CHEC conceptualizing proposal for Guyana Deep Water Harbour …Govt. denies involvement in latest Chinese venture
An example of a Deep Water Harbour
By Gary Eleazar “Our manifesto - our contract with all the people of Guyana for the next five years - spells out a number of policies and projects which we intend to pursue to achieve the objective of a diversified, modern, competitive and resilient economy.” Those were the words of now Head of State, Donald Ramotar, who was at the time the Presidential Candidate for the ruling People's Progressive Party Civic (PPP/C). In his charge as he commenced his bid for Presidency, he also indicated that, “Amongst the many initiatives which we will complete are the development of hydroelectricity, a new fibre optic cable and the construction of a deep-water harbour, an all-weather road to Brazil and a bridge to Suriname.” The fibre optic cable project is more than 90 per cent complete, the hydropower project has been pushed back, studies continue for the road and negotiations have already started with the Surinamese President Desi Bouterse, on bridging the Corentyne River. This leaves the construction of a Deep Water Harbour, which Ramotar proposed, “will allow for larger vessels to come use our ports and allow us to exploit our geographical positioning as the gateway to South America.” TANG TALKS The first public pronouncement on this deep water harbour since Ramotar secured the Presidency, was made by Zhongdong Tang on Thursday last, at the Guyana Pegasus during a media engagement. Tang is the Regional Director for the Americas (The Caribbean and Latin America) for China Harbour Engineering Company Limited (CHEC) which was recently successful during negotiations with the Guyana Government then headed by Bharrat Jagdeo. That 10 month round of negotiations landed CHEC the US$150M Cheddi Jagan International Airport (CJIA) Expansion project. Zhongdong Tang has now conceded that his company, CHEC which has
Zhongdong Tang come under increasing scrutiny following allegations of corruption by the World Bank, is in fact conceptualizing a proposal to make an offer to construct G u y a n a ' s D e e p Wa t e r Harbour. However several senior Government Officials have denied any involvement on the part of the administration in the Chinese venture. This is despite Tang saying that at present while there has been no formal proposal to the Guyana government, there have been some 'verbal' discussions. Tang was at the time trying to evade a line of questioning aimed at unearthing what other proposals were made to the Guyana Government apart from the one for the airport. He reminded of China's offer to the Caribbean Region of several billion dollars to be made available in the form of soft loans for infrastructure projects in the Region. CHEC is a Subsidiary Company that falls under its parent company China Communications and Construction Company (CCCC), which he described as a Chinese Government Holding Company. CCCC is akin to Guyana's National Industrial and Commercial Investments Limited (NICIL) which in itself has several companies falling under its rubric such as the National Communications Network and the Guyana Oil Company (GUYOIL). Guyana's Deep Water Harbour is being touted as a critical piece of infrastructural investment that holds the potential to enhancing trade and (continued on page 6)

CJIA Contractor's snub angers APNU, AFC A missive has been directed to China Harbour Engineering Company (CHEC) from the Office of the Leader of the Parliamentary Opposition expressing anger at being snubbed by the Chinese Company during its recent visit to Guyana. Zhongdong Tang and a team of CHEC Officials travelled to Guyana on Thursday last and told media operatives that the company has given to the Board, “the Ministry of Works, and the Government of Guyana explanations of the issues which have again been brought to public attention.” He was at the time speaking to allegations of corruption leveled against the Chinese company by the World Bank. The company has been contracted for the US$150M Expansion of the Cheddi Jagan International Airport The missive from David Granger’s Office said that, “A Partnership for National Unity
being together with the Alliance for Change the Majority in the National Assembly takes umbrage at being ignored by your company on its visit to Guyana to review a Major Infrastructure Project as the CJIA Expansion.” The strongly worded missive emanating from Granger’s Office but bearing the signature of Joseph Harmon says too that, “A full engagement with us would have ensured a better understanding of the project that could have conditioned our support for it, as it is, we feel that a major opportunity has been missed.” He did sound the warning to CHEC that “as representative of the people we will continue to carefully scrutinize this project and any other project of such scale and magnitude as it relates to infrastructural works in Guyana. Tang told the local media last week that, China Harbour
also met and had open discussions with some civil society groups including the Georgetown Chamber of Commerce and the Guyana Private Sector Commission. He did say that it was not possible for CHEC to meet with all groups on the visit but sought to assure that the company will continue to be engaged with various groups of the Guyanese society, including residents living near the airport in particular, and the Guyanese public in general, as the project moves forward. This explanation however has not gone down well with the Combined Opposition. The Hierarchy in the administration has already indicated its commitment to the project. A statement from the country’s Ministry of Public Works following Tang’s pronouncements said that “the government is fully committed to moving the project forward and has the

Education Minister Priya Manickchand said even after the University of Guyana’s Council agreed to give former Chancellor Compton Bourne another term, he declined, citing that the condition under which he once worked was not conducive. During a media briefing last Thursday, Minister Manickchand said that she saw correspondence about his resignation. According to the Minister, Bourne’s contract was up as of the 30th June but based on his outstanding work, a decision was taken to offer him another term. “The Council had agreed to extend his term for three years having been satisfied by his performance and being enthused by his plans and vision, and so that would have come into place after the 30th but because of what I consider to be very nasty attack on his person, he says he does not believe he is suited for that kind of environment,” Minister Manickchand said. The Minister further advised that the action of name calling and nasty remarks about the former Chancellor is unhealthy for Guyana as a whole. “Here we have a country that is developing and a country which is clamoring for development and we have a lack of human resources and we have someone who is renowned and distinguished internationally and who is willing to come here and serve and we have some idiots running around not engaging
Professor Compton Bourne in healthy conversation and persons who are prepared to vilify this man.” The subject Minister further pointed out that she is disappointed over the fact that what should have been talks about policies and programmes for a better University turned out to be a ‘nasty’ name calling episode. When questioned about the issues raised by the University of Guyana Senior Staff Association, Minister Manickchand said all of the issues raised could have been addressed and dealt with. “I was also disappointed to see the way how the media allowed itself to be used to defame this man (Professor Bourne) who came back here to serve. Some of the persons who are talking I believe can’t police his shoes.” The Minister however pointed out that she does not have a problem with anyone taking up the position as
Chancellor once the right process is followed without the attack on one’s character. Manickchand however acknowledged the fact that the Union has a right to make demands and to expect their demands to be met. Over the past weeks the UGSSA has been involved in a number of protest actions with the most recent one being held at the Office of the Pro Chancellor and at the Parliament Building. The actions were calling for Bourne’s resignation and the removal of the council. The UGSSA has also made a call to all parliamentary parties to look into the affairs of the University with the aim of bettering the institution. The UGSSA upon learning of Bourne’s resignation said they saw it as a victory as they claimed he was incompetent in running the affairs of the university.
The Guyanese and CHEC Officials sign off on the CJIA Expansion Contract last November highest confidence in CHEC to successfully undertake this initiative. “The engagement with China Harbour Engineering Company arose out of its proven track record in largescale infrastructure projects worldwide and, particularly, its regional projects in Jamaica, and the Cayman Islands and Guyana’s dire need to expand and upgrade
its international airport facility to meet urgent demand deficits and growth requirements,” The Ministry said. The statement said that the proposals from CHEC were evaluated over several interactions which took into consideration industry norms for such a facility upgrade and expansion inclusive of the requisite national costs for
such a project. The engineering team which evaluated the project included senior managers and engineers from the Ministry of Public Works and the Cheddi Jagan International A i r p o rt Corporation. The contract for the CJIA Expansion Project was signed in Guyana on the 11th November, 2011.
Bartica police and prison officials are on the hunt for two inmates who escaped from the Mazaruni Prison yesterday after scaling the walls of the penitentiary. Kaieteur News understands that prisoners were on recreation, playing a game of cricket and when a head count was made at around 15:00 hrs, prison warders realized that the two were missing. An alarm was then raised. Sources identified the escapees as Sean Hopkinson and “Carly”. One of the inmates reportedly walks with a limp. Police ranks from Bartica and prison officers were said to have travelled to the Karrau in search of the fugitives. Residents have reportedly claimed to have seen a young man wearing a white tee shirt and carrying a knife walking in a trail. There are suggestions
that the poor meals being served to the inmates may have motivated the two to escape. Two days ago, a prisoner contacted this newspaper claiming that the inmates are being given a daily fare of peas and rice and are being “inhumanely treated” as well. The prisoner, who said that he was scheduled to escape with the two fugitives, alleged that a prison officer told the three men that the “peas and rice situation will have to continue”. “That is why them decide to get away. They could no longer deal with that. The food in here is bad enough for anybody to want
to escape,” the prisoner said. The prisoner revealed that the cooks would even serve them milk mixed with flour. It was also alleged that crops cultivated by prisoners are being sold on Bartica as “pocket money” for some warders. Just recently in March, Nigel Misidjan, a 30-year-old inmate, also escaped from the location. He remains at large. These occurrences have begun to raise eyebrows on the level of security at the Mazaruni Prison. And last week, inmate Sherwin Bobb made good his escape by scaling the 15-foot fence on the eastern side of the Camp Street Prison. (Edward A Persaud)

