‘You cannot spend taxpayers without a feasibility study’ - AFC Leader Hughes dollars on major projects
In strong criticism of the government's initiation of major projectsfundedbytaxpayers' dollars, especially those financed by oil proceeds, Alliance for Change (AFC) leader Nigel Hughes has stressed the crucial importance of conducting feasibility studies before undertakingsuchventures.
At his first press conference since assuming leadership of the party, Hughes condemned the Government of Guyana's decision to pursue major projects without adequate feasibilityassessments.
Respondingtoaquestion about the Government embarkingonasecondmajor gas project while the US$2 BillionGas-to-Energy(GTE) project is still to commence, Hughes articulated his concerns, stating, “In this
country we have to legislate because we don't seem to follow international norms. Thereisnomajorprojectthat

Hesaid,“Wearenotsure about future demand for gas although many people believe that it will be replaced, it will still be needed long into the future since it will be a transitional fuel, and therefore the demandwillstillbehigh.”
Notwithstanding the uncertaintyJagdeosaid,“We wanttomonetizethis,sothat we [can] add to the revenue stream that comes from the production of oil, another streamofrevenuethatcomes fromtheutilizationofourgas reserves.”
NRF earned US$86 million in interest in 2023 -AnnualReport
The Natural Resource Fund (NRF) in 2023 generated an interest of US$86 8M, a substantial increase when compared with the returns earned in 2022.
This information is contained in the 2023 NRF Annual Report, tabled in the National Assembly on Monday by the Senior Minister in the Office of the President with responsibility for Finance and the Public Service,Dr AshniSingh.
According to the document seen by this newspaper, “Net return generatedbytheFundtotaled G$18,105 25 million (US$86.84 million) for the year 2023, a substantial i n c r e a s e o f 3 9 6 % (G$14,455 17 / US$69 33 million) over the previous year's level on account of higher interest rates on overnight deposits during 2023.”
An annual portfolio return of 4 824% was achievedbytheFundin2023 compared with 1.581% in 2022.
The 2023 NRF Annual ReportstatesthatBrentcrude oil prices fell by 10.32% during 2023 moving from US$85.91 per barrel at the
startoftheyeartoUS$77.04 per barrel as at the end of December 2023 Further, total barrels of oil produced by Guyana's three Floating Production Storage and Offloading (FPSO) vessels totaled 142 million barrels during 2023 in comparison with 101.41 million barrels for2022.
Notably, as at December 31,2023,theFundaccounted for inflows of US$1.6B during the reporting period, and represented an increase of 13.90% when compared withtheinflowsofUS$1.4B for2022.
These inflows were deposited into the Natural Resource Fund account held at the Federal Reserve Bank of New York, with the exception of two profit oil paymentsfortwoliftswhich occurred in December 2023, totaling US$148.91 million. These payments were received in January and February,2024.
Meanwhile, the report outlines that outflows in the formofwithdrawalsfromthe Fund totaled US$1,002.13 million in 2023, which reflected an increase of 64.92%(US$394.48million) overthepreviousyear'slevel ofU$607.65million.

InvestmentMandate
TheBoardofDirectorsof the Natural Resource Fund on June 26, 2023 approved the Investment Mandate of the Fund. It was determined that the funds would remain inthedepositaccountheldat the Federal Reserve Bank of NewYork earning overnight deposits interest at the prevailing federal funds rate of5.30%.
The Board also agreed thattheBankwillcontinueto monitor the overnight interest rate and inform the Chairman of any changes by the Federal Reserve Bank to consider redeploying cash. As at the financial year end, however, there were no changes to the Investment Mandateasthefederalfunds rate remained within the rangeof5.25%-5.50%.

