Another audit award

Apparently, VHE Consulting impressed the Guyana Government. ItgotanothercontracttoauditExxonMobil’s spending. VHE just snared a contract for slightly over US$62M(GY$312,642,284)toauditExxonMobil’s20212023 expenses. Over time there have been numerous complaints aboutthequalityofstudents that pass out from our schools.

Toomanyaredeficientin Mathematics, English, Comprehension and their abilitytointerpret. It is my humble opinionthatweneedtobe more creative as we approach the education of our children We should consider that this is the ageofcyberspace

I have an interest in the way education is organized and I will make a few comments so that the discussion can commence

Children enter the secondary school system having been grilled to pass the multiple-choice

examinations. Many enter form one, poor in r e a d i n g a n d comprehension.

I recall when I was studying for Common Entrance we had a heavy dose of Comprehension, R e a s o n i n g , a n d

Arithmetic These subjects stimulated and developed the reasoning

ability of students Mathematicstrainsthechild tobelogical.

It’s my opinion that the mathematics problem we solved at common

entrance would be problematic for even the 3rdformersoftoday

Ihavenoideawhyitis necessary for a child at an early age to accumulate so much data and if I may taketheliberty, irrelevant at that time especially sinceallofthis datacanbe easily obtained from Google.

As reported in another media house, GPL has been supplying fuel to the off shore power generating ship plant at Everton. Will GPL also supply fuel to this additionaloffshoreplant?

When one adds fuel and lubricant, costs borne by GPL, the price per unit is raised to about US $0.22, more than double the nine

and or the President inform the nation who is the local partner of Karpowership? This may help us to understanddecisionmaking. Karpowership’s bid is twoandahalf(250%)tothe next closest bidder and 450% that of the lowest bidder Yet. Karpowership was awarded the contract. Why? It smells fishy! Shouldn’t government be providing electricity at the lowest possible price per unit Karpowership unit price is very high and will burdenconsumers.

cents per unit offered by Karpowership Is GPL supplyingheavyFuel(HFO) or diesel? HFO provides higherenergycontent. Is the Trinidadian company,APAN,contracted to supplying or transporting fueltoGPL?

IsVenezuelan fuel being used in Guyana? If not, where is the fuel coming from?

Yourstruly, NigelPilgrim

Be creative towards the delivery of education

The child needs to be trained to think, to reason, to comprehend andtointerpret

It seems we cannot eliminate the Common Entrance examinations

immediately but we should commence a policydebate

P e r f o r m a n c e i n Mathematics and English isgenerallypoor

Is this unexpected? If the child cannot read p r o p e r l y, c a n n o t comprehend and interpret how can he/she perform wellinMathematics

Let’s look at form one, fourteen subjects and the childcommenceswiththe deficiencies I mentioned They trek to school with heavy downloaded bags

Some develop back problems.

Form one should not have more than seven subjectswithaheavydoseof Mathematics, English, Comprehension, and Precis.

Other subjects are geography, social studies, andhistory Thereshouldbe periods set aside for a combination of first aid, traffic, etc.

We keep complaining about poor performance

in Mathematics and English but what are we doingaboutthis?

First more periods should be time tabled for thesesubjects

Each class must have t w o t e a c h e r s f o r Mathematics and English so that students can be given the attention they need

There is the main teacher and the secondary teacher I am aware of a possible paucity of skilled Mathematics and

English teachers Use the video and have the two teachers move around the class giving individual attention Train the minds

Addition of a list of n u m b e r s , m e n t a l arithmetic, and no calculatorsetc

Forms one and two must have the best teachers

This is the initial training ground It is my opinion that by the time the child reaches the final term of the third form that child should be able to self-study and only depend on the teacher for guidance.

(I have the experience where UG students try to copywordforwordwhatthe lecturer is saying and sometimes stop him and ask him to repeat so they could writeitalldown.

They cannot listen andextract)

I recall in my days we would read the examples, study and then attempt quite successfully the exercises sometimes with someguidance

From fourth form selfstudy with guidance with the student being able to Progress within their capabilities, and desires Some will move ahead fasterthanothers

We need to reexamine thestudent/staffquota

Ithink25student,one teacher This militates areas where the student population is small and forces bigger classes in others

One teacher is placed to teach more than one classes This is unfair to thestudentsinthoseareas.

