A lobby for Dr. Ashni Singh DEAR SIR, He is friendly, urbane and sincere. He has the right balance between standing up for principles and the need for diplomatic compromise. He is much liked and respected by those who worked for him and those who come into contact with him; he has a practical approach to problems. He understands policies in finance, business, economics and commerce; he is driven by a visceral urge to move his country’s economy even when big economies around the world are showing negative growth and others are failing; he is a rational economist even in moments of anguish. Dr. Ashni K. Singh is a man of immense dedication. His personal friends confirm his assiduousness and competent qualities. This gem is a living example of a
truly great public servant. He would stay up many nights to solve critical issues concerning his country’s economy. He knows exactly what to do to stimulate economic activities in a changing environment influenced by big economies and when circumstances look bleak. He has the ability to make fiscal decisions even in situations of escalating global uncertainties. For the past eight years Dr. Singh has maintained constant economic growth and a stable US dollar exchange rate coupled with low inflation rate and financial stability in Guyana’s economy. In 2014 when the US dollar exchange rate was getting out of control. Dr. Singh summoned the large scale gold producers and dealers to a meeting. He wasted no time; he looked like
a man eager to finish his business and achieve his objective. He said, “Gentlemen, thank you for coming, the President spoke highly of your patriotism and contribution to our economy, the situation is that the US dollar is now trading at 215 for one and if you withhold your trading activities it can very well reach 220 for one, with the potential to go even higher. “This will have a negative impact on our economy and will ultimately raise the cost of living by approximately 15% for our citizens. I cannot impose price control because we have a free market policy”. His eyes focused fiercely into our faces. His voice was steady, his appeal and message was convincing. Tackle crime or senselessly lose citizens DEAR EDITOR, As a citizen I am deeply concerned about the crime situation which seems to be spiraling out of control in this dear land of ours. The rate at which crime is increasing is quiet alarming. It is almost two months since the change in Administration and we are still awaiting the strategies which will be implemented to tackle this social problemin our society. I reside in the West Ruimveldt Housing Scheme which is being affected by the surge in criminal activities. Every other night and even in broad daylight individuals are being mugged and beaten by unknown persons. These unknown robbers would
usually traverse areas where people have to frequent to go home. In most of these areas they are no street lighting during the nights. Despite there exists a Police Station nearby, I am of the view that it is understaffed with the necessary law enforcers to deal with the escalating crimes in this community.I believe quicker action is needed by the Ministry of Security to combat and arrest this problem as soon as possible. I am also of the view that there is a need for more officers to frequent not only the West Ruimveldt Community but also other nearby areas where criminal activities are steadily increasing. It is discouraging to know
that you cannot venture out late at nights or even be safe in your own homes because of fear of being robbed and killed by these callous individuals. It seems as though the criminals are no longer afraid of the Lawand have become more blatant with their acts. How much longer must citizens suffer at the hands of these criminals? When will we be guaranteed public safety? Through the column of your newspaper I would like to appeal to the new Minister of Security to act swiftly to implement the crime fighting strategies or else Guyana will continue to senselessly lose its citizens to crime. We need clarification not contradiction!
DEAR EDITOR, We, the concerned residents of Four Miles Community, Port Kaituma, North West District, Region One. Once again seek your assistance in highlighting some serious issues that is adding to our frustration as citizens of this country. As advocates for change and good governance, we feel that investigation, consultation and good communication is very important and necessary especially when it comes to taking over, planning and implementing projects and imposing laws. They mentioned community is home to all six races of this land. With the majority of household having individuals of mixed parentage (acknowledged or not). On August 11, 2010, an occupational survey was done and over 80% of the residents made applications for the individual lease/title to the lands they occupy. A total of $30,000 was paid in this process. Due to the seemingly endless struggle for power between the past chairman, the CDO and the present chairman and what we would deem the suppressive hand of the former government, our applications was placed on hold and the mixed race community was demarked as an Amerindian Village to appease their supporters. Although there are over 160 households, far fewer than 100 members resided here for the 25-years stipulated period. Also, we the concerned residents were never invited to discussions to agree on the other three criteria necessary for this community to be demarked an Amerindian Village. It was imposed upon
us and despite our protest, good sense by administrators did not prevail; we were blatantly ignored. As a result, political and racial tension gripped the community and remains with us even today. Many residents still insist on having the applications they paid to process approved. The demarked status was verbally communicated to residents by Mr. Norman Whittaker prior to the May 11Elections but we are aware that it was not gazetted nor were we issued an official document to support that declaration. Apart from these are the issues of the auditing of community assets which we insist upon since we are aware of countless discrepancies which was highlighted by the concerned residents but, was ignored by the previous government and the quality and authenticity of information being peddle to us through the region by the CDC chairman, Mr. Ellis James and to a few individuals by the Regional MP. Mr. Richard Alleyne. It’s nothing short of contradicting!! With tension mounting even higher and a fear of looming violence in the air, we humbly call upon Ministers Sidney Allicock and Mr. Ronald Bulkan to release authentic information, perhaps via the popular Kaieteur News as it relates to: the status of this community, the status of our applications for land lease/title, the CDC chairperson elections and the national plans proposed for development of this community that we may all have one understanding and point of reference. Suriname lawmakers OK Bouterse’s re-election as president

Yesterday’s action came without even a formal vote: There was no opposition in the 51-member legislature. Bouterse, 69, led his National Democratic Party to victory in late May’s parliamentary elections, but fell short of the required 34seat majority needed to immediately re-elect him as the country’s leader for the next
five years. In recent weeks, Bouterse has been negotiating with smaller parties to get those votes in Parliament. In the end, the splintered opposition did not even bother with putting forth its own candidate. Main opposition leader Chandrikapersad Santokhi said he decided not to stand in the way of his rival’s reelection since the country needs a new government in place “as soon as possible.” During his acceptance speech, Bouterse said Suriname faces “very difficult times.” His next
administration will cut expenses and govern with fewer public workers, he said. “We will have to put the days of carefree spending behind us,” Bouterse said. Suriname’s fragile economy has been increasingly struggling in recent years as prices of key exports, gold and bauxite, have slipped and debt has risen. Yesterday, Bouterse chose 35-year-old Ashwin Adhin, most recently his education minister, as vice president. Bouterse’s swearing-in ceremony is scheduled for Aug. 12.

