Thursday said that a sixmonth-long undercover operation has been able to dismantle a Chinese gold smugglingringthathasbeen illegally shipping out

Guyana's gold via neighbouringSuriname.

“I have seen over the last fewdaysthatoneofthemajor rings that involves Chinese nationals that was buying a lotofthegoldandsmuggling this gold out particularly to Suriname that have been busted due to undercover workandthishasbeengoing on for a while”, the VP told reporters.

He said that the undercover operations have found that the Chinese nationals caught were operating out of hotels “Wanted bulletins have been issued for many of them” Jagdeo said while adding “Webelievethatitwasaform ofmoneylaunderingbutalso goldsmuggling”.

The VP then noted that the undercover work was a majoroperationthathasgone on for nearly six months. On Tuesday July 9, 2024 police

reported that it had dismantled a transnational criminal network around 12:40hrs that day following an inter-agency intelligence operationatacityhotel.

It led to the arrest of two Chinese men and a woman. Some $39M in cash was confiscated and police found an illegal firearm and bullets in their possession. Police had said too that, “investigations thus far revealedthatthesuspectsare part of a transnational criminal group involved in gold smuggling and other illegalactivities”.

those other illegal activities arebutonMonday,awanted bulletin was issued by the Special organized Crime Unit (SOCU) for another Chinese national identified as Zhenjian Fang of 47 New Road, Vreed-en-Hoop, West Coast Demerara (WCD)

According to the bulletin, he is wanted for questioning in relationtomoneylaundering and related serious offences inGuyana.

Reporters later requested updates from the police on the three Chinese nationals that were busted at the city hotel.

So far police have respondedthatoneofthem,a femaletravelagentidentified as Ying Xin Su, 30, was on Tuesday remanded for the illegal possession of a firearm and ammunition and will make her next court appearanceonJuly22,2024.

She was reportedly employed with Muneshwar Travel Services Limited and livedatthePrincessRamada Hotel.

Two years ago, Vice News had premiered a 24-minutelong documentary exposing Chinesebusinessesallegedly involved in criminal networks, corruption and money laundering in Guyana.

It is difficult to contemplate a needier environment in the world, with the right investors sure to find the territory in Guyana, the equivalent of a suction pump. Persons must resist the new brazen attempt by the

Jagdeo/Ali People’s Progressive Party (PPP) regime to entrench its contempt for the right of the African man, woman and child to be treated with respectanddignity

For more than three decades, Emancipation celebration in Georgetown wasorganisedandhostedby the African Cultural Development Association (ACDA).Thisinstitution,by the work it has done to keep the event alive, has asserted itsroleandcarvedoutaniche in our society ACDA must be allowed to continue to host the event unimpeded, free of partisan political intrusion and threat to keeping Africans’ history alive, as told by them not instigatedandpropagatedby agents whose masters (bosses)donothaveAfrican Guyaneseinterestatheart.

One needs to look no further than to the daily political maneuverings of how the PPP treats African

Guyanese. Elected political representatives are denied theopportunitytoparticipate in meaningful political decision-making as much as the Constitution mandates “inclusionarydemocracy.”

I n d e p e n d e n t organisations led byAfrican leaders are denied national participation and excluded fromthenationalpatrimony African Guyanese are now reduced to securing governmentcontractsonlyto clean drains and build small bridges, whilst the hog of money allocated for infrastructural development goes to the PPP and its cohorts The African Guyanese, the PPP tolerates must accept a subjugated role;theevidenceabounds. Creatingandfacilitating theAssociation of People of African Descent (APDA) to undermineorganisationslike the International Decade for People of African Descent Assembly – Guyana (IDPADA-G), now ACDA, reinforces the point the PPP’spolicyisthatofdivide to rule and its leaders thrive in an environment pitting individuals and groups against each other, whilst using taxpayers’ money on thegrouptheyareinstigating tocreatetheconflict.