Automatic promotion

ought to cease Have summer classes to upgrade students.Sortingofstudents isnecessarysothatteaching can be directed in keeping with the level of the child’s development.Someareslow learners.

Cease retirement of teachers at age fifty- five years We are sending home the experienced teachers

Reduce the amount of Education Officers I did not see them in schools except once in a while I have seen schools in deplorable conditions and yards unkept so I do not know what they are overlooking Put them into theclass-rooms It took me 25 Minutes to put down these ideas Maybe some do not make sense but hopefully this letter can serve as a basis forcontinueddiscussions. However, two last comment ie. our university mustberestructuredtosuit our development needs Maybe more scholarships for engineers and Mathematicsetc

And please I used to sing“Bornintheland”and otherpatrioticsongslustily while I also had to sing “God save the Queen”, songs like “We want to buildthislandthatbelongs to we” and “Let us cooperate for Guyana” Today we have our own National Anthem but our children do not even know these lovely patriotic songs

Thesesongswouldhelp to build patriotic consciousnesswhichcould serve to reduce race consciousness.

The elections fraud case

DEAREDITOR/PD,

It is almost five years since the March 2nd, 2020, General and Regional Electionswereheld.

Yet, those persons alleged to have been involvedinanattempttorig theresultsofthoseelections havenotyetbeentriedwitha decisionincourt.

I was an Accredited Observer for the Private SectorCommission(PSC)at those elections and witnessed, in person, along with other Observers, including the Heads of the Diplomatic Missions in Guyana, thisattempt.

I said at a PSC Press Conference, at the time, having seen first-hand the attempt to rig the tabulation of Region 4, that, “in all my life, considerable life and career, in and out of politics in this country, I have never seen such a bare faced, ugly anddeliberateattempttorig anelection”.

My words were published in the Stabroek Newson20thJune,2020.

As a result of that statement, and a series of letterspublishedinthepress a n d b r o a d c a s t Commentaries addressing this attempt to manipulate the ballot count of Region 4 by the APNU/AFC

governmenttheninpower,I wassuedon3rdJune,2021, by former President, David Arthur Granger, for libel, claiming damages in excess of$50M.

This case languishes in the courts, now for some three years, while Mr. Granger’s Lawyer, Mr Roysdale Forde, fights for the Judge he wants to hear the case. This is popularly described in the legal fraternity as “Judge shopping”.

In April last year, a Commission of Inquiry into the matter of the rigging concluded that Chief Elections Officer Keith Lowenfield, his Deputy Roxanne Myers and Returning Officer for Region4,ClairmontMingo, all of whom had refused to appear before the Commission, were guilty of “a conscious and deliberate even brazen effort to violate the provisions of Section 84(1) of the Representation ofthePeoplesAct”.

The Commission went on to find that these three persons had “abandoned all need for neutrality and i m p a r t i a l i t y a n d demonstrated a bias for a competing political party and in the course of events over those days showed an

open connection with that party and, by their efforts, sort a desired result for that party”. That party was, of course, the APNU/AFC, of which David Granger was the leader and the President of the government of that partyinoffice.

ButtheCommissionof Inquiry had no powers to prosecute these persons f o u n d g u i l t y o f wrongdoing All of them, however, along with other persons involved have since been charged with ElectionFraud

But this case has been indeterminably delayed

Firstbythedetermined interventions of the defence lawyers, then by the Senior Magistrate, Leron Daly, becoming ill and is now resumed under Acting Chief Magistrate, FaithMcGusty

I am one of the wittiness scheduled to give evidenceinthiscase.

Almost immediately on the resumption, at the Case Mana

( 6 t h November), the leading defence lawyer, Mr Nigel H

advocating that the trial mustbeginalloveragain

It seems to me thatitis the clear intention of Mr Hughes and his team, no doubt acting on the directions of their clients whoarebeforethecourtand all of whom were appointed by the APNU/AFC government, then led by formerPresidentGranger,to delay, delay, delay

So, I ask this question with some considerable concern Is it, perhaps, the political purpose of the APNU/AFC party now in opposition, to have this c a s e d e l a y e d a n d unconcluded before the nextelections?

