Glenn Lall rubbishes Jagdeo’s justification for low value of Guyana $$$

With one US dollar currently worth at least GYD$200,businessmanand anticorruption advocate, Glenn Lall, believes that the explanation presented by Vice President Bharrat Jagdeo for the US-currency maintaining such a high valueis“senseless.”
Lall, during his Friday eveningradioprogrammeon 99.1/99.5FM,rubbishedthe justificationprofferedbythe formerFinanceMinisterand Head of State at a recent p r e s s c o n f e r e n c e Previously, the VP, when asked about the value of the Guyanadollar, said,“Forus, weareverycomfortablethat the system is clearing, and I said before we are gonna manage this carefully to ensurethatwedon'thaveany appreciation of the currency too. We don't want that to happen, andwehavemadeit (clear). We'veexplainedthis 100 times; people say, why don'tyouallowthecurrency tocome200tooneandstuff likethat-itwouldkillcertain sectors- the same Dutch disease.”
In explaining the current situation, Lall told listeners and viewers of his programme, “If one US dollar is presently 200 dollars, andatinofsardineis $200:-youcanonlybuyone tin, nah true? If the US dollar come down $100 for $1,itmeansyoucanbuytwo tinssardine, correct, yes? So why would any leader want to keep the US dollars at $200for1:whenitcanonly buy one tin and not two? That is basic common sense.”
Thenewspaperpublisher pointed out that Guyana currentlyimportsmostofits needs, including food, clothing, shoesandvehicles. Consequently, he pointed out, “If our dollar becomes

stronger, you are stronger, your pay cheque is stronger, meaning you can buy more of the things you consume. Simply put, you can buy more food, more clothes, more shoes, more vehicles, more bulldozers, more tractors, more everything, cheaper.”
Meanwhile, should the US dollar remain at its current rate, Guyanese will continue to face high costs forthesegoods.Lallargued, “Every leader of every country on earth does their best, tries their best to strengthen their currency against the US dollar, especiallywhentheyhaveto importsomuchtokeeptheir peoplegoing.”
Consequently, he concluded that, should the value of the US dollar drop, life for Guyanese will become easier The businessman highlighted that Jagdeo's excuse for keepingtheUSdollarhighis the Dutch disease and invited listeners to judge for themselves whether the explanation provided was “sensible”.
DutchDisease
“This term, 'Dutch Disease', came out of Holland.Itiswhenacountry discovers huge wealth, like oil, andmoneystartstoflow in the country People stop workingandiftheydowork, theywantdoubleortriplethe moneytheyusedtoworkfor, sowhatdoesthatleadto, the traditionalcropsthatusedto keep the country going is pushedinthecorner, because your price is too high and you can't compete with the worldprice,”Lallexplained.
He believes that Guyana is faced with this issue withoutevenenjoyingitsoil money, as he pointed to the refusal of workers to accept lessthan$20,000dailyfora

Moreover, he said, “We are already living with the Dutch Disease…look at it, the entire agricultural sector is struggling – in a mess.
Sector after sector complaining there is no workers…isadeadindustry They just propping it up so they can thief the money fromtheTreasury, andthisis whathasbeenhappeningfor the last 30 years. At least PNC had some sense and startedclosingdownsomeof the sugar estates, but this formerpresident, whothinks heisclever, tellingweabout DutchDisease.”
He noted that Trinidad and Tobago was also forced to shut down the sugar estates as they were losing money years ago. “Today,
Bharat Jagdeo walking in that same footstep, trying to tell Guyana that sugar could be saved, not the oil, not the gold, not the bauxite. Instead of fighting to get more from our rich resources, like that oil, he studyingaboutsugar Sugar that is now sitting in a wheelchair and allowing the Mercedes Benz and the Lexus to drive away from us.”
Exports
Shifting his attention to another questionable excuse proffered by the VP, Lall highlighted that Guyana's exportsarenotassignificant as its imports. He reasoned, “In his mind, in his economics, hebelieveswhat Guyana exporting, if the US dollargodown, itwillaffect

ThenewspaperPublisher argued that fish, shrimp, sugarandriceexports, along

One-off cash grant is a plan for robbery unless NIS fixes contribution statements

