Opposition angry at pay hike for Govt G
uyana can illafford to pay the astronomical increases in the salaries now being paid to Ministers of the Government, says General Secretary of the opposition People’s Progressive Party, Clement Rohee. The increases are also for the newly installed Vice President portfolios of the four-month-old government. The opposition People’s Progressive Party (PPP) is yet to decide on whether to accept its ‘chicken feed’ offer. The party’s General Secretary, Clement Rohee, did not mince words yesterday, as he responded to confirmation of the salary increases—as published in the Official Gazette—and defended by Minister of State Joseph Harmon. Harmon in defending the increases, on Tuesday, said he had no apologies and that better paid Ministers would not be ‘thieving.’ Rohee lambasted Harmon’s allegations that “The PPP was prepared to accept low salaries because they were thieving money all
...may refuse increase to MPs over the place,” and called it “libelous defamatory and provocative.” He cautioned the Minister of State. “Harmon is advised to be careful with the lies and invectives hurled at members of the PPP.” In dismissing Harmon’s insinuation of thieving from the national patronage by the PPP, its General Secretary said, despite the numerous audits set about by the administration, the government is yet to lay credible evidence against any of the hierarchy in the past administration. “They are saying that we are stealing all over the place. In the same breath I can say that they all over the place looking for evidence, in every nook and cranny, under every bed, in every cupboard. They still have not been able to cough up anything,” according to Rohee. INFURIATED PUBLIC The former Government Minister has since predicted
that the coalition A Partnership for National Unity plus Alliance for Change (APNU+AFC) Government, will feel the wrath of an infuriated public. According to Rohee, Minister of State Harmon and his Cabinet colleagues, “will have to take blows from an infuriated and even offended Guyanese public” for what he rejected as the “meat for the boys, bones for the worker’s wages policy of the government.” The PPP General Secretary told media operatives that APNU+AFC’s promised “lean and mean government”. The talk of a “good life” has now “gone for channa.” He said the salary increases, “which Guyanese tax payers, will have to bear the burden, comes at a time when rice farmers, sugar workers and the Guyanese people as a whole have become disenchanted, disillusioned and totally fedup, with an uncaring (David) Granger Administration.”
Questioning the almost 50 per cent increases in some cases, Rohee asked, “How could these four-month old Ministerial neophytes, who are still wet behind the ears, who are yet to be assessed, with no stellar performances and who according to one daily newspaper, are now getting acquainted with their respective portfolios, be entitled and qualified for such fat paychecks?” In his lamentations, he called for evidence of a fourmonth-old government being deserving of such astronomical increases. “Where is the evidence that (Prime Minister Moses) Nagamootoo, (Minister of State, Joseph) Harmon or (Vice President Khemraj) Ramjattan would have earned such huge amounts had they remained in private law practice…? “Where is the evidence that any of the Ministers or Junior Ministers would have been able to line their pockets with such staggering sums were they employed in
the private sector or in their private capacity?” CHICKEN FEED But asked about the almost 20 per cent increase also applying to the salaries of members of the political opposition, Rohee told members of the local media corps that the party is yet to decide on whether it will accept or reject it. “So far as the increase for MPs (Members of Parliament) is concerned we haven’t made any decision on whether we will accept or reject as a political party.” He called the increase to the regular MPs, including members of the opposition P P P, “ c h i c k e n f e e d compared to what we are seeing in relation to the ugly, highly paid increases for those persons or category of persons that I mentioned.” Rohee was referring to the Junior and Senior Ministers along with Prime Minister and Vice Presidents. When teachers at a city primary school noticed marks on a male pupil’s neck, their attention was immediately aroused. At first, the marks appeared minor. However, what they did not expect was that this pupil had even more terrible marks all over his body, hidden right beneath his school uniform. Now, the Childcare and Protection Agency (CPA) has launched an investigation into how this six-year-old boy ended up being brutally beaten and possibly scarred for life. According to information received, CPA learnt of the brutalisation after teachers called in with their discovery yesterday. The six-year-old boy reportedly turned out to school like any other day but teachers noticed something amiss; there were visible marks on his arms and neck. The young boy was also clearly discomfited with sitting and would loudly cry out,
and reminded of Government’s utterances only recently when, according to Rohee, the ‘cupboard was bare’ meaning the public treasury had no money and that the country was bankrupt. The PPP General Secretary said that what is in fact unfolding as against the promised good life for all, is a good life for a few. Rohee used the opportunity to call on the local trade union bodies to agitate for better wages and salaries for the ordinary public servants. “Because obviously they deserve a good life too, all working people deserve a good life,” said Rohee. He recalled, too, the promised 20 per cent increase for workers by the coalition as it campaigned for office. This did not obtain, “so how come they can afford these hefty increases for a few.” He said had this money been distributed among workers on a bottom level salary scale, “that I believe would bring a good life at least in a measured way to Guyanese people.”

There were also marks on his stomach, neck, arms and a few on his face. The marks also extended to his buttocks while his tiny legs were visibly swollen. It was also noticed that he had old scars on his body from previous beatings. Reports indicate that the cruel beating was administered by a relative of the boy because he had seemingly been playing too boisterously. CPA confirmed that the boy was taken into its care and examined by a doctor to determine the extent of his injuries. CPA said, too, that the matter is being fully investigated. The brutal beating of the sixyear-old by a family member comes less than two weeks after
CPA would have concluded its observance of Child Protection Week. Interestingly, this year’s observance was under the theme “Strengthening Families to Protect Children”. CPA Director Ann Greene had emphasised time and time again that the home must be the place where children feel most protected. Unfortunately, she said, this is too often not the case. Last month, Social Protection Minister, Volda Lawrence, had shared that CPA had been called in to intervene in at least 350 cases involving children who have reportedly been abused, neglected or maltreated for the year thus far. At the same time, at least 128 children were placed in care outside of their homes.

A Behavioural Science Unit Costs of malfeasance, and why the law must be made paramount needed for the Guyana Police Force DEAR EDITOR, On Monday 21September 2015, the price of automobile shares in European Stock Exchanges fell steeply. The cause, the costs and continuing fall out remind us why ‘the rule of law’ should be the only dominant thing in society, and not the destructive, selfseeking/serving view of domination we have heard from certain individuals in Guyana, especially given the dangers of domination which its people, as victims, have already endured, before independence and since. The cause? Deception by Volkswagen(VW), the dominant German automobile manufacturer. The motives? To circumvent emissions rules for diesel engines, hoping to deceive the authorities, and in order to enrich itself even more. The US regulators caught VW and filed criminal charges. German authorities have followed suit. The actual and potential costs to VW and to Germany are staggering. VW shares have fallen by
over 35 % in less than 14 days, wiping out more than US$27B of stockholder’s value. The Company has made provision of over US$6B in the third quarter of 2015 that could affect its earnings. About 11 million vehicles around the world may have to be recalled, the cost running into US billions. . Experts forecast that penalties could amount to US$18B (CNBC, Tuesday 22 September 2015 VW face many lawsuits and unspecified liabilities.) For the State of Saxony, the home of VW, and Germany , if the estimates are correct, we are talking about the following at risk: one in seven jobs in some way tied to the automobile industry, along with 7 % of national GDP and 5% of exports; a portion of 20% shareholding held by the State of Saxony already lost; and the well being of 70,000 residents and 20,000 employees within the City of Wolfsberg (the home city of VW); and damage to Germany’s reputation for quality, reliability and trustworthiness over the long term.
All of this actual and potential damage and destruction to Germany and its innocent citizens, because of malfeasance. This recent case is cited, because it tells the story of what happens when people with power and in positions of responsibility, in the quest to enrich themselves and to increase domination, are corrupt and ignore the consequences and costs of their actions on ‘the many’. The lessons? First , malfeasance in the private sector is still corruption. All corruption is cancerous and therefore deadly. Unlike private enterprise, however, which could be prosecuted by the state, unless law enforcement and the judiciary are untainted, independent and fearless, who will prosecute state functionaries? Corruption, involving government officials and private enterprise is therefore even more deadly, because it may be unstoppable. When executed within the network Continued on page 23
DEAR EDITOR, The Walter Rodney Youth Movement wishes to state our dissatisfaction with the method and timing of the increase in the salaries of Ministers and the Members of Parliament. The electorate, most of whom voted for this government, had expectations that this current administration would ensure that the needs of the people would be met before the needs of the individuals in power. From the perspective of the youth, the nonconvening of the National Youth Council and National Youth Conference along with some other yet to be completed plans that were stipulated in the APNU+AFC Action Programme for the first 100 days, along with what some may call marginal increases to public servants salaries, can be perceived as rewarding self while not accomplishing what was promised. While we understand the reasoning of
Minister of State Mr. Joseph Harmon, we would like to remind him that corruption does not only occur at the top echelons of our society. Thus, the same reasoning that was given to justify the increase in salaries for the Ministers and MPs can be used to justify why public servants such as the police, nurses and teachers deserve a meaningful increase as well. We are of the firm belief that this decision and the method by which the public was made aware will add a bitter taste to the mouths of
many supporters of the government since it strays away from the many messages preached during the campaign season that dealt with real change, transparency and accountability. We also wish to alert the current administration that the perception of the public must not be taken for granted when making decisions and that their first duty is to serve the people and not self. DEAR EDITOR, The time is over ripe for the establishment of a Behavioural Science Unit in the Guyana Police Force or make such a facility available to the police. Changes in society itself; in technology, in the economy, the environment as well as political have created serious implications for law enforcement. The face of law enforcement is changing rapidly. Today’s police officer must be part cop, part social worker, part community development worker, part paramedic, part teacher, part computer technician, part pastor, part parent, part mines officer and many other parts, yet at the same time he must not neglect his core functions as set out in section 3(2) of the Police Act Chapter 16:01. Claremont Featherstone in a letter to the Editor of Stabroek News, September 25, 2015, was on the ball when he posits,” For those who previously felt that the police force was a refuge for uneducated people, think again, police officers are expected to commit, recall, and refine vast amount of technical information and make split-second decisions which may have lasting effects for years to come. It is the Minister Ramjattan’s duty to ensure that police trainers and educators are first and foremost dedicated professionals.” Over four decades ago Harold Russel and Allan Beigel in analysing the behaviour of police officers explain, “The importance of understanding behaviour in the training of a professional policeman is undisputable. Behaviour is the major
phenomenon that the Police Officer must deal with, not only in the behaviour of criminals but also the behaviour of the general public, the behaviour of his family, and his own behaviour. He can no longer regard the study of behaviour as the sole concern of the psychologist and psychiatrist. He must learn more about behaviour and the behavioural science in order to effectively and safely carry out his job.” That was true then. It is relevant now and in the future. It fits nicely into UNESCO’s imperatives for learning. They are; learn to live together; learn to be; learn to do and learn to learn. It is imperative that law enforcement officers must be effective communicators; be able to resolve conflicts-not necessarily through the barrel of a gun or assaulting unarmed civilians, including women and children; be cultural sensitive; be multilingual- fluent in English, Spanish and computer-use, remember we have a current serious border issue with Spanish speaking Venezuela, hence the need for Spanish ; be able to deal with selfesteem, emotional intelligence, critical thinking and cultural awareness; develop skills, the capacity to act and the ability to apply
knowledge; officers must also have a solid academic basereading and numeracy; be able to comprehend and develop the ability to research and analyse; If we are serious about reform, change, paradigm shift, producing dedicated professional officers, alteration of habits, attitudes and work behaviours as individuals, team members and as members of the department, then, the availability of a Behaviour Science Unit to influence behaviour is a sine qua non. I can attest to the benefits that could be derived from dealing with such a facility. My groundings as a graduant and graduate with the Federal Bureau of Investigation National Academy, Behavioural Science Unit has provided me with the necessary skills and attitude to perform reasonably well in my role as a law enforcement officer, in my interactions with members of the public and relationship with my family. Let the decision makers move with speed like Usain Bolt to make the facility available to the police. To do otherwise will cause the performance of the police to be prosaic. Ramjattan engages Camp St. prisonerspromises that Gov’t will push for early trials Inmates of the Camp Street, Georgetown Prison, waiting for years to have their cases heard, were recently promised by Vice President and Minister of Public Security, Khemraj Ramjattan, during his visit to the holding facility that efforts would be made to start the process of speedy trials. Minister Ramjattan recently told the media that he visited the facility and had discussions with inmates, after there were reports of gang fights in the penitentiary, resulting in the subsequent hospitalisation of an inmate. It was during this visit that it was brought to the Minister’s attention, that persons were being held there for many years and are still awaiting trial. “I am confident, having spoken to them and knowing fully well that I will keep my promise to have the courts give some early trials to them, or at least start the process, they are comforted by that and will not be so explosive…they promised to keep their part of the deal and wait for the early trial,” Minister Ramjattan explained. Meanwhile, addressing the issue of overcrowding in
the prisons, the Public Security Minister told media operatives that the APNU+AFC Government is working to address this issue, since it is of major concern. “The over crowdedness is a huge problem, we need another pris o n , b u t t h e capital works for another prison is going to be humongous, and at this time, we might not be in a position to afford that, and so we will have to make do with what we have.” This issue was the subject of the United States State Department’s 2014 Report on Human Rights in Guyana and other countries. The Report stated that the Camp Street Prison was built to accommodate 775 inmates, but it now houses more than 900 inmates, according to data provided in 2011. However, it is believed that this figure gradually increased over the years, since the 2011 data showed that in total, there were 1,962 prisoners in five facilities with a combined design capacity of 1,580. To this end, Minister Ramjattan explained that efforts are being made to occupy the brick prison, which is located in the Camp Street Prison compound. “We are now trying to open
Minibus conductor jailed for trafficking ganja City Magistrate Dylon Bess jailed a father of seven on Tuesday for three years on a drug trafficking charge. The sentence was handed down in the Georgetown Magistrates’ Courts. Randy Norton, 36, of 39 Austin Street, Campbellville, Georgetown, was found guilty of having 14 grams of cannabis in his possession for the purpose of trafficking. Norton, a bus conductor, was found with the drug on February 7, at Cornhill Street, Stabroek, Georgetown. At his first court appearance before former Chief Magistrate Priya Sewnarine-Beharry, Norton had denied the charge and was released on $50,000 bail. In addition to the prison term the convict was also ordered to pay a fine of $30,000.

