Serious accusation of Region 2 Councilors did not unanimously police wrong-doing vote against Ministerial pay increase DEAR EDITOR, This is about a sad situation involving a friend of mine whose taxi was hit from behind by another driver. The first frightening thing that happened was that the Sergeant at the a certain police station (named) knew him as he (the Sergeant) was the non-beneficiary (or loser) in a personal situation that also involved my friend some months earlier, and this was the ideal situation for the Sergeant to get even and throw the book at him although he was clearly driving properly and did not break any traffic laws. I was there at the scene of the accident where there was a thirty-foot skid mark leading to the back of my friend’s car, made by the other driver and put into evidence by the constable who took measurements and other evidence at the scene. This proved that the other driver was doing around 60 mph in the 30 mph zone where the accident happened. I was also at the Sergeant’s office at the station in protest of the charges laid against my friend when we were told to leave the station by the Sergeant without any explanation for his own refusal to apply the traffic laws in a fair and professional way. It is universal knowledge by everyone who uses the roadways in this country and all other civilized countries that the driver who hits another from behind is in breach of the law! Well my friend was put on bail and went through a lengthy court process (having to appear in the Magistrate Court on numerous occasions over the last eight or nine months) to wait for what should have been a simple, academic outcome.

Instead he was fined and sent away with a warning. Here’s the other chilling part of this unfortunate story. The Magistrate refused to acknowledge the facts of the case, including the skids, and sat there and shamelessly sided with the Police Sergeant instead of recommending to the Police Commissioner that he/she (the sergeant) be disciplined for attempting to prosecute what was obviously a legally and professionally faulty case. Our Justice System somehow has to rid itself of these incompetent, corrupt and activist players. It is obvious that this negative culture is today so deeply ingrained that the legal conscience of our beloved country has been put under siege. Can the culture be changed? Do we have the political will to change it? Are our institutions strong enough to see to it that this change takes place? Did the sergeant commit a crime, and/or more seriously, did the Magistrate (himself or herself) commit a crime? Should he/she be allowed to continue on the bench? After all, incompetence, omissions, collusion, conspiracy and everything else that leads to injustice ought to be criminal and therefore prosecuted and punished. Innocent, honest, lawabiding citizens are being unnecessarily burdened by this justice system which is replete with incompetent, corrupt, activist players and it is very unfair. R. H EDITOR’S NOTE. DEAR EDITOR, Guyana Times reporter in Region Two has several articles, written by Indrawattie Natram, that are misleading and bordering on questionable journalism. She mentioned me as the Prime Minister’s Representative in one of her stories so I take this opportunity to set things straight by presenting the truth. I was there when the REO upbraided her for what he opined was misleading information written by her in the Guyana Times. He reprimanded her for writing that there was a dead cow in the canal at Lima Sands contaminating the water. He said that he sent workers to investigate and they did not find any dead cow anywhere.

While speaking to her, she was not prepared to listen him out, but kept interrupting him. There was not attempt to muzzle her. What she should have done is wait until he was finished speaking, then reply. She, of all persons should know that in interviewing or dialoguing each speaker should wait his or her turn. She should have listened to the REO then reply. Writing that the REO tried to muzzle her is highly unprofessional, immature and misleading. In another edition of the Guyana Times (Wednesday 21 October), she wrote that all the members of the Region Two RDC unanimously voted against the Ministerial pay increase. This is far from the truth. In fact, eight PPP/C members (four were absent)

voted against the pay increase. The five APNU and AFC members abstained by keeping their hands down. I was there as an observer in the gallery. Eight out of a Council of seventeen members is far from unanimous. I visited Ms. Nathram in her office and pointed out her mistake to her by explaining what unanimous means. Mr. Ragendra Prabulall, the Information Officer for Region Two, was there. He advised her in my presence to correct her mistake in another article. I am not aware that the correction was done. Editor, in the interest of public information and for damage control, I write to correct the misinformation fed

to readers in Guyana Times. Ms. Natram uses certain words incorrectly perhaps due to lack of knowledge of maybe to promote opposition propaganda and undermine the credibility and efforts of the government. This cannot be tolerated and passed off as information and professionalism. More recently the Guyana Times erroneously reported that “Region 2 Information Office staff sent home.” (October 29, edition). The fact is that the Information Officer, Mr. Prabulall, retired 0n October 31. Before that, he was on pre-retirement leave. NONE OF ANIL NANDLALL’S CLAIMS ARE SENSIBLE OR FACTUAL DEAR EDITOR, On November 2, 2015, the Guyana Times newspaper published an article titled “Extravagant Govt spending outrageous – Nandlall.” This article is replete with false information. It stated, inter alia, that: (1) Former Attorney General Mr. Anil Nandlal has expressed disgust that “The Guyana Government has hired New York law firm ‘Rozario and Associates’ to represent Guyanese-Americans on a commemoration committee which was established for the purpose of planning” the 50th independence anniversary celebration in New York City from June 4th through June 12th, 2016.” (2) Mr. Nandlall claimed that the government is “finding money to spend on a grand inauguration ceremony and now they are

spending millions locally on this independence commemoration activity. And coupled with that, we now learn that they retained the services of a law firm to plan commemoration services in North America.” None of Mr. Nandlall’s claims are sensible or factual. Mr. Rovin Rozario is a young, well respected Guyanese attorney in New York City. He is a member of Guyana’s 50th Independence Anniversary Celebration Committee (New York), and a co-chair of a subcommittee. He is not only volunteering his legal services to the committee, but has made a substantial monetary donation to the committee. The 50th Independence Anniversary Celebration Committee (New York) has attracted the attention,

commitment and enthusiasm of an enumerable amount of talented Guyanese, all of whom are volunteers. Consequently, the committee has not retained, nor seen the need to retain, any professional services company. Mr. Nandlall is a former Attorney General and should therefore know that making unverified and intentionally false claims; particularly about another member of the legal fraternity, singularly to misinform, create political mischief and reputational damage, is not only unscrupulous but unethical and reprehensible.

Mr. Rozario’s willingness to volunteer his professional services to his country should be commended and encouraged. We urge Mr. Nandilall to engage in factual commentary regarding the activities of the 50th Independence Anniversary Celebration Committee (New York), and to embrace our young people who step forward to volunteer in the best interest Guyana. AG questions legality of Amerindian Purposes Fund The Amerindian Purposes Fund, which was established in 2000, has not only been flagged for numerous financial improprieties by Auditor General (AG), Deodat Sharma in his 2014 report; its legal status has also been brought into question. Sharma said that while the formerly named Ministry of Amerindian Affairs had claimed it established the fund in keeping with a provision in Section 26 of the Amerindian Act, Chapter 29:01; this Act was later repealed by Section 84 of the Amerindian Act (2006), which had not in itself provided for the operation of the Fund. Nonetheless, the original Act, at Section 29, required the preparation of financial statements and an audit by the Auditor General. He stressed that this, even though not captured in the current Act, are best practice requirements of any accounting process, but were never satisfied since the opening of the Fund. The Ministry informed Sharma that it has written the Ministry of Legal Affairs twice for advice on the way forward to ensure the legality

of the fund is replenished. However, to date, a reply has not been received and a reminder will be sent to the Ministry. The AG’s office nevertheless advised that the Ministry must aggressively follow up this matter with the Ministry of Legal Affairs. Sharma then proceeded to list a number of observations which were made in relation to the operations of the Amerindian Purposes Fund for prior years, most of which continued in 2014. He noted that at the end of 2011, there were two transactions valued at $292,500, which were awaiting the Finance Secretary’s approval before the Fund could be restored. These transactions were related to the year 2007. Although approval was received from the Finance Secretary and a cheque to the value of $292,500 was drawn, the amount was still not deposited into the Fund. Sharma said that a cash book was maintained, but this was not updated for the period November 2009 to December 2010. In relation to the years 2011 to 2013, although entries were made in

- flags it for numerous financial improprieties the book, it was not balanced at the end of each month. This situation continued in 2014. Bank reconciliation, which was done up to November 2009, also reflected an unreconciled balance of $11,362. At the time of reporting in September 2015, no other bank reconciliation statements were prepared. The AG asserted that the sum of $11.314M was received in 2012 but was only acknowledged by the Ministry until April 2013. The reasons for the late acknowledgement could not be ascertained. Further, receipts totaling $1.105 billion, applicable to year 2013, were traced to the bank account but were not recorded in the cash book during 2013. He said that a similar situation existed in 2014, where amounts totaling $27.793M, for which no receipts were seen, were deposited into the bank account but the amounts were not recorded in the cash book. In addition, receipts were written for amounts totaling $1.278M and deposited in the bank account but were not entered in the cash book. The AG said that what also defied accounting best practices was the fact that payment vouchers, which were presented for audit, were not numbered and examined by the competent officer. Further, he said that the cash book was not properly maintained; all payments were not recorded therein. As a result, the balance on the Fund at a given time could not be ascertained from the records. This situation continued last year as well.

