Ex x o n M o b i l Guyana Limited (EMGL) was grantedaone-yearextension to continue exploring the StabroekBlockin2020after it complained that its exploration programme was affected by the COVID-19 Pandemic.
Financial statements for
the company and CoVenturers, Hess Guyana Exploration Limited and CNOOC Petroleum Guyana Limited have however revealed that the company rackedupanexplorationbill of$20BorUS$100Mduring thatsameperiod.

Moreover, the RO also stated that the number of persons who voted at this year’sCongresswasgreater Alexander had announced following the 2021 Congress that some 1,282 persons voted that compared to the figures he announced this year, 1,300 shows an increase of 18 ballots
Assuch,Alexanderwas asked to justify his position given that there is not a big variation However, Alexander said, “This year, weareinfact,dealingwitha larger number…I said it is largeranditistrue.”
ExxonMobil was initially expected to relinquish (return) a 20% portion of the Stabroek Block to the government of Guyana in 2024. Former President, David Granger however approved an e x t e n s i o n t o t h e relinquishment provision, enabling the company to keep the entire block for an additional year In this respect,Grangerorderedthat the days from the period March 2020 to March 2021 are not counted in assessing elapsed time applicable to theagreement.
TheformerHeadofState gave the extension almost five months after the tumultuous March 2020 General and Regional Elections.Hefurtherordered that the licensees/operator shall present updated work plans detailing mitigation efforts, revised schedules, planned milestones and other information as requestedbygovernment.
The new government
latersaiditwassatisfiedthat the conditions were met to justify the extension. The PPP however refused to share reports detailing how the operator was affected duringthePandemic.
On Thursday, Jagdeo explained, “President Granger in, I think August 2020, just before he left, he gave an extension That document said that they would get the extension, but submitdocumentstous.Soit happened before we assumed office. We then asked them to submit the originalexplorationplanand howitwasaffectedandthey proved to the satisfaction of
theMinistrythattherewasa departure from the original explorationplan.”
The Vice President therefore reasoned that this explains why exploration costs were recorded on the Stabroek Block partners’ financialstatements.
Accordingtohim,“They did do some exploration but it was a more aggressive exploration plan. There was a departure and that is why theextensionwasgiven,but itwasgivenbefore(wetook office), but we concurred with it, that’s why we didn’t makeanissue.”
In addition to Guyana being charged exploration
costsduringthe2020period, the Alliance For Change (AFC) also previously presented documents indicating that Exxon’s operations was Gazetted as an essential service during the Pandemic, therefore permitting oil and gas operations to continue unhindered.
The government however maintains that it does not need to provide evidence to justify the extension it endorsed, allowing the company to continue exploring the oil richblock.
The Stabroek Block which spans 6 6 million acresremainsGuyana’sonly commercial block with over 40discoveriesannouncedto date.
The offshore concession is so massive that it is also equivalent to 600 individual oil blocks. In October this year, Exxon and its partners will have to return 20% or about 120 of those blocks to the State which would not include any of its discoveries.y racked up an exploration bill of $20B or US$100Min2020.
GTU back pedals, agrees to salary negotiations from 2024 onwards
After 75 days of industrial action, theGuyanaTeachers’Union(GTU)and the Ministry of Education on Friday agreed that the 2009- 2023 multi-year proposalputforwardbytheUnionwill beshelvedandfocuswillnowbeplaced on the 2024 and onwards multi-year proposal.
ThiswasannouncedbytheMinistry of Education Friday afternoon. In a statement, the Ministry said that “the conciliation process initiated by the Ministry of Education to engage the Guyana Teachers’Union regarding the timeline for which a multi-year agreement should be agreed upon has cometoanend.”
In the statement, the ministry said thatthebilateraltalkscannowbeginon the proposed 2024 multi-year agreement.
“The Ministry of Education will continue to serve teachers in various ways and continues to have the best interest of teachers at heart,” the ministrystated.
Following the ministry’s announcement, calls were made to GTU’s President Dr Mark Lyte.Those
calls were unanswered However, contact was subsequently made with GeneralSecretaryoftheUnionCoretta McDonald who described the agreement as “a land slide victory for not only the Guyana Teacher’s Union, but, forTrade Unions in general where there were threats of cutting the teacher’s salaries and all kinds of things.”
Asked to elaborate, McDonald said that she views the agreement with ministry as a win. She explained that despite taking industrial action for 75 daysandevenapproachingthecourtfor assistance, the Union has won and the teachers ought to be proud of their efforts.
“This is actually a win for the Guyana Teacher’s Union, because you andIknowthattheentiresystemacross this country was interrupted The ministry had to scale down on all of its programmesbecauseteacherswerenot inschoolandtothatendIwanttoextend our heartfelt thanks to our members all across this country, to the parent who have been supporting us and the civil society in general who have been
supporting us throughout that ordeal,” theGeneralSecretarystated.
McDonald said too that in negotiationsthereisawinnerandaloser andsometimes,thosewhoappeartobe on the back foot take longer to emerge victorious.
Further, the Union representative said that throughout the discussions withtheministry,themembershipofthe GTU was thoroughly informed and consulted.
She said given the ministry’s posture,thereisareadinesstoworkwith the Union to find amicable solutions to the challenges outlined during the prolonged industrial action which resulted in schools being significantly affected andtheministryevencancellingtheend oftermexaminationsduetotheabsence ofteachersatschoolsacrossthecountry

