EDITORIAL

The need for a vigorous and sustained campaign Guyanese in recent times have been hounded by propaganda and untruths from the opposition about the socio-economic calamities that confront them. And while it is true that the economy is struggling and crime has risen, the public ought to know that previous administrations must take full responsibility for these failures. However, if the incumbent administration does take urgent measures to remedy the situation, it would mean that an increasing number of people would continue to struggle to put food on the table and meet their routine day-to-day expenses. Many more would have no idea how they will survive other than turning to crime. The report that robberies, murders and rapes have been committed at significant rates during the first three months of the year is very troubling. Shockingly, but for unknown reasons, a 12-year-old and her 18 year old sister, along with two of their friends, were charged with the murder of their father. Something is definitely wrong in Guyana. Crime continues to have a demoralizing effect on the people, especially the elderly, who are living in constant fear of guntoting individuals. It is bad for society, but worse for them. Cold-blooded murder and armed robberies are committed also every day across the country by heartless, brutal assailants who obviously have no regard for life. These criminals who commit these violent and inhumane acts must be hunted down and face the full force of the law. The country cannot afford to allow criminals and gangs to thrive as was done at the turn of the century when political opportunism was given more weight than the national good. It should not be the place where criminals believe that they can commit acts of savagery with impunity. The police force and every law-abiding citizen must work together to ensure that the country is not plunged into an abyss of wanton crime. It is the responsibility of citizens to give the police information on illegal activities that arouse suspicion. There is nothing wrong with being an informer. It is an act of courage, because it indicates that citizens are willing to take a stand against the dreadful crimes that beset the country. It is that sense of sacrifice, for the good of all that would make the difference in the fight against crime. But let’s make no mistake about it, the negative effects of violent crime on the economy at the individual, community and national levels could be devastating. The country’s economic development will not materialize if criminal activities, especially murder and violent incidents, continue unabated. Potential investors will not invest in a country where their lives and those of their families, employees, and customers/clients would be in danger. As the situation now stands, those on the front line of the war against criminals are chronically understaffed to fight the heartless evils. Obviously more personnel and material resources are needed, as well as stronger anti-crime legislation and rigorous execution of the laws. However, the most sustainable way to fight crime is to organize communities so as to make it easier for individuals and groups to support the police. The available evidence is clear: Crime is very low in most well-organized communities with strong citizens’ associations, neighbourhood watch groups and vibrant youth groups. Criminals routinely prey on communities that are disorganized. Today, far too many communities are leaderless, disorganized and even dysfunctional. Many are crying out for help from elected officials, civic groups, business and religious leaders to form a partnership with them to fight crime. The government and the opposition must join hands to help organize the communities. It must be a vigorous, upbeat and sustained campaign. But the elected leaders must lead the way.

Harsh criticism of the Alliance For Change DEAR EDITOR; It was at no surprise to see the questionable Harmon affairs unfold on multiple levels for the court of public opinion to make their judgement. This is the same court that APNU/AFC dragged the PPP through to claim victory with a promise to “do better” and provide a “good life” that is free from corruption. The latter of which was backed up by a “code of conduct” in which it stated

that no gifts should be accepted by officials that are above a certain value. The question is then, how much a flight in a private jet cost? The President rushed to clean up the mess, as if he was sleeping through all this, by rescinding Tiwari’s appointment and approved GRA’s move to seize their luxury vehicles OF Bai Shan Lin. Then we waited to see how the President will navigate this dilemma. In a display of gross double

standard and to the shock and dismay of their supporters, the President and PM chose to back Harmon behavior 100% with the PM going against his own AFC party to say Harmon is honest. This was so shocking that the AFC Chairman resigned. These series of hypocritical and visionless moves, made it clear that AFC has abandoned its supporters who expected better from the coalition and even more from the AFC

leadership. Now many wonder what is next for Guyana. Some are now saying that they may have jumped out of the frying pan in to fire. Very soon all Guyanese will come to the understanding that there are not many options to choose from in the political process and really the choice is two. AFC has killed all hopes o f t a k i n g G u y a n a ’s democracy to the next level (Continued on page 31)

Tourism in Guyana has great potential DEAR EDITOR; It was great to learn that a National Tourism Council has been formed, with the intention of bringing together all aspects of tourism in Guyana. This may not only inspire the Guyanese diaspora from visiting and touring more often, but the eco-tourism aspect should attract foreigners, particularly Brits, in droves. The rainforests and wildlife alone should keep them happy and busy with their electronic gadgets, taking pictures to share with their contacts back in the UK. But first of all, the Council would need to make travelling from here to there and back a bit easier. It is no fun waiting in transit for hours at an airport for a connecting flight. A direct flight (as in the 1960s/70s charter days) would

be great. About the Bahamas and the ‘flaunted’ 800,000 visitors per year; how many of these are day-trippers off the numerous cruise ships that stop there regularly, I wonder? I have made two such trips off American cruise ships on day stops around different Caribbean islands. The Bahamas, a clean and beautiful island with a strong American influence, and, as I recently learnt, a tax haven. A lot of serious, hard work and effort must be done to make it happen, but Guyanese are capable of this. While spending roughly four years in Guyana as an optimisti re-migrant, I made two or three trips to the hinterland, including an all-inclusive one with my son, on holiday from the U.K. We both had a very enjoyable day. Lovely scenery, lovely people, good

food, and interesting souvenir shops. On one trip we went ‘white water rafting’, I think it was called. Brits love such things. (I still recall them in the early 1980s, on the US Everglades, feeding the alligators swimming close by with bits of raw chicken, supplied by the guide, who had to remind them after a while to be careful with their hands, because they were in danger of having “a heavy jaw closing over your hand and snapping it off”). And let us not forget small ‘souvenir bottles’ of our much-loved rum. The Brits I gave some rum to, after my visit last year, are still raving about it and enquiring whether I know of UK stockists! We are all hoping this enterprise may thrive. Geralda Dennison

Memories of the outcome of the 1999 strike DEAR EDITOR; Separate and distinct from the several benefits awarded by the Dr. Aubrey Armstrong Arbitration Tribunal as a result of the 1999 fifty —seven (57) days strike called by the GPSU and its members, the employees (Public Servants ) were awarded increases of 31.06 and 26.66 percentages for the year 1999 and 2000 respectively. This was in contrast to a 3 % and eventually 4.6 % across the board final offer by the then Government. In this regard, had it not been for the strike action that forced arbitration on a reluctant Government, Public Servants wages and salary payments would have been far lower than what is currently paid. It is in this regard I considered the 1999 strike a benefit to Public Servants. Further the GPSU, its members and all those who contributed in one way or the other to make the above struggle a success, should be commended. Having outlined the above mentioned facts it is important to note the following. The then

Government had entered into an agreement with the IMF for Public Servants wages / salaries increases per annum not exceeding 3 % increase over a ten year span. This was put to the GPSU but same was rejected. After further deliberation between the Government and GPSU a new offer of 4.6% was put to the Union at the bilateral

stage. This was also rejected. As a result the Union maintained its proposal of 40% across the board increase for 1999. The matter was deadlocked at the bilateral stage and was therefore referred to conciliation at the Ministry of Labour, where there was also a deadlock. It was due to the refusal of the then

Government to go to arbitration that resulted in the strike which commenced on the 29th April, 1999 and lasted until the 29th June 1999. It was after immense pressure the Government subdued. The other benefits that were awarded by the Arbitration are still to be honoured. Gregory Mentore

