Exxon pumped US$14B in 9 months of 2024 but Guyana only received US$1.9B

Guyana and its prolificStabroek Block has often been described as the treasurechestfortheoiland gas companies, unlocking US-billionsinrevenuewhile onlyameagerportionofthat wealth is shared with the government.

This was glaringly evident in the first nine

months of 2024, as ExxonMobil,theoperatorof the Stabroek Block produced US$14B worth of oil, while Guyana only received US$1.9B of that revenue.

The Natural Resource Fund (NRF) First Quarter Report for 2024 stated that for the period January 1 to March 31, 2024, total deposits were US$455.4M including US$391M in profits and US$63M in royalties.

In the second quarter, depositstotaledUS$778.6M inclusive of US$679.8M in profitsandUS$98.8M.

Meanwhile, in the third quarter, the NRF received US$582 8M comprising US$481 7M profits and

US$101Mroyalties. This means that the c o u n t r y r e c e i v e d approximately US$1 9 billion during the first nine monthsof2024.

On the other hand, ExxonMobilanditspartners recovered about US$10.5B in costs from the oil produced during the period. Inkeepingwiththetermsof the Petroleum Agreement, ExxonMobil also benefitted

from50%profits-US$1.5B.

This means that the oil companies got US$12B while Guyana only received US$1.9B during the first ninemonthsof2024.

It should be noted that Guyanacontinuestoreceive a paltry share from its oil resources as a result of the fiscal terms outlined in the 2016Exxondeal.

Thecountrycontinuesto hemorrhage more of its

resources by failing to implement a ring-fencing provision.

Aring-fencingprovision would mandate each project topayforitself.

After the cost of the project has been repaid, Guyana is posed to receive 50% of the revenues generatedattheproject.

This means that revenue flow to the NRF would significantly increase.In the

The Government has however refused to implement this key provision, arguing that it couldslowdownthepaceof developmentintheblock.In

fact, Vice President and Chief Policymaker for the sector, Bharrat Jagdeo had said at a press engagement onOctober12,2023thatthe country could be left with nothing in the future should such a provision be implemented.

He reasoned, “We admitted that we are foregoing revenue now in exchangeformassivefuture income because it's going into new projects that will increase production, and so even with the same share of the 50/50, plus the two percent royalty that the future income, because of the bigger scale will be massive in Guyana's c a s e a n d w e a r e deliberately foregoing that in this period for that purpose and then tryingtograbthisbonenow could cause you to lose all the bones, the bigger bones toointhefuture.”

In the meantime, Suriname has made it clear thatitsfirstoilprojectwillbe ring-fenced to ensure its peopleenjoyitsfullshareof revenues.

Money for Guyanese

Most Guyanese are set for a joyous holiday season, should all go well with the cash grant distribution. It encounteredtrouble:definitionof‘household’ So,$200,000 changed to $100,000, and included all those over 18 as of January1,2024 Morerecipients,happyones,meansmore potentialvoters Then,itwassupposedtobemainlyfromthe GPL database, but now that seems off the table, with new identification-based criteria. Whatever the distribution format,disposableincomeandspendingpower,twoclosely relatedGuyanesechallenges,wouldenjoyaboost Butisthis aboutprovidingreliefforsufferingGuyanese? Ordoesthis $100,000 cash grant function as voting incentive, a poorly disguisedpieceofelectionssleightofhand?

Guyanesepoorinmanylocationshavebeencryingout foraneasetotheirdistressingcost-of-livingcircumstances for years, with those pleas all falling on deaf ears in the PPPC Government. Citizens took note of oil money withdrawals and where those funds went, who got, who didn’t ThehungryinGuyanaformedthebulkofthosewho didn’t, were left to their own devices First, they were reminded of how much the government had done for them through subsidies, increases in tax thresholds and pensions, amongotherhelpfulefforts Thoughthosewereso,theywere notenough,whichmeantthathungryGuyanesewerestaying hungry,growinghungrier But,whointhePPPCGovernment hadthetimeandpatiencetogivealisteningeartothestruggles of Guyanese poor? Then second, the leaders in the government were too busy listening to their own wisdom: theyareworkingdiligentlytomanageinflation Morerelief fundsplacedinthehandsofGuyanesewouldfuelinflationary pressures,whichcouldgetoutofcontrolquickly Andsoit wasthatthefearofinflation,pretendedorreal,servedasthe basistodenyahelpinghandtocitizensduringtheirdifficult times.

This is where the Ali presidency hangs in the balance. Ali must confront an uncomfortable truth: the vice president who was supposed to strengthen his administration has instead become a political liability The longer Jagdeo remains the self-appointed voice of the government, the more support Ali will lose. And for a country as politically polarized as Guyana, the consequences of that fallout willbetothedetrimentofthe PPPC. Instead of rallying support around the government’sachievements, Jagdeohasbecomeamagnet for discontent, ensuring that the Opposition remains relevantandpotent.

Jagdeo’s most egregious overstep is his antagonism towards the free press. His thin-skinned responses to media criticism is troubling. Moot Court Guyana launches first International Law Mooting Competition

The Moot Court Guyana (MCG) officially kicked off the 2024/2025 academic yearonFridaybylaunching itsfirstmootingcompetition with its International Law Mooting Competition (the ILMC).

The MCG is a studentled organization operating within the Department of LawattheFacultyofSocial Studies of the University of Guyana (UG) MCG is committed to enhancing the advocacy skills of LL B students by providing o p p o r t u n i t i e s f o r participation in debates, mooting competitions, impromptu speaking contests, and various other advocacy-relatedactivities.

The Auditor General's Office has flagged poor construction practices at the Mahaica Hospital dormitory project in the office's 2023Report.

CH&PA warns against illegal sale of land at Mocha/Arcadia

The Ministry of Housing and Water (MoHW) –The Central Housing and Planning Authority (CH&PA) on Saturday said that it has been made aware of reports that plots of land within the informal settlement at Mocha/ Arcadia, East Bank Demerara (EBD) are being sold/ allocated by operatives of the Mocha / Arcadia Neighbourhood Democratic Council (NDC) and opposition elements.

In a statement to the media, the CH&PA made it clear that the sale of the plots of land at Mocha/Arcadia is illegal.

“We wish to make it unequivocally clear that such actions are illegal. MoHW/ CH&PA will not recognize any sale or transfer of these lands by unauthorized individuals or entities. We hereby issue a formal warning to those engaged in the illegal sale of these lands to immediately cease such activities.
