A LETTER TO THE COMMUNITY The staff here in the Gwa'sala-'Nakwaxda'xw Band Office are proud of the work we have been doing, especially the huge positive steps forward in the last couple of years that you can read about inside this newsletter. We love our jobs, our team, and this community. Lately, however, we have all been feeling pain and frustration as rumours go around the community about some of us here in the office.

This is all part of Lateral violence which means "a form of bullying that includes gossip, shaming and blaming others, backstabbing and attempts to socially isolate others" also "organised, harmful behaviours that we do to each other…”

Today we had a meeting with our elected and hereditary chiefs to express our concerns and thoughts and share ideas about how to move forward in a positive way. We want to express to you, community members, that we are all behind Les Taylor 100%, we all respect him greatly and feel that he is doing a great job and we couldn’t have come so far without his leadership. Also, we want to let you know that our doors are open. If you hear rumours or have questions, we would be happy to sit and talk with you in a respectful way to answer your questions.

TREATY OFFICE UPDATE Hello All!! My position is "Treaty Office Assistant". I have been busy with filing, check requests etc. I have been involved with preparations for the TAC meetings; Treaty-chief & council strategic planning session; AFN meetings; Treaty Team travel arrangements etc.

I am currently assisting the Treaty Team with their I-Pads; a fun learning experience for myself.

It has been an exciting & enjoyable but very busy year. I will be going to a workshop on August 20-22, 2012 & will be back in my office on August 23, 2012. On August 29, 30 & 31st I will be on holidays.

SUCCESS STORIES FROM THE SOCIAL DEV. AND EDUCATION DEPTS Grace & I have successfully got North Island College to start Adult Basic Education at our G&N Adult Ed Center on the reserve. They will start in September. It is not too late for students to sign up. They will also help guide them to reach their goals with regards to their Education.

Members have been training in various opportunities and successfully completed their courses through North Island College, when completed some have gone on to finding work.

Congratulations members! We are so proud of your accomplishments throughout the year.

Some members have and continue to receive training for Boat Safety, Bear Aware, First Aid, Marine First Aid, and are working for the Band throughout the summer months.

We will continue to have the Breakfast Club come September for all students who are going to school. Along with that our children at the Gwa'sala-’Nakwaxda’xw School will continue to have a healthy breakfast as well.

We have Anthony & Donna Hunt come & teach Cedar Weaving once a month. They also took students out to pick cedar. They come on regular basis. It is well received by those who are wanting to learn and continue to work with cedar. Baskets, bracelets, head bands & head pieces.

Grace & I work very closely to create programs for the members of the community.

PATIENT TRAVEL AND BIRTHDAY WISHES Hello to everyone, hope you are all done well as can be. Just got a few reminders here.

All Patient Travel is to be picked up at Band Office, I only do all the paper work from my office. I have been very happy with everyone who has brought in their Dr's notes that need to be signed by your doctor, Thank You very much, plus it really helps me to know if you have other appointments. Just ask them to fax it directly to my office at 949-8413. Just to let you know AGAIN I cannot do any travel for you at all unless i have that Dr's note for your travel plus I cannot do any travel for you and escort unless it says on your Dr's note. So please don't not get upset with me if you don't have an escort on your travel. Especially for when our Community members get send out somewhere, I CAN NOT do anyone's travel unless I have that Dr's note.

Again I have been getting a lot of phone calls and a lot of texts. I do care and have a lot of respect for you all especially when someone has to be send away. It would have been so nice if there was an Emergency setup for Patient Travel it would make matters easier for me. And I do care for you all.

EC. DEV. UPDATE

we worked specifically at bringing the information of the CCP back to the community to have it confirmed as well as to re-engage in the work of the next steps forward. Some of these next steps were to begin the development of a 5 year economic development strategy that would feed into the creation of an Economic development corporation. It is important to remember that all of this work was done with community input and direction.

Hello from the ecdev office. We have been very busy this late winter early spring getting all of the different pieces together to let us start up some of our new businesses. We have worked very closely with Gary and the Culture committee to provide items that individual artists can work on and receive payment for. We have put these items as well as other items that our local artists chose to place in the “Art Shack” to sell.