Iran deal reached, Obama hails step towards ‘more hopeful world’ Reuters - Iran and six major world powers reached a nuclear deal yesterday, capping more than a decade of negotiations with an agreement that could transform the Middle East. U.S. President Barack Obama hailed a step towards a “more hopeful world” and Iran’s President Hassan Rouhani said it proved that “constructive engagement works”. But Israel pledged to do what it could to halt what it called an “historic surrender”. The agreement will now be debated in the U.S. Congress,
but Obama said he would veto any measure to block it. “This deal offers an opportunity to move in a new direction,” Obama said. “We should seize it.” Under the deal, sanctions imposed by the United States, European Union and United Nations will be lifted in return for Iran agreeing long-term curbs on a nuclear programme that the West has suspected was aimed at creating a nuclear bomb. Iran will mothball for at least a decade the majority of its centrifuges used to enrich uranium and sharply reduce
its low-enriched uranium stockpile. The agreement is a political triumph for both Obama, who has long promised to reach out to historic enemies, and Rouhani, a pragmatist elected two years ago on a vow to reduce the isolation of his nation of 80 million people. Both face scepticism from powerful hardliners at home in
nations that referred to each other as “the Great Satan” and a member of the “Axis of Evil”. “Today is the end to acts of tyranny against our nation and the start of cooperation with the world,” Rouhani said in a televised address. “This is a reciprocal deal. If they stick to it, we will. The Iranian nation has always observed its promises and treaties.”

SOMEBODY NEEDS TO HELP When a nation is threatened with the possibility of losing its territory, it cannot stay quiet. It has to speak out against any such threat. Guyana has done this. It is the right thing to do. Guyana had to have spoken out strongly against the threat made by Venezuela. But in as much as a country is expected to assert itself in the face of attempts to dispossess it of its territory, the country also has to consider its interests, including the trade relations
that it may have with the other States. Guyana has significant economic trade ties with Venezuela. It is reported that as much as one-third of Guyana’s rice exports are to that country. The price paid by Venezuela is very generous, far higher than is obtainable in other markets to which Guyana exports. It is these high prices that has allowed for rice production to expand, because while production costs are high, farmers are making some money these
days once the millers are prepared to pay a fair price for paddy. Hundreds of rice farmers and their families are therefore likely to be affected by the decision of Venezuela to cut back on rice imports, and eventually, not continue with the agreement that allows for the export of rice from Guyana to that country. It will be a major blow to the economy and one that should have been predicted. The PPP has made a valid point which should not be ignored. There was no

dialogue going on. The government cannot be blamed for this. The government was always open to dialogue. The President himself had indicated that he was willing to meet with the Venezuelan leader. But given the strong rhetoric on both sides this could not have happened. It is difficult to see it happening now. The ground has to be prepared for dialogue. While politicians may be belligerent, there has to be heads behind the scenes at lower levels trying to open the doors to dialogue. This has not been happening, and it is time for both sides to turn to trusted friends to do this. One person who has enjoyed good friendship with the Venezuelan leadership,
and who has promoted good relations with Venezuela even in times of tensions, has been the former President of Guyana, Bharrat Jagdeo. He may be just the person that Guyana needs to help reopen the rice market. Unfortunately, he is not the favourite of the government and it is not likely to want anything to do with him, more so on the Venezuelan issue, which is a high stakes tussle. But what is to prevent the PPP undertaking its own private attempt to try to bring a resolution to this crisis? In the United States, it is known that congressmen have flown to other countries on private missions and helped to resolve foreign policy issues. There can be little harm in so doing.
The farmers are going to suffer tremendously. The country is going to be affected by any stoppage of rice exports to Venezuela. The economy is going to go into crisis, because the rice was effectively being bartered to pay for fuel, thus allowing for savings in foreign exchange. This is a national issue. The government needs to summon a national forum on this issue. It needs to meet with the PPP on this issue. The PPP should accept this invitation. The PPP should step up to the plate and use its influence to save Guyana.

