Recent developments at GECOM must be keenly observed DEAR EDITOR, It was reported in SN dated 6/12/13 that attorney for the Chief Elections Officer, Gocool Boodoo, has penned a letter to the Chairman of the Guyana Elections Commission (GECOM), Steve Surujbally, to ask that the commission stall its deliberations regarding the renewal of his (Boodoo’s) contract, until his 2012 and 2013 performance appraisals are completed. According to the news report, Chairman Surujbally “opted to put the matter aside until he consulted his legal team. This new twist of things regarding the embattled Chief Elections Officer has prompted me to ask the following questions; 1. Has performance appraisal been a standard practice for the renewal of the Chief Elections Officer’s contract? During his many years of working with the Guyana Elections Commission, as CEO, and more than five election cycles, how many performance appraisals has Boodoo had? 2. Who is responsible for conducting this performance appraisal? 3. If the performance appraisal is required before the Chief Elections Officer’s contract is renewed, how often or at what time period is the appraisal expected to be completed? Is it, for example, every year, every two years, or after an election year? 4. Was a performance appraisal done for Boodoo after the 2006 elections? If so,
who conducted that appraisal, and what were the results? 5. Does GECOM have a guideline as to how and who should conduct these performance appraisals? If so, were these guidelines used prior to now? If not, why not? This new call for Boodoo’s performance appraisal seems more to be an attempt to stave off the impending nonrenewal of his contract, rather than the so-called cry for ‘due-process’. It would be interesting to see whether the Chairman will be the person identified to do Boodoo’s appraisal, a situation likely to add another unfortunate tale to the storyline. One must not forget that both Surjubally and Boodoo have been at the centre of much controversy after the November 2011 National and Regional Elections, where many citizens called for their removal from office before any other election is called. It was apparent that during that period these men were both supportive of each other and held joint press conferences where they openly talked about the idea of taking some kind of legal action against APNU. So, should there be a finding that the performance appraisal of the CEO is standard procedure to be conducted by the Chairman of GECOM before the contract of the CEO is renewed, this would be one instance where the serving Chairman of the commission must recuse himself from performing such a task. This
should be done to ensure that the reasonable and legitimate concerns by the people, of partiality or favouritism, are adequately addressed. We must not forget that the post of Chief Elections Officer, is arguably, one of the most critical election offices in a nation which hopes to manage its elections in accordance with democratic principles, as such the person who holds this position must be seen by the majority of the people as someone in whom they have confidence to perform his/ her tasks in a fair manner. I believe that both men should do the honourable thing and excuse them self from occupying any office in GECOM. There are too many public statements which they made against the opposition, in particular APNU, which might be sufficient to conclude that they might be unable to act fairly in their roles. In fact, the Guyana Chronicle, dating back to 2011, published a litany of articles in which it relishes the GECOM Chairman’s apparent dismissive attitude and posture towards APNU supporters and leaders. There is the strong likelihood, after all the public rancor, that necessary professionalism and objectivity needed to execute the functions of these offices may elude these two men should they continue to function in their respective offices. Those responsible for Dr. Rodney’s death will be exposed DEAR EDITOR, I wish to publicly commend President Ramotar for announcing the establishment of an international enquiry into the assassination of Dr. Walter Rodney. I am sure based on firsthand evidence I possess, and others, a case will be made out against those culpable and expose at least one person who was part of that sinister plot to silence Dr. Rodney. I have been warned not
to publicly signal my intention to testify at the enquiry as I may be killed. I am not scared of death and have already signed a sworn statement which is in possession of a highranking foreign government official. I feel honoured when the time comes to let the world know the truth and bring some form of satisfaction and peace of mind to the Rodney family. Robert Gates

We stand ready to defend, in the appropriate forum, the propriety of our work DEAR EDITOR I refer Mr. Ram’s most recent letter captioned “GPL cannot voluntarily be accountable, transparent, efficient and honest” (Kaieteur News June 15, 2013). As much as I do not wish to continue this debate with Mr. Ram, I am constrained to make the following observations in the interest of clarity. I hasten to acknowledge that I have enjoyed a profes-
sional relationship with Mr. Ram going back as far as 1974 when I was a partner in the only international firm of Chartered Accountants in Guyana and we continued that relationship during the period while we were both working overseas. In our response to Mr. Ram’s earlier letter of June 11, 2013 (Kaieteur News), we sought to clarify certain aspects of the Rate Calculation in accordance with the 1999 Electricity Sector Reform Act (ESRA) and the Licence and in doing so, to correct Mr. Ram’s conclusion that deferred tax was included in the Rate Calculation. Mr. Ram, in his most recent letter, is now harking back to the deferred tax , and conveniently seeking to move the goalposts by referring to a failure “ to address the inconsistency of a write– off of deferred tax on losses simultaneous with a proposal for a tariff increase”. If Mr. Ram is now questioning the propriety of the deferred tax charge in the audited financial statements, then we may wish to sug-
gest that the media is not the appropriate place to do so. Let me say, however, as professionals, we stand ready to defend, in the appropriate forum, any challenge that Mr. Ram may wish to bring with regards to the propriety of our work. Referring to the issue of applying the rate of 26.7% over a shortened period viz May 1 to December 31, Mr. Ram makes the point that were the increase to be implemented at the end of September the rates will go up by 68%. We believe this point to be a non–sequitur, as rate increases/decreases are computed and applied pursuant to the Licence which provides for an increase/decrease effective May 1. In any event, it should be noted that rate increases/ decreases can only be granted by the Public Utilities Commission ( PUC) in the exercise of its regulatory powers and duties. Home Affairs hands over $158.4M building to police By Abena Rockcliffe The Ministry of Home Affairs yesterday officially handed over a $158.4M building to the Guyana Police Force for the purpose of training and development. It was constructed by PD Contracting. The building, named the Guyana Police Force Officers Training Centre, was erected as part of the citizen security programme that is being funded by the Guyana Government and the Inter American Development Bank. The citizen security programme is being executed to enhance security in Guyana and according to programme Coordinator, Anil Ramnauth, successes are already being seen. He said yesterday that the programme aims to build capacity in the Ministry of Home Affairs, the Guyana Police Force and also includes a community action component which aims to deliver pathway for safe neighbourhoods. The twostorey building has a gross floor area of 15,320 square feet and utilizes common construction methodology with the typical reinforced concrete columns. The facility is fully air-conditioned and is outfitted with a modern auditorium that can seat 230. The building also has a library, reading centre, cafeteria recruitment center, information technology center, lecture theatre, classrooms, a registry area, store rooms and offices. Minister of Home Affairs, Clement Rohee, said yesterday, that he was delighted to hand over the building but noted that “we” have interests and concerns. He said that the building is positioned to provide the appropriate environment which will allow for a wide range of training and programmes to be conducted by the force.
He noted his expectation that the facility will be utilized to the max and recommended that it be done on full time basis “the classroom should be occupied by day and by night,” he recommended. The Minister said that the force has no place for rogue police officers and one of the methods that must be used to correct this deficiency is a high standard of training. He added that those who cannot be reformed or reoriented will be dealt with by the disciplinary code of the force. Rohee said that he hopes that training at the facility will complement those overseas programmes that are being provided for officers. He said that even before the building was constructed, officers were being trained. The building was erected so that the training environment will be conducive to the standards consistent with a modern force. He said that it is a tangible manifestation of government’s efforts to push ahead withstanding the efforts of the parliamentary opposition to stymie the reform process by voting down the proposed leg to enhance such. President Donald Ramotar thanked the IDB for its support. He said that training has always been important. He said, too, that because of the development of society it has become more so. As it relates to the programme, the president said that citizen security has an important role to play in the general development of Guyana. He said that it is needed for any society to advance and realize its potential. Ramotar said that it will help to attract investors, create confidents in society as citizens bring out the best when operating in secure

