Capacity building, capacity dribbling
“SoIhavenodoubtthatoverthenextfewyearswewill substantively increase our capacity to do that to monitor production.” TheownerofthosewordsisGuyana'schiefoil policymaker, Bharrat Jagdeo. Currently, Guyana produces approximately650,000barrelsofoilperday(bpd)withthe help of ExxonMobil's worldclass technologies. It is an impressive volume for tiny Guyana, and is set to almost doubleby2027,anevenmoreamazingprospect. Common sensedemandsthatanewoilproducingcountrywouldhave monitoring of its daily production as a high priority Production is money, and lost production is lost profits. Monitoring, therefore, isurgent.
According to Jagdeo this much-needed monitoring will happen“overthenextfewyears.” TrustJagdeotocomeup with words that give him broad wiggle room. “Next few years” could be close (2026-27), or as distant as 2033, or beyond. The questions come swiftly and furiously Why did ExxonMobil management respond in that manner, viz., stopping Guyana's audit team? Why was such an action decidedtobenecessary? Whatistheretohide? Nigel Hughes inescapable conflict of interest with Exxon
DearEditor, I offer my congratulations to Nigel Hughes, the newly elected AFC Political Leader Mr Hughes has, however, immediately disqualified himself from contesting for the Presidency of Guyana at the forthcoming General and Regional Elections, or for any other political national leadership post, by declaring that he cannot comment on any matter involving Exxon Mobil Guyana, who happentobeaclientofhislawfirmand, worse, byhisownadmission, anumber of other oil companies operating in the oilandgasindustryofGuyana.
Nigel Hughes has tied his own tongue from speaking on any matter withregardtoExxon'sroleandfunction

Mr HughesisreportedbyDemerara Waves in arguing that the issue of him representing Exxon Mobil “only arises if and when I become President or acquire a position of power because, then, I am in a position to influence governmentpolicy”.
Not so, Mr Hughes, because, by being unable to independently address anymatterontheoilandgasindustryon behalf of or representing the people of Guyana, you are in an inexcusable and inescapableconflictofinterest.
Mr Hughes even, unbelievably, goes on to argue that, if elected as President, he will isolate himself from
any decision in relation to oil and gas. Then, may I ask, why would any Guyanese in his or her right mind vote for a Presidential candidate who disqualifies himself from directly add

