GOINVEST vacancy must be widely advertised
DEAR EDITOR, A recent news item in at least one section of the media informed that the Government of Guyana has engaged a recruitment agency to conduct the “search” for suitable candidates to head the Guyana Office for Investment (GO-INVEST). The article did not name the recruitment agency neither did it give any information about the methodology to be employed in the conduct of this search. Could the Minister of Business advise how the recruited “recruitment agency” intends to conduct this search and whether this post will be advertised? Investment promotion and facilitation are critical to a country’s development particularly at this time when the global economy and
trading patterns are undergoing significant change. There are scores of countries currently in active pursuit of investment in their economies. Just last week there were more than 30 countries aggressively touting the advantages of their investment climates and incentives to US businesses at the Florida International Trade and Cultural Conference and Expo held at the Fort Lauderdale Convention Center. Among those countries were Britain, Germany, France, Bahrain, China, Peru, Brazil, Antigua, Barbados, Jamaica. Haiti, Macedonia and Sweden, which I cite as examples given the geographic spread and varying size of their economies.
Guyana needs investment in new sectors of the economy. One sector that received significant attention at the conference was the creative industries. Two papers, one entitled ‘Toward Financial Impact : Import/Export of Caribbean Creative Industries’ presented by Trinidadian Marielle Barrow, of the Washington DC based organization Caribbean Intransit and the other an IDB study done by Ramesh Chaitoo entitled ‘The Entertainment Sector in CARICOM: Key challenges and Proposals for Action’ were among the papers discussed at the panel that focused on ‘The Importance of Culture in the Global Economy.’ According to Ms. Barrow, Guyana has
significant potential for investment in, and development of its creative industries sector. She has visited Guyana but is of the view that unlike Trinidad and Tobago and Jamaica, Guyana is still to place significant emphasis on the structured development of this sector. The Government of Guyana must ensure that the search for a new chief executive of Go-Invest is conducted in such a way that as many suitable candidates as possible can be considered for the position. element that confiscated the economy and the second most important was corruption. In either scenario he eloquently detailed the transition mechanisms to support his investigation. He outline that the c o u n t r y ’s l e a d e r s w e r e converting state coffers into their own and were pampering themselves with exorbitant salaries and allowances at the expense of the country’s poverty, he went on to detail how
the corruption was facilitated and how it impacted the country’s streamline of poverty. I would like for all these cabinet members to walk into their offices summon their industrious Staff and ask them their salaries? and after hearing it from the staff, do the same by informing them of their new salaries and what the word “CHANGE” meant in the Manifesto. That gun amnesty offer
DEAR EDITOR, In your Editorial of October 1st 2015, you made reference to the gun amnesty as well as various comments on the crime situation. I want to address the gun amnesty. I was shocked at the Police Commissioner who at the end of the gun amnesty period, made a public statement that none of the guns surrendered were found to have been involved in any crime; Just for a moment think of this comment. Was the Police Commissioner is his right senses? It is an understood situation that when an amnesty is offered, crime or no crime matters not. It is an amnesty, so there is no fear of persecution, prosecution, nor personal prohibition; So here comes along the Police Commissioner with an impolitic comment ‘that none
of the guns surrendered were found to have been involved in any crime’; How ridiculous! How indicative of trickery and falsity! So what the future of amnesty offers hold especially when coming from the police? Nothing! The villains did not step forward for in their minds distrust prevailed. It is my feeling that the real villains did not surrender their guns for they probably suspected some trickery afoot, and that turned out to be a fact when the Police Commissioner publicly indicated that was the real purpose of the gun amnesty offer. I hope the British arrive post haste to start the promised training of the police in Guyana. Police thinking skills seem to need some refurbishment. Carl Veecock
Passengers’ money being stolen at airport DEAR SIR, I was reading the Kaieteur News online and came across a letter in the editorial section where a security officer stole a passenger’s money. This is not the first time this has happened. A family member of mine was leaving Guyana in July and at the boarding gate the female officer asked her to turn her phone on and off while her hands were in the lady’s hand bag. The officer opened the zip in the hand bag to where the money was and was fumbling. When she got to her destination half of her money was missing. I would be grateful if Kaieteur News can do an investigation on this matter informing people. And I do hope that this matter will be investigated with some charges be laid because a lot of people have lost their earnings. Concerned Citizen

Expenditure for the remainder of 2015…
Govt. to construct small hydro-power sites in Moco-Moco, Kato and Tumatumari Finance Minister, Winston Jordan has outlined in his 2015 half year report, how government intends to spend moneys on some critical projects for the remainder of the year. In the energy sector, he asserted that the Government is unable to proceed with the controversial Amaila Falls Hydroelectric Project in its current form as the cost of financing this project is too high. Jordan noted that the Inter-American Development Bank, a major stakeholder in the establishment of the hydropower site, has indicated that the project is too risky to attract the Bank’s financing. As a result of this, the Finance Minister said that government is seeking to develop a comprehensive alternative energy matrix which will outline sustainable and affordable energy sources. He said that plans are also underway to construct small hydro-power sites in Moco Moco, Kato and Tumatumari.
The Finance Minister said that during the latter half of 2015, tenders will be launched for interventions captured under the Power Utility Upgrade and Sustainable Operation of the Electricity Sector programmes, including procurement of rehabilitative works on low voltage networks and smart meters. Further, with respect to alternative energy, he noted that the nation can expect to see the procurement and installation of photovoltaic systems, as well as the rolling out of pilot projects in the installation of solar street lighting. Jordan also recalled that for the first six months of 2015, a sum of $10.8 million was expended on capital projects to improve electricity generation, transmission and distribution. In the Agricultural Sector, the Finance Minister outlined that during the first six months of 2015, in excess of $6.4 billion was spent. Under the capital programme, he said that $104 million was spent on the completion of the Rural Enterprise and Agricultural Development (READ) project, which targeted poor rural households through the provision of funding for 20 Enterprise Development Projects, 14 Productive Social Investment Projects, 43 individual farmers and the participation in a Business Forum Exhibition. Additionally, Jordan said that persons also benefitted from training in the areas of life skills, food handling, marketing and enterprise development. In an effort to improve the
delivery of agricultural services, Jordan said that the final half of 2015 will see investments geared towards reducing hindrance to farmers’ productivity and improving access to Veterinary services. As for Drainage and Irrigation, the Minister of Finance said that in the first half of 2015, Government expended $1.7 billion, of which $863.3 million was on recurrent expenditure and $897 million on capital projects for this sector. He said that this performance is largely attributed to the delays in commencement of construction of pump stations at No. 43 Village, Eversham, Gangaram and Lima. He stated that this performance was also compounded by poor
contractor’s performance in many other areas. While construction and rehabilitation works have commenced and continued on sluices, revetments, pumps and pump stations, Jordan noted that in the latter half of 2015, initiatives to strengthen and improve planning and monitoring to reduce risk of breaches and overtopping of the East Demerara Water Conservancy will be pursued. He emphasized that quality assurance, instrumentation and emergency preparedness plans will be developed under the Flood Risk Management Project to guide rehabilitative efforts for the construction of three pump stations along the East Coast of Demerara. Ministry notes upsurge in labour violations in the Mining industry The Ministry of Social Protection is concerned about the increasing number of reports of labour violations being committed by entities in the Mining industry and has repeated its call for the labour laws of Guyana to be respected. According to a statement from the Ministry, in recent months its Labour Department has received numerous reports from workers that they are made to work under deplorable conditions, including having to work for months without pay. The Ministry has also received reports of arbitrary dismissals attended by non-

