Vice President Jagdeo hasnotcompletelyruledout the idea of having a referendum to renegotiate the 2016 oil deal but he told reporters on Thursday that he wants the Guyana Elections Commission (GECOM) to place its focus solelyonthe2025elections.

Speaking at his weekly pressconferenceatFreedom House on Robb Street, Jagdeo said that the opposition has found a new causetospeakonandthisis the referendum. “So one of thenewcauses…thepeople who signed the 2016 contract want referendum now, they and the WPA. They want to obfuscate the keyissues,theydon'twantto talk about delivery of house lotstopeople,fulfillingtheir dream of owning a home, theydon'twanttotalkabout lower mortgage rates for people, they don't want to talk about assistance in building, like core homes or youngprofessionalhomes.”

TheVPmadeitclearthat his government will not be caught in that trap as “GECOM must focus on preparing for the 2025 elections…Theywould love tohaveGECOMorsomeone else particularly GECOM divert their attention to something else. Bartica youth group calls on President to extend $100K cash grant to children below 18

The Bartica United Youth Development Group (BUYDG) once again is hereby respect

ully appealingtotheGovernment of Guyana to extend eligibility for the $100,000 cash grant distribution to include children under the age of 18 While the Government’scurrentpolicy limits eligibility to individuals 18 years and older,BUYDGbelievesthat young Guyanese children shouldnotbeexcludedfrom this national initiative that aims to enhance the quality oflifeforallcitizens.

In our letter dated October 18, 2024 to the Government, BUYDG proposed a solution that ensures children under 18, who represent the future of

our country, also benefit from the Government’s financialsupport.Thegroup suggests the creation of a dedicated financial assistance fixed deposit for each child under 18, which would allow both the Government and families to contribute over time. These funds would accrue interest andbeaccessibletothechild whentheyturn18.

BUYDG emphasized thatexcludingchildrenfrom the cash grant program is a missed opportunity for the nation.Investinginthewellbeing of young people now isaninvestmentinthefuture growth and development of Guyana. Vincent Alexander’s assertion a few weeks ago that; “People should not acquiesce to any election that is not conducted after t h e s e t h i n g s a r e implemented,” he persists with what appears to be an obsession with certain electoral matters that bother him so much so that they appear to weigh heavily on his thinking and his passion toholdontoatraditionofhis deadpredecessors,whoheld that they were ordained to ruleoverothers.

This thinking is of his own, as well as that of his political bosses whose efforts are aimed at shaping and dominating the 2025 elections narrative using mainstream and social mediatodoso.

Meanwhile, observers are trying to figure out what is it that Alexander and companyareupto;

Are they trying to embarrass GECOM’S chairman publicly and to pressure her to kowtow to their demands whatever thosedemandsmightbe?

Sincethechairmanisnot known for arbitrariness, making rash, unilateral or any decision for that matter withoutsharingherviewson theissueathandwithallsix commissioners and requesting a feed-back from them,indicationsarethather shield to fend off the critics and pessimists will be to

ensurethatintheabsenceof consensus,majorityruleand democratic governance prevailsatGECOM.

Are they trying to shrug off references to their electoral rap sheet for facilitating rigged elections and to ride out any such references till November 2025?

This sounds more like easy come easy go. What is desired by the APNU+AFC is well-nigh impossible since, what is done is done. While it may be patched over, the stain cannot be changednorwashedaway A deepsenseofmistrustofthe PNC’smodelofgovernance continues to haunt the nation;

With all the opposition noises demanding a fresh round of house-to-house voter registration that envisages digital fingerprint capture aimed at countering ‘voter fraud’that will result in the production of an ‘unbloated’voters’list,does this mean the APNU+AFC really want free and fair elections?

Lestweforgetthatlooks can be deceiving, on the surface, this pursuit appears plausible Truth be told, comingfromthePNCthisis hardtobelievesinceitlacks sincerity and masks ugly intentions. The PNC is no ethical protector nor defender of the sanctity of the ballot box. To be an ethical protector, the PNC must begin with itself by stripping away its electoral ignominies of the past. As for its future, it must abandon the sneaky attempt to use voter impersonation as the raison d’etre for the introduction of digital fingerprint capture as the basis for a completely new house-to-house registration exercise to produce a fresh national register of registrants from which will emergeavoters’list.