The “art shack” is also the launching spot for our new Nakwakto Rapids Tours business. We have a boat that has been specially designed to transport customers out to the rapids in comfort as well as safety. We worked closely with Wi’woma Sally Bruce as well as Hetlamas Tom Henderson to ask permission and receive their wisdom on things that we should and shouldn’t speak about to our visiting guests. These two businesses are in the very beginning stages and there is a lot of excitement from the North Island community about the GNN making positive steps forward.

2010 Ec. Dev. meeting

Our funders who are supporting this work all rely heavily on detailed work plans with deliverables and timelines. The 5 year ecdev strategic plan was one of the major pieces that our funders are waiting on; it is in front of Chief and Council awaiting their endorsement. Once we have this work supported then we will move forward with the creation of the Economic Development Corporation.

Here are a number of projects that we have worked on;

All of the business planning as well as specific business ideas has come from you the community. When I was hired I was blessed to be given the Comprehensive Community Plan (CCP) that spoke to very specific ideas and steps to move the GNN forward. HOME & COMMUNITY CARE UPDATE

Band members to provide advice and first steps in starting their own businesses • Investigated potential land purchases on the North Island • Signed large contracts for water taxi services to Marine Harvest as well as companies operating within the Traditional Territories • Monitor the agreement with Marine Harvest for royalties • Created relationships with our First Nations on the North Island as well as the Central Coast

First of all, on a personal note, I wanted to acknowledge and thank everyone for making me feel accepted within the community- it's a wonderful place to work. I am really excited to work with some great colleagues and community members on a variety of projects that I believe will only make the community stronger and an even better place to work/live.

It has been an honor to work with the community and specifically with the team here in the Band administration. This team consists of all of the Band employees, Chief and Council, the Elders for their support as well as our funders of projects. It is very exciting to have the GNN the recipient of one of the best audits not only for a First Nation but for any kind of large business that these auditors have seen.

It is a testament to the hard work and determination that it takes from everyone involved to turn what was not very long ago a Band administration that was on the verge of going into 3rd party control into something that is beginning to have some measurable success.

With regards to the Home and Community Care program I'm excited to pass along news of some positive changes which Sandra has initiated and the whole team is supportive of and working towards. First of all we're really excited to have Selina Child on board as a new Home Care Nurse. She has really brought a lot of passion to the job, has brought a lot of great ideas to the table, and we are all quickly growing to appreciate the work she does.

Aside from that, Selina, Bunny, Andrea, Arlene and myself will be working a bit more closely together in a number of different areas and I believe the result will be more efficient and improved services for the community. The proof, of course, will be in the pudding... but the pudding is in the fridge setting up and I am confident the end result will be some chocolaty goodness (or vanillay goodness if that is what you prefer... or strawberry-y goodness...).

MARINE SERVICES DEVELOPMENT REPORT Overview:

In the first 2 months of commercial operation GNN Marine Services have achieved several significant measures of success. The GNN Practical Marine Training Program was established in spring 2012 and has been identified as a crucial component of securing contracts with businesses in the community and traditional territories. This in-house training program trains employees in safe marine practices, establishes continuity of service and sets a baseline level for band services. Feedback of commercial service to date indicates GNN Marine Services has exceeded our clients expectations and the company continues its drive for further business and consistent, stable, growth.

This program is designed to augment the SVOP program developed by transport Canada and gives GNN operators the practical, hands on experience needed for safe work practices on the water. It is designed to protect passengers, crew and the band from marine incidents and potential liability lawsuits through increased education and set commercial practices.

Community Outreach/Marketing, Nakwakto Rapids Tours The Nakwakto Rapids Tours began in the first week of July, 2012 and departs from the Seagate dock in Port Hardy daily.

The primary areas of development and focus during the 2012 commissioning phase of GNNMS include but are not limited to: §

house 6-week training course has been developed to ensure all GNN Marine Services operators are trained to professional standards and capable of providing safe, consistent, cost effect marine services.