CARICOM Day There has to be some significance to the fact that even though there are fifteen members in Caricom, Guyana is the only member apart from St Vincent that has designated Caricom Day as a public holiday. Of significance is the fact that the leaders of Guyana have always been committed to Caribbean integration. We wish that we could say the same for many of the other leaders, especially those of Trinidad &Tobago and Jamaica. It was not always like this. T&T’S Eric Williams had struggled valiantly to save the West Indian Federation, launched in 1958–but by 1962 after Jamaica pulled out following their referendum, he had to concede that in the arithmetic of our politics, 10– 1 = 0. He, Barrow of Barbados and Burnham of Guyana were to launch the Caribbean Free Trade Area (CARIFTA) in 1965 in a conscious effort to resuscitate our integration movement. By 1973, they were ready to launch the enlarged Caribbean Community – Caricom with the goal to “unite their economies and to give them a joint presence on the international scene.” In 2006, rather optimistically – against the grain of the foot-dragging, the Caribbean Single Market and Economy was launched. What we have witnessed during the thirty-nine years of Caricom is the identical unwillingness, which torpedoed the WI Federation. The individual political leaders are unwilling to concede real political power to the organisation, which would then confer the political muscle to implement decisions that are made but die on the vine. Most of them, it appears, would rather be a petty Caesar in his or her tiny pond rather than a leader of a Regional organisation that can command some real influence on the international scene. Some leaders, including St. Vincentian Prime Minister, Ralph Gonsalves, have rightfully grown pessimistic of Caricom ever fulfilling its mandate of becoming a Common Single Market and Economy (CSME) and are beginning to craft alternative integration measures for the smaller islands. By 2010, the CSME was officially put on ‘pause”. But the frustration with Caricom is not new. Back in 1989, a Commission was established to investigate and recommend what might be done to speed up the accomplishment of stated goals. They recommended, among a host of measures, the establishment of a permanent Caricom Commission. This would be an executive body to facilitate implementation and the creation of a Bureau of Prime Ministers to oversee the work of the Community in between summits. While some limited progress has been made on other recommendations - such as the free movement of citizens - only platitudes are issued about an executive body with teeth. In the meantime, the bureaucracy of Caricom keeps on multiplying in the manner of all bureaucracies, and more paper and hot air are generated at the interminable meetings and summits. One of the signal failures of Caricom has been the concerns about agricultural development inherited from its predecessor CARIFTA. There was little or no focus in the intervening years to the Regional Transformation Programme for Agriculture (RTPA) that had been crafted by its bureaucrats. Starting in 2002, President Jagdeo began making interventions that culminated by 2004 in the initiative that bears his name. In the 2006 Heads of Government meeting, he circulated a detailed presentation to the Ministers emphasising the need to focus on three critical points: the declining contribution of agriculture to the Region’s Gross Domestic Product; the food import Bill which exceeds US$3B and the seriousness of investment taking place in agriculture across the region, which has consequences for rural poverty. It was obviously to no avail. The Jagdeo Initiative has died still-born even as the leaders continue to wring their hands over the ever-burgeoning food bill. The most serious lapse has been the lack of progress in realising a fully-functional CSME which was promised by the year 2015. While all the leaders also concede that the present system of management to deal with Caricom’s business and implement its agreement is sorely deficient, none of them are willing to implement a new management system for fear that this might “infringe” on their prerogatives.

Letters... Where your views make the news
Guyana’s political development has not evolved sufficiently for trial without jury DEAR EDITOR, I read the letter, “ Trinidad, like Belize, is considering trial without jury in criminal cases. “ by Oscar Ramjeet a Guyanese lawyer who worked in Belize. The writer, although he outlined the pros and cons of jury trial seems to be subtly suggesting that this is the beginning of a trend. The insinuation, and this is my take, is that this is the way to go and is good for Guyana. Comparing Belize and Guyana (which the writer did not do, but I will) is like comparing oranges and apples. I also worked in Belize, as an educator, for 20 years. Most importantly, Belize has democracy in action. Since independence in 1981 governments have changed every term or two (4 or 8 years). It has over a dozen independent radio stations and about the same amount of private TV stations, all saturated with call-in talk shows from which you can pick, choose and refuse. Further, it has the first-
past-the-post electoral system in which electors directly choose their area representatives who in turn directly serve them as politicians. Their is no room for incompetents. The Prime Minister disciplines his ministers for bungling by suspensions, demotions and reshuffling. In the municipal government, just this past week, a city councillor was stripped of his portfolio. Also, people protest and demonstrate occasionally and there is no water cannon to intimidate or harm them. The one case so far in Belize of trial without jury involved two young men who were accused of shooting the law partner of the Prime Minister. So that only one person-a Guyanese judge- can decide on the verdict, there was no jury. The accused were convicted. Is this political interference in justice? You decide. By the way, no one in
Belize has been executed since the 1980’s. In Guyana, where senior members of the judiciary and police force have been acting in their positions for years without confirmation, it is the President who will have to confirm their appointment. Imagine when this happens and there is trial without jury. A carrot and stick scenario can emerge and separation of powers between the judiciary and the executive will be compromised. This will lead to control of the judiciary and more dictatorial practices. Remember that justice must not only be served but must also appear to have been served. It is naieve and ignorant to think that politicians do not regularly try to influence the outcome of cases. Guyana’s political development has not evolved sufficiently for trial without jury and fair trial to occur concurrently. If it perchance does happen, it will be a
scatter shot, hit and miss situation without consistency. This can set a terrible precedent since the hits will likely be people who fit a certain profilesocioeconomic, political, racial-and justice will be traversed. Find other options that will not compromise justice to clear up the back log of cases. Finally, I am cognizant that race, gender, religion and other variables among the jury can compromise justice but trial without jury will be premature without constitutional and political reforms. I strongly recommend that the writer, being the lawyer he is, take in the movie “ 12 Angry Men” starring Henry Fonda in order to fully appreciate the merits of trial by jury. This is because I want to give him the benefit of my doubts and hope that he is not just, due to ulterior motives and hidden agendas, finding another way of propping up a dictatorship. Reader
DEAR EDITOR, Since my first letter to you on the state of Paradise Housing Scheme I adopted a wait and see approach as advised by a colleague. So you can imagine my surprise when I heard that the Chief Cooperatives Development Officer is set to call a community meeting sometime in July. This is positive proof that some people have to be pressured before they can do the right thing. At the same time I am wondering what about the promised audit? I only hope that this is not a delaying tactic to cover up any misdeeds. What I really set out to do in this letter is bring to the attention of people the fact that some pictures of the appalling state of Paradise Housing Scheme are now posted on Facebook. I invite everyone to visit Facebook page Focus on Paradise and you will see a nightmare environment which only serves to indict the Chief Cooperatives Officer and the management of Paradise MultiPurpose Cooperative Society. You would have noticed that I deliberately omitted the ‘Development’ from Mr. Abdul-Jabbar’s designation because I do not believe that he himself understands that integral function of his position description. This situation needs an urgent inquiry into the affairs of the Society following the planned audit. I have taken the liberty
of sending along one photograph. It is dishonest for people to go around saying that Mr. Mentore wants the government to take over the cooperative after those same selfish greedy persons allowed the situation to reach such a parlous state. The truth of the matter is that the Chief Cooperatives Officer is not as impartial as he is supposed to be but seems to be part and parcel of the mismanagement of the co-op. A look at those pictures would suggest a lack of pride and reinforces the policy of self-help through
cooperatives because no one can help us if we are unwilling to help ourselves. Why has nothing been done to assist those members who might be financially strapped by providing letters of assurance so that they could access loans to complete their homes? I support the suggestion that there should be a national association of cooperatives since the Cooperatives Officer seems highly incapable of effectively carrying out the functions of his office. I only hope that the meeting that is coming up will not degenerate into the
usual acrimonious name calling and wild accusations. I suggest that the media cover this event to ensure that it is conducted in a fair and impartial manner. The possibilities for developing paradise Housing Scheme are enormous and all that is needed is the will and a committed Chief Cooperatives Development Officer to facilitate development in an impartial and energetic fashion avoiding conflict of interest situations which compromise professionalism. I am disgusted! Carmen Grandison
indifferent/harsh (whichever is their perceived belief) thus harming their assumed public image and ultimately reducing the presumed popularity of the speaker. A groundless phobia. It is appalling to note that these “persons” people – whether they refer to two people, one hundred people, one thousand people or millions of people – consistently use the word “persons.” For example: “Persons eligible for registration...” appears no less than four times in the advertisement. Then from one reporter on the Enmore Martyr’s Day rally, “The crowd had grown to six
hundred persons.” Another example: “Persons desirous of giving blood...” then another news item “Large percentage of persons who want corporal punishment in school.” “The GDF is currently recruiting all interested persons...” “Persons trained in injection safety.” “Trafficking in persons.” “Business persons” “Public spirited persons” are just a few examples of the “persons” epidemic which prevails in Guyana. It is futile to attempt to individualise many people simply by referring to them as “persons”. Simply by saying “Persons with disabilities...” or “Persons with sickle cell...” will not convey the Continued on page 5

