Guyana's fourth oil project, Yellowtail could see first oil ahead of its initial 2025 startup ExxonMobil Guyana Limited (EMGL)theoperatoroftheoil-rich Stabroek Block is currently engaged in installation activities offshore to support the deep-water project.
The activity is expected to conclude on September 30, 2024, the Maritime Administration Department (MARAD) informed in an advertisement published in thisnewspaperonWednesday
AccordingtotheNotice,Exxon is utilizing the OSV Normand Installervessel,intheareasituated approximately107.4nauticalmiles (198.9 kilometers) off the Coast of Guyana and covers an area of 25.4 square nautical miles (87.4 square kilometers).
ChiefOperatingOfficer(COO) forHessCorporation,GregHillhad informed shareholders that the project was running way ahead of schedule.
Yellowtail would be the largest oilprojecttocomeonstreamsince thecountrycommencedproduction activities in 2019. The Yellowtail
projectwillbeoperatedbythe'One Guyana' Floating, Production, Storage and Offloading (FPSO) vessel, designed by Dutch shipbuilder, SBM Offshore, to produce 250,000 barrels of oil per day(bpd).
Kaieteur News previously reported that the project will developapproximately925million barrels offshore by drilling approximately 45 to 67 development wells (including production,waterinjection,andgas re-injectionwells).Productionwill continuefor20years.
The US$10B project received government's blessings onApril 1, 2023.
By 2027, Exxon will be producing 1.3 million bpd. Three FPSOs, the Liza Destiny, Liza UnityandProsperityareproducing approximately 640,000 bpd. This means that the fourth project will increase daily capacity to almost 900,000bpd.

( A G ) a n d MinisterofLegal Affairs,AnilNandlall,SCon Tuesday evening disclosed that he is still to write the United States Department of the Treasury for information on the sanctions imposed on two Guyanese businessmen as well as a government official.
TheUSTreasury'sOffice of Foreign Assets Control (OFAC) imposed sanctions on Guyanese billionaire Nazar Mohamed, his son Azruddin Mohamed for a series of corruption –including gold smuggling and the Permanent Secretary (PS) for the Ministry of Labour, Mae Thomas for allegedly misusing her positiontoofferbenefits,like government contracts to the Mohameds.
Last Friday, in a statementissuedbyDr Ashni K. Singh, Senior Minister in the Office of the President with Responsibility for Finance and the Public Service, announced that the US has informed them that the request for information must be sent by Guyana's Attorney General to the U.S.
“Our Government will now submit the request following the process advised We will also continue to pursue, through the appropriate channel, the relevantinformationcovered by the Tax Information ExchangeAgreement.
ThisAgreementprovides for the exchange of information to administer and enforce laws concerning thetaxesspecifiedtherein,to assure the accurate assessment and collection of taxes to prevent fiscal fraud and evasion, and to develop improved information sources for tax matters,” Dr Singhsaid.
However, on Tuesday nightAGNandlalldisclosed, “The question is whether I havecommencedthatcourse ofcommunication.Ihavenot donesoasyetandIexpectto do so before the end of this week.”

bail after attempting to steal air conditioners and copper wires
A 53 year-old man of Craig Street, Campbellville, Georgetown, was placed on $150,000 bail for allegedly stealing two Grey Air Conditioning (A/C) units valued at $300,000 and a quantity of copper metal wires valued at $1,500,000, the total value being $1.8 million.
The defendant, Owen Barker appeared at the Georgetown Magistrates' Court #5 before Magistrate Faith McGusty to answer to the charge of Break and Enter and Larceny The items stolen were the property of the V/C, Peter Daby
The charge states that Barker, on June 29, 2024 at about 12:15h, on Sheriff Street Campbellville, Georgetown stole two air conditioners and a quantity of copper wires valued at a totalof1.8million.
Godfrey Statia wrote to the U S authorities seeking more information about the sanctions.
Dr Singh wrote to the U S Department of the Treasury while the Commissioner General under the ambit of the Tax Information Exchange Agreement between Guyana and the US, has been in contact with the American authorities.
Moreover, United States Ambassador to Guyana, Nicole Theriot on June 14, 2024 on the sideline of an eventattheU.S.Embassyin Georgetown, said the sanctions, are the result of over two and a half years of investigations by U.S. authorities.

