I sincerely apologize but I just cannot come and find you if I do not have an accurate/updated number, please help me help you!

If you are already on the call out list and are wondering why you haven't been called it is because I do not have a working number for you, we have a lot of jobs coming up don't miss out we can help, and if you can't do physical work let me know and I will make note of it and wait until jobs come up that you can do.

Our list consists of 85 people as of today and 35 of those people are working full time we are aiming for everyone to have jobs, if we run out of people and still have jobs what will we do then?

If I call you and you said yes to a job and didn't show up and are on social assistant I have to report this to Pat, and I will have some kind of restrictions to when your name comes up again.

Economic Development Update Hello again!! Our economic development corporation is just about complete and almost ready to start doing business!! I would like to thank the Elders and Community for their input into coming up with a name for the corporation.

The new name is- k̓awat̕si Economic Development Corporation (KEDC) this was the name chosen by you! Just a reminder that k̓awat̕si - [k̓a] (wa) (t̕si) Means- treasure box, painted

First Nations how to do community planning.

Today Jessie runs her own company, works and presents all over Canada, sits on council for the District of Port Hardy as the first local First Nations person ever elected to that council, and continues to do many projects with the Gwa'sala'Nakwaxda'xw Nations. She also recently won a seat as Director at Large for the Association of Vancouver Island and Coastal Communities, and is a board member for the Canadian Women's Foundation's Girl's Fund

I would also like to introduce you to the first board of directors of the KEDC, they were appointed into these positions by Chief and Council who has the legal obligation to oversee this board. The board members are as follows: James Walkus: successful businessman well respected leader full bio to follow.

Jessie Hemphill was raised in the Gwa'sala'Nakwaxda'xw community, attending the GN School when it was still portables, and spending summers as a child and adult in the home lands.

After graduating from PHSS as the "Top All Around Student" in 2003 she finished her Bachelor's degree in Linguistics and Indigenous Studies before returning home to lead the GN Comprehensive Community Plan (CCP) in 2008.

Three years of community meetings gave Jessie a good sense of the community's vision and needs as she moved into a role as Communications Director and Executive Assistant for the band, while also traveling the province to teach other PAGE 5

David Mitchell has been the General Manager with Community Futures Mt. Waddington since April 2009. David’s strengths as a manager include his ability to communicate both orally and in writing and his ability to build strong partnerships, all of which contribute to CFMW’s business and community economic development goals. As a result, CFMW has built a solid record of community economic development projects, funded through the Fisheries Legacy Trust’s West Coast Community Adjustment Program (WestCCAP) and an Investment Loan Fund that enjoys a level of activity similar to regions of the province with much larger populations.

David is the President of the Port McNeill and District Chamber of Commerce. He is also a lead partner on a key regional “workforce development” initiative involving industry, employers, the college, school district and local governments.

Prior to joining Community Futures David enjoyed a 25 year career with the Provincial Government. Over his career David held a 06/13/2014

number of positions in various ministries, including Director of Intergovernmental Relations for the Ministry of Human Resources.

In this position David negotiated extensively, on a number of key federal-provincial funding programs, with senior federal officials. David was the driving force behind a new national funding framework for employment programs for persons with disabilities, which was introduced in 2002.

After leaving government in 2003 David ran his own consulting business working extensively with non-profit organizations throughout BC. David moved from Victoria to the North Island in 2006.

Judith Bosire grew up in a small village in western Kenya. She holds Masters degrees in Financial Economics and in International Development, and her experience includes working for Merrill Lynch and Citigroup at Wall Street. Judith has worked with Coastal First Nations as a consultant for Coast Opportunity Funds agency to develop an awards impact assessment model for funded Nations. She has also worked through ISIS at the UBC Sauder School of Business as a First Nations social and economic strategic planning researcher to deliver business plans, workplans, and economic feasibility studies for engaged First Nations in BC. Her most recent engagement with the community was working on the Ba’as Reconstruction project.

Les Taylor is a Kwakiutl from the Tsawataineuk Band in Kingcome Inlet and transferred to the Gwa’sala ‘Nakwaxda’xw Nations 20 years ago. He has worked at many senior level positions over the years.