The “Persons” Epidemic in Guyana today DEAR EDITOR, There seems to be a popularity contest tied to the “persons” epidemic which is prevalent in the Guyanese society today. Most young Guyanese do not know when to use the word “people” (maybe this stems from lack of knowledge) while the older Guyanese and the more prominent – some vociferous – ones have suddenly been stricken with the phobia that the use of the word “people,” when they refer to more than one person, will relegate the people to whom they refer to a mass of faceless humans which will seem callous/ uncaring/unfeeling/

I received shoddy service from GT&T
DEAR SIR, Permit me space in your newspapers to respond to some comments made by former CEO of GT&T Mr. Yog Mahadeo Re ‘’I have literally taken GT&T to every door’’. While I don’t doubt Mr. Mahadeo’s claim, I have serious misgivings about his management of the telephone company. Mr. Mahadeo might have taken GT&T to more doors and not every door, but the telephone service provided was far from satisfactory. Just to give but one example. I live at Jones town Mahaica. Some time in April heavy breeze blew down a coconut tree in my street thereby damaging both phone and electric wires. I reported same to both companies. The GPL people came within hours and fixed their wires while the GT&T people took a month to fix theirs. In the mean time the wires were lying on the road and people began
stealing same. As a result myself and several neighbours lost our service because our phone wires were cut and stolen by vagrants. I don’t want to go into details about the incompetence of the staff in dealing with the issue. But when Mr. Mahadeo speaks of taking GT&T to every door I am sure he is speaking about the ten/10, FastBall, Jingles & Song Bollywood competition and several other non related telephone events. All of these are good but it hasn’t done enough to inspire the confidence of your customers. Based on the kind of service I have been getting from GT&T, if there was another Service Provider I would have certainly changed my provider. I do hope that the new management takes cognisance of the complaints that have been made and spend time and money in satisfying customers. After all we demand quality service Earle Lambert
Is there Freedom of Speech in Guyana? DEAR EDITOR, I would like to ask whether there is any Freedom of Speech in Guyana? Recently, I have noticed that several websites that are critical of the Guyanese opposition has either become dormant or shut down. On the other hand, several websites and blogs that are critical to the PPP/C administration are operating at full capacity peddling propaganda and unsubstantiated claims. Does freedom of speech apply only to the opposition parties and opposition supporters in Guyana? I believe that there are two sides to a story. For the opposition to forcefully suppress the views of the supporters of the ruling party is somewhat fascist or communist. Guyanese should remember that the Constitution is there for a reason. Guyanese should not be intimidated by anyone just for expressing an opinion. The opposition should play its game fair and desist from intimidating PPP/C supporters from expressing their views. Jamal Patterson
The “Persons” Epidemic... From page 4 impression of kindly concern nor will it boost the popularity of the speaker. Likewise, saying “People with disabilities...” or “People with sickle cell...” will not convey the impression of callous indifference nor will it diminish the popularity of the speaker. Using the word “people” as a collective noun to refer to more than one person is simply upholding the standard of the English language. We have always been taught One person, many people. Period. I now have a vast appreciation for the authors of The People’s National Congress, The People’s Progressive Party, The Working People’s Alliance and ultimately an infinite respect for the wisdom and knowledge of the creator and author of our National Motto: One People, One Nation, One Destiny. The face of domestic abuse
DEAR EDITOR, I am not a professional counsellor, but in the absence of any noticeable public outcry by the recognised institutions providing support for abused victims,[most likely due to a lack of funding] against the most recent homicide as a result of domestic abuse, I feel compelled to pen this letter, in the hope that it will be printed and that at least one life can saved. WHAT IS THE FACE OF DOMESTIC ABUSE? It is not only the face of the abuser or the victim, it is the faces of the grieving children, parents and other relatives and friends of the victim, it is the face of the pastor, who can be able to say; ‘ here lies a good Christian, who loved, honoured and obeyed, in good times and bad, for better or worse, til death.......’, it is the faces of her neighbours and members of her church, who knew her situation and only did so much to help and in hindsight, now say ‘we should have done this or that or the other’. In my opinion, the main problem is many persons, even victims, do not recognise signs of domestic abuse until it is too late, and even if the do, are ignorant of what they can do to help. THE CYCLE OF ABUSE. Domestic abuse follows a typical pattern no matter when it occurs or who is involved, be it men, women, children or the elderly. The cycle repeats itself, and each time, the level of abuse may increase. At each stage, the abuser is in full control of themselves and is working to control and further isolate their victim. It is important to recognise that the victim is never to be blamed and that the abuser is always the one responsible. Six distinct stages make up the cycle of abuse; [i] ABUSE: this can be e m o t i o n a l , physical, sexual, psychological, economic or social. [ii] GUILT: the victim may feel guilty about what they have been accused of doing or not doing, But the accuser does not feel guilty for abusing or hurting their victim. The abuser will apologise, sometimes
profusely, but only because they do nou want to face consequences or be held accountable. [iii] RATIONALIZATION : The abuser makes excuses and blames the victim for his behaviour. e.g. “ If you clean the house i wouldn’t have to hit you,” or, “ If you cook on time, I wouldn’t have to hit you,” or “ If you did not speak to other people, I would not sleep with other men / women. [iv] NORMAL BEHAVIOUR: The abuser may act as though nothing happened, or become thoughtful, charming, loyal and kind, take the victim to dinner, buy gifts and promise to change,... to really change... this time. [v] FANTASY AND PLANNING : Abuse is planned. The abuser is is the actor, producer, director and star of the next time the abuse may occur. This may take weeks as the abuser thinks of what the victim has done “wrong” and how to make them “pay”. The most common accusation is having an affair, and it is always totally impossible to prove that you are not having one. [vi] THE SET-UP : The victim goes out for some legitimate reason and is accused of having an affair.....abuse starts again. WHY DO VICTIMS STAY IN THE RELATIONSHIP? Many may have been raised in a violent home / neighbourhood, and do not view abuse as abnormal or aberrant. many do not realise they can leave. many lack the educational oreconomic resources to survive on their own. Many have little or no community support.....”She like the licks,” or ” he like butter buns” are common comments. Some will be ridiculed by their friends and family for leaving. many believe leaving will show the world the shame they privately feel. Many mistakenly view the failure of the relationship as “their” failure. Some think of their children suffering or being harmed. And many, rightly so fear greater abuse or death. Some confuse sexual acts with acts of love, and jealousy and possessiveness with romantic behaviour, And
many believe if they give their partner unconditional love, they will stop their abuse and return that love....// until it is too late. HOW TO HELP A VICTIM OF ABUSE. [i] Listen to the victim.Never ever blame them and let them know you care. [ii] Give victims emotional support. Tell them : “You don’t deserve this;” “This is not your fault;” and “I believe you”. Remind them of their strengths and abilities and let them know that there is nothing wrong with them. [iii] Let the victim know they are in danger of more abuse and even death. [iv] Contact support groups [eg Help and Shelter] ie if they have funding to help, and ask what they can do. [v] DONT TELL THE VICTIM WHAT TO DO. Instead discuss the options available and allow the victim to find the best solutions. [vi] Help the victim to make a safety plan, to think
through precautions to take care of them selves and kids. * make aa list of the people they can call. * Hide or give someone a bag with a few clothes, money, keys, I.D., documents etc. so they can leave quickly. * Arrange certain signals with friends, neighbours and family with your phone, lights blinds if you need help * contact and make arrangements with family or friends in another region or country. [vii] If abuse is actively occurring, call 911 or nearest police station or Community Police. Get their number!!!! REMEMBER, 75% of victims are seriously injured or killed while leaving or have left their abusive partner. so use extreme caution when this is considered. Police or support groups should give professional help. AND ABUSERS VERY SELDOM CHANGE, THEY USUALLY JUST HIBERNATE. Gregory Holder
DEAR EDITOR, In honour of this lad who has produced some remarkable results at the 2012 Grade Six Assessment and awarded a seat at one of Guyana’s prestigious academic school (Bishop’s High School),I am appealing to the Principle of the school, the Parent Teachers Association and The Ministry of Education to consider and execute the following in his memory: A. During the opening session of the 2012 school term, a minute of silence would be a great gesture with
his parents in attendance. B. The parents should be presented with a school badge and tie of The Bishop’s High School as a token for Shemar’s sterling performance. C. A photo image of Shemar Success should grace the wall of The Bishop’s High school. T.Pemberton

