The senior public servant acted inappropriately to this policeman DEAR EDITOR, Re: Cobeer Persaud’s letter in your publication of July 26th 2015 re: the incident at Providence. As much as I admire and appreciate your newspaper, I think that sometimes you err in publishing some letters. In my view the said letter referred to should not have been published . It is too one sided. Clearly the senior public servant was at fault. On no account should any police officer in the execution of his duties be touched. As well with my little k n o w l e d g e o f t h e l a w, police officers are not to be abused or accosted while performing their duties. In my opinion the senior public servant should not have accosted the police o ff i c e r. This was compounded by touching. There does seem to be an element of class and position, that a senior public servant
would want to direct a police officer and take over such duties. The act of getting out of the vehicle and approaching the officer is far too aggressive and dangerous. If there is to be any reprimand, it should be towards that senior public servant and not to the police officer nor to his superior I see no abuse of power in the laying of the charge. It is very much likely that in attempting to raise the lapel of the attire of the police officer that the motion of the hand could appear to be that of slapping, plus the officer in warding off the contact could have had his face touched by the senior public servant. All fault lies with the senior public servant. That the matter is settled should not be cause for complaint. It is now a done deed, therefore no further action. Carl Veecock
APNU+AFC promised a fair and transparent process DEAR EDITOR, I want to highlight an issue; I have observed, on the 21st July, 2015 at the opening of tenders at the Regional Democratic Council, Region#5. An APNU+AFC councillor of Region five was at the opening of tender, signing on all tender documents. This kind of action was very strange and surprised all contractors and suppliers that were present at the opening. Under the PPP Government there was no political representative carrying out such activity at any time during tendering process. According to the procurement act of Guyana, only members of the Regional Tender Board are allowed to verified and signed off on contractor’s bidding documents. Contractors and suppliers are concerned about this kind of political influence at the opening of tenders. Contractors and suppliers are planning to seek legal action on this issue. I want to remind the APNU+AFC; during the
election campaign you have promised a fair and transparent process without any political interference. Many contractors are scared of this individual. Concerned supplier

Opposition brought nothing but accusations to first set of budget talks – Govt. With mere weeks to go before the national budget is presented, Finance Minister Winston Jordan lashed out at the opposition People’s Progressive Party/Civic, saying that they brought nothing but accusations against the government during a recent meeting to discuss the 2015 financial estimates. This is according to Jordan who related to Kaieteur News during an interview that he found himself in a situation where he had to set the record straight on a number of allegations, particularly from PPP General Secretary, Clement Rohee. Some of these accusations had to do with the PetroCaribe Fund being empty and witch-hunting by the Granger administration. The Finance Minister said that he addressed Rohee on each contention leveled against the government. Jordan admitted that although he previously expressed that he is pressed for time and that it is highly unlikely that the PPP would be consulted on the 2015 budget, he nevertheless extended the invitation to them. The PPP then said that it decided to accept the invitation having regard to “the unfortunate state of affairs obtaining in the country since the APNU+AFC assumed office.” This sentiment was communicated to Jordan by Rohee. The Finance Minister said that when the delegation turned up at the Finance Ministry, he gave the floor to Rohee, “who started right

My letter to them clearly said an exchange of ideas on the 2015 budget. But I did not hear anything about that.” The Finance Minister said that he explained to Rohee, the framework of the budget as well as what was inherited from the previous administration. Jordan said, “I told him what was inherited from last year in relation to rice and sugar and how the mining sector was shaping up. It is going to be a three month budget and there is nothing much which can be done now.” He added, “They could have given ideas that could be used for the 2016 budget
but I got nothing. Eventually he (Rohee) said he has to go back and consult with his party and then they will give us a response. Couple hours after they sent what appeared to be extracts of our 100-day plan.” The Finance Minister emphasized that the entire point of the consultations on the budget was for him to learn from the opposition what they would like to see within the budget and issues they may have with the framework. Jordan on Saturday told Kaieteur News that the exchange was not as fruitful as it could have been or was supposed to be. He said that he
nevertheless remains open to future talks and stated that the meeting at the end of the day was an opportunity to break the ice between Government and the opposition in a formal manner. The Finance Minister said that he even suggested that both parties can have periodic consultations and not necessarily wait on an invite. “My door is open to them for any matter on Finance or Economics. Our door is open for the opposition to bring sunlight not darkness. But we are adamant on demonstrating that we are willing to work with the opposition,” Jordan expressed.