IS THAT THE REASON TO PICKET A NEWSPAPER? DEAR EDITOR; My career as an illustrator depends upon having a good working understanding of body language when it comes to expressions, human and other animals. Take a second look at Minister of State Joseph Harmon on the front page of last Sunday’s Kaieteur News in the company of the Baishanlins, were I the photographer he would have had to give me a collaborative smile, raise his posture remove his dark shades and express elation, or was he aware, I hope so, that he was entangled by the entrapments, snares and such methods used in commerce with China, by the Chinese, that Glen Lall of Kaieture News had written about some time ago. China conducts business in the spirit of the ‘Art of War’ to methods they helped the Koreans develop in that 1950’s conflict, if

you are not honed by mechanisms and an opposing character of your own, then you will be found wanting. I am already seeing publications that hint to the administration addressing the total depressive situation of the Minister of State. We out here are paranoid over any indication of PPP type conduct, bringing me to the point of what is the volume of the compromise enacted by Baishanlin over the much more simplistic PPP. To the friends of Mr. Harmon, I and many others have spent the better of the last 22 years refuting lies published through the media, using our media space, you don’t picket the Kaieteur newspaper because they publish a picture you don’t like. Minister Keith Scott does not know his legal limits DEAR EDITOR; Comments made by a party representing the management of the Bauxite Company of Guyana Incorporated (BCGI) and Minister Keith Scott who has responsibility for Labour, on matters relating to workers of BCGI are flagrant violation of universal tenets. Reference is made to a news item broadcast on NCN television on Tuesday 12th April, 2016. Minister Scott is not empowered under ILO conventions, Laws of Guyana, time-honoured principles, or industrial relations practices to sit with any employer and make

decisions for workers in the absence of the workers and their representatives. As minister assigned the task of Labour, under ILO conventions, Guyana Constitution and Labour Laws, where there exists a recognised trade union, his is the responsibility to ensure the employer treats with the workers’ representative in good faith. The failure to do this on the minister’s part speaks to a collusion of conduct in continuing the violation of laws and transgressing the rights of workers. By the minister ’s conduct the Government of Guyana is once again colluding with

BCGI management to transgress the rights of Guyanese workers and trample the Laws of Guyana. Had the minster acquainted himself with ILO Conventions Nos. 87 and 98, Article 147 of Guyana Constitution, Labour Law Chapter 98:01 and Trade Union Recognition Act 98:07 Section 23 (1), he would have acted differently. Under these tenets the minister would have recognised, and hopefully appreciated, that he has no authority to make decisions on workers’ behalf. His is the authority to make decisions for the enforcing of the laws. There is a Certificate of

Recognition for the Guyana Bauxite and General Workers Union (GB&GWU) as the recognised union representing workers at BCGI. This certificate is dated 26th July 2007. The minister should have deferred to this legal instrument and accordingly insisted the parties meet across the table and resolve their grievances. Failing to have a resolution, under the Labour Law 98:01 the minister is empowered to institute compulsory arbitration. This was done in 2012 by then Minister of Labour, Dr. Nanda Gopaul. BCGI challenged the matter in the

Facts for Gail Teixeira to consider

DEAR EDITOR; I was out for a while and only now caught up with Ms Gail Teixeira’s whole page Amerindian love letter SN 3/30/2016. Her defense was admirable, would I love to hear her defending Afro Guyanese so poignantly and assertively. Her initial argument of contradicting who came first is immaterial especially if it is juxtaposed against what was done. The problem we have is that people believe that Amerindians just sprouted up like trees in this country. No, they like every other race came here. They are no more indigenous to this land than any other race who are here. The ancestors of the Native American are the forerunners of their race since they are all Asiatic peoples. History records that they crossed the Bering Straits a piece of land mask between Alyatki in Siberia Russia and Seward Peninsula In Nome Alaska.

They crossed there about fifteen to twenty thousand years ago taking North America and soon SouthAmerica. The migration of the Asian people in the American continent: 1st migration, 38,000, 1800 BCE-14 to 15 Thousand years ago. 2nd migration, 10,00 BCE-12 to 13,000 years ago. Ms Teixeira seems to find fault with Mr Phillips claim;” that if indigenous peoples in Guyana can receive land for being here first then Africans who came here before the Wai Wais and Wapishanas should be legally entitled to land.” She further takes offence to Phillips claim that “the entire economy of 1838 was created by enslaved Africans, where as our indigenous brothers and sisters were living the nomad life.” After thinking that over she said, “ it is true that they moved (the Amerindians) within large geographic areas as a means of

survival.” The American Heritage Dictionary; Nomad: ‘A group of people who move according to the seasons from place to place in search of water and food.” So what has the Amerindian contributed since coming to this land now called Guyana? According to Teixeira the Wa l t e r R o t h M u s e u m writings says that “ the boundaries of Brazil and British Guiana were decided because the Amerindians were living there. She even feels that all Guyanese should be thankful that by being there Amerindians are in fact serving as de facto protectors of our country. She even regaled us with archaeological and anthropological studies/ documents, artifacts, burial mounds, pottery etc, etc. Is that it? Is that their contribution? If was so easy to discern the contempt tinged with sarcasm as she replies to Mr

Phillips’ contention about the quantity of labour put out by the slaves; “ I wish to assure Mr Phillips that we Guyanese have not forgotten those facts.” Well if those facts put forward by Mr Phillips cannot get us a seat at the table, here are some others for you to consider. According to some reports the slave trade to British Guiana began in the early decades of the 17th Century that slaves began coming here from 1658, but is that correct. High Court and a ruling was issued in favour of the law. Six years hence the Government of Guyana continues to show contempt for the court’s decision. Were there respect for the Rule of Law by now the minister would have appointed an arbitrator and issued the letters to both u n i o n a n d c o m p a n y. Notably, the decision of the arbitrator will be final and binding on both sides. The nation must not be fooled by BCGI’s ploy of “aggressive” manner of engagement. Workers- past and present- are not commodities, nor are Guyanese by law an enslaved or colonised people. Where BCGI is prepared to respect our Laws and citizens, such will be met with corresponding respect. 2016 marks 50 years of political independence. Where foreign management feels they can talk down to Guyanese, treat us as second-class citizens in our land and show contempt for our laws, such will not be countenanced by Guyanese who understand what freedom and equality mean. Further, where our forebears paid the price for freedom with their lives,

sweat, blood, tears and labour, there shall be no disregard for or erosion of such achievement. Minister Scott is once again advised that industrial relations is a discipline which is guided by a body of rules, laws, conventions and time-honoured principles. Industrial relations is not guided by gut feelings and egos. His is therefore the responsibility to advice BCGI management, that he who has taken the Oath of Office to uphold the Laws of Guyana and discharge his duty without fear, favour, ill will or appreciation, that the Rule of Law reigns supreme, he is duty bound to enforce it, and BCGI management is equally subjected to obey it. Doing otherwise is making a mockery of any claim to celebrating independence when bauxite workers’ cries for freedom have been a heavy overcast on this nation for more than six years. Russia jets make ‘simulated attack’ passes near U.S. destroyer: U.S. Two Russian warplanes flew simulated attack passes near a U.S. guided missile destroyer in the Baltic Sea on Tuesday, the U.S. military said, with one official describing them as one of the most aggressive interactions in recent memory. The repeated flights by the Sukhoi SU-24 warplanes, which also flew near the ship a day earlier, were so close they created wake in the water, with 11 passes, the official said on Wednesday. The planes carried no visible weaponry, the official said. A Russian KA-27 Helix helicopter also made seven passes around the USS Donald Cook, taking pictures. The nearest Russian territory was about 70 nautical miles

away in its enclave of Kaliningrad, which sits between Lithuania and Poland. “They tried to raise them (the Russian aircraft) on the radio but they did not answer,” the official said, speaking on condition of anonymity, adding the U.S. ship was in international waters. The U.S. military on Wednesday released photos and videos of the incidents. In one photograph, an SU-24 appears to pass at extremely low altitude over the Donald Cook’s bow. The events were reminiscent of the Cold War, when a series of close calls led to a bilateral agreement aimed at avoiding dangerous interactions at sea that was signed in 1972 by then-Secretary of

the Navy John Warner and Soviet Admiral Sergei Gorshkov. The agreement prohibited “simulated attacks against aircraft or ships, performing aerobatics over ships, or dropping hazardous objects near them.” White House spokesman Josh Earnest said, “This incident ... is entirely inconsistent with the professional norms of militaries operating in proximity to each other in international water and international airspace.” The incident came as NATO plans its biggest buildup in eastern Europe since the Cold War to counter what the alliance, and in particular the three Baltic states and Poland, consider to be a more aggressive Russia.