He started his career at an early age, owning his own falling company for 20 years and as owner operator of a water taxi operation in the North Island. He has held senior management positions for Housing Corporations, Native organizations and other Native Bands. He is very experienced in Economic Development initiatives, development and opportunities. He takes pride in his culture and actively participates in our potlatch system. His Chiefs name is “ NUMAS “ He currently resides in Port Hardy, B.C. with his two youngest girls and their dog, Queenie and two cats, Midnight and Raja. He has 6 daughters, 1 son and 7 grandchildren. He is currently working in the legal profession. He can be contacted at ltaylor@nccabc.com As you can tell these individuals bring a tremendous amount of business knowledge and experience to the board. Chief and Council was proud to be able to appoint three members from our community to sit with two others that bring their own expertise to KEDC. Some of the next steps include a meeting with the Board of Directors and Chief and Council to review roles and responsibilities, code of conduct, accountability, reporting structure and many other things. It will also be important to have our businesses setup bank accounts, WCB numbers, GST and HST numbers, and finalize our corporate emblem.

Then we start doing business!! Still lots to do but we are getting closer!!

CLOSER LOOK AT TREATY QUESTIONS

On May 7th we held the second annual GN Community Celebration & Open House, to highlight all of the good work that has happened in our community over the last year. The Treaty Office had booths open to answer any questions and to provide materials on the treaty negotiation process. Also, as reported in the last Yo! News, in the evening we had a Q&A session with Roy Francis, the Sliammon Chief Negotiator (Sliammon has just signed their treaty).

People wrote their questions and Roy answered them.

Also, Johnny Henderson Sr. and Doug Johnny Sr. were given time to make a short presentation and ask some questions. There were many great questions asked, and this is the first of many Yo! News articles that will take a closer look at answering the treaty questions that are coming from members.

Sliammon is preparing to invest the fund in a trust fund that can look after generations yet to come. Roy stressed that it is ‘what you do with what you secure’ that is key to addressing hurdles.

Roy also talked about how important it is to involve the community in all discussions and not to lose sight of vision and goals. He concluded that it is easy for people to reject things they many not fully understand and much harder to build - which needs to be a focus.

Questions from G-N Members Some fundamental questions brought up by members, and the first to be discussed here, are: 1. What are aboriginal title and rights?

2. What is ‘grassroots’ title and rights and how do they connect?

3. What does treaty mean?

Sliammon First Nation Treaty Roy Francis explains that it has been a ‘long road’.

About 18 years ago they started off in the treaty process talking about what needs to change for their community such as: o o o o

Focus on ‘Building’ for the Future Roy talked about some of the hurdles faced by his community. The land base was an important discussion; community members wanted more land.

They asked themselves what percentage would provide ‘enough land’. An important insight was that the answer would always be there is never enough

1. Aboriginal Title and Rights: Our way of saying aboriginal title and rights is “Oweentna-kula”, which means “one with the land and sea we own”. The courts have defined aboriginal title as land which a First Nation can prove that it used and occupied historically to the exclusion of other First Nations before the year 1846.

Aboriginal title is a right to land. Aboriginal title is like ordinary land ownership in many ways. The owner can exclude others from the property, take resources from it, and use it for business or pleasure.

But there are important differences, too.

Aboriginal title is a right to land that was used and occupied by a First Nation in exclusion to other First Nations before 1846. Aboriginal title is a communal right. An individual cannot hold aboriginal title. This means that decisions about land must be made by the community as a whole.

Another difference from private ownership of land is that aboriginal title land can only be sold to the federal government.

Aboriginal title is a type of aboriginal right.

Generally, aboriginal rights are practices that were integral to the cultural of a First Nation prior to contact with Europeans. Because each First Nation has a different history and culture, each First Nation may have different aboriginal rights. Likely, all First Nations could prove aboriginal rights to hunt and fish.

Other potential rights might include:

3. What is a Treaty?

For G-N we have strong evidence in a lot of these areas but we have not yet proven them in court. This is one reason why we working on negotiating a Treaty to confirm all of the rights in a Treaty.