Of course I would have to get Cabinet’s approval, and the Cabinet paper is now being prepared to get the approval for the reconstruction of that area that was very dilapidated.” It is anticipated that this rehabilitation work will cost approximately $150M as the intention is to build a better structure at the Camp Street Prison and in the long- term, plans would have to be made for the construction of a prison elsewhere. Responding to a question as to whether the Government is seeking to introduce skills training for the prisoners as is done in other countries, the Minister advised that there are several projects, which are currently ongoing for prisoners, as they are engaged in carpentry, masonry, and electrical installation among others.

Just about two months after a disastrous fire on Robb Street gutted two buildings and scorched another, Diamond Fire and General Insurance Inc, on Tuesday settled a relatively large claim for over $70M with the owners of one of the insured buildings, RNK Investments Ltd. This claim was negotiated for its full settlement through Raj Singh Insurance Brokers. According to the Guyana Fire Service, the cause of the
fire was said to be a leaky gas line in one of the buildings. Raj Singh Insurance Brokers & Risk Management Consultants Inc., in its usual prompt and professional response to the needs of its clientele, ensured a speedy settlement. The Broker worked very closely with the adjusters from Trinidad, during the course of their investigations on this claim. Both the client and the Brokers are extremely pleased

He also argued that the petition is frivolous and vexatious. The matter is continuing before Chief Justice Ian Chang at the High Court. Attorney, Anil Nandlall is expected to respond to the submission s at the next
hearing. Three summonses have since been filed in relation to the elections petition. Among them is a request by Nandlall for a court order directing the Chief Elections Officer to produce the parcels of all elections papers and documents, including all the electoral lists containing the names of the persons entitled to vote. He is also requesting all issued ballots, all unused ballots, all votes cast by electors, all Statements of Poll issued at specified polling divisions; all certificates of counting issued in respect to the votes cast at each and every polling division, and all polling books used at each and every polling station.

Brazil court to probe Dilma Rousseff’s election campaign BBC News - Brazil’s top electoral authority said on Tuesday that it would reopen an investigation into alleged misuse of funds during President Dilma Rousseff’s re-election campaign. The Supreme Electoral Court will try to determine if Ms Rousseff ’s and VicePresident Michel Temer’s campaign drew on donations from illegal sources. The probe was requested by the opposition PSDB party. It comes at a time when Ms Rousseff’s approval rating is at a record low. If it were to uncover irregularities, the court could invalidate Ms Rousseff’s and Mr Temer’s election and trigger fresh polls. But experts say in order for that to happen the irregularities would have to be so serious that the judges deem them to have endangered the legitimacy of the election. Moreover, the inquiry is likely to take many months, if not years, and a fresh election is therefore an unlikely scenario, electoral law ex-

THIS IS A WASTE OF GOOD MONEY The State is paying four hundred thousand local dollars every month in rent for building that formerly housed the Office of the Leader of the Opposition, but which is now being used to house two Presidential Advisors and their staff. This is a messy arrangement. The position of Office of the Opposition Leader is a parliamentary position; it is not an Executive position, something that the PPP/C has inelegantly pointed out to the new administration. As such, there cannot be a simple switching of tenants from the Leader of the Opposition to Presidential Advisors. The latter are Executive positions. The
control of this tenancy should be held by the Parliament Office and all trespassers should be asked to vacate henceforth. Four hundred thousand dollars is good money in Guyana. This amounts to around $4.8 M per annum. You can put this money to good use. The government should not be renting buildings. The government is the major property owner in the City. It should be able to find accommodation somewhere if it needs additional office space. There is no need for the government to be renting any building within the precincts of Georgetown. There is over-staffing in
almost every government department. There is underproduction throughout the public service. Space can be found for office space if the government concentrated on having a leaner government. Years ago the suggestion was made that position with the word Assistant or Deputy in front of its title should be examined to see if it can be made redundant. The government should not be forced to spend four hundred thousand dollars to house two Advisors. This is uneconomical. It means that in addition to the multimillion-dollar annual salaries and allowances that these Advisors receive, an additional two hundred

There is no reason why in Guyana, offices have to be found for every senior staff member including political Advisors. These guys should be allowed to work from home. If
they are Advisors, they jobs are to advise, not to supervise and therefore there is no reason why they have to be provided with office space at taxpayers’ expense. They can be paid a little extra and asked to work from home. This will reduce, for the government, not only the cost of rentals but all the other costs, electricity, stationary, secretarial staff all the other expenses that go with financing offices of Presidential Advisors. There is no need for the government to be spending four hundred thousand dollars per month in rental. This money can be put to better use. The government cannot continue doing business the same way it was done for years. Times are changing. Systems are changing. The government should have had
managerial Advisors. These management specialists would have been better able to advise the government on how to organize the bureaucracy to get more work done for less. The new government is making too many simple and avoidable mistakes, too early in its term. It is not on top of the situation. It needs to get its acts together because its supporters are being embarrassed by the extravagant spending that is being revealed in the press each day.

