Kudos are in order DEAR EDITOR, Please let me take this opportunity to congratulate your newspaper on a fine article – ‘A truly persevering force – the Guyana Lutheran Church celebrates 270 years’ featured in your Sunday May 5 edition. The very illustrative piece
evoked some childhood memories and also reminded me that the Lutheran church has contributed significantly to the history of the Christian community in Guyana. It is also mentioned in Edgar Mittleholzer’s book – ‘The Swarty Boy’.
The feature is recommended reading and I recall that in my childhood days, my father’s first car was actually purchased from the Lutheran Pastor in New Amsterdam. Again, congratulations on a great article. Michael Khan
Those prisoners caught with drugs DEAR EDITOR, Your news report on prisoners being caught with drugs in prison raises several questions on the efficacy of the prison authorities. At worst, it is an embarrassment and an insult to not o n l y catch prisoners in possession of drugs while incarcerated but to go public with court cases
on the occurrences. It does not look good. The questions being raised are: Are the prisons being properly staffed? Is there overcrowding? What controls are there on yard breaks? What controls are there over friends and family visits? How frequent are cells searched and cleaned? Are prisoners being set up? Are
prisoners allowed to smoke in prison? Surely the Director of Prisons should practice a hands on approach and have prisons run in a manner that such infractions be completely avoided. Maybe the director could address the above questions. Carl Veecock 35 Eastwood Crescent Markham, Ontario

An allegation of modern day slavery DEAR EDITOR, I’m writing about a situation which has now become unbearable at my place of work (Muneshwer’s Limited). Over the last three years that I h a v e b e e n employed with this company it w a s n ’ t a n easy going. Firstly, when coming for the job there are so many promises that are being made to you by the management but whilst on the job that is when you realise that all that glitters is not gold. This company sells everything in terms of toiletries, hand sanitizers etc but every month the management will demand $ 300 from every staff members to go tow a r d s the purchasing of toilet paper and soap powder to wash hands, not hand sanitizers. As a result of washing hands with soap powder many staff members have developed a “ rash “ on their hands and they are not in a position to complain because there is a very senior management officer who will
literally u s e i n d e c e n t language to you and even threatened to fire you. We are being sent on our leave without any payments. Our normal working hours are being changed, sometimes to facilitate the management. They will inform you t h e e m p l o yees, who. knowing that you are already scheduled to be off by a certain hou, would have already made certain plans. When the management changes the normal working timing it places us the staff at a disadvantage. I would be grateful if the Ministry of Labour can
intervene and even talk with the employees on a one on one basis. \ I’m certain that they will be shocked about some of the revelations that will come out. Working under these conditions is tantamount to modern day slavery but we need our jobs and because we have our financial obligations. DEAR EDITOR, If you ever speak or listen to the Mayor of Georgetown, Mr. Hamilton Green you would understand what a hypocrite he is. He always wants to speak and lecture on moral values, decency and principles, none of which he possesses. He exploits every opportunity to portray himself as occupying the higher moral ground, that he’s above the ordinary man and that he is capable of leadership. However no one buys his hypocritical froth. Put modestly, at best he’s a failed leader. His achievements are less than nothing. Like his leader, Mr. Burnham, he took an institution steered it into the depths of chaos. Not even hell
is known of such chaos and evils. But what took the cake were his most recent devious attempts to have millions of dollars in taxes owed by his wife’s business to the Georgetown City Council written off. Disappointingly the opposition parties do not have an issue with this; maybe they’re waiting for Rohee to become the Mayor and then they will show some interest in City Hall. Thankfully the Town Clerk acting, Ms. Carol Sooba let good sense prevailed and bought the issue to the attention of the public through the media that (of course KN and SN would NEVER cover that.) the mayor wants a nine million debt write
off for his wife’s business, he wants us to forget the millions that they owe to the City Council. This would mean giving him and his wife nine million dollars, in addition to the land on which the business is occupying, which is government reserve. The mayor is therefore guilty of squatting and conducting business is on government’s reserve! Mr. Mayor, do you know that in Guyana squatting is a criminal offence? Do you know building on government reserve is also a criminal offence? Do you know that politicians who abuse their office for personal gains are routinely jailed across the world? Surajkumar Jairam
A QUESTION ARISES DEAR EDITOR, Now that the Wapishiana people of the South Rupununi got their wish of calling off the mining lottery around Marudi Mountains, another question has arisen about what will happen to those persons who won blocks in the same area from the lottery which was already completely? Over one hundred winners, mostly Rupununi people, are waiting to see how this portion of the lottery will play out. It would be most callous and uncaring - and possibly illegal- of the Minister of Natural Resources if he is to cancel the blocks already won by these people, as many people are already saying.
Many people chose Marudi Mountains because of its known mineral potential. If GGMC, as it usually does, offers alternative areas as an option to the lottery winners then one hopes that area is on par to the areas that the winners are being asked to relinquish. Anything otherwise would be a disservice to those people who took up GGMC’s offer and acquired lands and may already have begun investing in equipment to mine the lands. There is also the case where GGMC stipulated that payments for the mining blocks have to be completed within a specified time frame so many people are already
in the process of commencing these payments and even undertaking expense to locate and prospect their blocks. Many of these people are now uncertain of their future so it is very important that GGMC or the Ministry of Natural Resources offers a public release as early as possible on the status of the blocks already won. It is hoped that our Minister of Natural Resources is just as respectful of the rights and interests of the persons who legally won mining blocks in Marudi as he was for the Waspishianas of the South Rupununi and offer a solution which is acceptable to everyone. RODNEY HAS ALSO NOT BEEN GRANTED THE ORDER OF THE COMPANIONS OF O. R. TAMBO Forbes Burnham died in 1985. That was twenty-eight years ago. The Order of the Companions of O. R. Tambo (OCOT) is the highest award that can be given by South Africa to non-nationals. It was created in 2002, eight years after White-majority rule ended in that country. It took the South African government more than ten years to decide to honour Forbes Burnham for his contribution to the liberation of South Africa. Then they decided to pullback this award. Why? That is for the South African government to state. It is believed, however, that the decision not to honour Forbes Burnham earlier and the decision to pull back the recent decision to grant him the gold standard of the OCOT has to do with the assassination of Walter
Rodney. Walter Rodney was murdered five years before Burnham died. That was thirty-three years ago. While many Guyanese may not be aware of Walter Rodney and what he stood for, in Africa, Walter Rodney is an iconic figure. His death broke the hearts of the continent. It devastated Africa. He was in the forefront of the struggle for the liberation of Africa and, by the way, he is yet to be awarded the OCOT posthumously, by the South African people. When he was assassinated in Guyana, the campaign for the release of Nelson Mandela was at its high point. Rodney was in the forefront of the struggle for the release of Mandela. When he died, Zimbabwe had just been granted its independence and they had invited Rodney, who was at the time facing charges in Guyana, to write their history.
That was how respected he was on the African continent. The treatment he got at the hands of the Burnham regime was resented by the people of Africa. Rodney had to smuggle himself out of Guyana in order to attend the celebrations to mark the independence of Zimbabwe. One month after returning home, he was blown to smithereens in his homeland, after his party was told publicly that it leaders should make their wills because they had “awakened a sleeping giant who would not sleep until his enemies were crushed.” In June 1980, the world mourned the passing of one of history’s most outstanding and revered intellectuals. With the passing of time and the withering away of his party, there may have been the temptation to believe that Rodney had become a footnote