Grassroots aboriginal title In the aboriginal rights movement some people refer to the “Grassroots” as people who are members of First Nations and are not necessarily Chief or Council or elected or hereditary leaders. In the Assembly of First Nations there is often a tension between the Chiefs who get to vote on AFN issues and the “grassroots” members of First Nations who do not get to vote on AFN issues.

Some people refer to “Grassroots” title however, legally, there is no such thing as “Grassroots” title.

This is because aboriginal title is held by the whole First Nation and not just a group of community members who decide they want to do their own thing.

However, the idea of “Grassroots” is important to G-N because we need to make sure that our elected Chief and Council, our hereditary Chiefs and our members

One reason GN has entered into negotiating a treaty is to be able to define our aboriginal rights with certainty and to protect them (once concluded, treaties are protected in Canadian law under the Constitution).

Under the BC treaty process, a treaty is a negotiated agreement between a First Nation, Canada, and British Columbia. The agreement clearly spells out the rights, responsibilities and relationships of First Nations and the federal and provincial governments.

BC has a six stage treaty negotiation process, and GN is in stage 4, negotiation of an ‘agreement in principle’. The agreement in principle defines a range of rights and obligations, and forms the basis for the treaty.

With treaty we will have an opportunity to define our rights and title as we think they should be. Treaty negotiations involve many important and complex issues such as: Land ownership Environmental protection Roads and rights of way Wildlife management Forestry, fisheries and other resources Governance Financial benefits Collecting tax revenues from businesses and individuals In future Yo! News we will look at the benefits of a treaty as well as questions about how our lands, rights and funding can be protected. We welcome any questions or comments.

June 6th, 2014 Good Food Bag Recipes

Hi Everyone, I just wanted to say that I am very happy to join the team that has made the Good Food Bag happen and to continue the work Lucy and others have stated. I’m going to keep following Lucy’s format and include a few recipes as well as the extras bag and whenever possible I will try including a traditional food.

I’m very excited to meet and work with everyone! I really welcome feedback so if you have any suggestions, don’t hesitate to let me know.

Lemon Baked Chicken with Potatoes, Tomatoes and Herbs Here’s a fresh tasting meal with lemon, herbs and vegetables just in time for summer. One pot baked meals helps to cut down with dishes and is a good alternative to fried cooking. This meal is full of nutritious vegetables like tomatoes, spinach and potatoes, all rich in vitamin C, antioxidants and fiber which will keep you full while helping reduce high cholesterol levels and is good for helping maintain proper blood sugar levels.

Ingredients  2 chicken breasts, cut into bite size pieces  2-3 potatoes, chopped into bite size pieces  2 Tomatoes, cut into quarters (smaller if desired)  1 tbsp dried basil (2 tbsp if fresh, chopped)  1/4 cup fresh parsley, chopped (or 2 tbsp dried if fresh not available)  1 lemon  black pepper to taste  2 tsp olive oil  1 Cup Spinach

And if ever you don’t understand something in the recipe or would like to know if you could substitute anything, don’t be shy, give me a shout!

lemon. Bake @ 350°F for 20 minutes. * Use the entire lemon chopped (rind and juice) to add extra flavor to the dish. You can later dispose of the cooked lemon when you dish the meal out on your plate.

 1 fresh lime, juiced  1 diced shallot (can substitute 2 tbsp regular onion diced)  2 tbsp honey, or to taste  ½ tbsp apple cider vinegar  1/4 tsp ground ginger  1 1/2 tsp of toasted sesame oil, or to taste  1 tbsp olive oil

2. Add the chopped tomatoes, spinach, parsley and basil, toss and bake for another 10 minutes.

3. Serve on a plate or in a bowl.

Enjoy!

Preparation: 1. Combine all of the dressing ingredients into a small blender and blend until smooth. If you don’t have a blender, chopping the ingredients into small pieces and stirring until blended will do the same trick. If you prefer a stronger taste of the toasted sesame oil, add a bit more, but remember a little goes a long way!

Sweet Sesame-Lime Cabbage Salad Here’s an easy salad that you can have as a side dish or a full meal by adding chicken, sausage, fish or leave it vegetarian by adding chickpeas, yum!

Great for something light when you don’t want to cook a big meal on a hot day.

Grated carrots are something a little different you can toss into just about any salad making it easy to get Vitamin A, which is good for your vision and immune system.