Sharma noted too that the Ministry expended the sum of $29.899M in 2013 to undertake construction and extension works in Amerindian Villages and Communities. However, at the time of reporting, the Ministry was not in receipt of progress reports or other evidence to validate completion of the works. As a result, the Audit Office was unable to ascertain the status of the works. Sharma expressed that there was also a lack of control over advances issued during the period under review. He noted that an advance register was not kept and advance forms were not numbered in keeping with sound accounting procedures. Further, it could not be determined by the Audit office whether all advances were repaid by the officers and whether these amounts were reimbursed to the Fund. A similar situation existed in 2014 where 73 advances totaling $21.776M were issued. Also included in the

Auditor General, Deodat Sharma 73 advances were 27 salary advances totaling $1.089M. The AG also found that the Ministry paid sums totaling $82.859M to Community Support Officers in Regions Number Eight and Nine in 2013. Despite repeated requests to verify this amount, the Ministry only provided two payment vouchers totaling $35.580M. Both lacked documentation and one for an amount of $18.720M was not acknowledged by the payee. As a result, the accuracy and validity of the amount of $82.859M paid could not be determined.

Equipment, tools and other items purchased for Regions/Villages were not inventoried. The Auditor General said that a similar situation continued to exist in 2014. He noted that strict control procedures were not exercised in the receipt and distribution of goods or assets purchased for Amerindian Villages. In providing an example to support this observation, Sharma said that even though acquisitions were recorded in the Stock Ledger, no annotation was made when the items were transferred to the various Amerindian Villages. This sad state of affairs was not changed, but allowed to continue into last year. The Ministry had no proper defense for many of the financial improprieties outlined by the AG but promised that corrective action is being taken to resolve these issues. Sharma emphasized that it is important for the Ministry now renamed the Ministry of Indigenous Peoples’ Affairs to take appropriate measures to ensure that there is transparency and accountability in the operation of the Fund.

Two confess to killing Miner in Cuyuni River The reputed wife of 36year- old, Sheldon Rodriguez, formerly of Onderneeming, Sand Pitt is claiming that he may have been murdered because the persons working alongside him may have been jealous of him. Police in a press release yesterday stated that Detectives in ‘F’ Division are currently wrapping up their investigation into the circumstances surrounding

the death of gold miner, Sheldon Rodrigues, which occurred about 02:15hrs on Monday, November 02, 2015, at Falls Top, Arimu, Cuyuni River. The police said that two suspects who have since confessed to the crime are in police custody and are likely to be charged and placed before the court soon. Daisy, who shared a common law relationship with Rodriguez explained that she received a call from one of his friends who asked her if she was informed about her reputed husband’s death. Daisy said that at first she thought it was a joke but after

she received another call, this time from her reputed husband’s sister informing her that Rodriguez sustained chops about his body and died, her worst fears were confirmed. Daisy said from her understanding, she learnt that the persons who admitted to killing Rodriguez were tantalising him about her. The woman added that Rodriguez’s boss had given him position over the two suspects since he was skilled in his job. She said they shared a decade long relationship. Rodriguez has a nine year- old daughter.

HEAVILY ARMED GANG ROBS, TERRORISES MONEY CHANGERS By Mondale Smith About 10 men dressed in black and armed with highpowered weapons executed a daring robbery on America Street last evening that has left several money changers reeling from their losses. The bandits, who arrived on five Honda CG motorcycles and in a car, created pandemonium as they released a volley of bullets in every direction before fleeing with millions in cash and jewellery taken from money changers on America and Longden Streets. It was a scene reminiscent of the 1999 raid on the location which was carried out by the late notorious bandit Linden ‘Blackie’ London and his gang. But this time around, the men struck in the evening and were able to make a clean getaway. And despite the several shots that were fired, fortunately no one was reportedly injured. Among those robbed was money changer Ryburn Fraser, 47. “Dem bannas carry away about $1.5M and change in cash plus gold,” he said. Fraser, who has been a money changer for 25 years, said he counted about 10 heavily armed men with big machine guns and AK-47s. Still in shock, he said he had mere minutes earlier called a taxi driver to take him home when the gunmen rolled up. “All I see was five bikes roll up and dem men seh ‘pass the f%#@%&g money before we kill yah mudda S@%&#’.” The gunmen collected

When everything had died down the police arrived on the scene only to comb the area to recover several spent shells from small and highpowered weapons. Up to late last night there were no reports of anyone being arrested.

Ramotar and the Nader Effect Outside of Geoff Da Silva’s apology when he was the CEO of GoInvest at a press conference at the Pegasus, no high –ranking PPP leader serving in state administration ever publicly apologized for a mistake made. Mr. Da Silva called the press conference after Yesu Persaud, during his remarks at the launching of the Guyana Times, pointed to concessions awarded by the state to Bobby Ramroop’s business company that went outside of the law. Then President Bharrat Jagdeo, at the same event, lambasted Persaud for his comments. Days later it was acknowledged by the Government that Ramroop did receive concessions that

were not backed by law. The PPP leadership went to Parliament and did the necessary retroactive correction. Da Silva told his press conference that GoInvest made the error and there and then apologized. Research will find that before Da Silva, President Cheddi Jagan had apologized to AfricanGuyanese for an observation he made that global Africans are at the bottom of the economic ladder. There could be more but those are the only two instances of apology I have found. For research purposes, Mr. Ramotar’s apology for awarding the presidential pardon to a convicted child killer does not vitiate the

conclusion that PPP leaders did not display contrite feelings over egregious wrongs they committed during the exercise of power. Mr. Ramotar holds no official state job; is not the leader of any political party and does not sit in the National Assembly. One cannot point to his contrite offering as an example of a PPP Government leader saying sorry. One wonders at the countless times history would have had a different outcome if words and attitudes went in the directions they ought not to have gone. The most pyrotechnical example that comes to mind is the

American presidential election in 2000 where Al Gore lost by hundreds of votes to George Bush. Another candidate in the race got thousands of votes that had he not contested, many of those votes would have gone to Gore. To d a y i n American journalism, you often read about the “Nader Effect” What would American society be like today if there wasn’t the Nader Effect in 2000? Did Guyana see the Nader Effect in 2011? Did the Alliance For Change (AFC) bring the Nader Effect in that general e l e c t i o n ? Wo u l d t h e r e have been the Nader Effect in 2011 if what Ramotar did last week, he had done long before 2011 - apologize to the nation for errors, lapses and irregularities? Would the PPP still be

in power if PPP leaders, one by one, would have marched to the press podium and say sorry? There is an adequate body of theoretical material from which one can draw to conclude that the Nader Effect was a work in the elections of 2011. Of course 2011 marked the turning point in the PPP’s electoral erasure. In that election there was a direct link to the irredeemable behaviour of the PPP. The PPP did not lose by a big margin in 2011. It lost by one parliamentary seat In fact, the result for the latter was so tantalizingly close that it would have been a foregone conclusion that the PPP would have won the majority if the AFC did not contest. In 2011, the AFC took votes from the PPP the way Nader took votes from Gore. Gore disappeared after he lost in 2000. The PPP never recovered after it lost in 2011. Why did Nader get so many votes in Florida? We can’t answer that. We can answer why the AFC got so many votes in 2011. Several factors explain it

Mr. Ramotar was not in power then; in fact he held no official state role other than being on the Board of Guysuco. But as the leader of the party in government, the fallout from the PPP’s pomposity and megalomania had to affect his standing as the PPP’s presidential candidate. Glorious opportunities were missed to say sorry, a word that may have gone a long way in strengthening the PPP electoral chances in 2011 The insult to Yesu Persaud, a national icon was horrible. A simple apology would have helped the PPP’s image. Ramotar’s apology last week was too little, too late.

GuySuCo targets U.S, Britain and Canadian markets with “upgraded sugar” – Chairman Even though top sugar experts have swallowed the bitter truth that Guyana will not be able to compete on the international market with its sugar for various reasons, they are hoping that a breakthrough would be possible with a new upgraded sugar called, “Enmore Crystals.” This is according to Chairman of the Guyana Sugar Corporation (GuySuCo), Dr. Clive Thomas. In a recent interview, Dr Thomas, an Economist said, “The report on the Commission of Inquiry (CoI) into GuySuCo will outline some of the measures and recommendations I had put forward, which could see the reform of the industry but I don’t want to go into that until the report has been made public by the Minister of Agriculture, Mr. Noel Holder. But what I would say is that Guyana remains in a position where it cannot be competitive on the world market.” He added, “However, what is receiving great reviews is the option of upgrading our sugar which gives us some leverage to sell it for more. The product we are working on right now is called ‘Enmore Crystals’ and this packaged sugar is only being done in small quantities for the markets in Canada, USA and Britain.” The GuySuCo Chairman said that the Board and Management believe that the packaged sugar will do better than “the ordinary sugar sold in the transparent plastic bag.” He noted that samples are already being taken to the three markets he outlined, among other places where contacts are made. Dr. Thomas said, “We are trying to penetrate the market with small quantities and build up as time goes. We are basically doing this to see how we can get a higher price for our sugar. And so far, it has been receiving favourable reviews from our international contacts, so we are looking to see how this works out but there are other plans in the pipeline for the diversification of this product and bringing the industry back to good health.” The Economist noted that signs of good health in the local sugar industry are already being detected.