Cameron in southeast Asia visit Driver flees after killing Poultry rearer to talk trade, Islamist extremism After attending church on Sunday morning as he normally does, Wilbert Anthony died last night in a fatal accident at the Camp Street Gas Station. Kaieteur News understands that the motorcyclist of Lot 27 South Haslington, East Coast Demerara rode into the gas station around 6:00 pm to replenish his fuel and upon leaving the premises, he was struck by a reckless minibus driver who steered off of Camp Street. The impact was so hard that the 52-year-old was hurled several meters away from his bike. Eyewitnesses said that the hit “left him twisted on the road, his cellular phone close to the drain and his shoes in another direction.”
Wilbert Anthony He was subsequently taken to Georgetown Public Hospital by concerned members of the public where he was pronounced dead on arrival. As for the minibus, this newspaper understands that it was towed away from the gas station after the driver reportedly fled the scene.
The dead man’s relatives were eventually contacted and they arrived at the hospital around 7: 30 pm. Anthony’s sister, Roxanne Blades said that her brother was a quiet person who lived a very simple life with his niece in Haslington. She said, too that he reared poultry for a living but on a small scale. Blades added, “This comes as very sad news to us. Is only this morning he went to church and give God thanks for spared life. Who would have thought he would’a get call home today? It hurts because he was a God-fearing man. The church people heard the news and even some of the members came down with us because they were in shock.” Meanwhile, cousins of the deceased stood at the entrance of the hospital pacing back and forth as they held their heads screaming for their relative. What was also painful for them to accept was when doctors informed them that they could not see the body of their cousin. The matter is currently being investigated by the police.
Reuters - Prime Minister David Cameron said yesterday he wanted to use a four-day trade mission to southeast Asia to spur lucrative business deals and to forge new political alliances to counter Islamist extremism. The trip, which begins in earnest today, is expected to take in Indonesia, Malaysia, Singapore and Vietnam, and will be Cameron’s first outside Europe since he won an unexpectedly convincing election victory in May. Cameron, who will travel with a business delegation, has touted the visit as an example of how Britain must expand its trade links with the rest of the world to compensate for its dependence on trade with Europe, parts of which remain mired in an economic funk. He hopes to use the opportunity to renew his image on the world stage after running an unusually parochial election campaign and presiding over a downgrading of Britain’s military and diplomatic muscle during his first term in office. He is expected to discuss the threat from Islamist extremism with President Joko
David Cameron Widodo of Indonesia, and later with Prime Minister Najib Razak of Malaysia. Around 500 people from Indonesia, which has the world’s largest Muslim population, and 200 from Malaysia are believed to have joined the extremists in Iraq and Syria. Speaking before his departure, Cameron said: “(Islamic State) is one of the biggest threats our world has faced. I think Britain can offer expertise on practical counter-terrorism work, dealing with the threat from foreign fighters and investigating potential
terrorist plots. “And I think Britain can learn from Indonesia and Malaysia on the work they have done to tackle the extremist ideology and to build tolerant and resilient societies.” The threat posed by Islamist extremism is high on the political agenda in Britain after an Islamist gunman killed 30 British tourists at a Tunisian beach resort last month. Britain is already taking part in U.S.-led air strikes on Islamic State militants in Iraq and Cameron is keen to get parliament’s backing later this year to extend those strikes to Syria. The Sunday Telegraph reported Cameron and his advisers had also discussed what they could do to help defeat Islamist militants in Libya if a stable government there emerged, while The Mail on Sunday said the government had drawn up contingency plans to deploy troops on Britain’s streets in the event of an attack by Islamists. Cameron has said the West faces a generational struggle against what he calls the “death cult” of IS.

There are many ignoramuses in the Guyana Police Force Some Guyanese have a way of at times touching you when they speak. These touches are harmless gesticulations and are part of the manner in which we communicate with each other. For example, you may be trying to convince someone about something and you may tap them or rest your hand on their shoulder. This happened to me once when I was speaking to a policeman. The police looked at me and asked, “Comrade, why are you assaulting me?” I did not take him seriously and continued the conversation. The policeman got dead serious, “Comrade, you just assaulted me.” I laughed. He again repeated, “You just assaulted me.” That incident drove home
to me the level of ignorance that exists within the Guyana Police Force. There is a lot of ignorance in the Guyana Police Force. There are also a great many ignoramuses in the Guyana Police Force. There are some police ranks who believe they alone know the law. Many times, however, these same persons are ignorant of the law, thoroughly ignorant. Many of them are downright stupid and dotish. These persons need to either be retrained or weeded out of the Guyana Police Force. They are clueless about the laws they have to enforce. They use the coercive power at their disposal in an abusive manner and they interpret the law to justify their abusive behaviour. You have to be mindful
when you are in the presence of the ignoramuses in the Guyana Police Force. You have to be careful that when you are passing near them that your shirt sleeve does not brush against them because some of them actually believe that any form of contact between a civilian and a police rank constitutes assault. This is the level of ignorance that exists within the Guyana Police Force. That, of course, is not the law. The law is very clear on what forms of contact constitutes assault. For contact to be deemed assault it has to create fear and apprehension in the person touched that imminent harm is likely. If these elements are not met, there is no assault. But try telling that to some junior police ranks and even

If a policeman is conducting traffic duties on the road, if that policeman is directing four lanes of traffic, he is expected to do so in a fair and efficient manner. If this is not happening, any citizen has a right to bring this matter to the attention of the erring rank. The problem in Guyana is that some policemen feel that no civilian should be telling them how to do their job. They have authoritarian streaks and they feel that they have license to do what they please. Well, they are not supposed to do as they feel and citizens have a democratic right to suggest to a policeman that what he is doing is wrong or inadvisable. This happened recently and what resulted was that the policeman refused to exercise reason. He rebuked the individual who brought certain things to his attention and when the individual tried to see his regulation number, he accused the person of assault. Since when does attempting to ascertain the regulation number of a
policeman constitute assault? In prior releases to the public, the Guyana Police Force had made it clear that police ranks must display their regulation number. If ever a uniformed police rank stops me on the road and that rank does not have displayed on his person, his regulation number, then I am not going to listen to that rank because I do not know if he is an impersonator. We once had impersonators robbing members of the public as they drove to the airport? A uniformed policeman cannot be performing his duties without his regulation number. This is against the standing orders of the Guyana Police Force. Any uniformed rank carrying out his duties without displaying his regulation number should be subject to discipline. But what compounds the problem is when senior officers join in the charade and instead of investigating properly, decide in a highhanded manner to order the arrest of a civilian. Even more frightening is when lies are resorted to defend abuse of police powers. A senior officer investigating a matter is told
that a police rank claimed he was assaulted. But the truth is that in his statement, the police rank made no such claim of assault. So why were lies resorted to justify curtailing the freedom of a citizen who is alleged to have demanded to see the regulation number of a police rank? You want to know why? The reason is because this is the level of disregard for authority that exists within the Guyana Police Force. And it all stems from ignorance- ignorance of the law and ignorance of what is required of a responsible and professional police officer.