in history. But that is far from the truth. Books are still being written about him. Clairmont Chung has just edited a new work entitled, Walter Rodney: A Promise of Revolution. Walter Rodney lives! And the fact that he lives in the hearts of many Africans, means that it will always be difficult for Forbes Burnham to be honoured by the people of South Africa. The lobby to recognize the contribution of Forbes Burnham to the liberation of South has been long and relentless. It finally seemed to have paid dividends this year when surprisingly, the South African government decided to award the former president of Guyana with the OCOT, gold standard and all. That decision was quickly put on pause following protests by academics outside of Guyana who reminded the South African government of, amongst other things, the assassination of Walter Rodney. The withdrawal of the award to Burnham has evoked strong sentiments amongst some who are now
rallying to have this withdrawal rescinded. That reaction, however, is not about honouring Burnham. Forbes Burnham died twentyeight years ago. He is not around and whether he receives the award cannot mean anything to him. He is not around to receive it. And he seems to have been forgotten in his own country. Each time the anniversary of his death comes around there is a poor turnout at the memorial that is usually held to observe his death anniversary. Yet from the reaction of those who are protesting the rescinding of the decision to award him the OCOT, you would believe that Burnham’s memory still looms large in his own country. So what explains this reaction, this strident demand that South Africa reverse itself? After all, is it not the prerogative of the South African government to decide who that country should give its national awards? Since when do Guyanese have the gumption to demand
that South African give the award to Burnham? If that country does not wish to any longer grant the award, why implore that they reverse themselves? Why are people so upset at a sovereign nation exercising its right to decide who to honour? How can that decision erase whatever contributions Burnham made to the liberation struggle? So what is behind this campaign to force the South Africans to give Burnham the OCOT? Why is it that important that Burnham he honoured close to three decades after he died and after more than ten years after the Order of the Companions of O. R. Tambo was initiated. The answers to those questions are more troubling than the decision to not go ahead with the award itself.

Entschuldigen! Sie wassen wer Forbes Burnham war?
Those words are German and it means; “Excuse me, do you know who Forbes Burnham was?” I chose German because of the Adolf Hitler context. Hitler literally destroyed Germany during the first half of the 20th century. In the seventies onwards, German political parties had no time to use Hitler in their political campaigns. He was long dead. No one mentions Hitler and the Nazi party in Germany in election campaigns. The simple fact is young Germans have faint knowledge of Hitler and don’t want to know about his government. Go to any websites and look back at American election battles in the eighties and nineties; no one mentions Richard Nixon’s Watergate scandal when he was toppled in 1975. In Guyana, President Burnham’s reign was from 1964 to 1985. It is forty-nine years since Burnham came to power. If the census shows that about seventy-five percent of our population is under
thirty-five years of age, then more than eighty percent of our population has no familiarity with the details of the epoch of Forbes Burnham. Parents of all people would know this. My daughter was born as Desmond Hoyte was about to end his presidency. She has no recollection of the reign of Forbes Burnham; so do all her friends. One wonders, then, what the PPP hopes to achieve by preaching to a nation, a majority of whom do not know who Forbes Burnham was. You are curious to know what makes the PPP stick with this macabre and silly bandwagon of consistently going back to the presidency of Forbes Burnham, an era that is long gone— almost four decades ago. The latest expedition in this morbid journey was done by President Ramotar last Monday at Albion in his address at an Arrival Day event. I have done the research since I read what Ramotar told his Albion
audience. The facts show that ninety percent of speeches by PPP leaders at any public gathering go way back into history at a time when their listeners were nowhere on the face of the earth and haven’t a clue what the speakers are saying. Just before Ramotar’s outpouring, last Monday, there was Jagdeo two weeks ago at the funeral service of Reepu Daman Persaud telling the mourners about the days when East Indians were discriminated against. Jagdeo must have slipped up in omitting to mention that the white man did a lot of injustice to Indians when he invaded India. Jagdeo forgot to mention that the white man partitioned India and created Pakistan For this article, I went back and looked at the PPP speeches during the election campaign in 2011. The pattern was clear – Burnham’s Government was the rallying point. Clement Rohee was the most consistent user of this ancient bandwagon. It is clear to the researcher that PPP
leaders have an obsession with fulminating against the Burnham period. The question is why, given its total uselessness. When you tell a person about a natural disaster that claimed untold lives a hundred years ago, it does not create the same emotional laceration as when it happened during the lifetime of the person. The person’s emotion is aroused because he saw what happened, felt what happened and suffered losses either near, not so far, or even distant. The person could relate to what you are telling him because he knows what you are talking about. The PPP cannot arouse young Indians with raging denunciations of the Burnham Government, because young people are not interested. These jumbie stories about Burnham mean nothing to them. They do not emotionally stir them. So why persist? Three reasons explain this platform. First, the PPP is trapped in the past.
It lives in the past. For PPP leaders, young and old, Guyana’s ontology is a fight to the death between the PPP and the PNC. Secondly, it is sociological stupidity. PPP leaders do not understand that young Indians today love Rihanna more than many Indian movie stars. Young Indians listen to Jay-Z. Thirdly, it is instinctive for PPP leaders to go endlessly for Burnham’s throat because they see a racist profit. The more you criticize the PNC Government, they feel, the more Indian people cling to
Frederick Kissoon their racial suspicion. It didn’t work in the last election. It is not working. It will not work in the future. Young Indians don’t know who Burnham was; don’t know about split peas ban, don’t know about flour ban. They only know about Jagdeo. They don’t like him. They laugh at him. They are laughing at Uncle Donald. Can you blame them?
Sub-committees established to reinforce city restoration Four distinct subcommittees have been established to reinforce the restoration of the city. During a recent press conference, Deputy Mayor Patricia Chase-Green listed the groups on board. “The four committees set are the technical committee, the mobilisation committee, public awareness committee, and the solid waste management committee,” Chase-Green said According to the Deputy Mayor, APNU parliamentarian Volda Lawrence, who is responsible for the Parliamentary motion will be heading one of the technical committees, while other persons involved include Minister Norman Whittaker, Public Relations Consultant Kit Nascimento and Attorney -at-law Joseph Harmon. Meanwhile, Mayor Green said that the council fully supports the project to restore the city. “Several meetings have been scheduled and held to have the project carefully planned out. The city’s restoration is beyond politics and Government. You can count on City Hall’s full support to restore Georgetown to its former glory, once the goals are going to be achieved through shared responsibility.” According to Green, “workers of City Hall, officials of the Local Government Ministry and other stakeholders have met, shared their concerns and have mapped out a feasible plan.” Green viewed the project as one of essence while noting that “the restoration of Georgetown will benefit all
Guyanese and will secure a legacy of a clean, healthy and excellent city for future generations. Several weeks back, the Mayor met with city vendors and gave them an ultimatum to get their act together or risk being removed from city pavements. Mayor Green charged the vendors to do their part in ensuring that wherever they operate is favourable to the municipality and their methods of disposal are environmentally-friendly. He urged the vendors to take responsibility for their respective areas of business. They were also instructed to use “proper material” on their set-ups so as to not make the city ugly. They were told to keep drains and gutters in their areas clean, to have portable waste baskets or bins, to desist from blocking pavements and passageways, and to further carry themselves in a presentable manner, since the whole idea was to “beautify” the vending trade amidst the restoration programme. As a result, Green says that vendors have complied with the requirements thus far while adding that some have even moved on their own, creating less congestion in significant areas of Georgetown. According to the Mayor, there is still much to be desired, as he pointed out a critical and growing problem issue affecting the city’s development. The restoration project was initiated after APNU’s Volda Lawrence, who was able to secure a unanimous vote for a Bill to restore and beautify Georgetown to its once lofty status as the Garden City of the Caribbean.