A goat bit and kicked me outside the AFC office On Monday afternoon, I was in deep conversation with a group of second-tier leaders from the Alliance For Change outside the head office on Railway Line. I was seated between Anil Mohanlall and Carlyle Goring. Next to me were Leon Hunt, Dellon Dalton and David Wren. Suddenly a herd of goats came charging up the road going east. One goat left the group, passed Anil, ignored Carlyle and jumped on me and besmirched my immaculately white shirt. He bit me in my left side, kicked me in my neck region and jumped over my head and dashed up the road Next to the AFC office is a little eatery named Ray’s snackette. The owner,
Raymond, an Ogle airport official and his wife Dawn were in stitches over what they saw. So were Leon Hunt and Carlyle Goring. They were all laughing their head off. Why did the goat bypass, Raymond, Anil, Carlyle, Leon, Dellon and David and seek my company? None of the names mentioned here has the zodiacal sign of Capricorn. I am Capricorn. Capricorn is a goat. The answer as to why he ignored Anil who was closer to him and the rest of the AFC personnel is because he wanted to identify with me. Animals are very sensible and sensitive things. Maybe more sensitive than humans. They have senses that are
stronger than Homo sapiens. Just half an hour before the world’s most destructive tsunami appeared on December 26, 2004 in Indonesia, the monkeys, birds and other species were running away. They knew it was coming. Humans didn’t. The animals saved themselves, but 230,000 humans lost their lives. This impeccably black goat, without even a tinge of another colour on him, knew I was the person more connected to his species than any other person who was sitting on those two benches So what becomes of me now? What happens when goat bite yuh? When I was a baby, a donkey bit my father.
He was a municipal cleaner. In those days, they collected the garbage in a donkey cart. My father spent months in the hospital because he neglected the wound and it became infected and he picked up tetanus. My mom told me a doctor named Kerry performed a miracle to save my father. His home was at the corner of Church and Camp Streets, where now stands the office of GO-Invest. How strange life is. My wife worked for fourteen years at GO-Invest in the very building where Dr. Kerry, who saved my father’s life, once lived As we are on the subject of GO-Invest, I never wrote about an incident that took
place at GO-Invest with my wife. It is worth a tiny mention here so that Guyanese should know what Guyana was like under the Jagdeo/Ramotar cabal. One day someone threw a huge rock at my wife’s head at GO-Invest. Her office faced the road. Her boss, Geoff Da Silva, thought it was a political act and moved my wife from that spot. The PPP Government had few political mandarins who acted professionally and Geoff Da Silva was one of them. I owe him this mention. He protected my wife from the knives of the sadists all because she was Freddie Kissoon’s spouse. When he left to become the Ambassador to Venezuela, that was the end of my wife at GO-Invest. I honestly would recommend this man to the new government. So what is going to happen to me now that I have been bitten by a goat? Goat bites are terrible things. I left my gate opened one day after I went to pick up my wife from work and when I returned, goats bit up all the plants. My wife found it hilarious, but I didn’t. I spent umpteen hours taking
Frederick Kissoon care of those plants. They had powerful memories for me. All were given to me by Boyo Ramsaroop. Boyo played a priceless role in my life. If it wasn’t for him, I would have lived a boring, useless life on Durban Street, Wortmanville. I probably would have died at a young age or ended up in prison. Boyo took me in hand and I never looked back. Today because of those bad goats I only have one plant in my yard that connects me with Boyo Ramaroop. I must confess that although Boyo brought me up in politics, I never shared the emotional excesses he had for the PPP. So will I be a jinxed human from now on? According to Clement Rohee when goat bite yuh, you could never be successful in life. Rohee can go to hell!

Multiple bids opened for $$M sea defences Yesterday’s session at the National Procurement and Tender Administration Board (NPTAB), Ministry of Finance, saw bids being opened for the rehabilitation of sea defences at Bush Lot/ Mahdia, Corentyne, Berbice, Region Six. The engineer’s estimate for the project was $183,726,850.

(Antigua Observer) Hundreds of residents who all claimed they knew the country’s latest road fatality victim personally, gathered on the scene of his death on Sunday evening in shock and disbelief. Troy Pereira, 35, died after he reportedly lost control of his Suzuki GSX motor cycle, license plate number A25099, on which he was travelling west to east on the All Saints Road. Police said the father of two — an eight year-old boy and a three year-old girl — fell from the black motor cycle just opposite his La Pasture home, at about 5:30 pm, making him
the country’s seventh road fatality for 2015. A doctor, who arrived on the scene at about 6:10 pm, pronounced the Guyanese native and former Courts Antigua employee dead. Police say they will continue to investigate the matter. In January, construction worker, 51 year-old Guyanese Murtland Bagot, lost his life on the Sir Sydney Walling Highway after being thrown from a truck, which collided with another vehicle. One month later, 46-yearold Caroline Tobin-JeanBaptiste, also of Guyana, was struck down while crossing All Saints Road.

Jagdeo’s criminal charge…
Magistrate must prove she has authority to hear case A High Court order has interesting questions being asked about the possible implications it could have on other cases. Magistrate Charlyn Artiga presiding at the Whim Magistrate’s Court had already started hearing a private criminal charge against former President Bharrat Jagdeo when the High Court order came down from Justice William Ramlal last month. As a matter of fact, the case had been called three times. In effect, it caused the case at the lower court- the Magistrate’s Court- to be halted. Legal minds are now saying that the precedent set by this case is likely to spark other High Court actions that can see cases before Magistrates being halted. The Order/Rule Nisi of Certiorari is directing Magistrate Artiga to show cause why a Writ/Order of Certiorari should not be issued against her and to quash her decision or ruling in the private criminal proceedings. Attorney-at-law Christopher Ram had filed the
Justice William Ramlal charge against Jagdeo at the Whim Magistrate’s Court, Corentyne, Berbice. The charge is that Jagdeo uttered words causing racial or ethnic hatred, contrary to Section 139 D (1) (a) of the Representation of the People’s Act, Chapter 1:03. Jagdeo’s lawyers applied to the Berbice High Court for the writs and order, contending that the Magistrate’s orders in the case are “irrational,

unreasonable, erroneous, in law and is null, void, and of no legal effect”. Magistrate Artiga, on May 25th, had already started the case, warning if Jagdeo did not turn up, she would be issuing an arrest warrant. He later showed up at that Berbice court, rushing from his Pradoville Two home, East Coast Demerara. Standing in the prisoners’ docks, he was placed on self bail after the charge was read to him. He was also restricted from travelling unless he asked the court’s permission. Jagdeo’s lawyers in late May successfully approached the High Court asking the travel ban be overturned. On Monday, it was announced by Magistrate Artiga that she could not proceed because of the High Court order. She set the matter down for a report on September 23rd. According to court documents from the High Court, Justice Ramlal also ordered an Order Nisi directing the magistrate to show cause why a Rule Nisi of Prohibition should not be issued, directing her from taking any steps in the proceedings on the ground that she has no jurisdiction to inquire into the charge. The lawyers are arguing also that the charge is fundamentally defective and legally invalid and that the continuation of the criminal proceedings is an abuse of the processes of the court. The magistrate now has to show good and sufficient cause why the order of prohibition should not be made absolute. The Berbice High Court matter continues on Friday, July 17 before Justice Sandra Kurtzious. Jagdeo’s case is closely watched as it would be one of a first against a former leader of the country. Ram, in addition to being a lawyer, is an auditor and critic of the previous PPP Government, coming under attacks for his blogs and letters. On June 22, Jagdeo was a no-show at a Berbice court. His lawyers reported him sick. Ram is accusing Jagdeo of breaking the laws when he uttered statements on Sunday March 8 at Babu Jaan. Ram charged that the statements “can result in racial or ethnic violence or hatred among the people”. At the first hearing, Jagdeo’s lawyers had argued that the charge was frivolous, vexatious and without any basis in law. They requested that it be dismissed.