300 Cuban trained doctors Ministry to open maternal to return before year end waiting home in Region Five The local health care system is to receive a shot in the arm with the arrival of 300 Cuban trained doctors before the end of the year, under the medical assistance agreement between Guyana and Cuba. This was disclosed by Health Minister Dr. Bheri Ramsaran. In an invited comment last Friday the Minister told this publication that he is hoping that the doctors arrive sooner than later, since the health system is in need of more medical practitioners. He added that this initiative is being spearheaded by the Ministries of Health and the Public Service. Ramsaran said once the doctors arrive from Cuba they will be under the control of the Health Ministry. Ramsaran said that upon the arrival of these physicians they will be placed at the Georgetown Public Hospital Corporation, Leonora, Suddie, Mahaicony and Port Mourant Hospitals for a period of 18 months for evaluation. During the 18 months, they will be given institutional registration to practice and if they are successful at the end of their stint, they will be given full registration to practice and will be incorporated into the larger system since it will be established that they are
Captain Nigel Langhorne (left) and Captain Esan Reid were among a previous batch of Cuban trained doctors capable to function without supervision. The Health Minister added that for those doctors who are not successful at the end of the 18 months, they will remain in institutions until their supervisors are fully confident that they have the relevant experience to function on their own. He said it is with hope that with the arrival of this large batch, the Health Ministry would be in a position to deliver better care to Guyanese.
Among some of the physicians that will be supervising the Cuban trained specialists are Dr. Madan Rambaran, Dr. Ramsundar Doobay and Dr. Sheik Amir, all of whom are from the Georgetown Public Hospital Corporation. Ramsaran went on to state that a number of these Cuban doctors will subsequently be sent to various countries for specialized training in a specific medical field.
Abena Rockcliffe The Ministry of Health, in its continued quest to further decrease maternal mortality and stillbirths, will be opening a maternal waiting home in Region Five to facilitate high risk pregnancies and expecting women who may be dwelling far distances away from Hospitals. Health Minister, Bheri Ramsaran, yesterday disclosed that his Ministry has plans to open a facility of this sort in every region. However, works for Region Five are already in motion. Ramsaran said that the initiative is all part of promoting indigenous health. The Minister opined that maternal deaths, in many instances, occur because of patients’ delay in going to the hospital despite knowledge of their complications. He said that some mothers are warned that if they are to become impregnated following a complicated delivery, the pregnancy can be deemed “high risk...but they still go ahead”. Further, he noted that those women are advised not to have babies in a close duration since it can be detrimental. However, “they wait until they begin to haemorrhage then go to the hospital” said Ramsaran. The Minister said that expecting women, who notice
complications like spotting and severe pains, can go to the Region Five facility. He informed that the country has already seen two maternal waiting homes; one is within the Amerindian Hostel situated in Georgetown, and the other at Suddie, Essequibo. The Georgetown facility has been in existence since last year and is equipped with 16 beds while the one at Suddie has six. Suddie’s facility has been functional since last March. The Minister did not specify how soon the Region Five project is expected to be completed. However, he said that his Ministry is awaiting correspondence from the region before commencing practical works. Ramsaran disclosed that the initiative is supported by the Ministries of Health, Amerindian Affairs, Local Government and United Nations Population Fund. Maternal mortality has been an issue of concern within the media over the last few years, as the number of reported cases, has increased in comparison to a decade ago. Recently, Ramsaran said that there is no cause for concern because the number of maternal deaths at this time is on par with the figure for last year. In 2010, there has been a spate of maternal deaths. The
Victim of Maternal Death: Francesca Daly records would show that about 30 per cent of the women who went to the Skeldon Hospital to give birth died during the latter quarter of the year. Skeldon was not alone as Linden, where the government spent millions of dollars to build a brand new hospital that would have been the main referral hospital in that corner of the country, had a few too many cases. Georgetown Hospital also had its share of maternal deaths. However, Ramsaran on Friday assured that Guyana will see fewer cases of maternal mortality as the Ministry continues to work feverishly to minimize such cases.
CHEC conceptualizing proposal for Guyana ... From page 2 economic activity according to Ramotar, with “our neighbours, along with making Guyana a more attractive destination for investors seeking to penetrate the continental market.” In relation to the Deep Water Harbour, Tang told media operatives on Thursday last that, “We are interested
but we cannot have any conclusions at this moment… at this moment a Deep Water Harbour is just a concept… that needs to go through engineering work – no negotiation…We haven't officially proposed.” In an opening address at the Third China-Caribbean Economic and Trade Cooperation Forum held sometime back in Trinidad and Tobago, the Chinese VicePremier, Wang Qishan, announced several steps which his country will take to consolidate its already considerable influence in the Car-
ibbean region. Among measures announced is a US$1B loan to Caribbean countries to support local economic development and US$1M donation to the CARICOM Development Fund. Among some of the other support measures that China extended to the Caribbean Region includes increased Caribbean exports to China, the provision of resources to boost agriculture and fisheries as well as support for the development of alternative, small-scale energy projects such as solar power. One condition for the loans that are being made available to the region is the fact that Chinese Companies have to be selected for the execution of the projects for
which Chinese money is being provided. Guyana has over the years been exploring the construction of a Deep Water Harbour and had even collaborated with the Indian Government where a feasibility study was conducted. That study had indicated the port should be built in the Berbice region since the water has the necessary depth and the area is not congested. Meetings were held with the Maritime Administration Department (MARAD), private terminal operators and shipping agencies to gather information for the study. In addition, aerial and site visits were carried out to collect information for further analysis.

Enormous space for improvement in engineering sector Minister of Public Works and Transport Robeson Benn has urged the Guyana Association of Professional Engineers (GAPE) to ensure that it issues standards and rules for engineers to follow in order to maintain quality and professionalism in the field of Engineering. The Minister was at the time delivering the feature address at the 44th GAPE Anniversary Dinner which was held at Duke Lodge, Kingston on Saturday evening. He emphasized that the GAPE needs to play a role in reviews done by engineers, presentation of papers, seminars which could assist in developing the fraternity. However, there is also the need of reviewing the Engineering Act to establish a council for the oversight of the engineering industry, firms, and the conduct and development of the fraternity. “This Act needs stimulus and energy to get things going.” He also noted that Government engineers must set standards in which the private engineers should follow or aim for, since this would establish the rates at which works should be done. “Government should always want to have and maintain the best standards in the sector along with the best engineers. What is important is not how much you get paid but delivering a good report that can withstand the test of time.” Benn further noted that engineers must comply with applicable laws and avoid fraud and dishonesty, in the pursuit to please contractors. They must not assist anyone in unlawful or unethical practices. Minister Benn said Guyana is on a developing path and should not be compared to other countries in the Caribbean since these countries have various systems that have developed their infrastructure and Guyana is in its own stage. He explained that the amount of infrastructure Guyana has to maintain, although it is a developing large country with a low population base, is enormous compared to other countries per capita. Benn noted that some engineers may complain about mud, the weather and other factors that delay projects, however, these are the things that come with the field of engineering, and as such engineers must learn how to work with or around such situations to complete their various tasks. “I complain with my engineers sometimes that when we have overruns, we talk about rain and mud and all of those things, but I have also said to them these are the
- Minister Benn
Minister of Public Works and Transport, Robeson Benn things we play with. We have to learn how to work with water and with the rain with the mud and all of those things; because we recognized that we are working in soft sediments so our approach has to be to find the ways and proper approaches to deal with those materials in those situations,” Benn noted. “First we have to admit that we are not at the level we are supposed to be at and we should not be satisfied the way we do things, we should never consider that we are satisfied, and we have to recognize the way we do things now is fairly poor and there is a large opportunity and challenge to make enormous improvements.” Adding that contractors should learn how to manage people and time for all projects, Minister Benn explained that there have been discussions with some
contractors who claim to run into problems with projects, and one of the things discerned is that to some extent, not many of them are focused on the job of contracting and managing as an engineering business. “Of course there is the claim that sometimes if you give a large advance which is 40% of whatever the contract sum, and then you get a little start up, then nothing happens for months, maybe something else is happening with the money, and this is one thing we want to address - how to get our contractors and engineers to focus on their work as a project and a business which will give results,” Benn explained. Adding that contractors should focus on issues relating to their workers’ safety, Benn said that a safe worker is more efficient, dependable and useful. Underscoring that contractors should have persons willing to work at
nights, Benn said there is also the need to train persons to be more efficient in the ways they use materials, prevent workers from recidivism in the use of materials, quality of materials used in projects and delivering projects on time. He continued, “This is a big issue for us in the Ministry of Public Works, but it should also be an issue for the GAPE and for individual engineers working on various projects.” At the event Attorney-atlaw and Engineer Emily Dodson was presented with a certificate of fellowship for her contribution to the profession. Fellowship is the highest grade of membership of the Engineering Institution. It may be awarded if you are or have been engaged in a position of responsibility in the promotion, planning, design, construction, maintenance or management of important engineering work.