Several sugar estates were failing to meet weekly and annual production targets, and the management of the State-owned company, among other factors, was blamed for the industry’s poor health. But since the APNU+AFC coalition has taken hold of the reigns of governance, GuySuCo seems to be making some improvements. It recently reported that several estates have not only been meeting weekly targets but surpassing them. Even the controversial $200M Skeldon Factory has improved in its daily production. In mid October, the corporation said that Skeldon saw its highest daily production since its commissioning in 2009. It recorded 515 tonnes of sugar, surpassing its previous highest of 501 tonnes which was achieved in September 2012. It said, too, that with just two and half months left in the year, sugar production is on course with almost 78 percent of the target completed. With regard to production, GuySuCo disclosed that it produced 10,254 tonnes of sugar for the week ending October 16, surpassing the 10,000 tonnes mark for the third time this crop. Estates at Skeldon, Albion, Blairmont, East Demerara and Uitvlugt have all surpassed their weekly targets while Rose Hall Estate achieved 97 percent. In mid-October, it was

Police probing alleged bribery in Crum-Ewing court case The ongoing Preliminary Inquiry (PI) into the highprofile killing of activist Courtney Crum-Ewing has hit a major snag with the police now investigating claims of bribery. Yesterday, Mark Jacobs, an activist and friend of the late Crum-Ewing, was asked to give a statement to police at the Brickdam Station after an explosive claim on his Facebook page over the weekend in which he detailed what appeared to be suspicious activities at the Georgetown Magistrates Court. Jacobs again yesterday posted a full statement on the alleged bribery, sparking concerns. Crum-Ewing was gunned down in Diamond, East Bank Demerara, on March 10th while campaigning against

the then government for the May 11th General Election. His killing drew widespread anger and a call for police to bring the persons responsible to justice. On August 7th, 37-yearold Regan Rodrigues also known as ‘Grey Boy’ of Riverview, Ruimveldt, and who was well known to the police, appeared before Magistrate Fabayo Azore and was remanded to prison, after he was charge for Crum Ewing’s murder. The court matter involving Rodrigues seemed to be progressing well in the Georgetown Magistrates Court until last week Thursday, October 29th, when Jacobs said things took a suspicious twist. In his statement, the activist who had joined

arrived at the courts after 10:30hrs and passing security checks, proceeded to the court where the case was being heard. He said he saw a trio on the balcony outside, comprising two faircomplexioned elderly men, a fair skinned woman, along with two female police officers. In court, Jacobs said, he sat next to Harcourt. While the magistrate was not in, there were two police officers whom he named. The two policemen were seen making “many trips” in and out the courtroom. BLACK BAG Jacobs claimed that he saw one of the policemen outside the court receiving a black bag from the woman, who was among the trio. He placed the black bag into his pocket. The trio soon left and went outside of the court. “I took a photo from the balcony and went downstairs to take a few more photos. They were discussing money and the lady mentioned the names of a few persons who were to bring more money or made promises to do so. I do not recall any of those names.” Jacobs said he was joined by Crum-Ewing’s stepfather and they decided to visit the Brickdam Police Station and talk to Commander Clifton Hicken to tell him what they had observed. “We walked to Brickdam Station but Hicken was not there and (we) were told by a female Sergeant that an officer named Amsterdam was in charge but he was busy seeing other members of the public.” Jacobs said that as time was running out, and lunch was approaching, he and Harcourt engaged a Detective whose name he learnt was “Jessemy” and explained what transpired at Court 5. “Jessemy expressed shock and disgust and called in another plain clothes

officer named Whittaker. Jessemy asked me a number of questions to get the full story. He said it was a very serious matter and he wanted to make sure he didn’t unnecessarily embarrass an officer on false accusations. He went over the incident a few times.” Jacobs said that CrumEwing’s mother also made a complaint to the Crime Chief’s Office at Eve Leary. The activist said that “Jessemy” instructed an officer to head down to the courts and search the policeman who reportedly collected the black bag from the three persons. “I am a member of the Central Housing & Planning Authority Board of Directors and had to attend a meeting, so I did not return to the court to observe the search. Eustace Harcourt accompanied the detective.” Jacobs said that he called for an update about 3pm and learnt that the officer did not follow the instructions given to him by “Jessemy”. As a matter of fact, Jacobs said that Crum-Ewing’s stepfather told him that no searches were conducted on the three policemen, a development which forced him to leave in disgust. “I later called Jessemy and told him (the officer) did not do as instructed and blew the investigation. Jessemy said the officer said he searched the man but he did not find anything. I said I would return to Brickdam with Eustace Harcourt to discuss the matter further with Jessemy but I never did and I’ve not called him back since.” Jacobs insisted that the case is being tampered with and that an excellent opportunity was lost when the Constable suspected of taking a bribe was not searched. On Saturday, Jacobs said that he wrote about what happened and published it on his Facebook page. He called for the police officers in court, whom he

named, to be removed from the duties immediately and the matter thoroughly investigated. He said that he is willing to take a polygraph test and would like the policemen to be subjected to one too. SERIOUS MATTER Yesterday, when contacted, Commander Clifton Hicken said he did not see Jacobs’ statement but wanted to have a look at it. It was emailed to him. He later contacted the newspaper and said he wanted to talk to Jacobs as the matter appeared serious. The Commander said that he would be out of the office and that Jacobs should give a statement to “Jessemy”. Late yesterday, Jacob said he met with “Jessemy” who said he will be in contact, as the police will be investigating the allegations made. Crum-Ewing, 40, well known for his one-man protests, was shot dead while urging residents to vote against the then ruling party. He had also wanted the former Attorney General, Anil Nandlall, to step down for an infamous phone conversation that the minister had with a senior reporter of Kaieteur News in which he disclosed possible knowledge of a gun attack on the country’s biggest selling newspaper. His killing was widely seen as being politically motivated. After weeks of no breaks and with a new Government in place, the police announced in July that they had arrested an individual who was in possession of a .32 pistol. The firearm reportedly turned out to be the same weapon that was used to kill Crum-Ewing. They later detained Rajput Narine, a former CANU officer and ex-bodyguard of former Attorney General and Minister of Legal Affairs, Anil Nandlall, for questioning, but soon released him. Days later they charged Rodrigues for the murder.

TSC insists teachers’ promotions above board Teachers’ promotions in the public education sector this year was fraught with controversy. In fact the Guyana Teachers Union (GTU) had moved to the courts earlier this year to file an injunction to prevent the Teaching Service Commission (TSC) from moving ahead with the promotion process. This move was based on some concerns that the TSC had deviated from written rules and regulations that govern the promotion of teachers in the public education system. However, the TSC has since been able to forge ahead with its promotions for the school year 2015-2016. As such the TSC, which is headed by Mrs Leila Ramson, has belatedly promoted close to 5,000 teachers.

In a statement issued yesterday, the TSC said that it has “stringently followed set criteria and principles to promote between four to five thousand senior school administrators.” It was noted too that “This important exercise was done by all the Commissioners, representatives from the Central Ministry, and a representative from the GTU, who is also a Commissioner.” In seeking to dispel some of the concerns that were highlighted by the GTU, the TSC in its statement further explained that the Promotion Application Form used, has one section for the applicant’s particulars and the other section captioned “For Official Use” for the comments of the Head Teacher, District Education

Increasing wages for teachers is priority Minister of Education

Minister of Education, Dr. Rupert Roopnaraine In light of recent calls made by the Guyana Teachers Union (GTU) for improved remuneration, Minister of Education Dr. Rupert Roopnaraine has assured that increasing wages for teachers across the country is a priority of the Ministry. Roopnaraine stated that before any decisions can be made, however, the Ministry will first have to consult with the GTU. Under the current agreement between the Government and the GTU, teachers are set to receive a five percent salary increase every year. Since President of the GTU, Mark Lyte’s assumption to office, he has been advocating for salary increases as the five percent teachers receive annually is insufficient. With the current agreement ending in December, the Union is said to have already drafted their new multi-year proposal to give to the Ministry of Education. The Union in the new proposal addresses a

25% salary increase for teachers. It is hoped that such an increase will serve to attract more qualified males in the profession. Lyte had stated that the reason for the few numbers of male teachers is due to “insufficient remuneration”. He opined that since males are most often the breadwinners of the home, they are reluctant to work for such small wages especially when bringing into focus the demands of a teaching job. The GTU is also seeking to establish a three year wages and salary agreement rather than a five year agreement as they are of the opinion that this timeframe will provide opportunities to act upon any changes which may arise during that time. Lyte stated that in addition to the increases, the agreement addresses an anomaly which sees senior teachers receiving the same salaries of those who would have just entered the profession. On several occasions, the GTU has sought to address the issue of the “debunching” payments in previous agreements but that part was never honoured. Negotiations are also said to be going on regarding duty-free concessions for Headteachers, Senior Masters and Heads of Departments, along with Senior Lecturers at the Cyril Potter College of Education. In addition, the union will also seek to negotiate a 150% increase in station allowances and outlying allowances for easy movement of teachers from the hinterland to the coastland.