Woodley Park burial site inaccessible Residents of Woodley Park, Number 11 Village, West Coast Berbice say that they cannot access the private burial ground in the village due to the deplorable state of the access road as well as the pathway leading to the site. Groups of families own plots of land at the Number 11 private burial ground and residents complained to Kaieteur News that they cannot visit the graves of their loved ones, and whenever there is a funeral, it is a messy affair since the path is slushy as a result of ricefarming equipment (combines and tractors) using the same pathway leading into the burial site. the chairman to take some planks to put in the pathway “and he said he will arrange it…I went back and he did not contact anybody.” “This overseer do not even know the geographical area that he is looking after— I don’t know how people getting work like that…when I went back, they said they cannot get any planks.” “Basil Deo is a PPP councilor—I have no apologies to make—and he brought his machines here and break up this road here. Tell me how people can reach in there?” Rabindranauth questioned. Several efforts to contact the NDC and Region Five Chairman, Mr. Bindraban Bisnauth, were unsuccessful.

WRITING A PRESCRIPTION WITHOUT A PROPER DIAGNOSIS The President has thrown down the gauntlet to the sugar unions, and to the many critics who feel that simply changing the Board of Directors is the panacea to the woes of the sugar company. He has indicated that he is open to any ideas as to how to turn the fortunes of the company around. In so doing he has effectively challenged the critics to move beyond their criticisms and instead to come up with solutions to the problems of the industry. There are two propensities in Guyana. The first is to criticize without offering solutions. The second is that when one does not have the answers resort is found in calls for individuals to be removed, as if this has ever solved anything. There are many critics but few solutions. By declaring a crisis in the sugar industry
and calling for ideas to turn the industry around, he effectively throws the ball into the courts of the critics and challenges them to rise to the occasion. In recent times, the sugar industry has been overdiagnosed. Each week, there is some letter in the newspaper expounding on what has gone wrong and who needs to be replaced. The difficulty with most of these analyses is that they have not emerged from a study of the sugar industry; they have not been validated and they have not been tested to determine their validity. Much of the analyses do not have an empirical or informed basis. Take for example the ridiculous question as to how the corporation could have shown a loss when with less production they had shown a profit. That analysis seems to have overlooked the fact
that export prices have been slashed by one-third since that period when production was lower than what it was last year. The presentation of these facts and analyses about the corporation’s performance and financial health will lead to a more informed discussion about the state of the industry. The President therefore needs to ensure that there is an informed basis for any ideas that will emerge. The best way for this to happen is to have an expert panel assembled to undertake a forensic study of the sugar corporation, to examine the pitfalls of the sugar corporation and to determine the best way forward. This study can then
form the basis for an informed discussion on the future of the industry. Ideas such as cooperatives, workers participation in management and a change in the Board are not going to be helpful unless there is a study to determine the causes that led to the decline in production and the failures of Skeldon. Thus, instead of a call for ideas there should be a commitment to have an expert study done. This study will be costly but it will be costlier if it is not done. The sugar industry is too big to fail. It is also too big to fork out into cooperatives or to the sugar workers as was suggested for some of the plantations in West Demerara.
There is a sunken investment on all estates; there are sunken investments by workers and their families in areas that surround these estates. These investments cannot be picked up and moved. The population on the coast who depend on the sugar industry for a livelihood cannot simply pick up and relocate or even for that matter move easily into other forms of production. That requires an investment which will exceed ten Skeldon estates. There is need for a national response to the problems of sugar. The president is having a major summit with the leaders of big business. He should do the same
for sugar and he should invite all stakeholders and have a thematic approach to the industry as is being done with the conference being organized for the private sector. But before that special conference on the sugar industry takes place, it is necessary for those who have a stake in the industry to have an informed view about just what is the state of the industry. Without this it makes no sense doing anything. It would be like administering medicine without knowing the nature of the illness.
While the party has still not formally addressed the completed local government reform bills that were being
dealt with at the level of the Select Parliamentary Committee, it will be contesting Local Government Elections. This was confirmed by the Executive Secretary of the Peoples Progressive Party Civic (PPP/C), Zulficar Mustapha, who yesterday addressed members while at a press engagement held at Freedom House on Robb Street. “The party will contest local government elections,” said Mustapha who added that the party supporters and activists “would wish us to be in the developmental process at all levels.” The Special Select

How do we separate my story, his story from history itself? My long standing friend, Devo (Professor Hubert Devonish from the Linguistics Department of the Mona campus of the UWI) in a 2004 research presentation titled, “Black My Story not History: The Walter Rodney
Story,” puts it this way; “The study of the story of one’s society is not an objective factual “his- story” but of how each one of us came into being, a very subjective My Story.” Understanding the story of the 2011 general elections falls into this line of thinking. The focus is on the My Story of Tacuma Ogunseye, the PNC’s story and objective truth. What really happened
Single parent seeking justice after burglary A mother of two is calling on the police to trace the identities of burglars who were seen upturning her home and carrying away an undisclosed sum in valuables at Cornelia Ida, West Coast Demerara Sunday night. According to Pamela Feroze, she lives alone with her two children. On Sunday evening after returning home from a visit to her mother, she discovered her door was open.

on November 2011? Tacuma Ogunseye has become the first high ranking member of the broad coalition APNU to have publicly asserted that the poll was rigged. On Sunday night on television, Ogunseye argued that the 2011 election was rigged but did not elaborate. The statement is pregnant with analytical angles. Why would a formidable force in the Guyanese social structure, the PNC accept to be cheated out of power by an organization, the PPP that itself accused the PNC of rigging elections? Why would the winner of a general election just fold its arms, and walk away from its rightful ownership of the governmental machine? Ogunseye briefly mentioned that he believes that the PNC avoided confrontation because it accepted a deal involving the PPP and foreign powers. This writer is in possession of a statement from accountant Nigel Hinds, who was asked
by the leadership of APNU to analyse the statements of poll. His conclusion communicated APNU was that the election results were not reliable. The words “not unreliable” were chosen by Hinds over “rigged,” “fraudulent,” “flawed,” and other similar adjectives. What does Hinds mean by “unreliable?” This columnist has heard many influential figures in the PNC say that the PNC won a plurality of the votes but these were spoken privately and the speakers will not allow themselves to be quoted. So far only Ogunseye has come out publicly. But Ogunseye has always been a fierce voice of independence and for the forty years I have know him he will not hesitate to speak his mind. What post-election arrangement is Ogunseye talking about? A very prominent lawyer who was a close confidante of President Burnham explained to me why the PNC did not take to extraparliamentary roads to force a confrontation over the results. He said the Americans made promises to the APNU leadership. When I write a commentary of this nature, I
usually get bombarded the next day for my opinion. What follows then is my assessment but it is informed by my presence on polling day, and speaking to many informed political actors including my friends in the WPA and the AFC. It is my opinion that APNU won the plurality of votes in the 2011 elections by a very tiny majority. I would put it as no more than two percent. I also believe the AFC got about one percent more of what was declared. I also believe that Ogunseye is in the right direction when he spoke about a brokered deal by foreign powers. He meant the Americans. It is my understanding that the Americans requested no action from the PNC (not APNU; APNU is not a national political party in the way the PNC is) out of concern for the resulting consequences – violence, extensive instability, effects on the Caribbean and refugee problems for the Americans. In turn, the Americans gave the assurance to the PNC (with Rupert Roopnarine from the WPA included) that the ABC countries will pressure the PPP to implement power-