The plight of the poor
Guyanaisoftenseenasa region outside the typical earthquakezone.ButGuyana has felt earth tremors on two occasions in the past decade. While Guyana also lies outside of the hurricane belt, it has its own natural disasters, including severe flooding and high winds that damage homes and disrupt lives.
As global weather patterns become more extreme, the possibility of a hurricane striking Guyana's Atlanticcoastcannotberuled out It would be quite unwelcomeforthistohappen but from the way climate change is changing weather patterns, nothing should be ruledout.
When natural disasters occur, it is the poor who suffer the most. They are the most vulnerable, with their homes and livelihoods often destroyed. This vulnerability sets back development, furtherentrenchingpoverty
Twenty years ago, Hurricane Ivan devastated Grenada, leaving it in ruins.
But within a few years, the country was rebuilt This year, those affected by Hurricane Beryl will similarly rebuild. However, whilethebroadercommunity will move on and move forward, thepoorwillbeleft behind, continuingtobearthe brunt of the disaster's lasting impact, as their limited resources and vulnerabilities make recovery an ongoing struggle.
Guyana must learn from the hurricane disasters that have struck our sister Caribbean States These
nations have faced massive destruction, and their recoveryeffortshighlightthe severeimpactonthepoor.By studying these events, Guyanacanbetterpreparefor potentialdisasters.
Recovery from natural disasters in Guyana is not as resilient as it is in other Caribbean nations, due to several critical factors that
i m p e d e r a p i d a n d comprehensive rebuilding efforts Firstly, Guyana's economic infrastructure is less diversified and less robust compared to many of itsCaribbeanneighbors. This limitsitscapacitytomobilize resources quickly and effectivelyintheaftermathof a disaster The country's dependence on a narrow rangeofindustries, primarily agriculture and mining, meansthatanydisruptioncan have a disproportionately large impact on the national economy, making recovery slowerandmorechallenging.
Much of the population lives in low-lying coastal areas prone to flooding, and the existing infrastructure is ofteninadequatetowithstand severe weather events
UnlikesomeotherCaribbean nations that have invested heavily in disaster preparedness and resilient infrastructure, Guyana's infrastructure development has lagged behind. This gap means that when disasters strike, the damage is more extensive, and the recovery process is more prolonged andcostly
It is crucial to recognize that in natural disasters, the poor bear the brunt of the
damage. This understanding shoulddriveourpoliciesand disaster preparedness strategies.
W h e n G u y a n a experienced its worst floods in 2005, 2015, and 2021, it was the poor who suffered the most.Their homes, often the least structurally sound, werethefirsttobeinundated.
The current mosquito infestation and dengue fever o u t b r e a k a l s o disproportionately affect the poor They often live in conditions that facilitate the spread of diseases The country's vector control measures do not appear to have been stepped up at all. But this is because the rich have not been as affected by this infestation as has been the poor It is only when the interests of the rich are affected that we see hurried action on the part of the government.
Therisingcostoflivingis another issue that hits the poor hardest. Half the year has passed, and the government has yet to implement measures to spend the billions set aside for cost-of-living relief. This delayisscandalous.
Thepoorneedimmediate assistance to cope with increasing prices for basic n e c e s s i t i e s T h e government's slow response exacerbates their suffering. Govt. engages GGDMA on call clamp down on illegal mining, shops
Monday said that the governmenthasmetwiththe mining body following its call for illegal mining, and shops in mining districts to be shut down The
GGDMAis of the view that if the government wants to eradicate gold smuggling, it must first address the illegal practices taking place in Guyana’sminingdistricts.
The President of the
GGDMA and other executives were engaged over the weekend following a call for more support to curb illegal mining and smuggling in the sector, GGDMA stated before adding “The Government says that in addition to already existing measures there will be ramped up effortstodealwiththeissues highlighted.”
Some of the measures, according to GGDMA, include; “Identifying and regularizing specific areas that will be designated landings in the interior; additional mechanisms to sufficiently address the legitimacy of where persons can conduct the business in support of the mining sector in the mining community; a d d r e s s i n g m o r e aggressively the movement ofitinerantindividualsinthe interior includingshopsand miners.
Additionally, the GGDMA said that “there should be measures to account for persons that are doingbusinessintheinterior, to engage in additional strategic operations in targeting cluster/area that have been reported on raiding- this will include doing sweeps addressing issueswithconflictsoftenure andadditionalsurveillancein relation to entities that are trading in vulnerable minerals”.
“ T h e G G D M A welcomes and will continue toengagetheGovernmentof Guyanatoaddresstherogue elements that sully the operations of the GGMC (GuyanaGeologyandMines Commission),” continued theminingbody
On Saturday, the GGDMA posited that if the government of Guyana wants to stop gold
smuggling, it must start by clamping down on illegal mining, illegal shops (commonly known as bushshops) and the unregulated gold trade in the country’s goldminingdistrict.
“Illegal mining, illegal shops, and the unregulated trading of gold within the interior are the pillars upon which the illicit gold smuggling enterprises survive,” the GGDMA had stated.
The Association blamed the main regulatory body of theGoldSector, theGuyana Geology and Mines Commission (GGMC) for allowing the illegalities to flourish over the years because of its lax enforcement.
GGDMAsaidithasbeen repeatedly calling on the GGMC to step-up its enforcementofthelawsover thelasttenyears.
“Inthepast, therewerea number of gazette areas in the interior where trade could take place, now it is commonpracticeforpersons to set up itinerant trading posts (aka, “landings”) at will”,theminingbodystated before explaining that it has ledtomanybeingset-upand notbeingproperlyregulated.
“… Illegal gold buyers set up shop and buy directly from unethical miners who are willing to sell their productionforhigherprices, free of any paper trail, withoutpayinganyroyalties or taxes,” GGDMA said while adding that “These landings are also hubs for human trafficking, the sale of illegal drugs and weapons”.
GGDMAbelieves that if the government shuts down these illegal activities in the miningareas, thendefinitely the gold declaration will increase.