The Commissioner reminded me how tragic Guyana is I testified on Tuesday morning at the Commission of Inquiry into the Public Service and during my presentation, Commissioner Samuel Goolsarran, asked for my thoughts on how to get Guyana to be a caring, loving nation without animosity and political and ethnic dislike tearing us apart. My answer was that Guyana needs to have a human rights culture. Then
and only then, will we begin the journey of recapturing the glorious days of this country when there was a culture of humanity and Guyanese people had a heart and soul that made them human beings. In responding to Mr. Goolsarran, I pointed to early times and an action by the Chairman of the Commission, Professor Harold Lutchman. The time was 1971. The
incident was the attempt on the life of a University of Guyana professor and antigovernment activist, Dr. Joshua Ramsammy. About a dozen of the top names in Guyana were photographed in the media walking up the steps to the office of the Commissioner of Police to enquiry into the state of the police investigation. At the front of the delegation was the
current Chairman of the Commission, Professor Lutchman. I then intoned that those days are gone. Indeed they have disappeared completely. In offering my thoughts to Mr. Goolsarran, I expanded on the missing human rights culture and offered several examples of a virtually dead Guyana. My contestation to Mr. Goolsarran was that politicians, policy-makers, businessmen, powerful people, exploiters and wrongdoers would begin to change their character and action if we had a human rights environment that exposes and denounces them. I explained that after a period of time, such a caring and humane society would give rise to a human rights culture that would permeate the society. I offered some examples. I made reference to the Muneshwer incident as carried in the letter pages of this newspaper. The letter alleged that employees of the Muneshwer business on Water Street have to buy their own toilet paper and handwasher for use on the premises. Such an allegation against one of the richest families in the Caribbean did not evince even a paragraph in any newspaper or television news cast. It remains one of the traumatic moments in my human rights career thus; I had to
mention it at the Commission’s hearing. I described for the Commissioners and those in the room, the unspeakable tragedy of a female teenager. Berbice Magistrate, Sherdel Issacs, (heard she has since married and uses her husband’s surname which I don’t know and didn’t bother to research for this article) jailed the teenager for six months for leaving Guyana illegally. How and where did she leave illegally? I recall telling the Commissioners she did what Guyanese have been doing before I was born and still doing in their thousands every year - a speedboat ride across the Corentyne to Suriname. Guyanese walk across to Brazil in the hot season. Not even a half voice was raised in this country against that Magistrate’s decision. Not a half voice called for a review of this decision. As for me, I would have preferred the dismissal of Magistrate Isaacs. In the absence of a human rights culture, a society becomes inhuman, inhumane, nihilistic, sadistic and bestial. Here is perhaps the most graphically compelling example. I live on the Railway Embankment right next to the Caricom Secretariat. Every week, I see a herd of wild horses running on the highway. A week never passes when those horses do not hijack the roadway. Over the years, those horses have caused many vehicular accidents of which there have
Frederick Kissoon been three fatalities. This paralyzed, non-existent society simply cannot be bothered with wild horses taking up occupancy of a major highway. My study window overlooks the Railway Embankment and as I type this piece, I make the occasional glance to see if those roaming animals are there. The analysis is quite simple. If we begin to show understanding for the purpose for life and its meaning in Guyana, then we could change the way in which - the judicial system destroys the poor and powerless, business people brutalize their employees, politicians abuse their rhetoric, rulers exercise power. Once a society does not show any expression of care about what takes place in its midst, it will head down the road of extreme nihilism. This is happening all over Guyana. People dine in alfresco fashion on the pavements of nightclubs while right in front their eyes gunmen rob and brutalize their victims. Thank God I have three pets that make me feel life is still worth living in Guyana.
Govt. eyes more GuySuCo lands for housing …as special unit monitors private developers With lands for housing development along the coast becoming extremely limited, government is eyeing a portion at Ogle, East Coast Demerara (ECD) owned by the Guyana Sugar Corporation (GuySuCo) to turn it into a housing scheme. The government has also sounded a warning to private housing developers to ensure they fulfill their contractual obligations. Minister within the Ministry of Communities, Keith Scott, who holds the portfolio for Housing, confirmed the move recently during an exclusive interview with this publication. He said that the Ministry was looking to purchase the land at Ogle since those currently being allocated are residual lands. The Minister said that there are currently a number of persons occupying the
land that will have to be repossessed since it belongs to the sugar industry. “We are in contact with GuySuCo and the airport people to have exchanges of land,” said Scott. According to the Minister, wherever there is GuySuCo lands that can be accessed, the Ministry will be looking to take up since new lands along the Coast are quickly running out. He said too, the Ministry will soon have to be looking more aggressively to moving development outside of Georgetown as available lands become scarcer. Scott further warned that the Ministry has set up a unit that has been tasked with actively monitoring the progress of private developers, since it did not want to have lands remaining idle which could have otherwise been turned into house lots by government.
He called on private developers to ensure they deliver on their contractual obligations as against instances of what obtained in the past. The unit he said is actively monitoring to ensure that they deliver and if not, “then we will have to come up with another solution.” According to Scott, “We are not going to encourage people having land and stagnating…we are here to fill the housing needs of Guyana.” A number of private developers were called into the Ministry recently when it was found that large swaths of lands allocated to them had remained largely underdeveloped, contrary to their agreement with the government. Those developers have since been given up to February to bring their operations on schedule.

Venezuela incensed by US Ambassador’s Public service bodies should be free from “meddling” in border controversy political influence – Freddie Kissoon Venezuela’s President Nicolas Maduro is upset at the new US Ambassador to Guyana’s reference to the border controversy. Maduro on Tuesday, during his weekly televised program, vowed to lodge a protest note with Secretary General of the United Nations, Ban Ki-Moon, over what he termed as meddling. Earlier this week, new US Ambassador to Guyana, Perry Holloway, in responding to media questions on the border controversy between the two neighbouring countries, said that 1899 arbitration award should be respected. During that award, the border was decided on. Venezuela received thousands of square kilometers but over the years the Spanish speaking country has been asking for more. “The statements made by the U.S. Ambassador confirmed that Washington and its economic, military and political elites, back up Guyanese President, David Granger on his attack towards Venezuela over this dispute,” Maduro reportedly said on Tuesday. Maduro was of the opinion that the US wants to raise emotions between the two countries and possibly a military face-off. He reportedly said that an 1899 Paris court sentence is “invalid and null” and his government only recognizes the 1966 Geneva agreement, which demands both nations

to resolve the conflict with the mediation of the United Nations. Maduro added that his government has sent a “protest note” to the U.S. government after Holloway’s statements. Earlier this year, the simmering claims reared its head again after US-owned ExxonMobil discovered oil in Guyana’s water. Venezuela immediately issued decrees reclaiming not only two-thirds of Essequibo, Guyana’s largest and resource-rich county, but also the waters where the oil was discovered. The David Granger administration has since complained to international organizations like CARICOM and the UN and has signaled its intentions to take the matter to the international court. Recently, Venezuela’s army was deployed near the border with Guyana but
officials of that country downplayed the operations. During the recent UN General Assembly in New York, both Granger and Maduro met and shook hands and agreed to a special UN team to intervene. The dispute stems from an 1899 court ruling that required Venezuela to relinquish an undeveloped but resourcerich jungle territory called the Essequibo. Caracas contends the ruling was invalid after a treaty was signed in 1966 with Guyana and its former colonial ruler, Britain. Both countries have bilateral arrangements, trading in oil and rice and a special deal. Venezuela is now facing general elections in December with food shortages and a badly performing economy proving a major challenge for Maduro.

Social activist and Kaieteur News Columnist, Freddie Kissoon, told the Commission of Inquiry, (COI) into the Public Service, on Tuesday that in 1992, the ruling political party was responsible for engineering the ethnic transformation of Guyana’s Public Service with enormous manifestations of racial/racist prejudice. Kissoon was invited to the Commission to make a presentation on the terms of reference. He told the panel of Commissioners that included Professor Harold Lutchman, Samuel Goolsaran and Sandra Jones, that he can offer validity to the statement based on his research about “ethnic engineering in the public service.” The research, he said, captures the essence of race and other social issues in a graphic and factual way. Kissoon also presented a copy of his research to the Commission. The document was tendered and marked as an exhibit. During his testimony, Kissoon underscored the sociological theory that the Public Service is in danger of being emasculated or destroyed because of the nature of social evolution in the two major ethnic groups. In support of this theory, Kissoon said that following emancipation and the abolition of indentured servants, the two ethnic groups were separated by their choice of occupation. The Guyanese of African descent, he said, were resentful of the plantation life, thus they shunned agriculture and its prospects while the Indians went into commerce and agriculture. According to the witness there was a stark demarcation of these two main ethnic groups in the 1950’s. The Afro Guyanese were naturally inclined to become educators, administrators and state personnel; Afro Guyanese naturally dominated the security forces and the Public Sector. Pointing to this data,
Kissoon noted that in the ethnic competition for state power, political groups which were not of a different ethnic make- up would generally be discomforted with a public service/security force that was predominantly African Guyanese. “I believe that many of the tragedies and sadness in the country in terms of the way political power was exercised in this country and onwards because there was an overtly Indian party in power that had to rely on an overtly African Public Service… “ Kissoon underscored that sociologically, Guyana has been associated with ethnic competition both in terms of political power and hegemony. Post 1992 the Indianbased party in power engineered the ethnic transformation of the public service with enormous manifestations of racial / racist prejudice. The suspicion between Government and the public service, he said, was significantly reduced under the PNCR-led administration. The columnist believes that part of the solution is for Guyana’s ethnic composition to have multi-ethnic political parties. The PPP, Kissoon said, has not done enough to transform itself into a multiracial party. “Unless there is change in the nature, class structure and ethnic composition of the party which in opposition … if it comes to power in 2020 we will revert to what was found in the research.” He noted, too, that Guyanese have not resolved the ethnic division which started in the 1950’s. In support of this notion, the witness pointed out the recent elections, in which he underlined that a large percentage of the electorate voted along racial lines. Asked about the solutions to these issues, Kissoon suggested that in order for the Public Service to be protected from ethnic contamination of those in
power, there must be an annihilation of any semblance of hegemony within the sector. “If the Commissioner of Police does not owe his job to the President, then he would be less inclined to pander to race or politics.” In this context, Kissoon also recommended reforms and independence of all statutory bodies. He recommended that representatives of Boards like the Public Service Commission and the Police Service Commission should be free from political influence. “There should not be persons with political allegiance or appointments on such committees” Chairman of the Guyana National Broadcasting Authority, (GNBA) Leonard Craig, also made recommendations to the COI. His presentation was based on issues related to labour and economics in the sector. Addressing issues associated with contract and traditional workers, Craig opined that there is no need for a parallel Public Service with contracted employees. “That destroys the public service,” he exclaimed. He added that contract workers should not have certain positions and powers in the public service. He underlined too, that under the contract agreement, employees are liable for paying their own dues to the National Insurance Scheme (NIS) and other tax bodies. This, he said, creates avenues for non compliance to the NIS and tax regulatory bodies. According to him there should be laws in place which enforce contract workers to pay their NIS and other tax dues.