transgressions are on file. The Ministry said that some workers in the Mining sector have told stories of having to work long hours without adequate compensation. In some instances they would have left their families for months at a time and must return home without money or with insufficient amounts, often stricken with malaria or some other ailment. According to the Ministry, these cases prove difficult to properly investigate since employers are often not only out of telephone contact but frequently do not operate (continued on page 29)

Slovenia to ask EU for police backup to cope with influx of migrants

Slovenia meanwhile is to ask the European Union to send additional police forces to its border with Croatia to help it deal with thousands of migrants streaming into the tiny country on their way to Austria and beyond.
Attempts by Slovenia to stem the flow of migrants since Hungary sealed its border with Croatia on Friday have triggered a knock-on effect through the Balkans, with thousands held up at border crossings. About 19,500 migrants have entered Slovenia since Friday, the Interior Ministry said, creating bottlenecks as migrants attempted to find new routes through the region. Slovenian authorities said some 6,000 migrants will stay in Slovenia but all of them will
be sheltered in refugee camps. At least 12,100 migrants were currently in Serbia, the prime minister said yesterday. About 6,000 migrants had entered Austria from Slovenia yesterday, a police spokesman in Styria province said. About 3,000 had arrived on Monday. “We need fast assistance of the European Union,” Slovenian President Borut Pahor told a news conference in Brussels after meeting European Council President Donald Tusk and EU chief executive Jean-Claude Juncker. “Slovenia will formally ask for additional police forces to guard the border between Slovenia and Croatia and for financial help,” he said. In the last two days, the former Yugoslav republic has deployed 140 soldiers to the border to assist the police, Interior Secretary of State Bostjan Sefic told reporters. Asked if Slovenia could build a border fence like Hungary, Sefic said he could not exclude the possibility of “safeguarding border crossings with physical obstacles”.

Welcomed with pomp and protests, Ottawa voter turnout tops China’s Xi hails ties with Britain country in federal election Reuters - Chinese President Xi Jinping hailed the “brighter future” of close ties with Britain on Tuesday at the start of a pomp-laden visit that should seal more than $46 billion of deals but drew criticism from rights campaigners.Britain rolled out the red carpet for Xi, welcoming him with a 41-gun salute before he rode to Buckingham Palace in a gilded carriage with Queen Elizabeth. At a state banquet, the queen called his visit a “defining moment in this very special year” for a relationship which should reach “ambitious new heights”. Prime Minister David Cameron hopes to cement a lucrative place for Britain as China’s closest friend in the West and win investment in infrastructure, nuclear power and in the government’s transformation of northern England. Hailed as the start of a “golden era” in Sino-British ties, the visit has been criticised by activists who accuse Cameron of turning a blind eye to rights abuses, including what they call a crackdown on civil liberties since Xi came to power in 2012. It has also ruffled feathers among some of Britain’s traditional allies, such as the United States, where Xi’s visit last month was tainted by friction over cyber-theft and Beijing’s moves in Asian maritime disputes. Xi paid little or no attention to the criticism, even when the speaker introducing his speech to both Houses of Parliament referred to Myanmar’s opposition leader Aung San Suu Kyi as a symbol of freedom. Thousands more Ottawa residents headed to the polls this federal election, as voter turnout soared to 78.4 per cent in the Ottawa area, according to early numbers from Elections Canada. That’s up more than eight percentage points from the regional turnout last election in 2011, and far above this election’s national average. The contest between Liberal Catherine McKenna and high-profile NDP MP Paul Dewar in the riding of Ottawa Centre drew the region’s highest proportion of electors. The riding also had the best turnout in 2011, but this time around, 82 per cent of the 91,625 residents who were registered to vote went out to cast ballots. That was one of the highest turnouts in the entire country Monday. Across Canada, unofficial results for this election show voter turnout at 68.5 per cent, the highest level since the 1993 federal election. Pistorius under house arrest after release from jail Pretoria (AFP) - Disgraced Paralympian Oscar Pistorius spent his first day out of jail yesterday at his uncle’s home in Pretoria where he will serve the rest of his sentence under house arrest for killing his girlfriend. His family welcomed him home after he was released in secret, one year into a five-year sentence for shooting dead Reeva Steenkamp, a model and law graduate, in the early hours of Valentine’s Day in 2013. Pistorius, 28, had been due to leave prison on Tuesday, but South African officials issued a statement late Monday
confirming he had already been taken to his uncle Arnold’s house in an apparent attempt to avoid the media. “The family is happy that Oscar is home but they want to make the point that Oscar’s sentence continues,” spokeswoman Anneliese Burgess said outside the house in an upmarket suburb of the capital. “Oscar’s sentence has not
been shortened or reduced. He now enters the next phase of his sentence. He will serve this under the strict conditions that govern correctional supervision.” Burgess confirmed that the family had been taken by surprise by his covert release, saying the decision had been taken by the Pretoria prison where he was jailed.