, Mr Sasenarine Singh, Guyana’s Ambassador to Belgium and the most s
Scheme’s “one-off cash grant” announced by the President will bring closure, particularly for sugar workers (SN, April 12, 2025). Writing from afar, this fella argues that something is better than nothing. He says, “One is alwaysgreaterthanzero”.In other words, Mr Singh is saying take the President’s dealoryouwillgetlarwah.
Did the NIS and actuary m a k e t h e s e recommendations on onetimepayments?IsMr Singh okay with workers signing away all their rights by accepting the President’s payments? Sase needs to answer, under his watch, how many GUYSUCO workers’contributions were fixed, since sugar workers’ contributions were the most screwed up. When workers signed up for NIS and were paying contributions, they expected NIS to do their statutorydutyofmaintaining proper records and monitoring employers Clearly,NIShasfailedinits duty to many people. The PPPhasbeeninpowerfor27 of the past 32 years, and the
PNC also did nothing to fix this problem. Many people have died without receiving NIS benefits because they were given the royal runaround. So, Mr Singh, those who died have gotten their “closure.” They don’t have to deal with GUYSUCO and NIS anymore And many are closetothatkindofclosure, too. Many of these are poor, rural PPP supporters, including many sugar workers.
The problem many people have is that NIS is missingafullrecordoftheir contributions They are missing5yearsformeand1 year from my 90-year-old cousin. Unless NIS resolves what to do in cases where people are missing contributions, especially those who NIS says have 740-749, there will be no justiceinthismatter.TheVP saidthateverywheretheygo, people tell them of NIS problems, yet there is no serious plan to fix the root cause.Sase, therewillbeno “closure.” People will feel cheated by a government they voted for Without NIS reconciling its records, workers will be placed in a lower band for the one-time payment.IftheGovernment is going by the number of contributions NIS has in its records, you are in effect,
robbing people, for those who claim NIS records are inaccurate. Judge Damone Younge, in her wellreasoned decision in the Zainul case, lashed the NIS. It was reported that “Justice Younge in her ruling made it clear that an applicantshouldnotbemade to suffer for failure on the partofNISandemployersto reconcile their records or to have an accurate record of thecontributionsmadebyan applicant—or for the failure of employers to pay over t
he insurance scheme. In fact, the Judge in no uncertain termsblastedtheNIS,which she said has become “notorious” for inaccurate and incomplete contribution recordswhichareultimately unreliable.”(Carpenterwins NIS pension in landmark ruling,SN,Nov.29,2023).
Here are excerpts from theblogs:Sachinsaid,“This is an unjust offer to those persons within the 740 to 749contributions.Theywill receiveaone-offpaymentof $650,000. The person, for example, who is short by 1 contribution to be eligible for the minimum pension of $45,000 per month, with a life expectancy of 75 years, would have received approximately $8,000,0000. Whereas the one-off
paymentisequivalenttojust 14 months of minimum pension This is another poorly crafted payment With all that money around, time for them to fix NIS contribution problem once andforall.”
Fmguycan said, “People who contributed above 745 to 749 should qualify for a partial minimum NIS pension if the cause for the default can be considered under humanitarian and c o m p a s s i o n a t e circumstances beyond their control It is heartwrenching for anyone, through no fault of theirs, to bedeniedamonthlypension whentherewasdiligenceon their part The one-time payment by the President is considerate, but more needs to be done.” Guyanese said, “Imagineyouearnasalaryof $100,000permonth(usingan average here) and your contributiontoNISis$5,600 monthly Not counting the employer’s contribution So, you make 500 contributions or $2,800,000 to get back $260,000.Nowonderpeople don’t want to make NIS payments.” So I say the “one-off”cashgrantisaplan forrobberyunlessNISfixes contribution statements. T h e t r a g i c a n d unwarranted deaths of Lindeners Ronaldo Peters and Keon Fogenay by two police officers have set the countryinastateoffearand agonyoverthelastfewdays.
Subsequently, the community of Half Mile, Wismar, Linden was in a state of destabilisation and uproar, with angry residents destroying public property, blocking roads, and burning tyres. One can only imagine the psychological state and trauma that the families of the deceased young men are currentlyexperiencing, even though this is not the best course of action to resolve t h e s i t u a t i o n a s aforementioned.
The horrific acts committed by these Guyana Police Force officers are a sordid reminder of the extrajudicial killings that tookplacebetween2000and 2006, the 2012 shooting of three civilians in the mining town of Linden, as well as the 2022 murders of Quindon Bacchus and Orin Boston.
The perpetual seed of rancouranddiscordsownby themanybadelementsinthe Guyana Police Force does not augur well for the citizenry, as the question is, can the Police Force ever be trusted? It would be biased and prejudiced of me to ignore those “exceptional policeofficerswhoconform andreverethelaw”andwho do not engage in corrupt activities.
The question is, how manymore?Howmanywill continue to suffer at the hands of policemen in their uniforms? As the young people of the Cooperative Republic of Guyana, we mustjointhevoicesofmany andsaynotopolicebrutality and no to the killings of civilians.
Although the Police Act ( C h a p t e r 1 6 : 0 1 ) acknowledges the necessity of “reasonable force to maintain order and to deescalate violence,” it does notspecifytheuseofforcein riots or other disturbances. While there have been reports of fired rubber pellets and dispersed tear gas, someprotestorsflagged that live rounds were also fired, which resulted in the deathofFogenay, whowasa bystander The question is, whyliverounds?