GOOD BUT NOT GOOD ENOUGH Uncle Donald may be moving a bit too slow for everyone’s liking. But he is generally doing the right things even if there is a need for him to quicken his pace. The past week saw him deal candidly with the issue of corruption, explaining its effects on the country and why it needed to be clipped. His statement of corruption was halfhearted but nonetheless an important beginning. The President is saying the right things at the right time and he seems to be following up his statements with some action. His statement of corruption was followed almost immediately with announcements that the Chief Executive Officer of the National Communications Network resigned his post following an investigation into alleged financial wrongdoing at the stateowned media company. This is also a good move since it shows a developing culture of individuals standing up and taking managerial responsibility for things over which they were not incriminated but which occurred under their watch. The same thing has happened at the private telephone company where the CEO also resigned following an investigation into alleged lapses at the company. It is good that these things are happening.
The President no doubt is sending a message also that this is what he expects of senior officials of the government and he should be urged, as he did in the case of NCN and with the Mayor and City Council of Georgetown, to also request special investigations into other state-owned media enterprises to ascertain whether there are any irregularities taking place. There were however some disappointments. The first was the eight week suspension of a senior official of NCN who allegedly paid a cheque into his own account. Regardless of the years of service this individual may have provided, it seems contradictory that the Board of the NCN would have accepted the resignation of the CEO, yet sanctioned someone who did something wrong with only a two-month suspension. This is not the sort of action that one was expecting and especially following the sentiments expressed by the President who is also the Minister of Information. One would hope that the Board would revisit this decision or explain the rationale for this tap on the knuckles that it has administered in relation to the investigation that it launched. It is also hoped that the President will launch an investigation into the prequalification process that
has seen a limited number of companies prequalify for a major contract in the health sector. So far there has been no independent assessment of the prequalification process and it is expected that the President will give meaning to his recent talk about corruption and his seriousness in combating it by reviewing the prequalification process to ensure that it is not rigged in favour of or against any company. The President should not allow these issues to hang over his administration. Since he has now publicly indicated that he has nothing to hide, then he should bring out everything in the open and satisfy the public that certain procedures are above board. Perhaps the same local audit firm that conducted the investigation into NCN can examine the prequalification process used to prequalify companies for the supply of medicines in the health sector. The second major disappointment concerns the Marriot Hotel project. Uncle Donald has only taken quarter measures so far. He has said that he is not out to push anyone out of business. But he is yet to justify why over fifty million US dollars should be spent to build a hotel that many believe will become a white elephant and can be constructed for half of this

sum. Uncle Donald can show that he is serious about what he says by asking a foreign audit firm to determine whether the price being proposed for the hotel is inflated because this is one of the serious contentions of critics of the project. The President must also state what steps he is taking to ensure due diligence is
done on the background of those who will be investing in the project. There are serious concerns out there that the wrong money may end up financing this project. Guyana cannot afford any scandal involving the use of tainted funds. More important though is whether the cost is too high for the hotel. The country is tired of
half measures and it is time for Uncle Donald to step up to the plate and show what he is made of. He should go the full way and distance himself from the very things that caused him to be heading a minority government.

Ramkarran’s departure from PPP a Dark Day for Guyana - Ramjattan “It goes to show that the PPP will stop at nothing to cover up the corruption … look at what they did to such a distinguished gentleman,” - Ramjattan “Ramkarran will in the eyes of a great many Guyanese, particularly the Jaganites, be remembered as a decent, clean politician,” - Nagamootoo
“It is a Dark Day in Guyana and its politics, it’s an even darker day for the Peoples Progressive Party (PPP)…It goes to show that the PPP will stop at nothing to cover up the corruption that obviously is there.” This is according to Alliance for Change (AFC) Chairman, Khemraj Ramjattan, who is also a defector and former Central Executive Member of the PPP. He was loud in praise of now former Central Executive Member and party stalwart Ralph Ramkarran who spoke out against corruption recently. Ramkarran is the most recent victim of internal pressures from the ruling political party having been forced to resign after he was openly critical of what he called rampant corruption. The AFC Chairman said that it is heartening to see that there are still some right-
thinking persons in the party but lamented the descent to which it has fallen in its treatment of Ramkarran. He explained that the ruling party finds now itself in one of its gravest indictments thus far. “It’s a serious indictment on the PPP…look at what they did to such a distinguished gentleman like Ramkarran,” Ramjattan asserted. The highest ranking party Executive Member to walk from the PPP prior to Ramkarran is another defector, Moses Nagamootoo. Nagamootoo, like Ramkarran, spent the greater part of his life attached to the PPP. Nagamootoo in the most somber of tones yesterday told this publication that he understands the “mental anguish” that Ramkarran would have been subjected to. He said that the pressure comes from those who he had
described as the ‘wolf-pack.’ According to Nagamootoo the PPP’s ‘wolfpack’ is intolerant of criticism and cannot entertain the idea of a person questioning their transparency and accountability. Nagamootoo told this publication that coming so soon after the “Nagamootoo Tsunami”, Ralph Ramkarran is too big to lose, and he expects that the PPP will soon make him “an indecent proposal.” Nagamootoo told this publication that it must be understood that “Ramkarran will in the eyes of a great many Guyanese, particularly the ‘Jaganites’ be remembered as a decent, clean politician. He said it took a lot of courage on the part of Ramkarran to tender his resignation to a party with which he has been associated for such a long time. “It’s never easy to leave an
Ralph Ramkarran organization to which you have given so much and expect better and to be betrayed in the end,” said Nagamootoo. He said that a lot was expected of Ramkarran and as he looks to the future a lot is still expected from this “giant of a politician.” In a public statement yesterday, Nagamootoo said, “The resignation of Ralph Ramkarran from the PPP comes as no surprise, yet it is of great significance for the struggle for decency in public life and clean and accountable governance in Guyana. Like me, Ralph has been with the

PPP for literally his entire lifetime being the eldest son of one of the founders, “Boysie” Ramkarran. Ralph best represented a moderate outlook for the PPP, and was seen as a compromise candidate to succeed the late Jagans in both the party and state leadership, which was why I backed him in 2010 when I withdrew from the selection proces s f o r a presidential candidate. He was defeated by undemocratic methods and maligned, for taking his concerns about corruption public. This is a cardinal and key “sin”, and it was a matter of time that, like the democrats before, he fell to the axe of the tiny and frightened clique of Stalinists who have hijacked the PPP. They would try to get him back, and would make
him debased offers as his resignation has taken the PPP to a point of detour from which there would be no return. “A luta continua!” Writing in the party’s Mirror Newspaper last month, Ramkarran called corruption “a tax on development, and retards growth and development by a significant degree.” He warned that the Government ought not to wait for more accusations from the Opposition or more allegations in the press and should immediately initiate discussions with one or more international agencies to seek out assistance in dealing with corruption. According to party sources, the move by Ramkarran was triggered by abuses from party insiders (continued on page 18)