Bus conductor before court for assaulting cop A Sophia bus conductor, who was caught by a police officer committing a traffic offence, was yesterday brought before the court, after he was accused of assaulting the said officer. Appearing before Chief Magistrate Ann McLennan was Keon Wilson, 21, of Sophia. He was granted bail in the sum of $10,000 on four charges.
The first charge leveled before Wilson alleged that on October 17, at Croal Street, Georgetown, he assaulted Keifer Henry, a policeman acting in execution of his duties. Raphael Trotman: Faustian journey Raphael Trotman came in for pungent criticism in the picket line of the Red Thread demonstration last week against the 50 percent increase for Cabinet members. That was natural. It was Trotman who denied that a huge increase was in the making in the near future. It was Trotman who in defending the increase asked the nation to trust the Government. One placard called Trotman a liar. When interviewed by the media, many of the picketers
castigated Trotman. Trotman is not a transformational leader (he’s not the only one). He almost broke up the AFC when he demanded the presidential slot again for the 2011 election. The 2006 agreement cemented the rotational principle - in 2011, Ramjattan would be the presidential candidate. Trotman reneged on the document. He lost the battle, stayed away from the AFC and became a late starter in the 2011 campaign when Sheila Holder died. The
brilliant strategy used by Trotman in the acquisition of the Speaker’s chair was a master stroke in coup plotting. The inelegant disagreement between APNU and AFC over the choice of Speaker was becoming divisive. In stepped Trotman. Trotman led the PNC to believe (not APNU) that he was not PNC momentarily, but existentially he always will be. He presented to the PNC that he was not really AFC. He told the AFC that if secured the
Speakership it would elevate the credibility of the AFC even though the AFC did not submit his name. Trotman also told the AFC that if he became Speaker without the AFC’s endorsement, the AFC will still win because the AFC can tell Guyanese that the AFC got the Speakership. When the PNC agreed to give Trotman the Speaker’s chair, the AFC in fact did tell the nation that it secured the post. So everyone won. The PNC got a Speaker it didn’t mind having. Trotman pleased both the PNC and AFC. The AFC’s standing did swell because it announced that the Speaker came from the AFC. As the Tenth Parliament came to a close, Trotman, to use cricket language, bowled a doosra to get the night watchman’s wicket so to ensure an early victory the next morning. Suspecting that the PPP’s minority presidency can no longer endure the inexorability of the APNU-AFC pressure in Parliament, Trotman saw a form of inclusive governance coming. He made his move to secure his place in the configuration. The occasion was when at the end of the Tenth Parliament, Speaker Trotman reserved huge praise for Chief Government Whip, Gail Teixeira. I knew Teixeira since 1974 and I knew that even more than, Cheddi Jagan, Jagdeo, Rohee and Ramotar, Gail Teixeira has been the leading Stalinist in the PPP’s hierarchy. There were flashes of brilliance in how he strategized after the APNUAFC Government was formed and got two ministerial portfolios. Which party Trotman belongs to – PNC or AFC? I cannot disclose the dimensions of his masterpiece because it would bring huge embarrassment to the new government and the leadership of both APNU and the AFC but especially the AFC. Jagdeo’s dangerous attempt to stifle media resurfaces Press Association
Former President Bharrat Jagdeo Former President Bharrat Jagdeo appears hell bent on stifling the growth and operations of the media locally and is again coming in for flak, this time over his latest attempt. The Guyana Press Association (GPA), a fraternity of local journalists has since publicly condemned Jagdeo’s latest endeavor as, “dangerous and instructive.” The press body, headed by Senior Journalist Neil Marks, yesterday, by way of a public missive expressed concern over a recent call by Opposition Leader Jagdeo, for supporters of the People’s Progressive Party (PPP), to refrain from buying newspapers which do not support the views of that party. Jagdeo reportedly made the remarks as he was addressing an event on October 5, 2015, held at Red House. At that forum, he told supporters, “please ensure that our people don’t buy newspapers where the sole purpose of the newspaper is to destroy your party.” The Press Association believes Jagdeo’s statement is both dangerous and instructive. “Dangerous, because it highlights the fact that Jagdeo is bent on stifling the growth and operations of the media, something which he brazenly practiced as President when he withdrew State advertisements from the Stabroek News…Instructive, because Jagdeo’s missive demonstrates that he understands the powerful role of the free press.” The GPA said Jagdeo’s statement is designed to stifle the revenue base of the privately-owned media and frustrate their efforts to provide the populace with news and information. “The Guyana Press Association condemns Mr Jagdeo’s statement and that of any other politician or