APDA, this PPP-front group, does not advance the real interest of the African community but rather masquerades and fronts the regime’s continuous oppression of the race. Such actions are not unlike what we read of the house slaves northeWillieLynch’sLetter tosustainJimCrowerainthe United States. We must not accept this in 21st century Guyana. We must not allow the PPPto continue denying AfricanGuyanesetheirbasic (Continuedonpage06)

Guyana’s Strategic Relations with USA

This is one of the best news for Guyana, and it is welcomed by the diaspora in America. Itcomesatacriticaljuncture for Guyana’s strategic defense against those who have claims on Guyana’s territory This dialogue may commence a deep and growing strategic partnership.HavingUSAon yoursideintheAmericasisa blessing Excluding the extreme left, which constitute a couple percent of the population, the diaspora and Guyanese at home have long advocated

for a comprehensive partnership, including a defense pact, withAmerica. The left has always been resistant to such an idea, preferring to team up with Russia and China. Those in t h e k n o w o f h o w Washington operates and have studied foreign policy have been aware that USA would not allow a state to threaten America’s interests in the region. It was never permitted since the Monroe Doctrine (1823). The many interventions in the region from then to now including in Guyana in 1953, 1964, 1992, 2015, and 2020 are illustrativeofthisargument.

Thiswriterrecallsrecent history on advocacy (lobbying) by a handful of

Guyanese diaspora nationalists for friendly relations and strategic dialoguebytheGovernment ofGuyanawithWashington. Therewerehardlyanytakers in government. Following therestorationofdemocracy in 1992, a small group of GuyaneseinUSA,inclusive of Ravi Dev, Baytoram Ramharack, this writer, among others, championed the idea of a strategic p

The group pleaded for years especially in the new millennium to tone down the antiAmerican rhetoric. It fell on deaf ear Worse, America w a s a t t a c k e d f o r ‘interference’ in the affairs of Guyana; all the US was doing was promoting democracy and free and fair elections in Guyana. Recall the ‘feral blast’ of 2014 against America on US independence celebrations at the residence of US Ambassador!

A group of intellectuals

in USA affiliated with the then opposition in Guyana prepared a ‘Report on StrategicCulture’aspertains happenings in Guyana and itspotentialimpactonUSA, advocating a partnership between Guyana and USA; itwasfundedbygrantsfrom American government agencies. It was welcomed by American policymakers. Not unexpected, there was political change in Guyana inMay2015.

The US quickly began showingsignsofdispleasure with the policy of the new regime,includinghonouring a known terrorist who was planning to blow up JFK, amongotherplaces.In2016, Ravi Dev and a group of Guyanese, including this writer,metinNewYorkand discussed the idea of preparing a dossier on “Guyana’s Strategic Culture and Ties with America” to strengthen the relationship. There were several follow upsessions,includingphone discussions, in 2017 and 2018 A report was completed in 2018 with this writercontributingalengthy chapter on Strategic Importance of US-Guyana ties It was shared with importantpoliticalpeoplein Guyana and influential

organizations in USA. The political behaviour of the then opposition changed considerably from hostility towards Washington to praises for and embrace of America. The rhetoric of a n t i - i m p e r i a l i s m disappeared from the vocabulary of the radical left.Politicalchangecamein 2020.

Since then, this writer and several other academics andcommunityleaderswere approached by a former UG lecturer in New York to prepareafollowupreporton Strategic Culture on USAGuyana Relations; multiple monthly Zoom discussions followed chaired by the UG lecturer

The report was completed in 2021; this writer contributed a chapter on need for cementing ties between Washington and Georgetown and away from the Middle east, China, and Russia.

The policy of the government in its first two and a half years was c o n t r a r i a n t o t h e recommendations made by this writer However, over thelastyearandahalf,there seemstobeawarmingofties between USA and Guyana. The government seems to

recognize the importance of a strategic dialogue with Washington. This can only redound to the benefit of Guyanaandbyextensionher diaspora.

UN chief slams Israel for dooming prospects for two-state solution

Onthatfatefulday,Iwas assigned to work at the said

school alongside the returning officer and I cast my ballot on arrival. I stood

closetothereturningofficer and could have viewed the voters list. I knew almost everyone on my street and I referredtomostofmyelders as uncle and auntie. I was surprised on several occasions when I saw persons came with proxy forms to vote for persons whomIknew Whenthereal persons showed up to vote, they were shocked to know that persons voted for them already

My duty at the close of polls was to escort the returning officer with the ballot box in his car to Queen’s College where the

votes were to be counted. Thisdidnothappenbecause at the intersection of Vlissengen Road and Thomas Road steel barriers were set up and senior GDF officers were manning that point.