President formally rejects Opposition Bills as unconstitutional By Abena Rockcliffe Only after receipt of a letter, by the Speaker of the National Assembly Raphael Trotman, which served to remind or inform that the constitutionally mandated time for his assent to two Bills that were passed in the National Assembly had “undoubtedly elapsed, has President Donald Ramotar formally stated that he will withhold his assent. The President has premised his decision not to assent to the two oppositionproposed Bills on the base that both of them have breached several sections of the Constitution. This move comes after the Attorney General had unequivocally stated that he would advise the president not to assent to the Bills. The Bills that are now in limbo are the Fiscal Management and Accountability (Amendment) Bill and the Former Presidents (Facilities and Other Benefits) Bill, which Trotman stated were sent to the Office of the President since February 25. Trotman’s letter, dated May 3, stated that the Constitution mandated the President to return a Bill to the Speaker within “twentyone days of the date when it was presented to him for assent.” The Speaker penned that he hoped that it is understandable that he is anxious to ensure that there
President Donald Ramotar is a strict compliance with the constitutional requirements regarding the passage of the legislation. Trotman noted that the he sought word as to the status of the Bills as he was being asked to provide a report to the National Assembly. In his response to Trotman, Ramotar stated that the two bills were in violation of the Constitution. The president stated that the Fiscal Management and Accountability Bill was in violation of Article 171(2) in that it could not be introduced by a private member but rather only with the consent of the Cabinet “signified by a Minister.” Further, Ramotar stated that the Act stipulates that the
Minister may, by order, amend the Schedule and that it was therefore wrong to do so by an Act of Parliament. The bill passed by the House sought to remove several entities listed as budget agencies under the Act in order to have them draw directly from the Consolidated Fund as constitutional entities. His final assertion to concretize his withheld assent was, “In my opinion, the Bill is violative of the Constitution and by virtue of Article 8 of the Constitution is unconstitutional, null, void, and of no effect, pro tanto.” The parliamentary majority – the opposition - in January, by virtue of its one seat majority, passed a bill to
Speaker of the National Assembly, Raphael Trotman repeal the Former Presidents (Facilities and Benefits) Act of 2009 and put in place a new one which sets caps on the benefits captured under the 2009 legislation. The main argument of Former Finance Minister Carl Greenidge, who piloted the Bill was that it was bizarre to allow former Presidents unlimited benefits when the state’s r e s o u r c e s i n i tself are limited. The passage of the Bill attracted a fiery debate, which saw the government dubbing the bill an ‘eye pass’ to former presidents. The president echoed similar sentiments in his response to the Speaker as he stated that the Bill “takes
away vested rights and it is a denial of a legitimate expectation.” “The Bill is in violation of the Constitution of Article 142(1) of the Constitution Cap. 1:01 which prohibits the taking away of property compulsorily without the prompt payment of compensation.” Ramotar also pointed out the Bill’s reference to only “natural children” of the former president being entitled to benefits under the
Act as being in violation of the Status of Children Act of 2009 and several articles of the Constitution. Ramotar cited the legislation’s disqualification of the former president for the benefits if he or she is engaged in business, trade or paid employment or if the individual is cited by any court for any criminal violence as constitutional breaches. So far, former President Jagdeo is the lone beneficiary of the Bill that allows unlimited benefits given by the state, which the opposition attempted to amend. A Bill taken back to the National Assembly following the President’s refusal to assent and make law must be accompanied by the reasons for the rejection. Further, it must secure a two-thirds majority of the National Assembly before it can be returned to the Head of State. Trotman told the National Assembly during his announcement of the President’s decision, that the House is now in the realm of constitutional articles that were never used before. He had stated on other issues that “the tenth parliament is like no other.”

Public Procurement Commission…
Govt. still to submit nominees and résumés - PAC - résumés of AFC’s nominees outstanding By Keeran Danny The issue of submitting names and résumés of nominees for the Public Procurement Commission will once again be discussed at the Public Accounts Committee (PAC) of the National Assembly next week. This is according to Carl Greenidge, Chairman of the PAC and A Partnership for National Unity (APNU) Member of Parliament. Greenidge related yesterday that APNU is the only political party in the National Assembly that has submitted names and résumés of its nominees to the PAC, to hasten the pace of the realization of this critical Commission. He said that Government is yet to submit the names and curriculum vitae of its nominees, while the Alliance For Change (AFC) has submitted the names of its two nominees - Chartered Accountant and Attorney-atLaw Christopher Ram and former Auditor General Anand Goolsarran – but their résumés are outstanding. Greenidge related that a reminder was sent to Government, in either late February or early March, on this matter. A written response was not provided, but Government’s Chief Whip Gail Teixeira, a member of the PAC, assured that the names would be submitted. When approached, Teixeira was unable to comment on this issue yesterday since Government was taxed with other pressing issues such as the Budget. The Public Procurement
Commission, a constitutional body born from the Public Procurement legislation was expected to be established last year. Last May, Foreign Affairs Minister, Carolyn Rodrigues-Birkett had said that the Commission would have been established by the end of June 2012. That did not materialize and other timelines given were not met. She made that comment in response to an argument raised by APNU Parliamentarian Deborah Backer, that one of the provisions of the Economic Partnership Agreement (EPA) with the European Union is the establishment of such a commission which has already been enshrined in the Guyana Constitution. Its establishment would cease Cabinet’s involvement in matters related to procurement. The Procurement Act of Guyana stipulates the role of the Commission. According to leader of the AFC, Khemraj Ramjattan, the establishment of this Commission has been in discussion for almost 10 years. He said that the People’s Progressive Party Civic “talks so much” but is yet to submit its nominees. Meanwhile, APNU Member of Parliament, Joseph Harmon, said that the Opposition has been utilizing every opportunity to pressure Government to see the creation of this Commission and others that encourage checks and balances in Guyana. Harmon said that the Public Procurement Commission is one of several Commissions, such as the

The United States State Department’s Human Rights Report 2012 highlighted Guyana’s deficiency in not having Integrity and Public Procurement Commissions that would facilitate accountability and transparency. In response to the report, President Donald Ramotar had said that nobody has the right to lecture Guyana. “I don’t feel we should be lectured upon; I don’t think that anybody has the moral right to lecture upon us.” He drew reference to the Guantanamo Bay detention camp in Cuba, a detainment and interrogation facility of the US military, which recently saw several prisoners going on a hunger strike to protest abuse. In December 2009, when Ramotar wore the cap as General Secretary to PPP/C alone, he was upset that the Public Procurement Commission was not established. Former senior cop being sought for domestic violence The Guyana Police Force is adopting a zero tolerance approach to a report of domestic violence leveled against a former senior officer. Kaieteur News understands that the former
assistant commissioner physically assaulted his wife, causing her to receive injuries. The incident occurred over the last weekend and the matter was reported to police on the West Coast of Demerara.
According to a police source, up to last night the former high ranking officer had not presented himself to the police, following the report, although he had indicated to the divisional commander that he would do so. “The woman made a report. She had visible injuries. Once somebody makes a report, it means that they want action taken,” a senior police official told Kaieteur News. Should the former officer fail to present himself to the police, the force may proceed by way of a summons. While the force has
indicated that it is taking domestic violence seriously, there have been several reports of police officers themselves being accused of wife beating. There are concerns that these matters are being covered up by the force’s administration, for while a number of ranks have been placed before the courts for criminal acts, hardly any of them have been prosecuted for domestic violence. A few years ago, the late Police Commissioner Henry Greene admitted that he had personally intervened in a similar matter involving one of his senior officers.