Afterall, even if the trial proceeds without further questionable intervention, it is quite possible, with the defence lawyers employing every legal strategy at their disposal to drag it out, and then, whatever the decision, the matter is appealed all the way to the CCJ, that there will be no decision before the elections and then, should the opposition party win the elections, the case is dropped and the guilty go free

Yours sincerely, Kit Nascimento

Henrietta community ground still under developed

DEAREDITOR,

While I commend the Government’s vigorous approachtowardsenhancing sporting facilities across the country, there is still an appeal from some quarters forattentionandmeaningful intervention.

Take for example, the community ground in Henrietta, Region 2. This facility has a long and rich history In fact, it was made into a ground by spirited residents and sporting enthusiasts who carved the area from being full of vegetation to a hospitable environment This took placealmostfortyyearsago. Eversince, cricket, football, volley-ball, athletics among other disciplines have graced the land. All the whilehowever, itwas never developed beyond its initial phaseofexistence.

Therearenopavilions,it isnotfencedanditseldomly gains attention for weeding or upgrading Instead, animals roam and defecate there; much to the displeasure of those who stillfindthetimetovisitand seek some pleasure and relaxation In fact, there were attempts by GFF to gain ownership of the facility for football given that the Anna Regina Community Centre Ground is being transformed into a stadium and the fear that no alternative venue is available for the footballers residing in the area. Such attempt proved futile for unknown reasons. At present I am aware that a managementcommitteewas formed and was promised financial assistance. Instead to date I have seen the further deterioration of the groundandthereseemtobe novisibleactiontowardsits safeguard.I,thereforehope, that the necessary requirements would have beenmetbythecommitteeif it is still functioning so that urgentstepscanbetakenfor the beautification and maintenanceofthisprecious

How I would wish for such glorious memories to be relived. Several grounds in Essequibo have been granted a facelift including equipment, why not Henrietta?

As a measure of achieving a ‘One Guyana’ and to support youth empowerment and healthy lifestyles, I suggest that the ground is quickly fenced to avoid damage by animals, earth-filling, erection of a pavilion, landscaping, preparationofaproperpitch and the desilting of the surrounding drains The installation of lights will also attract sports in the evening; a sight that is associated with most of the developinggrounds.Itisnot too late for the relevant authorities to intervene and p e r s o n s t a k i n g responsibility to make a differenceinthelivesofour children and those who aspire to becoming worthy sportsmenandwomen. This groundcanbeabenchmark for greatness and a living testimony towards achievingunityandequity.I remember the massive and cheering crowds, the exuberance of pure joy to every six or four and the coming together afterwards whether lose or win. Jagdeo’s illogical rejection of the World Bank’s Commodity Market Outlook

Vice President

B h a r r a t

Jagdeo’s recent comments on the World Bank’s Global Commodity Markets Outlook expose a troubling disregard for credible economic projections. When asked by a Kaieteur News reporter to respondtotheWorldBank’s report predicting an oil surplus in 2025—one that could potentially drive prices down and reduce Guyana’soiltake—Jagdeo’s response was not only dismissive but woefully shortsighted.

He said that those who are uninitiated often place a great deal of credence on these economic outlook

reports produced by international financial institutions but for persons who are actually in the sectors, they pay only scant regard to these reports. He went to state that if you asked any of the oil majors about these commodity marketoutlookreports, they would probably not have heardofit.

Jagdeo’s comments

reflects a shocking indifferencetotheverydatadriven insights that should inform Guyana’s economic

policies. And coming from someone who has oversight overkeysectorsinGuyanais mind-boggling Jagdeo’s dismissive stanceisbafflingforseveral reasons. First, the World Bank’s Global Commodity Markets Outlook is one of themostrobustlyresearched publications on commodity pricesandtrends, relyingon the expertise of seasoned analysts and economists who meticulously track globaldemandandsupply These reports are vital tools for governments worldwide, as they form the foundation of economic planning, guiding everything from fiscal policyto exportprojections.

The World Bank’s Global Commodity Markets Outlook has garnered support for its timely analysis on key commodity trends that impact global economies Experts and organizations have referencedit, especiallyasit reflects critical supplydemanddynamicsandoffers projections amid fluctuating energyandmetalprices.

Yet, instead of recognizing the value of these insights, Jagdeo questioned their credibility,

downplayingtheirrelevance withoutofferinganyspecific evidence or alternative sources This sort of rhetorical evasion undermines the legitimacy of his own economic policiesandraisesquestions about the transparency and reliability of Guyana’s commodity forecasting underhisadministration.