When persons whose namesappearonthatlistturn uptovoteonE-day,theywill be subject to biometric fingerprint identification at polling stations. However, this new approach will req

legislation. If this lengthy process goes through, three things can happen; first, the PNC would have achieved itsmainobjectiveasregards biometrics; second, many can be disenfranchised and third, elections ‘2025 could be postponed beyond the constitutionallydueyear.

Do the PNC genuinely want GECOM to fulfill its constitutional mandate in timeforelections2025?

First of all, based on publicstatementsandletters, it is obvious that Commissioner Alexander is neithercomfortablewithnor appreciativeofthethreeplus four company to which he has been assigned. While serving in that capacity, and through media channels, a sustained campaign is being waged to instill fear and distrust amongst the electorate about GECOM’s creditworthiness. No effort is spared to brow beat GECOMintosubmission,to prove its CEO and DCEO incompetent and to exercise dominance over the proceedings of and matters under consideration at the body

Are APNU+AFC mouthpieces spouting euphemistic language about democracy and expressing laissez-faireoptimismabout

winning the next election because they have convinced themselves that they have a chance of doing so?Clearly,thisisanelusive dream. Winning a free and fair election in Guyana, requires more than empty talk, delusional optimism and wishful thinking. It is more about hard work, winningandmaintainingthe confidence and broad support of all classes and social strata in Guyanese society; the party that wins anelectionwouldhavedone so because of its record for delivery of goods and services and uplifting the well-being of the people while in government Presently, none of the oppositionpartieshavewhat wining a free and fair e l e c t i o n s c a l l s for…credibility!

may be calculating that should they not win, at the minimum, they must not return to parliament with a significantly reduced numberofseats?

Eight persons come forward to claim abandoned bodies at GPHC

Families have come forwardtoclaimeightof the 25 bodies that have beenabandonedattheGeorgetown PublicHospitalCorporation.

Lastweek,GPHCsaidabout25 unclaimed bodies are in the morgue. Director of Medical and ProfessionalServicesattheGPHC Dr Navindranauth Rambaran confirmed that the eight bodies havebeenclaimed.

During an interview with Kaieteur News on Thursday, Ramabaransaid,"sincewehavereadvertised, we have gotten quite a number of persons, I think up to eightrelativeshavecomeforward."

The doctor further explained that the hospital has a system and policy in place that mandates a series of procedures if a deceased body remains unclaimed for one week.

Once this timeframe has passed, the records department is notified, and they, in turn would reach out to the Public Relations (PR)Department.

Speaking during his weeklyprogramme'Issuesin the News,' Nandlall noted while the backlog is being cleared and cases 'are moving swiftly,' at the High Court and more needs to be done to address the heavy caseload at the levelAppeal Court.

Nandlallsaid:“Casesare moving swiftly through the High Court to which I must givecredittotheHighCourt judges led by the Chief Justice…We have now developed an unfortunate bottleneck or backlog at the leveloftheCourtofAppeal. Peoplearedying,peopleare migrating, their properties are deteriorating, and the

backlog at the level of the CourtofAppeal.”

The Guyana Gold and D i a m o n d M i n e r s Association (GGDMA) has issued a callfor gold miners to ramp up production to achieve the 2024 target of 500,000ounces.

T h e G G D M A highlightedgoldminingasa critical pillar of Guyana's economy and foreign exchange earnings, urging all stakeholders to intensify efforts for expansion and increasedoutput.