Upon completion of the exercise, the Preliminary list of Promotions was sent to all Regions and posted on the TSC website. Applicants were given two weeks to “Appeal” the decisions listed

on the Preliminary List. PM briefs United Nations US Rep. about Venezuelan trade embargo, aggression

The recent visit to the Open Government Partnership Global Summit in Mexico City, Mexico, by Prime Minister Moses Nagamootoo and Governance Minister Raphael Trotman, was maximised to the greatest extent. According to a statement from Government yesterday, the Prime Minister ably addressed the forum and informed the many dignitaries about the Guyana/Venezuela border controversy, which has now led to the Spanish speaking country refusing to buy Guyana’s rice and sell fuel to this country. During the summit, Nagamootoo had the opportunity to hold bilateral talks with Samantha Power, Permanent Representative of the USA to the United Nations (UN). “Mr. Nagamootoo used the occasion of his address,

and talks with Power to raise the threat Venezuela poses to Guyana. He explained that Venezuela has sought to reassert a false claim to fiveeighths of Guyana, which includes all of the country’s forest and mineral resources as well as its exclusive maritime zone.” The PM also disclosed that Venezuela has refused to buy the country’s rice and sell fuel to it. Along this line, the PM explained that Venezuela has even sought to block oil exploration off Guyana’s coast and gold extraction in its own territory, “all in clear violation of international law and treaty obligations,” a point that Power touched on in her address at the Summit. The Venezuelan rice market under the PetroCaribe deal, is set for an official closing on November 16, 2015, as was relayed to the country when Finance

Minister, Winston Jordan, in July, visited Venezuela. At the time, the Minister was told that Venezuela will not be renewing the ‘oil for rice’ barter under the PetroCaribe deal. Venezuela in the meantime turned quickly to Suriname for a rice deal under the said PetroCaribe arrangement. The two Heads of State, Venezuela’s Nicolas Maduro and his Surinamese counterpart, Desi Bouterse, recently concluded an agreement on the deal ‘in principle,’ and it is expected that it will be finalised very soon. Venezuela has been onand-off with its claim on Essequibo but this year, the situation took a turn for the worse when that neighbour also passed decrees that give its army the right to even patrol waters that belong to Guyana and in which oil was found earlier this year.

City Hall tax amnesty further extended The Mayor and City Council of Georgetown, (M&CC) has extended further amnesty to citizens who are in default of paying their taxes. According to information disseminated on Monday by City Hall’s Public Relations Officer, Debra Lewis, the Council has decided to extend amnesty on interest on rates until the end of November. Within the last two months, City Hall’s amnesty project has reportedly garnered more than $536M in outstanding rates. As such, the Council has decided to extend the project from November 1 to November 30. According to the statement, the Council is cognizant that many property owners are making strident efforts to put themselves in order. In this regard, special petitions for considerations were made by several property owners, who explained that they were unable to access the facility during the allocated period. Additionally, the Council wishes to thank the property owners who took advantage of

the amnesty, which has placed the administration in a better financial position to provide vital services to the citizenry. The Georgetown M&CC has from time to time, offered delinquent taxpayers waivers on tax interest through amnesty. The venture is seen as a method of collecting hundreds of millions of dollars. The tax amnesty project, which was launched on September1, last, saw persons meeting with a panel to have their tax issues resolved. Under the project, residential properties will receive total amnesty on tax interest, but companies and businesses were required to apply to the Council for between 50 -75 percent amnesty on tax interest. Following investigations, the Council found that approximately 300 businesses are in default of paying taxes, this year. At present, the M&CC administration is currently at an advanced stage of planning for its estimates of revenue and expenditure for 2016. One aspect of the budget is an aggressive debt collection strategy to collect outstanding amounts owed to Council.

Allow professional and technical persons to function without political interference - Former Private Sector Director Former Director of the Private Sector Commission, (PSC) and Management Consultant, Roubinder Rambarran has called for the involvement of more professional and technical persons in the process of improving the Public Service. Rambarran testified on Monday before the Commission of Inquiry established to inquire into the affairs of the Public Service, on Monday. In his submission, the Consultant stressed that the main problem within the government system is not finances, but management. According to him, the government often has some highly qualified and technical persons but problem management tends to frustrate technical personnel and lead to them seeking work elsewhere. During his submission, the witness held that political interference in professional and technical areas is the main de motivational factor that causes highly qualified and technical personnel to take a lethargic stance on the job. He underscored that “politicians think they can solve the world’s problems, but they can never. The professionals and technical people have to do it.” Rambarran, who has experience working in managerial positions in both the private and public sector, made several recommendations for the improvement of the human resources management policies and procedures. He noted in doing so, that an employee handbook is needed. “Each Employee should be provided with one and regular review sessions

should be held at the Departments Level and agency level.” Rambarran also called for a more transparency in the recruitment process of the Public Sector. This, the witness said will assist with acquiring the right person for the job. He said that everyone should get a chance and jobs must be advertised. According to the consultant it must be determined which level should be advertise to the general public and which should be advertised internally. To this end a human resources development plan is extremely pertinent to improving the sector. In terms of the retirement age and plan, he held that the age should remain at 55 since “we have lot of Graduates who need jobs.” He emphasized that improving service delivery/ customer service is also essential to boosting the current system. Rambarran believes that time should be allocated for various services and procedures in the Public Service - creating realistic benchmarks to avoid corruption and extortions. “Stop the come back next week, next month stuff!” the

Seawall double suicide…

Female identified as store employee, 19 A photograph on the front page of the Kaieteur News helped a South Turkeyen father to confirm yesterday that the female victim of Monday’s double suicide was his daughter, 19-year-old Kavita Akloo. Vincent Akloo hugged his daughter ’s body after accompanying police ranks into the Lyken Funeral Parlour at around 17.00 hrs. Kavita Akloo, a store employee, is believed to have joined her boyfriend, who is still unidentified, in a suicide pact on Monday at the Kingston Seawalls. Police recovered two receipts from the right pocket of Akloo’s companion. The receipts indicated that he had purchased two items from Caribbean Chemicals Limited on Croal Street. Mr. Akloo indicated that his daughter and companion may have taken their lives because his wife, from whom he is separated, had disapproved of the relationship. However, he said that he had no knowledge of the relationship, since his daughter only came to live with him about three weeks ago. A distraught Vincent Akloo said that he last saw

DEAD: Kavita Akloo his daughter alive at around 07.20 hrs on Monday, when he left for work. He said that Kavita gave no indication that she was upset, and had eaten breakfast and indicated that she was going to work at a city store. But he became worried when Kavita failed to return home that night, and he was unable to reach her on her phone. At the time, he was unaware of the double suicide on the seawalls. The following day, he visited the King Street store where his daughter

worked. It was then that he learnt that the staff had not seen Kavita yesterday or Monday. Mr. Akloo then headed for his workplace, and before he entered the compound, a security guard handed him yesterday’s edition of the Kaieteur News. He immediately spotted the headline about the double suicide, along with a photograph of the couple. What caught his attention was the fact that the female victim was wearing a pair of black pants and a blue top, the same clothing that his daughter was wearing when he last saw her. “I told my boss that I was not working and left for home,” Mr. Akloo recalled. Later, he visited the Lyken Funeral Parlour, where he confirmed that the dead girl was indeed his daughter. Mr. Akloo said that his wife later informed him that his daughter would meet her still-unidentified boyfriend after work. “If I had known what was in her thoughts I would not have gone to work (on Monday),” the distraught father said. A postmortem is expected to be conducted on her body today.