NIS shares in BBCI…
RAM CHOOSES NOT TO TAKE LEGAL ACTION ….says concerns being addressed A t t o r n e y - a t - L a w, Christopher Ram has chosen not to move to the courts over the $950M worth of preferential shares in the Berbice Bridge Company Inc (BBCI) that was dumped by the National Industrial and Commercial Investments Limited (NICIL) over to the National Insurance Scheme (NIS). He made his decision not to go that route during a recent telephone interview with this publication. In May, just before elections, Ram said that he was moving to the court after former Chairman of the NIS Board and NICIL Director, Dr. Roger Luncheon refused to provide him with much needed information about the shares. Initially, Ram had chosen to tread along a different route and had written to Dr. Luncheon seeking information on the transfer of shares for which NIS is receiving no dividends. He did so as he expressed fear of “irreparable financial damage,” to NIS. When Ram wrote Dr. Luncheon, he had requested a response within seven days which would have ended on April 29. However, since Dr. Luncheon refused to respond, the lawyer decided that he would move straight
to the courts. During the recent interview, Ram noted that Dr. Luncheon is no longer the Chairman of NIS and NIS is currently operating without a board. He said that he will not take the new administration to court over this issue noting that “the situation has changed and so I changed my mind about going to court.” The lawyer disclosed that he was informed that the NIS is currently looking at “some issues of which my concerns are a part.” When Ram wrote Dr. Luncheon, he said he was seeking the information in the interest of his clients who are all pensioners. Ram and his clients were concerned about the decision to make investments, since Dr. Luncheon would have been aware that NICIL, the previous owner of the shares, had to forego the dividends. His clients were also concerned that no independent valuation was done before a decision was taken on acquisition of the shares. Ram also inquired about Dr. Luncheon’s conflict of interest since he was Director of NICIL, the seller of the shares and Chairman of NIS, the buyer. Ram wanted a copy of the
Attorney-at-Law, Christopher Ram valuation report based upon which the decision was made to buy shares and evidence that the Directors, in making the decision, took account of the potential or actual loss of approximately $5.5B which the scheme incurred, but is still on its books in relation to the investment in CLICO. NIS remains in deep trouble following its investment in two companies that proved to be financially disastrous. The scheme invested an accumulated $6.5B in the Colonial Life Insurance Company (CLICO) and the BBCI ($5.5B in CLICO and the remainder in BBCI). With CLICO Bahamas in winding-up proceedings, it is still unclear whether Guyana will ever retrieve that money.

This state of affairs is premised on the fact that the Guyana Teachers’ Union (GTU), based on concerns about the promotion p r o c e s s f i l e d f o r, a n d obtained, an injunction preventing the TSC and the Minister of Education r e s p e c t i v e l y, from releasing final lists for the appointments of Principal, Deputy Principal and Heads of Departments. The appointments in question were slated to become effective at the start of the new school year. The GTU, through its lawyer Roysdale Forde, filed the motion on July 10 in the High Court and an injunction was on Monday granted by Chief Justice (ag) Ian Chang, who has ordered the TSC and the Minister of Education, respectively, to assess all applications for the 2015 promotions. They are expected to show cause why the appointments should not be deemed “unlawful, ultra vires, irrational, unreasonable, wholly in excess of jurisdiction, unreasonable, null, void and of no legal effect.” Justice Chang has adjourned the matter to July
— move premised on alleged “breached” appointment process 31 at 13:00 hours. The promotion of teachers, this publication understands, was slated to be released this week. A reliable source told this publication that the GTU’s move to halt the release of the list was p r e m i s e d o n t h e T S C ’s deviation from written rules and regulations that govern the promotion of teachers in the public education system. A source close to the GTU confirmed this development yesterday and intimated that the decision to file the injunction followed a general council meeting which recommended that action be engaged to prevent the TSC from releasing a questionable final list for the promotion of the senior teachers. According to the official, while the rules clearly outline that teachers should be promoted based on a point system, information suggests that this was not adhered to for the promotion of some teachers. The resulting state of affairs was that although some teachers might have scored the highest possible
points, they were refused promotion, because of reports from regional officers or head teachers that they needed more supervision. Moreover, a person with fewer points was instead promoted. “We feel that the process has been breached, so that was one of the issues that was brought up and deliberated on at general council,” said the official, who revealed that the GTU was reportedly apprised of the infraction by its nominee who sits on the TSC. The nominee had reportedly divulged that on several occasions teachers were promoted, even though they were seconded from a school to the Department of Education. “They applied and got promoted over somebody in the school system,” said the official, who pointed out that “the rules clearly states that a person can only be promoted if the term or the period of their secondment has ended.” The concern about the teachers’ appointment comes at a time when the GTU is also calling for the abolishment of school boards.

Two wounded in ‘Turning Point’ shooting Police were last night probing a shooting incident near Arapaima and Jackson Streets, Tucville, that left two men nursing gunshot wounds. One of the victims identified as Ayodele Solomon, 32, of Tucville, was rushed to the hospital by taxi at around 21.00 hrs with a gunshot wound to the back. The other man, identified as Ryan Clementson, 27, of Mocha Arcadia, East Bank Demerara, was shot in the upper right thigh. He was taken to the GPHC in a police van. Kaieteur News understands that Solomon alleged that he was hit by a stray bullet after someone opened fire at another individual. According to reports, Clementson, the other wounded man, took refuge in a nearby trench. Police took him out of the trench and took him to the hospital.