It was a foregone conclusion that Aubrey Norton wouldbereturnedasleaderofthePeople’sNational Congress Reform (PNCR). The party’s Congress merelyservedastheofficialstampofapprovaltoconclude thatsensitivebusiness. Frankly,thememberswhostepped forward as challengers for the top position were never reallyseenassignificantthreats,nevergotofftheground. NowNortonistheoneappointedtoleadthewayforward, andhehasalotonhishands.
Hehasbeengivenaclearmandate,despiteconsiderable misgivingsabouthisfortitude. Hehasbeenslowoutofthe blocks,seeminglyweigheddownbytheinfightingthathas limited his capacity to build a viable team to be a potent forceinGuyana’svolatilepoliticalenvironment. Acrucial election is on the cards, and unless he has the strongest element of trust in his comrades, his concentration on the juggernaut that hangs over Guyana would be less than optimal. Mr Nortonhimselfhasbeenastudyintheunsure, aleaderfeelingfortherightwordstoinspirehislisteners,to confirmthathehaswhatittakes,andthathewillfightfor Guyanese. Whether he agrees or not is irrelevant, but the greatoilwealthofGuyanaisthekeytomakinggoodonall thosepromisesmadeathisparty’sCongress.
Heshunsfrombeingathisfullestpoweronthisnational patrimony, and he strains his leadership credentials. He ducks from taking the stand that Guyanese need on this wealth, then he damages his prospects, his standing, his readiness for fearless leadership. From the PNCR Congress, and in his opening address, Norton hit some of therightnotesonsomeoftheissuesthatplaguethelifeof citizenshailedastherichestintheworld.
Extremechildpovertywasone,costoflivingstruggles another, inequitable distribution of resources still another, and infrastructure imbalance among a host of concerning issues. There is every agreement with the Opposition Leaderthatchildrenbeggingonthestreetsandtheblinding cronyismoftherulingPPPCGovernmentiscripplingthis country,andthespiritofitspeoples. Someoftheseissues aresochronicthattorepeatthemandthendonothingabout them(besidesposturing)istantamounttoacrime. Itistime thattheteasingofcitizens,oftoyingwiththeirhopes,and takingthemforgrantedcease.
All things being equal, gold is helpful but will only carry a few Similarly, agriculture, as much as it could contribute, does have its limits in the national scheme. Ifnot,thenallthetroublingareas of bad governance that he pinpointed would go a begging from a lack of the kind of resources to change the way things are. He cannot hedge, he cannot continue to split hairsonthispatrimony.
It is the inheritance of Guyanese that hold what is requiredtoliftallGuyanesetothedifferentstatethatthey deserve,butwhichhasbeensadlydenied.
MorefromExxonMobilfortheoilofGuyanesemeans moreforalltheprogramsthatheidentifiedasbeingindire need of correction. Oil is money and money means the benefitsthatmustcometoGuyanese.
The money, in whatever form, must be wrested from ExxonMobil,anditwillnotbeeasy Nortoneithercomes tothisfatefulpass,orwhatheisdoingisidenticaltowhat hispoliticalopponentsinthePPPCGovernment,aredoing. Preventing corruption in public procurement RequiresAComprehensiveApproach