Jagdeo should be held accountable for corruption
DEAREDITOR, Now that I have completed and delivered on the PNCR‘s internal elections, without any evidential or credible finger pointing at its integrity, for thesecondconsecutivetime, I will spare a moment to expose those who are preindisposed to anything good coming out of the PNCR; and those who cannot help butjudgeanyandeverything bythecorruptethosthathas enveloped the country, which is actually of their making, and the manner of the conduct of business by some of them, a la Jagdeo, Ramson, Gunraj, et al, as I willillustratehereunder Having been unable to discredit the conduct of polling, at the recent PNCR internal elections, they turned to the time span betweenthecloseofpolland thedeclarationoftheresults ofoneaspectoftheelection, the central executive committee members, to maliciously insinuate that there was malfeasance or incompetence. Obviously, they could only insinuate sincethereisnoevidenceto support their contention. Their supposition that the time taken to announce, not to count, the results meant
that mischief was a foot or that incompetence was manifest are baseless conclusionsthatalsoexpose theirdiredesiretopoisonthe minds of the population, although they could present no evidence. That seems to be the nature of politics in Guyana.Theothersidemust be vilified by all means possible and at any cost. According to Jagdeo, “it is thepolitics”.
Here are some facts that exposetheirplot.
1. The PNCR engaged a contractor to conduct its internal election If the contractorfailedinanyform orfashionhowdoesthatadd up to PNCR incompetence and/or inability to run the country?2.Theresultsofthe election of the key PNCR officers were declared the very night of the election. Is that evidence of an incompetentoutfit,atwork?
3. None of the vilifiers w e r e s u ff i c i e n t l y knowledgeable and/or honest about the duration of time that the count actually took. Jagdeo and others spoutedthattheprocesstook six days, in their attempt to justify their “so called” concerns, and in Jagdeo`s, Gunraj s, and Ramson s case, they sought to project
the PPP as a superior outfit since their results were declared in fewer days. The facts be told, the period of thePNCRcountoftheCEC ballots was no more than 36 actualhoursoverathreeday period: Tuesday through Thursday Counting was done for approximately 12 hours on each of those days as opposed to continuous counting as Jagdeo unwittingly disclosed was the approach that Robeson Benn and team adopted for the PPP count. How can a comparison be made between a continuous count over days and 36 hours, not to mention the disparity in the number of persons involvedinthecountandthe factthatactualdelegatesala Benn were the ones who conductedthePPPcount?
ThePNCRcontractor,in termsoftimeandmanpower, efficiently conducted the count,andmoreimportantly conducted a poll that even Jagdeo could not fault, but forhisdevious,mischievous and baseless attempt to insinuate incompetence or malfeasance during the count.
Allthathehassucceeded in doing was to; once again, demonstrate his own intellectual bankruptcy, cheap politicking and malintent.
Jagdeo should be held accountable for the corruption and squander mania that has become the order of the day, under his watch, rather than being allowedtovilifyothersinhis pursuit to retain the reins of government, by any means possible.
4 Their lack of knowledgeand/ormalicious intent was further exposed by their unintelligent contention that if the PNCR ballot count, in 2021, was completed in three day, the period taken in 2024 was s y m p t o m a t i c o f i n c o m p e t e n c e o r wrongdoing. In 2021, the ballots were counted simultaneously across elevenregions.In2024,they werecountedsequentiallyin a central place. There is no basis on which the time taken to count ballots simultaneously across eleven places and one count in one place can be juxtaposed Jagdeo‘s contention exposes his intellectualinadequacy,inas much as it exposes his deviousnatureinhisattempt tovilifyothers.

House passes Fugitive Amendment Bill aimed at combating transnational crime
In a move to boost Guyana's ability to combat transnational crime, the National Assembly on Monday passed amendments totheFugitiveOffendersAct (Cap.10:04).
The Bill amends Section 24 of the Principal Act, expanding the types of documents admissible as evidence in extradition proceedings.
The Bill caters for the inclusion of a record of evidence, encompassing documents, statements, or other evidence identifying and locating the person sought, facts of the case, and relevantlegalprovisions.
The amendments were
approved after Attorney General (AG) and Minister of Legal Affairs, Anil Nandlall, SC presented the billforitssecondreading.
Nandlall told the House that the amendments will augment and bring greater efficiency to Guyana's extraditionproceedings.
“Thisisapositiveregime of amendments It will modernise our extradition law, and enable Guyana as well as other territories to concentrate and collaborate their efforts more efficiently in tackling transnational crime and criminals,” Nandlallsaid.