The returning officer stopped and I was ordered out of the car by an officer who said that they will take over The returning officer was directed to go to the GDF headquarters where from my knowledge the ballotboxwasreplacedwith ariggedone.

Oil giant, ExxonMobil has announced its intention to commence public scoping meeting on its Environmental Impact Assessment for its seventh project.

The meetings will commence on Monday, July 22 and will run until July 31, 2024.

The public consultations that ExxonMobil has put on to date for the previous projects have been really more about public limitation, even public distortions.

What is damning is that these orchestrations and manipulations of ExxonMobil under the flag of public consultations have been executed with the full backing of the Government of Guyana.

Guyanese have been shortchanged again and again, kept in the dark, and then given a smooth pat on the head, with the unspoken advice of 'go home and leave these things alone.' Some Guyanese, however, will have nothing to do with such corporate balms.

It is why earlier public consultations by ExxonMobil have come in for scathing criticisms from local observers, with positions such as 'joke' or 'farce' or 'smokescreen' expressed openly.

Exxon clash with Chevron hinges on change of control of Hess’ Guyana asset, sources say

The case is unique as Guyana represents between 60-80% of the $53 billion Chevron offered for Hess, English and other experts haveestimated.

An Exxon arbitration win wouldnotbetheendofthedispute. While Exxon has ruled out buying Hess outright, it has left the door open to bid for its 30% stake in Guyana,tobidforjustapieceofit, to get a compensation from Chevron, or to just leave things as theyare.

Itsfinalstrategywilldependon what is so far a closely guarded secret by Chevron and Hess: how much their merger values Hess' Guyanastake.

Guyana will produce 1 9 millionbarrelsofoilequivalentper day (boepd) in the next decade, more than twice the output of OPEC-member Venezuela and nearly as much as the Gulf of Mexico, Rystad Energy consultancyfirmprojects.

Chevron originally hoped to close the Hess acquisition by the firsthalfofthisyear,butwastaken by surprise in March when Exxon sought arbitration over the right of first refusal. "Job number one is to getpastthefirsthurdle,whichisan alignment that a preemption rights exist in the contract," Exxon CEO Darren Woods told Reuters in March.

The arbitration panel will analyze a confidential joint

operation agreement (JOA) between Exxon, Hess and a third partner, CNOOC (0883 HK) , opens new tab, that rules the Guyana operations, known as the Stabroekoilblock.

Exxon wrote the JOA in 2008 withapreviouspartner,beforeany oil discoveries, based on a 2002 model contract by the Association of International Energy Negotiators (AIEN), two of the peoplesaid.

The model says, for instance, thatany"directorindirect"change in control would constitute a changeincontrolbutisnotentirely clear on what indirect means. The modellanguage,however,hasbeen adjusted.

Exxon, Chevron and Hess declined to disclose the final languageofthecontract.

Themodelwasupdatedin2023 to make it explicit that there is change of control if the ultimate parent company changes "We wrotetheJOA,sowehaveapretty clear line of sightness (sic) to the intent and the circumstances that apply," Woods said in April after reportingfirstquarterearnings.

"That is the point of the arbitration." The person aware of Chevron'sstrategysaidthatthereis no real precedent for Exxon's change of control arguments in decades of industry mergers and acquisitions governed by similar JOAs.

"We disagree with Exxon Mobil's interpretation of the agreement and are confident that our position will prevail in arbitration,”Hesssaid.

The Speaker has no legal limb upon which to act

In accordance with the understanding reached by theparties,thethirdpartyto the joinder should have by nowassumedthatseatinthe National Assembly But from all accounts, the current holder is refusing to giveuptheseatandgiveway to some from A New and UnitedGuyana(ANUG).As such,aletterwassupposedly been dispatched to the Speaker of the National Assembly calling for the recall of the person accused of squatting on the one seat wonbythejoinderparties. Guyana has recalled legislation which allows for the Representative of the List of any party to recall members Under that legislation,amembercanbe

recalled when the Representative of the List indicates in writing to the Speaker, that after meaningful consultation withthepartyorpartiesthat make up the list, that the

party or parties have lost confidence in the member andtheRepresentativeofthe List has issued a written notice of recall to that memberandforwardsacopy ofthatnoticetotheSpeaker

The problem that arises for the Speaker is who is mandated to recall a parliamentarian in a case in which there is a joinder of lists.Sincethereisajoinder of lists, there is no single representative of the combinationlists.