Dredge operator ‘Nasty Man’ remanded for ‘Warlock’ murder remanded for two murders …also faces court on gun, ammo charges
Murder accused: Delon ‘Nasty Man’ Henry Having been charged before for buggery, murder and illegal gun and ammo possession, when he was just a teenager, Dellon Henry, a/k “Nasty Man” has found himself in trouble with the law again. Henry, 25, of Lot 53 Houston Housing Scheme, East Bank Demerara, was arrested a few days ago after police raided a house at Agricola. Yesterday, he was brought before City Magistrate, Fabayo Azore, after being charged with the murder of East Ruimveldt, footballer, Dexter Griffith. Particulars of the charge alleged that on September 29, at East Ruimveldt, Georgetown, he murdered Griffith. The accused, who had no legal representation, was not required to plead to this charge and was remanded to prison. Prosecutor, Assistant Superintendant of Police (ASP) Stephen Telford in
relating the facts of the matter, told the court that on the day in question, around 19:30hrs, Griffith was sitting in front of his house at Genip Alleyway, East Ruimveldt. Telford added that Henry approached Griffith with a gun and shot him about the body. He said that Griffith managed to run a few feet before collapsing, while the accused made good his escape on a bicycle. Griffith was then rushed to the Georgetown Public Hospital Corporation (GPHC), where he was later pronounced dead. The ASP added, that days after the killing Henry was contacted by police but denied shooting Griffith. He pointed out that Henry was placed on an identification (ID) parade and was positively identified by eyewitnesses. In addition, the prosecutor told the court that the police file is incomplete and they are currently seeking further advice from the Director of Public Prosecutions (DPP). In relation to the murder charge, Henry professed his innocence. He claimed that on the night of the murder he was at home. He said that while in custody the police beat him and demanded that he admit to the murder. The accused emphasized that the beatings were so severe that he lost a tooth. He added, “I was never place on no ID parade and the police (name given) promised that he would lost me away in jail.” Further, Henry explained to the Magistrate that he has been
in jail since 2014. He pointed out that he was released from prison last month. “Me ain’t even know town all the years I in prison.” According to the accused, prior to his arrest the police had arrested two persons in connection with the murder, but have since released them. The accused stressed that he was denied a telephone call and clean clothing while in detention. According to reports, Griffith, 36, a popular ‘Back Circle’ footballer was shot nine times about the body by two gunmen on September 29, last. Griffith was found by his mother, Lavern Griffith, lying in a drain with gunshot wounds. In addition, Henry was also slapped with charges for possession of illegal firearm and ammunition. It is alleged that on October 2, at Agricola, East Bank Demerara, Henry had a .38 revolver in his possession, when he was not the holder of a firearm licence. It was also alleged that on the same day, at Agricola, he had eight .38 rounds of ammunition in his tenure without being the holder of a firearm licence. To these two charges, he pleaded not guilty. In relation to these allegations, Henry told the court that the police never found the firearm and ammunition on him. He explained, “Them (the police) wicked to me. I never had any of these things in my possession. The police throw this gun in the gutter and tek it out back and seh I had it.” These three matters will come up again on Friday, before Magistrate Ann McLennan.
Nearly a week after he reportedly confessed to killing two men , Mark Atkinson was on Monday sentenced to five years in prison after pleading guilty to charges of narcotics, gun and ammunition possession. Atkinson, 37, of Red Hill, Barima Waini, Region One, had 340 grammes of cannabis in his possession for the purpose of trafficking on September 30, at Mowasi Landing, Konawaruk. He was sentenced to three years imprisonment on this charge and was ordered to pay a fine of $510,000, which is three times the street value of the drug. After pleading guilty to this charge, the dredge operator told the court that he boils the drug and drinks it. He explained to Magistrate Ann Mc Lennan that the substance helps to keep his asthma under control. Atkinson also had six live rounds of .38 special ammunition on that same day, when he was not the holder of a firearm licence. Finally, he admitted that on the day in question, at the same location, he had one Titan Tiger .38 special revolver in his possession when he had no firearm licence. On these two charges he was sentenced to one year imprisonment each and was also ordered to pay a fine of $10,000. These prison terms will run concurrently. In relation to these three charges, Police Prosecutor, Corporal Deniro Jones told the court that the police, acting on information, went to an abandoned building at Mowasi Landing, where they saw Atkinson.

The Prosecutor explained that the haversack was searched by the police in Atkinson’s presence. The police found the .38 special revolver and six matching rounds of ammunition in the haversack. Jones informed the court that further checks were made on the haversack and a quantity of leaves, seeds and stems suspected to be cannabis sativa (marijuana) were found in a red and white transparent plastic bag. Jones said that Atkinson was told of the offences and taken to the Police Station, where the cannabis was weighed in his presence and amounted to 340 grammes. As if these three charges were not enough, Atkinson was further slapped with two murder charges, even before he could be taken away to start his sentences. He is accused of killing Guyanese, Bevon Anderson and Brazilian, Daniel Lima. The first allegation stated that on June 3, at Black Water Backdam, he murdered Anderson. Further, between August 12 and 13, Atkinson allegedly murdered Daniel Lima. Kaieteur News understands that the accused was nabbed last Wednesday at Mahdia with an illegal firearm in his possession. Police sources said that Atkinson admitted to shooting and killing Anderson. Persons in the area had reportedly heard the two men arguing just before Anderson was shot.
He had also reportedly admitted to beating Lima to death. He reportedly told detectives that he was fighting with the Brazilian, who fell and struck his head on a tree trunk. In addition, Atkinson was also charged with robbery under arms. It is alleged that on September 17, while armed with a gun, he robbed Shawn Simpson of four ounces of raw gold valued $800,000. The gold was the property of Linden Garcia. To these three charges, Atkinson was not required to enter pleas. He was remanded to prison until October 20, on these charges. The matters were transferred to the Mahdia Magistrate’s Court. During his court appearance yesterday, the accused told Magistrate McLennan, “Ma worship on the day they (the police) arrested me and they did find me with the gun and ammo.” Atkinson told the court that he took the gun from the now dead Daniel Lima because he (Lima) “guh fuh buss it on I.” He continued, “So I had to do wuh I had to do.” Atkinson claimed that Lima and Bevon Anderson are “Bad Boys” and he had to defend himself. The accused complained that the police took away some six ounces of gold he had in the haversack. He claimed that the gold was never declared at the station and he wanted the item back. The Magistrate after listening to his complaint advised Atkinson to report the matter to the police station.

Footballer fatally shoots fiancée, self, after finding strange man under bed A
woman, who stabbed her fiancé for cheating via text messages several months ago, was shot dead yesterday morning after her child father found her allegedly “playing a game” with a half-naked man under her bed. Dead are Roshini Amanda Mohan, age 20 and her fiancé Mark Anthony Moses, age 25. The two have a nine month old daughter together and were engaged to be married, although their relationship was a bit patchy. Using an unlicenced 9mm pistol, Moses, a footballer from the mining town of Linden, shot Mohan four times about her body before shooting himself in the chest. The woman died almost i n s t a n t l y. H e r k i l l e r succumbed a few hours later while receiving medical attention at the Georgetown Public Hospital Corporation. Police in a press release stated that investigations are being conducted into the murder of Amanda Mohan, 20 years, of Pike Street, Kitty, which occurred at about 05:40hrs yesterday at her home. Initial investigations have revealed that Amanda Mohan and the suspect, with whom she shared a relationship, had an argument during which she was fatally shot. The suspect then shot himself to his chest and died hours after being admitted to the GPHC under guard. A cousin of the dead man, who identified herself as Tiffany, said his rage was fueled after he travelled from Linden to visit the woman and found her with another man. According to the cousin, when Moses arrived at the Mohan’s house unexpectedly on Tuesday night, a relative opened the door, and upon seeing him, hastily ran back towards Mohan’s room in what appeared to be an attempt to alert her to Moses’ presence. Mohan, sensing trouble, hurriedly locked her room door, but eventually came out to meet Moses, appearing very uncomfortable in the process and claiming that she was unwell. But Moses, who by now had become very suspicious, did not buy her story and suspected that something else was afoot. His suspicion led him to look under the woman’s bed and got the shock of his life when he saw
a pair of eyes staring back at him. The two eyes belonged to a man who was half naked. According to Tiffany, the woman desperately tried to explain that the man was her mother’s friend and they were “playing a game”. Moses was not convinced by the story. Mohan tried to further explain that the other man was in her bedroom gaffing, and had taken off his shirt because the place was hot and his perfume was giving her a headache. Moses did not buy that story either and an argument broke out after which he calmly left the Kitty home for Lilliendal where his relatives including Tiffany reside and tearfully related his ordeal. Tiffany and other cousins managed to calm Moses down and he stayed with them for a few hours until yesterday morning about 4:30hrs when he handed over his Ipad and money to another cousin and advised her to collect his other belongings from his home in Linden as he would not be returning for them. Of course, this raised some suspicions among his cousins who began to sense that he was planning something terrible. They had no idea that it would be something so shocking. “The last time we saw him, he said he was going in the bush, but first he got to go and collect something from in Kitty by Amanda. He called a taxi and left,” his cousin Tiffany told this newspaper. The next time they heard about him was when they received a telephone call informing them that Moses was in the Accident and Emergency Unit of the GPHC, having shot and killed Amanda and then shooting himself. When Kaieteur News arrived at the hospital the man was alive and medical professionals were fighting to save his life. He however died several hours later while in surgery. Over at the Kitty home, the dead woman’s grandparents were visibly shaken by the news of her death. Her brother Ray Mohan corroborated the details given by Moses’ cousin Tiffany, but was adamant that the man under the bed was actually their mother’s friend who was playing a game with his sister in the bedroom. But this was disputed by
another of the woman’s relatives who confirmed that the man under the bed was indeed connected to Mohan and not her mother. Farouk Bacchus, Mohan’s grandfather, said that on Tuesday night, he recalled hearing Moses pleading with her after finding the man under the bed. “Me hear he say ‘Manda, you know I love you, you can’t be doing this to me’.” He said Moses suddenly left and went away. The man under the bed eventually left a few minutes later. Bacchus said that he was aroused early yesterday morning by the sound of gunshots. He said when he ran upstairs; he found the two lying on the bedroom floor, bleeding from wounds about their bodies, while the gun was on the bed. The two were taken to the hospital where Mohan was