Astroturfing is manysided, and for me, the most memorable attempt at ‘smoke and mirrors’ in Guyana occurred when then President Bharrat Jagdeo publiclydeclaredthatformer president and de facto head of the PPP, Ms. Janet Jagan, was just an ordinary citizen who should not have been taken too seriously The intention was to quell the widespreadbeliefthat, much like Irfaan Ali today, Janet Jagan did have a substantial say in what happened in the PPPanditsgovernment. But this is how democratic centralist Marxist parties operated: the head of the party took precedence, and Janet Jagan remained in control of the party until the

The case of the Mohameds in Guyana has all the hallmarks of astroturfing They were involvedinlocalpoliticsfor the People’s Progressive Party (PPP) and very friendly with its oligarchic leadership.Aftersubstantial investigationsbytheUnited States, theywereaccusedof drug trafficking and money laundering. A government permanent secretary who is a member of the PPP has also been accused in relationtotheseevents, and she was promoted by that party after being identified by the US. The PPP is apparently attempting to publiclydistanceitselffrom the Mohameds, and they have seemingly become involved in anti-PPP national politics. A public quarrel between the two is in progress, but from press reports during this period, large sums of money were being exchanged for work done and/or possibly donations.

Team Mohamed will have to rebuff, as the GRA has emphatically stated that it has “… irrefutable evidence of the said breaches, and the understatement of values of the other vehicles, and will vigorously defend the said matters presently before the Court.” After all, in court issues, ‘evidence’ is what matters in the end
Furthermore, the GRA elaborated that “… efforts to resolve the matter amicably had included three letters and direct email outreach, all of whichwentunanswered.”
Editor,Ireinforcethatthis stand-off is a serious one. We are talking about unpaid taxes for vehicles to the tune of $479.7 million for a 2020 Ferrari; $371.7 million for a 2020 Lamborghini Roadster; $320millionfora2023RollsRoyce; $61.4 million for a 2023 Range Rover, and $24.6 million each for two Toyota Land Cruisers, pushing the total close to $1.2 billion. No wonderthenthattherewasthe much-publicized stand-off at
the Mohamed family’s Houston,GreaterGeorgetown residence. On that occasion, GRA officers, accompanied by police ranks, attempted to seize the vehicles, explaining that this ensued after months of failed negotiations and repeated notices However, theyweremetbyahostilemob thatblockedtheentrancewith othervehicles, forcingofficers toretreat.
On this note, I say to the Mohameds to arm themselves with their evidence. In court, theywillnotbeabletooppose physically They will need legal expertise and actual evidence to thwart GRA. We are talking a legal battle, after which, irrespective of the ruling, there is still the loomingauraofthefindingsof the Office of Foreign Assets Control (OFAC) in relation to the Mohamed’s evasion of taxes on gold exports, where between 2019 and 2023, Mohamed’s Enterprise omittedmorethan10thousand kilograms (kg) of gold from i m p o r t a n d e x p o r t declarations, and avoided paying more than US$50 million (over $10 billion Guyana dollars) in duty taxes totheGovernmentofGuyana.