Mr. Corbin put pressure on the PNC leadership to accept this covenant and Dr. Roopnaraine felt that given the little years left in his political career, it would be in his interest to go along with the agreement. I believe Dr. Roopnaraine has not shared this sensitivity with the WPA at both the formal level or through his personal relationship with selected members of the WPA leadership. Mr. Granger chose to please Mr. Corbin but without Corbin, Mr. Granger would still have bought into the American rendezvous. Whether the AFC liked it or not there was nothing it could have done about the postelection scenario. And there is division in the AFC about whether the elections were rigged. In any case, the American-led arrangement is also within the AFC’s interest because it feels the PPP will lose future elections.
Berbice Bridge Company honours its fathers
The fathers of BBCI who were honoured The Berbice Bridge Company Incorporated (BBCI) honoured 15 of its employees, all of them fathers for Father ’s Day at its D’Edward Village, West Bank Berbice location. The oldest father in the village, 87- year- old Mr. Ramana received a food hamper. Mr. Omadatt Samaroo, Chief Executive Officer (CEO) of BBCI, stated that the initiative has become a tradition for the past two years, “and we will continue
with this tradition.” “Our fathers leave home very early in the morning and goes home late in the afternoon, making huge sacrifices.” At the simple ceremony, he outlined the history of Father’s Day as well as the significance of fathers in children’s lives today. “Children depend on their fathers for their physical, emotional, financial and social well- being,” he added. For daughters, fathers are the ideal men in the world …while
for sons, fathers are their idols.” The father, he stated, is seen more as a provider in the home. A special hamper was also presented to David Persaud who became the newest father at BBCI. The company also visited home-bound father Mr. Abdul Wazir of D’ Edward Village and presented him, too, with a hamper. Also congratulating fathers was Operations Manager of BBCI, Mr. Jainarine Koosial.

GPL leaking revenues from poles Murdered cop’s used by Cable TV operators colleagues cannot The Guyana Power and Light Inc. (GPL) says it is renting 8,000 of its power poles across the country to cable TV companies, a business that could potentially rake in at least $18M annually. However, the company is only collecting part of the revenues from this. GPL’s Chief Executive Officer, Bharat Dindyal, said the company is charging $2,300 per pole annually from the cable companies. Currently, E-Networks, Bartica Communications Network and Atlantic Cable TV Network (ACN) are the three companies that are using GPL’s infrastructure to run its cables. Bartica and E-Networks are paying, Dindyal said. However, ACN, a Herstelling, East Bank Demerara-based operation, has not yet submitted a copy of its licence identifying the areas it is supposed to be operating in, and this is holding up the process of an agreement. The CEO also disclosed that his company has been working to have ACN fully compensate them for poles it has been using once an agreement is signed. Currently, E-Networks is reportedly using GPL’s poles in the city and on the East Coast of Demerara. ACN is on the East Bank of Demerara.
GPL is renting over 8,000 power poles to cable TV operators but is not collecting rent on all. Two more companies recently applied, says the CEO. However, these were not named. According to Dindyal, the cables used by the companies are small ones and do not provide too much of stress on the poles. “Each year GPL would revise the rates. The annual
rates are based on the cost of poles, their expected life and annual maintenance cost,” Dindyal disclosed. E-Networks, one of two companies controversially granted cable TV licences in 2011, days before former President Bharrat Jagdeo left office, reportedly signed an agreement with GPL since last year. E-Networks is run by Vishok Persaud, the son of a former Member of Parliament. The Guyana Telephone and Telegraph Company (GT&T) has also been using
GPL poles with efforts ongoing to work out an arrangement to recover costs, Dindyal said. GPL had said that it discovered last year that ACN, which has been in operation for 12 years, utilized its poles without consent. Following discussions with GPL, permission was given for the continued utilization of the poles in the interim while the agreement was being crafted. However, ACN had denied it was utilizing GPL’s poles without permission. An official of the company, Michael Bess, had said that in January 2011, his company and other cable operators met with Jagdeo and a directive was given for the companies to approach GPL to start their operations. He said that authorization was given for the operators to utilize the poles while GPL workout the particulars of the agreement. Bess said that it is pertinent to note that his company has been in existence for 12 years and is still awaiting permission to use the poles. He pointed out that E- Networks which came into existence after his company has already received consent from GPL to use its poles around Georgetown. The issue of the poles has been a sore one. GPL is short on supply and has been facing difficulties in getting from suppliers. The suppliers of the wallaba poles have been demanding more money, citing increased costs of going deeper into the forests.

It’s now more than three weeks since the Director of Public Prosecutions Shalimar Ali-Hack ordered the withdrawal of a murder charge against a man whom police said was a prime suspect in the killing of Police Corporal Romain Cleto. Now, from all indications the case appears to be at a standstill. The main reason for the withdrawal of the charge was the question of identity, although investigators had compiled an “impressive list” of witnesses, some of whom gave descriptions of the killer. Now, even the dead cop’s colleagues who were with him on that fateful night of April 27 last, are claiming that they cannot positively identify the suspects. This was revealed to this newspaper by a source close to the investigations. The revelation will certainly dash the hopes of Cleto’s parents who were hoping that the other ranks who were with him when he was gunned down would be able to provide vital information that would lead to the apprehension and successful prosecution of the killer. David Kendall, the father of the murdered Policeman was convinced t h a t h i s l a t e s o n ’s colleagues held the key to the real identity of the killer(s). Investigators appear to have relied heavily on a statement obtained from a woman who subsequently revealed that she had been tortured to sign a document in which she identified Shaka Chase as one of the persons in the car that the killers were using at the time of the shooting. Romain Cleto was gunned down on April 27, last, in full view of dozens of persons who were assembled near the Plaisance Bus Park. The DPP had found several discrepancies in the police investigations, especially when it came to the identity of the killer. An alleged eyewitness had described the shooter as a fair-skinned mixed race individual as against a dark-skinned man with dreadlocks. According to the source, the police even relied on a statement from a man who claimed that he could have identified the killer although he was quite some distance away. “The police have to do much more investigations in this matter but from the look of things, this one is also heading to the cold case files,” the source said.