$10,000 cash grant was an election gimmick by PPP/C administration The $10,000 cash grant to school children, which was introduced last year by the People’s Progressive Party/ Civic (PPP/C) administration, was merely an election gimmick. Addressing a public meeting last Friday evening, Minister of State Joseph Harmon, revealed that the education programme which was touted as benefiting low income families was never intended to be a long term endeavour by the then government. The $10,000 cash grant was afforded to children attending nursery, primary as well as secondary level public schools across the country. It was said to be an initiative being undertaken because of Government’s interest in the education of children and was thus labelled the “Because We Care Cash Grant.” But Minister Harmon said
that the programme, “was an election gimmick and it was not meant to be more than a one shot arrangement.” He revealed that since taking office at the Ministry of the Presidency, previously known as the Office of the President, he discovered “documents” which proved his statement to be true. According to him, those documents had reported on a meeting between former Cabinet Secretary, Dr. Roger Luncheon, former Minister of Education, Priya Manichand and a sub-committee of the PPP/C cabinet. According to the Minister of State, documents relating to that meeting showed that the project was never intended to be a long term initiative. “In their discussions during cabinet, the decision they arrived at was that this thing was unsustainable, it was logistically terrible for
them to pursue and that they had no intention of continuing the project,” said Minister Harmon. The Minister did not provide a hardcopy of the documents, however, he maintained that despite discontinuing the “unsustainable” project, the Opposition PPP/C has still criticised the David Grangerled administration for their decision to review the programme. Moving forward he said that A Partnership for National Unity/Alliance For Change (APNU+AFC) administration will find a way to have that very money in the cash grant benefit students more directly. Minister Harmon told attendees that the structural set up of the $10,000 cash grant allowed for the misuse of funds, to the detriment of its intended purpose. He added that the bulk of the

Jumo nursing a gunshot wound Doctors at the Georgetown Public Hospital Corporation (GPHC) are working round the clock to save the life of a man who was shot to the abdomen during an altercation at a dance early yesterday morning. Jumo Thompson,32, of Lot 100 South Better Hope, Housing Scheme, East Coast Demerara was accidentally shot by a stranger who is said to be a man wanted by the police and left lying on the ground, panting for breath. Police in a statement said that about 02: 45 hours on Sunday, two men were
involved in an argument on the Plaisance Railway Embankment, when one of them discharged rounds at the other. The bullets missed the target and struck bystander Thompson to his shoulder and abdomen. Police said that the suspect has not yet been arrested. This newspaper understands that patrons at the Plaisance Village Day ‘Crank Up’ were sent scattering after hearing the gunshots. An eyewitness told this publication that Thompson
was at the dance in Plaisance opposite the cinema, when he was shot in the abdomen. After Thompson was shot, several villagers accompanied him to GPHC where he is currently receiving medical treatment. Yesterday, when this newspaper visited Thompson at the hospital, he was seen lying on a bed with medical personnel standing around him. Thompson later told Kaieteur News a slightly different story. He said that he attended the party when he became involved in an argument with a man by the name of Rawle Franklyn and his accomplice. He explained that after the argument, Franklyn and his accomplice went to his mom and told her he had stolen three ounces of gold from them. Thompson is claiming that the men fabricated the story. “I lef them and went back inside the dance. Like five minutes after these men come and stick me up in the dance like if is sandwich them mekkin. Then all I see is Franklyn friend pull out de gun and fire one bullet, but it miss me. Then he shot a next one and is dah one catch me in me belly and pass through me back.” Thompson has commended the doctors and nurses for the quality care they have been providing him.

A means test is a determination of whether an individual or family is eligible for government assistance, based upon whether the individual or family possesses the means to do without that help. Moreover, Trotman underscored that the purpose of the review is to ensure that the most vulnerable in society are the primary beneficiaries of the grant.

The more things change... The Queen’s Park Savannah in Trinidad is one giant “roundabout” or what in Britain would be called a “Circus”. Since this term is best applied to politics, especially in this silly season with an election due on September 7, we have to think about going round in circles, which is what politics is about anyway and for a while, if you win, you go around in the best circles until you lose. On one side of the Savannah, facing the rising sun, is Whitehall, which in the old days, was the Office of the Prime Minister. When the Americans hold their Presidential elections it is called “The Battle for the White House” and I still expect the old journalists among us to call the forthcoming election “The Battle for Whitehall” although the old place is shut and in almost total darkness. The White House, on 1600 Pennsylvania Avenue in Washington D.C., is both the home and office of the American President. It is a Georgian mansion with 132 historic rooms and a river view. Every four years grown men and women fight for a chance to live in it. When Ronald Reagan heard tourists downstairs of the White House, he told his wife Nancy, “Honey, I’m still living above the store.” Lyndon B. Johnson said, “It’s not the kind of place you would pick to live in.” Jackie Kennedy complained, “I feel like a moth banging on the windowpane.” Whitehall, on the Queen’s
Park Savannah, used to be the Office of the Prime Minister of Trinidad and Tobago. Fortunately for the present Prime Minister, she neither lives nor works there. The corridors of power are haunted. When I first started working at Whitehall, I was told the story of the police corporal who, on duty at the entrance, heard the galloping of hooves in the nearby Savannah. While the Savannah was used to exercise horses, this was four in the morning, and very unusual. He peeped out of the guard hut only to see a huge carriage, pulled by two white horses, hurtle over the high wrought-iron gates. The vehicle then came to a stop in the yard where a man in a top hat and tight breeches, whip in hand, descended and tied the horses to an iron ring set in the concrete. The corporal reputedly fled to the nearby St. Clair police station and quit the police force forever. My office was in what used to be the stables. While I saw no ghosts, there were phenome n a t h a t d e f i e d logic and rational explanation. I do not only mean the way Dr. Eric Williams, historian and our first Prime Minister, treated his top advisors. After a while they all fell, or were pushed, by the wayside. When I went to Whitehall, people like C.L.R. James, William Demas, and two Permanent Secretaries, Eugenio Moore and Dodderidge Alleyne, were already history as far as Dr.
Williams was concerned. I refer more to doors that would take great strength to close and then suddenly slam, or chairs that moved during the night. Late at night, the police swore they heard the clattering of ancient typewriters. A few members of staff talked about the headless lady on the back steps. There were also other visitations. In February or thereabouts, in 1970, shortly before the Black Power uprising of April, the story is that a group of soldiers paid a sudden visit to Whitehall and were in the yard possibly evaluating its defences when Dr. Williams called to find out what they were doing and why. He angrily demanded to speak to the person in charge who (the story goes) was a Lieutenant Raffique Shah. The Lieutenant was later among soldiers tried (and eventually freed) for mutiny. My former colleague, Everton
Smith, was attacked by a woman. Balked in her attempts to see Dr. Williams, she accused Mr. Smith of holding the Prime Minister prisoner in a filing cabinet. One gentleman abandoned his two children in the lobby saying that he could not afford to take care of them because of the high cost of living and that he had left them for Dr. Williams to look after. I will never forget the short, quiet man who walked through the gates to see Dr. Williams. When the police asked him if he had an appointment, he claimed that he was sent by God. When it was pointed out to him that God had not yet spoken to Dr. Williams to confirm the appointment, and that Archbishop Pantin’s palace was next door and maybe he had the wrong address, he went berserk and it took four policemen to subdue him. I remember, too, other spirits, notably of Christmas,
when we had the customary office party. I cannot remember her name now, but there was a very attractive young lady, in a mini-skirt so short that if it were any shorter it would be a belt, going up to Dr. Williams and asking him to dance. He politely declined. She brazenly asked, “Are you afraid of the generation gap?” He confided, perhaps referring to his daughter Erica, “No. I am not afraid of the generation gap. I have one at home.” Another Christmas, the entire accounts staff, normally the life and soul of the party, were missing. The Permanent Secretary had them tracking down a difference of one cent in the accounts and they were not allowed out until they found it. Many mornings and evening now I pass in front
of the building and inevitably remember my last days there. We used to keep some of the books written by Dr. Williams in the basement, books like “Capitalism and Slavery.” The telephone operator was in the corridor leading to the basement. The console was on the wall so her back was to the corridor. I went to get a book and when, on returning, I passed her she was pale. “You didn’t go out before?” she asked, shaken. “No,” I said. “I was in there all the time.” “But I just heard your footsteps passing and I even called out to you,” she said, close to tears. “Must be an echo,” I said. Sounded hollow, I thought, but so are ghosts. * Tony Deyal was last seen at Whitehall helping the Elections and Boundaries Commission to track down some ghost voters.