Ending teacher's strike was not a solely executive decision
President of the Guyana Teacher's Union (GTU) Dr. Mark Lyte said on Wednesday that the decision to end the strike was not solelytakenbytheexecutive body
Dr Lyte in a live stream via the Union's Facebook page stressed that a decision to either take, or call off an industrialactiondoesnotrest on the voice of a few but ratherthatofthemasses.
“Whenever a decision is taken to have industrial
action or to call off an industrial action it does not restonthevoiceofthefew.It rests on the voice of the majorityandfromwhereIsat and what I heard The feedback I got to the meetingsthatwereconvened Irecognizedthatthevoicefor the strike to come to an end was resounding from the masses,”hesaid
Furthermore, “So the actionthatwastakentobring anendtothestrikewasnota solely executive decision. It
was a decision where we listenedtoallofourmembers in all the counties. We heard what they had to say their concernswereraisedandwe used the opportunity to address those concerns in a veryamicableway.”
According to the GTU President, numerous concerns were taken to the General Council, Officers and Executive Council, hence it was a collectiveand inclusive constitutional decision taken on the behalf
of the general membership after listening extensively to them.
Noting that the decision madesomepersonsunhappy astheywouldhavepreferred to sit it out, Lyte explained that the union always had a listening executive that is interestedinthewelfareofits members hence the decision was taken to return back to theclassroom.
“We returned to the Ministry of Labor with a view to come up with the amicable resolution. What we did was to hear from the rank and file members what theirdesireorwishesareand havingheardfromthoserank and file members, we were able to gain the support of general council and the decision was taken as to the wayforward,”headded.
Itwasreportedlastmonth that the Guyana Teachers Union (GTU) is prepared to meet with the Government through the August holiday period to hammer out teachers'payissues.
Speaking to Kaieteur News, General Secretary of theGTU,CorettaMcDonald explained that while the pay issues remain top of the agenda, the Union will soon

Secretary said that the union is also working its new proposal which will be presented to the Ministry of Education after the terms of resumption are agreed upon.

On June 27, a woman identified as Marcia Carroll reported to police that at around 10:35 hrs. that day she was walking in a northern direction when a man walked up to her from the opposite direction and

Whenitcomestorooting out corruption, the PPPC likestotalkthetalkbutithas failed palpably to walk the walk. Its promise to take stern action against corruption has not been met withthedesiredactions.
A few weeks ago, the Vice President, Bharrat Jagdeo, had explained that the government was
currently examining procedures for compliance and also activities for compliance with the laws. “And let me make it clear if we find that those officers areskirtingtheprovisionsof the law, the procurement law, then there shall be consequences for them,” he wasquotedassaying.
Well, just recently, he was presented with an opportunity to show he and his government is serious about rooting out violations
and deviations from procurement laws and regulations. As reported in this newspaper, the Public Procurement Commission (PPC), after investigating a complaint on the award of a billion dollar contract found irregularities.
This provided the opportunity for the government to keep its promiseaboutseriousaction againstthoseresponsiblefor such violations. But instead,
at last week’s press conference, Jagdeo sought togiveexcuses.
Thegovernment’sfailure totakedecisiveactioninthis instance has created further skepticism about the government’s commitment to transparency and accountability It also highlightsatroublingpattern of unfulfilled promises and raises serious questions about the administration’s dedication to upholding the principles of good governance.
When Vice President Bharrat Jagdeo promised serious action against those who violated procurement laws, there was the expectation that there was goingtofinallybeanattempt to fix the country’s procurement systems and to hold those persons responsible for malfeasance and violations of the proceduresandlaws.
However, instead of announcing sanctions against those responsible Jagdeo went into a long explanation as to what happened without signaling any intended disciplinary action, and this despite the findingsofthePPC.

The government has a responsibility to lead by example and demonstrate thatnooneisabovethelaw. According to project documents seen by this newspaper however, Exxon anticipated an average oil priceofUS$53perbarrel.
Atthisrate,Exxonwould have made US$6.6B on the remaining 125 million

Windfalltaxes
Oil companies operating intheUnitedKingdom(UK) will continue to face 75% taxes on the massive windfall of revenue they are poisedtoreceive.
It was recently revealed that the Chancellor has extended the Energy Profits Levy(EPL),thewindfalltax onUKoilandgasprofits,by ayearto31March2029.
Other states like Germanyin2022introduced a 33% windfall tax on the record shattering profits of oilandgascompanies.
The Indian Government in 2022 also announced that itwouldfurtherbetaxingthe profits of petroleum companies in a decision to move up the windfall tax on crude oil from 9,500 rupees (US$116 49) per ton, to 10,200 Indian rupees (US$125.22)perton.
The energy profits levy have been introduced in several other countries like theUnitedStatesofAmerica (USA), Australia, Canada andMongolia.
Previously, Vice President Bharrat Jagdeo
told reporters that could not be replicated in Guyana since, “we are bound by a PSA (Production Sharing Agreement) with very specific terms on the taxationside.”
Tothisend,hesuggested “if you change the taxation here,it'sconsideredabreach ofthecontract.”
Seeking to draw a distinction between Guyana and the ABC countries, Jagdeo suggested that those companies would have been operating for decades in those jurisdictions and as suchwouldhavecomeunder the standard tax regime for the respective countries withinwhichtheyoperate.
According to the Vice President,insuchasituation, the parliaments of those countries could by way of legislation easily make the changes to institute for exampleawindfalltax.
He was adamant, this is the key reason the same cannotbedoneinGuyana,if theadministrationdidinfact go ahead and make the legislative changes it would beconsideredabreachofthe contract, “we would run afouloftheagreement.”
Itmustbenotedthatboth Exxon and the government havedivertedfromtheterms of the PSA on provisions suchasauditandtheneedto conduct a feasibility study for the utilization of the gas resources, yet the administration continues to make excuses to engage the company for the country to benefit more from its resources.

