COUNCIL ELECTION RESULTS The bye election was held on Nov. 19th from 8am to 8pm at the old Eke Me-Xi building.

FROM THE BAND MANAGER’S DESK There was a Band Council Resolution passed on February 11, 2004 stating:

Therefore be it Resolved that from the time a lot has been awarded to a community member that community member must start construction of their house within two years and that the house must be completed within three years

And Be it further resolved that if the housing construction does not begin within two years the lot will revert to the Gwa’sala ‘Nakwaxda’xw Nation and may be awarded to another community member

And be it further resolved that all community members who have been awarded a housing lot shall have two years from this date to begin construction of their home and three years to complete construction of their home.

This BCR was tabled at a recent Band Council meeting for discussion and the outcome of the discussion was a motion reaffirming this Band Council Resolution.

There was a Council meeting on November 17, 2010 at 10:00am. It was called to order at 10:35 am. It was adjourned at 12:45pm. John Henderson gave a presentation. Maggie Sedgemore gave a presentation as well. The council members present were: Paddy Walkus, Ernie Henderson, Terry Walkus, Crystal Walkus, Victor Walkus , and Gary Walkus.

Our recent bye election is over and the results of the election are Robert Walkus is elected.

There has been no official appeal submitted and there is 30 days allowed after election to file an appeal. Congratulations to Robert Walkus.

There was a Council meeting with the Kwakiutl District Council yesterday to get an update on their audit and things that they’re involved in. The council members present were Paddy Walkus, Eddie Charlie, Robert Walkus, Victor Walkus, Ernie Henderson, Gary Walkus, and Crystal Walkus. The meeting was from 1:20pm to 3:10pm.

Be careful outside and make sure you are properly dressed for the conditions and wear good footwear for the icy roads.

TREATY UPDATE

GWA’SALA-’NAKWAXDA’XW CONSTITUTION The Gwa’sala-’Nakwaxda’xw Constitution will be created and approved by the Gwa’sala’Nakwaxda’xw people WHAT IS A CONSTITUTION? • A constitution is “a group of rules about how a Nation or organization is governed”. Many governments and First Nations have a constitution stating how they will be run.

• The Constitution is the highest law of the land.

WHY DO WE NEED A CONSTITUTION? • The Gwa’sala-’Nakwaxda’xw Constitution will clearly set out the rules and relationships between G-N members and our leaders. This will be much clearer than without a Constitution.

• Developing and voting on a Constitution is part of taking back control over G-N governance. G-N members did not get to vote on the Indian Act or any federal laws. The Constitution is the beginning of making decisions by G-N members for members.

• A Constitution is required to complete a Treaty. The governments want to make sure that the members have a chance to vote on the Treaty and also to vote on a Constitution that sets out the rules for the post-Treaty government.

SOME QUESTIONS TO ASK YOURSELF • What is the difference between principles, laws or policies and Protocol and which ones might belong in a Constitution?

• What are different ways of making sure leaders are accountable to members?

ELDERS’ UPDATE Get your winter coat & boots out everyone! Winter is here :) Thank you to all of those who were able to make it to the meeting this past Wednesday (Nov. 17) We were able to discuss a lot of important topics.

The catering for the Trust meeting (Nov. 18) went wonderfully, thanks to Betty and Natasha Walkus for cooking.

The elders all agreed at the meeting that it would be best to join in on the Community Christmas Dinner. They do not want their own celebration. Therefore I will be getting everyone’s gifts to them at the community dinner. Santa sure was on top of his elves for you elders this year!

Kitchen renovations will begin Monday, Nov. 22 by Geisler Construction. Therefore nobody will be able to use the building for family dinners or other personal reasons until the renovations are finished.

I will be out of the office on November 26th for a dentist’s appointment.

PLEASE: Any elders out there that would like me to come and do home visits with you... PLEASE DO NOT HESITATE to call me during office hours: Monday to Friday, 8:30-4:30.

ECONOMIC DEVELOPMENT UPDATE We had our first community economic development meeting on Nov. 15 2010. A big thank you to all who came and gave of their time and participation. I would like to apologize for not providing more advanced notice about the meeting and I promise to have better communication about the meetings in the future. We were able to cover a lot of ground with Jessie Hemphill leading our discussion for us. The individuals provided lots of insight and a base direction of what they would like to see moving forward. I will provide a more in-depth report in our next newsletter. Please keep an eye out for the yellow notices on the telephone poles as well as posters in all the usual places for notice of when the next meeting is.

- Conrad, Economic Development Coordinator MEETING SUMMARY We used the symbol of a tree to guide the discussion. First we talked about the ‘roots’ of the tree as being our community’s values and core beliefs.

Some of the values that people identified were unity, friendship, respect, and conflict.

Then we talked about the ‘fruits’ of the tree being the things that we want to see in our community’s future. Some of the visions were a foodbank, restoring our beaches, investing our money, having independence, and strengthening culture and language.

After that we discussed the ‘birds’, which are things that are beyond our control that come and ‘destroy our fruits’. We also talked about ‘bugs’, or things from within our community that could get in the way of our vision. Some of the ‘bugs’ we identified were drugs and alcohol, people not getting involved, pessimism, and mistrust. It was a great meeting, thanks to everyone who joined us! ~ Jessie Hemphill 7

SOCIAL DEVELOPMENT UPDATE The Social Assistance cheques for Jan. 2011 will be out on the 15th of Dec. 2010. The cut-offdate for getting your form in is December 10. Remember the stub needs to be filled out first! Please keep in mind that you won’t get another cheque until January 26th, so please spend wisely. The Christmas Bonus cheques will be available on January 4th for those on social assistance only, excluding GFA. The stubs are now left at the Front Desk for you to fill out monthly. They will not be put in the envelopes anymore as we were wasting too much paper with clients not returning them.

Christmas Hampers will be delivered on December 18th between 9am and 3pm. If nobody is home, the hamper will not be delivered! There is a limit of one hamper per household. If you have hamper-related questions, call Teresa Bird at the Gazette office, 949-6225. sincerely, Patricia Dawson Hunt

INTRODUCING: TONY WONG Hi, my name is Tony Wong. I grew up in ‘Yalis/Alert Bay and now live in Burnaby. You may have seen me around Tsulquate.

For the past 7 years I’ve been working in the background with community members and staff on community and land use planning. Some of the projects include the Land Use Plan, Stewardship Project, CCP, Economic Development, and Treaty Negotiations. My role has been in coordinating research projects, finding funding , and helping the office with new technology and skills. On rare occasions, I’m lucky enough to visit the Gwa’sala and ‘Nakwaxda’xw homelands. I enjoy coming to Tsulquate and am inspired by the support and caring in the community.