Slowdown in economy started under PPP in 2014 – Finance Minister, Jordan After facing accusations by the People’s Progressive Party (PPP) that the actions of the Granger administration were slowing down business and basically destroying a “good economy” they inherited, Finance Minister, Winston Jordan revealed that the slothfulness in commercial turnovers actually started in 2014. Jordan said that with supporting evidence, this can be traced back to the time when former President Donald Ramotar prorogued the Parliament on November 10 and later dissolved it to pave the way for the 2015 General and Regional Elections. He said that he had cause to tell the PPP’s General Secretary, Clement Rohee that he can show him that business continued to slowdown even after the elections, “given the antics of the PPP when they lost.” The Finance Minister said, “During our exchange on the budget on Friday last, they asked me about the slowdown in the economy and Rohee said that it is because of the rash behaviour of our Government in witchhunting and what’s not. I had to let him know that the slowdown of the economy actually started in 2014 and not two months into the new government. And this will be reflected in the budget.” He continued, “I explained to him that the reasons businesses experienced the slow turnover is because of three reasons, the first being the uncertainty created by the prorogation of the Parliament. Secondly, this continued to be fuelled by the dissolution and the long time taken to call a date for the elections. Lastly, the period which was supposed to see the nation moving forward, after
the announcement of the results, saw instead the antics of the PPP when they lost elections.” The combination of these events only served to heighten the fears of the local and foreign investors. And besides, an election is something which usually affects businesses across the board. But as I said, this can be traced back to 2014.” Given the complaints of there being a lag in the commercial turnover for businesses, the Granger Administration has a number of plans under review to boost the economy. They will however be incorporated in the 2015 budget, a draft of which has already been presented to Cabinet. Jordan has already met with the Private Sector Commission (PSC) to note its concerns as well as its proposals for the upcoming budget. Through a missive, the Commission had said that it urged Jordan to consider a stimulus to boost the economy since there has been a slowdown in business. The Minister gave his commitment to consider this proposal. He also committed to ensuring stability of the currency through appropriate monetary policies. The discussions between the two focused on a number of areas, such as the urgent need for liberalization of the Telecommunications Sector. The PSC had also expressed its views on the need for renewable energy, especially hydro-electric and solar power projects, but Jordan had made it clear that Government does not intend to proceed with the Amaila Falls project in its current form. The PSC nevertheless urged for the consideration of other renewable energy sources.
With regard to the solid waste dilemma, including problems with the Haags Bosch landfill project, the Commission had recommended the consideration of waste to energy systems since Guyana now generates enough solid waste to make these feasible. It had also recommended the establishment of a solid waste management authority. The Finance Minister then suggested that private capital be mobilized for recycling facilities. Also coming into focus was reform of the taxation system. The Minister had informed the PSC that the Government is about to commission a tax study which would be utilized, along with a study conducted by Duke University, to develop a comprehensive taxation system for the country. The Commission then urged the Minister to consider a reduction in the rate of corporate taxation since this could increase government revenues. As for preparations on the 2015 budget, the Finance Minister had revealed that inflation “remains in check.” The 2014 Mid-Year report produced by the Ministry of Finance indicated that over the first six months of 2014, growth continued to be positive and inflation remained low. Finance Minister, Winston Jordan which said that inflation was contained by the end of June and the index had moved by only 0.2 percent relative to December, 2012. Jordan had said that internal revenue collections are on target but preferred not to divulge too many details in this regard. Given the worrying performance of the country’s traditional revenue earners, such as sugar and gold, the Finance Minister said that the budget cannot be expected to be anything close to the $220B one which was presented to the House in 2014 by Former Finance Minister, Dr. Ashni Singh. Jordan had said that such an extravagant budget is also not possible given that the nation is already in the seventh month of the fiscal year. Obama tells Kenyans they can succeed, sees challenges