‘Dead man’ fights for NIS pension By Abena Rockcliffe After several months of enduring much hassle as he persistently tried to receive his pension from National Insurance Scheme (NIS), Fazil Khan, was then told that he is dead and therefore can’t receive his pension. Khan told Kaieteur News that he paid his NIS contribution up to last September when he turned 60. Since then he has been checking from time to time only to be greeted each time with the same phrase, “It’s not ready yet.” Three weeks ago, much to his surprise, Khan was finally told that his pension has been approved and all that was left was for him to collect his book. H o w e v e r, w h e n h e returned to NIS on Friday last to do so, Khan said that he was told that he would no longer be granted his book because he was dead. Even though Khan presented himself and the relevant documents, an employee at NIS argued that the pensioner was dead. Khan said that he asked, “How me dead when I standing right here. You telling me you seeing ghost?” He said that he was told that that was being rude. Eventually he was sent to the Pension officer who asked to inspect his documents. After the inspection, the officer told Khan that she would look into

Therefore, the supposedly dead man returned to NIS office “bright and early” yesterday morning. This time he was told that he was no longer dead. According to Khan, NIS is claiming that the dead Fazil Khan had the same parents as the one who is now fighting for his pension. The deceased Khan also had the same NIS number, the same
identification card number and “dem tell me he probably worked the same place.” Khan told Kaieteur News that he was then told that he now has to wait until NIS can verify his contributions. He said that he has an ominous feeling that “they gon give all me contribution to dis man who dem claim dead.” Khan said that he fails to understand how this situation exists when he was self employed since 2010. “Since 2010 me self employed and I had to pay them NIS every month still. At that time I get put on a different plan and I had to start paying dem more. In that time dem nah see de problem? Only now dem gon wait like Columbus to verify who get wrong and right contribution?” Khan went on to say that he was listening to the pension officer and what struck him was when she said ‘dead man tells no tale.’ He said, “Is then I realize that is pull I getting pull, cause now de man nah deh round to say nothing dem gon give he everything.” The pensioner said that he asked to be told when the man with his identity died “but dem nah want tell me, cause I want to ask them if dem did nah see a dead man paying NIS up to last September.” Khan told Kaieteur News that he no longer works and is depending on his pension to aid in his survival.

Aranaputa residents in urgent need of an Ambulance … Pregnant women travel to clinic on motorbikes - Toshao Pregnant women, just a few minutes away from delivering, are being transported to the Aranaputa, North Rupununi, Health Clinic on motorbikes, the village’s Toshao, Mark George, said on Saturday He explained that the villagers, for the past several years, have been requesting an ambulance or any other vehicle from the Ministry of Health to transport sick persons and pregnant women to the clinic but to no avail. “For ages, we have been begging the health people (Ministry of Health) for an ambulance to take the people to the hospital but nobody
listens to us. Imagine you are pregnant and have to sit at the back of a motorbike on a bumpy journey to the clinic,” the Toshao emphasized. According to George, “Once we get an ambulance things will be much easier for the villagers.” Apart from not having any transportation for the sick, the Toshao said there is an urgent need for medical personnel in the village. The Aranaputa Health Clinic, the only health facility in the village is being managed by one doctor and a midwife. George explained that on many occasions, there would be a long line at the clinic, all

Body in Lamaha Springs house…
Soldier died from blows to the head Lance Corporal Akini Sampson was struck at least twice in the head with enough force to fracture his skull. Police sources said that this was revealed yesterday during a postmortem, which also showed that the 38-yearold soldier was struck with a heavy object and one of the blows was to the back of the head. Death was due to shock and haemorrhage. The source said that although a knife was found near the corpse, the body bore no knife injuries. A relative of the slain man told Kaieteur News that a police rank who viewed the postmortem stated that death was due to hemorrhage, but declined to provide family members with further details about his death. Because there was no sign of forced entry to Sampson’s Lamaha Springs house, investigators believe that he knew his killer and may have let the individual in. Kaieteur News understands that police are trying to locate a woman with whom Sampson was having a relationship, and whose husband had reportedly threatened the soldier. The Guyana Defence Force Lance Corporal was found lying face-down in his bed around 01:00 hrs last Friday by his stepson, Kester Williams, who was forced to pry open a window to gain entry to the property. Raynette McDonald, Sampson’s fiancée, told Kaieteur News that she last saw him alive at his home around 10:30 hrs last Wednesday. According to the woman, the soldier went out after telling her that he was going “to do business.” She said that she left some minutes later. She said that relatives later tried to reach Sampson on his cell phone and got no answer. Kester Williams told Kaieteur News that he last saw his stepfather alive at around 09:30 hrs last Wednesday at the Lamaha Springs residence. He said that Sampson’s girlfriend was also at the house.
Williams, a taxi driver, said that he left and when he returned around 21:30 hrs, the house was locked and the lights were off. According to Williams, he left but returned around 23:00 hrs on Wednesday and seeing that the house was still locked, decided to sleep in his car, since he did not have the keys to the premises. The taxi driver said that the following day he contacted an aunt who informed him that she was not reaching Sampson on his cell phone. He said that after sleeping by his mother-inlaw’s house, he returned early on Saturday morning to his stepfather’s house, which was still locked. This time, the step-son said that he forced open a window and entered the house. It was then that he saw Sampson’s body on the bed. Sampson’s sister, Fiona Simon, said her brother has many girlfriends and he recently got himself involved with a woman who is married. “The woman is them ‘big and bad’ woman. She got she husband and she ain’t want left my brother alone. Three times her husband run my brother and beat him.” Kaieteur News understands that Sampson’s fiancée lives in Berbice but travelled to Buxton a few months ago, where she spent a few weeks with him at his sister’s home. “They come by me and they spend some time because she (McDonald) was sick, they went back by his house last month, but this other woman that he got, does call he landline and cuss she (McDonald) up,” Fiona said.