Mastermind in Crabwood Creek staged robbery arrested After slipping the police for close to two months, one of the masterminds in the staged Crabwood Creek robbery has been nabbed and remanded to jail. The man, Daniel Mc Lennon called “Dutty” 20 of 163 Second Street Rose Hall Town, who has been described as a career criminal was wanted by the police for a number of crimes. The man was said to be

the mastermind in the staged robbery committed on September 6, 2015 at the Crabwood Creek home of Tejkumarie Jettoo. Information revealed that Mc Clennon was the man contacted by Krishendat Jettoo to conduct the staged robbery at his home. Mc Lennon subsequently contacted his gang members to carry out the dastardly act. After the scheme was

exposed, Mc Clennon began slipping the police who kept up the hunt as he traversed the country. He was nabbed by police in an early morning raid at his home after he had slipped back into the community. Mc Lennon is accused of robbing Tejkumarie Jettoo, of Lot 26 Grant, 2757, Crabwood Creek of a quantity of gold jewellery valued at $790,000; a quantity of diamond

The voice of the liberal democrats No country can develop if its citizens live in constant fear of criminal attack.The first duty of a government is to provide personal security for its citizens. If it neglects to do so, it is failing in its first duty. The jury is out and soon they will be answering this question as to whether the coalition government is failing in its first duty to the people. All government should be made to believe is that when its citizens are threatened by a systematic campaign designed to incite fear as is happening today, then it must act and act decisively. The pattern of the crime wave in Guyana is so similar that it is difficult to escape the conclusion that these are interconnected and part of an overall plan to embarrass this coalition government. But is the coalition government prepared to avoid this embarrassment? Are we destined to continue to hear lame and weak excuses all the time such as there are shortages of policemen and that young people are not willing to join the police

force? Since the Laurie Lewis days; some 15 years ago, we have heard that there are some 2,000 vacancies in the Police Force. Yet not one of these Commissioners since then saw it as their duty to increase the training capacity of the force. Right now the Guyana Police Force can only train 330 persons every six months at the three training schools according to their Public Relations Officer who revealed this information to the public by way of a letter to the press in late August 2015. If the demand is 2,000 persons, but the supply is 330 persons, then we may never be able to solve the crime wave in Guyana. It does not take a rocket scientist to figure that out. Lots and lots of young people are being excluded from the training just because we do not have systems to accommodate them. It was the Police Public Relations Officer in that letter who said that 1,018 applicants have been processed, but they were put on a waitlist. Waitlist! I thought the

Minister said young people are not interested in joining up? Now if you can only train 330 persons every six months, then some of those young people will have to wait just over a year to get into a police training school. We all know that will not happen and thus they will have to migrate to another profession including banditry, which is always willing to welcome new recruits. Can we not politely ask the GDF to review and support this entire situation to get these 1,018 persons trained as a one-off intervention? As part of the package, the principal trainers will remain police officers but the tents, logistics, mess hall, training room, firing range and other facilities will be owned and manned by the GDF similar to how the UN organizes these tented communities in war zones. The training modules and methods will entail the same process experienced in the regular police training schools. The only difference will be rather than being in a

DPP recommends inquest into UK-based Guyanese back home death of painter killed by doctor to launch several historical works The family of the late motorcyclist Quincy (Greene) Lynch, who died following an accident that involved a Medical doctor, is seeking closure and that may soon be realized. Yesterday, six months after Lynch was knocked down and killed, Police Traffic Chief Dion Moore informed that the Director of Public Prosecution has recommended that an inquest is to be held into the matter. According to Traffic Chief Moore, as at yesterday, the file was being prepared to be sent to the Clerk of courts to facilitate the process, which is expected to commence on Monday November 9th. Meanwhile, the parents of the now dead 26-year old painter are aggrieved and have expressed frustration regarding the slothful police efforts to address the case, as it would appear that the driver has gotten off scotch free. J u n e a n d Ly n c o l n Green, the frustrated parents of the late Lynch, of Lot 36 Side Line Dam, Mocha East Bank Demerara had informed this publication that they were told that the file was sent to the DPP’s office and that it has been returned, yet the doctor who was behind the wheel of the car that hit their son is yet to be charged. The painter who worked with his father was involved in an accident in the vicinity of the Princess Hotel, Providence, East Bank Demerara and was struck off his motorcycle by a car driven by a doctor. Dexter Greene, the dead man’s brother, said that after the accident, the doctor played a disappearing role on family members. Greene explained that he saw the doctor at his brother’s hospital bedside the night of the accident but had no idea that he was the person behind the wheel of the car that injured his brother. He said that he asked the doctor what had happened to his brother as he was still trying to make sense of what had transpired but was greeted with silence. It was not until the doctor disappeared that a taxi driver informed the family that his customer, the doctor, was the driver of the car that struck the motorcyclist. Lallji, who spent more than a decade in broadcasting at the Guyana Broadcasting Corporation, (GBC) has just re-launched the Centennial biography on Sir Arthur Lewis, the first man of African ancestry to win the Nobel Prize in economics in 1979. Now residing in the United Kingdom, Lalji has written four books and has published more than a dozen. He held a launching of the book on Sir Arthur on September 28 at Castellani House, and is set to launch a film based on the same work. He has invented/designed a new film form, after seeing the film titled ‘Seven Songs from Malcolm X.’ Within months of seeing the film, he used the launch of Eusi Kwayana’s acclaimed book titled ‘Walter Rodney...his last days and campaigns’ to make another film. The book is dubbed the most important work on the assassinated historian. Within months, the film, which he titled ‘Songs from Walter Rodney’s Choirs’, had its world premiere at the University of Dar-es-Salaam the capital of Tanzania. That film has brought to light over seventy percent of new information on Walter Rodney for the first time. It’s now touring several American Universities based on request. His second film is titled ‘Anthem for Humanity on the cycle of civilization,’ which was completed in 2015 and will hopefully be launched with the Rodney Film as part of Guyana’s 50th Independence Anniversary celebrations. That film includes personalities the likes of Guyana-born Professor

Clem Seecharan, a winner of the Elsa Goevia award for history. Professor Seecharan appears in both films as does Professor Nigel Westmas another Guyanese, Historian Eusi Kwayana and Robert Lallji himself. ‘Anthem for humanity’ shows how Guyana as a young independent small nation led the world politically as regards ethics and morality. The launch of the Sir Arthur Lewis film is scheduled for mid to late November on the Hoyte Blackman Television Ch 9, several other stations and later will be made available to all stations in Guyana. Lallji originally returned to Guyana to scatter his mother’s ashes, Joyce Ferdinand Lallji probably Guyana’s foremost classical concert pianist and the world’s foremost female composer of classical music. She was also head of the department of music at the Cyril Potter College of Education and the Lillian

Dewal College in the UK. His mother was also a former organist at the New Amsterdam Mission Chapel and Georgetown Trinity Methodist church. Her father was William Lallji, the former Principal at the Berbice Education Institute. Additionally, before he returns to the U.KL, Robert Lallji will also be launching another book titled ‘A bouquet of Guyanese flowers’…a collection of works by Guyanese poets spanning four generations. When asked what got him interested in publishing the book of poems, Lallji said he was motivated by the brilliant work sent in by Guyanese writers in days of old to the GBC in Studio C, which inspired his publication of an internationally issued literary magazine. Bids open for supply of hardware to Lethem Power Co. During yesterday’s opening of bids at the National Procurement and Tender Administration Board (NPTAB), multi-million dollar bids were opened for the supply of line hardware for the Lethem Power Company, Ministry of Public Infrastructure. This is a project under the auspices of the Hinterland Electrification Company Inc. piloted by former Prime Minister Samuel Hinds. The project’s aim was to provide power systems to homes in as many hinterland communities as possible. Communities in Regions One, Seven, Eight, Nine and 10 are reported to have so far benefitted from the project.

Under the Guyana Water Incorporated (GWI), bids were opened for the supply and installation of Greenheart Timber Piles for the storage tank foundation at Sophia, East Coast Demerara (ECD). The engineer’s estimate was $28,278,443.

Father of three remanded for ‘coke’ in suitcase A father of three children was denied his pretrial liberty yesterday when he appeared before City Magistrate Judy Latchman on a drug trafficking charge. The man, 46-year-old Lincoln Johnson of Liliendaal, East Coast Demerara pleaded not guilty to the charge after it was read to him in the Georgetown Magistrates’ Courts. Particulars of the charge stated that on October 31, at the Cheddi Jagan International (CJIA) Airport Timehri, he had 4.160kilogrammes of cocaine in his possession for the purpose of trafficking. Johnson was remanded to prison until November 12, when he will appear before Chief Magistrate Ann McLennan. The defendant was represented by Attorney, Mark Waldron.

Mangru said that the defendant was told of the offence committed and taken into custody, where the substance tested positive for cocaine. Johnson was subsequently charged.

Bids were also opened in order to build a water storage facility at Guyana Defence Force (GDF) base camp Seweyo, Soesdyke-Linden Highway.

There were also bids for the supply of outboard engines. The estimated cost was placed at $17.5M. Two bids were opened.

And finally, a bid for a project under the National Parks Commission was opened. The project was for the rehabilitation of the drainage sluice in the National Park.