Government should utilize Kallicharran’s cricket expertise DEAR EDITOR, Cricket legend Alvin Kallicharran can be of great use to improving cricket in our homeland after the last decade of conflicts and poor performance among the youths. The former Guyana and West Indies captain dissed the PPP and endorsed the coalition just before the election on the expectation that he will be rewarded with a coaching contract. Other famed cricketers did not endorse any of the parties. Clive Lloyd, for example, did not endorse any party, and received a lucrative government contract as well as a prominent position with the West Indies Cricket Board. It has been two months since the coalition took office and Kalli or Alvin, as we call him, has not been approached for a contract to coach players or manage the national team. He deserves a coaching position and we can use his expertise.
When I was in Trinidad a year ago to conduct a NACTA opinion poll, I met Kalli who was there to meet cricket organizers for a prospective contract to coach. I met him at several locations all by coincidence and we had several exchanges on the state of Guyanese and West Indies cricket. In addition, we reminisced about cricket in Guyana and sporting personalities and games in Port Mourant, our home village as well as on life in the sprawling village. Kalli paid tribute to Uncle Hindu (Inderjeet Ramjee) who he said was responsible for his cricketing success; Uncle Hindu practically underwrote Kalli’s cricket expenses. Kalli also talked about his assault of Dennis Lillee’s fast, deadly bouncers in the 1975 inaugural World Cup as well as during the six tests in Australia during the 1976 tour. Kalli requested my assistance (to speak with

He received a brief stint as a coach; competition for coaching stints is very stiff in T&T. Kalli told me that he wanted to live and coach in Trinidad and I was moved to assist him given he was our hero from Port Mourant, Berbice, Guyana, and West Indies. We virtually worshipped him as teenagers and cricket enthusiasts? Who would not be moved to assist a sporting hero who asked for help? Kalli felt Guyanese cricket and government officials were not very supportive of him. The PPP government, in particular, did not go out of its way to assist and recognize Kalli the way that government did to help Clive
Lloyd and others who were not as outstanding as Kalli in the game. Those who benefited from the PPP government’s largesse did not endorse the party in any election and the party never learned any lesson. Nevertheless, on the issue of a political endorsement, it was surprising to read that Kalli endorsed the coalition for the election even though Kalli’s elder sister was married to the older brother of Moses Nagamootoo. Many people thought that Kalli, native of Port Mourant, home of Jagan who was the founder of the PPP, should have stayed neutral during the campaign. He showed his hand with the hope that the coalition would use his service if it wins. Kalli’s endorsement did help the coalition to win providing a cover and strength for those (especially Indians) who were sitting on the fence to vote coalition. Now that the coalition is firmly in charge of managing the affairs of the nation, it should honour its obligation to Kalli who should be given a contract to coach and or manage cricket the national team. Stewartville goldsmith Ganja charges land acquitted of manslaughter trio before Court Two men were on Monday released on $50,000 bail each after it was alleged that they were caught by the police smoking marijuana. Appearing before Magistrate Judy Latchman were Deo Williams, a bus driver, and Wazeem Edu, a mason, who both denied that on July 11, they were nabbed by lawmen while smoking cannabis. In relation to Williams’ matter, it was stated by the prosecution that on the day in question, around 23:30hrs, the police, acting on information, went to Stone Avenue, Campbellville. The defendant was allegedly seen sitting on a piece of tentest and smoking. Upon seeing the police, the defendant threw the item on the ground. The police retrieved the item which was suspected to be cannabis sativa. Williams was told of the offence, arrested and charged. The defendants were represented by Attorney Paul Fung-a-Fat. Police Inspector, Vishnu Hunt prosecuted the matter and did not oppose to bail for the duo. These two matters will be called again on July 23, for the

Meanwhile, in another case on Monday, a 30-yearold mother of two was released on $100,000 bail after she denied a drug trafficking charge when she appeared before City Magistrate Ann Mc Lennan. The woman, Nadera Persaud, is accused of having 25 grammes of cannabis in her possession on July 11, at Norton Street, Werk-en-Rust for the purpose of trafficking. The defendant’s attorney, Glenn Hanoman, in a compelling bail application, informed the court that bail should be considered for his client because the illegal substance was not found in
her possession. The lawyer said that the drug was concealed in a house in which Persaud occupies along with other persons. He added that there was also a visually-impaired person in the house at the time of the discovery. Hanoman argued that because Persaud was present in the home at the time of the bust, the police arrested and charged her for the offence. Police Corporal Deniro Jones presented the prosecution’s case. Bail was granted to Persaud on the grounds of the multiple occupancy of the home. The matter was adjourned until August 3.
Bramanand Singh, called Dharmendra or Daro, a goldsmith from Lot 57 Middle Street, Stewartville, West Coast Demerara, (WCD) was yesterday acquitted of manslaughter after a mixed jury found him not guilty of the offence. The businessman had been charged with the unlawful killing of his father, Manseh Singh. According to the allegation, Singh had inflicted injuries to his father which resulted in his death sometime between January 27 and 28, 2005 at their Stewartville, West Coast Demerara residence. Last week, a caution statement taken from the accused revealed that he had admitted to an altercation with his father , whom he claimed had stolen a gold ring from his sister-in-law about two to three days before the incident. In his statement, Singh told police that he was intoxicated at the time and was sorry for causing his father the injuries which might have caused his death. Henry was accused of fatally stabbing her partner Wilkinson Halley, called ‘Wilkie,’ to death. However, subsequent to closing submissions by State Counsel Michael Shahoud and Orinthia Schmidt, Justice Gregory noted that the Prosecution failed to provide the court with sufficient evidence to send the matter to the jury for a decision. In light of the circumstances, the judge withdrew the case against Henry setting her free of the indictment.