US health experts confirm that Zika causes birth defects The US Centers for Disease Control and Prevention (CDC) has confirmed that the Zika virus causes severe birth defects, including microcephaly. Hundreds of babies were born in Brazil last year with

microcephaly, a syndrome where children are born with unusually small heads. The defects coincided with a spike in Zika infections, leading experts to suspect the mosquito-borne virus. Research has now af-

firmed those experts’ suspicions, the CDC said. “This study marks a turning point in the Zika outbreak. It is now clear that the virus causes microcephaly,” said Dr Tom Frieden, the head of the CDC.

THE COMMON ENTRANCE HAS BECOME COMMON The students writing the National Grade Six Assessment (NGSA) have had an additional month this year to prepare for the examinations. The putting back of the examinations by one month is the least controversial change that has been made to the examination by the new APNU+AFC government. This change is, however, not likely to reduce the stress on the children. This year the children have additional stress because of the other changes that have been made, changes that are extremely controversial, but which have not yet sunk in. These changes will add to the burdens on the children who are already under severe stress because of the importance of these examinations. The NGSA is the most stressful examination in the country. The parents of the children writing these examinations understand the importance of these examinations to the future of their children. Guyana has universal primary education, and will soon attain universal secondary education. But the standards at all schools are not the same. Obtaining a good school can mean the difference between a good job and an ordinary

one. It can, in other words, determine someone’s future. Forget about that nonsense about government providing the good life for all. Governments do not provide the good life. People do. And the best way to the good life is to have a good education. A good education requires a good school. There are, however, not many good schools in Guyana. The children who are writing these examinations in the next two weeks are competing for places in a few top schools in the country. Out of the 18,000 who will write the examinations, the top schools probably only provide about six hundred places. Every parent wants their child to do well. Ninety-nine per cent of the parents want their children to do well. The children know this and they are under a lot of pressure to secure a good pass and get into one of the top schools in the country. This is the most important examination in the life of these kids. If they do well at the examinations, chances are more than certain that they will do well in life. The pressure is enormous on these kids. They are working hard to make their parents proud. They will feel dis-

traught when they do not get a top school. The children are under a great deal of stress because of the expectations resting on their shoulders. I reiterate that the National Grade Six Assessment is the most stressful examinations in our education system. The students who will be writing the National Grade Six Assessment should start the examinations with +5 marks. Each student should be given a free 5 marks because they are writing these examinations under additional stress which is not of their own making. The least thing that these children want at this stage is controversy as regards the examinations. The least thing that parents and the children want is to have changes to the examination – even if it is only the design of the question paper and answer sheet. You do not introduce changes so sudden in exami-

nations. It will confuse the children. It matters not whether ‘mock’ papers were sent to the schools. Changes have to be eased in. If children are being prepared in one way and then suddenly have to see another type of answer sheet it will confuse the weaker students. It will be harder for them to adapt to these new changes. You do not want to do this, but unfortunately it has been done. The children need to be prepared over the next two weeks to become more familiar with the new format of the question paper and answer sheet. Now a disaster is in the making! We are be-

ing told that the children will be asked to write their names on the answer sheet. This will compromise the integrity of the examinations. It should be disallowed. The reason why students are asked to use a student number is to prevent fraud and to secure the integrity and fairness of the marking system. If you have people writing their names on an answer sheet, it is easy for answer sheets to be switched or substituted or someone’s name inserted on another person’s answer sheet. Even if there are safeguards against this happening, the suspicion that will be created is not worth what-

ever the reason is for this controversial change. Asking students to write their names will affect the integrity of the marking system, since it will now be possible for the person marking the paper to know the identity of the student who wrote the script. This will cast a cloud over the whole examination. Guyana should be going forward. It looks like we are going backwards.

The AFC’s conduct may be bordering on dishonesty Since the election results of 2015, I have locked away my friendship with Khemraj Ramjattan and Nigel Hughes from my association with the Alliance For Change. Both are people I regard as special in my life. My politics is about my country. I am not a nationalist in the narrow sense of the word, but I am committed to playing whatever part I can to stop the disappearance of a county that I was born into. Guyana is a 10th rate country, but it is worth saving. The talk all over Guyana is the reduction of power of

Joe Harmon that the AFC wants. I was on the beach with my dog on Thursday morning, relaxing on one of the colossal stones that BK Tiwarie used as boulders in the rip-rap sea defence project in 2009, off Camp Street, when I got a call from Denis Chabrol of Demerara Waves. Denis wanted to record my answer as to why the AFC wants this reduction of power now. The AFC’s main constituencies have withdrawn from the AFC because they feel and know that the Prime Minister is not second to the

President, and he may not even be third in line. The AFC got this vibe from its supporters, but didn’t know how to deal with the transfer in May 2015 of Prime Ministerial power to the Ministry of the Presidency. The AFC’s uneasiness had to be subdued, because what explanation could they have offered APNU by a sudden eureka outburst? It meant an opportunity had to present itself. The Joe Harmon scenario was that occasion. But in this game plan of the AFC born out of its retreat last Sunday, an accusation of dishonesty is in the air. What the AFC did with the Cummingsburg Accord is unusual in the history of politics in this country and maybe the Caribbean. The AFC’s section of the Cummingsburg Accord was drafted by three persons in the AFC leadership (plus the Jamaican, Alston Stewart) without the knowledge of almost eighty percent of the AFC’s executive committee (a twelve-person body). Hours before it was to be presented to APNU leadership for review and acceptance, it was submitted to the AFC executive body that goes under the name “man-

agement committee.” Some in the committee objected saying, ‘you cannot give it to us now; we need to study it’. But they were put in their place. A legal document accompanying the Cummingsburg Accord was never even shown to the AFC management committee. I have been in the WPA, and I can tell every Guyanese with unlimited definitiveness, if any of the big names in the WPA had done that, it would have caused a terrible fight. There was no way many in the WPA’s executive committee would have accepted that. I doubt Jagan would have kept that from his party executives. I doubt the PNC would have done that too. You do not treat the leadership of a party like that. It is the essence of elitism. Space will not permit an explanation as to why the AFC practiced that kind of politics. That is for another column. When there were exten-

sive jurisdictions given to the Ministry of the Presidency, the gazette that enumerated this ocean of power generated intense debate among the media fraternity. It was Leonard Craig that showed me the gazette. After the publication of the gazette, the entire country knew Moses Nagamootoo was only the Minister of Information. When the portfolio of the Ministry of Environment was announced, the AFC took its “Minister” to OP to be sworn in, but he was rejected there and then. That was the second opportunity the AFC got to talk to the APNU leadership about power-sharing but they chose not to. In the meantime, the AFC was creating its own untergang by its internal amorphous politics. A non-member of the AFC, Noel Holder, was awarded the Agriculture portfolio even though he had informed the AFC leadership that he was

Frederick Kissoon not interested in politics. Then Holder refused a request from the AFC leadership for a junior minister, which he still does unto this day. In its war-room to decide on Ministers, three leaders from the AFC used the phone to call a certain woman with a doctorate to give her a ministry. This woman had not lifted a finger to help the AFC campaign. She refused. This was a decision that got the second-tier leadership of the AFC really mad. We castigate the PNC all the time. We talk about this and that PNC leader who does what he/she wants. But that happens in the AFC and WPA. Which one is more democratic?