Sexual violence cases predominate June session of Demerara assizes - Approximately 233 criminal cases listed for new session Four judges are presiding over the criminal trials at the Georgetown Supreme Court. A total of 233 are listed to be heard by Justice Navindra Singh, Justice Roxane George-Wiltshire, Justice Priya Sewnarine-Beharry and Justice Jo-Ann Barlow. The judges were present yesterday as the October session of the Demerara Criminal Assizes opened with the usual ceremonial parade and police march past. Justice Singh took the salute. During the session, 52 cases are listed to be heard by Justice Singh. He is expected to hear cases of murder, sexual activity with a child family member, attempted murder and rape. fire to a public building. Justice Priya SewnarineBeharry is also expected to hear a number of sexual violence related cases, murder trials and matters of carnal knowledge. Former Guyana Teacher’s Union, (GTU) President Colwyn King is listed to appear before Justice Beharry for carnally knowing a girl between the ages of 15 and 16. Justice Roxane GeorgeWiltshire is expected to preside over the trial of Cyon Collier, called Picture Boy, for murder and unlawful possession of firearm and the case against Joel David for buggery. In the last session five judges presided over criminal proceedings. They included, Justice George, Justice Singh, Justice Barlow, Justice Brassington Reynolds, and Justice Dawn Gregory. Of approximately 231 criminal matters, 33 matters were disposed of. Twentythree cases received attention in the High Court of Demerara and ten were nolle prosequi by the Director of Public Prosecutions (DPP). could not be contacted despite police searches at their last known addresses and notices were published. In another two matters the complainants had migrated. While in the other six matters, the complainants indicated by way of writing that they no longer wished to proceed with their matters. During the Demerara June 2015 Criminal Session there was one change plea, two guilty pleas, nine convictions, five not guilty verdicts, five formal verdicts of not guilty and a hung jury verdict. It was noted that a number of sexual violence related matters received attention of the court in this
session. During the session, Justice Jo-Ann Barlow completed eight matters. Of these eight matters, four matters for the offence of Rape of A Child under Sixteen Years, one for Sexual Activity with A Child under 16 Years and, an Attempt to Commit Murder case, a manslaughter, and Carnal Knowledge of Girl under 15 Years. The Manslaughter accused was acquitted on a unanimous verdict of not guilty. Three persons were acquitted of Carnal Knowledge after the complainant related that she did not wish to proceed with the matter. In one Rape trial, the jury could not reach a verdict and a retrial was
ordered for the accused. In a second rape case, the complainant told the Court that she no longer wished to proceed with the matter. The accused was acquitted. In a third matter, the accused was indicted on three counts; two counts for the offence of Rape of a Child under 16 years and one count for the offence of Sexual Activity with a child under 16 Years. He will serve a total of 37 years imprisonment. In the fourth case, the accused was acquitted after the complainant, who in addition to giving a written statement, testified that she did not wish to proceed with the matter. In the one matter of Sexual Activity with A Child under 16 years, the accused was sentenced to seven years imprisonment after he was found guilty. In the matter for the offence of Attempt to Commit Murder, the accused was sentenced to 20 years Imprisonment after the jury returned a unanimous verdict of guilty. Justice Navindra Singh disposed of three cases. In one matter for Murder and two counts of Setting Fire to a Dwelling House, the accused was sentenced to 11 years’ imprisonment after he pleaded guilty to the lesser count of Manslaughter. In one of the two Murder cases the accused was sentenced to 57 years imprisonment after the jury returned a unanimous guilty verdict. The accused in the other Murder trial pleaded guilty to the lesser offence of Manslaughter and was sentenced to 15 years’ imprisonment. Justice Brassington Reynolds also completed three matters. In the first
Murder case, the accused pleaded guilty to the lesser offence of Manslaughter and was sentenced to 13 years imprisonment by the trial Judge. In the other Murder trial, the accused was also sentenced to 13 years imprisonment after the jury found him guilty on the lesser count of Manslaughter. In the one matter for the offence of Manslaughter, the accused was acquitted after the jury returned a unanimous verdict of not guilty. Justice Dawn Gregory completed five matters. Of these five cases, an accused was acquitted of Manslaughter; one was found not guilty for Rape of a Child under 16 years, and another was sentenced to eight years’ imprisonment after he was found guilty for a similar offence. In a third matter the accused was sentenced to 18 years imprisonment after the jury returned a unanimous guilty verdict. And in another case of Carnal Knowledge of a Girl under 15 years, the accused was acquitted after the complainant indicated that she no longer wished to proceed with the matter. Justice Roxane GeorgeWiltshire disposed of four cases. Of these four matters, an accused was freed of Manslaughter after the jury returned a unanimous verdict of not guilty. In the matter for the offence of Murder three accused were indicted and tried together. Two accused were both found guilty by the jury and were respectively sentenced to 55 years and 52 years imprisonment. The third accused was acquitted after the trial judge up held a no case submission. The State has appeal this decision. An accused indicted on two counts of Sexual Activity with A Child Family member was also sentenced to a total of 45 years imprisonment. Search on for new Chief Justice With Ian Chang, the current acting Chief Justice (CJ) slated to go into retirement in a matter of months, Government has started searching for another Judge to take up his post. Justice Chang was appointed as acting Chief Justice in 2000 will be up for retirement in February but according to Minister of Legal Affairs and Attorney General (AG) Basil Williams, Justice Chang may be off the job before that since he is expected to proceed on his entitled leave soon. Speaking to the media at his Carmichael Street, Georgetown office yesterday, Williams revealed that the administration is already engaged in discussion on the upcoming appointment. Though he told reporters that he has already discussed potential candidates with President David Granger, Williams stopped short of revealing the names of the prospects. The AG, in fact, highlighted that the government intends to address the situations of the CJ and Chancellor being in acting positions for well over a decade. He explained appointments will duly be made by the President after obtaining the agreement of the Leader of the Opposition. This, he said, has not been done in years. He said that while the Chief Justice’s tenure comes to an end in a matter of months, he has not taken leave in years. “The requirement in the Public Service Bill and under this new Government is that people have to take their leave, and that applies across board,” Williams said. He said that it is not a question of discretion since their position on annual

that the government is looking into the days of leave accumulated by Chang and he will have to take it. Williams said Chang is entitled to ten weeks leave for this year alone. “He has ten weeks for sure for this year and he has never gone on leave before. There would either have to be proof that it was officially deferred before that could factor in,” expressed the Attorney General. He said checks will be made with the Ministry of Finance to determine whether Chang was paid in lieu of his leave. Williams
said with a February due date for retirement, it is quite possible that Chang’s leave will head straight into his retirement, unless his leave in previous years were lawfully deferred. Williams reiterated that the government’s plan was for agreeing on a protocol to break the deadlock over the appointment of a consensually agreed Chancellor and Chief Justice and bring an end to the practice of appointing governing party cronies to the Magistracy and Bench. The fact that for well over a decade the country’s
two top judicial officers have not been confirmed in their posts, the Guyana Bar Association recently said the situation has gone beyond the point of mere unacceptability. They said the situation was rare and the time has come for action to be taken to remedy the situation, especially given the crucial nature of the Chancellor and Chief Justice posts. The body of local legal minds stated that the David Granger administration has now had more than four months to bring some order to this messy situation but it

State audit finds major fuel racket at NCN - One vehicle visited GuyOil station 28 times in July 2014

state audit on t h e 2 0 1 4 financial statements of the National Communications Network (NCN) has confirmed serious breaches of systems. According to a draft report prepared by the Audit Office of Guyana and sent last month to Chief Executive Officer, Molly Hassan, NCN during the year under review, acquired assets to the value of $88.5M for operational and commercial uses but failed to maintain a Fixed Assets Register. The entity, which controls radio and television
stations network throughout the country, reportedly spent $15.6M on fuel and lubricants for 17 vehicles last year. However, there appears be poor record keeping regarding the use of the vehicles as log books for 10 vehicles along with fuel slips for two, were not presented for audit examination. With several instances where fuel entries were omitted from the log books, auditors found it difficult to monitor the fuel consumption of the vehicles. There appeared also abuse of NCN assets and monies. Motor vehicle, PKK
3623, was listed as being assigned to the Marketing Manager during the year under review. However, an examination of his contract revealed that he was not entitled to a company vehicle but instead, was paid $52,000 per month as travelling allowance for the year under review. Yet the vehicle took fuel totaling $274,322 representing fuel consumption that was paid for by NCN. Auditors felt that the Marketing Manager should have paid for the fuel. Another vehicle, PRR 3501, was being used by a member of the NCN Board
A state audit on NCN’s 2014 accounts has found blatant lapses and abuses of finance and assets. of Directors (an Office of the President operative) on occasions in the months of August and October 2014. NCN paid for all charges even though the vehicle was being used for private purposes. “This would also constitute to a breach of company policy since there was no authorisation for the vehicle in question to be loan to an individual in a private capacity. This situation might have been condoned on other occasions that were omitted from the log books, since entries were confirmed to be omitted in several other cases. “At the time of audit
(June 2015), this vehicle was verified to be badly damaged and parked in the compound of NCN,” the draft report noted. There were more on the fuel situation. The quantity of fuel to be uplifted by the drivers from the GUYOIL service station was not recorded on the fuel authorisation slips- instead ‘full up’ or ‘full tank’ were recorded, leaving the opportunity for easy manipulation. In addition, auditors picked up on six instances where fuel was observed as being purchased in containers without any

Fisherman murdered at sea, two crew members arrested

By Mondale Smith Two brothers have been arrested following the stabbing death of an obviously well loved fishing colleague some twenty miles out in the Atlantic Ocean. Yesterday, pandemonium broke out amongst fisher folk as the vessel transporting the body of Ronald Emanuel Reid, 27 years docked at the Meadow Bank Wharf. Women and men shed tears and spoke only positive things about the dead man while hurling threats at his killer and accomplice, who were all onboard. The vessel had been at sea for 14 days and Reid of Lot 25 Castello Housing Scheme was one of the six man crew aboard. Ram Kumar the vessel’s captain said the stabbing occurred on Tuesday at about 14:30hrs while the fishing boat was off the Lichfield Foreshore, West Coast Berbice. “This was my first trip with Emanuel and the guy is a pleasant chap but somehow he and them fellas didn’t agreeing at all,” Ram Kumar said. According to the police, investigations have revealed that Ronald Emanuel Reid was involved in an argument with the two brothers during which he was fatally stabbed to his back. “I juck he,” admitted an unapologetic Gregory Nahar 39, while his brother Ray, 42, confessed to holding Reid in a chokehold while his brother delivered the fatal blow. They alleged that “Reid and the Captain as well as
another other crew member were smoking and after the weed finished, they get hysterical and started troubling we.” The captain strongly denied the allegation and labeled the two brothers as “The real junkies who started acting weird after a few days at sea.” Another crew member who witnessed the incident said, “For the entire trip, the two brothers and Emanuel were picking at each other.” He noted that “Emanuel asked them to let the story end but dem didn’t stopping.” Both the captain and other crew members related seeing Gregory Nahar run after Reid with a knife. “Then Ray brackled Reid and Gregory push the long knife in he back,” one fisherman said. The captain said he believes that the killing was premeditated since, “The killer called their family and tell them to come to the Meadow Bank wharf cause they coming home and lil after that they brackle the man.” Brian Reid, who broke down upon seeing his eldest son’s body questioned, “How y’all could kill me son, buddy? Me son is a peaceful chap plus now what he girl gonna do?” R e i d ’s d i s t r a u g h t girlfriend Shonele, who is currently two months pregnant, said that he was the main breadwinner for his extended household. One fisherman even whipped out a knife and advanced in the direction of the two handcuffed suspects. However none of his attempts to injure the self confessed murderer and his brother were successful as ranks wrestled the emotionally charged man to the ground. The two brothers are cooperating with investigators who have already taken statements from the rest of the crew. The suspects could make a court appearance as early as tomorrow.