Barbados PM blasts unions as they prepare for national shutdown this week Daily Nation BRIDGETOWN, Barbados Prime Minister Freundel Stuart has accused the trade union movement of using bullying and blackmail tactics as the National Union of Public Workers (NUPW) and the Barbados Workers’ Union (BWU) prepare to stage an island-wide strike either today or tomorrow. But even before that national shutdown, travel and trade in and out of the island was expected to be affected from yesterday, with unionized workers at the Immigration Department joining those in the Customs Department on a go-slow. That is in addition to Sanitation Service Authority (SSA) employees being off the job since last week. The industrial action, which began last Monday with a protest march through the capital, was sparked by the Barbados Investment and Development Corporation (BIDC) forcibly retiring 10 employees who had reached the age of 60. The BIDC said it had invoked its right under the Statutory Boards (Pensions) Act to retire officers reaching that age but
the NUPW has insisted the move was illegal and is demanding the reinstatement of the workers or that they be paid until the age of 67. After a meeting with hundreds of members, NUPW acting general secretary Roslyn Smith said the union was awaiting final word from the BWU, which has joined in solidarity to protest the “disrespect” which the unions say the labour movement has been dealt, to decide on the exact date. “Phase three of the action is expected to take place shortly. We are awaiting word from our sister union . . . whether it’ll be today or tomorrow for the total shutdown,” she said. “We will not stand for this ongoing slide of disrespect for us,” Smith added as she announced the intensified action and sought to clarify that both the SSA and Customs & Excise Department workers had their own grievances as well. BWU general secretary Toni Moore later confirmed her union’s involvement in the pending shutdown but said a decision has to be taken on which category of employees would be called out. The BWU, which joined in last week’s protest march, is the country’s largest

Gov’t crime strategy a “dog and pony” show - PPP The People’s Progressive Party (PPP) on Monday last took a swipe at the security policy of A Partnership for National Unity/Alliance for Change (APNU+AFC)’s administration, with PPP General Secretary Clement Rohee urging the Minister of Public Security, Khemraj Ramjattan to implement a comprehensive citizen security plan, “as the PPP did while in office”, rather than a “dog and pony” show. Rohee, a former Minister of Home Affairs (now Ministry of Public Security) took the opportunity during yesterday’s press briefing to also direct his barbs at the media, specifically Stabroek News, for a recent article titled “not Guyanese”, stating that the article served to sugar coat the “failings” of the current administration as it related to its crime fighting strategies.
Minister of Public Security Khemraj Ramjattan Rohee also took issue to the article’s description of him as “not so wise”, owing to his criticism of M i n i s t e r R a m j a t t a n ’s decree administering a 02:00AM curfew on all l i q u o r - s e l l i n g establishments as a way to
help in reducing the crime situation. “Is this the way of describing the hundreds, if not thousands of Guyanese who are opposed to this antiGuyanese decree? If that is the logic, then the logic of this warped view is that thousands of Guyanese are not that wise. This is an insult to those Guyanese.” Proclaiming that Ramjattan was “not fit” for the post as Minister of P u b l i c S e c u r i t y, R o h e e declared his justification in criticizing the Minister. Rohee, who as Minister of Home Affairs once faced a no confidence motion from the Opposition in 2012, over his perceived mishandling of the Security portfolio, claimed that Minister Ramjattan had never drafted any comprehensive citizen security plan something Rohee declared had been done during his
tenure in office. He described this security plan as “giving Ramjattan a basket to fetch water.” “Ramjattan should draft one, consult with the relevant stakeholders, including the National Commission on Law and Order, take it to cabinet for consideration and, if approved, have it published after sending it to law enforcement agencies and other stakeholders for implementation,” Rohee, who served as Minister of Home Affairs from 2006-2011, advised his successor. According to Rohee, quite the opposite had happened, whereby Ramjattan had instead received a draft from President Granger, to refine and implement. “He presents one to Ramjattan and instructs him, like a dutiful servant, to go and refine and implement it. Fire breaks out at St. Rose’s lab Fire, this time at the St. Roses High School’s Biology Laboratory, sent shockwaves around the city early yesterday evening, threatening to repeat the devastation that visited other locations in the country this week. Had it not been for the vigilance of a teacher, the blaze might have had devastating effects, similar to what occurred on Sunday morning just a corner away at Camp and Robb Streets. Firefighters had no problems this time around, quickly putting out the small blaze that threatened the landmark wooden structure on Church Street. According to the teacher, she had just finished marking
examination papers and was about to leave when she saw fire coming from the Biology Lab which is located on the bottom flat. She quickly called out to the Janitor and alerted him to the impending disaster. “He wasn’t aware of it, but we quickly got on to 911 and it was the police who subsequently contacted the fire department,” the female teacher told this newspaper. She said that the police arrived promptly and they
were quickly followed by members of the Fire Service who quickly went into action. “At first I thought it (fire) was coming from the Home Economics Department, but when I looked it was the lab,” the teacher noted. She could not say if anyone had used the lab for the day, since she claimed she was in another section of the school and was deeply engrossed in her work. Thankfully no major
damage occurred, although it would require a tidy sum to effect repairs. This week alone has seen no less than four fires, the most devastating of which destroyed a Chinese operated business at the junction of Camp and Robb Streets on Sunday. Fire also destroyed two houses on the West and East Coast of Demerara a day later. Also on Monday, fire gutted a community building in Rosemary Lane (Tiger Bay).

The APNU+AFC Administration have since laid out an elaborate plan to halt the spate of current criminal activity. The plan includes increased resources for the police force, to enhance its ground, air and river response capabilities. Apart from the proposed plans to deal with the situation, Ramjattan has already implemented new measures, including the 2:00am curfew for nightspots and bars, as well as deploying vehicles that were earmarked for Community Policing Groups to the police force to bolster their fleet of patrol vehicles. Police organization and training is also part of the new strategy. According to Minister of State Joseph Harmon, Minister Ramjattan has already given an undertaking to have more police ranks on the streets.
Harmon, in commenting on the outcome of a recent emergency security meeting, had indicated that the government has given a clear undertaken to the Guyana Police Force that it will provide the assets to go after criminal activity wherever it exists. According to Harmon, it means that the police ability to be able to go up in the air, using aircraft and helicopters to actually overlook difficult terrain, will be enhanced. In addition, the p o l i c e ’s increased capabilities will not only be confined to the land but sea as well, where piracy has been increasingly rampant. The resuscitation of the Police Marine Wing to give them greater flexibility and greater access to inland waterways is an important feature of the new government’s strategy. Perhaps the most innovative measure to deal with the rising crime, announced by the Government, is the use of animals. “The use of horses, of dogs to go after criminals is also going to be part of that strategy,” Harmon had stated. Police communication is also expected to be improved significantly by the use of the internet, and access to closecircuit cameras deployed across the country.