Another man has been charged with the murder of 22-year-old Senasie Lewis, who was gunned down outside the Ghetto Flex night spot in Albouystown, two months ago. Clive Forde (no age and address given) is accused of murdering Lewis on September 4. Forde was not required to plead to the indictable charge after it was read to him by City Magistrate Judy Latchman in the Georgetown Magistrates’ Courts. The unrepresented accused was remanded to prison until November 12. During the brief court hearing, Police Prosecutor, Corporal Kerry Bostwick made a request to have the accused jointly charged with Keiron Taylor, 21, of Charlestown, who was also charged on September 9, with Lewis’s murder. Taylor is currently on remand. Unlike his co-accused,

SWAMI VIDYANANDAJI WILL BE GREATLY MISSED DEAR EDITOR, I write to convey sympathy on the passing of the great S w a m i Vi d y a n a n d a j i Maharaj of Cove and John and the US. Vidyanand-ji is a well-known spiritual leader and scholar in Hinduism held in high esteem by Hindus as well as non-Hindus in the US, Canada, UK, India and Guyana. He was not much different from other Swamis we read about. Trained in India, he influenced many young people in Guyana by providing them a high quality education that allows them to become successful in adult life in various professions. He

was among the most revered Hindu leaders in the US attracting followers from varied countries including Jamaicans and nationals of India. He has left a worldwide following of students. Condolences have been pouring in from all corners of the globe, reflecting the huge popularity he enjoyed both in and out of the US and Guyana. Hundreds came to the wake at his Jamaica, NY ashram on Wednesday and Thursday and at the viewing on Friday. He was a very simple man; no scholar. He humbly did not consider himself one though he was very learned. He was a man of faith in line with other

Indian saints without courting controversies. At times, upon request, he attempted to settle differences in) Guyanese mandirs in NYC and were there many! Swami-ji was a devoted Hindu, yet broad-minded not to condemn other religions. His extraordinary personality, his kindness, and his grasp of life issues attracted attention among Indians and non-Indians, Hindus and non-Hindus. Not surprisingly, many came to him for counseling and for the assistance of education of their children especially when he was in Guyana. His personality

impressed itself on all who met and interacted with him. Many who never saw him have been influenced by the story of his life. A biography was recently published on him by TV personality and writer Richard Mahase of NY.In Swami’s passing away, we have lost a great son of Guyana and the Indian diaspora who dedicated his entire life for the welfare of others. He was a peoples’ person during his lifetime and will remain so even after his death. He will be forever remembered by Guyanese for his establishment of the school in Cove and John that educated so many in spite of

all the obstacles and adversities it faced by those determined to crush it. And he will be remembered by us in America for establishing the first and perhaps only Guyanese ashram in the US. A lot of activities beneficial to the Guyanese diaspora was held there. Memorial services were also

held there when Dr. Jagan and Janet Jagan passed a w a y . S w a m i Vidyanandaji will be missed, but his great work will continue through his loving disciples and teachings and he will be forever remembered for his great selfless work and humanitarianism. Vishnu Bisram

Under certain circumstances a peer mentorship model has proven effective where older youth are matched with young students in a one-on-one relationship acting as role models providing guidance and support to face challenges associated with schoolwork; social issues, such as pressure to drink, smoke, or use drugs; family problems or tension; and other typical difficulties of growing up; and even to hangout or enjoy a lime. The model provides the important extra support that many younger people need to make it through a difficult period in their lives — when peer pressure and the desire to fit in are strong influences. A carefully designed and well run programme has the potential to provide positive influences for young people who may not have a good support system available to them in the first instance. The conclusion of a research project in the early 1990s by Dr. Irving Spergel at the University of Chicago resulted in the development of the Spergel Model of Gang Intervention and Suppression whose principal focus was on social disorganization theory. Renamed the Office of Juvenile Justice and Delinquency Prevention (OJJDP) Comprehensive Gang Model, it was was based on best practices to address gang-related violence and crime as implemented in a number of communities around the country. Later Spergel and Curry (1993) drawing from responses from law enforcement and other agency personnel in 65 cities reporting problems with gangs, identified five core

strategies to address gang youth, their families, and the community institutions that would promote youths’ transition from adolescence to productive members of society. The strategies included community mobilization, social intervention, provision of opportunities, organizational change and development, and suppression. Briefly: Community Mobilization requires the involvement of local citizens, including former ganginvolved youth, community groups, agencies, and coordination of programs and staff functions within and across sectors and agencies. Opportunities Provision refers to development of a variety of specific education, training, and employment programs targeting ganginvolved youth; Social Intervention involving youth-serving agencies, schools, grassroots groups, faith-based organizations, police, and other juvenile/ criminal justice organizations in “reaching out” to ganginvolved youth and their families, and linking them with the conventional world and needed services; Suppression introduces formal and informal social control procedures, including close supervision and monitoring of gang-involved youth by agencies of the juvenile/criminal justice system and also by community-based agencies, schools, and grassroots groups; and Organizational Change and Development includes the development and implementation of policies and procedures that result in the most effective use of available and potential resources, within and across agencies, to better address the gang problem. An evaluation of the implemented OJJDP Model came up with several positive results: serious violent and property crimes were reduced, gang

involvement of older gang members decreased, gang members participated successfully in educational and employment endeavors, and violent crime and drug arrests for the target group were reduced. In 2003, OJJDP launched the Gang Reduction Program (GRP) to reduce gang activity in targeted neighborhoods in four cities. The program integrates prevention, intervention, suppression, and reentry activities and uses existing community resources to sustain itself. In addition to reducing gang violence, the goal of GRP was to determine the necessary practices to create a community environment that helps reduce youth gang crime and violence in targeted neighborhoods. The GRP focused on two goals: (1) to learn the key ingredients for success and (2) to reduce youth gang delinquency, crime, and violence by helping communities take an integrated approach which features: Primary prevention targeting the entire population in high-crime and high-risk communities. The key component is a One-Stop Resource Center that is accessible and visible to members of the community and provides services including prenatal and infant care, afterschool activities, truancy and dropout prevention, and job programs; Secondary prevention which identifies

young children (ages 7–14) at high risk and - drawing on the resources of schools, community-based organizations, and faithbased groups—intervenes with appropriate services before early problem behaviors turn into serious delinquency and gang involvement; Intervention targeting active gang members and close associates, and involves aggressive outreach and recruitment activity. Support services for gang-involved youth and their families help youth make positive choices; Suppression focuses on identifying the most dangerous and influential gang members and removing them from the community; and Reentry targeting serious offenders who are returning to the community after confinement and provides appropriate services and monitoring. Editor, having regard to all of the above for any programme to be sustainable and effective in reducing gang problems, partnerships must be developed and managed with a broad understanding of all localised risk factors across domains. Special attention should be paid to gang members who in their quest to reassert their former gang roles, may be inclined to sabotage programmes and disrupt lives though subversion of those susceptible and vulnerable youth. Police and Army Ranks trained in Human rights The Joint Services are now equipped with an additional 24 Human Rights’ Trainers. This follows a one week Trainer of Trainers’ Course conducted by the International Committee of the Red Cross (I.C.R.C) for members of the Guyana Police Force and the Guyana Defence Force. Conducted from October 26 - 30, 2015 at the Police Officers’ Training Centre, the course saw the participants in attendance numbering 14 from the Guyana Police Force and 10 from the Guyana Defence Force. Some of the subject areas covered during the training course included International Law and International Human Rights Law, Law Enforcement Functions and Responsibilities, Law Enforcement Powers, Command, Control and Accountability and Situations of Armed Conflict. The participants also used case study from Guyana’s position and applied the local and international laws and best practices. The I.C.R.C delegation during its visit to Guyana prior to the National and Regional Elections, had engaged the Joint Services, and looked at local joint protocols, standard operating procedures and international best practices when respecting Human Rights while carrying out their mandates and responsibilities, to serve and protect. Fire demolishes house of alleged Timehri ‘rape’ victim Almost two weeks after 34 year old Steffan Phillips came forward alleging that he was raped by a police officer, the man’s place of abode has now been reduced to cinders as a result of a fire on Monday last. Phillips is currently out on bail for the charge of Breaking and Entering. At the time of Monday’s fire Phillips was reportedly in Berbice. He told this newspaper that while in the Ancient County, he received a telephone call from neighbours who informed him that his house, a two bedroom wooden building, located at Hill Foot Sand Pit, Kuru Kuru, Soesdyke/Linden Highway was on fire. He reported that by the time he traveled to the scene, his house was completely leveled. Phillips estimated his loss at over one million. Checks with ranks from the Timerhi Police Station and the Fire Outpost confirmed that investigations into the fire are ongoing. A rank from the Timehri Fire Outpost confirmed receiving a call about the fire at approximately 16:00hrs on Monday. Phillips believes that the fire was deliberately set, and is anxiously awaiting the findings of the investigators. On October 21st, Phillips

Subsequent interviews with ranks at the station revealed conflicting details as to what really happened. One source said that while the man told the media that he was sodomized in the ablution area, he told detectives that he was raped in the station’s passage way. “This man is ridiculous.