In August 2009, Jagdeo, while addressing the Private Sector Commission dinner, had accused that body of aiding and abetting what he called the sensationalizing of the news, since they advertise with this newspaper. That attack, coupled with the withdrawal of advertisements from both the Kaieteur News and the Stabroek News, had been seen by observers as a calculated move to stifle the private media by the then sitting President. The President subsequently found himself in even more hot water after he re-instated advertisements to the Stabroek News and then to the Guyana Times, a fledgling newspaper with which he shares a close association. A National Air Carrier for Guyana in its current circumstance is nothing but a ‘Pie in the Sky’ and the coalition A Partnership for National Unity, Alliance for Change (APNU+AFC) Government should instead be looking to itemize its priorities and address those deficiencies in the aviation sector first. Local aviation expert, Captain Gerry Gouveia, made the observation following an announcement on Monday last by Prime Minister and First Vice President, Moses Nagamootoo, that Guyana must and will have a return of its National Carrier. The Prime Minister was at the time addressing the local
aviation fraternity that had converged at the Arthur Chung Convention Centre for the first ever Aviation Conference to be held locally. Gouveia subsequently told media operatives, “A national carrier is a pie in the sky, the money it will take this country to try to re-establish a national carrier and to do one that meets the international standards is a pie in the sky.” The local aviation expert who heads the Roraima Group of Companies, told media operatives that what government has to instead do, is firstly itemize its priorities. “We need to be more realistic,” cautioned Gouveia.
He was asked to also weigh in on Guyana’s push to have its airport receiving a Category One Status and this too was dismissed by Gouveia, who said the priority should be for the country to meet the International Civil Aviation Organization’s (ICAO) standards. A Category One Status for an airport is only an American requirement, according to Gouveia, who drew reference to the fact that the ICAO is a global body. “We should do everything to bring ourselves up to ICAO standards and then we could start thinking about Category One…Category One is a US G o v e r n m e n t
Airport security officer fired for stealing passenger’s money A local Aviation Security agent attached to a private company contracted by an airline has been fired for stealing a quantity of US currency from an outgoing passenger at the Cheddi Jagan International Airport (CJIA). According to a statement from the CJIA, the female officer was processing the passenger at Gate 1 around 17:21 hrs on Friday, October 16, 2015, when she ‘swiped’ the cash from the passenger’s wallet, and placed it in one of her gloves. “When the victim realized the money was missing, she immediately alerted staff in the vicinity. The cash was found and returned to the passenger. “The incident was reported to CJIA’s management by a relative of the passenger on October 18, 2015 and an internal investigation was immediately launched. The airport’s security footage corroborates the sequence of events. “Meanwhile, the head of CJIA’s Security Department was in contact with the passenger’s relative, and yesterday, October 19, 2015 the said relative was informed of the investigation’s finding and action taken against the security officer. The matter is now in the hands of the
- cops investigating police.” The CJIA statement was released on the same day that a letter from the victim appeared in the Kaieteur News. The woman had stated that she was about to board flight BW526 when a female security officer called her over for “a random security check.” “She asked me to place my two bags (one overnight bag and the other my pocketbook) on the counter. She barely opened the overnight bag and put just one hand on top and asked me to close it.” The security officer then reportedly proceeded to open the passenger’s pocketbook, and asked her if she had a cell phone. “I responded, ‘Yes’, (and) she asked me to turn it on. I did so, then she asked me to turn it off. While I was occupied, she had both hands in my pocketbook, but I never thought that she was about to steal all my U.S. dollars,” the passenger stated. “I became suspicious because she was fumbling with her gloves. I noticed her pulling off the top gloves and still had on another pair of
gloves. When she handed my pocketbook back to me, I decided to check for my money. It was completely gone. I told her that I can’t find my money and it alerted me to the gloves she was fumbling with. “I noticed her getting nervous, so I went with my gut and grabbed the gloves on her table. Lo and behold, there was all my U.S. dollars in her gloves. I quickly turned around to the officers that were at the door of the boarding gate and showed them this alarming evidence of theft. She kept saying, “I did not change my gloves, I did not change my gloves,” the letter stated. The passenger stated that airport personnel were alerted “and all reacted shocked and stunned at what had just happened.” “At this point, the thieving young lady who was employed to protect me, looked as though she had seen a ghost and was sweating. “I am beyond distraught and disgusted by the actions of this young lady. I served as a Customs Officer for 16 years and I feel violated in my own country,” the passenger had stated in the letter.

Cabinet should face criminal charges over salary increases - PPP The Peoples Progressive Party (PPP) is viewing the government’s recent decision to increase Ministers’ salaries
as a blessing in disguise because it seemingly stumped many who previously supported the APNU+AFC
government. On Monday, PPP General Secretary, Clement Rohee said, “If the strength and
scope of the public outcry is to be quantified and added to the PPP’s electoral support we can safely and justifiably
conclude that a national consensus has emerged.” He said that the consensus has dealt a devastating blow to the much touted “good life” promised by the APNU+AFC coalition. Rohee said that the implementation of the salary increase “will result in the working people paying for it through their noses.” He said that many supporters of the Granger-led administration publicly denounced the salary increase. The General Secretary made these comments when he hosted the weekly PPP press conference at Freedom House, Robb Street Georgetown. Rohee also said that the PPP thinks that the entire “Cabinet should be held criminally responsible and be charged with the abuse of public trust and State resources consistent with the convention of collective Cabinet responsibility.” Asked if that same argument should be applied to a case where the former Cabinet members who secured sea front lands while in office, Rohee responded, “Well applicability versus applicability leads up to the courts.” He brushed that and other queries aside saying that the PPP “had its licks and now it is time to deal with the government of the day.” Instead of addressing those concerns, Rohee focused more on saying that the PPP welcomes the nationwide rejection of the self-serving salary increases. He said that the nationwide rejection is a “true manifestation of the voice of the people…Just as the salaries for the Granger cohorts have increased astronomically, the ratings of the APNU+AFC coalition administration has decreased correspondingly. Rohee quoted one weekly columnist who asked, “How can the government not know that fixing your own salaries from the public purse, which is taxpayers’ money held in trust, is an abuse of that trust and of the electorate’s trust? How can the Cabinet not understand that this is a blatant conflict of interest, as severe as any one could imagine?” Another columnist queried;”How can a leadership and a fellowship that seemed so in sync five months ago have such divergent views on a matter in such a short period of

He said that there seems to be an unfortunate misunderstanding that rather than granting rewards and incentives to those who produce the wealth, the rewards and incentives should go to those who rule over those who produce the wealth. Rohee said that Kaieteur News columnist, Adam Harris, had it all wrong when he wrote, “There is a simple explanation to the Ministers’ salary increase.” According to Rohee, the real explanation is to be found in a class analysis of the nature of the PNC which Granger leads and which he has moved significantly away from its working class support base and morphed it with the inchoate APNU – a conglomerate of urban, professional middle class elements and a bureaucratic elite whose class nature is basically contradictory. Rohee opined that Granger has succumbed, if not surrendered, to this elitist cohort of “managers and supervisors” of the productive forces in our country. As a consequence, he ends up pursing policies that are contrary to the selfinterests of his constituency. He said that the Granger administration is now acting according to its own wishes while denying itself the opportunity to be deflected by the realities on the ground. “In the circumstances, the PPP has concluded that all things being equal, the APNU+AFC Ministers, indeed the entire Granger Cabinet, should be held criminally responsible and be charged with the abuse of public trust and State resources consistent with the convention of collective cabinet responsibility,” said Rohee.