Barbados suffers blackout A vehicle hit a power pole Sunday plunging Barbados into an island-wide blackout for over an hour, sending Electricity Company officials scampering to the media to explain the reason, with promises to ensure there is no repeat. While power to some areas was restored within an hour after lights went out around 6pm, other districts suffered for about three hours, and Barbadians vented their rage yesterday on a popular call-in programme, ‘Down to Brasstacks’, expressing surprise that a simple vehicular accident can interrupt power supply to the entire country, and for so long. The Barbados Light and Power Corporate Communication Manager, Jackie Marshall-Clarke, also got on radio to explain that the power shutdown, caused by the accident, should have been restricted to the immediate area of the mishap but, “the fault did not isolate and it fed right back into our generating system, and once
again the protection mechanism would kick in, and from there a shut down occurred. She added, “It so happens that when it shut down the generating system, it shut down the entire island, so that’s why we had an islandwide outage” While apologizing, the power company spokeswoman noted that the power cut did not go much into the night. “The accident happened at 6:10pm and we started that restoration [of power] about 7pm, and we completed the restoration at 9:10. Unfortunately a few of the generators tripped off again at that point and some other customers were affected for another 40 minutes, so by 20 minutes to 10pm everybody would have had supply again.” BLP Chief Operating Officer, Stephen Worme, also rushed to the media, and explained, “Faults like this happen from time to time, and the system and protective devices did the job they were
designed to do. He assured that as it probes reasons for the power trip-out, the company would seek to ensure that there is no reoccurrence. “We’re still in the preliminary stage of the investigation, as we do whenever we have a problem like this to see what we can do differently to avoid something like this occurring again.” None of the island’s essential services such hospitals reported any outage as their back-up systems were immediately activated. Accused in Zeeburg murder case freed Hameraj Rambachan walked out of the Supreme Court, a free man yesterday after he was acquitted of murder by Justice Brassington Reynolds. Rambachan was accused of knifing to death his “one time lover’s mother, Rajpattie Jagroop, back in 2009. Justice Reynolds yesterday, upheld the no case submission of Defence Attorney Kim Kyte -John. Mrs. Kyte- John in association with Ms Faye Ann Barker represented the accused. Rambachan was 22 years old when he was taken into custody for the murder. He wept as he fled the court house. He declined to speak

The woman was subsequently pronounced dead on arrival at the Leonora Cottage Hospital. The woman’s 17-year-old daughter, Basmattie Seswankar, was also chopped to the head. Rambachan was also charged in relation to her injuries. He is currently on $150,000 bail for the wounding with intent charge. Two crash after Contractor requests extension for Forensic Lab drunken spree ...Rohee says Force will return to Parliament for more money

This was confirmed by Minister of Home Affairs, Clement Rohee, who yesterday told media operatives that the laboratory which was supposed to have been completed by yesterday, will now require another week of works. Rohee was at the time addressing a People’s Progressive Party Civic (PPP/ C) press engagement. He said that the equipment for the state-of-the-art laboratory is in Guyana, “and is safely stored pending the removal of the contractor’s labourers from the site.”
According to Rohee, the personnel to staff the laboratory have already been identified. He said that a panel had been set up and it has selected “what I consider to be highly qualified people. In fact, I was surprised to see Guyana still has so many of these people in the country to work in forensic laboratories.” It’s now only a question of finishing up with all the physical works, according to Rohee. Addressing concerns regarding the adverse effects the refusal of the legislative amendments by the combined opposition would have on his ability as Minister with responsibility for the security sector, Rohee said it wouldn’t.
He qualified his position reminding of a point raised by Head of State, Donald Ramotar, who had indicated that the way the Constitution is written, the Executive still has enormous possibilities to get things done. Rohee told media operatives that with the allocations for the Ministry of Home Affairs secured in the 2013 Budget the works required being undertaken will be done. “Work is proceeding at the administrative level, at the executive level, at the policy level to get the reforms moving.” He said that the problems arise at the level of Parliament. The Bills brought to the House for passage would help to reinforce what is being
done at the executive, policy and administrative levels. He said that in the reform of the Guyana Police Force, the refusal to have the legislation amendment for the name change to that of a Police Service, is a blow to the reform process but “is not a blow to the heart of the reforms.” The Minister reminded that Patrick Mentore, still remains head of the Strategic Management Department that is implementing the reforms. “The Ministry of Home Affairs is still utilizing the resources to bring a greater sense of training to ranks of the Police Force.” Rohee said that the Capita Symonds Consultants will shortly be arriving in Guyana “to continue with their programmes of reforms as well.” With respect to the increased training being undertaken by the Guyana Police Force, Rohee said that the force did not receive the amount of money it would have requested. He said although the Ministry would have received a significant amount of what it had requested, this money is projected to be fully utilized by the third quarter of this year. As such, Rohee said that the Ministry will have to approach the National Assembly for a supplementary provision to continue with its level of training desired.
Linden Griffith, 28, of Mainstay remains in a critical condition in the Intensive Care Unit, at the Suddie Public Hospital. Griffith hit his head on a rock after he was hurled from his motorbike on Father’s Day. Arrangements are currently underway to have Griffith transferred to the Georgetown Public Hospital. Reports have indicated that Griffith, who was at the time making his way into Mainstay, skidded several times on the road. He was said to be under the influence of alcohol when he fell. Meanwhile, Leon Benn, of Pomeroon was rushed to the Suddie Public Hospital Monday morning after he was involved in a boat accident at Marlborough, Lower Pomeroon River, Sunday night. According to reports, Benn and a crew of young men were said to be imbibing alcohol at a shop in the Pomeroon. As they were returning to their various homes, sometime during the night, the boat crashed into a huge clump of bushes. The boat bow sustained massive damage. And Paulo, the Wakenaam speedboat
driver, remains under police guard, at the Suddie Public Hospital. Paulo is said to be suffering from hypertension. Reports are that Paulo was venturing out of Supenaam Creek, on Friday, around 4:30 hrs, heading for Wakenaam Island. He was transporting five passengers, when it was reported he collided with a boat piloted by Ganesh Roopnarine “a/ k”Shines”, formerly of West Coast Demerara and Affiance, on the Essequibo Coast. Roopnarine fell overboard in an unconsciousness state. He was pronounced dead by a doctor at the Suddie Public Hospital, later that day. An employee at the Supenaam Stelling informed that MARAD engaged speedboat operators in a meeting on Thursday, the day before the fatal accident and safety was zeroed in by MARAD officers. Monitors have indicated that while no special changes will be made in terms of how speedboats operate, they are however cautioned to slow down when they are negotiating turns along the banks of the River.

Health Minister breaks silence Dharmic Sabha elects on sacked Berbice doctor issue new President Minister of Health, Dr. Bheri Ramsaran, has stated that the Ministry of Health is not victimizing sacked Berbice doctor, Ramesh Jaikarran. Ramsaran referred Kaieteur News to the Guyana Medical Council (GMC) and Public Service Ministry (PSM), for further clarification about the issue of nonpayment, which Jaikarran is claiming. “It can’t be somebody discriminating politically.” “Was he on the job? I know they had some little boy masquerading as a doctor somewhere under he mother’s bottom house—I wonder if the police should go and arrest him. “Working under he mother bottom house somewhere? Mahadeo don’t work there and Mahadeo can’t get them records…you got to find some way of getting the information.” “Let him show you the documents he got and how much he owes the Guyanese people.” When asked why the young doctor was dismissed, the Minister stated, “I don’t know—the Ministry of Health does not deal with that— that’s the PSM…MoH does not run health in this country.” Jaikarran is taking the Chief Executive Officer (CEO) of the Berbice Regional Health Authority (BRHA) as well as a former Doctor-inCharge of the Skeldon Hospital to court for unpaid salaries between September and December, 2011. Jaikarran, who was dismissed from practicing in the public health system in Guyana two years ago, has stepped forward to vent his frustration at what he claims to be the withholding of payment of salary and withholding of records that he is now trying to access to prove that he was employed at the Skeldon Hospital during the four-month-

…Magistrate quits bench Yesterday, people in the Vreed-en-Hoop Magistrate’s court witnessed a prisoner experience what they believed to be a seizure. During the proceedings of the court, Magistrate Sherdell Isaacs-Marcus was taking the statements for another matter. About 11:30 hours, Shamal Shivnarine, 47, of 66 Dowding Street, who was sitting in the prisoner’s dock, collapsed within the confines of the court. Magistrate Marcus then exclaimed, “Oh goodness,” sprang from her seat and hurried to her chambers. All eyes were now focused on the accused who appeared to be lying motionless whilst clad in a red jersey and blue jeans. After a few seconds of observing the accused, officers in the court were prompted by a lawyer to ensure that Shivnarine who was remanded on May 24, for two charges, simple larceny and assault causing actual bodily harm, was not dead. Two ranking officers then proceeded to lift the defendant from the floor but as soon as hands were laid on him, Shivnarine began to shake uncontrollably. His tongue was caught between his teeth.