As the clock winds down on President Ali's first term in office, the PPP/C is in a mad scramble to show it is a government that cares. And we have seen the many contrived and theatrical displays at recent meetings.
A few Afro-Guyanese are used to sing the praises of Pres. Ali- some even forgetting themselves as one woman who said she was a 'junkie' under the coalition government.
The PPPC has stopped listening. Power has made them tone-deaf. Detached from the rhythms of daily life, they no longer walk the streets they claim to represent. They do not stand in the parlors of the rural poor, nor linger at the corner shops where the talk is real and unfiltered. They rely instead on meetings held under large tents where people come from all over with a litany of problems – a reflection of a system of government that is dysfunctional. The PPPC has lost the ear for nuance, the feel for mood.
In such a state, the signs of discontent become invisible to them, or worse, appear only as threats conjured by enemies.

Extension to the deadline for proposals for Phase Two of the Gas-toEnergy (GTE) project is to ensure government rolls out a “well-designed” project, Vice President Bharrat Jagdeohassaid.
The chief spokesman on the oil and gas sector told reporters at his press conferenceonThursdaythat thedelaystothedeadlineare not for want of interest. He explained,“Wehavealotof interest in this project. In fact, more interest than we are getting unsolicited offers, all the time, but they have to come through that process.”
With elections due later this year, the General Secretary of the ruling People's Progressive Party (PPP) also noted that the administration is being cautious.
“We are being almost cautious now, as we are approachingtheelections,to really undertake a major initiative of that nature before the elections, so we arebeingmorecautiousnow aboutthisproject, butit'snot for want of interest,” he clarified.
Furthermore, herevealed that key areas of the project are still being fine-tuned to ensure Phase Two rolls out smoothly
According to Jagdeo, “…we still have to verify some parameters of the project, so we want a welldesigned project, so we're verifying that, but we're- it's more a sign of the caution that we are exercising now than a lack of interest in the project.”

The recent deaths of two young men in Linden demand investigation and truth.Buttheyalsobegusto reflect on a proclivity that has, for too long, escaped serious interrogation: the perverse glorification of protest as chaos, and the accompanying devaluation of law, order, and public infrastructure.
The deaths of these young men last week led to an escalation of tensions in theminingtown.Itisforthe Commission of Inquiry to investigate and determine how and why they met their deaths. However, it is more than likely that its findings will be met as such findings often are, with partisan interpretations.

Both John Hess and Sheffield denied the allegations. A spokesperson for Hess Corp said the concerns raised by the FTC were "entirely without merit " FTC Chairman Andrew Ferguson, then a commissioner, and fellow Republican Commissioner Melissa Holyoak voted against the agreements, saying they overstepped the agency's authority Exxon, the No. 1 U.S. oil company, bought Pioneer in a deal worth$59.5billionlastyear Chevron's acquisition of Hess for $53 billion is pending ongoing arbitration proceedings related to potential preemptive rights over Hess's stake in the oilrich Stabroek block in Guyana.