REUTERS/Jonathan Ernst Reuters - U.S. President Barack Obama told Kenyans yesterday on his first presidential trip to his father’s homeland there was “no limit to what you can achieve” but said they had to deepen democracy, tackle corruption and end exclusion based on gender or ethnicity. After political talks on Saturday with President Uhuru Kenyatta on security and business, his speech to a packed sports hall in Nairobi struck a personal note, talking of his own experience and Kenya’s in the five decades since independence. Kenya was the first leg of a trip to Africa. Yesterday, he arrived in neighbouring Ethiopia, one of the continent’s fastest-growing economies and headquarters for the 54-nation African Union. “I’m here as president of a country that sees Kenya as an important partner. I’m here as a friend who wants Kenya to succeed,” he said in the
Nairobi arena, after being introduced by his sister Auma Obama to a crowd of 4,500 people. To a mixture of applause and laughter, he described being picked up at the airport on his first visit to Kenya in the 1980s by his sister in an old VW Beetle that often broke down. This time, he arrived on Air Force One and travelled in the president’s armoured car nicknamed “the Beast.” “When it comes to the people of Kenya, particularly the youth, I believe there is no limit to what you can achieve,” he said, but he told Kenyans that building their nation and the economy required personal effort and responsibility. On corruption, an issue often blamed for holding back investment, Obama said money spent on bribes would be better paid to someone “doing an honest day’s work”. Referring to ethnic
fighting in which 1,200 people died after a disputed 2007 election, he told Kenyans that politics based on ethnicity was “doomed to tear a country apart.” He also warned Kenya would “not succeed if it treats women and girls as secondclass citizens.” Obama spoke of Kenya’s challenge in dealing with attacks by the Somali Islamist militant group al Shabaab, and promised the United States would stand by Kenya as a “partner”. On Saturday, he offered extra counterterrorism training and funds. Kenya’s tourist industry has been hammered by attacks by al Shabaab, who raided a Nairobi shopping mall in 2013 and attacked a university in the northeast in April. Hundreds were killed in those and other attacks. Obama, whose father is buried in western Kenya, wants to boost business ties with Africa, one of the world’s
fastest growing regions. “Kenya is on the move, Africa is on the move,” he told the crowd at the sports hall. “It was awesome,” Bramwel Rotich, a 24-year-old student, said after the speech. “It was really inspiring, especially for us young people.” Following his speech, Obama met civil society groups who tackled issues that ranged from animal poaching to women’s rights to Islamic radicalism. He also spoke to a local radio station, at one point describing favourite tour sites in Kenya. He then continued on to Ethiopia, a nation brought to its knees by famine in the 1980s that now boasts some of the fastest economic growth rates on the continent. But rights groups say economic achievements have come at the expense of political freedoms. The opposition failed to secure a single seat in a parliamentary vote in May. The government says opponents are free to speak their minds.

With nuclear deal done, Iran sets Greek PM Tsipras under pressure over out to reassure wary Gulf Arabs covert Syriza drachma plan reports KUWAIT (Reuters) Iran’s foreign minister called yesterday for a united front among Middle Eastern nations to fight militancy, in his first regional trip since Iran reached an agreement with world powers on the country’s nuclear program an agreement that raised fears among its Gulf Arab neighbors. “Any threat to one country is a threat to all ... No country can solve regional problems without the help of others,” Mohammad Javad Zarif said at a news conference hosted by the Iranian embassy in Kuwait. Zarif earlier met Emir Sheikh Sabah al-Ahmed alSabah and Kuwait’s foreign minister, Sheikh Sabah alKhaled al-Sabah, who was not present at the news conference. After Kuwait, Zarif traveled to Qatar, where he was to meet the Emir Sheikh Tamim bin Hamad al-Thani. He was due to go to Iraq next. Most Gulf Arab states are worried that Iran’s July 14 accord will hasten detente between Tehran and Washington, emboldening Tehran to increase backing for Middle Eastern allies at odds with Gulf Arab countries. “Iran stands behind the people in the region to fight against the threat of

Predominantly Shi’ite Iran denies interference but says the nuclear agreement will not change its policies in the region. against militant group Islamic State. “The Iranian nation supports all oppressed nations,” Iranian President Hassan Rouhani said earlier, during a visit on Sunday to Iran’s Kurdistan Province: “If it wasn’t for Iran, Erbil and Baghdad would have also fallen to the terrorists (of Islamic State) ... Just as we defended Dahuk, Erbil and Sulaymaniyah (in Iraqi Kurdistan), if any country in the whole region is a victim of aggression, the Iranian nation will defend the oppressed,” Rouhani added. Bahrain said on Saturday it had foiled an arms smuggling plot by two Bahrainis with ties to Iran and announced the recall of the Gulf island kingdom’s ambassador to Tehran for consultations after what it said were repeated hostile Iranian statements. Iran’s Foreign Ministry spokeswoman, Marzieh Afkham, called this allegation “baseless and repetitive,” saying Bahrain is only trying to “create tension in the region.” “This approach is not constructive and it will not stop Iran’s trust-building policy to cooperate with regional countries to fight against extremism and terrorism,” Afkham was quoted as saying by state news agency, IRNA.
ATHENS (Reuters) Some members of Greece’s leftist government wanted to raid central bank reserves and hack taxpayer accounts to prepare a return to the drachma, according to reports yesterday that highlighted the chaos in the ruling Syriza party. It is not clear how seriously the plans, attributed to former Energy Minister Panagiotis Lafazanis and former Finance Minister Yanis Varoufakis, were considered by the government and both ministers were sacked earlier this month. However the reports have been seized on by opposition parties who have demanded an explanation. The reports came at the end of a week of fevered speculation over what Syriza hardliners had in mind as an alternative to the tough bailout terms that Alexis Tsipras reluctantly accepted to keep Greece in the euro. Around a quarter of the party’s 149 lawmakers rebelled over the plan to pass sweeping austerity measures in exchange for up to 86 billion euros in fresh loans and Tsipras has struggled to hold the divided party together In an interview with Sunday’s edition of the RealNews daily, Panagiotis Lafazanis, the hardline former energy minister who lost his job after rebelling over the bailout plans, said he had urged the government to tap the reserves of the Bank of Greece in defiance of the European Central Bank.
Alexis Tsipras Lafazanis, leader of a hardline faction in the ruling Syriza party that has argued for a return to the drachma, said the move would have allowed pensions and public sector wages to be paid if Greece were forced out of the euro. “The main reason for that was for the Greek economy and Greek people to survive, which is the utmost duty every government has under the constitution,” he said. However he denied a report in the Financial Times that he wanted Bank of Greece Governor Yannis Stouranaras to be arrested if he had opposed a move to empty the central bank vaults. In comments to the semi-official Athens News Agency, he called the report a mixture of “lies, fantasy, fear-mongering, speculation and oldfashioned anti-communism”. In a separate report in the conservative Kathimerini daily, Varoufakis was quoted as saying that a small team in Syriza had prepared plans to
secretly copy online tax codes. It said the “Plan B” was devised to allow the government to introduce a parallel payment system if the banking system was closed down. In remarks the newspaper said were made to an investors’ conference on July 16, Varoufakis said passwords used by Greeks to access their online tax accounts were to have been copied secretly and used to issue new PIN numbers for every taxpayer to be used in transactions with the state. “This would have created a parallel banking system, which would have given us some breathing space, while the banks would have been shut due to the ECB’s aggressive policy,” Varoufakis was quoted as saying. Varoufakis, an outspoken academic economist who became deeply unpopular with other European finance ministers during his five months in office, stood down earlier this month to facilitate bailout talks. He has been a strident opponent of the deal ever since. Under the plan, which the report said went back to before Tsipras was elected in January, transactions through the parallel system would have been nominated in euros but could easily change into drachmas overnight, he was quoted as saying. Varoufakis denied the report. “So, I was going to “hijack” Greek citizens’ tax file numbers? Impressed by my defamers’ imagination,” he wrote on Twitter.