and a mixed jury for the offence which was allegedly committed on September 27, 2005, at Fyrish. Detective Corporal Sam
continued his evidence and outlined the part he played in the investigation. During his evidence he was grilled extensively by Attorney at
law Charrandass Persaud, who is representing the accused. Also taking the witness stand was retired detective corporal Paul David who also gave extensive details on his role. During Sam’s evidence the caution statement was admitted into evidence. The accused stated that “Last night me been a go home. When me see Josey pon de road.” They had a conversation and decided that they would go and take a drink. After visiting several places they were unsuccessful. He continued that “Me bin high and Josey been high. Me bin drink vodka”. During the night they ended up in a scuffle, during which time Josey picked up his bicycle and rode away. Mohammed continued that he picked up a piece of wood and jumped on his bicycle and rode behind Josey. “Me catch up wid he by Esau corner. Me lash he, me nah know how much time me lash he.” He concluded that residents came and he ran into a neighbour’s yard where he was apprehended by the residents and received a beating. He and the injured Nelson were subsequently placed into a car and taken to the station. Already having took the stand were the dead man’s cousin Ramanan Nabbi and his wife Fazilia Nabbi who testified to taking both the injured Nelson and the accused to the station. Neighbour Esau Muhammad told the court that he was the first to the scene where he identified the Nelson and the Nabbi’s daughter Fazila Nabbi ,who testified to accompanying her uncle to both the New Amsterdam and Georgetown hospitals after which he was referred back to the New Amsterdam hospital where he subsequently died. Mohammed is alleged to have beaten Nelson on a dam at Kilcoy Village on the Corentyne and left him in a critical condition. The man was picked up and rushed to the hospital where he died some three months after on December 5, 2005. Mohammed was later arrested and charged for the crime. Attorney at law Dionne Mc Cammon is presenting the state’s case. A preliminary inquiry was conducted by Magistrate Chandra Sohan at the Albion Magistrate’s Court. Mohammed was earlier tried in 2008 and 2010, with both matters ending in hung juries. The case is continuing.

Parliamentary Opposition looking for radical changes at NCN and GINA Although there have been disclosures by President Donald Ramotar and Attorney General Anil Nandlall that every measure will be taken to restore cuts imposed to the $208.8 billion 2013 National Budget by the parliamentary opposition, Leader of the Alliance for Change (AFC), Khemraj Ramjattan, has insisted that there will be no leniency with respect to some cuts. Responding to a question posed to him by this publication, Ramjattan said that the cuts to the National Communications Network (NCN) and the Government Information Agency (GINA) will not be allowed restoration “unless there is a radical transformation” at these media entities. Ramjattan speculated that Government could seek to employ the very regular process, whereby moves are made to move money from one budgetary head unto another. “As to whether they can do that, because the entire head for NCN and GINA was cut, it might be difficult; but I might have to ask my accountant expert friends,” Ramjattan said. Another tactic that can be undertaken by the Government, the AFC Leader said, is to return to the National Assembly for supplementaries which, “I am certain we are going to block. They can say we interpret the ruling by the Chief Justice that the cuts to NCN and GINA are unconstitutional

Regardless of the tactic employed, Ramjattan is convinced that “they (Government) are going to have huge problems.” In fact, he also stated that the parliamentary opposition will seek to ensure that the Minister of Finance be committed for contempt “if he does any illegality in trying to bypass what the commands of Parliament were on these issues of NCN and GINA.” However, just last week President Ramotar publicly reiterated that “I will do every single thing possible to reverse the cuts...that were made in Parliament.” According to the president, his plan to restore the cuts made to the budget will certainly not exclude moves to consult with the parliamentary opposition. He added that “I hope that they will remove the prejudices from their minds and see these projects for what they are.” He insisted too that the opposition has over time made the accusation that Government has not been consulting with it “but I have personally invited them to
talk...about any one of the projects that they have difficulties with...that is still my attitude, that is still my position and I am ready to discuss all of these things and answer their questions.” The parliamentary opposition had in fact premised its cut of the NCN budget on the fact that a report into wrongdoing at the media entity had not been unveiled, a pronouncement that had not prevented the Attorney General from gaining the endorsement of the Head of State to engage any and all legal avenues to have the budget cuts restored. According to Nandlall, at a recent People’s Progressive Party press conference, “not even the Executive President of the country enjoys immunity from the legal process,” even as he disclosed that Government has considered and is pursuing legal action to restore cuts to the National budget which were imposed by the parliamentary opposition. He highlighted then too that “the President has said very clearly that we will do all that is permissible within our law and within our constitutional structure to ensure that the cuts effected by the opposition are restored, because we consider them to be vital for the development of this country and of a fundamental importance to the lives and livelihood of every single Guyanese”.

UGSS President ‘admits to misusing funds’ - To be sent on leave to facilitate internal audit President of the student body of the University of Guyana, (UGSS), Ganesh Mahipaul, has confessed to misusing the group’s funds for personal affairs. A statement from the board’s executive committee revealed this development yesterday. According to the committee, the disclosure has become public knowledge after an Executive Council meeting last Saturday. As a result, several recommendations were made by the finance committee. The board was instructed to send Mahipaul on administrative leave, pending the outcome of the Internal Audit which had already been initiated by the University’s Administration, and any other action that may flow from the audit. In the interim, the Senior Admin Group (SAG) will perform the function of the President, while as a procedural measure, Mahipaul “must surrender all the UGSS property which he has in his possession or under his control immediately and cease performing any function on behalf of the UGSS; and occupancy of the
Office. He is therefore required to repay all monies owed to the UGSS by May 31, 2013”. Late last month, pupils of the University of Guyana had accused the UGSS President of misappropriating $800,000 of the students’ fund and called for his resignation. However, while Mahipaul has admitted to the Executive Council that he did use the money for his own personal purposes. He is required to sign a contract with the UGSS to repay the monies under the hand of the Vice-Chancellor. “It’s the view of the Executive that while the other signatories were not liable for any wrongdoing, they should have exercised due diligence b e f o r e a f f i x i n g their signature to the cheques. However, due to the fact that Mr Mahipaul admitted to the accusation and justifiable answers were provided, no sanction were taken against them,” the statement read. The Executive Council noted that the resignation of two members of the Executive was “very unfortunate” but expressed gratitude to them for the service given. “The Executive Council is