Jordan instructs GRA’s Boss to go after tax evaders, smugglers

The Guyana Revenue Authority (GRA) is currently in the process of strengthening its Law Enforcement and Investigative Division (LEID), as the authority moves to tackle smuggling. Finance Minister, Winston Jordan, in a recent interview with the Government Information Agency (GINA), explained that GRA is now focusing on several additional areas of tax collection and law enforcement, to ensure compliance with the laws. “I have been engaging the Commissioner and the staff … on more than one occasion, on the need to tighten enforcement and collection. I had this discussion only two days ago after looking at the revenues and so on, and I pointed to a number of areas that need to be given greater attention and the Commissioner was in
agreement.” Jordan explained that at the moment, GRA is in the process of shifting staff and strengthening the various departments, and that these necessary changes will become visible in the coming weeks. Referring to a recent meeting with GRA’s Commissioner-General, Khurshid Sattaur, Minister Jordan disclosed that he asked the tax boss to beef up enforcement and antismuggling activities, “because smuggling is still big business in this country.” The Minister is of the view that it is time that revenue agencies have a significant part of their staff in the fields, rather than operating out of air conditioned offices. He, however, paused to commend GRA’s staffers. “First, I want to pay a compliment to GRA and the
staff for the work that they have done over time. They have consistently surpassed targets that were set, but having said that, there is quite a lot of work to be done.” The Minister pointed out that significant emphasis needs to be placed on enforcing the relevant laws, as this is critical to the tax collection process, specifically in the area of selfemployment. “There are a number of self-employed, particularly high profile self-employed, who are paying some taxes to avoid the prying eyes of the Commissioner, or paying no taxes at all. We know two of those high profile categories, and I have asked him to pay far more attention than he has done in the past.” With regard to stamping out smuggling, the Minister explained that an assessment of the Berbice AntiSmuggling Squad (BASS)
Companies shortlisted are for supply of spare parts - GGDMA The Guyana Gold and Diamond Miners Association (GGDMA) have shortlisted ten companies to supply spare parts and equipment at reduced prices to qualifying mining operators. This is according to a statement issued by the association, adding that no company to supply fuel has been identified so far. This was in response to reports in sections of the media that fuel suppliers had been selected. The ten companies are Adamantium Holdings, GGDMA Trading Inc., Associated Industries Ltd.; MACORP; Chunilall Baboolall, Correia’s Mining Co.; Farm supplies Ltd/General Equipment; JAPARTS; Azeem Baksh; JOHIL; Winston Percival Rambarran; Crown Mining Supplies. According to the association, the “GGDMA will put systems in place to ensure that all selected suppliers of spares, equipment and fuel will have to sell at or below a preset recommended selling price.” This, the statement said, will be done to ensure that no supplier is profiting from the reductions due to the concessions or engaging in “price gouging.” “We want as much of the savings as possible to go into the pockets of qualified miners. These prices will be published in the newspapers and will be available to miners via a phone call to the Association’s office.”
The association went on to warn that any supplier found to be exceeding these prices will be de-listed as an authorized dealer of the GGDMA. The mining equipment listed for tax exemption are ATVs; rock-drilling or earthboring tools inclusive of jack hammers; tubes; pipes and hoses of vulcanized rubber fittings, other carpet and textile floor coverings, articulated link chain and parts, pumps, impellers, pump housings, shafts, marine propulsion engines and other engines. Three categories of vehicle have also received exemptions: Under category A operators who declare 5,000 ounces of gold and above annually, are granted two doublecab pickups every five years, with no engine capacity, year or model limitations and one motor car for every five years, with a maximum cylinder capacity of 2500. Category B declarants (2000 to 4999 ounces of gold annually) are granted one double-cab pickup every five years with no limitations regarding engine capacity, year or model, while Category C declarants (between 500 and 1999 ounces annually) are offered one single-cab pickup every five years, with no limitation regarding engine capacity, year or model. However, declarants of less than 500 ounces annually do not qualify for tax exemptions on motor vehicles for use in the mining sector.
was done, and it was discovered that it was a duplication of the LEID, “so we have now moved to strengthen that LEID, both in terms of training and staff, and to have a major presence in that area.” Speaking on gold smuggling, Minister Jordan related that over time, if one were to do an assessment or take a careful observation of this sector, the findings would state the obvious. “You don’t have to be a wizard to know that if certain amounts of fuel are being used, somebody has to be a really rich person to be continuously in gold…using all that fuel, and you still not coming up with anything, you don’t have to be genius to know there are different ways in determining whether something is being smuggled or not.”
The Minister would be referring to troubling reports that gold declaration has fallen but indications are that smuggling to especially Suriname is high. There have been growing complaints over the seemingly large number of tax evaders. It has been reported that businesses have underreported revenues and sales to lessen their taxes. With GRA complaining about not enough Inspectors, there have been criticisms that small taxpayers were left to pick up the slack. It is believed that billions of dollars is lost annually by GRA because of smuggling. The Finance Minister is of the view that the GRA, together with other agencies, “whether it’s the police, the Guyana Gold Board, the Guyana Geology and Mines
Commission (GGMC)- they have to have an InterMinistry Committee that will deal definitely with the issue of smuggling, particularly with gold.” Meanwhile, on the issue of Forestry, the Minister explained that there is a significant loss of revenue, “because it seems as if we do not have the kind of Inspectorate to determine whether operators in those sectors are actually felling trees in accordance with the agreement, and that they are paying their royalties.” While the Minister stated that he does not want to label anyone as corrupt, he believes that the systems are porous, when it comes to getting fair rewards for the country for the diminution of its natural resource base, specifically in the gold and forestry areas.