We want to again thank everyone for their tremendous amount of love and support during these last few months.” Bobbi Kristina was discovered by friend Max Lomas and the man she referred to as her husband,
Bobbi Kristina Brown Nick Gordon, on January 31, and was transferred to an Atlanta-area hospital. Though no drugs were found at her home when medics arrived, a criminal investigation was eventually opened; however, no arrests have been made.
Upon arrival at the hospital, she continued breathing with the aid of a ventilator as friends and relatives flocked by her side. Within days, she had very little brain activity and was moved to Emory University Hospital, which is considered a top facility for neurological problems. For weeks, conflicting reports surfaced about Bobbi Kristina’s progress and the severity of her condition, all while she was still in a medically induced coma. However, on February 10, the Brown family felt the need to speak out and address stories that claimed she would be taken off of life support the following day on the third anniversary of her mother’s death.

NATO calls emergency meeting after Turkish request

to discuss security at the request of Turkey after last week’s suicide bombing there and Turkish security operations against Islamic State and PKK Kurdish militants. NATO said in a statement yesterday that the North Atlantic Council, which includes the ambassadors of all 28 NATO allies, would meet following a request by Turkey to hold consultations under Article 4 of NATO’s founding Washington Treaty. “Turkey requested the meeting in view of the seriousness of the situation after the heinous terrorist attacks in recent days, and also to inform allies of the measures it is taking,” NATO
said. “NATO allies follow developments very closely and stand in solidarity with Turkey.”In Article 4, members are encouraged to bring subjects to the table for discussion for political consultation. Since the alliance’s creation in 1949, it has been invoked several times, such as by Turkey in 2003 and in 2012, and Poland in 2014. Germany, the Netherlands and the United States each sent two Patriot anti-missile batteries and soldiers to operate them at the start of 2013 after Turkey asked for NATO help in increasing border security due to the civil war in Syria.

The earthquakes that have been occurring to the northeast of Barbados in the last week and a half have also been declining in frequency. The SRC gave the updates Saturday, as some residents of Grenada, Barbados, St. Vincent and Trinidad and Tobago remained on edge since the orange alert – indicating highly elevated level of seismic and/or fumarolic activity or other unusual activity – was issued last Thursday after strong continuous signals were recorded at the volcano

Colombia suspends raids on FARC camps following rebel truce BOGOTA, Colombia (AP) — Colombia’s government is suspending aerial bombings of guerrilla camps in a bid to de-escalate fighting and breathe new life into struggling peace talks. President Juan Manuel Santos made the announcement Saturday night at a military ceremony in Cartagena, saying the confidence-building move was in response to the decision by the Revolutionary Armed Forces of Colombia to declare a unilateral cease fire. FARC leaders said on July 20 that they were resuming a unilateral truce the rebels had suspended two months earlier following an army bombing of one of their camps that left 26 people dead. That raid in turn followed a series of deadly attacks by the FARC, including a nighttime attack on an army platoon that killed 10 soldiers while they were asleep. In March, Santos made a similar gamble, banning one of the military’s most-
successful tactics in its fight against the rebels in recognition of progress the being made at the peace table. But since then, mistrust on both sides has grown as fighting has intensified. For the first time since peace talks began nearly three years ago polls show that more Colombians favor a military solution to the conflict than a negotiated settlement. Reflecting some of the cynicism this time around, Santos said that the ban on aerial bombings could be lifted if the FARC camps pose a risk to civilians or infrastructure targets. Nonetheless he tried to frame his move as a bid to accelerate talks after both sides agreed to seek a bilateral cease fire in the coming months even before a final peace deal is reached. “We’ve agreed to deescalate the conflict. That means fewer deaths, less suffering and fewer victims,” he said. The government and the

Cayman Islands House Speaker Critics of Customs may face corruption probe blacklisted, says report

The damning accusation was found in the Barbados Customs Assessment Trade Results (CAT-R) prepared for Customs in November 2011 by an international team. The report which scored Customs poorly, said the department did not “have a systematic and formal mechanism for capturing complaints, investigating them and
taking corrective actions”. It added: “In interviews with private sector officials, one of the most frequently repeated complaint to the [Customs Assessment] evaluators was that companies that complain to the customs office are “blacklisted” by the customs officers and hence external trade operators are unwilling/reluctant to present their complaints to the management team of the Customs Office, and as a result important issues are never resolved.”
GEORGE TOWN, Cayman Islands (CNS) — The former minister for district administration and planning, who is currently the speaker of the Cayman Islands Legislative Assembly, may be subject to an Anti-Corruption Committee (ACC) investigation after the auditor general raised concerns again about her use of public money. In his latest report Alastair Swarbrick pointed to what could be a “breach of trust” by Julianna O’ConnorConnolly over her direction to purchase a plot of land in her constituency on Cayman Brac. In his review of national land development and
government real property, Swarbrick said that the then minister directed the purchase of property in an undeveloped subdivision valued at $125,000 with unspent funds at the end of the year. Although a Cabinet paper points to the acquisition benefit for affordable housing, the property was never vested with the local affordable housing initiative and there is no evidence the agency was consulted about the purchase. “Involvement of ministers in government operations is contrary to the Cayman Islands governance framework,” Swarbrick wrote in the report. “In (this case) there is a