The Government of China has been persistent in its endeavours to contribute to the development of countries in the Caribbean region and by extension, those of a Third World identity. Annually, China conducts a host of courses towards this effect. The courses include television broadcasting techniques among others. The Guyana/China Business Council (GCBC) is currently open to applications of those who are interested in the two fully sponsored courses that are to be held in China this year, namely the Radio Broadcasting Techniques for Developing Countries course and the Environmentally
Friendly Fertilizer Production course. The GCBC is calling on all who are interested, to submit their applications to the Guyana Manufacturing & Services Association (GMSA) Secretariat at 157 Waterloo St, South Cummingsburg, before May 17. Individuals who have already indicated their interest are also urged to submit a formal application before the deadline. The Radio Broadcasting Techniques for Developing Countries course will be held from July 17 to August 30 followed by the Environmentally Friendly Fertilizer Production course which would commence on
October 15 and conclude on November 25. It should be noted that those who are desirous of applying for the courses should not be older than 45 years and must have some knowledge and experience in the respective fields. In addition, applications that are submitted must include the applicant’s basic bio data, such as, date of birth and their contact information – telephone numbers and email addresses. Upon submission, the applications will be evaluated by the Embassy of the People’s Republic of China in Guyana, followed by the selection of candidates to attend the courses in China.
“Thou shall not steal,” Magistrate tells Kitty resident - 50 months imprisonment follows Yesterday at the Georgetown Magistrates’ Court, Magistrate Judy Latchman affirmatively reminded Shawn Wilson of the commandment “Thou shall not steal.” The 32 year old defendant who claimed he resides at 12 Sandy Babb Street, Kitty, was brought before the court to answer to three charges of break and enter and larceny. According to court documents, on April at Sandy Babb Street, Wilson stole from a butcher shop, 24 tins of sausages, 12 bottles of Aloe drink, 20 boxes of Soya milk, 16 bottles of olive oil, 160 lbs of beef and other condiments valued at $416,120, property of Roy Gittens. It was also alleged that sometime between April 30 and May 1, the defendant broke and entered the butcher shop of Gittens, and therein stole one car jack, one electric saw, one Nokia cell phone, 8 bottles of vegetable oil and $10,000 all totaling $51,840. To both charges, the
Shawn Wilson defendant pleaded not guilty. For the two charges, the prosecution objected to bail due to the prevalence of the offence and the amount involved. Added to that, the defendant never gave the police the address he submitted to the court. Wilson was remanded for the two charges and will return to court on May 15 for the commencement of that matter. However, on a separate charge, it was alleged that on May 2, the defendant stole
two drill bits from the home of Ganga Kishna in Kitty. To this charge, he pleaded guilty. The prosecution revealed to the court that on the said date at about 16:00 hours, the complainant’s family friend was at home and heard a strange noise. He then looked through a window and noticed the defendant heading over the fence. He was then held by the said family friend and taken to the police station where the drill bits were lodged. Wilson was then charged. The defendant told the court “but yuh worship, dem ting wha he talking bout is old ting. I went to the gate and I call for them and no one answer so I decide to go and tek it… but they de tell me I could tek it. So me aint know wuh they talking bout. Dem ting is old ting.” It was here that Magistrate Latchman said “What you did was wrong. You are sentenced to 50 months imprisonment. Thou shall not steal. Brand new or old, it isn’t yours.”

Upon her arrival, she saw the defendant in her yard with a quantity of grillwork in a push cart. Bowman then apprehended the defendant with the assistance of other individuals. He was then taken to Kitty Police Station where he was held in custody. Investigations were carried

Trio in teen’s murder flees back to Brazil Local police appear to be dealing with a new phenomenon in which Brazilians who commit serious crimes here are fleeing back to their homeland to avoid prosecution, due to the lack of an extradition treaty between the two countries. This appears to be the case with two recent murders in which the suspects and victims are Brazilians. The most recent incident occurred last Sunday, when 17-year-old Brazilian, Billy Nascimento Da Silva, was stabbed to death at Tabatinga, Lethem, allegedly while intervening in a dispute. “They killed him at Tabatinga and fled back to Brazil. They have been located, but we have no (extradition) treaty…we have
to wait until they come (back) here.” The other case involved the murder last February of Brazilian businesswoman Elisangela Da Silva Figueara, popularly known as ‘Lourde,’ who was beaten and strangled in her Lot 97 Second Avenue, Bartica residence. Police identified the suspect as Nelly Silvado De Souza, also called Nelly Silvado Fernanda, a former employee of the slain woman. A Brazilian official said that police in the Portuguese-speaking territory confirmed that De Souza returned to Brazil on the same day that Figueara’s body was found. The official said that the Brazilian police located the suspect but explained that she cannot be
extradited. However, the source suggested that the woman could be charged and convicted in Brazil, if local police officials send documents pertaining to the case to their Brazilian counterparts. The official explained that Brazilian authorities had to deal with a similar case sometime ago, in which a Brazilian man had killed two police ranks in French Guiana and then returned to Brazil. “The French sent documents to prosecute (the suspect). He can serve his penalty in Brazil.” Over the years, several Brazilians living here have found themselves being both victims and suspects in serious crimes, ranging from robbery to murder.

Reputable European tour operators complete Fam trip The British High Commission on Monday evening hosted a debriefing session and reception for a group of European tour operators who have just completed a Familiarisation (Fam) trip to Guyana. Several additional distributors will now be selling Destination Guyana following this trip. The familiarisation trip is the most proactive, cost effective tour, as it promotes Destination Guyana, and helps to expand sales and distribution. The Fam trip was organised by Wilderness Explorers in collaboration with the Guyana Tourism Authority (GTA) and Caribbean Airlines. The event was hosted at the British High Commissioner’s residence, Bel Air Gardens Among the highly regarded tour operators that took part were: Exodus Travel, Into Latin America, Chameleon Worldwide, Kuoni, Happy Lama Travel, and Kabalebo (Suriname). Additionally, a senior member of Caribbean Airlines’ London Travel Office also took part. There has been a 9% increase in the number of tourists who have visited Guyana thus far in 2013
following the 17% increase in 2012. Wilderness Explorers has been organising familiarisation trips for several years. It brings together tourist agents and investments from around the world to showcase Guyana. These trips have been the driving factor in having companies feature tours to Guyana. British High Commissioner Mr. Andrew Ayre said the United Kingdom has always been interested in Guyana and its economic development, and as such has been generously contributing money in development assistance to Guyana each year. This contribution also includes providing 15% of the money to the largest aid donor, the European Union. Europe and North America remain Guyana’s largest trade and development partners, with in excess of more than 20 times more Guyanese exports going to developed markets than China and India combined. Caribbean economies expected to grow according to IMF WASHINGTON D.C., United States - CMC – The International Monetary Fund (IMF) says Caribbean countries will experience economic growth of just over one per cent this year, even as Latin America and the Caribbean will record half a percent economic growth in 2013. The IMF said that the growth will be supported by stronger external demand, favourable financing conditions and the effects of earlier policy easing in some countries. In its Regional Economic Outlook for the Western Hemisphere, the IMF said that the Latin America and the Caribbean countries would experience growth from three per cent in 2012 to 3.5 per cent this year. But the Washingtonbased financial institution said that in much of the Caribbean, high debt and weak competitiveness will continue to constrain growth and that these economies are projected to grow by about 1.25 per cent in 2013 from 0.5 per cent percent in 2012, as external demand strengthens
gradually. The key challenge for these countries remain broadly unchanged, reducing high public debt, containing external imbalances, and reducing financial sector vulnerabilities, the IMF said. It said that the external risks to the near-term outlook have receded and that policy actions in the Euro area and the United States have removed immediate threats to global growth and financial stability. But it warned also that failure to replace the automatic fiscal spending cuts in the United States with more backloaded measures before the start of the next fiscal year in October would affect growth in late 2013 and beyond. The new report reaffirmed an earlier message that countries in the region should take advantage of the current favourable economic conditions to build a strong foundation for sustained growth in the future. Policy priorities include building stronger fiscal buffers, improving policy frameworks, and pressing ahead with structural reforms to increase productivity and
potential growth. Growth in the financiallyintegrated economies in 2013 is projected at about 4.25 per cent. “For these countries, the IMF pointed out that the key policy priorities are to strengthen public finances and protect financial sector stability. Stronger public balance sheets would help ease pressure on capacity constraints and arrest the widening of current account deficits.” Growth in the other commodity exporters is expected to increase to 4.6 percent in 2013, from 3.3 per cent in 2012. However, in the large energy exporters growth is projected to moderate. The IMF said these countries would benefit from saving a much larger share of their commodity revenues. Average growth in Central America is expected to remain close to potential in 2013. Looking ahead, the report said that gradual tightening of fiscal policy in these countries would be necessary to reduce fiscal and external imbalances and ensure debt sustainability.