Thepartiestothejoinder list, by mutual agreement, consentedtorotatethesingle parliamentary seat that was won by them. If there is a violation of this agreement, this is a matter to be settled among the parties. It is not for either GECOM or the Speaker of the National Assembly to impose a solution.

The Speaker cannot recall the parliamentarian because, unfortunately, the law does not provide for a Representative of the combined lists for joinder parties; each of the lists of thepartiestothejoinderhas its own Representative but thereisnoRepresentativeof the Joinder List. This is the legalvacuumthatexistsand which, I humbly believe, prevents the Speaker from recalling the incumbent occupieroftheseat.

Tobetterunderstandthis

legal lacuna, it is necessary to explain the concept of a joinder of lists and the conditions of good faith which are required for its successfuloperation.

The concept of “joinder of lists” in elections is often found in the context of proportional representation systems.Ittakesplacewhen twoormorepoliticalparties agree to combine their electoral lists for the purposes of seat allocation. Thepartiesagreetojointheir lists together before the election. This agreement is formalized and GECOM is so advised prior to and not aftertheelections.

During the election, votes cast for any of the parties to the joinder of lists are pooled together for the purpose of seat allocation. The combined votes of the partiesareusedtodetermine thetotalnumberofseatsthey are entitled to, based on the proportional representation formulausedintheelection.

Oncethetotalnumberof seats for the joinder is determined, the seats are then usually distributed among the participating parties according to the number of votes each party received individually within thecombinedlist.Inthecase of the 2020 elections, there was only one seat won and therefore by mutual agreement, the parties

Unless and until accommodation is made for

such a representative, then thepartiestojoinderhaveto settle this matter internally and not attempt to inveigle theSpeakertodosomething which he is not legally empoweredtodo.

Thursday, this publication asked the Chief Policy makerwithoversightforthe oil sector to provide the amount being paid to lease the equipment however he claimedthathewasunaware of the price and therefore could not produce a figure. The reporter asked the VP: “Can you say at what price the capping stack is being

leased?” Jagdeo responded: “The lease price?…I don't knowtheprice.Idon'tknow theprice.”

Itisconcerningthatboth the government official and ExxonMobil's Country Manager were unable to provide information on the cost of leasing the capping stack as transparency in the oil sector is crucial for accountability and public trust, especially when it

comes to safety equipment. Thesamequestionofleasing price was posed to ExxonMobil Guyana's Country Manager Alistair

R o u t l e d g e a t t h e commissioning of the capping stack earlier this month and he too failed to provide a figure. Routledge explained, “I don't have that number at hand but it's a subscription service so what happens is (Oil Spill

A capping stack is a heavy piece of metal equipment that is placed overablownoutwell.Itacts asaplug,therebypreventing furtherflowofhydrocarbons (crudeoil).

The capping stack was designed and built by Trendsetter Engineering- a company that has been involved in the design and development of most of the cappingstacksavailable.

The capping stack, now incountry,measures22feet, three inches (height) and weighs 93,000 pounds (42 metrictonnes).

The Air Freightable CappingStack(AFCS)hasa pressure rating of 15,000 pounds per square inch; a flow rate of zero to 330,000 barrels of oil per day (bopd) and depth rating of 12,500 feet(3,800meters).

According to Exxon's Country Manager, “For ExxonMobil, safety is our top priority Day in and day out, our teams are laser focused on preventing an instance of any size from ever happening, however in the unlikely event an instance should occur, we

response capabilities in country and the financial resources to meet any clean uprequirements.”Routledge also noted that frequent oil spill exercises are often conductedatGYSBI.

The capping stack will now play an integral part in those activities according to him.

Further, he pointed out, “We are bringing the very highest of standards of facilities and equipment to Guyana, given the unique scaleoftheoperationandthe commitmentandpartnership wehavewiththepeopleand countryofGuyana.”

Pensioner gets bail for allegedly loosing dog to kill neighbours' goats

A 73-year-old man on Wednesday was granted bail forallegedlyallowinghisdog to attack and kill his neighbours' goats at North SophiaGeorgetown.

Derrick Halley of North Sophia Georgetown made his first court appearance at the Georgetown Magistrates' Court before Principal Magistrate Faith McGusty whoreadthechargetohim.