BASSETERRE, St Kitts (WINN) — Commonwealth Caribbean governments have been criticized for their apparent failure to unite behind one candidate for the post of secretary general of the Commonwealth. Antigua-based analyst Arvel Grant said, instead of publicly quarreling over three candidates, the leaders should have taken a much more professional approach to that matter. “It just started very badly from the beginning. In these modern times you have different governments nominating their candidates publicly long before anybody
has any kind of common agreement as to who it is likely to be,” Grant told WINN FM’s The Bigger Picture. He called it extremely unfortunate “to see at the level of our heads of government that something as straightforward as the recruitment of a top diplomat” can become so lacking in order and good governance. The three potential Caribbean candidates are Antigua’s High Commissioner to the UK Sir Ronald Sanders, Britain’s Baroness Patricia Scotland, and Trinidadian government minister, Senator Bhoe Tewarie. Sanders is being put
forward by Antigua, Dominican-born Scotland by Dominica, and Bhoe Tewarie by Trinidad and Tobago. According to the London-based Caribbean Council, Ron Sanders is the leading regional candidate with the support of seven Caribbean nations. Scotland, Britain’s first female attorney general and a current member of the House of Lords in London, has emerged as a controversial figure, because her Caribbean credentials are being questioned. It is also claimed that Scotland did not do enough to support the region as a British Foreign and Commonwealth Office minister.

The TTDC had indicated that the debate would take place on July 30 at the studios of State owned Caribbean News Media Group (CNMG). However, last week TTDC member Lorraine O’Connor
informed Lalla that the July 30 proposed debate was not possible. Lalla in turn wrote to the TTDC expressing his disappointment over this as the Prime Minister had committed to it and accepted this date. At the meeting last night, which was packed to capacity with supporters, Persad-Bissessar said there was need for the debate to help citizens to make up their mind as to whether they want her or Rowley for Prime Minister. She reminded supporters that she had given her commitment to the debate since earlier this year when she went to a meeting of the Trinidad and Tobago Chamber of Commerce. The Prime Minister said that when the TTDC proposed the July 30 date, she accepted and cleared her schedule.

TTFA constitution unanimously amended Trinidad Newsday - All eyes are on this country’s men’s and women’s team competing abroad in the CONCACAF Gold Cup and Pan Am Games respectively, but perhaps the most significant achievement for football in this country has taken place off the field-ofplay. On July 12, the Executive of the Trinidad and Tobago Football Association (TTFA) under President Raymond Tim Kee accepted the recommendations of a Reform Commission and voted unanimously to the amendment of their constitution. It is the culmination of 18 months work done by the Commission which included Chairman Raoul John, TTOC head Brian Lewis, ex- WIPA president Dinanath Ramnarine, Senator Elton Prescott, Dr Sheila Rampersad, Shaka Hislop and Patrick Raymond. Chief among the changes implemented is the setting of
Raymond Tim Kee term limits for the president. A president will now be allowed just two four-year terms, effectively ending a past era which saw former boss Oliver Camps reign for 19 years. The next president and vice-president of the TTFA will also enjoy a more comprehensive mandate from

Ross Taylor held his nerve in a remarkable last over to hit a six off the penultimate ball before scampering a single off the last to take the St. Lucia Zouks to a thrilling four wicket victory against the Trinidad & Tobago Red Steel in a rain-affected match. Persistent rain shortened the match to nine overs, but only after the Zouks had won
the toss and elected to bowl. The Red Steel scored 90-4 from their overs before the Zouks chased them down off the final delivery. Jacques Kallis was the standout performer for the Red Steel, striking a classical 39 off 19 balls, anchoring the innings which fell around him early on. Indeed, none of the top four other than Kallis made double figures. It was then left to the Bravo brothers, Dwayne and Darren to blitz some quick runs at the death and take the Red Steel towards a competitive total. Dwayne Bravo scored 14 not out off 8 while Darren scored 19 not out off 9. The Red Steel’s score of 90 in nine overs seemed strong and that was translated into the run-chase which was tight and nervy. The Zouks lost Andre Fletcher early for 3 before Johnson Charles and Kevin Pietersen briefly rebuilt the
innings. However when Pietersen was dismissed for 11 the Red Steel were on top. Some tight middle-over bowling from Sulieman Benn increased the pressure on the Zouks before Henry Davids hit a momentum-changing six off the last ball of his two-over spell. Back-to-back fours at the beginning of the seventh over reduced the equation from 34 off 18 to just 26 off 16 but a wicket off the fifth ball of the over pulled things back. Kallis completed an awesome all-round day by taking two wickets in the penultimate over, to finish with figures of 3-15 and leaving the Zouks requiring 17 off the last over. Two fours in the first three balls hit by Nathan McCullum set the finale up perfectly for Taylor who clubbed a six over mid-wicket before finishing the job off the last ball.
London (AP) - Four-time world champion Carl Froch retired from boxing yesterday after more than a year out of the ring. The 38-year-old super middleweight twice won the WBC title, as well as taking the WBA and IBF belts. He won 33 of his 35 fights, with 24 of those coming by knockout. “I’m incredibly proud of what I have achieved in boxing but now is the right moment to hang up my gloves,” the Englishman said. “I have nothing left to prove and my legacy speaks for itself. “I’ve got no regrets. I’m not retiring undefeated but in many ways that’s better