Candidates are required to sign a strict vessel operating policy, and are trained extensively on many topics.

Elders from the Band and local tourism operators have participated in the initial tours and we have solicited feedback from those individuals on topics such as cultural relevance, comfort, safety, passenger enjoyment, and more. We are working hard to meet and exceed every expectation as a passenger carrier. The initial days of the program had some difficulties, including employee tardiness and no-shows, but in the past weeks we have hit our stride and are consistently offering a world-class cultural tour to a renowned spectacle of nature.

the primary planner in the G&N Nations territories was so impressed with the Bands initiatives to date he requested more information to recommend a similar program be implemented for his crew boat operators and has subsequently hired our water taxi services for crew transport to Mereworth Sound. If we are able to continue providing safe and reliable service, Interfor has committed to making GNN Marine Services the preferred choice of International Forest Products in and beyond the traditional territories.

*note: if a complimentary space is booked on the cultural tour and that passenger is a noshow, they will forfeit their turn and be bumped to the bottom of the Rapids & Cultural tours waiting list.

Contracts and Vessel Use Agreements

MARINE HARVEST A major program success: A significant contract with Marine Harvest has been secured for 2012. Marine Harvest has set exemplary standards for marine safety and reliability. The GNN Practical Marine Training Program was instrumental in securing a year round contract for crew boat services. Marine Harvest employees have been very supportive and understanding of the ongoing training program, and GNN Marine Services has received extraordinarily good reviews of service to date. We look forward to an ongoing relationship with this major marine company and value the longevity, employment, and financial security they bring to GNN Marine Services.

INTERFOR Interfor has strict Marine Carrier Standards that meet and exceed those of Transport Canada. Ongoing talks with Interfor resulted in a review of the GNN Practical marine Training Program. Blaire Iverson, PAGE 9

EPCOR We have an expression of interest from EPCOR for service to Hope Island.

GNN Marine Services are fielding calls of expressions of interest and requests for service on a daily basis.

Development of Marine Protocol and Procedure One of the primary goals of the Practical Marine Training Program is the ongoing development and betterment of marine services for the GNN band. Our staff has been working tirelessly to ensure that commercial safety standards are met and exceeded. In addition to developing our contract Marine Services policies, we have been developing procedure that allows the safe transport of band passengers into traditional territories.

Every trip on the boat is recorded into a logbook and incidents and recommendations are recorded and documented for action on future trips. For example, on recent trips to

Takush and Blunden Harbour, GNN Marine identified safety issues in communication, trip planning and transportation to shore.

Recommendations have been recorded, and for safety’s sake these recommendations will come to action before the next organized outings, to ensure the safety of elders, all band members and the community at large.

Further information on the Community Safe Boating Initiative will be revealed in the fall of 2012 and for further information on marine safety, please contact Conrad Browne.

Vessel Care and Maintenance The Practical Marine Training Program teaches operators how to service and maintain the boat for normal operation and teaches troubleshooting in the event of breakdown. It is our objective to mitigate losses and prevent mechanical breakdowns using advanced knowledge of engine care.

Such initiatives enable the GNN’s marine team to provide uninterrupted service to our clients and band members and avoid excessive expenses.

Safety & Community Outreach Marine Safety is a primary focus of GNN Marine Services. To date, several marine incidents have occurred which highlight the importance of marine safety in our community.

GNNMS recently conducted incident command when several band vessels lost communication with shore parties on a recent trip to Takush. With the help of the Coast Guard, the 2 missing vessels were contacted by radio and found safe at anchor in the northern part of the traditional territory. This incident highlighted the importance of planning during marine journeys. If any mariners in the community would like to file sail plans and have professional backup on their voyages, please contact Conrad Browne at the band office for more information.

During a recent band trip to Blunden harbour, the Hooktender spent an hour on a community service job and towed a small vessel in distress back to Port Hardy.

Helping fellow people illustrates how our importance in the Marine community is growing and we are proud to represent a long line of mariners and rich cultural community on the water, while upholding the strictest safety policy, operator competencies and legal responsibilities set forth by Transport Canada.