But this course of action appeared to cause the defendant to lose consciousness again. A lawyer then insisted to the officers that the prisoner be taken to a hospital for immediate medical attention. The prisoner was then whisked off to West Demerara Hospital. Shivnarine, who could not have walked on his own, was lifted into the Hospital by two
ranks attached to the Vreeden-Hoop police Station. About 15 minutes after his arrival, nurses at the hospital became furious as they related to this publication that the officers did not know the name of the man and requested that they simply addressed him as “prisoner.” “When they saw the man collapse, they should have brought him to the hospital immediately. How can you bring a man to the hospital and he is in your custody and you don’t know his name and address?” exclaimed one of
the nurses. The nurses continued, “The officers of ‘D’ Division are highly disrespectful. We cannot go to the police station and do as we like. At the hospital we have rules and they are just disregarded by these officers. “They are not supposed to be in the emergency room. Regardless of whom he is to the police, at the hospital he is a patient, not a prisoner. This will be reported to our superiors.” The defendant remained under observation at the West Demerara Hospital.
Police intensify probe into death of Plaisance ‘bad man’ It is not normal practice that police will pay much attention to the circumstances surrounding the killing of well known criminal suspects. But in the case of 27 year old Gary DeFlorimonte, called ‘Saddam’, the Force is digging deep to ascertain the real scenario surrounding his death, especially since there are reports that the police were involved and there are attempts at a cover-up. De Florimonte’s decomposing body which bore three bullet holes was discovered on the morning of February 23 in a clump of bushes in the Plaisance Squatting Area. Up to now the police have not claimed responsibility for the shooting, although relatives of the dead man are claiming that DeFlorimonte was killed by ranks of a police mobile patrol. that several persons have claimed to have seen the police shoot his nephew two days before his body was discovered. Residents had told Kaieteur News that about two days prior to the discovery of the body, at least five policemen, accompanied by a resident, visited a popular hangout looking for DeFlorimonte. It is alleged that DeFlorimonte attempted to evade ranks by jumping into a gutter, and the ranks reportedly shot in his direction. They said that realizing he was hurt, DeFlorimonte gave himself up and braced a fence. The fence they said however opened, collapsed, and the ranks, apparently thinking that the man was again attempting to escape, fired another round at DeFlorimonte, who ran into the yard for cover. As he did so, residents
said the police discharged a few more shots at DeFlorimonte, whose decomposing body was found days later in the said yard, behind a fence. This information was apparently enough for the police to intensify its probe into the shooting. Kaieteur News has been reliably informed that the police Office of Professional Responsibility has been tasked with the investigation. “The people placed the police at the scene and the police have placed themselves at the scene based on our investigations so far,” a source told this newspaper. The source said that the police ranks who were on patrol when the shooting occurred, did not report it, and it was not until after persons began speaking out about the incident that they claimed knowledge of it. The ranks in question
include a Corporal and three Constables from the Sparendaam Anti-Crime Unit. There is some evidence that after the shooting, one of the ranks on the patrol unit which had confronted DeFlorimonte had replaced the rounds from his rifle, giving the distinct impression that he had fired the weapon. The source said that investigators will not recover any physical evidence to link the cops to the killing, since the bullets that killed DeFlorimonte passed through his body. The dead man’s uncle had told this publication that the police had informed him that witnesses were not coming forward to give evidence in the matter. Putin, Obama disagree over Syria at tense G8 summit meeting (Reuters) - U.S. President Barack Obama sparred with Russia’s Vladimir Putin over how to end the war in Syria yesterday during an icy encounter at a G8 summit where divisions over the conflict eclipsed the rest of the agenda. Speaking after talks with Obama, Putin said Moscow and Washington had differing views over Syria but agreed the bloodshed must stop and that the warring parties should be brought to the negotiating table. Both leaders looked tense and uncomfortable as they addressed reporters after about two hours of talks, with Putin staring mostly at the floor as he spoke about Syria and Obama only glancing occasionally at the Russian leader. “Our positions do not fully coincide, but we are united by the common intention to end the violence, to stop the number of victims increasing in Syria, to resolve the problems by peaceful means, including the Geneva talks,” Putin said.

