Gmail.com We named the tournament memorial coed indoor soccer tournament , this was so each team can enter in memory of someone that was close to them, what a success we had 9 teams the team names were Kwixasa’sas memorial, Girly-Grace Memorial, Marie memorial, Tracy memorial, Billy Williams 1 & 2, Robb Swain memorial, and 74 cap memorial a big thank you too all the captains for entering these teams in I know that whomever they played for they played hard for because the tournament had no fights or alcohol use which was asked of each team, my heart was definitely warm at the end of Sunday.
There was a cash prize for 1st 2nd and 3rd in first was Kwixasa’sas memorial (Corey Swains) 2nd Marie Memorial (Dwayne Daly’s) 3rd GirlyGrace memorial (Silena Georges) Good job to everyone who played their hearts out, until next time Merry Christmas and a Happy New Year to you all.

GOOD FOOD BOX PROGRAM UPDATE: The Good Food Box is going really well so far. I have been getting a lot of good feedback about the produce and the recipes. It’s really rewarding for me to see how excited people are when they pick-up their GFBs. If you’re interested in joining the program there is a sign-up sheet at the Band Office Reception. Your $10.00 payment for the GFB must be received the Friday before you pick up your GFB. (This is so that the correct amount of produce can be ordered from Island Foods). You can give your $10 to Bernadine at the Band Office Reception. If you’re on Social Assistance you can sign a form requesting the $10 to be deducted from your SA. If you have paid for your GFB (or if you have signed the form to have it deducted off your SA) you can pickup the next GFB on Dec 20th between 2pm and 4pm. If you’re unable to pick it up at this time, please make arrangements for someone else to pick it up for you. Please don’t forget to pick your GFB up before 4pm. I will be away on the weekend and will be unable to keep it for you. For the Dec 20th Good Food Bag I’m going to try to order produce you can use for Christmas Dinner and will also include Christmas recipes. Happy Holidays Everyone! TREATY UPDATE This week is a report of the main topics covered at the three day Council – GN Treaty Workshop held from November 26 -28 in Parksville. This article is a summary, further details will follow in Yo News articles. GN Council Planning Workshop To begin on Day 1 we reviewed the Gwa’sala‘Nakwaxda’xw Comprehensive Community Plan (CCP). The CCP is an important document that forms a foundation for treaty planning as well as for other Gwa’sala-‘Nakwaxda’xw administration departments working in our community. After the CCP presentation/dialogue we focused on elements of Governance. In the morning of Day 2 we had a presentation on Constitution and why it is a central part of governance. On the afternoon of Day 2 we had a presentation from the Chief Negotiator of Sliammon Nation about their treaty making experiences before reaching their final treaty. On day 3 we looked at a current Forest Assessment Treaty Related Measure being carried out under treaty as well as Land/Resource Management Planning.
L-R Sandra and Eddie Charlie, Gary Walkus CCP The Gwa’sala-‘Nakwaxda’xw Comprehensive Community Plan (CCP) was developed from 2008 to 2010 by GN through around 20 community meetings with attendance of 200+ community members with an average turnout of 20+. There were eight important areas that were addressed in the Plan. At the meeting with Councilors we talked about the role of this document in planning for the future of the GN. The first part of the CCP starts with a Community Vision followed by eight topics: 1. Culture, 2. Economy, 3. Education, 4. Governance, 5. Health, 6. Infrastructure (housing, community buildings), 7. Lands/Resources and, 8. Social Issues (community unity, strong families and emergency preparedness).
L-R Ernie Henderson, Victor, Terry and Willie Walkus We talked about the Gwa’sala-‘Nakwaxda’xw Community Vision, which contains “principles” that guide all of the planning. These also are important principles to guide treaty planning. The Community Vision
We will be a community with a strong and distinct culture, where our language and the lessons of our ancestors live on throughout the generations. We will look after our sacred and important places, and gather often to celebrate and support each other. We will be educated, hard-working and responsible, making sure that we provide for ourselves and our children. We will cherish our traditional home lands, making sure that we care for the natural world so that it can continue to care for us. We will have strong leaders who are accountable to their people. We will look after one another and strive for good health on all levels, physical, mental, emotional and spiritual. We will build strong families and respect ourselves and those around us. We will show this respect by taking care of our community. We will be strong and independent, but we will also be connected to other communities across the globe, working together to achieve common goals. We will exist forever as the Gwa’sala-‘Nakwaxda’xw people, building on the legacy left to us by our ancestors and moving towards a bright future. Governance Governance is central to all that we do. Talks about Governance are a discussion of how to establish rules to coordinate our actions and achieve our goals. The CCP lists 7 goals of governance (Please check on
our Gwa’sala-‘Nakwaxda’xw Nations Website for a full copy of the CCP) 1. Clear, consistent communication among all levels of the community, 2. Effective, transparent, accountable leadership, 3. Effective, transparent, accountable band administration, 4. Effective policies and bylaws, 5. Effective meetings &

Community engagement, 6. Self-Government, 7. Positive, effective relationships with organization.