Dynamic Intl. eyes large scale Guy/NY …says new Govt. commits to sourcing Agri-shipments specialized scanning equipment Dynamic International Airlines and the new Government of Guyana are currently looking towards the daily export of as much as 10 tonnes of agricultural produce, per flight, to land in New York. The announcement came yesterday by Chief Operating Officer of the International Airlines, John Mullins, who flew to Guyana to take part in the first ever Aviation Conference being held locally and hosted at the Arthur Chung International Convention Centre. The media was updated by Mullins and local representative, Captain Gerry Gouveia, at Duke Lodge in Kingston. It was pointed out that already the team has submitted to the Guyana Civil Aviation Authority (GCCA), its clearance for the export of agricultural produce to New York from the American Department of Transportation (DOT). The officials also reported to media operatives that currently, the biggest hurdle facing the initiative is the

He said, what is required in a circumstance such as this where the opportunity presents itself to have Guyana’s fresh produce landing in New York daily, requires leadership which he believes is in place. According to Mullins, Dynamic International is looking to create employment opportunities in Guyana in
the thousands and this could not be done simply through hiring locals as flight attendants and other ancillary personnel. In this vein, the officials announced that Dynamic Airlines will in fact be looking to work much more closely with the Ministries of Agriculture and Health and the Local farming and Agricultural community. It was pointed out that the sanitary and phyto-sanitary standards that are required by America for shipments of agricultural produce into that country will see the need for locals to be assisted in terms of the preparation of the shipments. Gouveia used the opportunity also, to point out that the majority of the fresh Agricultural produce for sale in New York comes from Santo Domingo, items as seemingly mundane as mangoes, a fruit grown and wasted in abundance locally. It was pointed out that with the Dynamic International initiative to land fresh produce in New York from Guyana daily, it opens
up the opportunity for items to be harvested in the mornings locally and by evening is prepared for use in major hotels by evening. Meanwhile, it was pointed out also that with a 90 per cent seating load on flights out of Guyana on the days it does operate, the company will be looking to increase its scheduled flights to Guyana on a daily basis. Essentially apologizing for what he called ‘inconsistencies’ in the start up of the operations of Dynamic International which wreaked havoc on the travelling public during the December/January season last, Mullins said that measures have been put in place to ensure there isn’t a recurrence. In fact, the official said that as the traffic increases for the upcoming holiday travels and activities such as Guyana’s upcoming 50th Anniversary, the company is even looking to ensure that there are standby planes in place should there be any (continued on page 25)

Malpractice suspected in 17 yr-old mother’s death at GPHC - relative contemplates legal action to get answers Patricia Allen is contemplating legal action following the death of her 17-year-old daughter at the Georgetown Public Hospital Corporation (GPHC) on Sunday. Allen’s daughter, Nikacia Allen, passed away at the public institution after giving birth to her third child about a month ago. The young Allen was reportedly admitted on September 20, 2015 and delivered her third baby girl the following day. She remained hospitalised until she passed away. Like her two previous deliveries, Nikacia Allen delivered her latest baby by way of Caesarean Section (C-Section). Medical professionals have overtime maintained that with each C-Section a woman undergoes, her risk during delivery is increased. “They told me that it could be risky but I know that three (children) you could get...one of my aunts get three, one my cousins get three...I know other people who get three and after three they tie them off,” said Patricia Allen. But according to Patricia Allen, she was not even aware that her daughter was pregnant until after she returned from the interior mere days before being admitted to the GPHC to deliver her baby. The woman disclosed that she was concerned about her daughter after delivery. She claimed that she took her daughter to the hospital but was worried that days later she was still bleeding. “I didn’t ask them (the doctors) anything at first but a few days after,

I ask a doctor if the bleeding stop. He said “no” and I asked why and he said that it was because the (attending) doctor took out my daughter’s womb...I asked how the doctor could take out my daughter’s womb and didn’t ask me to sign any paper or anything like that,” said Patricia Allen. The woman related that officials of the hospital subsequently invited her to a meeting at which point she was informed that the decision to remove her daughter’s womb was due to the fact that it was infected. “I asked how come the womb was infected and the child is healthy? I believe that if the womb was infected the child would have ended up dead...so I asked how the womb was infected and he said he don’t know but they had to do that to save her life...but her life wasn’t saved...her life just gone down the drain,” said the distraught woman. “She was just lying there for a month and every time she look like she recovering from it, they keep sedating her...the pain was too much for her,” added the woman who said that she was also informed that there were also issues with her daughter’s brain that could
have led to her untimely death. According to the woman, the hospital has not promised an investigation into the case since “they just close off right there...they had a tube down her throat for nearly 18 days. I went one day and I see blood coming through her mouth and I called the doctor’s attention to it; they had to do a surgery for that.” Ahead of her demise, Patricia Allen said that her daughter appeared physically well. According to her, she had travelled to the interior to seek employment, leaving in her care, her older children, a four and two-yearold. The woman yesterday disclosed that after her daughter gave birth to her second child, a doctor had implanted a contraceptive coil in her. The device was supposed to remain intact for five years but according to Patricia Allen it had to be removed since it was causing her to bleed frequently. “I personally advised her to use other contraceptives such as condom and so...I didn’t know that she was pregnant,” said the woman as she related that she had left her

Gold miner granted bail on wounding charge A 21-year-old gold miner was released on $150,000 bail after denying a charge of malicious wounding, when he appeared in the Georgetown Magistrates’ Courts. Neville Dundas, of Guyhoc Park, Georgetown is accused of inflicting grievous bodily wounds on John Beresford, with intent to maim, disable or disfigure him. The incident occurred on September 20, at Samaan Street, Guyhoc Park, Georgetown. Dundas pleaded not guilty to the charge after it was read to him by Chief Magistrate Ann McLennan. Police Corporal, Deniro Jones presented the prosecution’s case and had
Neville Dundas no objections to the defendant being admitted to pre-trial liberty. Dundas, who had no legal representation, was ordered to return to court on November 2, for continuation.

Case dismissed against Police Corporal The Police Corporal who was on trial on two counts of traffic violations in the New Amsterdam Magistrate’s court had both charges dismissed for want of prosecution. Corporal Orlando Webster, attached to the Central Police Station, New Amsterdam, and of Hopetown Village, West Coast Berbice, appeared before Magistrate Sherdel Isaacs-Marcus in the New Amsterdam Magistrate’s Court. He is accused of driving an uncertified motor vehicle and using a tinted vehicle without the necessary permit. The matter was called on a number of occasions and
on none of the occasions did any of the witnesses and the person making the complaint turn up to give evidence in court. This forced the magistrate to dismiss the case for want of prosecution. However Kaieteur News learnt that an appeal has been filed challenging the Magistrate’s decision to dismiss the matter. Although Webster was charged with using an
uncertified vehicle, the man produced a Certificate of Fitness No 2498692, which was still in force at the time. The policeman is also contending that although his vehicle is tinted, there are other police officers whose vehicles are even more tinted. Relatives are calling for the matter to be investigated since they sensed that Webster is being victimized by a senior Police Officer
which goes back some time when they were both stationed in A Division. Concerning the issue with the tint on the vehicle, Webster stated that he doesn’t have a problem removing the tint, but all the other vehicles will have to remove their tints. He stated that there are a number of police officers- both senior and junior who have dark tinted vehicles.

