? I would definitely be interested in being a part of all of the portfolios but Education for sure would 11/06/2012

be one that I am most interested in as this is my background.

HOW MUCH TIME CAN YOU DEVOTE? As much time as required, I will have a lot to learn! I would have to juggle my time a bit though, having a full-time job.

WHAT ARE SOME OF THE POSITIVE THINGS YOU’VE DONE FOR OUR COMMUNITY? It’s minute compared to what my community has done for me. I bake for various community events and fundraisers. When my family and I hunt or fish, we share our “catch”.

WHAT IS YOUR PERSONAL MOTTO? Give it your 110% percent. Always treat people with respect and kindness. Get both sides of the story before forming an opinion.

CATHY SWAIN

WHAT QUALIFIES YOU TO BE A LEADER? My whole life experience, I’ve been down and out, and addicted to alcohol and marijuana which I‘ve been able to overcome, thanks to the support of family and friends.. I’ve experienced negative treatment but have been able to get out of it, how? By listening to what others cared to share and taking what was given to help me become a strong and healthy person. I’ve gone down the road to suicidal thoughts, and been able to recover from that, with the help of the people that God sent to help me. I’ve experienced a great loss that I was able to handle due to the love and support of family, church family, and community members. The grief I still feel makes me strong enough to go on, to do whatever I can to carry on the memory of loved ones we’ve lost.

That grief for loved ones lost has made it easier for me to understand others and what heartache and pain they’re experiencing. Parents, children, friends, we’ve lost so much, but, together we’ve all been able to go on! Together we can do this!

HOW ARE YOU A ROLE MODEL TO OTHERS? Ever since I realized that I am reaching the age of becoming an Elder I have really begun to work toward being everything that I see in our Elders….generous, kind, caring, compassionate, loving, helpful - just to name a few. I also go back to how I see our very young children are - they are generous, kind, caring, compassionate, loving, helpful too. What happened in between?

In my life, tragic losses happened, effects of residential school affected my life, and that of my children. Racism occurred, and life can suck, but you know? But, we go on, together we can do this! Together we work to achieve whatever is desired, to be a proud people once again!

WHAT WOULD YOU LIKE TO ACCOMPLISH IN THE NEXT FEW YEARS? I would like to see our community become more outspoken, to let us all know what it is they want to work together and to work toward doing whatever it takes to be happy and healthy.

Working together toward becoming more content, to work together at being at peace within ourselves. Our people need to be heard, and the biggest thing that I see holding us back is that we don’t have enough General meetings.

Wouldn’t it be nice to have so many General meetings and handle all our problems and get to the point where we are just getting together to visit? Where everyone feels comfortable to attend meetings?

HOW WOULD YOU MAKE SURE TO KNOW THE CONCERNS OF THE COMMUNITY MEMBERS? At times people are hesitant to speak out for themselves, maybe they can speak for someone else at first. I’m not afraid to sit down and chat with anyone. For myself, I get that way because I don’t want to hurt someone’s feelings….but if we get together on a regular basis and talk then maybe more of their concerns can come out.

General meetings are one way, Facebook is another great place to stay in touch with our community members and I have a pretty good connection with many of our community members through it. I am also available through texting and have never hesitated to put my cell phone number out there.

WHAT PORTFOLIOS ARE YOU MOST INTERESTED IN? 11/06/2012

I am most interested in supporting our children, whether it be in health or in education. Health is emotional, physical, mental and spiritual and our families need all the support they can get in this, especially in fighting for our children. Education is something I know that I need to honor more, and encourage more of our youth to get into it. In this day and age, the more education we get the better. When I was in school at Vancouver, they cautioned us to not come home and start telling everyone how to do things, that, just because we’ve learnt things doesn’t mean we know more.

We need to be respectful. Our Elders are the ones we need to listen to. They need to be able to share their wisdom with us, I would like to push for that to happen.

ANY ADDITIONAL COMMENTS YOU WOULD LIKE TO ADD? I have always tried to be respectful, of course there are times when I slip, we are all only human. Thank you for your understanding on this. I truly do care for our community and where it’s going and would love to be your representative at Council level. Please get out and vote.

BOB SWAIN WHAT QUALIFIES YOU TO BE A LEADER? I know of the community’s struggles and would strive to make it a better place to live in.

HOW MUCH TIME CAN YOU DEVOTE? When I was on Council before I attended pretty much all the meetings as requested (I also know that they‘re scheduled for Mondays at 3:30). I normally work until 3:30 anyway, so being available at that time would be no problem. I strongly believe that it is important to recognize AND honor the rest of Council’s time so I have always tried to be there on time and I do give my FULL attention to the meeting. A band councillor should be available at any time, and that is what I pledge. There are times when I would be out of town, but I am always available through texting.

WHAT ARE SOME OF THE POSITIVE THINGS YOU'VE DONE FOR OUR COMMUNITY? Supported any and all our people whenever they’re in need. I am thankful that Bob has allowed me to (when I didn’t have a job he supported me in having soup nights, or bringing food to events such as feasts, gatherings, funerals, church events). We attend pretty much all events that are hosted by our offices, taking part and encouraging others to attend. By living an alcohol and drug-free life, I know that people can and do feel confident enough to talk with me about their problems and we work together to find a way to solve their problems. I use texting and Facebook as a way to support and encourage others who are having struggles in their lives.

WHAT ARE SOME OF THE POSITIVE THINGS YOU'VE DONE FOR OUR COMMUNITY? I finished putting the roof on the Big House which was near Tsulquate park in the mid 1980s.

The funding ended but the materials were still there to finish the roof so I began working on finishing it on a voluntary basis and late Fred Hanuse decided to help. We worked together and then more community members began to help.

After we finished it, the band found some monies to pay us! We’ve had soup nights in our home to help feed community members who may have been having hard times. Currently, I am working on a community Emergency Plan to help the community in the event of a natural disaster. I am also active in our current Housing Committee. I’ve also been involved in Treaty meetings, Comprehensive Community Planning and Economic Development meetings.

WHAT IS YOUR PERSONAL MOTTO? Do your best in everything that you do!

ANY ADDITIONAL COMMENTS YOU WOULD LIKE TO ADD? I would consider it an honor to represent the community at the Council level. I would like to see more general meetings on a regular basis, to be able to hear and address some of concerns that may come up.

EKE ME-XI UPDATE

Recently the Eke Me-xi School had Ross Hunt Sr. visit to share his knowledge about traditional art and culture with the students. Ross, along with Thomas Wamiss Jr. and Walter Brown, are helping the students come up with a mural for the school that will reflect the First Nations identity of the school and make it more recognizable in the community. We are excited to be able to bring elders into our classroom to visit and inspire the students.

Check the Band Membership List (posted at the Band Office) to see if you are registered to vote. Contact Sandra Charlie, Membership Clerk, at (250) 949-8131 with questions about band membership.

WHEN YOU ARRIVE: 1.

Go to the registration desk and sign-in with your ID (If you don’t have ID, there will be people at the Registration Desk to vouch for your identity) 2.

You will receive a numbered orange card which represents your vote 3.

Once 25% of voting Band Members arrive (and this is doublechecked) the Electoral Officer will start the meeting DURING THE VOTE: 1.

You will get a chance to hear about proposals and ask questions before the Electoral Officer calls the vote 2.