The association criticized recent calls by a partisangrouptohaltmining

activities at Marudi Mountain, calling the proposal “preposterous and nonsensical ” GGDMA arguedthatsuchashutdown would disproportionately h a r m A m e r i n d i a n communitiesintheareawho rely on mining for their livelihoods.InGuyana,over 50,000 individuals work in mining,makingitoneofthe largest locally owned and operated sectors in the country

Acknowledging the inherent risks of mining, GGDMA stated it would continue collaborating with thegovernmentandsecurity forcestoenhancesafetyand security within the sector “Theissueofbordersecurity isnotnativetoGuyanaonly, butitisaproblemthataffects even the much more developed countries of NorthAmericaandEurope,” theassociationsaid. GGDMA acknowledged that 2024 has been a challenging year, citing prolonged drought and labour shortages as major obstacles Nonetheless, it remains optimistic about

According to thereport,atJune2022gold declarations were 236,728 ounces,followedby209,756 ounces in 2023. This year, the declarations during the first six months of the year fell further to 188,160 ounces. A similar decline was observed in diamond declarations. In the first six months of 2022, some 49,016metrictonnes(mt)of diamond were declared, followed by 38,608 mt during the same period in 2023and29,387mtthisyear

The BoG 2024 Half Year Report explained that total gold declarations declined by 10.3% to 188,160 troy ounces, reflecting lower declarations by small and medium scale miners It explained, “the sole foreign company's declaration grew by 35.3 percent to 68,557

operations ” Meanwhile, Central Bank said small and medium scale miners declarations declined by 24.8 percent to 119,603 troy ounces, resulting from dry weather which affected miners in the first quarter of theyearwhileheavyrainfall stymied operations in the secondquarteroftheyear It was also explained that shortageoflabourhasbeena challengewithintheindustry as miners sought better opportunities within the petroleumsubsector

With regard to diamond declarations, the report noted a decline of 23 9 percent to 29,387 carats at end-June2024.

“The outturn resulted from labour shortages, poor access roads to mining sites as well as unfavourable weather conditions in the second quarter of the year,” the report said. Guyana's mining industry has faced

particularly with regard to gold.

Following a statistical report by Kaieteur News highlighting a year-on-year decline in gold declarations, the government announced an investigation into reports ofsmuggling.

A referendum on the oil contract would put PPP in a difficult place

We believe that the great majority of Guyanese want the current ExxonMobil deal scrapped. Guyanese want that odious contract renegotiated, so that the country can get more, which means that they could do better.

But even to mention the word renegotiation in the presence of ExxonMobil's local generals, such as Alistair Routledge, could lead to political downfall. Jagdeo knows this, so he is not going to go anywhere near anything that confirms what Guyanese want.

The odds are heavy that a simple 'yes' or 'no' question placed on a referendum ballot could put the PPP/C Government, and Jagdeo by extension, in a difficult place.

Their own instincts emphasize that a referendum on renegotiation of the oil contract poses considerable danger.

A cleanly run referendum is almost sure to confirm that Guyanese want renegotiation, and they want it now. They want materially different contract terms from what exists today.

Sod turned to construct $1.3B Nismes Secondary School

PAHO director calls for urgent action to end violence against children in the Americas

At the opening of the First Global Ministerial Conference on Ending Violence Against Children, Dr.JarbasBarbosa,Director of the PanAmerican Health Organization(PAHO),made an urgent call to action to address violence against children, adolescents, and youthintheAmericas.

“The Americas face the greatest challenge, but we are also the ones who understand this issue best,” highlighted the PAHO Director “The recent COVID-19 pandemic has only reinforced the urgency

to act, ” he added, underlining the need for immediate and effective solutions.

“By the end of today alone, more than 200 children, adolescents, and youth (up to 29 years old) willhavediedofhomicidein the Americas,” he stated.

rate in the world, especially among young males, a high acceptance of corporal punishment, and gun violence in our schools and streets,”headded.

Questioned on why the plants were operating at 50 per cent capacity, Sabga pointed out that to expand the markets for chlor-alkali wouldmeantransportingthe products a long distance. That meant, he surmised, that the previous owners may have given priority to their nearby customers, thereby preserving their profitmargins.

“We feel that we can definitely seek to acquire more markets and also additional uses for that volume,”Sabgasaid.Jeffers added that even operating at 50 per cent capacity, the company was extremely profitable.

Three charged in connection with Liam Payne’s death

BBC - Three people have been charged in connection with the death of One Direction star Liam Payne, Argentinian authorities have said.