St. Ignatius labourer jailed for escaping from police A 22-year old St. Ignatius resident was on Monday jailed for 23 months, after he pleaded guilty to charges of escaping from lawful custody and drug trafficking, when he appeared in the Georgetown Magistrates’ Courts. Daniel Baird, a labourer, admitted that on May 7, at the Lethem Police Station, Central Rupununi, while being in
custody pending investigations into a charge of breaking and entering and larceny, he escaped. In addition, Baird also confessed that on May 7, he had 15 grammes of cannabis (marijuana) in his possession for the purpose of trafficking. He was sentenced to five months imprisonment for

The police took possession of the drug which later tested positive for cannabis. It was weighed in Baird’s presence and amounted to 15 grammes. Jones added that Baird subsequently requested to use the washroom and a Police Constable went to his assistance. The prosecutor pointed out that as the Constable opened the door Baird pushed it, causing the officer to fall. Baird then made good his escape out of the station compound. The court was told that the man swam over the Takutu River and was found later on the Brazilian shore by police on mobile patrol in the area.

The voice of the liberal democrats By Sase Singh Why is India growing so fast; why not Guyana? How is India so poor given the fact that its people as a collective have so much knowledge? Maybe this is why India is growing so fast because it already has what it take to be richer – a well-diversified collection and quantum of highly knowledgeable human beings. Forget natural resources; with the right human being in your country, anything is possible and Singapore is a live example. Guyana’s biggest problem is the size and quality of our population at home. Yet we see headlines in 2015 illustrating how we are rejecting human beings trying to migrate to Guyana – simply injudicious. Guyana needs more people but yet the Immigration Department does not have a policy of accommodating those with talent into the country through a similar program to what Canada has; self-sponsorship. Should we be rejecting people with degrees or even technical diplomas from Guyana? But the core point remains, why has India grown by 7.3 percent in 2014 and not Guyana? Why has Sri Lanka grown by 7.1 percent in 2014 and not Guyana? Anyone who has visited India or Sri Lanka would be fortunate to see countries that are busy at upskilling their people and at work – two big workshops. Mind you, these countries do not have a shortage of political problems. Actually
they have more than their fair share of political scandals and challenges, but they have a sufficiently committed and independent private sector and professional public service that is devoted to the transformation of the nation in spite of the shortcomings of their politicians. GREAT START – the Public Service Staff College The Granger / Nagamootoo administration has started off with one great objective – the Public Service Staff College that can serve as the reservoir of young, well trained minds focused at delivering public services to the nation more efficiently without fear or favour for any politician. It makes absolutely no common sense to have a great crop of graduates in 3 years’ time but their promotion is based on their godfather being a politicians. All public officers should be protected from vindictive politicians, once they are following the law, once they follow clearly outlined public policies and once they follow written legal instructions. The sensible model remains – the politicians formulate the policy in writing and the professional public servants execute those written policies; simple. Unfortunately these clear lines of demarcations were muddied under the Jagdeo / Ramotar terms with an army of contracted employees who owed their very existence to their political godfathers. This unprofessional
development severely wounded the professional public service. In 2014 the PPP paid contracted employees G$9.4 billion but I was surprised that in the 2015 Budget there was an assigned amount of G$10.8 billion for contract employees with no valid explanation from the current coalition Government. This is an increase for contracted employees of some G$1.4 billion. Troubling indeed! But as we reform the public service, we have to urgently appoint the Public Service Appellant Tribunal. This is not a game. Since 2004, this Appellant Tribunal was devoured and deflowered by the Jagdeo / Ramotar Team. Setting up this Tribunal will be an important milestone in professionalizing the public service and I am asking the workers’ union to hold the coalition government to their promise. No time for hypocrisy Mr. Patrick Yarde, it is time to stand up for the workers and demand this Tribunal.
WHAT CAN WE DO? The real puzzle in us growing as a country is productivity especially human productivity and divergence of knowledge. The real process of economic growth means changing what you make and changing how you make them. Take Guyana for instance – in 1966 at independence, Guyana’s GDP per capita was very similar to Singapore and Barbados. We were all basically primary producers of products. In 1966, Singapore exported mainly lightly processed products like sawn lumber, natural rubber, basic textile fabrics, preserved fruits, unbleached cotton, raw seafoods, raw hemp and so on. Today Singapore exports are dominated by electronic integrated circuits, automatic data processing machinery, refined petroleum products (although they have not one drop of oil), high end pharmaceutical products, gold jewelry (with no gold mines), polymers, packaged food (with no food
plantations) and so on. Lee Kwan Yew had a national economic plan and a Team that he put to work in molding a nation from nothing; absolutely nothing. It is a shame that after 50 years, a little piece of rock with only two real assets – a polyglot of Chinese, Malays and Indians and a deep water port, was able to fly away from a country like Guyana with a great talent pool in the 1960’s (not so great anymore) and a multitude of natural resources. And do not bring that crap of 28 years of PNC since the PPP had power for 23 years and guess what? In 1992, we were producing raw sugar, raw rice, raw bauxite, raw gold and raw timber and in 2015 our economy is still dominated by raw sugar, raw rice, raw bauxite, raw gold and raw timber. See my point! We are still on the poverty train and the blame rest solely on those who were in charge for the last 50 years. CONCLUSION The best gift this Government can give to this
Sase Singh nation is to add capabilities to our current talent pool so that as a nation, we can be ready for all new investors who will come to Guyana in the droves once we get a handle of this crime wave. Time for “MR BAD MAN” to bad up on the criminals because that great program (gun amnesty) is now over. Time for action! Next time we shall be continuing our conversation by on how to best cause the trickle down of this economic growth to the masses with a view of driving the youth unemployment rate down. Cops nab two with ganja at Eccles after high-speed chase
Police and private security ranks surround the MMC security vehicle that had overturned. A high-speed chase at Eccles, East Bank Demerara at around 13.30 hrs yesterday ended with a security vehicle overturning, the seizure of a kilo of ‘weed’, gunshots, and two men with a string of previous criminal offences in police custody. Kaieteur News understands that police from CID Headquarters and ranks from the Narcotics Branch were in the vicinity of Eccles when they spotted two men who were known to the ranks, acting in a suspicious manner while driving a vehicle. The ranks reportedly
ordered the men to stop, but the suspects sped away, leading to a brief chase along the East Bank Demerara Public Road. Kaieteur News understands that a mobile MMC Security Service patrol also pursued the suspects, but the driver lost control causing the vehicle to overturn. Police fired warning shots at the suspects, who eventually came to a stop. A search of the vehicle produced a kilogramme of marijuana. The suspects were detained and the vehicle impounded.