Hurricane Beryl leaves trail of devastation in southeast Caribbean islands: "The situation is grim"
CBS News- As Hurricane Beryl barreled through the Caribbean Sea on Tuesday, rescue crews in the southeast Caribbean fanned out across the region to determine the extent of the damage that the storm inflicted after making landfall on Carriacou, an island in Grenada, with Category 4 strength.
Three people were reported killed in Grenada and Carriacou and another in St. Vincent and the Grenadines, officials said. Two other deaths were reported in northern Venezuela, where five people are missing, officials said. One fatality in Grenada occurred after a tree fell on a house, Kerryne James, minister of climate resilience, environment and renewable energy, told The Associated Press.
She said the nearby islands of Carriacou and Petit Martinique sustained the greatest damage, with water, food and baby formula a priority.
An emergency team was expected to travel to Carriacou, where Beryl flattened scores of homes and businesses.
"The situation is grim," Grenadian Prime Minister Dickon Mitchell told a news conference Tuesday. "There
is no power, and there is almost complete destruction of homes and buildings on the island. The roads are not passable, and in many instances they are cut off because of the large quantity of debris strewn all over the streets."
Mitchell added: "The possibility that there may be more fatalities remains a grim reality as movement is still highly restricted."
expected to bring life-threatening winds and storm surge to Jamaica, where officials warned residents in floodprone areas to prepare for evacuation.
"I am encouraging all Jamaicans to take the hurricane as a serious threat," Prime Minister Andrew Holness said in a public address late Monday. "It is, however, not a time to panic."

Meanwhile, Ralph Gonsalves, prime minister of St. Vincent and the Grenadines, promised to rebuild the archipelago in a statement early Tuesday. He noted that 90% of homes on Union Island were severely damaged or destroyed, and that "similar levels of devastation" were expected on the islands of Myreau and Canouan.
"Hurricane Beryl has left in its wake immense destruction," Gonsalves said.
Streets from St. Lucia island south to Grenada were strewn with tree limbs, downed power lines and other debris scattered by winds up to 150 mph — just shy of a Category 5. The storm snapped banana trees in half and killed cows that lay in green pastures as if they were sleeping. Homes made of tin and plywood tilted precariously nearby.
"Right now, I'm real heartbroken," said Vichelle Clark King as she surveyed her damaged shop in the Barbadian capital of Bridgetown that was filled with sand and water.
Beryl was forecast to start losing intensity on Tuesday but still be near major hurricane strength when it passes near or over Jamaica early Wednesday, and over or near the Cayman Islands late Wednesday or early Thursday. It is expected to still be a hurricane when it approaches Mexico's Yucatan Peninsula on Thursday night, according to the U.S. National Hurricane Center.
The center said Beryl was
As of Tuesday evening, Beryl was about 125 miles southeast of Isla Beata in the Dominican Republic and 420 miles southeast of Kingston, Jamaica. It had maximum sustained winds of 155 mph and was moving northwest at 22 mph.

The last strong hurricane to hit the southeast Caribbean was Hurricane Ivan 20 years ago, which killed dozens of people in Grenada.
Grenadian resident Roy O'Neale, 77, recalled how he lost his home to Ivan and built back stronger, with his current home sustaining minimal damage from Hurricane Beryl.
"I felt the wind whistling, and then for about two hours straight, it was really, really terrifying at times," he said by phone. "Branches of trees were flying all over the place."

Forecasters had warned of a life-threatening storm surge of up to 9 feet in areas where Beryl made landfall, with 3 to 6 inches of rain for Barbados and nearby islands and possibly 10 inches in some areas, especially in Grenada and the Grenadines.
Beryl strengthened from a tropical depression to a major hurricane in just 42 hours — a feat accomplished only six other times in Atlantic hurricane history, and with Sept. 1 as the earliest previous date, according to hurricane expert Sam Lillo. It also was the earliest (Continuned on page 24)