MACORP facilitates generator operator training for GPL staff
Participants of the training programme
As part of its commitment to supporting customers and enhancing workforce readiness, MACORP said it recently facilitated a comprehensive 3516 Generator Set Operator Training Program for ten employees of Guyana Power and Light Inc. (GPL).
The staff represented operations in Berbice, Kwakwani, and Essequibo. According to a press release by MACORP, this initiative was designed to equip participants with the essential knowledge, skills, and attitude required to operate CAT
generator sets safely and efficiently, in alignment with manufacturer-recommended best practices.
The intensive two-day training included both classroom instruction and hands-on practical sessions. Participants were guided through critical concepts and demonstrated their proficiency in key operational areas, including: power Generation Safety Procedures; operator Roles and Responsibilities; overview and System Principles of the CAT 3516 Generator Set; identification
and Function of Generator Set Components; pre-Start Inspections & Start-up Procedures; load Management and Operational Monitoring and shutdown and Post-Operation Protocols.
Miguel Oviedo, Training Manager at MACORP, says MACORP is proud to provide technical support to GPL and other clients to ensure efficiency in their operations. Each participant underwent a competency certification process at the conclusion of the training, ensuring they are prepared to apply what
they’ve learned on the job with confidence and professionalism. This group from GPL was part of an 85member training taking place at MACORP. Other persons are being trained as Technicians, Excavator and Forklift Operators, readily executed by MACORP.
“We remain committed to delivering continuous technical support and capacity-building opportunities, empowering our customers and teams to maintain peak performance and safety across their operations,” Oviedo said.
FAO Food Price Index remains stable in March
The FAO Food Price Index, a benchmark of world food commodity price developments, remained largely unchanged in March from its revised February value, as declines in world cereal and sugar quotations offset a notable increase in vegetable oil prices, the Food and Agriculture Organization of the United Nations (FAO) reported on Friday.
The index, which tracks monthly changes in the international prices of a set of globally traded food commodities, averaged 127.1 points in March, 6.9 percent higher than its corresponding level one year ago but remaining 20.7 percent below its March 2022 peak.
The FAO Cereal Price Index declined by 2.6 percent in March and was down 1.1 percent from March 2024. Global wheat prices dropped as concerns over crop conditions in some major Northern Hemisphere exporters eased, though currency movements tempered the decline. World maize prices also decreased from February, as did those for sorghum. The FAO AllRice Price Index declined by 1.7 percent amid weak import demand and ample exportable supplies.
By contrast, the FAO Vegetable Oil Price Index increased by 3.7 percent from February to an average 23.9 percent higher than its yearearlier level. Quotations for palm, soy, rapeseed and sunflower oils all rose, driven by robust global import demand. The FAO Meat Price Index also rose, increasing by 0.9 percent on the month and 2.7 percent on the year, primarily due to higher pig meat prices in Europe after Germany regained foot-and-mouth-disease-free status and the strengthening of the euro against the United States dollar. World poultry meat prices remained largely stable in March, despite the continued challenges posed by widespread avian influenza outbreaks in some major producing countries. The FAO Dairy Price Index was unchanged from February, with lower international cheese prices offset by higher quotations for butter and milk powders. The FAO Sugar Price Index dropped by 1.6 percent in March, mainly driven by signs of weaker global demand. Recent rainfall in key sugarcane growing areas of southern Brazil further contributed to the decline, while deteriorating production pros-
…rising vegetable oil quotations offset lower prices for wheat, maize, rice and sugar
pects in India and continuing concerns about the overall outlook for the crop in Brazil limited the price decline. FAO also released a new Cereal Supply and Demand Brief on Friday, with revised estimates for 2024 and fresh insights on cropping and crop prospects in 2025. The estimate for global cereal production in 2024 stood at 2,849 million tonnes, representing a 0.3 percent year-on-year drop but higher than previous estimates due to larger-than-previously-anticipated wheat outturns in Australia and Kazakhstan.
FAO’s world rice production forecast for 2024/25 is little changed at 543.3 million tonnes, implying a 1.6 percent yearly increase due mostly to expanded plantings.
FAO’s forecast for global wheat production in 2025 remains unchanged from last month at 795 million tonnes, on par with the revised estimate for 2024. Wheat output in the European Union is expected to expand by 12 percent, following weather-induced declines in 2024, and is also likely to increase in Argentina, Egypt and India, while declining in Australia, the United States of America and swathes of Near East Asia. Maize harvests in the
southern hemisphere are set to vary, with increases expected in Brazil and South Africa but a decline in Argentina.
The new FAO forecast for world cereal utilization in 2024/25 stands at 2,868 million tonnes, representing a 0.9 percent increase from the 2023/24 level, led primarily by a new record-high level of rice utilisation. World cereal stocks are predicted to decline by 1.5 percent to 873.3 million tonnes by the close of seasons in 2025, driven mainly by an anticipated significant contraction in coarse grain stocks. By contrast, global wheat and rice inventories are expected to increase. The updated forecasts place the world cereal stocks-to-use ratio in 2024/25 at 30.1 percent, slightly down from the previous year but still indicating an overall comfortable level, FAO said. FAO has further lowered its forecast for world cereal trade in 2024/ 25 by 5.3 million tonnes to 478.9 million tonnes, marking a 6.7 percent contraction from 2023/24 and the lowest level since 2019/20. Lower expected purchases by China are a primary driver of the lower trade forecasts for coarse grains and wheat.