He said the two leaders had instructed their teams to work on a peace conference about Syria in Geneva. On Iran, Obama added that he and Putin expressed cautious optimism about the ability to move forward on a dialogue with Iran after a moderate cleric was elected president there. Stung by recent victories for Assad’s forces and their
support from Hezbollah guerrillas, the United States said last week it would step up military aid to the rebels including automatic weapons, light mortars and rocket-propelled grenades. Earlier British Prime Minister David Cameron, who is chairing the G8 summit in a remote golf resort in Northern Ireland, also conceded there was “a big difference” between the positions of Russia and the West on how to resolve the war. In some of his most colorful remarks on Syria, Putin described anti-Assad rebels as cannibals who ate human flesh on the eve of the summit and warned of the dangers of giving guns to such people. For their part, Western leaders have criticized Russia, Syria’s most powerful ally, for sending weapons to Assad forces and considering deliveries of a sophisticated missile system.
Turkey could deploy army to quell protests (Reuters) - Turkey’s deputy prime minister said yesterday the armed forces could be called up if needed to help quell popular protests that have swept Turkish cities in the last two weeks, the first time the possibility of a military role has been raised. Bulent Arinc made the remarks in Ankara, where 1,000 striking trade union workers faced off briefly against police backed by several water cannon, before police retreated and the crowd left. In Istanbul, the cradle of protests that have presented Prime Minister Tayyip Erdogan with the greatest public challenge to his 10year leadership, several hundred union members also
marched in sympathy with anti-government demonstrations. They were prevented from entering Taksim Square, the focal point of the unrest, but after workers had moved off, between 200 and 300 mainly young protesters, some of them throwing stones from slingshots, fought with police. The violence was minor compared with the weekend, which saw some of the fiercest clashes so far when police fired teargas and water cannon to clear thousands of people from the square. “Our police, our security forces are doing their jobs. If it’s not enough, then the
gendarmes will do their jobs. If that’s not enough ... we could even use elements of the Turkish Armed Forces,” Arinc told Turkey’s state-run TRT television. Any use of the army would be a dramatic step in Turkey, where Erdogan has pushed through democratic reforms including taming a military that toppled four governments in four decades. CXC to record first-ever video- ‘SENSITIVE’ MATERIAL based syllabus orientation - T&T PM safeguards classified information (Trinidad Guardian) The Caribbean Examination Council (CXC) will make history in Grenada this week with the recording of its firstever completely video-based syllabus orientation. The recording is being done for the launch of CXC’s CAPE Digital Media Syllabus and will be facilitated by BrightPath Foundation, a Trinidad-based technology education non-profit. A team of teachers, CXC officers and volunteer digital media specialists will be working together to produce the orientation video. Telecommunications provider, Columbus Communications has made its CC6 Community Station studio resources available to CXC for the occasion. Rhea Yaw Ching, corporate vice president sales and marketing at Columbus said, “Columbus has been working closely with CXC and BrightPath to ensure the success of this important initiative.A Digital Media Syllabus is an important inclusion in the Caribbean curriculum, and it also
supports our large corporate objective of enabling learning through technology.” CXC provides primary, secondary and postsecondary examinations and other education services for Caribbean countries. Registrar and chief executive officer Dr Didacus Jules said the region’s education system needs to be updated to produce graduates with the requisite technology-based skills. “Emphasis will be placed on project work and active participation to ensure that students have opportunity to develop both practical skills and a solid understanding of how digital media is applied in realworld scenarios.” Bevil Wooding, Congress WBN’s Chief Knowledge Officer and Executive Director of BrightPath Foundation, is coordinating the activity in Grenada. He explained that the newness of the subject matter has meant that CXC had to turn to technology to accelerate the syllabus roll-out process. A special Accelerated CAPE Digital Media Implementation Strategy has been developed in
collaboration with the CXC’s civil-society partner Congress WBN, a Trinidad-based international non-profit organization. “We wanted to ensure the same principles and tools highlighted in the Digital Media syllabus were reflected in the approach to implementation,” Wooding said. In addition to the syllabus orientation video, Wooding and his BrightPath team of volunteers are putting together Caribbeancentric reference texts, digital and physical teaching aids targeted at teachers, students and parents. Alice Thomas-Martin, a teacher from St Benedict’s College in San Fernando and one of the educators selected by CXC to help create the syllabus, is in Grenada for the recording. She added, “The majority of my students are ‘digital natives’ having grown up surrounded by technology. I know they will be most excited when this launches in September. CXC is exploring the possibility of applying the approach taken for the Digital Media Syllabus other subject areas.
(Trinidad Express) Prime Minister Kamla PersadBissessar has expressed concerns that handing over her electronic devices to the police investigators may jeopardise national security and has since directed that the investigation only take place in her presence. In a letter to lead investigator, Deputy Commissioner of Police, Mervyn Richardson, dated June 10, Persad-Bissessar said in her capacity as chairman of the National Security Council there was “sensitive” information on her computer systems and she was advised by her attorney, Israel Khan SC, that they and her in-house information technology (IT) expert should all be present during the police investigation. “There is sensitive data on the said electronic devices concerning the safety and security of the State and other matters of a confidential nature,” the Prime Minister said. Persad-Bissessar has since directed police investigators to only examine the electronic devices that she
used in the month of September last year. “I will readily adhere to the request made by the Deputy Commissioner of Police Mr. Mervyn Richardson that I make available to the police investigators the electronic devices used by me to send and receive e-mails during the month of September 2012, but I am constrained to do so in the presence of my attorney-atlaw and my information technology expert,” she said. The PM said Khan was of the opinion that “this modus operandi of inspecting and examining the electronic devices will afford not only protection for the integrity of my electronic devices, but for the police investigation”. “Such an exercise in Senior Counsel’s view will ensure that the inspection and examination of the said electronic devices remain transparent and above board for all concerned,” PersadBissessar said. She also attached a copy of a report by US-based computer forensic expert, Jon Berryhill, which dissected the e-mail thread read by

based Guyanese woman, who recently turned 60, continues to render her assistance to the underprivileged. For over 30 years, Elizabeth Haley has dedicated most of her life to providing three square meals annually at shelters, orphanages and schools across Guyana. T h i s y e a r, w h e n s h e returned on June 4 to celebrate her 60 th birthday on June 7 with her son and daughter, her target was two schools, the Melanie
Damishana Kindergarten School and the Paradise Primary School. During the lunch period, Haley surprised the students at both schools with healthy meals and tasty deserts. The students, many of whom who hadn’t anything to eat that day, expressed how grateful they were for the initiative she has taken. To many of the students, Haley is now referred to as “their guardian angel.” An emotional Haley
said, “I believe it is my calling to help others. And to know that I am giving back is such an overwhelming feeling and I will continue to do this. I hope that this can also move others to do the same.”

would consider bail and set a committal date for the three to reappear in court. According to the ONDCP, its investigators executed a counter-narcotics operation on June 13, which resulted in the seizure of approximately 20 kilograms of cocaine, a .25 caliber pistol along with six rounds of ammunition.

Webb shoots for coaching GOA/GVF Olympic Day Volleyball education within Caribbean Festival set for Saturday June 22 Jamaica Observer CONCACAF boss Jeffrey Webb says a key element of the development process within the confederation is to have a sustainable programme that will serve to help make smaller members stronger in the future. Critical to that thrust, the Caymanian told the Sunday Observer, is to emphasise education across every plank. The education of coaches, in particular, Webb believes will play a significant role in improving the technical aspects, which countries in the Caribbean lack compared to their North and Central American counterparts. “We have to focus on education, when you look at the development that’s taking place in the USA and Mexico, so much has gone into the development of the technical staff, so when you have educated coaches you have better players ... and the Caribbean must educate its coaches,” said Webb, who is one year in the job as CONCACAF president. “I think it’s important to educate our coaches, and we have put in place now the coaches’ CONCACAF qualification, which will start with the D Licence starting in August this year. We are
committed to club development... I want to also establish and do a strategic analysis of Caribbean football as far as the professional leagues throughout the Caribbean are concerned, and that is something we are looking for from... a development standpoint,” Webb noted. Jamaica is a leader in the Caribbean region, with its new drive in coaching education, having set up the JFF/UTech Coaching School that has graduated nearly 500 coaches at different competency levels, over the past four years or so. The FIFA vice-president, who said the main focus of his tenure is to develop the game, noted that part of that vision is to see the tiny countries of the Caribbean coming up to a plateau where they can be duly measured with the powerhouses. “I think when you look through our confederation we have 41 countries, and you have probably five stages in different development aspects; when you look at the smaller countries and how they are at different development stages and the vision (now) is to bring all these entities (in line),” said Webb, who heads the highpowered FIFA Task Force on
Racism and Discrimination. “It’s important to work with some of the associations, like Mexico, down to the smallest federations in the Caribbean, like the Montserrats, Anguillas and so forth,” added the CONCACAF boss. Webb said the Win in CONCACAF for CONCACAF assistance programme, with a US$4.5million allocation this year, is also aimed at aiding its membership with their grassroots programme, where each national association is expected to receive US$100,000. Also from a development point of view, he noted that “we are launching our CONCACAF Grassroots Programme, which will start in St Martin and various places”. Webb added that CONCACAF has also launched “our Club Licensing Programme” as well. The sub-continental body is also due to kick off an Under-15 tournament, starting in August. Webb said he does not intend to be warming his seat as a FIFA vice-president, but will use the office to work towards making an impact in developing the game not only on the Caribbean level, but the wider CONCACAF and the global game as well.
The Guyana Volleyball Federation (GVF) will be staging a Volleyball Festival on Saturday 22nd June 2013 at the National Park to celebrate “Olympic Day” 2013. The festival which has the blessings of the Guyana Olympic Association (GOA) will involve clubs from The Berbice Volleyball Association (BVA) and The Demerara Volleyball Association (DVA) and will see six male teams from the DVA second division league
along with two female teams and junior players participating in friendly competitions. The day’s activity will be highlighted with a feature game between the top clubs in Berbice and Demerara. The mouthwatering encountering will see Port Mourant Training Centre (PTMC) of Berbice taking on Young Achievers of Demerara. The total number of participants are expected to be 120 and the action starts at 12:00 hrs.
Among the clubs from Clubs from DVA that are expected to participate are GDF, Young Achievers, Lusignan, UG, Good Fortuin and Bank of Guyana. Two female teams from the Vanguard Volleyball Group are also expected to be in action. With three courts being used the public is being invited to join in the fun. best of the day which ensured that he took home two trophies for his efforts. Kishan Bacchus (13 handicap) consistent run of form continued when he captured the runner up spot with net 68, coming out ahead of Fazil Haniff (11handicap) who shot net 70. Recent tournament winner Colin Ming (13 handicap) was fourth with net 70, beaten by Haniff on the countback.