Another strange thing happening, but this time in jail. In any other country, jail is a place wheh dem prison warden is boss. In Guyana in jail de prisoner is boss. Dem tek over Camp Street. Dem boys seh that anybody will think is a hotel wid plenty workers. All of dem wearing uniform but is not de starch ones. This is prison clothes. De prisoners running de jail and is only a matter of time before dem lock up dem

prison officers. Yesterday dem was cooking and serving food. Another set was serving food and another group was manning de telephones. De place suddenly get like an exclusive club. Prisoners was deciding who enter de compound and who stay out. People who live near de prison tell dem boys that dem never hear de prison so quiet. DNA results confirm shallow Chinese Embassy grave victim is British teen “request” prompted - remains to be handed over to family DNA results from a Trinidad laboratory have confirmed that the body that was recovered last January in a shallow grave at Nurney, Corentyne, is that of 18-yearold British national Dominic Bernard. This was revealed yesterday by Crime Chief Wendell Blanhum, who said that a rank from CID Headquarters had returned from Trinidad with the samples, which were taken from the remains and from a relative of Bernard. “The Guyana Police Force is in possession of DNA results which confirm that the human remains that were found are that of Dominic Bernard, and samples taken from his father matched samples taken from the remains,” Blanhum said. He said that relatives have been informed and that the remains are to be handed over for burial. Bernard had disappeared shortly after arriving in Guyana on October 14, 2015. On January 8, the teen’s decomposed body was found in a shallow grave at Nurney, Corentyne, Berbice, after CID ranks from Georgetown and Berbice responded to an anonymous call. A post mortem examination revealed that the victim

Police subsequently arrested and charged Bernard’s 23-year-old god-brother, Aaron Hing, also known as ‘Neutral’, and his 24-year-old friend Staymon George called Sherwin, both of Kildonan Village, Corentyne, Berbice, with the teen’s murder. Investigators then charged 20-year-old Krystal Thomas, also called ‘Kathy’, 39-year old vendor, Sinfine Henry called ‘Coreen’ and 18year-old Jahmeil Sinclair, also called ‘Fross’ and ‘Bacchus’, for Bernard’s murder. Thomas is reportedly in a common-law relationship

with Hing, while Henry is Thomas’ mother. Sinclair is a friend. Attorney at Law Nigel Hughes had indicated that he would put forward arguments for the case of murder against Krystal, Thomas and Sisanie Henry to be struck out or quashed. Harmon’s GRA interference

Minister of State Joseph Harmon has finally given an explanation as to what led to accusations of his interference in a seizure operation that was being carried out by the Guyana Revenue Authority (GRA) on Chinese logging company, BaiShanLin. Harmon said that on March 17, last, representation was made to him by an official of the Embassy of the People’s Republic of China in Guyana on an urgent matter affecting one of their national’s company operations in Guyana. The Minister said he was advised that personnel of the GRA had gone to the premises of BaiShanLin in furtherance of a Tax demand by the Authority of $1.5 billion dollars.

The Minister explained that the GRA personnel were intent on seizing movable assets of the company. He said that the Chinese official explained that the principals of the company were not in Guyana and requested a stay of execution of the GRA’s action for 14 days pending the return of those principals, at which time they would go into the GRA to settle their indebtedness. He said that the Embassy official also gave the assurance that none of the assets of the Company would be removed, during that grace period. Harmon said that considering the importance of Guyana/China relations and the urgency of the matter, he made contact with the GRA and requested the facility.

Judge overrules no Stabroek Market stall case submission in break-in thwarted, suspect shot Haslington murder trial

Justice Priya Sewnarine– Beharry yesterday overruled a no case submission presented on behalf of accused murderer, Kevin Rankin. Rankin, who is also called “Lil man,” is currently facing a trial before the Judge and jury at the Georgetown High Court for the murder of two year-old, Kimani Phillips. Phillips was allegedly sodomised to death by the accused. The incident occurred at Haslington, East Coast Demerara, on October 21, 2013. Initial reports indicated that the toddler was left in the care of her uncle (Rankin) when she passed away. According to reports, Diane Graham, the mother of the accused had left him at relative’s home with the toddler, while she conducted errands. The woman returned sometime later and learnt of the baby’s demise. The child was initially taken to the CC Nicholson Health Centre at Nabaclis, East Coast Demerara, before she was pronounced dead at the Georgetown Public Hospital Corporation. On Tuesday, State Pathologist Dr. Nehaul Singh revealed that an autopsy carried out on the body of the two-year-old indicated that she had suffered sexual penetration to her anus. He said that Phillips had fresh blood in her rectal area, in addition to abdominal trauma inclusive

of internal bleeding to her liver and spleen. According to Dr. Singh, the toddler also suffered concussions to the head and neck which are consistent with a hit or fall. He noted that the child could have been pressed down, which restricted her breathing and the flow of blood in her chest cavity. However under cross examination by defence counsel Sandil Kissoon, the doctor admitted that the anal penetration could have been done by a penis or any other object. Dr. Singh also admitted that he received no test results of the samples which

were taken from the toddler’s body. The Pathologist also agreed with the suggestion that the damage to the infant’s chest cavity could have been caused during administration of Cardio Pulmonary Resuscitation (CPR) by an untrained individual. After calling a total of seven witnesses to testify in the trial, the prosecution yesterday closed its case. Prosecutor Narissa Leander is appearing for the State in association with Attorney Tuanna Hardy. Rankin’s lawyer argued that there is no case to answer. But the submission was overruled by Justice Sewnarine-Beharry. Given the ruling, the accused is expected to be called on to lead his defence. Additionally, the Defence Attorney has said that a witness is likely to appear on his client’s behalf. The case will continue today.

A 28-year-old man caught inside of a stall at the Stabroek Market yesterday morning, sustained a single gunshot wound to his left leg while reportedly trying to attack Constabulary ranks with a knife. The man who identified himself as Delwar Booker of South Sophia Squatting Area is currently under police guard, being treated at the Georgetown Public Hospital. Chief Constable Andrew Foo said that around 02:30am yesterday, the Constabulary received information relating to a disturbance within the city market. He said a team making regular checks to Council property around the area immediately responded to the alarm. Investigations revealed that security padlocks on the south-western end of the market had been tampered with and the gate was open. Further checks also revealed that one of the stalls ‘Electronics City’ - had been broken into. The door was open and a haversack outside of the door. The Constabulary Chief said that ranks initially called out to the suspect and demanded that he relieve him-

self of all weapons and exit the stall. That was when the man is alleged to have emerged armed with a knife and advanced in a threatening manner towards the ranks. Despite warnings he continued to advance, it was stated. “One round was thus discharged, hitting the suspect in his leg. A haversack containing a number of stolen items, which included valuable cell phones, was removed from the scene. A number of

tools used in the break-in were also found at the scene. It included crowbars, pliers and scissors among other items.” The proprietors of Electronics City expressed gratitude at the Constabulary’s quick response. They said had the suspect made good his escape, it was estimated that he would have carted off well over $2M in electronic items. Investigations are currently ongoing.

Traffic cop dies three days after accident Kelvin La Fleur, a traffic cop, who was struck down last Monday while trying to assist schoolchildren, to cross the Eccles, East Bank Demerara Public Road, died yesterday. The 25-year-old policeman died at the Georgetown Public Hospital after he was rushed back there early yesterday in an ambulance after complaining of experiencing severe pain. La Fleur had sustained injuries to both hands and a broken right leg.