PNC, Nigel Hughes and 2025 elections

As I look at the reports and letters in the major newspapers in Guyana on the recently concluded congress of each of the two keyoppositionpartiesinthe country, the PNCR and the AFC, it seems unlikely that either of these parties or a coalition of the two will be able to replace the PPP in governmentin2025,despite claims against the government of corruption and mismanagement of the economy
In relation to the PNCR, theStabroekNewseditorial, c a p t i o n e d “ P N C R Congress”, June 30, 2024, notes that, in not acknowledging and addressing attempts to falsify the Region 4 results in the 2020 national elections and its subsequent actions, “its credibility (is) seriously compromised where the larger society is concerned”. Further, the editorial points out “ConsideringthatAPNUhas been so insistent about the integrity of the national voters’list, it is strange that Mr Norton has been so insouciant about his own party’s membership list”, a questionable list controlled by him and causing his two competitors to withdraw their candidacy from the recentleadershipcontest.
Kaieteur News in its “Dem Boys Seh” column of July2,2024,offersasimilar take on the matter but reporting it in Creolese (Guyanese Creole). It states “Anybody coulda stand up and (at) the Pee N Cee Congress and seh, “Look, wemessup.Wesorry…But nah, dem nah do dat… De whole country watchin’, waitin’, wonderin’ wah gon happen. But dem boys from Pee N Cee, dem nah budge. Dem stand firm in de wrong”.
Atthistimeitisdifficult to disagree with the conclusion in the Stabroek Newseditorialregardingthe PNCR: “It can only be remarked that not having come to terms with the events of 2020, and now withthedisorderintheparty withaccusationsofalackof accountability, democracy and transparency, the likelihoodofitcomingback to government in any form seems more remote than ever”.
In relation to the AFC, prominent Attorney, Mr Nigel Hughes, was elected leader and he has elicited strong criticisms from individuals of varying politicalstripesforsayinghe cannot comment on the Exxondealandhewouldnot breaktiesfromhislawfirm–Hughes, Fields and Stoby –
w h i c h r e p r e s e n t s ExxonMobil, unless he is elected to the government.
He is quoted saying “ Right now, I can’t influence government and, therefore, it’s a theoretical conflict…”Amoststinging criticism was carried in a letter in the Kaieteur News of July 2, 2024 by writer Alvin Hamilton under the caption“IsNigelHughesthe ExxonMobil candidate?”
Thefollowingexcerptsfrom Mr Hamilton’s letter are concerning:
“ M r H u g h e s ’ relationship with Exxon is not just a mere association, but it’s a glaring conflict of interest.
His law firm’s office in Houston,Texas, the heart of Exxon’s operations, is a stark reminder of where his loyalties lie…He cannot, in good conscience, position himself as a presidential candidate for the people of G u y a n a w h i l e simultaneously serving Exxon’s interests, even at thisstage…Thesedualroles are fundamentally incompatible and betray the trust of the Guyanese electorate”.
Mr Hughes potential conflict of interest simply adds to the difficulties that theAFCwillbefacinginthe next general election In entering the coalition with
thePNCRdominatedAPNU in2015;thepartybrokeone of its key founding principles, i.e. to remain independent of the two majorparties.
Theningovernment,the party lost its independent voice,functioningasanarm ofthePNCRandsupporting every unpopular action of the government, including the closing of three sugar estates which drove thousands of workers into unemployment; refusal to accept the result of the No ConfidenceVote against the government in December 2019, based on its now leader’s (Mr Hughes’) assertionthat33wasnotthe majority of 65; and supporting the illegal appointment of Justice Patterson as Chairman of GECOM.
In the United States, when the incumbent, President Joe Biden, launched his re-election campaign for 2024, he said to Americans “Do not comparemetotheAlmighty, compare me to the alternative”.
Now it’s questionable if that call will work for Mr Biden.However,inGuyana, such a call by President Ali totheGuyanesepeoplemay workforhimandthePPPin 2025.

