BIG HOUSE UPDATE

On February 21st a Big House Committee meeting took place at the Elders Centre to review the Big House update provided by Colleen with assistance from Conrad. In addition, the group met to select a master carver to oversee the carving of the house posts and beams for our future Big House. Three parties had submitted an expression of interest (EOI) and interviewed for the project. After much consideration, master carver Bill Henderson was selected.

Bill comes to our community with much experience; he has carved upwards of 50 totem poles, and was trained by his father, the late Sam Henderson. In addition, Bill’s assistant, Jr. Henderson, (son of late Dan Henderson) will work closely with carvers of the Gwa’sala-‘Nakwaxda’xw, Gwa’sala ‘Nakwaxda’xw, including youth, to provide an opportunity for each ch to utilize their skills and contribute to the completion of our Big House.

Over the past number of months Chief and Council, together with the Economic Development and Treaty Team met with various sources and succeeded in acquiring funds to cover all of the necessary house post and beam carving costs. Ongoing efforts are in place to secure full funding to cover costs of the actual construction of the Big House including lot prep, construction materials and crew. It is hoped all necessary funds will be secured and full construction will begin by early this coming summer.

In the coming months our construction crew will ready the net shed for the carvers to carve in. The foundation will be reinforced; lighting will be improved along with flooring and heating. The house posts to be replicated are already in the net loft and the new logs to be carved will be brought in from the log storage based at Pt. McNeill. Those large timbers were blessed at a special ceremony led by Hereditary Chief Tom Henderson on the hillside where they grew in our homelands of Seymour Inlet. They will be blessed again prior to actual debarking and carving. There will also be a blessing of the land where the Big House will be located.

It is with great excitement and relief that we will finally fulfill our long held dream of a Gwa’sala‘Nakwaxda’xw Big House. All of the carving will begin soon; April is targeted for the start date. Blessings will take place.

TREATY NEGOTIATORCOMMENTS

Currently, the Indian Act is the law that governs us. It and all the restrictive provisions within were developed and implemented almost 150 years ago by a new Canadian government who had never even seen the GN Nations. These people wanted full control of our lands and all of the rich resources therein. They saw our nations people as enemies that needed to be controlled. The Indian Act,(laws formedunder the British North American act, which controlled all of Canada), was used to outlaw our language and culture.The Indian Act created residential schools used to remove our children from their families and try to reform them into ‘good little’ citizens who only spoke english and did things the english way. Freedom to access our own fishery, forests, clams, animals for food, ducks, etc. was outlawed and replaced with restrictive licenses and imposed fishing areas. Imprisonment was in place for those who disobeyed the Indian Act. The potlatch, the core of our government, our culture and traditions was outlawed and replaced by laws of the Indian Act. Band Councils were formed to replace our traditional decision makers in the Big House.

Control and systematic poverty continues today as we fight governments that continually support systems that remove our children from our homes through MFCD. We continue to be restricted with imposed laws in our lands. As often stated by Hitlamas, “ We can’t even go catch a fish without having to get a license to operate the boat, a license to fish our own fish, and the list goes on.”

Our leadershiptries to find ways to regain control of our lives through methodsthat respect families, elders, youth, culture and traditions.Slowly, we are making progress. We have our own schools, economic development initiatives, and housing projects. We are regaining access to the homelands through our natural resources initiatives, water taxis and negotiations. Capacity building is happening as community members train and gain new skills in new trades and other areas of expertise.

In addition to the above, at the treaty table we continue to push for access to our traditional lands with boats to take us to our village and fishing sites. We negotiateto reclaim our own lifeways toteach our young how to harvest foods, live off the land/seas and to speak to each other using our own languages. Through treaty negotiations we seek to repatriate/re-matriate our villageswith houses, buildings, walkways, and infrastructure to provide for alife in our homelands for those interested.

We have been at the negotiation table with governments for a very long time – more than 20 years to get to the end of the fourth of the six-stage process. In 2015 we received a first ‘land and cash offer’ from the government of Canada and BC. You, our community at that treaty meeting found this offer unacceptable and said so. The treaty negotiations team responded with strong demands for another offer that will address our needs. In addition to the above, for the next government ‘offer’ wedemand an apology for wrongs that were committed by governments in the years gone by. We express the urgent need for adequate housing, health and social development processes, as well as full access to our fish, wildlife, and forests. We want adequate infrastructure and transportation to our homelands, revival of our language, culture and heritage, our own laws, education and training, economic development and resource revenue sharing. We want management in our lands, as well as expansion of Tsulquate to meet our growing community needs.

Canadians celebrate this countries 150th birthday, for the Gwa’sala-‘Nakwaxda’xw, it has been a long struggle and effort to remain a whole and strong people through the many atrocities. There are new laws resulting from court cases and successful international efforts achieved by our regional and national indigenous leaders. Here at home, our leaders have made choices and decisions that have been a benefit to all of us. Our elders and families have suffered and continue their struggle to get through a day. We need to remember and acknowledge the suffering and the strength.

Maybe we do not feel strongly about the 150th Canada birthday, but we should be thankful for our peoples’ resilience that sees us through each day as we seek a brighter future for our children. This is the path to self-determination.