Caribbean Airlines will discontinue service to London Gatwick, effective January 10, next year. “This has not been an easy decision, since the airline’s customers have loyally supported the London service especially in the peak periods. Unfortunately, the costs associated with maintaining the Boeing 767 aircraft operation, has led Caribbean Airlines to the decision of simplifying its fleet and focusing its limited resources to build
connectivity in the North American and Caribbean markets.” The airline, a main carrier from Guyana for years now with links to the US and Canada, said that it will assist its valued customers with finding alternative travel arrangements to/from London, having communicated its plans to the other airlines serving this route. More than 13,600 passengers utilise Berbice River taxis in two weeks

he water taxi service, which Government implemented, as a direct response to the ‘cry’ of residents of Regions 5 and 6, is progressing quite well, as thousands are making full use of the opportunity. The major users of the bridge, hailing from these two Regions had complained of the high toll of the Berbice River Bridge, and as promised, long before elections, the now Coalition Government is making good on its commitment to offer reprieve in this regard. Minister within the Ministry of Public Infrastructure Annette Ferguson, at a recent press conference, indicated that
thus far, more than 13,600 passengers had utilised the service. “Between the period of September 21-26, we had a total of 5,264 passengers (4,109 adults and 1,155 children and pensioners); for September 27-October 03, a total of 8,377 passengers (6,800 adults and 1,577 children and pensioners), totalling 13,641 passengers who have utilised the river taxis for the period September 21 to October 3,” Minister Ferguson explained. She added that whilst the media is apprised of the contentions of the minibus operators, who ply Route 56, the bridge run, deliberations are ongoing between herself

Further, it was revealed that one of the vehicles being reviewed visited the service station 26 times for the month of June and 28 in the month of July with an average fuel up of over 22 times per month during that six months period. “As a result, the company is left to bear a very high fuel consumption charge instead of utilising the funds for a more meaningful and beneficial purpose.” NCN did not present for audit examination a contract or any form of documented agreement that stipulates the terms or agreement that was in place with the Guyana Oil Company. Further, audit examination was made of the contract for the repair of a vehicle, bearing registration PLL1339 in the sum of $475,000 which includes the amount of $300,000 for replacing of a complete transmission system. “Enquiries were made as to the whereabouts of this replaced part as it was needed for audit inspection. However, the part was never located and presented for inspection. As a result, it could not be determined whether the missing part was indeed replaced.” The draft report cited several other instances of what appeared be lapses and
abuse. Bad NCN NCN has been under scrutiny for a number of years now after it was discovered that the state was paying millions of dollars in subventions, but the entity still continued to rack up losses. It is owed millions of dollars by advertisers and others. In 2012, two senior officials, former Production Manager, Martin Goolsarran was suspended with former CEO, Mohamed ‘Fuzzy’ Sattaur, resigning after investigations found system breaches for a local talent show hosted by GT/T and produced by NCN. Monies for NCN ended up in the bank account of Goolsarran. A special audit report found severe system flaws and recommended changes. However, former President Donald Ramotar refused to release the report despite being asked time and time again by the media. The former opposition, now forming the coalition Government, had accused NCN of being biased and mismanaged. It vowed to make sweeping changes when it came to power. There were indications that internal efforts were made at NCN to cover up the investigations involving the GT/T talent show. The new administration has ordered audits of several state entities since taking office in May.

Hajj is for all Muslims DEAR EDITOR, Hajj is an annual pilgrimage to Mecca incumbent upon Muslims who are able to make it and fit the criterion o f s u c h j o u r n e y. M i l l i o n s f r o m every corner of the world, irrespective of race, colour, ethnicity or sect enjoin together for the commission of specified sacrificial rituals that serve to unite the whole nation. According to Islam, as attested from its primary and secondary sources, Hajj is an issue incumbent upon all Muslims, regardless of government, organisation or any other distinction. Therefore, the Saudi regime must not have any full control over the administration or mere management of this great holy expedition. This year, in the stoning of devil ritual at Mina (near Mecca), more than 2000 individuals faced death and more than 3000 faced fatal injury during the stampede. Many more are still being counted and many are just plain missing. Most of the casualties were of the Islamic Republic of Iran, to which the Supreme Leader of Iran, Ayaatullah Sayyid Ali Khamenei, responded strictly. This incident shows the incompetence of management from the Saudi administration and the need for an opposing
voice to play a role of change. Such an incident has created a great havoc and suspicious conclusion with regards to Saudi’s approach towards the peaceful pilgrims of its neighbouring enemy. Before the stoning of devil ritual at Mina, while the Muslims were circulating around the Kaba (Tawaf), a crane ‘accidentally’ fell in the grand mosque which killed 111 and injured 394 more. In this world of advanced technology with the extravagance of revenue that the Saudi regime possesses, many of which comes from the pilgrims themselves, the worst of the worst excuses would be accident. This is not the first time such an incident has revealed its fate. In the past, from 1986 to 2006, more than 3279 pilgrims lost their lives, and more than 2213 severely injured in silly accidents, which could have been prevented with simple precautionary measures. Many also complain of the Saudi’s harsh attitudes towards helpless pilgrims of different schools of thought. As of now, Saudi regime stubbornly holds the responsibility of taking care of the religious pilgrims, but has failed to take any account in their responsibility of all those pilgrims who have come with great hope and lost
their lives. Furthermore, of those killed in such incidents, very few are from Arabia itself. Therefore, to allow justice to prosper and to return the rights to the rightful hands, the only solution is to hand over the responsibility of administrating Hajj and the overall pilgrimage of Arabia to a committee with representatives of every Muslim and Islamic organisation in the world. This way, there is no one person controlling this incident and any fault in administration will not be blamed to one face. Even more, since representatives from every single Muslim and Islamic organisation of the world and the appointed experts from across the world are in power, this issue becomes universal and thus, there is more care towards the pilgrims. In conclusion, it is justifiable only when the countries which have lost their beloved ones in such an incident be consoled. As such, we extend our hands of the deepest of condolences to Iran, Egypt, Nigeria, India, Bangladesh, Nepal, Indonesia, Cameroon and all the other countries. Guyanese witnessed this deadly combination up close, during the Jagdeo-Ramotar led malevolent oligarchy. The outcomes were wide ranging, and beyond money, including suppression of democracy (no Local Government Elections for 20 years), phantom gangs and extra-judicial killings, by-pass of the National Assembly, unlawful use of the Consolidated and Contingency Funds, entities such as NICIL deceptively used outside of the law, gold smuggling, and tax evasion. Several projects effectively resulted in embezzlement or diversion of taxpayers’ money into the hands of private persons, such as the Marriott Hotel. The trust in elected officials was lost. They failed in their duty to look after the public interest. These were of no concern to the actors. Secondly, because of harm inflicted on the country and civilians/taxpayers, misconduct requires that justice is done, and therefore
what needs to be made paramount and dominant in Guyana going forward is not the political party, or any individual or group, but rather, the law. The benefit of this is not only economic but social. The stability and order which the rigor of the law brings cannot be matched by any benevolent administrator, or government policy (often a euphemism for arbitrary actions). Most critical, APNU-AFC must strengthen the institutional capacity for vigorous law enforcement. This includes rooting out the ‘infrastructure’ of the malignant oligarchy left behind by the PPP. If done, this is a legacy that history will reward the APNU-AFC Coalition for. When the ongoing Audits are completed therefore, the Guyanese people must see the consolidated costs of PPP’s malfeasance and other corrupt activities in figures. The Audit Reports are not a matter for posterity. The impact on the country’s future must be fully understood. Billions have already been lost in Guysuco, the Fiber Optic Cable Project, failed hydro-power and
Guyana Power and Light projects. The Marriot and the Berbice Bridge may be the next major multi-billion entries into the taxpayer ’s loss column. It never ends well for the victims of corruption and domination. However, the people will understand the costs of ‘corruption made simple’ when they see the costs in figures. The implications? Civilians should support the government when it is doing the right things. However, healthy distrust and skepticism are good. Question everything. Challenge those that defy commonsense, remain vigilant and politically involved, and be ready to take action when officials cross the line. The justification for the APNUAFC Audits, therefore, cannot be overstated, nor the subsequent actions to implement the findings, and seeing the process through to its logical conclusion. The costs of malfeasance and why the law must be made paramount, are reasons why this is not a matter for the government alone. Each civilian has a stake in the outcome. Ivor Carryl

Audit on Frequency Management Unit reveals …Previous Govt. gave PPP boys $$$$ waivers The forensic audit into the National Frequency Management Unit (NFMU) has unearthed some of the “most appalling acts of corruption”, said Junior Finance Minister, Jaipaul Sharma, yesterday. The Head of the Unit is Valmiki Singh. According to the agency website, the mission of the NFMU which
was established in December 1990 is “To efficiently and effectively manage the electromagnetic frequency spectrum and to administer the number resources of Guyana; being proactive, customer oriented, transparent and keeping abreast with global technological developments in the telecommunications
sector, thereby fostering an environment conducive for investment and where the deployment and use of ICTs can be optimized for the social and economic development of Guyana.” Sharma said that the “disturbing” findings of the report prove that the mission statement is nothing but a “nicely-worded declaration to

There were instances where you could see that they just lost out on millions of dollars worth in fees that they should have ensured they collected. corruption which was taking place at the agency points to the incompetency of those who are managing it.” The Junior Finance Minster told this newspaper that the revelations of some of the forensic audits thus far vindicate the concerns the APNU+AFC had regarding the lack of accountability under the previous administration as well as the stench of corruption in some agencies.