REPORT FROM THE CHILD & FAMILY SERVICES DEPARTMENT

5. We have renegotiated the Child Welfare Protocol with MCFD. We will likely have a public signing in the Fall. A public signing is also a way of holding all of us more accountable to the Protocol.

Hello everyone! Director of Child & Family Services Dean Wilson here and my staff and I would like to provide the following information about what work the our department has been doing between April and June:

6. We have established a managers meeting with MCFD to resolve the problems around community issues and MCFD practice. We have identified and found solutions to some issues, such as babysitters, and are discussing many other issues, such as visitation, community standards, and much more.

1. Initially I began a review of all the present services provided through this department. The review is now complete, and the 37 recommendations to improve services has been passed by Chief & Council. The review will be posted on the community website for anyone to look at. I will update more on the Review and the Implementation Plan for the 37 recommendations in the future.

2. While the review was being completed we developed some temporary policies to respond to Child Protection reports with MCFD, and Suicide Concerns. This includes a short, daily meeting to develop responses to emergencies, and new ways to track our intervention & follow up. The policies were temporary until the review of services was complete and recommendations for improving them could be made. Between April and June, we successfully responded to 10 attempts of suicide and 32 situations where people were concerned someone may be talking/thinking about suicide.

3. All staff took part in a training on the legalities of Confidentiality and we developed new policies to ensure client information is protected in a legal and ethical manner.

4. We have met with the Minister and Deputy Minister of MCFD and outlined community concerns about Child Welfare Practice, and MCFD has agreed to engage with us to improve the situation:

7. We have developed a meeting structure that allows us to develop a Band Position for child welfare cases, as well as better engage in planning with families and MCFD. This has resulted in several removals NOT happening, returns with supervision orders rather than keeping children in foster care away from their families, community and culture. This work has just begun and will be a long road.

8. We had a presentation on the Touchstones Reconciliation Process to our staff, and those of MCFD and Sacred Wolf. MCFD is offering to engage in a Reconciliation process to allow the community to voice concerns and mutually seek solutions.

9. Our temporary policies for Child Protection follow up also allowed us to provide supports to various families and come up with interim plans to avoid removals.

10. We have also notified MCFD that this Band will seek to take over its' own Child Welfare by establishing a Delegated Aboriginal Agency! This is very exciting, but also a long process. I will provide more information on this later as well.

11. We developed a way to record the stats to finally get an ACCURATE picture of the amount and type of work being done.

This will be the last Yo! News I’m working on for a while. I’ve requested a leave of absence starting in two weeks until January 2013.

Most services were to Drop in Clients, Counseling services, Supporting families through child protection investigations, court proceedings and meetings with MCFD. In addition, the Cultural Group, Men's Circle and Youth groups were well attended.

My next report will focus on the 37 Recommendations and the plan to Implement all of them. The biggest revelation that arose was the enormous amount of work that needs to constantly be attended to. We discovered that just to address the needs of the families with children in MCFD care we would need at least 5 Family Support Workers and a supervisor for them - our contracts with MCFD provide us with a supervisor (Case Manager Eleanor Wilson), and 1.5 Family Support Workers (Maggie Jack and 1/2 of Laura Burns position)! This highlighted for us the need to develop some ways to do the work more efficiently to better serve community members with what we have, while we advocate for new services.

I need to end this report, but at this point I hope it is becoming obvious just how much work we are doing to make changes and better serve the community.

It has been a joy working in my home community. I am so proud of the work we did together on the Comprehensive Community Plan, the Human Resources Survey, the Recreation Development Project, the website, Facebook page, Yo! News and also all the work here in the office on policies, committees, meetings, etc. I am proud to have helped bring in the funds to do the housing plan and also to get a human resources coordinator and I hope someone else is able to take up those projects and run with them.

I am taking this leave to focus on other projects and to regain some balance in my life, and partially because of all of the lateral violence that has been going on lately.

Thank-you to everyone who has been kind and supportive, and to all my colleagues who are awesome. I am not leaving Port Hardy, so I will see you around!