Theintensityandsizeof the hurricanes and other climate related disasters are increasing, making it possible for our nation’s security to be at risk in the future.
Given the current disaster in the region it is nowveryopportuneforusto revisit the proposal made to the United Nations via the C l i m a t e C h a n g e Conference.
We must, with a sense of urgency, clearly present our firm position that
requires the United Nations to move forward
w i t h e s t a b l i s h i n g meaningful compensation for the climate services providedbyourforests
In addition, we must also propose the urgent need for the United Nations to establish a fund that will compensate countries if they choose to forsake some of their oil and gas reserves to aid in t h e r e d u c t i o n o f greenhousegasemissions
If the United Nations is unable to reach an acceptable agreement or if they choose not to pursue moving in this direction, then we must do what is responsible and reduce the rate of production of our oil andgassector
This will aid in reducing the emissions in the region and also reduce the negative impactoursectorwillhave on localized climate change
It is a global problem, but the energy gained by thestormsisalsodrivenby what is available, and the increasingamountofenergy being released into our environment in the form of heatneedstobelimited.

Local Govt. Minister and City Mayor in tussle over garbage build-up
Minister of L o c a l Government and Regional Development, Sonia Parag on Thursday firedbackattheGeorgetown Mayor and City Council (M&CC) for its failure to havegarbagecollectedfrom certain communities in the cityforseveralweeks.
Inastatement,theMinister reminded City Mayor Alfred Mentor that “Central Government has never been responsible for garbage collection That is the responsibility of the municipalities and the Local DemocraticOrgans” MinisterParagalsocalled out Opposition Member of Parliament, Coretta McDonald for what she considers to be false statements relative to the responsibility of the Ministry
“This is absolute nonsense,” Minister Parag asserted while noting that “Coretta McDonaldisclearlyastranger to the Municipality Act, and she, like many of her colleagues,isspeakingfroma placeofutterignorance.”
Minister Parag clarified that government subventions are legally designated for municipalcapitalprojects,and not for garbage collection “That is what rates and taxes are for, and those monies are collected and handled by the respective city councils and NDCs (Neighbourhood DemocraticCouncils),notthe

A 24-year-old man lost his life on Friday after he lost control of the motorcycle he was driving and fell in front of a moving car on Princess Street,Georgetown.
Police identified him as Christopher Beckles of NortonStreet,Georgetown.

Vet, Security Guard and Chef nabbed with cocaine
Three men were ar rested by officers of the Customs Anti-Narcotics Unit (CANU) on Thursday after being found with several parcels containing 5.672 kilograms of cocaine.
The officers intercepted a motor vehicle travelling along Vlissengen Road in Georgetown, in which there were three adult males.
The men were identified as 44-year-old Joel Hodge, a security guard of Urquhart Street, North Cummingsburg; 52-year-old Rawle Hoyte, a Chef of Sandy Babb Street, Kitty and 40-year-old Quacy
Joseph, a Veterinarian of 5th Field, Cummings Lodge.
CANU said that upon conducting a search of the vehicle the trio was traveling in, ranks found the five brick-like parcels, and observed that they contained a whitish, powdery substance, suspected to be cocaine.
The trio was subsequently arrested and taken to CANU’s headquarters with the parcels, which were weighed, tested and confirmed to be cocaine.
An investigation is ongoing.