This newspaper was told that the policeman was directing traffic near the traffic light at Eccles and had stopped the traffic to allow schoolchildren to cross the road. It was at this point that he was struck down. The driver of the car was arrested following the accident while La Fleur was taken to the hospital. He was treated and sent away but was taken back to the hospital after complaining about severe pain. He later succumbed.

Since then, Lucas made it clear that officials within the entity have recommitted to doing their work without fear or favour. The Chairman had said, “The GRA is going to carry out its duties and its responsibilities, and it has recommitted to doing so without fear or favour. We are all about restoring confidence in this agency and ensuring that mistakes of the past are not repeated.” Asked what measures have been put in place to ensure that the situation does not reoccur, Lucas categorically stated, “Clear instructions have been given that all officials must, and I repeat, must complete all assignments.”

Unions object to GuySuCo totally closing LBI operations

The Guyana Sugar Corporation (GuySuCo) has announced plans to start moving the LBI estate operations to Enmore, East Coast of Demerara, but the move is not going down well with the unions. According to the Guyana Agricultural and General Workers’ Union (GAWU) and the National Association of Agricultural, Commercial and Industrial Employees (NAACIE), a delegation met with GuySuCo officials on Tuesday to discuss finalizing the integration of the East Demerara estates. The unions say the closure of the LBI operations would result in over 800 workers being deployed to Enmore estate. “It is doubtful that the deployed workers would be offered regular and full work at Enmore as is the present case at LBI. In this regard, account must be taken that similar operations at Enmore Estate have their own full complement of employees, a situation likened to that at Uitvlugt, where Wales Estate workers are to be channeled according to a statements by high-placed authorities, and promised regular, permanent employment.” The unions complained that at the meeting, the corporation did not inform the unions when the operations are to be closed, nor was vital

being closed would essentially mean the closure of the entire estate. “LBI will thereby cease to exist. Limit salt intake or risk health issues later “Nothing is tasty until it is extremely salty to some people,” said Ms. Norma Howard, a Nutritionist active in the health field for many years. Her disclosure was forthcoming even as she deliberated on the fact that too much salt in the diet could prove to be very damaging to an individual’s health later in life. In fact this informed perspective has been embraced by health sectors across the world. Moreover, during the recent World Health Day observance, concerted efforts were made to educate young people as a deliberate tactic to arrest the potentially troubling state of affairs. As such, Howard, a member of the Region Three Health and Wellness Club, focused attention to a number

of school children when she delivered a presentation on healthy living recently. “I know that you are all young, but you have relatives and family members at home who you need to share this information with...too much salt is not good. You need salt, but not too much of it, and you can make your food just as tasty by simply using various seasonings,” the Nutritionist informed. Howard said that the use of onion, garlic, curry powder and spices have been proven to add enough flavour to everyday foods. According to the World Health Organisation (WHO), an estimated 2.5 million deaths could be prevented each year if global salt consumption were reduced to the recommended level. WHO has asserted that high

WHO has outlined too that “the main source of sodium in our diet is salt, although it can come from sodium glutamate, used as a condiment in many parts of the world. The principal benefit of lowering salt intake, according to WHO, is a corresponding reduction in high blood pressure. Moreover, WHO Member States, including Guyana, have agreed to reduce the global population’s intake of salt by a relative 30 per cent by 2025. “Reducing salt intake has been identified as one of the most cost-effective measures countries can take to improve population health outcomes,” WHO has asserted. Minister of Public Health, Dr. George Norton, in speaking on the need to have more people embrace healthy

any compensation. It is to be noted that these actions are being taken before December 31, 2016 - the date announced by the Ministry of Agriculture for the closure of Wales Estate.” The unions were adamant that the actions violate the law and norms of such situation. GuySuCo, a state-owned company, has fallen on hard times and facing financial difficulties. It has for over a decade been falling behind production targets with consecutive Governments being forced to plug billions of dollars annually to keep it afloat. The David Granger administration had sacked the entire board and its boss, Dr. Raj Singh, when it took office last year May. The industry managed to reach its annual target for the first time in a decade, at the

end of 2015. This year, as part of the cost-cutting measures, GuySuCo has announced plans also to consolidate and close its oldest factory, at Wales and shift operations to Uitvlugt. However, the unions have been against the closures and have held protest actions and vigils. “Our unions are wary and concerned about the fate of the LBI workers. GAWU and NAACIE are hopeful that the unsavory and oppressive situation at Wales is not repeated, and call on GuySuCo to revisit its decision on the full closure of LBI. The unions reiterate their commitment to stand by the workers and will defend their rights that are protected by local and international labour laws,” the statement said yesterday.

City workers dismantling and removing illegal containers and abandoned cars. Several derelict containers and abandoned cars have been lying around at Industrial Site, Ruimveldt for quite some time. The City Council has since embarked on a removal and reclamation exercise in the area. Kaieteur News contacted Town Clerk Royston King for comments regarding the

dismantling and removal of the containers and abandoned cars. King stated that the owners of the containers and cars had been contacted and given 48 hours to remove their property, with the warning that failure to comply would result in the dismantling and removal of the illegally parked/

dumped property. He said that so far only one or two persons had removed their property and that E-Networks had asked for an extension on their 48-hour period for removal of their property. The Town Clerk further stated “This area is the City’s and we are reclaiming our land. For far too long these

illegally parked containers and cars have been an eyesore, unhealthy and environment-damaging, not to mention a haven for vagrants and criminal elements in the area.” He also posited, “In the immediate area is a daycare for toddlers; future leaders of our country, we cannot have

them growing up in an environment that is unsafe and unhealthy. In the coming

weeks we will be cleaning and dismantling any illicit property on City lands.”

Caribbean Leaders invited to “End to AIDS” UN meeting Invitations have been issued to leaders of the Caribbean to participate in a United Nations High Level meeting on HIV/AIDS in June. This is according to information disseminated by the Caricom Secretariat yesterday. According to Caricom, UN Secretary General, Ban Ki-moon, has issued invitations to all Caribbean Heads of Government to participate in the meeting slated for June 8- 10, 2016 in New York, United States of America. The UN meeting is one that is held every five years. This year efforts will be made to review the progress made in coping with the disease since the last meeting in 2011. The outcome is expected to be the formulation of a political declaration charting the steps that are required to end the epidemic by 2030. And according to Caricom, “this is in keeping with the resolution establishing the Sustainable Development Goals at the UN General Assembly in September 2015.” The meeting comes at a time when Guyana is working towards the elimination of mother-to-child transmission of HIV/AIDS. According to Minister of Public Health, Dr. George Norton, “if Cuba can do it, so should Guyana, and with that we have to work.” Cuba was last year just last year named the first

country to eliminate motherto-child transmission of HIV and syphilis and, according to Minister Norton, achieving this is no small task, even for an island territory. “We recognise them for what they have done and there are many things that might have gone in their favour or might be in their favour, but we take away no credit and laud Cuba for being the first country in the world to have achieve that,” said the Minister as he noted that Guyana is poised for a similar achievement. He however pointed out that unlike Cuba’s island setting, Guyana’s borders are porous. “We are surrounded by countries that we really have no control over and persons traverse frequently,” said the Minister, as he admitted that eliminating mother-to-child transmission of HIV “would be a difficult thing to do; regardless of that we should try to gain that status like Cuba has done.” It is moreover expected that the leaders will address the shortcomings in achieving the desired goals. The new Governments in Jamaica and Haiti, which together account for approximately 71 per cent of People living with HIV/AIDS in the Caribbean, have agreed to send high level representatives to the UN meeting, according to Caricom.