After the discussion of CCP on Governance we focused on the ‘nuts and bolts’ of Governance for example, what does Governance mean, why is it important.
The Sliammon Nations Treaty Experience Chief Negotiator Roy Francis attended and spoke about experiences his people near Powel River, went through as they prepared and negotiated a treaty, (Final Agreement). This aspect of the 3 day workshop was a highlight for Council members. They asked many questions related to taxation, community support and communication, lands, fishery, etc. This part of the workshop will be covered in more detail in the next Treaty Update of Yo News
Traditional Governance was highlighted, “Traditionally governance was a way of life, taught by our respected ancestors and elders. Leadership was based on the hereditary system tied to creation stories of families and lineages, traditional laws and protocols governed land and resource ownership, head chiefs had many responsibilities. Modern Governance: The Gwa’sala-‘Nakwaxda’xw peoples way of life was taken away with colonization and the community was given Canadian laws and programs to administer. Hereditary systems were replaced with the Indian Act election system, though parts of our traditions remain alive today. Actual law making power of Chief and Council is limited to bylaws. Federal and provincial governments are senior to First Nations powers and responsibilities. “Colonization has brought a huge disconnect to our relationship with the land and resources, and ultimately, to our traditions and way of life. Today, the focus on governance is a focus on re-building” Constitution: A constitution will be central to future GN Governance. In preparation, community sessions took place from late 2010 – mid 2012 to discuss concerns and important elements of a constitution. In the broadest terms, a it is the highest law of the land. Common messages were: “The GN Constitution should recognize Gwa’sala-‘Nakwaxda’xw history and heritage and should focus on Nusenx Sax, doing things “our way”. Hereditary Chiefs must be part of the governance system. There needs to be principles of fairness so all members are treated fairly and equally regardless of family or political issues. Chief and Council need to be accountable to all the members. The rights of members should be protected but responsibilities of members should also be set out…etc.
Treaty Related Measure The negotiation team has recently received a grant to oversee a study of lands in the Ba’as/Blunden Harbour area. We are negotiating the possibility an early land transfer. An essential part of this study is to insure discussions take place with council and community over the next three to four months. Natural Resources Management Chief and councilors began the discussion to create a vision for a future natural resources department. They identified important values and resources. For proper management, a future natural resources department must have staff knowledgeable and capable of managing those values and resources. The staff must learn the natural system and the management of it to provide benefits to generations of GN peoples. Summary This has been a brief description of what was discussed over the three-day Chief and Council workshop. Each topic area could be the focus of a Treaty Update for Yo News. Another focus of discussion was the essential role of our youth in all that we do. The time spent with Chief and Council over these three days was extremely valuable to our Negotiation Team. The entire time was interactive, everyone shared their unique experiences and knowledge on all of the topics. There were many questions, but at the end of the day many questions were answered. There was a feeling of understanding, and of unity necessary as we all work together for a brighter future for all of the Gwa’sala-‘Nakwaxda’xw. Gila’kasla! Merry Christmas to all!!

ELDER UPDATE Yo wiksas! Merry Christmas everyone. As you all can see, the Elders have been very Busy these past few Weeks. We have been keeping busy with daily activities & catering. The last cater job was another success. Thank you Mary Johnson & Mary Henderson for all of your help! The Elders are still on their trip to the KDC AGM down in Campbell River. We are a total of 26 Elders, myself, Alice Walkus & baby Quorbin. We are enjoying the meeting. We will also be getting our Christmas Shopping done here :) Don't worry if you didn't make it on the trip, Santa would never leave or forget about any of His wonderful Elderly friends ;) Just a friendly reminder: THE AGE LIMIT HAS TAKEN EFFECT IMMEDIATELY! You must have been born in 1953 or earlier to qualify as an Elder now. Yes that means for Christmas as well!!! Sorry for any misunderstanding, but the Elders have spoken on this part. Many people in our communities are living shattered lives and our language can help us change that. Many of our people are living a modern life in a race against others but their canoe is cracked and weighted down. Those who have been given the task of helping us don’t know how repair the canoe. The only ones who can repair it are our knowledgeable ones; our carvers; our artists; and people of tradition. These are the people who still remember our traditions and our traditional connections to each other; they can reconnect us to the earth, our land and one another.

How to get help when our offices are closed The Holidays are a time to enjoy family and fun time, but they are also very stressful times for many people. Our band services shut down so that staff too can take time to re-energize with their loved ones and come back refreshed in the new year. However, we recognize that some people may feel the need to talk to someone about their stress, or even need to talk about feelings of self-harm or suicide. So we a partnership with the North Island Crisis Line to make sure community members can get help when they need it, and that we can do any follow up work that might be needed. If you need to talk to someone over the holidays, call the North Island Crisis Line (250-949-6033). Trained volunteers who care are ready to listen. If you are feeling suicidal, or are concerned about someone else, you can also call. If you feel you need more help, you can identify yourself as a Gwa'sala-'Nakwaxda'xw community member and the volunteer will refer you for help. They will ask if you want our Child & Family Services Team to follow up with you. If you agree, they

will notify us when our team returns to work and we can follow up with you about services. If there is an immediate emergency and action must be taken to save a life - call 911 so that Emergency Services (RCMP, Ambulance or Fire Fighters) can respond. We will also follow up once we are back to work in January. These partnerships will allow community members to still get help when we are not open, and allow us to provide follow up so that services are more consistent.