The singer died on 16 October after falling from the third-floor balcony of a hotel in Buenos Aires.

One person who accompanied the artist has been charged with the abandonment of a person followed by death and the supply and facilitation of drugs, according to the National Criminal and Correctional Prosecutor’s Office.

A hotel employee and a third person have also been charged with supplying drugs. None of those arrested have been named.

Payne, 31, a father-of-one, was one of the most recognisable names in pop after appearing on The X Factor and rising to fame with the boyband One Direction in the 2010s.

After the singer’s death, police found substances in his hotel room, and destroyed objects and furniture. Hotel staff had made two calls to emergency services saying they had a guest who had taken “too many drugs and alcohol”, and was “trashing the entire room”, it was previously reported.

On Thursday, the public prosecutor’s office said toxicology tests revealed traces of alcohol, cocaine and a prescription antidepressant in his body.

A post-mortem examination determined his cause of death as “multiple trauma” and “internal and external haemorrhage” as a result of the fall from the hotel balcony.

According to the

prosecutor’s office, medical reports also suggested Payne may have fallen in a state of semi or total unconsciousness.

The prosecutor’s office say this rules out the possibility of a conscious or voluntary act by Payne, and they conclude he did not know what he was doing nor did he understand it.

In addition, authorities have carried out nine raids at homes in Buenos Aires.

They are also continuing to investigate Payne’s broken laptop and other devices seized.

The prosecutor’s office added it has examined more than 800 hours of video footage from security cameras in the hotel and on public roads, and received dozens of testimonies from hotel staff,

family members, friends and medical professionals.

The singer’s body was released to his family on Wednesday to be flown back to the UK.

Following Payne’s death, tributes flooded in including from his former partner Cheryl, One Direction bandmates and music mogul Simon Cowell. Payne’s bandmates Niall Horan, Louis Tomlinson, Zayn Malik and Harry Styles said in a joint statement that they were “completely devastated” and will miss the singer “terribly”, adding the “memories we shared with him will be treasured forever”.

Thousands of fans also remembered the late singer at memorial events in the UK and around the world.

65 Guyanese fired from gas-to-energy project

Some 65 Guyanese whowereworking on the muchtouted gas-to energy project were recently fired by several different companies that had employed them to workontheExxonMobil-led project.

TheGuyanaAgricultural and General Workers Union (GAWU),inastatementsaid that the laying off of the workers raises concerns about labour violations within the oil sector Kaieteur News understands that the workers were recruited by companies contracted by ExxonMobil.

In a statement on Thursday, GAWU said it stands in solidarity with the 65 young, qualified, and experienced Guyanese workers who, without any indication, were recently renderedjoblessandarenow clueless about what their tomorrowholds.

According to GAWU, “the workers who were engaged in works related to the gas-to-energy project were employed by a wellknownoperatorinthesector on one-year contracts “However, they are now placedonthebreadlineafter a mere five months on the job.”

TheGAWUsaidthenow jobless workers shared with them that there was no information really forthcoming, with vague references to certain clauses in their contract and the “slowing down of work”.

“The obviously now distressed Guyanese were excited to contribute to this nationalprojectand,insome instances, eagerly uprooted themselves in order to be close to their new jobs.This most recent layoff is yet another indicator of the troubling labour situation and the apparent disregard for workers' rights and concerns in the burgeoning sector,”GAWUsaid.

Accordingtotheunion,it isontherecordindefenceof therightsofallworkers.“We have, on several occasions, emphasised the need for job security, transparency, and respect for Guyanese

workers'rightsandlaws.We had previously warned of this unfolding situation, which appears to have become more pronounced. The situation has raised alarminthesector,andthere are concerns over whether the short-term employment oflocalsisusedasameansto meet thresholds set out by theLocalContentAct.

Wesincerelyhopethisis not the case but cannot condone our Guyanese workers being treated as mere “props” to satisfy quotas.”

However, GAWU said thisincidentunderscoresthe efforts of its Oil and Gas Branch to advance union protectionandrecognitionin the sector “Local workers undoubtedly need a strong voicetosafeguardtheirjobs and hold their employers