HEADS ROLL OVER ARMS Jack Warner of FIFA fame was recently made Minister of National Security in Trinidad and Tobago and, according to a television report, immediately summoned all the heads of the various arms of national security to a meeting. Recognising the mistake I started laughing but found that when I shared the story with other people they took a while to see the humour in it. What this shows is the extent to which we have become inured to journalese or “the artificial or hyperbolic (exaggerated) and sometimes over-abbreviated, language regarded as characteristic of the popular media.” I decided to take the lesson in anatomy further and imagined the news commentary to follow. “Make no bones about it, you’ve got to hand it to Jack for jumping into the job with both feet. It shows that he has the belly for the job since his sole purpose clearly is to put his back into it, keep his ear to the ground, his shoulders to the wheel and his nose to the grindstone. But he has to be on his toes since crime is increasing and his neck will be on the chopping block if he fails. He can’t be weak-kneed and must have the backbone for the job since his butt is on the line.” There are people who cannot stomach Mr. Warner and may even use significantly different anatomical references to describe him but his Ministry is clearly one of the main organs of the state. Not everyone will use the same body parts that I did to describe Jack’s suitability for his new post but a newspaper headline also had the same example of journalese, “Iraqi Head Seeks Arms” and another, “Heads Roll Over Smuggled Arms Deal.” Then there was “Prostitutes Appeal To Pope”. One
commentator said that if little boys appeal to priests why shouldn’t prostitutes appeal to the Pope? “Survivor Of Siamese Twins Join Parents”, “Drunk Gets Nine Months In Violin Case”, “Panda Mating Fails: Veterinarian Takes Over”, “Squad Helps Dog Bite Victim”, “Juvenile Court To Try Shooting Defendant” “Is There A Ring Around Uranus?” and “Lung Cancer In Women Mushrooms” are other examples of the pressures of limited space and tight deadlines on journalists. Headline writers may be excused since the headline goes in after the story and has to conform to whatever space is available, but how do you explain stories like these? The Miami Herald ran the following, “Davie police are searching for a man with a .25caliber semi-automatic handgun to rob a convenience store Wednesday.” The Richmond TimesDispatch included a story about a dump-truck driver who “dropped more than 59,000 pounds of processed human excrement on Interstate 295” and was charged with “failure to contain his load.” This one defied logic. The Port Aransas (Texas) South Jetty ran an article, “No goat was found in the trunk of a vehicle when an officer responded to a complaint on East Avenue G at about 1:20 p.m.” “Wordwatch”, a webbased “plain language guide to punctuation, grammar and writing well”, clarified the relationship between journalese and mixed metaphors, “You can always tell when journalists are getting over-excited (and the sub-editor has gone for a tea break) their metaphors become a little, er, stretched. (To put it kindly). Writing about the less
than spectacular box office performance of Jennifer Aniston’s latest film, Guy Adam opines in the Independent: ‘Six years after the shows 238th and last episode, the culture footprint of “Friends” remains so vast that every one of its stars remains firmly in its shadow.’ Now, I’d quite like to witness the shadow of a footprint, but I’m guessing that the laws of physics (or some other more relevant science) mean that’s not going to happen any time soon.” One of the finest examples of a mixed metaphor is by an Irish Parliamentarian, Boyle Roche, “Mr. Speaker, I smell a rat. I see him forming in the air and darkening the sky. But mark me, sir, I will nip him in the bud.” The Chicago Tribune
(cited by The New Yorker, August 13, 2007) mixed up three different phenomena, “So now what we are dealing with is the rubber meeting the road, and instead of biting the bullet on these issues, we just want to punt.” The Montgomery Advertiser came up with one that misfired, “The mayor has a heart as big as the Sahara for protecting ‘his’ police officers, and that is commendable. Unfortunately, he also often strips his gears by failing to engage the clutch when shifting what emanates from his brain to his mouth. The bullets he fires too often land in his own feet.” It is not often that mixed metaphors and fractured English go together, but in paying tribute to Englishmaven, Richard Lederer,
“People” magazine contributor Richard Sonzski wrote, “Author Richard Lederer doesn’t expect to win any Pullet Surprises for his book; at least not unless there are some exterminating circumstances. After all, Anguished English: An Anthology of Accidental Assaults upon Our Language is really a horse of a different feather—an anthology of unintentional puns, linguistic bloopers, goofs and even Goldwynisms (courtesy of the late film producer Samuel Goldwyn, who once said, ‘This makes me so sore it gets my dandruff up’). The linguistic lummoxes cited by Lederer run the
gauntlet (er, gamut) from newspaper headline editors (“Man Held Over Giant L.A. Brush Fire”) to advertising copywriters, students, signmakers, lawyers, politicians and even church rectors (‘This being Easter Sunday, we will ask Mrs. White to come forward and lay an egg on the altar’).” The moral of this article is that it’s as plain as the egg on your face, once you open a can of worms, they always come home to roost or at the very least go up a tree without a paddle. *Tony Deyal was last seen saying that reducing crime in Trinidad is like trying to thread a needle with a haystack.
Slain teen laid to rest as suspect remains in custody Relatives and friends of Rayaad Khan paid their last respects on Saturday to the 17-year-old lad who was knifed to death in Diamond New Scheme on the East Bank Demerara. Khan was laid to rest according to Muslim rites in the Golden Grove, East Bank Demerara cemetery, following a post mortem examination, which established that he succumbed to shock and haemorrhage due to a stab wound. Meanwhile, the 18-yearold who allegedly stabbed Khan is still in custody. However, police have released his cousin and a young woman whom they had arrested shortly after Khan was slain. Charges are likely this week. Police have received conflicting reports about which youth started the
fracas that ended in Khan’s death. A brief police release stated that Khan and another man were involved in an altercation after taunting each other at around 19:30 hrs on Thursday. Khan was subsequently stabbed to his stomach with a knife. He was pronounced dead on arrival at the Diamond Diagnostic Centre, while the suspect was arrested. Kaieteur News understands that the 18-yearold suspect told detectives that he stabbed Khan after the 17-year-old attacked him. However, the victim’s father said that a cousin who was with his son alleged that some youths grabbed his son while one of them stabbed him. The dispute started on Wednesday and is said to have stemmed from a previous argument over a girl.
Investigators are also trying to ascertain if there is a link between Khan’s death and an incident in which a group of unidentified men fired shots at the suspect’s home. The shots were reportedly discharged by the occupants of a vehicle some 30 minutes after Khan was slain. Some of the windows of the home and a glass case were shattered but no one was injured. The shooting had aroused some suspicions on the part of the police. Deputy Commissioner of Police (Law Enforcement) Seelall Persaud, disclosed that detectives searched the Golden Grove, East Bank Demerara home of the victim’s father Azeem Khan, and also swabbed his hands for traces of gunpowder residue. Mr. Khan owns a licenced
Rayaad Khan firearm. However, Kaieteur News was told that the bullets used in Mr. Khan’s firearm are not of the same caliber as the shells that were found at the scene. Mr. Khan has denied any involvement in the shooting incident and suggested that persons linked to the main suspect committed the act to make police focus on his family.

Guyanese have more access to fish per capita than other countries - Ramsammy tells Fisherfolk
By Leon Suseran The Minister of Agriculture, Dr. Leslie Ramsammy has told fishermen and women that more Guyanese have access to fish per capita as compared with other countries and world standards. He was speaking at annual Fisherfolk Day observances at Rosignol, West Berbice on Friday, which was celebrated under the theme “The role of women in the fishing sector”. According to the Minister, fishing is growing in importance as an export product, “but fishing continues to play its role as we continue to improve the food- security arrangements in our country.” One of the United Nation’s and World Health Organisation’s (WHO) real concern is the accessibility to fishing products for people. “Around the world, the average access to fish in terms of food for people is about 17kilograms of fish per capita (the global access to fish as food)”. The Agriculture Minister said that for Guyana, fish contributes “much more than that because the average Guyanese has access to 58
kilograms of fish per capita on an annual basis more than three times what the global citizens have in terms of their diet and in terms of their food and this demonstrates how important fish is to our people.” However, on the flip-side, there are challenges to the industry, such as the international intrusion to fishing in developed countries. He added that there was an era in Guyana when the international participation increased and began to dominate in terms of deep- sea fishing. He said that Guyana has to protect its fishing resources and “ensure that whilst we continue to open Guyana for investment, our people benefit from the resources...Our fishing resources, marine, inland and aquaculture belong to Guyana and even though we open them up for investment, the Guyanese people must be the true beneficiaries to that resource.” If there are people coming to Guyana, he said, “we have to make sure that they do not take over these resources. Those coming to fish in Guyana must do so within the
legal parameters, such as licensing and permits. More and more people are coming every day for licenses to fish in Guyana’s waters,” he added. He added that Fisherfolk Day is not a day for fisherfolk alone but rather a day for all Guyanese “whether we are engaged in fishing or not, to celebrate the achievements of our fisherfolk” “We have had some rough times, but Guyana does have a story that is worth telling— a country of slaves and indentured labourers, colonial manipulation, have grown up to be an independent, sovereign country.” WOMEN IN FISHING Some fisherfolk, he said, have done well while others continue to struggle. Commenting on the theme of the day’s observances, Ramsammy said that fishing is no longer the exclusive territory of men and boys. “This has been a struggle and also a success story of women and girls, because among many of our fisherfolk, fishing has been a truly genuine family activity...and mostly the men went to sea but fishing has been an
activity of the family.” He recalled how women usually pitched in and assisted their fisherfolk husbands and sons especially when “they [the men] had a little too much [alcohol] or when they were sick.” The real work of the women started when the boats would come in with loads of fish; “men had to repair the nets, the sails, and then it was the time for them to have a good bath and other activities...and the work of the women really started because it was the women who took the catch to the markets and brought the donkey carts and fetched the fish.” Women, he said, play many roles, including being involved in the processing of fish in the fish- processing plants, “and many of these roles only represent an evolution of the roles of
Minister of Agriculture, Dr. Leslie Ramsammy women...it does not represent the emergence of women in the sector; they were always there, their roles are changing and some are becoming entrepreneurs and taking charge.” According to the Agriculture Minister, three per cent of the Gross Domestic Product (GDP) in
Guyana is contributed by fishing and “we already hear how many people are engaged in fishing as employment and making a livelihood— at least 15,000 people are directly or indirectly making their living by fishing.” Ramsammy stated that during the past few years, an average of 17,000 metric tonnes of fish products have been exported by Guyana at a value of about $10B (US$50M). Fishing, he said, is truly, genuinely contributing to our development and to our effort to reduce and eliminate poverty “but it continues to play one of the most important roles in making Guyana a food- secured country— Guyana is one of those developing countries that can boast that we meet the demand for food and we are in fact, a net exporter of food.”
East Coast fire destroys $4M worth in hardware and other supplies The burnt out remains of the store room at Happy Acres, East Coast Demerara.
A fire at Happy Acres, East Coast Demerara on Saturday evening gutted a storeroom leaving close to $4M in damages. According to reports, the fire occurred at around 19:00 hours at lot 138 Happy Acres. Owner of the property Neville Peters told this publication that he was at
home doing some work on his computer when he was alerted by neighbours. Peters occupies a house with his family on another lot which is located in the same compound where the store room was. According to Peters, by the time he reached down into the yard he was also told that
the fire service was already informed. However it took the fire tender which came all the way from Georgetown about an hour and a half to arrive on the scene. “The men did acknowledge that they had some trouble locating the place as they drove around Continued on page 18

The Abigail Column We love each other, but we fight all the time DEARABIGAIL, I’ve been dating my current boyfriend for about 10 months, and we do love each other very much. However, I believe we both want very different things from our relationship, and we fight on a regular basis. We fight about everything from spending time with friends to how we feel we are being treated and so forth. We have a lot of trouble identifying with each other and being considerate of each other’s needs. Should I
move on and accept that we are incompatible, or should we try a new approach? Confused Dear confused, You’re not the only one struggling to sort through whether it makes sense to stay in a relationship. It’s often a big step to acknowledge to others that you’re having relationship troubles, so it’s brave of you to write in. Hopefully, some reflection and conversation with your partner can help you decide what to do. Have you talked with your boyfriend about the situation? It’d be helpful to
know whether you’re on the same page about whether you want to keep the relationship going, whether you see that there are problems, and whether you’re both willing to try to make changes in your behaviour to work things out. If you can figure out what you both want from your relationship, it may be time to move on to talking about how you want your relationship to change. Conflict isn’t always negative, but it’s important to find healthy ways to address it. Avoid accusations. Instead, focus on certain actions and how they made you feel.