Kamla to PM: Why the silence on crime crisis? Trinidad Express - Opposition Leader Kamla PersadBissessar says Prime Minister Dr Keith Rowley is silent in the face of an emerging crime crisis, and she wants to know why. Persad-Bissessar said Dr Rowley has a direct duty and responsibility for issues of national security, as he is the Chairman of the National Security Council. “He must speak, he must act and he must assure the nation that initiatives are being taken to bring this crisis to an end” she said in a statement issued yesterday. “Even the murder of Superintendent of Prisons, Mr. David Millette, has not forced Dr. Rowley into saying something to a population that is quickly retreating into a daily life of intense fear of crime. The Prime Minister must end this routine silence on critical issues of importance to citizens. He cannot pick and choose what he talks about; he is in charge and he must demonstrate that he knows what that means and that he is capable of taking charge of Trinidad & Tobago, especially when it comes to safety and security of citizens. It is not enough to leave statements on crime to the Minister of National Security (who also appears to be clueless, hapless and silent). When issues take on such desperate pro-

KINGSTOWN, St. Vincent (AP) — Venezuelan President Nicolas Maduro on Monday pledged more resources for the eastern Caribbean under the PetroCaribe programme during a one-day visit to the nearby island of St. Vincent. Maduro said he was seeking to find a regional hub that would serve as the center for the construction of 50 homes financed by a Venezuelan programme that provides fuel at generous financial terms to Caribbean and Central American countries. Maduro said the pilot

project could serve as a model for future investments in St. Vincent. He did not say how much construction of the homes would cost or provide any other details as he praised the programme. “There should be no doubt in our minds that PetroCaribe today is the backbone of the energy, social and economic development of our region,” said Maduro, whose country is struggling with a tanking economy and has the world’s highest inflation. Maduro announced during his visit that Venezuela would provide 7,500 laptops

for the island’s government, adding that the two nations would seek to improve trade relations. Venezuela previously built a $32 million fuel storage and distribution plant in St. Vincent under PetroCaribe as part of a joint venture between the two nations. The facility nearly tripled St. Vincent’s fuel storage when it was commissioned earlier this year. Maduro said he also plans to launch an initiative that aims to foster trade between Venezuela and the eastern Caribbean to facilitate customs, transportation and operations for PetroCaribe projects. CS&TC appeals for reinstatement of Guyfesta Touts need for the establishment of a National Arts and Cultural Authority Apart from hosting race walks, executives of the Cavalier Sports and Tour Club (CS&TC) also places strong emphasis on cultural activities since they believe that there is a strong correlation between sports and culture. It is with this understanding that those executives have issued a call to President, David Granger to revive the Guyana Festival of Arts, also known as Guyfesta. They also see the need for the establishment of a national Arts and Cultural Authority. ”The CS&TC hopes that the new administration makes every effort to revive this worthwhile event which covered every community in Guyana,” those executives noted in a release dispatched to Kaieteur Sport. They further said that the occasion was primarily organised to

give Guyanese a sense of self worth, while unifying the races. ”The Guyana Festival of Arts greatly influenced the upliftment of all Guyanese and was a vehicle to promote the cooperative spirit of the basic aims of the Cooperative Republic of Guyana.” The CS&TC executives further said that Guyfesta created a rich banquet of cultures in the form of music, dance, poetry, reading, painting and creative writing among others. They strongly feel that the revival of the occasion is an important catalyst to the strengthening of nationhood. been dormant in its activism for more than 20 years, shirking its obligation towards the development of culture. They pointed out that the new entity should focus on the development and expansion of cultural activities countrywide. Officials further that the sector was vibrant under the stewardship of late Presidents, Desmond Hoyte and Forbes Burnham who had set up the National History and Arts Council which served to propel cultural development to an acceptable level. WICB acknowledges CARICOM report on governance Kingston, Jamaica – With just over a month to go before the West Indies Cricket Board’s quarterly scheduled meeting on December 12 in St. Lucia, the WICB President, Dave Cameron is acknowledging a report received from CARICOM on the Governance of Cricket emanating from a meeting with Directors of the WICB and members of the CARICOM Sub-Committee on Cricket held in April of this year in Grenada. The letter signed by the CARICOM SecretaryGeneral, Irwin Laroque on the request of Chairman, Dr. The Rt Honourable Keith Mitchell has asked for the WICB to comment on the findings. The report has sought to review the current state of the governance structure of the WICB and has put forth certain recommendations for

consideration and discussion with the WICB. The President noted the concerns raised by the report and thanks the Committee for the paper. “I have noted the findings and we will discuss these recommendations with a view to enhancing the existing work of the Secretariat and the Board of Directors. A full response will be sent to the Chairman,” said Cameron. In the letter accompanying the report, an invitation has been extended to the WICB Board to discuss the findings. Cameron stated that a team comprising WICB Directors will be selected following the December Board of Directors Meeting to represent the views of the WICB at the soon to be convened meeting with CARICOM.

When the Guyana Motor Racing & Sports Club (GMR&SC) host the final leg of the CMRC on November 15, at the South Dakota Circuit, all those who trek to the venue will be able to witness firsthand the daredevilry and exhibition of skill on display by some of the best riders in the Caribbean as they battle each other for outright supremacy. Superbike racing’s revitalization over the past five years has occurred, there is a large cadre of young riders who’re eager to pit their skills against some of the most experienced riders in a straight fight for bragging rights and this healthy rivalry has created quite a buzz within the division. No longer are the young riders’ prepared to just test their skills among themselves, but rather has brazenly issued a challenge to the likes of Stephen ‘Valentino Rossi’

Vieira, Joel Neblette, Maurice Menezes and Carlos Rodrigues for the right to be crowned the best, both locally and regionally. However, not to be overlooked was the encouragement offered by the GMR&SC that initiated several bold steps in an effort to resuscitate this segment of the sport which had slipped into a period of inactivity. Currently the maestro ‘Valentino Rossi’ Vieira leads the CMRC points standing, but he is closely followed by Elliott and Jamaica’s Robert McDonald. And any slip up by him could prove disastrous so he will have to be on his game to ensure that the title is his. This country has a long history of producing racers of high quality and some of the

names that readily come to mind are Lawrence Van Sertima, Johnny Thijs, Kevin Jeffrey and Terrence Clarke. By Sean Devers Richards, in his first series as skipper, continued the dominance of Lloyd’s team by beating New Zealand 2-nill in the 1985 four-test series in the West Indies after the first two matches ended in draws. Guyana’s off-spinner Clyde Butts made his debut in the second test on his home ground Bourda and will mainly remember that game (he went wicket-less) for his wedding on the rest day. In those days the ‘rest’ day was taken after the third day of the match. Richards followed in the footsteps of Lloyd by beating England 5-nill in the 1986 series in the Caribbean. He won a record 11 consecutive test victories from April -December 1984- three against Australia at home, five in England and another three in

Australia. West Indies, who enjoyed 27 matches without a defeat between January 1982 and December 1984, was now the most feared team in International cricket. Greenidge and Haynes built solid foundations for Richardson, Richards, Gomes, Logie, Dujon and the bowlers to work on. Both openers scored their first century against Australia in the second innings of the first test in the 1984 series at Bourda to register tons against every team they had played against as West Indies made 250-0 in the drawn game. dos test as the West Indies notched up their other win in the series. Team Integrity confirms position Team Integrity has been asked to remove Mr. Loring Bennons, a Guyana Defence Force Officer, from its slate to contest the upcoming GFF elections consequent to him being instructed by the Force to so withdraw from the nomination process. It has been advised that the Force has a neutrality policy on issues such as these and, as such, this position has been treated with great respect. Team Integrity remains supremely confident that this withdrawal will in no way impair the strong level of support being afforded to it in its quest to successfully contest the Guyana Football Federation elections. The Team represents not just the highest level of Integrity but strong competencies in management and organisation, finance and legal affairs. It is for this reason that it has rejected all offers to be joined with any other group contesting. This is to clearly demonstrate to all stakeholders that the management of football is not being regarded as business as usual. Team Integrity remains convinced that it represents the better team to advance the majestic sport that is football. The team remains committed to fulfilling its mandate and warns against grandiose promises being thrown around by competitors who clearly have demonstrated, over the years, a lack of genuine interest in the sport’s development. needs to grow and develop. GBL to conduct Level 1 coaching course November 14 The Guyana Baseball League will be conducting a Level 1 coaching course on Saturday 14th November at the Georgetown Cricket Club, Bourda. The certification programme is aimed at providing participants with the skills and understanding to teach the game at a junior level, the course is open to all interested persons but is limited to the first fifty entrants, there is no entry fee and special effort will

be made to accommodate participants from all three counties of Guyana. The course will begin promptly at 9 AM and end at 5 PM, participants are asked to dress for athletic activity. Church committed to growth of women’s football in Grenada George’s, Grenada - “The initial programme is really teaching me about myself; the values I possess, my strengths, my weaknesses.” said Malaika Church, Acting General Secretary of the Grenada Football Association. The confident Church was speaking in Zurich at the end of the recent Module II workshop, a component of FIFA’s Female Leadership Development Programme. She is part of a group of 35 promising female leaders from around the globe working towards the development of women and girls’ football. The initiative is aimed at improving the gender balance in football decision-making positions. On this occasion, the conference was focused on giving participants the tools they need to rise through the industry. At the weeklong session, Ms. Church was able to identify and strengthen her leadership skills, as well as examine ways to work with stakeholders. The session also provided an opportunity for networking, individual coaching sessions and exchanging ideas with