Prosecution’s star witness refuses to testify in absence of attorney Lennox ‘Two Colours’ Wayne, the prosecution’s main witness in the trial of Police Sergeant Leon Lindo, who is charged for conspiring to murder businessman Mohamed F. Khan, refused to continue testifying yesterday due to the absence of his attorney. A Preliminary Inquiry (PI) into the matter commenced yesterday, before City Magistrate Judy Latchman and Wayne was asked to take the stand. The witness gave his address as Lot 100 Leopold Street, Georgetown, and explained that he no longer resides there, since he is on remand at the Camp Street Prison for the murder of Lusignan cosmetologist, Ashmini Harriram. A few minutes into his testimony, Wayne indicated that he did not wish to continue with his evidence because his lawyer, Nigel Hughes, was not present at the court hearing. Caricom has noted too that “in this respect the Caribbean has a credible record of achievement. Several countries in the region are poised to achieve the target for elimination of mother to child transmission of HIV and congenital Syphilis”. It is, however, still the region with the second highest incidence of the disease, according to Caricom which outlined that “some 250,000 are living with HIV, of which just under half have access to treatment with relatively high rates among vulnerable populations including young women between the ages of 15 and 29 years”. Mechanic caught with stolen mattress A man who was allegedly caught red-handed trying to escape with a stolen mattress on his bicycle, was on Wednesday released on $80,000 bail, when he appeared before Magistrate Zamilla Ally-Seepaul, charged with break and enter and larceny. Appearing in the Sparendaam Magistrate’s Court was 25-year-old Chris Leon of Sparendaam Housing Scheme, East Coast Demerara. He is accused of breaking into the dwelling house of Mark De Abreu between April 9 and 11 at Ogle, East Coast Demerara and stealing a mattress valued $25,000— property of De Abreu. Leon pleaded not guilty to the charge after it was read to him and was instructed to return to court on May 29, for reports. Police Prosecutor, Lance

- court hears Corporal David Goodridge told the court that on April 9, De Abreu secured his home, leaving everything intact. He said that when the virtual complainant returned home, he saw a bicycle belonging to the accused parked in front of the gate. Goodridge told the court that De Abreu caught the defendant trying to ride away with the mattress and gave chase and caught up with him. The mattress was recovered. According to the Prosecutor, the defendant was apprehended and taken to the police station where he was told of the offence committed and charged. What exactly does Mr. Tiwari mean by that statement? DEAR EDITOR; Mr. Tiwari was not helpful or clear. He said three things in a letter to Stabroek News,(12/4/2016) namely, ‘…their relationship predated APNU,… his recent private business trip to China merely coincided with Harmon’s official visit to the Asian nation… and that he been appointed as a personal advisor to Minister of State Joseph Harmon and not to the government...’ Together, they constitute a curious confluence of circumstances indeed. The issue for us is the third element. On its face we think we understand what is meant by a personal adviser to Minister Harmon, however, the element ‘not the government’ raise questions. We were told by Minister Harmon that Mr. Tiwari’s title was an “honorific title.” Mr. Tiwari stated that the arrangement was pro bono. First, what exactly is meant by “personal adviser to the Minister and not the gov-

ernment”? Based on Mr. Tiwari’s letter one gets the impression that he is suggesting to the people of Guyana that this is as a sort of private relationship (not adviser to government) outside of the framework of government. It’s ridiculous; he was appointed and it was rescinded by the President. What instrument did the President revoke? Kaietur News (31/3/2016) reported that an ‘Instrument of Appointment to Mr. Brian Tiwari… was signed by Harmon, on January 19, 2016’. Signed by Harmon; in what capacity other than the Minister of State? Was the appointment within the ambit of government rules regarding honorific appointments? Officialdom needs to be observed, even in probono cases. Remember, Mr. Harmon is not a civilian. He is an officer of the State of Guyana, unless we are left to imagine that the APNU-AFC is operating an arbitrary government. Are

we to believe that Mr. Tiwari can enter into an arrangement with Minister Harmon and there are no effects on the government? We know how advisers operate. What exactly is Mr. Tiwari saying? Second, the practical difference between a personal adviser to a Minister and an adviser to the Government through the same Minister seems rather small, particularly since the outcome will be the same. Unless the Minister, in that capacity, will use Mr. Tiwari’s advice for his private purposes (which raises different issues), the effect will be that Mr. Tiwari will influence government action, and very likely policy, through an influential and powerful Minister such as Mr. Harmon. Where does this leave the current AFC Minister of Business? Mr. Tiwari will therefore have to explain how the ‘advice to Mr. Harmon and not the government’ was intended to be used. It seems

to us that the Minister will either act directly on the advice or advise his government based on what he receives from Mr. Tiwari. Either way the government will be affected. Mr. Tiwari’s explanation of his relationship to the Minister and our understanding of that relationship will lead us to the same destination. Third, on their face, the honorific title and pro bono arrangement seem straightforward enough. But is that the end of the story, since the practice of the relationship will matter greatly? Critically, we have no way of determining or predicting how influence under an honorific title, (in this particular case and in practice) in a country like Guyana would operate and be perpetuated. Guyana’s political and governmental cultures are murky. The evidence; a Minister can pick up the telephone and instruct enforcement officers from the Rev-

enue Authority to back off, an ominous sign of misuse of authority. Could an honoree gain access to insider information about what the government is up to, and will he be able to gain a decisive advantage over his rivals, given the economic sector(s) of business interests? The Guyana procurement machinery is very weak and there is very lax surveillance and enforcement of business type law, including procurement and competition law. Mr. Tiwari may not need a salary or fee, but what else does he want, nothing? Well, Mr. Editor, there may indeed be ‘different kinds of nothing’. An old saying in Guyana is that “there are many ways to skin a cat”. The Guyanese people should be vigilant and not be deceived; the pro bono aspect was not the decisive component. Fourth, if Mr. Tiwari meant to advise a Minister without any legal commitment and reciprocity, then why does he

DEAR EDITOR; Stabroek News, Saturday 2016-04-09 carried a letter by Mr. Donald Ramotar which greatly criticized the forensic audits, compared the present governance with the past PNC regime with regards to racism, nepotism, and dictatorial actions. That it has come from such an individual, in my opinion, is being shameless to the highest level. The article began be declaring that the audits have not produced any evidence of substance. This is a premature utterance. These audits have revealed discrepancies of all descriptions and actions have already been undertaken to make corrections in accounting systems. Some more work has to be done to these audits so that legal actions could be taken. Very soon this will come to fruition. Part of the letter states that “audits are prov-

ing that corruption was never a problem.” This is an insult to the intelligence of all Guyanese. In fact the exposure of the level of corruption involving contracts and some foreign investors has caused the PPP government an election. First and foremost the auditors are persons of integrity and impartiality whose agenda is not to victimize anyone because of personal dislikes or other prejudicial factors. The second thing I would like to mention is that some CEOs in question have given defence or/ and have credible persons explaining and defending for them. Most of them in so doing have brought their judgement into questioning. If one to ten is given for these responses hardly any would reach five. BVI braces for terror plot TORTOLA, British Virgin Islands,– Police in the British Virgin Islands (BVI), with assistance from the United States Federal Bureau of Investigations (FBI), are investigating reports of a plan to blow up airports in the British Overseas Territory today, according to a report on BVI News. The online publication quoted Governor John Duncan as saying that he was aware of the reports circulating on social media about the possible terrorist attack and officials would be meeting to determine the appropriate action. The report, the BVI News said, has being circulating on social media. “The Royal Virgin Islands