The tattooed, middleaged guy at the bar with the No. 20 jersey spoke about the fallen San Antonio Spurs star as if he was an uncle on life support. His countrymen from Argentina were so concerned, so unaccustomed to seeing him play like this, that they brought a banner to Game 5 of the NBA Finals just to remind him of their support: “We Ginobilieve,” it read. The love wasn’t waning, but the faith most certainly was. Until Sunday night. After a surprise start from Spurs coach Gregg Popovich that will go down as the latest stroke of genius in his celebrated coaching career, Ginobili had 24 points and 10 assists in San Antonio’s 114104 win vs. the Miami Heat. Leading the series 3-2, the Spurs head back to Miami for Game 6 today with a chance
to win the organization’s fifth championship. Since the league went to a 2-3-2 Finals format in 1985, and the series has been tied 2-2, the Game 5 winner has won the series seven of 10 times. A keen battle is anticipated with the Heat looking to home court advantage to propel them to leveling the series today and go to win it in Game 7 also at home. Aussie joins St. Lucia Zouks to replace unavailable Chanderpaul Caribbean Premier League organisers have announced that Shivnarine Chanderpaul will be unable to play in the inaugural tournament for the St Lucia franchise due to contractual obligations that he has with English county team Derbyshire, opening the door for Aussie batsman Luke Pomersbach to join the St Lucia Zouks. Chanderpaul signed a contract with CPL, offering himself up for selection but later realised that his commitment to Derbyshire provided for release only if it pertained to West Indies duty. He subsequently had to withdraw from the tournament. “I am extremely sorry that I will not be able to participate in the CPL because of contractual obligations,” said Chanderpaul. “I would definitely like to make myself available for the next edition, and will have my contracts carry a clause that will permit me to play in future editions of T20 tournaments.” “It is unfortunate that Chanderpaul is unable to be a part of the St Lucia Zouks,” commented St Lucia’s Head Coach Andy Roberts. “His experience would have added some stability to the team, and of course he is loved and respected by fans around the world. Julian Moore looking to re-write history with U-15 title in Jamaica In 1998 Guyana won the first of its two WICB regional under-15 cricket tournaments in the third ever such tournament held in Jamaica. From July 10-26 this year the tournament will again be played in Jamaica and former national under-15 left-handed batsman Julian Moore is looking to re-write history by giving Guyana it first title since 1999. If Guyana is successful, the victory would be sweeter for the 27-year-old Moore since it was his father, Carl Moore, Guyana’s under15 Manager, who tasted success for the first time at the under-15 level. Moore has on-field experience at the Regional under-15 level, having represented Guyana in 2000 in Trinidad when they finished second and made his debut against Jamaica. Moore, who captained Bermine at first division level in Berbice, was the Berbice under-15 Coach in 2010 & 2011 when he coached the team to championship honours on both occasions. Moore, who also played for the University-of-Guyana (UG) in Barbados six years ago, was appointed Berbice senior team Coach this year. “I feel honoured to be appointed national under-15 Coach for the first time and this will be my first trip to Jamaica. I am very passionate about coaching and I aspire to one day become a West Indies team Coach,” Moore revealed.

Ryan McKinnon, Yamadesh Tularam, Khemraj Haripersaud are A, B & C class winners By Franklin Wilson What should have been a three stage shoot was forced to be shortened to two stages when the 3rd Modern Optical Service sponsored Guyana National Rifle Association (GNRA) Pistol competition was held at the Timehri Ranges, Yarrowkabra, Linden Soesdyke Highway, on Sunday last. Competition was underway in the third stage but shots were ordered to cease at 17:50hrs when another shower of rain and fading light had the final say on an absorbing day. The action was slated to get underway at 10:00hrs following registration one hour earlier but the skies above again took aim to the extent that the competitors
were forced to seek cover under the tents provided. The action got underway just around midday. When the dust was finally settled, the GNRA shooters dominated the A-Class with Ryan McKinnon tallying a total of 195.54 points to win overall having also won the Second Stage (Going, Going, Gun 2). Dr. Johan Da Silva, who had taken the lead after the First-Stage (Kitchen Appliance), had to settle for the runner up spot overall with 190.39 points with Gordon Richards placing third on 142.71 points. Firing his way to the top in the B-Class was Yamadesh Tularam who tallied 101.86 points; he also won SecondStage after finishing 2nd in

Top of the chart in the CClass overall was Khemraj Haripersaud with a total of 117.17 points and was the only shooter to win both the First and Second Stages. A. Motie was second with 75.29 points with 3rd place going to Philip Zaman who also placed 3rd in Second Stage. Following is the list of the respective Stage winners.

GDA\Harris and Elias Darts tourney set for June 23 The Guyana Draughts Association (GDA)\Marlon Harris and Gentle Elias tournament is set for June 23 at the National Gymnasium. The tournament will be played using the 100 square boards on a round robin basis. Registration starts at 09:00hrs while game time is 10:00hrs. Entrance fee is $300 per person. Both sponsors promised to make it an annual event while President of the GDA, Jairam thanked them for their support. He said that others should emulate the efforts of Harris and Elias since the GDA depends solely on sponsorship. Jairam added that Draughts in an indoor sport and the cost to sponsor a competition is minimal.

After a good start, the run-rate dropped as they missed the first target before losing the match by 20 runs. Sri Lanka join England in the semis.