St. Lucia moves to make incentives available to offshore educational institutions CASTRIES, St. Lucia – The St. Lucia government has taken a step to make incentives available to offshore educational institutions. The Offshore Higher Education Licensing and Incentives Bill, passed in the island’s Parliament last week to provide a broad framework for licensing of those institutions, will make granting the incentives possible. “The bill is the first to provide legislative incentives for higher education institutions in St. Lucia. Many higher education institutions have sought incentives but they
could not be given incentives because there was no legislative authority to do so,” Minister for Education, Human Resource Development and Labour Dr. Robert Lewis said. An eight-member board – comprising two representatives from the Ministry of Education, a representative from the Ministry of Finance, two from the Ministry of Health, one from the Ministry of Physical Development, a representative from the Medical and Dental Association and one attorney-at-law, Law – will be established to review licensing and incentives applications.

A 101-run second wicket stand between Man-of-theMatch Kamran Akmal (60 from 44 balls) and Cameron Delport (50 from 30 balls) and a late order rally from Skipper and MVP Dwayne Bravo 29* from 15 balls, spurred the Red Steel to a challenging 178-5 as 53 were taken off the last five overs. Ryad Emrit (2-25) & Kieron Pollard (2-28) were the most successful bowlers for the Tridents who replied with 1584 off 20 overs with Dwayne Smith clobbering an explosive 49 from 30 balls and Steven Taylor, who hammered a cameo 20 from 10 balls in a

Speaking at the presentation ceremony, daughter of the late Grenville Felix, Joan said that her father was a sport and community activist. She and the rest of family decided to do something to showcase his life on his birthday. The event which is staged in collaboration with the Flying Ace Cycle Club was first held in 2012 and then in 2013 on his birthday. However after Felix died in late 2013 it was decided to hold the race as a memorial event. Felix was one of the first local engineers trained by GuySuCo and worked in
Guyana the Caribbean and other parts of the world and was 96 when he passed away. The Felix Family was high in praise of the work of the FACC and Coach Randolph Roberts. Roberts thanked the Felix family for their dedication and commitment and help over the years. He also thanked the cyclists for accepting the invitation and participating in the event. He thanked the fans and supporters for turning out in their numbers and supporting the event. The race was incident free with the police under Deputy Superintendent Bhoodnarine Persaud and Corporal Wilberg coming in for high praise. A medical team from the New Amsterdam hospital was also on hand.

Digicel Nationwide Schools Football Competition Tour de France: Chris Froome Christianburg / Wismar romp to completes historic British win comfortable 6-0 win over Annandale BBC Sport - Chris Froome became the first Briton to win the Tour de France twice when he safely reached the finish line in Paris at the end of the three-week race. The 2013 champion finished among the main peloton on the final stage, behind a bunch sprint won by Andre Greipel. Mark Cavendish, seeking a fifth win on the Champs-Elysees, finished sixth after the 109.5km race from Sevres. Froome beat Colombia’s Nairo Quintana to the yellow jersey by 72 seconds with Spain’s Alejandro Valverde third. The final stage ended with 10 laps of a 7km lap around Paris but the times for the general classification were taken the first time they crossed the finish line because heavy rain in the French capital had made the roads treacherous. That meant that 30-year-old Froome could not lose time if he was held up by a crash or mechanical problem but he still had to complete the stage. Inside the last 10km he had to stop to remove a paper bag that had got caught up in his gears, while moments later he rode over a discarded water bottle. If either had caused him to crash and not cross the finish line his title would have been cruelly taken away. However, he stayed upright and rode over the line arm-in-arm with his Team Sky teammates several seconds behind the main bunch. How Froome won Froome had led the general classification since stage seven. In fact, he had never dropped out of the top two positions since the third stage and up until Thursday held a lead of three minutes 10 seconds over the field. In the end it turned out to be the narrowest winning margin since Carlos Sastre beat Cadel Evans by 58 seconds in 2008. But it will be seen as vindication for Froome, whose composed and gritty riding was at risk of being overshadowed by persistent questions over the legitimacy of his performances and three isolated incidents of abuse from spectators. Froome’s Tour victory was predominantly established by an excellent first week, followed by a phenomenal burst on the climb to La Pierre-Saint-Martin on stage 10 that put him almost three minutes clear. Questions and abuse It was that climb which caused some to question whether Froome’s performances were being enhanced by doping, with a French TV channel using images of Lance Armstrong to draw parallels between the shamed drugs cheat and the Team Sky rider. A French physiologist also presented data that he described as “abnormal”. But Team Sky produced their own numbers to counter that claim and Froome has repeatedly said that he is clean. That has not stopped Froome being