Celebrating 150 Years of What?

Self-determination is a central goal of the Gwa'sala-'Nakwaxda'xw treaty negotiations. The Indian Act the law that governs every aspect of our lives – keeps us in poverty. That law, and all the restrictive provisions within it, were developed and implemented almost 150 years ago by a Canadian government which knew nothing about our Nations and cared even less. The colonizers wanted full control of our lands and all the rich resources therein and this was the tool they used. They saw our people as enemies who needed to be controlled or eliminated. Created under the British North American act which controlled all of Canada, the Indian Act outlawed our language and culture. It created the residential schools to remove our children from their families and reform them into “good little citizens” who only spoke English and did things the English way. It was designed to render us powerless. Selfdetermination will move us out from under that repressive law. Currently, the freedom to access the resources that sustained us for thousands of years - fish, forests, clams, animals, ducks, and more - has been replaced by restrictive licensing and regulated access to harvesting. As often stated by Hitlamas, “We can't even go fishing without having a license to operate the boat, without having a license to catch our own fish, and the list goes on.” Imprisonment has been the outcome for anyone who disobeyed the Indian Act. The potlatch - the core of our government, our beliefs, our culture and traditions - was outlawed and replaced by laws meant to diminish us. Elected “Band Councils” replaced our traditional leadership in the Big House. Inadequate funding and poorly administered social programs replaced our rich independence. Systematic poverty continues today as we fight governments that still support the routine removal of our children from our homes through MFCD. Our leadership works hard to regain control of our lives in ways that respect our culture, and traditions, our families, elders, and youth. Slowly, we are making progress. We have our own schools, our own economic development initiatives, our own housing projects. We are regaining access to the homelands through our natural resource initiatives, water taxis and negotiations. Community members train and gain new skills in industrial trades and other areas of expertise, helping regain the capacity to govern ourselves. Soon we will have our own Bighouse here in Tsulquate to once again practice our ancient traditions in a sacred place. The treaty team seeks ways to support those who want to live again in our villages and rebuild the homes, walkways, and infrastructure we once enjoyed. We push for access to our traditional lands, the boats to take us to our villages and fishing sites. We negotiate to reclaim our way of life, to teach our young how to harvest food, to live off the lands and seas, and to speak to each other in our own language. We have been at the negotiation table for more than twenty years, and have only now reached the end of the fourth of the six-stage process. While Canada and BC have made it a painfully slow process in 2015 we finally received the first ‘land and cash offer.’ You, the Gwa'sala-'Nakwaxda'xw community, found their offer insulting and unacceptable and we told the governments so. We responded with a

renewed demand for a better offer, one that properly and respectfully addresses our needs. In addition we are demanding an apology for the wrongs committed by government – wrongs that continue to this day. We stress the urgent need for adequate housing, for health and social development processes, for full access to our fish, our wildlife, and our forests. We demand adequate infrastructure and transportation to our homelands, revival of our language, culture and heritage, our own laws, education and training, economic development and resource revenue sharing. We want management over our lands, as well as expansion of Tsulquate to meet the growing needs of our vibrant community. This year, while other Canadians enjoy Canada's 150th birthday party, the Gwa’sala-‘Nakwaxda’xw will remember the many atrocities and the long struggle to survive. But we have indeed survived there has been progress. We have won court cases and international support and recognition achieved by regional and national indigenous leaders. Here at home, our own leaders have made choices and decisions that have benefited all of us. Still, our elders and families have suffered, and many continue their struggle to get through each day. We need to remember them and acknowledge their suffering and their strength. While we may not feel like celebrating the 150th birthday of Canada we can gratefully acknowledge the profound resilience of our people as we seek a brighter future for our children. This is the path to self-determination.

Yo wiksas? I hope that everyone is well. We missed one event in the last newsletter: The paramedics from the ambulance centre came and did a neat presentation for the Elders at their luncheon. The elders really enjoyed it. The paramedics did a role play and gave everyone a tour of the ambulance. This presentation helped the elders understand that is it ok to call 911 and not to be afraid. Thank you Nat & Salla for collaborating with myself in setting this up. The Elder's Program has been steadily catering and keeping busy. Luncheons every week have been going very well. We have had an average of 25 coming every Wednesday. That is fantastic. I was fortunate to have been given the opportunity to attend 2 training workshops March 6-10 in Campbell River on Restorative Justice & Peacemaking cirlce training. What is Restorative Justice? a system of criminal justice that focuses on the rehabilitation of offenders through reconciliation with victims and the community at large. Meaning: this is an alternate to going to court for some cases that qualify. It also involves the community when it comes to consequences and deciding what would be appropriate. Peacemaking circles are a way to debrief after a traumatic event, or heal from a crime, celebrate, repair relationships, share, and it is a safe place to do all of the above. Once I have completed today, I will be certified in both Restorative Justice & Peacemaking cirlce facilitating. I am excited to bring this back to our community and implement it at home and at work. We have 2 other members taking the training as well: Agnes Wallace (elder) & Richard George. Congratulations to the both of you! I hope you have enjoy the weekend.