Police Force (RVIPF) is investigating these reports. The BVI National Security Council, jointly chaired by the Governor and Premier [Dr D Orlando Smith], will meet early this afternoon to consider appropriate action,” Duncan said in a subsequent media statement. A joint release from the RVIPF and the BVI Airports Authority indicated that law enforcement authorities were still looking into the credibility of the information. “We have received information of a possible threat to airports across the Virgin Islands including Terrance B Lettsome International Airport, and we are working closely with the FBI currently on the matter. ing all life. The astrophysicist reportedly says that the planet has a 20,000-year orbit around the sun and, at its closest to us, it knocks asteroids and comets toward Earth. Fossil evidence has suggested most life on Earth is mysteriously wiped out every 26 million to 27 million years. Whitmire claims Planet Nine’s passage through a rock-laden area called the Kuiper Belt is responsible for the “extinction events.” Conspiracy theorists have previously claimed a red dwarf planet called Nibiru, Nemesis, or “Star Wormwood,” which orbits close to Earth every 36,000 years, was behind the events. Now some are convinced there will be a collision or a near-miss before the end of April, the media reports say. The reports add that Nemesis or Nibiru was widely dismissed as crackpot pseudoscience — until Planet Nine was identified in January by the California Institute of Technology. Meanwhile, NASA continues to keep an eye on last year’s Christmas Eve asteroid, which was the first of five encounters by this object in the next 12 years.

The disclosure has come from the country’s Industry Minister Donville Inniss as he also reported that early next month, a delegation comprising government and private sector officials would be travelling to Cuba on a trade mission. He said that with the formal re-establishment of diplomatic relations between Cuba and the United States, Barbados is among the Caribbean Community (CARICOM) countries seeking to further partner with Cuba in an effort to take ad-

BK’s appointment was Ministry of the Presidency denies ordering airport recommended by APNU hangar handed over to BK General Secretary - Harmon Minister of State, Joseph Harmon has denied reports that he or anyone from the Ministry of the Presidency has ordered a hangar at the Timehri airport to be placed under the control of BK International. The statement came hours after a report by online news, Demerara Waves, which said that the administration had ordered the hangar to be handed over to BK, but the current expansion at the airport had halted the transaction. In recent weeks, there were reports linking Minister Harmon and Brian Tiwarie, BK’s owner. Tiwarie was appointed the Ministerial Advisor on Business Development for Harmon, but news of that appointment sparked condemnation from especially supporters of coalition government. Tiwarie was seen as close to the previous administration. Yesterday, Harmon in a statement from his office, said that no such instruction was given. It was pointed out that the Board of Directors for the Cheddi Jagan International Airport (CJIA) come under the direct authority of the Ministry of Public Infrastructure, as has always been the case. Harmon called the report “wicked and malicious” and designed to “feed the frenzy about his connection to Mr. Brian Tiwarie”.

CJIA’s head, Ramesh Ghir Harmon, according to the statement, was backed up in his arguments by Chief Executive Officer (CEO) of the CJIAC, Ramesh Ghir, who told the Ministry of the Presidency that BK International Incorporated had, during the life of the previous Board of Directors, submitted a proposal for rental of the GA2000 hangar. Ghir disclosed that though the board had favourably considered the proposal, during a meeting, no decision was communicated to Tiwarie or his company. According to board papers, which the Ministry of the Presidency has seen, in September 2014, the Board of Directors of CJIAC approved the rental of the GA 2000 hangar for a period of six months to BK International Incorporated. “However, the contract

for this approval was never executed. Therefore, there is no agreement for BK International Incorporated to rent the GA 2000 Hangar.” Ghir added that subsequently, with the change in Government and the appointment of a new Board of Directors, the proposal was once again considered but it has been since deferred. “The new Board of Directors would have looked at the proposal… it was placed on hold because we have the expansion of that airport taking place and we realised that some of the operators had to be relocated… we would have had to find a temporary location for them to operate and the hangar is one of the considerations so that as we speak, it is actively being pursued,” Ghir said in the statement. When asked directly, whether he had ever received any instruction from anyone at the Ministry regarding this matter, Ghir declared, “No, I have never had any such instruction from anybody. At no time was any instruction received from Ministry of the Presidency to transfer GA 2000 Hangar to BK International Incorporated.” The Ministry said it is extremely concerned that “in the rush to publish sensational stories media outlets are not exercising due diligence, and this is irresponsible and can be perceived as malicious when it is not supported by fact”.

The controversial appointment of businessman Brian “BK” Tiwarie as Ministerial Business Development Advisor was yesterday explained by Minister of State, Joseph Harmon, in a statement. He said that after the General and Regional Elections of 2015, many persons who had indicated their deep interest in assisting the Government and fulfilling its campaign promises, were appointed to various positions. The Minister said that some of those persons were not interested in formal employment or receiving remuneration, but were willing to contribute. Jamaica’s independent commission scores first murder conviction KINGSTON, Jamaica,– A policeman in Jamaica has been found guilty of killing his ex-girlfriend, marking the first murder convicted secured by the Independent Commission of Investigations (INDECOM) in its six-year existence. Yesterday, Constable Lincoln McCoy, 26, was convicted of murdering Jessica King, a 21-year-old supermarket supervisor with whom he was in a relationship that turned sour. His trial began on April 4 before Justice Lloyd Hibbert and the jury returned a guilty

verdict in less than 45 minutes. He will be sentenced on April 29. Prosecutors said McCoy shot King on the evening of August 14, 2013, while the two were at the Errol Flynn Marina in Port Antonio, and then turned the gun on himself. King was pronounced dead at the hospital, with gunshot wounds to the forehead and neck, becoming the island’s sixth murder victim for 2013. McCoy eventually recovered from his injuries However, he had denied

killing King or shooting himself. Although McCoy’s conviction is not the first for INDECOM, which took over from the Police Public Complaints Authority on August 16, 2010, it is the first one for murder. INDECOM undertakes investigations concerning actions by members of the security forces and other agents of the State, that result in death or injury to pers o n s or the abuse of the rights of persons, as well as connected matters.

Service providers halt overseas calls CARACAS, Venezuela (AP) — Venezuela’s two main cell phone service providers are suspending long distance calling as the South American country struggles to pay its bills. Movistar, a subsidiary of the Spain-based Telefonica, and Digitel both announced last week that they would be cutting international service because of issues related to Venezuela’s byzantine currency controls. Digitel ended that service on Saturday while Movistar will do so Friday. The companies had already dramatically reduced the list of countries Venezu-

elans could call. Movistar said the change will be temporary, but didn’t say when long distance calling will resume. Venezuelans will still be able to make international calls from some landlines. Currency rationing is increasingly cutting Venezuela’s global trade. Many airline companies have abandoned the country, and mail delivery is also limited. The government has created what amount to subsidized rates for hard currency and requires companies to get approval for converting local bolivars into dollars. With the

administration running low on dollars itself amid a general economic collapse, officials are increasingly reluctant to part with any foreign currency. The phone companies have said they are tens of millions of dollars in debt to foreign providers and have unsuccessfully asked the government to increase rates for international calls. Those rates have failed to keep up with Venezuela’s triple-digit inflation, with a four-hour call to Hong Kong costing less than 50 cents at the black market exchange rate.