Malaika Church - Grenada FA GS (ag) mentors. Each participant was tasked with developing a project around a topic based on improving the state of women’s football in her member association. Church’s personal project

is based on using the FIFA Fair Play codes to develop positive affirmations in order to assist in changing the behavioral patterns of female players. These encouraging statements, which will be

placed on writing materials, are aimed at fostering a greater feeling of self-worth. To further enhance that undertaking, Church was paired with Sarai Bareman, who is presently the Operations Manager of Oceania Football Confederation (OFC). Bareman is also the only female member on the FIFA Reform Committee. Armed with her own experience, she was able to support Church with practical ways to address challenges and formulate solutions. The FIFA Female Leadership Development Programme — launched in Vancouver during the FIFA Women’s World Cup Canada 2015 — is an initiative that identifies, supports and develops strong female leaders in football. It is part of FIFA’s commitment to its ten key development principles for women’s football and follows on from the inaugural FIFA Women’s Football and Leadership Conference held in March 2015. Emotions flow at Ruby ground; Miss Love Trading joins sponsors The Mobile Wizard 10/10 Softball cricket tournament continued with teams being emotional in losses as the standard of play raised in the game and left spectators in awe. Every team played their heart out in an exciting display of softball cricket. The day’s proceedings started with a display by Cornelia Ida that left all buzzing about talent. Leonora Primary won the toss and elected to bat and were off to a horrible start with Irfaan Hack being run out with 9 runs on the board. Thaddeus Lovell tried to settle things by counterattacking and lifting the run rate in the face of some accurate bowling from the Cornelia Ida bowlers. The bowlers stuck to their task and with the score on 36 Lovell played a false shot and lost his off stump. Three more quick wickets including another run out saw Leonora primary being hustled out. They eventually made 56 in 7 overs. Man of the Match Shazad Zamanwasthe pick of the bowlers with 4-7 from 2 overs. Cornelia Ida also had a torrid time at the crease and were struggling at 40-9 when Christopher Linden (6) and Tychand Sirjohn (13) saw them home. Zaman was the

recipient of a bat compliments of a bat maker Ishmael. Vipers XI defeated Young Guns by one wicket in a thriller. Young Guns won the toss and batted, scoring 104 all out in 8.2 overs with Shankar Mortimer clobbering 44 off 16 balls laced with 3 sixes and 3 fours. Bowling for Vipers XI was Munaf Azeem with 5- 21 off 2 overs and he effected a run out. In reply Vipers XI struggled to 97 with 9 wickets down but the last pair took them over the line with 3 balls to spare amidst jubilation in their camp. In the exhibition match scheduled, Omesh XI completely humiliated a Linden All Star XI. Linden won the toss and elected to bat, making a challenging 108-8 in 10 overs with Bevan Braithwaite scoring 21 (1x6; 2x4). The opening partnership of 36 was the highest in the innings. Omesh XI in their turn at the crease raced to 1091 in 6.1 overs with Vickram Kissoon, dropped off the first ball in their innings, making them pay dearly by clobbering the bowling to all parts of the field in scoring 55 off 18 balls laced with seven huge sixes. Crossbreed XI won a hardfought game against Zeeburg Warriors by 7 wkts. Zeeburg Warriors took first strike and were limited to 85-5 in 10 overs. The ground

fielding of Crossbreed XI and also the bowling were something to watch as their athleticism proved vital in limiting the Warriors. The wickets were shared among the bowlers. Children between the ages of 4 to 6 along with Teachers and Parents of the Campbell’s Trust Nursery School of Campbell’s Street Grove East Bank Demerara on Friday last had a blast when that school held its annual Inter- House sports at the Grove Playfield, Third Street, Grove Housing Scheme.

Over two hundred persons including parents, children and teachers braved the humid conditions to participate in activities such as which included duck walk, blocks race, water race, tire race, late for school and musical chairs among others. Parents were not left out as they too soaked in the

competitive action by competing in the sack race, parent and child race and biscuit and juice race. Educational gifts and toys were distributed to all the children present, compliments of Lucky Dollar - Grove Store and the L i s a Va r i e t y S t o r e . Also, the Lucky Dollar Grove Store mascot

Mayor Green’s Inter-ward Football starts Sunday at Victoria ground Mayor Hamilton Green will be celebrating his 81 birthday on November 9 and in celebration, former National footballer Lennox Arthur has coordinated the annual 7-a-side three-day Inter-ward Football competition to mark the occasion. The 32-team tournament will start on Sunday November 8 at the Victoria ground on the East Coast from 4:00pm. The teams are battling for a first prize of $200,000 and the John Fernandes trophy, while the other top four finishers will collect; $100,000 and Youth and Sports Trophy, $70,000 and China Trading trophy and $30,000 and the Business School trophy. A d d i t i o n a l l y, A H L Kissoon has donated a 3piece suite for the top scorer, while Ricks and Sari will give 10 hampers each to the winning and runner up teams. The opening salvo of matches on Sunday at Victoria will see Lima Dam playing Grove, Kuru Kururu vs South Sophia, Plaisance vs Buxton Youth Developers, Golden Grove vs Mocha Arcadia, Halsinton vs Mocha, Buxton vs Agricola, Beterverwagting vs Kitty, Mahaica vs Paradise, Ann’s Grove vs Herstelling and Victoria vs Diamond. Regional Chairperson for Region Four, Genevieve Allen (seated, centre), in whose Region the 2015 National Schools’ Championships will be held, joins members of the Management Committee to discuss preparations yesterday. The Management of the National Schools’ Championships that is scheduled for November 2327 at the National Stadium, Providence, will be stringent as every effort is being made to perfect the various systems necessary to have a successful Championships. This is according to a press release from the Management Committee for the upcoming National Schools’ Cycling, Swimming and Track and Field Championships yesterday. Penalties will be in place for defaulting Districts that do not adhere to the rules. According to Guyana Teachers’ Union President, Mark Lyte, “no one should feel that we cannot have these Championships without them”. Lyte made

the comment in view of the fact that teams will be disqualified for a number of reasons, including late arrivals. The Championships is scheduled to start at 9am on the competition days. Lyte informed that the competition will commence promptly whether or not all the teams would have arrived. He stated that this year the Championships will not be waiting on anyone. “If athletes and officials are not on time, the events will go on without them. We have to enforce the competition rules,” Field Secretary within the Teachers’ Union, Lance Baptiste, said, adding that leadership from the District Representatives is required. According to Baptiste,

the District Representatives and Managers will all be held accountable to the Management Committee during the Championships. He said the aim is to eliminate all forms of hiccups, so that the event can have a smooth progression. Every system, from the Opening and Closing Ceremony, accommodation, meals to presentations and competition will be crystallise to create a more professional posture. The press release stated that work began weeks ago to attempt to perfect those systems. T h e S w i m m i n g Championships will be held on Monday, November 23 at the National Aquatic Centre at Liliendaal. In addition to the swimming competition, two

field events, Long Jump and Shot Putt along with the 10km Road Race, 40km and 25km Cycle Road Race will also take place on Monday, November 23. The Games Village will be established on Woolford Avenue. Tutorial High, North Georgetown Primary and Secondary Schools and Richard Ishmael Secondary will house the 16 Districts from across Guyana that will c o m p e t e a t t h e Championships. The Games Secretariat has been officially opened at GTU Headquarters, Woolford Avenue with Districts submitting their entries. The Opening Ceremony for the Championship is scheduled for Tuesday, November 23 at 10:30am.

Mayor Hamilton Green vs De Kinderen, Stewartville vs Bagotville, Crane vs New Amsterdam, Pouderoyen vs Wales, Uitvlugt vs Sara Lodge and Den Amstel vs North Sophia. The respective winners will advance. The other playing day is November 15 at Victoria when the tournament will culminate with the playoff, quarterfinals, semis and final. Play starts at 2:00pm. Important to note, the tournament will be played using the no offside rule. Coordinator Lennox Arthur indicated that the teams will be able to battle in this smaller format of the game uninhibited by the offside call, which will add more excitement to the action. A number of sponsors have assisted the event. Among them is Clinton Urling on behalf of his business entity German’s Restaurant.