DEAR EDITOR, Could the President of Guyana, acting in his capacity as the Chancellor of the Orders of Guyana, explain the rationale and give justification to the Guyanese public for selecting Hamilton Green to be the recipient of the second highest national award? According to the details of the Orders, decorations, and medals of Guyana, the Order of Roraima of Guyana (O.R.) is limited to only thirty five living Guyanese recipients and is awarded to any citizen of Guyana who has given outstanding service to the nation. Specifically, it is reserved for Guyanese who have gained distinction and eminence in any field of endeavour of national or international importance. On bestowing the honour on Green, it was stated that it was for his “long and outstanding involvement
in the struggle for independence and for his role in providing public service for three generations.” Now this must be a joke. What about distinguished gentlemen the likes of Fenton Ramsahoye and Balram Singh Rai of the same era who contributed significantly more to the independence struggle than Hamilton Green without his controversial past? What about the iconic political figure Eusi Kwayana? Is he not more deserving than Green for his independence contributions? None of these gentlemen were considered and one wonders whether these awards are reserved for friends of politicians who are in power. And on to the second part; ‘providing public service for three generations’. Is this award merely for political endurance and prolonged existence? Let us look at Hamilton Green’s prolonged and macabre political life. As Mayor of Georgetown, the only
distinction he probably has is that of being the world’s longest serving Mayor, whilst Georgetown deteriorated to the filthiest and most lawless capital city in this hemisphere. Is this award for converting Georgetown from the “Garden City of the Caribbean” to the “Garbage City of the Caribbean?” Is this award to recognize his role as the official “enforcer” as he headed several Ministries eventually becoming Prime Minister. If he provided such sterling public service for three generations, why did Burnham remove him as First Vice President – and replace him with Desmond Hoyte? Why did Desmond Hoyte kick him out of the party? What kind of message is the President sending to the young people of Guyana? That they should emulate Hamilton Green? Mark Roopan
DEAR EDITOR, The audits are obviously proving a huge problem for the current administration. There is proof that monies were misappropriated and siphoned off by the last Government Ministers but proving who is criminally culpable for such activities is the challenge. And what is being heartbreakingly noticed by the current leaders is the millions and billions of dollars that went into the pockets of the former ministers. The contracts, which were handed out without proper procurement oversight, were legitimately awarded, though with grossly inflated price-tags. Then significant portions of those monies were kicked back to the awarders of those contracts. Those MP’s were
being rewarded for their efforts with funds coming in from multiple streams of incomes. They were raking in the dough!!! But while this is unethical, the question is: Is it criminal? The new administration wants this practice to cease. However, the fact that one could make the kinds of money the former ministers made - with impunity - is obviously not lost on the current administrators. So the reasoning is simple; We will stop the shenanigans, substantially raise our salaries, and the country will roll on without such raises negatively affecting the national purse. I honestly believe that the Government would like to proportionately raise all the public servants salary. That
would surely help to offset this current political fall-out. But if they substantially increase the salaries for all public servants it would hurt the national purse. So for now, the governing MP’s will take a little larger bite out of the country’s financial apple and as the tree grows, the apple will get bigger and there will be other opportunities for the rest of us to bite, later. And don’t think that there were no calculations of the political implications of this move. Come next time you vote, your choice will be between those who took the monies ethically and those who did it unethically (or criminally). Top Vector Control officials withdraw resignations -to continue efforts to help reduce malaria prevalence The resignations of four senior vector control officials within the Ministry of the Public Health’s Vector Control Services Unit have been rescinded. This development comes weeks after this publication had reported that these officials, including the Unit’s Director, Dr. Reyaud Rahman, had tendered their resignations leaving the Unit with an administrative void. Reports had suggested that the resignations were linked to an audit that was being conducted within the Unit, to ascertain whether there was deliberate manipulation of figures to suggest a sharp decline in malaria cases. For instance, in 2013 there were close to 32,000 malaria cases reported, while in 2014 there were reportedly just over 11,000 cases. “There must be some reason for the big drop because that is alarming, and it tells us that something is not right because they have not changed their strategies,” Dr. George Norton, Minister of Public Health, had told this publication following the resignations. Dr. Norton had however, only assumed the position of Minister of Public Health a few months earlier and might not have been, at the time of his comment, aware of the tactics that were employed by the Unit, to help bring down the cases of malaria. This publication had however, reported extensively on the measures that were employed by the Unit to tackle soaring cases of malaria. Dr. Rahman in an interview with this publication had shared that “we needed to go in a different direction; we had to have a new approach.” This new approach involved improved structure and more engagement with the population and other agencies. He informed that agencies such as the Guyana Police Force, Guyana Defence Force, Guyana Geology and Mines Commission, and the Forestry Commission had collaborated with the Vector Control Services Unit to realise the results gained. “We allowed everyone to come on board...we explained that while this was our fight it’s a bigger fight and we needed help,” Rahman had disclosed. He went on, “We did mass smears, we did mass work, we distributed a lot of nets and materials and tried to educate people as much as possible…We continued doing our work and put all the effort in 2012.” In 2013 we pushed even harder and in 2014 we saw a

The decline in cases was earlier this year being validated by Chief Medical Officer, Dr. Shamdeo Persaud, who noted that the introduction of a new rapid malaria test might have been instrumental in helping to detect cases faster, and allow for immediate treatment thus allowing for a reduction in cases. However this publication has learnt that the CMO has since been mandated to take accumulated leave. It is not clear if he was able to validate the cases before proceeding on leave. A report on the findings of the recent audit, which thoroughly examined the work of the Vector Control Unit, is yet to be made available to the Public Health Ministry. However, a senior official within the Ministry yesterday disclosed that the concerns relating to allegations of “doctoring of the malaria figures” was linked to an internal fight among staffers within the Unit. This development had reportedly resulted in many
unsavoury accusations being levelled against the senior officials who had inked their concerns to the Heads of the Ministry. The officials, this publication was told, decided to tender their resignations to emphasise their frustration. The resignations had resulted in an internal investigation which revealed that concerns raised about the decline in cases, might not have been valid since there is evidence to suggest that the reduction in the cases of malaria is believed to have been due to “very sincere” efforts. In light of this, the officials were asked to withdraw their resignations. This publication was also told yesterday that it is expected that the Vector Control Unit, with Dr. Rahman in charge, will soon introduce some new measures to help further reduce the cases of malaria and other vector borne diseases. In fact, the Unit is poised to soon introduce more environmentally friendly solutions to aid its vector control efforts. This is likely to even see a reduction in tactics such as fogging and residual spraying.

Jagdeo to collect Opposition Leader assets today- Isaacs Following accusations by the People’s Progressive Party (PPP) on Monday that Government was withholding assets of the Leader of the Opposition office, the handing over will be done today with representatives from the PPP, the National Assembly’s office and the Government present. This is according to Clerk of the National Assembly, Sherlock Isaacs. He also confirmed that he has been in communication with the Government about facilitating the handing over, even before the PPP press conference brought it to the forefront. Isaacs indicated that the handing over will take place today at 10:00AM. He stated that representatives from the PPP, the Government and two members of the National Assembly’s staff will assemble at the old Office of the Opposition Leader to facilitate the procedure. Minister of State Joseph Harmon on Tuesday had refuted that the People’s Progressive Party (PPP) ever approached the Government of Guyana to recover assets belonging to the Office of the Opposition Leader. Opposition Chief Whip Gail Teixeira on Monday, had bemoaned the Government’s delay in handing over assets including upholstery, computers and office equipment to the Opposition leader’s office. Teixeira had also stated that when the party informed the Government on Saturday of its intentions to send a truck to the old Opposition leader’s office, they were informed that they could not proceed at the present time. When questioned, however, Minister Harmon expressed surprise at the PPP’s claims. According to him, the Government was never even

The furniture is in the (old) building and they have to come and move it. I am not moving any furniture for Rohee or Jagdeo.” The Opposition Chief whip had also been adamant that the party would approach
the State Asset Recovery Unit (SARU) in order to ensure that their assets are accounted for, though they have questioned the formation of the unit. “It is there and they can get it whenever they want. And the Clerk of the National Assembly is aware because he has to make the arrangements,” Harmon had said, querying why then would noise be made about furniture. On the matter of the 13 laptops which Teixeira had stated was missing when reconciliation was done between the Parliamentary register and a list from the office, the Minister was adamant that the Opposition Chief Whip had not contacted him or the President regarding the assets. He put it down to the party manufacturing issues. “If there (was) in fact an issue about computers, let them talk to us,” Harmon urged. “We will clarify and deal with those matters.” On Monday Teixeira identified the new office for Opposition leader and former President Bharrat Jagdeo as the old Suriname Embassy located at 308 Church Street.

Islamic Bank approves US$30.8 million education loan for Suriname

US$30.8 million will go to Suriname to support a secondary and technical education project in that Caribbean Community (CARICOM) member country. The new foreign minister of Suriname, Niermala Badrising, expressed her government’s desire to continue expanding ties with the
Organisation of Islamic Cooperation (OIC) and the Islamic Bank. The Islamic Bank is a branch of the OIC, which Suriname joined in 1996. Suriname is now working on a permanent member country partnership with the Islamic Bank according to the minister of finance, Gillmore Hoefdraad. Another mission from the Islamic Bank will visit Suriname and Guyana next month. Guyana has often expressed interest in joining the bank, and is the only OICmember country that is not
part of the Islamic Development Bank. According to a press release from the bank, the board, which met under the chairmanship of the IsDB president, Dr Ahmad Mohamed Ali, made several decisions and reviewed major reports on the Islamic Bank’s tenyear strategy, the three-year operation plan for 2016-18, the report on financing the private sector in the framework of sovereign guarantees, as well as the IDB Group chairman’s proposed program for the next five years (20162020). India look to salvage pride after series loss ESPNcricinfo - A show whose credits have already rolled has come to the biggest theatre in town and Eden Gardens could be forgiven for thinking it has received a raw deal. This is the only match the venue will host on South Africa’s marathon tour, and its result will have no impact on the series. The trophy is already in the visitors’ hands and the sting was taken out of the contest when crowd trouble in the form of a bottle-throwing incident interrupted the second match in Cuttack. By then, however, South Africa’s superiority was confirmed. They had skittled India out for their lowest T20 total at home and their second-lowest overall, and were well on their way to chasing down the target. At least, Kolkata can hope for a better performance from the home side. India have a lot of work to do before the World T20 but MS Dhoni does not seem to be panicking. He understands his batsmen need to take more responsibility and his bowlers need to show more initiative. They should need no more motivation than salvaging pride, especially as South Africa will be eyeing a clean sweep. Although it would be easy for South Africa to switch off, in search of a few days break ahead of the ODIs, the appeal of a whitewash against India in India does not only speak to a rise up the rankings but is also the perfect preparation ahead of the World T20. Expect them to come out fighting. In the spotlight India’s middle-order has marshmallowed in both matches, first squandering a strong start in Dharamsala and then completely collapsing in Cuttack. In terms of reputation, they have names to produce better numbers and MS Dhoni and Ambati Rayudu are due a few more runs. The captain has looked uninspired so far and, given the impact he can have on his charges, if he ups his game, the rest may follow.