The charge states that on July 5, 2024, Halley set an unmuzzledandferociousdog to attack two goats, valued $110,000, property of RosanneJosephandAnthony Ochoa. Halley pleaded not guilty to the charge

According to a police report, the complainants and Halley areknowntoeachotherdueto previous matters relating to the said dog At around 16:00hrs on the mentioned date, Joseph left her brother Ochoatograzehergoatsclose

to Halley's residence. During that time, the dog exited the yard through a hole in the fence and attacked the goats on the road. As a result, the goats died on the spot Statements were taken and Halley was later charged for the present offence. Halley wasgrantedbailinthesumof $25,000 and is scheduled to return on July 24, 2024 for statements.

ExxonMobil to host 10 days of public meetings for 7th oil project

Previously accused of conducting farcical engagementswiththepublic, ExxonMobil is again set to host another round of consultations, commencing next week, on its seventh proposed deepwater project, Hammerhead.

In a notice appearing in Kaieteur News' Thursday edition,theoperatoroftheoil

rich Stabroek Block informed that the public scoping meetings are geared towards providing information to the public on theproject.

On July 22, Exxon will commence its public engagements with residents of Region Three at the Leonora Technical Institute, West Coast Demerara from 10am.

Following criticisms from its last round of public scoping sessions, Exxon increased the number of meetingstobeheldinRegion Four Three meetings are scheduled for the country's mostpopulatedregion-oneat t h e U m a n a Ya n a , Georgetown, another at the Neighbourhood Democratic Council (NDC) in Mon Repos, East Coast Demerara and another at the New Diamond/Grove Primary School,EastBankDemerara.

A total of 10 meetings willbeheldduringthe10-day consultationperiod.

Notably, the oil company is also set to engage the hinterland region, with two meetings scheduled for RegionOne.

Previously,Toshaoofthe Warapoka Village, Jaremy Boyal raised concerns over the manner in which Indigenous communities are engaged on oil and gas activities.

He said there has been a heavy focus on money and benefits of the sector, rather than educating the communitiesonthepotential dangers they are exposed to as a result of the offshore activities.

At a number of public consultationsheldinthepast by ExxonMobil, the Toshao said he enquired about the Shell Beach protected area; however,hisquestionhasnot been addressed. Oil spill modelingshowsthatthisarea canbeaffectedbyanoilspill; however, the Toshao said, “That has not been on the agenda many times, sometimes we would try to have what would be the effect, how are we playing a role if there is gonna be one, but again that is not somethingthatweasvillages areawareof.”

According to him, “We justhearonesideofthestory that there is so much production, that there is so much millions that we can earn in the next five, 10, 15, 20 years and the rate of developmentplusweareone of the fastest growing economiesintheworld.”

Thelynchingofhardcore questions was evident again at the Mahaicony Training InstitutewhenKNPublisher, Glenn Lall was denied a response to his question on cumulativeprojectimpacts.

Floating Production Storage and Offloading (FPSO) vessel will be capable of storing approximately 1.4 to 2millionbarrelsofoil.Thirdparty oil tankers will be scheduled to offload the oil from the FPSO, making the oilavailableforexporttothe internationalmarket.

To date, Exxon has obtained approval from the Government of Guyana for six development projects in the Stabroek Block – Liza Phase One, Liza Phase Two, Payara,Yellowtail, Uaru and Whiptail The first three projects are already producing oil at a daily estimated rate of 640,000 barrelsperday(bpd).

Linden-Lethem transport corridor, a key artery for the socioeconomic development of communities in Guyana's hinterland and the regional integrationwiththeRoraima and Amazonas states of Brazil. This was the consensus among policymakers, private sector leaders, and technical experts convened b y t h e C a r i b b e a n Development Bank (CDB) to discuss imperatives for facilitating trade in the subregion at the recent seminar, Accelerating Development: Optimising Trade Connectivity and LogisticsforGrowth.

Labour efficiency, digitalisation,andupgrading infrastructure to enhance port operations were among theareasidentifiedaslevers

for triggering immediate improvements, CDB said in apressrelease.Additionally, consistent regulatory environments to support business operations were called for, along with regional collaboration to create hubs and economies ofscale,despitethecomplex politicallandscape.