Brazil wins race for next WTO director
GENEVA (AP) — The World Trade Organization has settled on Roberto Azevedo of Brazil, a well-known diplomat and consummate insider in Geneva circles, to serve as its director-general for the next four years, officials said yesterday. Azevedo won by positioning himself as someone who could turn around — even heal — the organization as it struggles for relevancy in global trade negotiations. The directorship is chosen by consensus in a complex and secretive process, and the runner-up is expected to concede afterward. Diplomats emerged from consultations yesterday to rush past journalists out of the building, barely acknowledging that Azevedo had defeated Mexican former trade minister Herminio Blanco in the final round. Two diplomats confirmed Azevedo’s selection to journalists on condition of anonymity because they were not authorized to reveal the winner ahead of the formal announcement, but Azevedo also re-tweeted that he has been chosen for the job and comments from various trade circles began trickling in. A formal announcement on his selection is not expected today.In Washington, Jack Colvin, a vice president of the National
Roberto Azevedo Foreign Trade Council, said Azevedo’s selection reflects “his extensive experience and deep familiarity with international trade institutions and processes on behalf of Brazil and the focus he has placed on consensus-building in Geneva.” Under WTO rules, a meeting of member-nations must be convened no later than May 31 to formally appoint Azevedo. The selection — not an election — spanned months of consultations among ambassadors from all 159 members, most of them nations but also some territories such as Hong Kong and Macau. Azevedo is to take over the organization on Sept. 1 from Pascal Lamy of France, who has been the director-
general for eight years. He is poised to become the first Latin American to head the Geneva-based trade organization since its creation in 1995. He won out in a field that originally had nine candidates at the start of this year. Azevedo will be taking over an organization whose role as a multilateral forum for negotiations is, according to insiders and observers, in growing doubt. In recent years, the WTO has been used more as forum to settle trade disputes and monitor policy than as a host for serious trade negotiations. That tendency reflects the rise of regional and bilateral trade negotiations among the major powers. Azevedo, who has insider knowledge of the WTO’s workings, calls himself a consensus-builder between developed and developing countries. He says he will set aside his Brazilian hat to take on the global role. But it has been no secret during the selection process that member nations wanted the next director to come from a developing nation after having a director from one of Europe’s major economies. Controls there have collapsed after a March coup, Welile Nhlapo, KP chairman told reporters at a meeting of the World Diamond Council in Tel Aviv. The CAR’s new leader Michel Djotodia toppled President Francois Bozize’s regime after leading thousands of his Seleka rebels into the capital Bangui, triggering days of looting. said. The CAR has agreed to attend the May 10 meeting to discuss the possibility of allowing a KP review mission to establish what is happening in the mining areas. At the moment there are no guarantees that the systems are in place for KP certification to be issued declaring those diamonds to be “conflict free”, Nhlapo said. “There is sufficient evidence that diamonds have been used by the rebels, who have been extracting and trading them to acquire the necessary resources that they managed to get in order to overthrow the elected government that was in place,” he said. Nhlapo said an “overwhelming” number of members of the KP ballot need to approve the export suspension but he did not specify how many. The ban, if approved, will last until the KP can send a
monitoring team to establish what is happening “so that no diamonds that are illegally mined by the rebels find their way through the KP certification scheme because some of them are in government, they can have access to those certificates”. Nhlapo said diamonds were an important source of revenue to help the CAR in its post-conflict reconstruction and development. Venezuela has already suspended itself because of lack of compliance with KP. “They wanted to return to KP but because of complications in that country, particularly in the passing of the president (Hugo Chavez) there was no possibility of getting a firm response for a review mission,” Nhlapo said, noting there are claims that mining is taking place. Venezuela has not been able to supply statistics about the amount of diamonds it mines, he said.

Neither Warner nor Blazer cooperated with the investigation. Warner has described the
report as “baseless and malicious” and told supporters that he met with his English-based lawyers to discuss the report. Syrian rebels seize 4 UN peacekeepers on Golan BEIRUT (AP) — Rebels fighting to topple Syrian President Bashar Assad detained four U.N. peacekeepers yesterday in area that separates Syria and Israel, raising tension between the two countries just days after the Jewish state launched back-to-back airstrikes near Damascus. The abduction was the second such incident in the area in two months. The incident exposed the vulnerability of the U.N. peacekeeping mission during the Syrian civil war, now in its third year. It also sent a worrisome signal to Syria’s neighbors — including Israel — about the ensuing lawlessness along their shared frontiers. Rebels with the Yarmouk Martyrs Brigades are holding the peacekeepers, a spokesman for the group told The Associated Press in a phone interview. The Yarmouk Brigades were behind the abduction in March of 21 Filipino U.N. peacekeepers released
unharmed after four days of tough negotiations. The spokesman talked with the AP on condition of anonymity because he was outside of Syria serving as a mediator on peaceful matters concerning the group. In New York, Kieran Dwyer, spokesman for the U.N. peacekeeping department, confirmed the abduction and said the four peacekeepers, all from the Philippines, were taken yesterday by an unidentified armed group near the town of Jamla in southern Syria. “Efforts are underway to secure their release now,” Dwyer said. In a statement posted on the Yarmouk Brigades’ Facebook page, the group said the peacekeepers were not hostages, but were being held for their own safety. The statement did not specify where the peacekeepers were being held, nor did it specify conditions for their release. The rebel unit said it suspects the U.N. peacekeepers are shielding