To further complicate matters, the World Bank’s projection is no mere guesswork. Oil prices have i n d

d substantially since April 2

approximately $91 to $72

anticipated dip to $60 per barrel in 2025. This projected decline represents a nearly 50% drop from April’s2024highandwould have fa

hing implications for Guyana’s oil revenue, despite the country’s low break-even price for its crude. Lower prices mean reduced earnings, whichcouldshrink Guyana’s fiscal space and strain its budget. Ignoring these risks doesn’t make them disappear it only leaves Guyana’s economic planners blind to potential turbulenceahead.

Jagdeo’s remarks also introduce a larger and more troubling question: what, then, are the sources his government relies upon for forecasting? If the World Bank’s comprehensive projections are disregarded, one is left to wonder what alternative analyses or data sources his administration consults in guiding the nation’s economic policies.

Commodity market forecasts are indispensable for any nation that is resource-reliant, as they allow governments to anticipate revenue streams, budget accordingly, and mitigate against downturns.

By questioning the reliability of established institutions like the World Bank without providing a substantive counterpoint, Jagdeo signals a disregard for evidence-based economic planning an alarming stance given Guyana’s reliance on oil revenues.

If theVice President has accesstomorereliabledata,

onewouldhopehewouldbe transparentandforthcoming withtheseinsights.Jagdeo’s experience and position should entail sharing crediblealternativeviews. If such proprietary knowledge trulyexists, whynotmakeit available? Without transparency, his statements come across as ungrounded conjecture, hardlyfittingfor someone in charge of stee

Moreover, Jagdeo’s comments dismiss not just the World Bank’s oil projectionsbutbyextension the credibility of forecasts forotherkeysectorsaswell. Guyana’s economy is not solely reliant on oil—rice, sugar, and gold exports also significantly impact r e v e n u e

administration is similarly cavalier about the World Bank’s projections in these areas, it could make uninformedorevenreckless policy choices, risking the livelihoods of farmers, miners, and businesses that

rely on accurate market forecasts.

Jagdeo’s reaction to the World Bank’s outlook is not just an ill-considered response to a single report but a symptom of a deeper problem.Hisdismissiveness betrays an unwillingness to engage with uncomfortable truths or prepare the nation for less-than-rosy scenarios. No credible economic strategy should be built on wishful thinking or gut feeling; it should be grounded in data and sound analysis. By ignoring the possibility of lower oil prices and the broader implications for the Guyanese economy, Jagdeo risksputtingthecountryona precariouspath.

ported. A press statement issued by the Ministry of Home Affairs on Thursday highlighted that the number of fatalities as a result of motor lorry accidents has decreased slightly in 2024.

From January 1 to November 2, 22 deaths have been recorded, compared to 24 during the same period in 2023. In an effort to enhance road safety and reduce traffic accidents; the Ministry of Home Affairs has launched the “Do The Right Thing” campaign for Road Safety Month 2024.

The initiative is a collaborative effort with the Guyana Police Force (GPF), the National Road Safety Council, AKT Motorcycles/Unicomer, Ansa McAl, and other key stakeholders.

“This initiative aims to raise awareness among drivers, cyclists, and pedestrians about the importance of responsible road use to prevent accidents and save lives,” the Ministry of Home Affairs said on its Facebook page.

The ministry said that a key message of the campaign is the importance of exercising caution around large trucks, which have significant blind spots that limit drivers’ visibility of other road users.

The Ministry also explained the ‘blind spots,’ where other vehicles and pedestrians are less visible to truck drivers.

“These zones, located at the sides, front, and rear of trucks, pose a heightened risk for anyone who inadvertently travels or walks within them,” Ministry of Home Affairs explained in the press release.

The Ministry of Home Affairs urges all road users to “Do the Right Thing” by staying vigilant, avoiding blind spots whenever possible, and respecting the limitations of large vehicles.

Keeping out of truck blind spots is a simple but crucial step toward making the roads safer for everyone.

As we observe Road Safety Month, let us unite in our efforts to create a safer environment on our roads. Remember, knowing and avoiding blind spots can save lives.

The Ministry further stated, “As we observe Road Safety Month, let us come together to create a safer environment on our roads. Remember, knowing and avoiding blind spots can save lives.”