SCORPIO (Oct. 24 - Nov. 22) You will be able to contribute a great deal to organizations that you join. You have been stagnating for some time now and you need a change of pace. Enjoy some socializing today.
GEMINI (May 22-June 21) You won't impress anyone by being overly generous. Don't get upset. You may need to make a few alterations to your living arrangements. CANCER (June 22-July 22) You will get upset over trivial matters. This is a great day for a family outing or just a drive. Think about your budget before booking a trip. LEO (July 23-Aug 22) Don't hesitate to talk to your partner about rekindling your relationship. Your stubbornness coupled with your mate's jealousy don't make for a favorable time. You may have difficulties with someone who lives with you. VIRGO (Aug. 23 -Sept. 23) You must lay down ground rules so that you can complete a job. Today is not the day to try to comer people by giving them ultimatums. Responsibilities with respect to older relatives may be a burden.
SAGITTARIUS (Nov. 23 -Dec. 21) Your lover will be annoyed with your participation. This will not be the day to have minor surgery. Opportunities for partnerships are present; but get every detail in writing. CAPRICORN (Dec 22.- Jan. 20) Be wary of those who have overly strong convictions. Join groups of a humanitarian nature. You'll be surprised how much you can accomplish. AQUARIUS (Jan. 21 -Feb. 19) You can learn a great deal more if you listen rather than rant and rave. Your pursuits may end up being fruitless. Concentrate on work and on making money. PISCES (Feb. 20-Mar. 20) Avoid too much discourse with colleagues today. This is a wonderful day to look into courses or hobbies that interest you.

Yesterday was July 1st, which for many Lindeners was certainly not a day to look forward to, but to be viewed with much trepidation and anxiety, because according to the last budget proposal, the Mining Town would no longer be enjoying the subsidy on electricity tariffs. But Lindeners have vowed not to pay ‘a cent

more’, not because they don’t want to, but because they can’t afford to, according to Regional Chairman Sharma Solomon. That sentiment was reiterated by the massive crowd that converged outside the old Guyana Stores building (presently Toucan Call Centre) for the interfaith rally and peaceful protest where several religious leaders prayed for the Town and its people. The Rally came on the heels of Thursday’s protest which saw a huge crowd protesting through the streets of Linden, and later assembling at the Mackenzie Market, where they were addressed by several speakers including Lincoln Lewis and the Regional Chairman. The young, the old and even the infirm braved the sweltering heat and later a heavy downpour, to attend yesterday’s rally. Residents on the Wismar Shore, moved off from the old Palm Tree Cinema Square, and trekked across the Mackenzie/Wismar Bridge, moving at almost snail’s pace. They later met with their counterparts on the Mackenzie shore at Guyana Stores. The crowd was so huge at this point that they formed a massive human barricade,
effectively blocking traffic for almost two hours. Several buses bound for Georgetown had no alternative but to turn back to the park, after the people refused to budge. Even the presence of several police ranks could not deter the people from blocking the traffic. The religious leaders who had by this time taken up their positions and begun to pray, pleaded in vain for the people to “come off the streets”. Several persons were also seen remonstrating with the determined people, including political activist Freddie Kissoon, Gerhard Ramsaroop and Mark Benschop. Apart from the Religious leaders who prayed for “godly intervention”, the massive crowd of concerned residents was addressed by political activist David Hinds and Regional Chairman Sharma Solomon. Hinds emphasized, “You are leading the way. You are leading the way, in what must be our final march to freedom. We’ve suffered too long in this country, and it’s high time that we declare our freedom! And your standing here today is the highest and firmest declaration of freedom and Guyana must see and hear what Linden is doing and join you in this struggle. If we allow them to raise electricity, the next day it will
Ramkarran’s departure... From page 10 following Ramkarran’s comments on the need for the party to address allegations of corruption. On Saturday last, in a one line letter addressed to President Donald Ramotar, who is the party’s General Secretary, Ramkarran said that the resignation is immediate. “I tender my resignation from the Peoples Progressive Party.” It was signed “Yours fraternally, Ralph Ramkarran”. Ramkarran and his family have been around for decades in the party’s hierarchy. He has been with the party since 1962, becoming a
Central Committee member in 1974 and a member of the Central Executive in 1975. He had left Guyana in 1972 to pursue further studies overseas. His father, Boysie Ramkarran, was a founder member of the PPP, having been a member of the Public Affairs Committee, the forerunner of the PPP. Ralph Ramkarran has served two terms as Speaker of National Assembly taking over from Martin Zephyr who was elected Speaker when Derek Jagan died. Ramkarran was one of two persons in the upper level of the party who never worked with government.
be water, and the next day it will be food, and the next day, they will take everything away from us. And if and when we win this electricity, tomorrow we will win back our employment in Linden.” Hinds emphasized that Guyana belongs to all its citizens and as such “all of us should partake in making decisions. When you have people that were elected by 49% of the electorate deciding for Linden that did not vote for them, it is crying in the face of democracy, and you must not allow it to happen. Regional Chairman Sharma Solomon said “I’ve kept my message consistent, it’s not that we’re unwilling to pay, it’s that we’re unable to pay, and unless this government can assure us, where in the economy of Linden, can we find one billion dollars in six months, then we will pay that. If they can’t say that to you, then they can’t justify that to you. Ever since the increased electricity tariff was announced, Lindeners of all ages and every walk of life have acknowledged that they cannot deal with any increase. Yesterday, this position was further solidified by the thousands who turned out at the rally. For several senior citizens who were interviewed by this newspaper the cry was always the same, “How can we afford that on a pension of $10,000? What are we going to eat?” The same refrain was repeated by single parents, who noted that they could hardly pay the current rates. “If we barely making it now, how we gon mek it when they increase? How we gon send we children to school? how dem gon eat?” one woman asked. That sentiment was echoed by many others. Lindeners have collectively vowed to continue to struggle ‘relentlessly ‘against what they consider to be an act of vengeance against them by an “uncaring Government that’s out to punish them”.
East Coast fire destroys $4M worth... From page 16 the area several times.” Peters told this publication that as the fire grew and while he awaited the fire tender he began dousing the building with his garden hose. “My car was parked not far from the building and I manage to remove the car, but we kept hearing the fire tender siren so we had to send a man on a bicycle to bring in the fire truck,” Peters said. Counting his losses, Peters said several pieces of
high end house hold appliances, stationary, clothing and hardware items were stored in the building. “This will be a major setback for my business but I just have to pick up the pieces but the damages could have been avoided if there was a fire station nearby.” The man pointed out that if this continues to be the case there will be a lot of losses as a result of fires. “If the buildings weren’t so spaced out the damages could have been more as you can see the house at the back
got a little damage but what if the fire had spread more,” Peters questioned. As it relates to the possible cause of the fire, Peters said he is at a loss but noted that over the past few weeks the area has been experiencing a fair amount of blackouts and power surges. Meanwhile, the Peters said the fire service has launched an investigation having returned to the burnt out site early yesterday morning to carry out a better inspection.

Woods wins AT&T National, passes Nicklaus for victories (Reuters) - - Tiger Woods overtook Jack Nicklaus in second place on the all-time PGATour winners list when he won the AT&T National tournament at the Congressional Country Club on Sunday. The former world number one captured the 74th PGA Tour event of his career when he shot a final round of twounder-par 69 to finish at eight-under and win by two strokes. His fellow American Bo Van Pelt closed with a 71 to finish outright second, one shot clear of Australian Adam Scott, who charged up the leaderboard with a final round 67. The overnight leader, Zimbabwe’s Brendan de Jonge, fell out of contention when he finished with a 77. As the other challengers faded, only Van Pelt kept in touch with Woods. They went toe-to-toe until a bogey on the 17th hole handed the momentum to Woods.