A 19 year-old labourer from Sophia was remanded after he was found with an unregistered bike and unlicensedfirearm.
Omali Medas appeared at the Georgetown Magistrates' Court #5 before Magistrate FaithMcGustyonWednesday to answer to the charge of possession of an unlicensed firearm.
According to the facts, Medas was apprehended on Monday by police who were on mobile patrol on Regent Street, in the vicinity of Guyoil Gas Station The policeobservedthedefendant sitting on a black and red motor cycle and holding a brownbag.
ItwasdisclosedbyPolice ProsecutorQuincyLaconthat the police ranks acting on information received, learnt that Medas was in possession of a firearm. He was then approached by the police, in
which he proceeded to jump off the motorcycle with the brown bag. Medas began to runeastalongRegentStreet.

Hewasinterceptedbythe police at Camp Street and Regent Streets, Georgetown whereasearchwasconducted on his person. The firearm mentioned was found in the brown bag that he had with him.

PMrevealsbabywhodied atdaycaresuffocated
An autopsy on Wednesday has revealed that the three month-old Kyrie Nelson diedfrom“Suffocation”.
Nelson was reportedly found motionlessaround12:00hrs.onFriday lastinacradleataday-carelocatedin Kaneville, East Bank Demerara (EBD).
He was later pronounced dead by doctors after being rushed to the DiamondDiagnosticCentre.
Policeinvestigationshadrevealed, Nelsonwasfoundmotionlessbyoneof thetwoteachersonduty,withhisface down on a pillow in the cradle at the day care. It was noted too that when they found him he was bleeding from hisnostrils.
Theteachersreportedlywashedthe blood from the baby's face in the kitchenareaandtriedrevivinghimbut tonoavail.Thechild'smotherwasthen informed and he was rushed to the hospital where he was pronounced deadonarrival.
Following his death, the baby's mothertoldpolicethatshetookhimto thedaycarearound08:00hrsonFriday and handed him over to one of the teachersbeforeleavingforwork.That teacherconfirmedthatshedidreceive the child alive and fed him some porridge around 09:00hrs. At around
11:00hrs,sheplacedhimtoliedownin the cradle and left him to attend to anotherchild.Itwasaboutanhourlater when the teacher discovered the child motionless.

Leader of the People's National Congress/ Reform (PNC/R)Aubrey Norton has stated that his party is strong enough to contest the 2025 General and Regional Elections alone if they have to.
During a radio interview on Tuesday, Norton was asked if the PNCR was consideringgoingtothepolls without its coalition partners and he responded, “In politics,younever,saynever, you have to analyze the situation and as it emerges, youmakethedecisions…We are open to coalition but we are a strong enough party if we have to go we can do that.”
Norton was recently reelected as leader of the PNCR. The PNCR is the largest party of the A Partnership for National Unity (APNU), which is made up of other small parties In 2015, APNU joined forces with the Alliance for Change (AFC) and contested the elections together However, in 2022, the AFC broke ties with the Coalition.
The PNC/R leader was asked about a letter from APNU which states that he was invited to a meeting and he never responded, so they wentaheadwiththeelections and he was stricken as ChairmanoftheAPNU.

Man shot in the head while asleep
(Trinidad Express)BUCHANAN Alibocus was shot in the head while he and a male relative slept on a mattress yesterday morning.
The gunman then pointed the weapon at the 34-year-old relative but it did not fire. He told police he heard “a snapping sound”.
Police officers were informed that around 3.30 a.m., a man entered the Manahambre, Princes Town, residence.
Two gunshots were heard before he left through an unsecured doorway.
Uncle Andy Alibocus, who lives downstairs, told reporters that Buchanan “Booky” Alibocus, 28, and other relatives were asleep in the upper portion of the house when the shooting occurred.
He said he heard the gunshots and when he eventually went outside he was told his nephew had been shot.
He said he earlier saw him asleep. Buchanan was on the mattress which was on the floor.