The U.N. monitoring mission was set up in 1974, seven years after Israel captured the Golan Heights and a year after it managed to push back Syrian troops trying to recapture its territory in another regional war. For nearly four decades, the U.N. monitors have helped enforce a stable truce between Israel and Syria. But in recent months, Syrian mortar shells overshooting their target have repeatedly hit the Israelicontrolled Golan. Two of the attacks targeted candidates from Islamist parties, indicating a new trend in the pre-election violence, which had only plagued secular parties before this week. The Pakistani Taliban have claimed responsibility for many of the attacks in the run-up to the May 11 election and specifically threatened several secular parties back in March. But the Taliban have also condemned democracy as a whole, meaning any political party taking part in the election could be considered fair game by the militant group. In the deadliest of the three attacks yesterday, a suicide bomber on a motorcycle detonated his explosives near a vehicle carrying a candidate from a hard-line Islamist party, killing 12 people and wounding 35,
police officer Haleem Khan said. It was the second attack on the Jamiat Ulema-e-Islam party in as many days. The candidate who was targeted, Mufti Syed Janan, escaped unharmed, Khan said. The attack occurred as Janan’s convoy passed through a market in the town of Doaba in northwest Khyber Pakhtunkhwa province, Khan said. Taliban spokesman Ahsanullah Ahsan denied any role in the attack. Also yesterday, a roadside bomb struck a vehicle carrying Malik Behram Khan, a candidate from the Jamaate-Islami party. TRIPOLI (Reuters) Libya’s defense minister quit yesterday only to reverse himself soon afterward, the prime minister’s office said, and gunmen pledged to keep two ministries under siege in a crisis pointing to a security breakdown in the young democracy. Armed groups seized the Foreign Ministry on April 28 and ringed the Justice Ministry two days later to push parliament into passing a law barring anyone who held a senior position under late dictator Muammar Gaddafi from public service. The Tripoli parliament did precisely that on Sunday but the gunmen have refused to disperse, insisting the entire government step down and prompting Defense Minister Mohammed al-Barghathi to resign in frustration at the feebleness of security services. “I will never be able to accept that politics can be
practiced by the power of weapons ... This is an assault against the democracy I have sworn to protect,” Barghathi, who was an air force commander in the Gaddafi era, told a news conference. Two hours later the prime minister’s office said Barghathi had agreed to stay on the job. “The prime minister (Ali Zeidan) persuaded that this was not the right time,” a source in Zeidan’s office told Reuters. He said Barghathi had complained that some of the gunmen were seen using army equipment and “he could not accept that ... I’m sure he did feel p o w e r l e s s . . . But the government has been very persistent in resisting (these gunmen) peacefully.” Many of the armed men were instrumental in ending Gaddafi’s 42-year rule in 2011. Caribbean economies expected to grow according to IMF WASHINGTON D.C., United States - CMC – The International Monetary Fund (IMF) says Caribbean countries will experience economic growth of just over one per cent this year, even as Latin America and the Caribbean will record half a percent economic growth in 2013. The IMF said that the growth will be supported by stronger external demand, favourable financing conditions and the effects of earlier policy easing in some countries. In its Regional Economic Outlook for the Western Hemisphere, the IMF said that the Latin America and the Caribbean countries would experience growth from three per cent in 2012 to 3.5 per cent this year. But the Washingtonbased financial institution said that in much of the Caribbean, high debt and weak competitiveness will continue to constrain growth and that these economies are projected to grow by about 1.25 per cent
in 2013 from 0.5 per cent percent in 2012, as external demand strengthens gradually. The key challenge for these countries remain broadly unchanged, reducing high public debt, containing external imbalances, and reducing financial sector vulnerabilities, the IMF said. It said that the external risks to the near-term outlook have receded and that policy actions in the Euro area and the United States have removed immediate threats to global growth and financial stability. But it warned also that failure to replace the automatic fiscal spending cuts in the United States with more backloaded measures before the start of the next fiscal year in October would affect growth in late 2013 and beyond. The new report reaffirmed an earlier message that countrie s i n t h e r e g i o n should take advantage of the current favourable economic conditions to build a strong foundation
for sustained growth in the f u t u r e . P o licy priorities include building stronger fiscal buffers, improving policy frameworks, and pressing ahead with structural reforms to increase productivity and potential growth. Growth in the financiallyintegrated economies in 2013 is projected at about 4.25 per cent. “For these countries, the IMF pointed out that the key policy priorities are to strengthen public finances and protect financial sector stability. Stronger public balance sheets would help ease pressure on capacity constraints and arrest the widening of current account deficits.” Growth in the other commodity exporters is expected to increase to 4.6 percent in 2013, from 3.3 per cent in 2012. However, in the large energy exporters growth is projected to moderate. The IMF said these countries would benefit from saving a much larger share of their commodity revenues.

Brazil wins race for next WTO director GENEVA (AP) — The World Trade Organization has settled on Roberto Azevedo of Brazil, a well-known diplomat and consummate insider in Geneva circles, to serve as its director-general for the next four years, officials said yesterday. Azevedo won by positioning himself as someone who could turn around — even heal — the organization as it struggles for relevancy in global trade negotiations. The directorship is chosen by consensus in a complex and secretive process, and the runner-up is expected to concede afterward. Diplomats emerged from consultations yesterday to rush past journalists out of the building, barely acknowledging that Azevedo had defeated Mexican former trade minister Herminio Blanco in the final round. Two diplomats confirmed Azevedo’s selection to journalists on condition of anonymity because they were not authorized to reveal the winner ahead of the formal announcement, but Azevedo also re-tweeted that he has been chosen for the job and comments from various trade circles began trickling in. A formal announcement on his selection is not expected today.In Washington, Jack Colvin, a vice president of the National
Roberto Azevedo Foreign Trade Council, said Azevedo’s selection reflects “his extensive experience and deep familiarity with international trade institutions and processes on behalf of Brazil and the focus he has placed on consensusbuilding in Geneva.” Under WTO rules, a meeting of member-nations must be convened no later than May 31 to formally appoint Azevedo. The selection — not an election — spanned months of consultations among ambassadors from all 159 members, most of them nations but also some territories such as Hong Kong and Macau. Azevedo is to take over the organization on Sept. 1 from Pascal Lamy of France, who has been the director-
general for eight years. He is poised to become the first Latin American to head the Geneva-based trade organization since its creation in 1995. He won out in a field that originally had nine candidates at the start of this year. Azevedo will be taking over an organization whose role as a multilateral forum for negotiations is, according to insiders and observers, in growing doubt. In recent years, the WTO has been used more as forum to settle trade disputes and monitor policy than as a host for serious trade negotiations. UG win thriller in NSBF Manu Ginobili Seals San Antonio Country Conference Spurs 2OT Win over Golden State The University of Guyana (UG) won a thrilling game against the Guyana School of Agriculture (GSA) on Monday at the Mon Repos Primary School Hard Court when the National Schools Basketball Festival (NSBF) continued with its Country Conference. UG won 29-27 in the Youth Basketball Guyana (YBG) event that is currently underway across Guyana. UG trailed for most of the game as GSA dominated the board to create lots of second opportunities to score. GSA had an eight-point advantage in the last four minutes, but saw that dwindle against a stiff full-court pressure defence from UG. The tactic helped UG level the scores at 27-27 with under a minute to play in the game. The University’s Centre, Shaka Codrington collected a big rebound in the context of the game and was fouled on the put back. However, he missed both shots. Guard, Jonathan Pooran made up for Codrington’s default when he collected a rebound and dished an outlet pass to Quincy Easton, who finished an easy lay-up to put UG ahead for the win in their first game of the 2013 competition. Jeffrey, who along with the veteran Andrew King will be spearheading a strong contingent to the Meet scheduled to be staged on May 26, at Dover Raceway in Jamaica said he understands the burden of success will ultimately rest on the shoulders of him and King, but it was a load that they are willing to undertake as Guyana search for regional glory after a three-year drought. The easy going speedster informed that his Mitsubishi Evolution VIII machine is in prime condition and even though he is aware that the sport of Motor Racing is a highly unpredictable one, testing has gone well and apart from a few niggles, they’ve been able to rectify all the major problems. “I can say without contradiction that this is the first time that I will be competing in a Meet overseas where I’ve felt confident with myself and the performance of the car,”