Renee, who turns 18 on May 25, reached the boundary 11 times and batted for 133 minutes. He got support from Ramnarine Chetura, who batted for 144 minutes and struck three fours and a six in his unfinished innings. The pair was mainly responsible for Demerara, who began the day on 25-1, reaching 190 all out at 15: 53hrs. Warriors earn record-setting 73rd regular season victory OAKLAND, CALIF (Reuters) The Golden State Warriors earned a National Basketball Association record-setting 73rd regular season victory on Wednesday with a 125-104 blowout win over the Memphis Grizzlies. The victory came in the final game of the 82-game regular season and snapped the previous record of 72 wins set by Michael Jordan’s Chicago Bulls during the 1995-96 season. “It was a great way to finish off what was an incredible regular season,” Warriors coach Steve Kerr, who was on the Bulls team that held the previous record, told a news conference. “I don’t think this one will ever be broken. Someone has to go 74-8 and I don’t see it. And I hope our fans aren’t expecting it next season. (Reuters) Moments before starting the final game of his stellar 20-year career in the NBA, Kobe Bryant was described as “the greatest” ever to wear the purple and gold by fellow Los Angeles Lakers great Magic Johnson. Bryant, an 18-time AllStar guard who went on to

engineer a thrilling, comefrom-behind 101-96 win over the Utah Jazz on his much anticipated league farewell, was given a lengthy video tribute before Johnson walked out to center court. “We are here to celebrate greatness,” Johnson, like Bryant a five-time NBA

champion, told the sellout crowd. “For 20 years, excellence. For 20 years, Kobe Bryant has never cheated the game, he has never cheated us as fans. “He has played through injury, he has played hurt and we have five championships banners to show for it.” Huge roars then rang out as the Lakers fans gave Bryant thunderous approval. “For the last 20 years, this man has been the biggest and greatest celebrity we have had in this town,” said Johnson. “He is not only a great and unbelievable sports icon but he’s also the greatest to wear the purple and gold. “So right now we should put our hands together for the late great (former Lakers owner) Jerry Buss for trading for this man.” B r y a n t e n d e d Wednesday’s game with 60 points on 22-of-50 shooting as the Lakers fought back from a 15-point deficit at halftime and was again cheered loudly by the fans before he addressed them all from the center court. “Man, I can’t believe how fast 20 years went by,” he said, with a towel draped over his shoulders. “It’s crazy, absolutely crazy to be standing here on the same court with you guys, with my team mates behind me. “I appreciate the journey we have been on, there have been a few ups and downs but the most important part is that we all stayed together throughout. “All I can do here is thank you guys for all the years of support, all the years of inspiration. Finch, McCullum propel Lions to big win ESPNcricinfo - Another one-sided encounter, another win for the chasing team. This season’s IPL, it seems, is on repeat mode, after Gujarat Lions cruised to a seven-wicket win against Rising Pune Supergiants in Rajkot. After a strong start, Supergiants looked set for a score in excess of 180, but a late collapse quickly turned the contest in Lions’ favour. Aaron Finch and Brendon McCullum then effectively killed the game after pillaging 62 in the Powerplay, during their chase of 164. MS Dhoni had pulled back some momentum for Supergiants by contributing to a 20-run last over in the first innings, but his bowlers threw it all away. Loose deliveries stacked up, and the Lions openers duly dispatched them. Four fours and two sixes off the seamers meant Dhoni turned to M Ashwin in the last over of the Powerplay, but Finch took the legspinner for four fours in a 19-run over. Finch then hit Rajat Bhatia for two sixes over long-on in the seventh over, but holed out to square leg for 50 - his second halfcentury of the season. By then, though, the damage had been done. McCullum continued to latch on to wayward bowling, as the spinners failed to extract much from the patchy surface. S u p e rg i a n t s ’ d a y w a s summed up when Dhoni missed a routine stumping with McCullum well short of his crease after R Ashwin yorked the batsman. After McCullum lobbed

After Pravin Tambe trapped Rahane lbw in the fourth over, Pietersen and du Plessis ensured a productive Powerplay with a host of boundaries. The pair added 30 off 13 balls to end the Powerplay at 57 for 1, with du Plessis being particularly aggressive down the ground. Even as the fields spread, the boundary was found regularly and their stand stretched to 83. But just when Supergiants looked to accelerate, Bravo brought out his slower balls to stall the charge. Orealla/Siparuta U19 females defeat Black Birds in Volleyball encounter To participate in countrywide Red Cup Anti Suicide competition The Orealla/ Siparuta U19 female volleyball team earned the right to represent Berbice in the countrywide Red Cup Anti S u i c i d e Vo l l e y b a l l competition slated for the month of May. In an elimination game played in Berbice, the girls from the Corentyne river made sure their more than 100miles journey was not in vain as they defeated Black Birds 2-0 in their feature game played last Sunday at the Port Mourant Community Centre all weather court. The Orealla/ Siparuta team won 25-21, 25-18 in a close encounter.

registered clubs of the Guyana Amateur Swimming Association go head to head for bragging rights. And will feature some of t h e c o u n t r y ’s e l i t e swimmers.

Local motor racing fans will have the opportunity to witness first hand and support Guyanese competitors expected to compete at the opening leg of the Caribbean Motor Racing Championship (CMRC) set to be staged on May 21-23 at the Jamwest Raceway in Westmoreland, Jamaica. Making it possible is regional airline Fly Jamaica, an official sponsor of motor racing in the Caribbean and a supporter of the sport here in Guyana. Raj Boodhoo speaking with Kaieteur Sport yesterday via telephone said that the airline is offering to take passengers to the opening leg of the CMRC Series for a substantially reduced cost of US$488, but passengers will be required to depart on May 19 for the island. Boodhoo, who recently was elected for another stint as Head of the club, is urging all motor racing fans to take advantage of the offer and get to Jamaica in their numbers to experience the thrill of the sport in another country and at the same time

support the defending twotime champions. The sport according to Boodhoo is enjoying much success at the moment with Guyana being the current overall champion as well as having the Top individual Car and Superbike champions in Kristian Jeffrey and Elliott Vieira. Boodhoo extended his gratitude on behalf of the Club to Fly Jamaica for its continued support towards motor racing and assured that Guyana that is sending a strong contingent will make them proud.

Former Berbice Under19 and Senior Cricketer, Major James Fraser on Sunday 17th of April would be specially honoured by the Rose Hall Town Youth and Sports Club. The highly ranked Guyana Defence Force Officer would receive the RHTYSC, MS Lifetime Achievement Award for his achievements in Sports, his Military career and for being a positive role model to youths in Rose Hall Town. President David Granger, Patron of the Club is expected to hand over the Lifetime Achievement Award to Fraser, who overcame dropping out of school at a young age to fulfill his lifelong dream to become a senior Military Official. The forty-two years old Fraser, who still captains t h e R o s e H a l l To w n Bakewell Second Division team returned to secondary school at the age of twenty five years after dropping out of the JC Chandisingh Secondary

School ten years earlier. He successfully passed seven (7) CXC subjects and later joined the Guyana Defence Force’s Cadet Officer Course. He successfully completed the course, became a Cadet Officer and has been promoted to Lieutenant, Captain and his present rank is Major. He has also successfully completed a Diploma in Animal Health and Veterinary Public Health and is now the Commanding Officer at the GDF Agricultural Corp. Over the Years Fraser has also represented the RHTYSC, MS at both the second and first division level in cricket. Fraser has scored over 7000 runs for the Club with eight centuries at an average of 43.15 and a top score of 190 Versus Albion. He also represented Berbice at the under-19 and senior level and scored a fighting 60 versus Demerara on debut.

West Indies pacers Colin Stuart and Reon King were the spearhead of the Demerara attack as Fraser and fellow Club member, Neil Williams featured in an opening partnership of 100. Meanwhile, on Wednesday last, Managing Director of King’s Jewellery World Mr. Ryan Persaud handed over a Wes Indies Cricket Medallion to the Club. The Medallion would be presented to Major Fraser as part of his Award. Persaud is handing over the US$500 Medallion stated that his company over the last eight years has been pleased to be associated with the RHTYSC, MS and wished the Club more success in the future. Secretary/CEO Hilbert Foster hailed the Contribution of King’s and noted that the RHTYSC, MS was grateful for their continued cooperation.