Police reported that around14:45hrsonMonday, asearchpartyfoundthebody of Seenauth, at about 800 meters in theAtlantic Ocean in the vicinity of Unity Beach. The body surfaced with what appears to be fish bites on the upper and lower lipsandrighteye.

Keir Starmer tells Netanyahu that the UK wishes to continue its ‘vital cooperation’ with Israel.
Aljazeera - The United Kingdom’s new prime minister has emphasised the need for a ceasefire and a two-state solution in calls with Israeli and Palestinian leaders, as Israel has shown no inclination to stop its devastating war that has killed more than 38,000 people.
Keir Starmer told Israeli Prime Minister Benjamin Netanyahu of a “clear and urgent need for a ceasefire, the return of hostages and an immediate increase in the volume of humanitarian aid reaching civilians”.

As the opposition leader, Starmer had been accused of not calling for a ceasefire, taking the same line as Conservative Prime Minister Rishi Sunak. He called for a ceasefire in February after intense public pressure months after opposing a ceasefire resolution in the UK Parliament. He was also accused of denying tickets to some proPalestinian members of the Labour Party, including former party chief Jeremy Corbyn.
At least five pro-Palestinian candidates, including Corbyn, won the elections as independents.
Starmer was widely criticised for saying Israel “has the right” to cut water and electricity supplies to Gaza on an LBC podcast last October. A Labour Party spokesperson denied Starmer justified water and power blockade, saying his comment was in response to a question on Israel’s right to defend itself.
More than 38,000 Palestinians have been killed,
mostly children and women, in the Israeli military offensive launched in the wake of October 7 attacks by Palestinian groups on Israel. More than 87,000 people have been injured and thousands are missing.
According to a statement by the new British government, the prime minister added that “it was also important to ensure the long-term conditions for a two-state solution were in place, including ensuring the Palestinian Authority had the financial means to operate effectively”.
Starmer assured Netanyahu that the UK wishes to continue its “vital cooperation to deter malign threats” with Israel. Netanyahu’s office did not put out a statement after the phone call on Sunday.
Starmer also spoke with Palestinian President Mahmoud Abbas to reiterate the same priorities.
“Discussing the importance of reform, and ensur-
ing international legitimacy for Palestine, the prime minister said that his longstanding policy on recognition to contribute to a peace process had not changed, and it was the undeniable right of Palestinians,” a Downing Street spokesperson told reporters.
According to the Wafa news agency, Abbas emphasised the importance of the UK recognising the State of Palestine.
Palestine has been recognised as a sovereign country by more than 140 countries, with Ireland, Spain and Norway becoming the latest European nations to do so in late May.

The Ministry of H e a l t h h a s recorded close to 9000 cases of Human Immunodeficiency Virus (HIV),majorityofwhichare virallysuppressed,following insistent treatment and intervention taken by the healthsector
Minister of Health, Dr Frank Anthony, made this disclosure on Friday during the national launch of the Lymphatic Filarias is Elimination Campaign for Regions Three and Four, whichwasheldattheCarmel Secondary School, Charlestown.
In its effort to reduce the burdenofinfectiousdiseases, the Health Minister asserted that the Health sector has gone a far way in the treatmentofHIVpatients.
“Once we continue to treat people, it means that they will be living even longer So, you would see that we have around 9,000 people living with HIV but what is remarkable is that most of those people are virallysuppressed,”Minister Anthonysaid.
Virallysuppressedmeans the inability to transfer the virustoanotherpersonwhile the viral load is the measure ofanumberofviralparticles present in HIV in an individual'sbloodstream.

Other races on the cards include the E Class non earner last start & F and lower, the two-year-old
Guyana-bred,theJ&lower, the L Open, and the J/K/L maiden.
All races will be run under the guidance of the Guyana Horse Racing Authority Rules, and races aresubjecttochange.