Manu Ginobili hit a 3pointer from the left wing with 1.2 seconds left in the second overtime Monday night to lift the San Antonio Spurs to a 129-127 win over the Golden State Warriors and Stephen Curry, who put up 44 points in the opener of the Western Conference semifinals. Ginobili’s shot and an intense defensive effort in the fourth quarter turned what appeared to be a sure loss by the Spurs into the Warriors’ 30th straight defeat in San Antonio dating to Feb. 14, 1997. Groden resigns as TTFF General Secretary Trinidad Express Richard Groden has resigned as General Secretary of the Trinidad and Tobago Football Federation (TTFF), effective Monday. The announcement was made via TTFF media release Friday. Groden held the position for 15 years, in addition to serving on FIFA and CONCACAF Committees. But his tenure was not without controversy. In the fallout of the 2011 cash-forvotes scandal in Trinidad involving former FIFA vice President Mohamed bin Hammam—which saw Jack Warner resign as Caribbean Football Union and CONCACAF President, as well as FIFA Vice President— Groden was given a
reprimand by FIFA’s Ethics Committee following their investigations. Ex-TTFF President Oliver Camps also resigned in the wake of the scandal. Groden, in his exit, referred to “many high points” and “some low points” in his time with the TTFF. “During the 15 years I served the Federation I have seen many highpoints and some low points,” the TTFF release quoted Groden as saying. “There were indeed great moments.” He also felt now was an “opportune” time for him to leave and “allow Mr. Tim Kee (current TTFF President Raymond) to appoint a new General Secretary of his choice”. IMG will advise on the operational and commercial execution of the tournament and be responsible for television production and media distribution. IMG has wide-ranging cricket expertise, having represented many of the world’s cricket boards over the last 20 plus years, including the Board of Control for Cricket in India, the West Indies Cricket Board, Cricket Australia, Cricket South Africa, the Pakistan Cricket Board and Cricket New Zealand as well as the International Cricket Council. The company created the Sahara Cup, an annual series of Official One Day Internationals between India and Pakistan in Canada in the 1990s, and most recently was involved in the creation of the Indian Premier League on which it continues to advise the BCCI. IMG has extensive experience of working in the Caribbean having produced television coverage of international cricket from the region for two decades. DWAYNE SMITH BACK AT SUSSEX FOR T20 Dwayne Smith, the West Indies allrounder, has been re-signed by Sussex as an overseas player for the Friends Life T20. Smith previously played in all formats for the County on a Kolpak agreement in 2008 and 2009, then as an overseas T20 signing the following year. Smith hit 59 from 26 balls to help Sussex to victory in the 2009 Twenty20 Cup final, part of a limited-overs double with the Pro40 league, which they also won in 2008. Smith, 30, who is currently playing in the IPL for Mumbai Indians, will join former New Zealand international Scott Styris as Sussex’s overseas players. “I’m very happy to be joining Sussex again,” Smith said. “I can’t wait to get back to my second home and the lovely crowd at Hove.” Having played 87 ODIs, to go with 10 Tests and 17 T20 internationals, Smith last week missed out on selection for West Indies’ Champions Trophy squad. Beach footballers Olympics qualifying hopes crushed following administrative mix up By Michael Benjamin Guyana’s hopes of qualifying for the FIFA Beach Football World Cup Championships, scheduled for Tahiti in September, were dashed after a 15-man squad selected by the Guyana Beach Volleyball Association (GBVA), scheduled to participate in the Qualifiers in Nassau Bahamas, from today to May 12, were forced abandon plans following administrative bungling characterized by blame shifting. The twelve players are: Michael Wilson, Darrel George, Travis Bess, Jermaine Grandison, Claude Dennis, Keon Sears, Ron Fiedtkou, Marmarlaque Davidson, Odil Allicock, Omron Wills, Gerald Blair and Colric Beckles. Mark Xavier was assigned Manager/Team Administrator, while Abdulla Hamid and Rollin Tappin were the Coach and Assistant Coach respectively. The players are based in Linden and its immediate environs and traveled to Georgetown Monday evening last and were scheduled to board a plane yesterday morning for a one night stopover in Panama before proceeding to Nassau Bahamas where they were scheduled to play CONCACAF champions, Mexico, at 17:00hrs today. Mr. Xavier said that the team arrived in Georgetown on Monday evening with the intention of seeking an audience with President of the GFF, Christopher Matthias, to receive his blessings. He said that this did not fructify as repeated calls to Mr. Matthias’ phone went unanswered. Consequently, Mr. Xavier said that he spoke with Vice President of the Georgetown Football Association, Mark Phillips, who in turn communicated with Mr. Matthias. But even before that, Mr. Xavier said that he engaged Mr. Matthias in discussions moments before he (Matthias) chaired a meeting with members of the Guyana Football Coaches Association (GFCA) at the GFF Section K Campbellville office last week. “He told me that he had no problems giving his blessings to the team but he also
said that he could not guarantee any assistance since the GFF was cash strapped,” explained Mr. Xavier. He said that the GFF boss even reached out to the team and promised to personally contribute a sum of money towards the team’s expenses. “That contribution was never disbursed to us,” complained Xavier. In all, expenses to facilitate the trip rose to more than $3.7M and the team Manager further explained that in order to curtail these expenses, he sought the intervention of the Minister of Culture, Youth and Sports, Frank Anthony who in turn assisted to the extent that the Commissioner General of the Guyana Revenue Authority, Khurshid Sattaur, waived the Travel Voucher Tax for the entire team. Consequently, the players also agreed to forego more than US$620 per diem as well as the US$200 laundry fees which reduced the cost considerably. Further, Mr. Xavier explained that Permanent Secretary in the Ministry of Culture, Youth and Sports, Alfred King, had already contributed approximately $400,000 on behalf of his Ministry and had committed to a further sum to offset the cost for two additional airline tickets. He said that the team was at a juncture where they already acquired 11 airline tickets with concrete promises by two reliable firms that they would have offset the other three tickets. “Since time was against us and we were unable to collect the promised sum, we requested that the GFF vouch for us until the contributing firms fulfilled their commitment in a few days time,” explained Mr. Xavier. He also said that he spoke with General Secretary (GFF), Noel Adonis, who in turn said that he was unable to issue the requisite permission devoid of Mr. Matthias’ input. Thereafter, Mr. Xavier said he attempted to speak with Mr. Matthias but his phone rang out. Meanwhile, the footballers were at a makeshift camp in South Ruimveldt awaiting word from the team management of their fate. Desperation eventually set in around 06:00hrs

He said that he was in constant contact with the President of the GBFA from the very onset and he had informed them that his executives were unable to contribute to the finances of the team. He also said that at no time did he commit to any personal contribution. The GFF President said that he was in constant contact with President of the GBFA, Garth Nelson, via email and at no time was he informed that either Xavier or Rollins were representatives of the entity. “No one spoke to me, I am totally ignorant of any of their arrangements and at no time was I asked to meet the team to relay my blessings,” Mr. Mathias adamantly declared. Meanwhile, Mr. Adonis admitted that Mr. Xavier had sought his intervention in the matter. He said that the team Manager had
indeed assured him that several reputable businessmen had committed to sums of money to offset the trip. However, the General Secretary said that shortly afterwards Mr. Xavier had informed him that those businessmen had reneged and were no longer supporting the team. Mr. Adonis said that since the team administrators were unable to provide concrete evidence to support their claims of receiving assistance, his executives were not prepared to go out on a limb. “We asked for names and evidence to support their claims that they had acquired reputable commitments but up to yesterday afternoon the team was unable to provide substantial evidence and we had no other option but to withhold any support,” explained the General Secretary. Julien’s Auctions said on Monday that it expects a signed white training robe, worn by Ali in November and December 1981 while he prepared for his final bout against Trevor Berbick, to sell for between $25,000 and $35,000 during a two-day auction starting May 31. Ali, 71, shot to international recognition by winning the gold medal in the light heavyweight division at the Rome Olympics at age 18. He later won the world heavyweight championship in 1964 and became a socially conscious cultural icon by refusing to fight in the Vietnam War in the 1960s. The loquacious boxer signed the torch’s light blue cannister as Cassius Clay, his birth name and Muhammad Ali, the name he adopted in 1964 after joining the Nation of Islam. The items are from the collection of Harlan Werner, a longtime memorabilia dealer and former agent for the Ali
family. Other Ali items up for auction are autographed boxing trunks, globes and photos of the boxer with other American sports heroes, including long-time boxing rival Joe Frazier, baseball Hall of Famer Joe DiMaggio and basketball star Magic Johnson. Other notable items in the auction include a baseball signed by Hall of Fame players Babe Ruth and Lou Gehrig ($8,000-$10,000), and a signed match-used cricket bat of Indian Sachin Tendulkar ($8,000-$10,000).