CDB's Director of Economics, Mr Ian Durant, presented findings from separate studies the Bank commissioned on logistics performanceinGrenadaand Saint Lucia last year, which revealed that “almost identical” constraints were affectingbothcountries.The issues include limited berthing capacity and equipment, restricted

container loading times, highshippingrates,outdated tariff structures, absence of cold storage at some points, long inspection times, aging port infrastructure, and inefficientlabourpractices.

Mr Durant stressed the importanceofunifiedpublic and private sector voices to address these challenges “ O n e o f t h e c o r e recommendations [from the studies] is the need to build and strengthen consensus around what should be done toimprovelogisticsbetween the public sector and the privatesector,”hesaid.

Mr Darwin Telemaque, PortManagerattheAntigua and Barbuda PortAuthority, voiced concerns that inefficiencies at regional

portshindermaritimetraffic. “When you look at why we should improve the efficiencies of labour, digitalisation, and infrastructure, it is because our ports are quintessential toourexistence,”hesaid.

Shipping Association of Jamaica President, Mrs Corah Ann RobertsonSylvester, indicated that a good example had been set by Jamaica where privatelyowned ports have been brought up to a “first-world standard” and, due to the country's strategic location directly in front of the Panama Canal, serve as a hubforinter-regionalcargo.

GPHC local Smile Train Team performs 7 successful cleft surgeries

The Georgetown Public Hospital Corporation (GPHC) successfully completed seven cleft surgeries between July 12 and 15, 2024.

Four of the patients underwent cleft palate repairs, while the remainingthreedidcleftliprepairs. Children ranging from 13 months to 12 years benefitted from cleft palate surgeries, and those from 5 months to 7 months received cleft liprepairs.

Cleft lips and palates are birth defects that happen when a baby's lipormouthdoesnotformproperly beforebirth,leavingasplitorgapin the lip and/or palate. In a press release, the hospital said: “impressively, the local Smile

Two sergeants of the Guyana Defence Force (GDF) were on Thursdaymorningbustedwith154 lbs of marijuana inside a service vehicle.

They were caught along the Coverden Public Road, East Bank Demerara (EBD) during a joint intelligence-led police operation conducted by ranks from Special Branch and Regional Division 4'B'.

Police reported that around 03:45hrs, Thursday, ranks intercepted a GDF service motor vehicle DFB 1786, which was driven by Sam and the other

Top Cop calls for constructive criticism to foster growth in Police Force

Amid criticisms of i t s p o o r performance by members of the public Commissioner of Police, CliftonHickenhas reiterated calls for constructive criticism so as to foster growthintheorganisation.

The Commissioner of Policewasatthetimegiving briefremarksonWednesday, when the Force hosted its 185th Anniversary Symposium at the Police Officers' Mess Annexe, Eve Leary,Georgetown. “Wecan only be the change you want to see if you embrace us,” Hickensaid,whilstcitingthat criticism is necessary for the GPF for creating the evolutiontobecompatible,to what'soccurringintheglobal sphere.

Hicken highlighted that thepoliceareunabletowork in isolation and so if faced withcriticism,itshouldbein a constructive manner “We are children of parents birthed in Guyana, we are citizens of Guyana and so when you speak to us, speak touslikeyourchildren,your brother,orafamily.”

With that being said, the Commissioner of Police underscored that if citizens start breaking those barriers, the Police Force's output in work will improve “...Nothing is wrong with ventilating when they are issues within our (Police Force)organization,(it's)not what is done, is how it is done,”Hickensaidduringthe symposium.

At the said symposium, Minister of Home Affairs, Robeson Benn called out the Guyana Police Force (GPF) overquestionableaccounting practices, bribery and corruption and vowed to conduct audits and investigations into the allegedmalpractices.

"The core issue is at the

level of the quality of policing," the minister stated during his address "Not quantity in terms of how manypoliceareoutthere,but thequalityofpolicing."Benn acknowledged the diversity of the GPF's training, which has included input from the UK, Canada, India, and China.

"The question is the qualityofourpolicemenand women,"theministersaid."

According to the Home Affairs Minister, the most pressing issue is concerning procurement practices and financial accounting within the GPF He said despite the government's efforts to address these problems, they have not received the necessary cooperation or response from the GPF leadership The minister revealed that he has made numerous requests to the GPF leadership to address theseissues,buthasbeenmet with delays, undermining, anda"disregardofthethings wewantyoutodo."