subjected to abuse from spectators, as he claimed he had urine thrown at him on stage 14 and appeared to have twice been spat at in the last two stages before Paris. Team-mate Richie Porte has said he was punched during stage 10. There is also a sense that Kenya-born Froome has never fully secured the support of the British public, particularly in comparison to Sir Bradley Wiggins, who was the first Briton to win the Tour in 2012. It remains to be seen whether his victory this year, which came among a field of Grand Tour winners including Quintana, Vincenzo Nibali, Alberto Contador and Alejandro Valverde, will persuade doubters of his ability. The big four Much was made of the big four of Froome, Nibali, Contador and Quintana all racing against each other. Quintana said he ultimately lost the race on stage two when he finished 88 seconds behind Froome. He gained time in the Alps but had to be content with second, replicating his result behind Froome in 2013. Defending champion Nibali finished alongside Quintana on stage two and lost further time on stages eight and nine before fading further as Froome dominated stage 10. Contador came into the race hoping to become the first man since 1998 to win the Tour and Giro d’Italia in the same year. He would also have held all three Grand Tour titles, having won last year’s Vuelta a Espana. However, the Spaniard never looked at his best in the mountains and had to be content for fifth overall. The other jersey winners Green: The points jersey which rewards consistently high finishes on each stage. Slovakia’s Peter Sagan dominated the classification without winning a stage. He did, however, finish in the top five on 10 stages. He amassed 432 points, 66 more than secondplaced Greipel Polka: The King of the Mountains. Froome became the first rider since the legendary Eddy Merckx in 1970 to win both the overall race and mountain classification in the same year. White: Best young rider. Three-time defending champions of the Digicel Nationwide Schools Football Competition Christianburg / Wismar inched another step closer to the defence of their title after brushing aside Region 4 champs Annandale 6-0 in quarter-fiinal action yesterday, at the Wisburg ground, Linden. It was an impressive showing by the champs and it must have boosted their confidence as they prepare to take on Waramadong, a team that they’ve beaten three times for the title. On target for the winners were Kendolph Lewis, who seemed to be finding his form as he fired in a hat-trick in the 4th, 79th and 89th minutes of play, while the lanky central defender Amaniki Buntin

Christianburg / Wismar bouyed by a large support base sent an early indication of their mood when Lewis headed back in a punch out by the Annandale goalkeeper from a corner after four minutes. Shortlt after, the Annandale custodian was made to execute two fine stops from two stingings shots from Dequan Hercules and Lewis as the champs upped the tempo. Lewis then unleashed a rasping shot from about 30 yerds out that again saw the goalkeeper fail to hold on to and the ball crashed into his chest and floored him as he had to seek medical attention.
Buntin then used his height advantage to rise above every defender to head past the keeper as Christianburg / Wismar led 20. The scoreline remained that way until the break with the hosts dominating most of the period. On the resumption, the champs continued to create opportunities, but errant shooting erased their chances and their loyal supporters shouted their frustration. However, out of nowhere four rapid goals were scored with Lewis adding two more, while Gill first and Bobb later sealed a comfortable win to set up the dream semi-final against Waramadong which many feel is like a virtual final and a game not to miss.
Vettel wins for Ferrari and Bianchi BUDAPEST (Reuters) Germany’s Sebastian Vettel won an emotional Hungarian Grand Prix for Ferrari and the late Jules Bianchi on Sunday after a crazy race that turned into a rare nightmare for champions Mercedes despite Lewis Hamilton increasing his overall lead. By Samuel Whyte Paul DeNobrega in a time of two hours, one minute and forty seven seconds (2:01:47) took top honours from Michael Anthony in a ding down battle in a four man sprint home with Raul Leal and Stephano Husbands coming in third and fourth in a grueling battle to the finishing line to capture the Grenville Felix memorial 60mile cycle event. The race started in front of the late Guysuco Engineer’s residence and proceeded to the Nand Persaud Rice Complex on the Corentyne before turning back to finish at the place of origin. Seasoned campaigner Orville Hinds rode home fifth in a two man battle with Shaqueel Agard who placed sixth. The race started around 14:45 in the afternoon with some Fifty-two cyclists taking to the road in their quest to be the second person to have
their name etched on the Grenville Felix lien trophy. The event which was sponsored by Felix’s Children, Grand Children and other relatives in collaboration with The Flying Ace Cycle Club (FACC) saw riders from all the major clubs in Guyana taking part. They were sent on their way by Felix’s Daughter Joan FelixPear and former New Amsterdam Mayor and FACC Patron Errol Alphonso. The riders made a flying start on the way to the Rose Hall Estate, where Felix worked for a major part of his life, before turning back for their main journey. A 13 man pack made the first break along the NO19 straight road. That group continued to power along until a four man group of Anthony, DeNobrega, Husbands and Alanzo Ambrose made a break around Alness on the upward journey. They maintained that
lead until the turn back point when they were roped in by another four riders in Mark Harris, Jamal John, Akeem Wilkinson and Raul Leal. The eight riders were eventually joined by Hinds and Agard at Adventure as the pace picked up to make it a 10 man leading pack as the cyclists pushed a blistering pace for most of the downward journey. Anthony, DeNobrega, Leal, Wilkinson and Husbands eventually broke away as they headed for home. However the heat was too much for Wilkinson as he wilted along the No19 road on the homeward journey. The four cyclists who were in a tightly knitted bunch were not giving anything away as they neared the Canje turn for home. With about 300M out it was still any one race. Playing in quarter-final action of the inaugural Second Ground Entertainment ‘Ballers in the Summer’ Knockout Street Football Competition Saturday night, the two teams remained deadlocked at 1-1 after regulation and extra times ended forcing a penalty shootout which the East Bank Demerara unit won to add to their opening night victory over West Front Road ‘Gold is Money. The other semi-final will see North Ruimveldt being entertained by West Side’s Showstoppers and this encounter also have the
hallmark of an enthralling fixture. Agricola took the lead in the 21st minute of the extra time interval when Kacy John scored, blasting his right footed strike into the centre of the net, after collecting a pass from the right side of the field. Queen Street, however, responded two minutes later through an Anthony Harris right footed strike from the left side of the field, into the lower right hand corner. Sparta Boss then beat West Side Ballers by a 1-0 margin with the energetic Sheldon Shepherd ensuring the win with a sweetly timed right footer that raced into the back of the net after eight minutes. North Ruimveldt secured their spot in the last four after squeezing past a courageous Samaroo Dam by a 1-0 margin. Joshua Browne was the player of target for the
Georgetown unit in the 19th minute, firing a fierce right footer past the last stop following a neatly laid pass from the experienced Gerald Gritten. Showstoppers cruised past Brothers United 3-0 in the final fixture of the evening. Nathan Allicock opened the scoring in the 12th minute with a right footer into the lower left hand side of the net. Four minutes later, it became 2-0 afterAnthony Harding took full advantage of a twoon-one situation with the final defender to tap into an empty net. Marvin Josiah cemented the result when he scored in the 19th minute to book their place in the semis. The winning team will pocket $200,000 and some of the sponsors of the event include Golf Motor Oil and A. Forrester Lumberyard among others.