Guyana let D.C. Jammers off the... From page 22 no time in ceasing the initiative. Stokes landed two big three-pointers that set Jammers off on a run. But Gillis responded with a big baseline jumper from downtown, and then Kanhai finished a lay-up off a steal that cut deficit to one (62-63) with 1:23 left to play in regulation time. Guyana was then gifted with three possessions that Gillis and Kanhai both squandered. It was a spirited effort from the Guyanese, but not enough to overhaul the D.C Jammers. Centre, Alonzo

deep square leg and turned one for four past short fine leg. New Zealand managed to pull things back again, conceding only 26 in the next four overs and dismissing Charles. But Bracewell came back into the attack, and Gayle took toll again, powering consecutive sixes over long-on and reaching his fifty with a slice over extra cover for four. The momentum was to change sides once again when McCullum bowled Gayle after a missed heave and had Lendl Simmons caught at deep square leg to leave West Indies on 124 for 4 after 16 overs. Enter Dwayne
Bravo, after Darren Sammy and before Marlon Samuels. Bravo swung his first ball, from Tim Southee, over wide long-off for six, and hit three more in the next three overs as West Indies took 53 off the last four overs. In hindsight, Bravo needn’t have bothered, given the way New Zealand crumbled against Narine. Struggling to pick him in the face of a tall asking-rate, Martin Guptill skied Narine to extra cover in his first over. Next ball, Rob Nicol walked past a flighted carrom ball to be stumped. New Zealand continued to dig a deeper hole for themselves. Kane

in trailing 2-0 at the break and with their striker Mario Balotelli having an off night, the task looked beyond them. Their midfield playmaker Andrea Pirlo, so impressive in the earlier rounds, was also eclipsed and looked on in tears as Spain collected the trophy at the end. Cruelly for Italy, their plight was not helped when their third substitute Thiago Motta limped off with a hamstring injury just four minutes after coming on, leaving them with just 10 men for the last 30 minutes. Italy had more possession than Spain in the opening half but when they did have a sniff of goal, Iker Casillas maintained his
astonishing record of not conceding a goal in the knockout stage of a tournament for the 10th successive match. The Spain goalkeeper also reached another milestone with a record 100th win for his country. The only other team to claim three successive major titles was Argentina who lifted the Copa America in 1945, 1946 and 1947 when the tournament was held annually. However, that feat pales into insignificance compared to Spain’s achievement such is the pace and the demands of the modern game. Somehow Spain have not only been able to cope with those demands but have risen way above them.

Activities get underway at 09:30hrs when the registration period begins up to 10:00hrs when the first tile would be moved. Prizes would be awarded for the top 3 players and the best player outside of the top 10 rankings. Meanwhile, today’s tournament would be used to select 8 players to contest in the Caribbean Championship slated for the Bank of Guyana Sports Club between August 23rd- 26th next. Reigning team champions, Trinidad and
Tobago is expected to field a strong contingent while Barbados is also expected to add to the competitiveness of the tournament. Former national champion, Fred Collins is currently the Caribbean individual champion and he is keen on retaining that accolade. Officials of the GASP said that they will field a strong team based on the performances of the players in this morning’s tournament. Players are reminded that failure to be at the tournament venue at the stipulated starting time would result in their clocks being activated in their absence. A registration fee of $500 would be collected from each player.

Third Seven Seas/Dr. Chase 50-Mile Cycle Road Race
Williams, DeNobrega, Derouche, Shaw & Naiomi Singh are category winners By Franklin Wilson A hectic weekend for Guyana’s cyclists continued yesterday on the West Demerara when the Third Annual Seven Seas / Dr. Chase 50 Mile Road Race was contested. Emerging as the overall winner was Geron Williams who recently returned from a yet another stint in the United States, the lean looking Williams won an exciting sprint to the line from Robin Persaud, Paul DeNobrega, Raul Leal, Michael Anthony and Orville Hinds (National Senior champion) in that order. In what was the most exciting finish to a road race in recent times, the junior riders continues to maintain an admirable level of consistency as they featured in three of the top six spots. DeNobrega, Leal and Anthony placing first to third in the junior category. Yet again, the top female was Naiomi Singh who continues to out maneuver Marica Dick of Berbice who placed 2nd and Linden’s Hazina Barrett. Yesterday’s event was
very competitive for the most part as the riders were together on the upward journey of the race which started at the Wales Police Station on the West Bank, proceeded to Bushy Park on the East Bank of Essequibo before returning to the Demerara Harbour Bridge for the finish. On the downward journey, Williams, Alonzo Greaves, Persaud, Raynauth Jeffrey (National Junior champion), DeNobrega, Leal, Hinds, Sean Alves, Rastaff O’Selmo, Mark Lewis and Anthony separated themselves from the main pack at Windsor Forest, the rest is now history. Emerging as the top upright cyclist was Walter Derouche who took the win from Hamza Eastman and Keon Thomas in another sprint home. Even the veteran segment of yesterday’s event saw another gripping finish; Talim Shaw took the number one spot, crossing the line ahead of Kennard Lovell and Keith Fernandes. The veterans, upright and female riders turned back at

Ms. Connell in remarks complimented the 60

Guyana let D.C. Jammers off the hook By Edison Jefford If ‘almost’ was translated as an actual occurrence, then Guyana would have won Saturday night at the Cliff Anderson Sports Hall when they took on the Washington D.C Jammers; yes, you are right! The game was actually that close between the established rivals. Guyana almost won, but blew it in the final seconds when three attempted jumpers from beyond the arc failed to find the bottom of the net. Thus, D.C Jammers extended its winning record with a 6562 points win against a Guyana side that held its own in the game. Glen Stokes had 20 points and Joseph Flegler 12 points for the Jammers as Gordon Klaiber and Steffon Farley added eight points apiece. Somehow, Guyana could not find a way to stop guards, Stokes and Flegler from continuously breaking down their defence. Forward Ryan Gullen was at his best, adding a turnaround jumper component to his game to top score for the hosts with 14 points; point guard, Travis Burnett scored 13, shooting guard, Steffon Gillis 12 and Akeem ‘The Dream’ Kanhai 10 points for Guyana. The sombre atmosphere before the game owed to the
an observance of a minute of silence for the late national basketball player Damian Liverpool, who died Friday evening in a motorcycle crash seemed to also dominate the game in the first five minutes. Both teams went scoreless until Stokes signalled his marksman-like accuracy from downtown to open the D.C Jammers’ scoring account. Then, as if belatedly, an intense and competitive contest began to develop against the familiar foes with over three decades of history. Burnett produced backto-back steals with his usual defensive pressure that he fed to Gullen for a 15-footer and a three-point jumper that gave Guyana a 10-4 lead; the first period ended 12-7 with Guyana comfortably in command and D.C Jammers struggling offensively. However, the beginning of the second quarter immediately communicated that the visitors had gotten used to the Sports Hall; the Jammers went on a 13-3 run with Flegler and Klaiber working together in transition to give them a 20-15 lead midway through the period. But Guyana, undaunted by the national snub of having to play in local club Pacesetters’ uniforms as opposed to the national team
uniform (more on this story in subsequent issue) fought back into the game with Kanhai and Gullen finishing unanswered plays to regain the lead. Then it was Showtime; Farley collected a pass from Flegler on the baseline, elevated from about 15 metres off and threw down a twohanded dunk that ‘pasteurised’ Jason Alonzo; the message was clear “in your face”. The Sports Hall was never livelier before the move. Still Guyana was unmoved with Ryan Stephney squeezing his way inside for a layup and Burnett doing the same to close the first half 2824 with Guyana ahead; both teams traded points in the third period with Keron McKenzie dishing a pass to Klaiber for more highlights. Klaiber collected the ball and went aerial for a onehanded dunk that gave patrons much of their monies worth. It was clear that Guyana was not used to that type of aggression, but yet managed to hold on to a 4444 deadlock at the end of the penultimate quarter. Guyana went up early in the last period, but a doubletechnical call against them returned some momentum to the D.C Jammers, who wasted Continued on page 20

Malta Supreme 11-Race Cycle Meet
Persaud chalks up another victory; Alonzo Ambrose takes juvenile race Robin Persaud returned his winnings ways yesterday at the National Park Inner Circuit when he captured the feature School Boys & Invitation 35 Lap race at the Banks DIH Malta Supreme 11 Race Cycle Meet. Persaud, who has been one of the most successful riders at this venue this season, outsprinted Jude Bentley and Raynauth Jeffrey to win the contest in One Hour 20 Minutes 05 Seconds. Albert Philander, Sean Alves and Enzo Matthews closed out the top six positions in that order. Bentley captured four (4) of the eight (8) prime prizes; Jeffrey took two (2) while there was one each for Persaud and Raul Leal. The top three riders, Persaud, Bentley and Jeffrey broke away from the main pack from as early as the 3rd lap and never looked back. Representing Banks DIH at the presentation ceremony was Malta Supreme Brand Manager Clayton McKenzie who complimented all the

young riders. Cycling he said, keeps individuals healthy, fit and also enhances the ability for students to function better with their academics. Also gracing the occasion with his presence was another Banks DIH Manager, Mortimer Stewart, a former National footballer. Stewart also complimented the organizers and the riders for making the event a success. Taking the top spot in the juvenile 10 Lap showdown was Alonzo Ambrose who clocked 20 Minutes 33.91 Seconds. Christopher Hochan placed 2nd and Raul Leal 3rd. Veteran Maurice Fagundes proved that age is just a number and fitness is key to longevity. Shelly Ann Fraser-Pryce A new king was crowned last evening at the National Stadium as Yohan Blake captured the sprint double, winning the men’s 200m title in a time of 19.80 seconds at the JAAA/ Supreme Ventures National Championships. Blake, who earlier beat the Olympic champion Usain Bolt to claim the 100m title, added the longer sprint again beating Bolt, rushing past the taller sprinter on the curve and powering away to victory. Bolt was second in 19.82 seconds while
Warren Weir qualified for his first Olympic Games in third. And Shelly-Ann Fraser-Pryce completed the sprint double posting a blistering personal best of 22.10 seconds to win the women’s 200m title.