A panel appointed by India’s Supreme Court has suspended two top Indian Premier League teams for two years over a corruption scandal. Chennai Super Kings and Rajasthan Royals have been found guilty in an illegal betting and matchfixing probe. The panel also suspended Royals co-owner Raj Kundra and Gurunath Meiyappan of Super Kings from all cricket-related activities for life. The IPL is the richest of the world’s Twenty20 cricket leagues. Top Indian and international players take part each spring. Chennai Super Kings are led by India skipper MS Dhoni, while the Royals are led by the Australian batsman Steve Smith. Chennai have reached four finals, winning in 2010 and 2011. The Royals won the inaugural tournament in 2008. The three-member panel made the recommendations, which are binding, yesterday. It said the suspension of the two teams was to protect “the integrity of the game”. Correspondents say the developments will come as a blow to the eight-team league and raise questions about how the Indian cricket board, which runs the tournament, will find replacements to fill the two empty places. Failure to find replacements would lead to considerable loss
of revenues for the league. “Disrepute has been brought to cricket, the BCCI [Board Of Control For Cricket In India] and the IPL to such an extent that there are doubts abound in the public whether the game is clean or not,” said former chief justice Rajendra Lodha, who headed the panel. Mr. Lodha added that the panel’s decision could be challenged in court, but he expected it would stand. The panel was formed in January following an investigation by a separate committee into wrongdoing in the 2013 tournament. Test bowler Shanthakumaran Sreesanth and his former Rajasthan Royals team-mate Ankeet Chavan were banned for life by the BCCI after being arrested in May 2013 on suspicion of taking money to concede a minimum number of runs. Last year the top court found Gurunath Meiyappan, son-inlaw of former Indian cricket board chief Narayanaswami Srinivasan, and co-owner of the Royals Raj Kundra, guilty on charges of betting and passing on information to illegal bookmakers. The 2015 Los Angeles Special Olympics World Games will draw 7,000 intellectually challenged athletes and 3,000 coaches from 177 countries. According to a release from the local Special Olympics body, Guyana will be represented by four athletes and two officials. All the athletes will compete in athletics events. GABF announces IGG Panama, U.S. wrangle to 1-1 draw national junior squads By Edison Jefford The Guyana Amateur Basketball Federation (GABF) has announced the national junior squads to compete in the first stage of the InterGuiana Games (IGG) that Guyana will host, August 610 at the Cliff Anderson Sports Hall, Homestretch Avenue. The 22-member male squad and 17-member female squad will be further reduced after a training camp that is already underway. The respective squads emerged after the just-concluded Youth Basketball Guyana (YBG) National Schools’ Basketball Festival. Following a regularisation process, YBG is now under the umbrella of the GABF, which ensures that they both work hand-in-hand for the development of basketball in Guyana. Michael Singh, a Vice President of the GABF in charge of Operations, informed the media yesterday of plans that are being made as regards the national junior basketball teams. “Based on our miserable showing recently in Tortola, we’ve shifted our focus now to our youth,” Singh told the media at the Press Conference
Ann Gordon at the Duke Lodge in Kingston, directly referencing Guyana’s 10 th place finish at the Caribbean Senior Championships last month. “I want to thank YBG for putting together this team and for enduring 10 years. We will rebuild a national team that all of Guyana can be proud of,” he added, urging parents and schools to show strong support for Guyana at the Inter-Guiana Games. According to Singh, the GABF will continue to invest in the sport, on a year-round basis, so that the best talents can be identified for continued training. Singh stated that the federation is already looking to the future to hone the locally-based basketball talents. Manager of the IGG Basketball Teams, Cecil Chin indicated that Singh has given him a mandate to ensure that the best team goes on the court. “We are very pleased with the document that came out of YBG,” Chin said on the names
submitted to them. Chin is also GABF Technical Director. He informed that the names, and all relevant information, were also submitted to the Ministry of Education, Department of Sports. He made it clear that the team represents the best junior players across Guyana. The IGG 17 member female junior national basketball squad includes: Jenelle Belle, Makeda Rogers, Jenna DaSilva, Kennesha Leacock, Anasha Gladstone, Nelosia Mitchell, Andrea Spencer and Asanti Conway from Kwakwani; Makeba Ifill, Georgiana Vyphius, Jada Mohan, Jada Amerally and Sileena Arjune from Georgetown; Kayla Brush from Linden; Tandika Bouyea, Keisha Sampson and Ronella Lyken from New Amsterdam. Kwakwani’s, Ann Gordon was named Head Coach and Deborah Solomon, Assistant Coach of the female team. The 22-member male squad include: Terron Welch and Dennis Niles from Linden; Stanton Rose, Damair Gladstone, Troy David, Dellon Wallace and Kerrol Phillips from Kwakwani; Daniel Haynes, Timothy Thompson, Nathan Saul, Patrice Arippa, Sherland Gillis, Sebastian Luke, Jaleel Duke, Daniel Ramlogan and Jonathan Mangra from Georgetown; Neil Wills, Tafawa Daly, Ramone Fogenay, Osafa Profitt, Kevon Wiggins and Marvin Durant from New Amsterdam. Willan Cameran was named as Head Coach and Courtney Taylor as Assistant Coach for the male team.

It was only the fourth time in the 24-year history of the competition that the Americans failed to win a group stage match. Panama (0-3-0, 3 points) — the lone team to defeat the Americans in group-stage play (2011) — will have to wait until Group B and possibly Group C matches are completed on Tuesday and Wednesday, respectively, to have its tournament fate determined. Haiti (1-1-1, 4 points), which posted a 1-0 victory over Honduras (0-1-2, 1 point) earlier in the evening, finished as runner-up to progress for the third time in six attempts.
The USA (2-1-0, 7 points) already had clinched the group title and a place in Saturday’s quarterfinals in Baltimore. The opening half had plenty of excitement mostly behind the inspired play of Panama and an enthusiastic capacity crowd of 18,467 at Sporting Park. The Panamanians pressured the USA from the outset, thinking they had scored when Luis Tejada put the ball into the net in the sixth minute, but the 33-year-old forward was ruled to be offside.