Investors concerned as Adidas declines to join Blatter exit call

Coca-Cola Co, McDonald’s, Visa and Budweiser-owner AnheuserBusch InBev last week made a coordinated push for Blatter to quit after Swiss authorities opened a criminal investigation into him. The 79-year-old Swiss national who has led FIFA for the past 17 years has denied any wrongdoing and said that he had no plans for an immediate resignation ahead of a scheduled February election to choose a successor. Adidas, which has provided the World Cup match ball since 1970 and extended its partnership with FIFA until 2030 two years ago, stuck to earlier comments calling for FIFA to “implement fundamental changes for the sake of football.” Ingo Speich, fund manager at Union Investment, which owns a 0.75 percent stake in Adidas, is concerned. “If you finance a corrupt system, the brand will suffer,” Speich told Reuters. “This is a glaring risk for Adidas. Con-
sumer boycotts, fines or pressure from regulators could be the result.” A survey in July showed that around 38 percent of Germans would consider switching from FIFA sponsors such as Adidas and Coca-Cola to alternative brands due to the scandal engulfing soccer’s governing body. The survey of 1,000 Germans by consultancy Prophet found that 78 percent thought companies should end their sponsorship of FIFA and instead invest more in local initiatives, with 45 percent saying the affair had hurt the sponsors’ image. Adidas has said it has no intention of ditching FIFA in the next few years given its extended contract, but will consider how influential this kind of partnership is to its target consumer when it does come up for renewal. Fifa president facing 90-day suspension BBC Sport - Fifa president Sepp Blatter is facing a 90-day provisional suspension. Members of Fifa’s ethics committee have recommended the sanction after the Swiss attorney general opened criminal proceedings against Blatter. He is accused of signing a contract “unfavourable” to football’s governing body and making a “disloyal payment” to Uefa president Michel Platini. Blatter, who has run Fifa since 1998, and Platini, who wants to succeed him, deny any wrongdoing. The investigatory chamber of Fifa’s ethics committee has requested the ban and a final decision is likely to be made today by Hans Joachim Eckhert, the head of Fifa’s ethics adjudicatory chamber. Blatter’s adviser Klauss Stohlker told BBC Sport: “The news was communicated to the president this afternoon. He is calm. Remember he is the father of the ethics committee. “This is provisional for 90 days but he is not actually
suspended. The committee has not yet made a decision and their meetings continue.” On Wednesday, 79-yearold Swiss Blatter told a German magazine that he was being “condemned without there being any evidence for wrongdoing”. The ethics committee had been meeting in Zurich since Monday and have yet to make a decision on Platini, 60. The investigation is centred on allegations believed to be around a 2005 TV rights deal between Fifa and Jack Warner, the former president of Concacaf, the governing body of football in North and Central America and the Caribbean. It is also examining a payment of two million Swiss francs (£1.35m) that Platini received in 2011 for working for Blatter. He claims it was “valid compensation” for work carried out more than nine years previously. The Frenchman has provided information to the criminal investigation but said he has done so as a witness.
Swiss prosecutors said he is being treated as “in between a witness and an accused person” as they investigate corruption at world football’s governing body. The latest development came hours after former Fifa vice- p r e s i d e n t Chung Mong-joon, who is also under investigation by Fifa’s ethics committee, told BBC Sport that his campaign to succeed Blatter was being “smeared”. Blatter won a fifth consecutive Fifa presidential election on 29 May but, following claims of corruption, announced his decision to step down on 2 June. He is due to finish his term at a Fifa extraordinary congress on 26 February. Clive Efford MP, Labour’s shadow sports minister, said: “Sepp Blatter’s term as Fifa president is due to end in March and it is not acceptable for him to return unless all of the investigations into corruption are completed and he is found innocent.”

FIFA ethics panel may rule soon on Blatter, Platini: paper ZURICH (Reuters) FIFA’s ethics committee has convened and could soon take action on Sepp Blatter, head of the world soccer body, or UEFA head Michel Platini amid a widening corruption scandal, Swiss newspaper Tages-Anzeiger reported on Wednesday. The adjudicatory chamber can provisionally suspend officials for up to 90 days, as it did after police acting on U.S. warrants arrested seven FIFA officials in Zurich in May. The paper said the ethics panel’s chamber had gathered on Monday in Zurich, FIFA’s home town. “Everything suggests that decisions on the future of soccer titans Blatter and Platini are imminent,” the Zurich-based paper said without citing a source for its information. A spokesman for the chamber declined comment. Swiss prosecutors last
month opened a criminal investigation into Blatter over a TV rights contract he signed and a 2011 payment of 2 million Swiss francs ($2.1 million) to Platini, whose status the Swiss attorney general has described as being between a witness and an accused person. Both have denied any wrongdoing. Former Senegal Sports Minister Abdoulaye Diop, a member of the chamber, told Senegal’s state news agency APS this week that the commission would address the cases of Blatter, Platini and FIFA presidential hopeful Chung Mong-joon in meetings due to last until Friday. Regular-season American football fixtures have been played in London since 2007, with three now taking place each year, and the NFL wants to play in other countries as well as the UK. “This marks an important step in our international growth,” said NFL commissioner Roger Goodell. On Sunday, New York Jets beat Miami Dolphins 27-14 at Wembley. The 2016 schedule of international fixtures will be announced later in 2015, with other countries in contention to host the NFL. Earlier this year, the NFL signed a 10-year partnership with Tottenham Hotspur to play two games a season at
Spurs’ new stadium, which is due to open in 2018. In a statement, the NFL also said that Wembley was “expected to host games in future seasons”. “Fans in the UK have responded incredibly well to the regular-season games we have played in London since 2007,” added Goodell. “They have demanded more NFL games, and we have worked to accommodate them. Heritage Games 2015 collaboration with GSSF Archery Guyana encouraging

Following the recent launch of Archery Guyana by the Guyana Sport Shooting Federation, the organisation is extremely happy to be involved in the Heritage Games 2015 held at the National Aquatic Centre, on 20th September, 2015. President of the Federation, Ms. Vidushi Persaud expressed her delight and enthusiasm at the collaboration between the organising committee of the Games and Archery G u y a n a ’s t e a m . S h e expressed her pleasure at working with Mr. Ivan Persaud, the Co-Ordinator of Heritage Games 2015 and President of the Swimming Association to have made the event a success. The Heritage Games 2015 saw the inauguration of Swimming and Archery as competitive sports for the Indigenous communities, both of which are a part of the life and culture of our first peoples. This was alluded to by both Prime Minister Moses Nagamootoo and Junior Minister within the Ministry of Indigenous Affairs, Valerie Garrido-Lowe in their feature addresses to the crowd of competitors and fans who gathered at the National Aquatic Centre at Liliendaal. The GSSF through its President reiterates its total commitment to the promotion and development of sport and recreation amongst all Guyanese through continued collaboration with the Government, respective Ministries and all sporting organisations. Also speaking at the Opening Ceremony were Mr. Ivan Persaud, Co-
coordinator of the Heritage G a m e s 2 0 1 5 a n d M r. Nicholas Hing, member GSSF/Archery Guyana. This successful collaboration resulted in the first ever target archery competition to showcase how Olympic target archery is done, since the sport of target archery is new to Guyana. Mr. Hing, assisted by fellow member, Mr. Liddon Kellman also had on display their newly-made Olympic-styled PVC target archery bows, complete with the stabilizer system. The design is by Columbian Archer Mr. Diego Torres and the bow was assembled in Guyana. These were on hand for anyone who wished to inspect and test. Notably Prime Minister Nagamootoo stepped forward and took the first shot. The GSSF, in collaboration with World Archery Americas, recently concluded its inaugural Archery Development Seminar in Georgetown which was also conducted by Mr. Torres. The focus of all of the Federation’s seminars as to the fabrication of PVC bows and teaching the correct form for target archery is primarily safety. Seminars have been geared to give participants the knowledge as to how to further develop this longstanding Olympic sport by making these low cost bows which are to be used for training and local competitions such as the Heritage Archery Games 2015. Discussions are taking place to have such seminars on a scheduled basis for members of affiliated organisations. The archery competition saw many eager participants,

Ninvalle to lobby for funds overseas Forrester instrumental in OCA success for Goodwill boxing tourney Georgetown Cricket Still about $4M away from target President of the Guyana Boxing Association (GBA), Steve Ninvalle has informed that he will be lobbying for additional financial support overseas for the upcoming 3 Caribbean Goodwill Tournament dubbed ‘Back to the Future’, and scheduled to get underway here from November 26-29. Ninvalle indicated that he is scheduled to attend the AIBA Extra Ordinary Congress in Qatar on October 12 and 13 and on his way back he will visit the United States to seek additional funding for the event. The GBA head explained that with the more than 13 Caribbean countries that are scheduled to come to Guyana to engage in the four days tournament, the budget for hosting the event is in the vicinity of $6.5M. So far they have collected just about $2.8M, a third of the rd

GBA has called up thirty local boxers to prepare for the championship, but this number will be trimmed down after the boxers participate in the National Open Championships scheduled for this month end. They will be under the tutelage of several coaches including Terrence Poole, S e b e r t B l a k e , Wi n c e l Thomas, Clifton Moore, Adrian Thomas and James Wallcott.
Holder hopes for swift Simmons resolution ESPNcricinfo - West Indies captain Jason Holder said that the fate of suspended head coach Phil Simmons lay “with Phil and the board” but added that he had been a “wonderful inspiration” during his brief time in charge. Holder hoped for a swift resolution that would allow Simmons to return to the squad in Sri Lanka after his position was put in limbo when he expressed discontent over West Indies’ ODI squad for the tour. Simmons has since apologised for his remarks, but has been asked to answer for “breaches of confidentiality” by the WICB and is currently awaiting at HR hearing. “The comments made by Phil were by Phil, and I can’t comment on those things,” Holder said in Colombo. “It’s down to him and the board. We can only control the cricket because that’s what we came here to do. Whatever his situation, his fate lies with him and the board. Forrester finished the season with 499 runs including one century and two fifties, 32 wickets with his best figures being 10 overs, 4 wickets, 12 runs and the most catches 21.