"There is a significant problem," Minister Benn declared, vowing to launch reviews, investigations, and audits into the GPF's procurement processes and financialpractices.

personal level are those we should accord to the people thatpaytaxes,”headded.

UK pledges £84m to stop illegal migration ‘at source’

(BBC NEWS) Prime Minister Sir Keir Starmer has pledged £84m for projects in Africa and the Middle East to stop illegal migration “at source”.

The government said the new funding for education, employment opportunities and humanitarian support would help address the factors driving people to leave their homes. Speaking at the fourth summit of the European Political Community (EPC), which the UK hosted at Blenheim Palace in Oxfordshire, Sir Keir agreed with French President Emmanuel Macron that there was “no easy silver bullet” to stop small boats crossing the English Channel.

But the PM said he wanted to focus on “practical solutions”, not “gimmicks”. The EPC, which includes the 27 members of the European Union as well as 20 nonmembers like the UK, is a more informal forum for cooperation.

The summit has focused on the challenge of illegal migration, as well as support for Ukraine. Speaking at a news conference, Sir Keir said he wanted to reset the UK’s approach to illegal migration and deepen cooperation with Europe on defence and border security.

The PM said illegal migration needed to be tackled “upstream” and there was a “consensus” at the summit that the focus needed to be on taking down smuggling gangs.

The UK has agreed new initiatives with Slovenia and Slovakia to tackle organised crime.

Meanwhile, the Foreign Office said £84m of funding would be rolled out over the

next three years to address the factors driving people into small boats.

Projects set to get funding include programmes helping Syrian refugees in Jordan and Lebanon to access education and jobs, as well as migrants in North and East Africa to fill local skills gaps, and humanitarian aid for displaced people in war-torn Sudan.

Stopping people crossing the Channel in small boats is one of the major challenges facing the new government.

Sir Keir has scrapped the Conservative plan to send some people who arrive in the UK illegally to Rwanda, describing it as an “expensive gimmick”.

The plan was stalled by legal challenges and no migrants were sent to the east African country under the scheme before the general election.

Instead the PM has promised to set up a new Border Security Command, bringing together Border Force officials, police and intelligence agencies, and to use counter-terror powers to combat people-smuggling gangs. Sir Keir accused the previous government of a “dereliction of duty” on migration and wasting time on the Rwanda scheme.

The PM said the new government would not be able to turn around the record number of small boat arrivals overnight, but he was pursuing a “serious response”.

Sir Keir also sought to stress his “profound respect” for international law, reiterating that under his leadership the UK would not be leaving the European Convention on Human Rights, something which had been hinted at by the

Conservatives.

Coming just two weeks after the election, the gathering provided an opportunity for Sir Keir to meet many of his European counterparts on the margins of the summit, including Italy’s Georgia Meloni and Albania’s Edi Rama.

A Downing Street spokeswoman said Sir Keir discussed “innovative solutions” to migration with the Albanian PM, including Italy’s plan to send migrants to Albania for processing.

Asked if he could rule out the UK pursuing offshore processing, Sir Keir said this was not “central” to discussions at the summit as the focus was on “taking the [smuggling] gangs down in the first place”.

However, he added: “I’m a pragmatist and I’ve always said we’ll look at what works. “And where cases can be processed closer to origin, then that is something which of course ought to be looked at.”

Sir Keir has said he wants to “reset” relations with the UK’s European neighbours following Brexit.

While the government is not seeking to rejoin the EU, it wants to reach a security agreement with the bloc to help cooperation on intelligence and policing, as well as address some of the trading problems under the current Brexit agreement. French President Macron welcomed attempts to reset relations but warned the UK would not be able to “cherry pick” a new deal.

The EPC was born in the months following Russia’s invasion of Ukraine and the issue remained a key focus of the latest gathering.

IDB approves US$400,000 loan to aid

The sum of US$50,000 is expected to finance activities related to policy dialogue and knowledge dissemination in relation to bilateral or regional trade agreement negotiations, with particular emphasis on Brazil. These activities will consider the elaboration of communications materials and workshops which will support negotiations and consensus-building. A total of US$275,000 will go towards conceptual designs for improvement of the Lethem-

Rose, who finished second to Austin in the Men’s 400m at the CARIFTA Games, pushed the Guyanese athlete to his best performance of 46.35 seconds, beating the