2. Combine the salad ingredients in a large bowl, and toss well with the prepared dressing. Shred carrots with the largest size of your cheese grater.

Allow to marinate for at least 30 minutes in the fridge before serving.

3. Leftovers can be stored in the fridge for up to 4 days.

Ingredients For the salad:    

½ cabbage, thinly sliced 1-2 grated carrots 2 green onions, chopped 1 handful of fresh cilantro, chopped (optional) – not provided

Easy Dessert or healthy snack to cool down: Cantaloupe-Mint Sorbet or Popsicles Blended frozen fruit mixes make excellent healthy alternatives to ice creams, popsicles and other frozen treats that have high contents of 06/13/2014

refined sugars. While the natural sugars in the fruit satisfies your taste buds, cantaloupe boosts your system with vitamins (A and C) and because it’s rich in Vitamin B6 it helps regulate your metabolism and blood sugars.

2. Chop the mint into small pieces and add to the blender. Blend all ingredients until smooth.

3. For Sorbet, add mixture in a container and place in the freezer for 3-4 hours or until frozen but still slightly soft (you’ll have to stir occasionally to get the desired consistency and keep it from freezing completely).

4. For popsicles, the mixture should be completely frozen - Great way to re-use individual yogurt containers (or ice cube trays) by filling them up with the cantaloupe mixture and placing a popsicle stick in the center. Fun and delicious for adults and kids!

Ingredients   

½ Cantaloupe, seeded, peeled and chopped 2 sprigs of Mint, chopped ¼ cup Water

Directions 1. Chop the cantaloupe and place into blender add ¼ cup water.

YO WIKSAS? Just a little update on the Elders Program.

Our staff has welcomed Michelle to our team. She has taken Lucy Hemphill's position and will continue to work with the Elders. We had an excellent turn out this past Monday for Elders Fun Day! Reminder that Elders fun days now begin @ 12pm with lunch. We have Matt & Chelsey come on and do their weekly routine with the Elders. Good job team!

Our funding proposal was approved by Community vote on Tuesday. We may now proceed with the Kamloopa Pow wow arrangements (Aug. 1-5) The Elders Council finally met yesterday after a long month off of meetings.

Brush will be cleared behind the Elder's Center early next week. Phase One of the Walkway Project. How exciting.

We will have a couple of fundraisers, yes we do have to fundraisers. It's all part of the agreement with Trust. June 25th @ 11am the Elders will have a bake sale & a car wash at the Elder's Center! July 11, they will have fish & chip lunch for sale at 12pm.

Just a reminder, the Elder's Center is now closed to the community for extra curricular activities. It is now only available during office hours for work purposes. Sorry for the inconvenience this may cause. But the Elders have made their decision.

Michelle & I will be planning a food/plant harvest trip in the next week or two. Stay tuned for updates.

Walking club will begin Wednesday's at 11am- meet at Elder's Center.

Council meetings will resume every Friday at 10am, unless otherwise informed.

These drivers will offset each other. Shifts are 4 days on and then 4 days off; or to be determined. Your day will start around 10am with a pre-trip and departure at 10:45am from Port Hardy. You will arrive in Campbell River at or about 1:45pm.

Daily noon hour tasks;  Fuel at Chevron card lock  Vacuum and clean inside bus; wipe windows; clean pockets for garbage and items left behind.  Wash the vehicle.  Swap for another vehicle in Campbell River Under 30 minutes of your time.

Your return trip is at 3:15pm or upon arrival of Departure Bay bus in Campbell River, with an arrival in Port Hardy at or about 6:10pm.

Your most important and final task each day is your reconciliation report to be completed thoroughly and correctly each and every day at the end of your working day; no later than midnight.

You will be paid an 8 hour day at $140 per day with a $2.50 / day expense allowance and a $300 bonus at the end of the season for completing the season.

Junior Watchmen Program Gwa’sala-’Nakwaxda’xw Nations is pleased to offer two (2) full time Junior Guardian Watchmen/Junior Fisheries Technician positions for the summer of 2014(July & August).

The successful candidates will be individuals who have shown an aptitude toward and awareness of the current Guardian Watchmen/Fisheries programs.