According to Gouveia,
“what is important is that we are able to prioritize things.” He suggested that after local aviators would have put forward their recommendations, there could be some sort of consolidation of the various positions “and then we list them in order of priority.” Guyana, he said, needs, for example, to start addressing also, the issue of its airspace management and the aviation sector needs to look at whether Air Traffic Controllers will be stationed at outlying airstrips and not just at the Ogle or Cheddi Jagan International Airports. “So we need to be able to look at those things, and coming out of this conference, I hope that we could list the priority areas and then through discussion and dialogue, putting all the brains together, that we can come up with not only a list but the order of the priorities.” This, he said, would be used to guide the government “because you can’t expect government to do everything at one time, we just don’t have the money.”

The Ministry is of the firm view that the GGMC being the regulatory body for operators in the Mining industry and the GGDMA, the association that represents miners, can both play an integral role in
this process. The Ministry believes that the process can be twofold; education of employers on the labour laws and empowering workers on their rights. Minister Simona Broomes has been visiting several locations including those in the interior to ascertain workers’ concerns. “There are too many workers suffering and employers need to understand that they have an obligation when hiring persons to work in the interior and not operate as if they are a law onto themselves and hire and fire at a whim.” The Ministry said it is putting all employers on notice that the labour laws will be enforced and workers’ rights will be respected. We urge that the labour laws be respected and open our doors to employers who may need assistance in understanding their obligations to their employees.

Among the activities are regular cultural presentations, games, feeding programmes, fashion shows, dinners, outings and church services. Congratulating the Club, the Minister expressed Government’s appreciation for the members’ unstinting efforts to mould and maintain the moral fabric of society and create strong families. “Our families are severely challenged these days, and need to be given as much support and guidance as various influences seek to condition our minds to value material things and place less emphasis on love and family values,” Lawrence said. These three were given multiple frequencies allowing them countrywide coverage. Others were granted single frequencies, giving them limited range in their
transmissions. It can also be recalled that frequencies were given by Jagdeo to E-Networks and Quark Communications Inc., two companies he has close links with, to run cable TV services. Quark, E-Networks and Global Technology’s iNet Communications were also named in a law the PPP had proposed and were to automatically benefit from telecoms licences. Jagdeo and Ramroop are linked to all three companies but the coalition A Partnership for National Unity, Alliance for Change (APNU+AFC) government has since revised the legislation removing this provision.

Minister touts revamping of the Education system Since his tenure as Minister of Education began, Dr. Rupert Roopnaraine has made several proclamations about revamping of the Education system in Guyana. Minister Roopnaraine recently revealed his plans for inserting music into the
school curricula across Guyana as part of the drive toward equal and rounded educational opportunities for all. He also opined that small Guyana can be “saved” through education, social cohesion and environmental awareness.
With regards to music, the Minister made his intentions clear for its inclusion in the country’s school curriculum at the recently concluded open day fair held at the Cyril Potter College of Education. He claimed that it is a desire of

Firefighters have been facing torrid times with many hydrants not functioning, forcing them to resort to trenches for a steady supply. According to Scott, currently there is a need to determine who has legal responsibility for the hydrants. The ownership issue will be discussed, and when the new system comes on stream, the new owners will be assigned. This proposal will soon be discussed with the Mayor and City Council, Insurance companies, and other stakeholders. “We at GWI (Guyana Water Inc.) will also be saving, as instead of using treated water to out a fire, you’d be using an unlimited supply of water from the Demerara River, to (put) out any fire that arises…where necessary, legislation has to be enacted, (as) we shall be going that way,” Minister Scott outlined. He also stated that even as proposals are being refined, to be discussed with a number of stakeholders, the Ministry of Communities has already begun its planning works. “In the meantime, we are already encouraging our designers, as they design our homes and schemes, to make sure within the plan, the specifications for hydrants are actively placed at strategic points,” Minister Scott said.

He stated that only through co-operation and continued education and respect for our cultures and environment can we attempt to undermine global warming in our country and by extension, the world. He is of the opinion that global warming is threatening to replace war as the leading source of human misery and underdevelopment in the
world. “I saw a recent note which sought to contextualize the scale of the problem by pointing out the fact that if the 46 billion y e a r s o f t h e e a r t h ’s existence were to be scaled down to 46 days, all of human existence would account for only four hours and the industrial activity that is threatening to destroy the planet only one minute. The Education system has to accept as a critical mandate quality education on environmental matters and the primary responsibility is ours to create a culture of conservation,” said the Minister at the recently concluded Education Month closing ceremony. At the closing of his speech, the Minister addressed central figures in the educational attainment of children and charged them to plant the seeds of tolerance and mutual respect in their efforts to provide knowledge.

T&T Govt. to probe $40m bill for 3-day event Trinidad Guardian - Planning and Development Minister Camille Robinson-Regis says the new PNM Government is probing a three-day event under the former PP government which cost taxpayers an estimated $40 million. She raised the issue during her brief presentation to the Standing Committee of Finance in the House of Representatives Monday. Later in an interview with reporters, Robinson-Regis said: “We have clear evidence of the Americas Competitiveness Forum costing in the region of $40 million for probably about three days and our competitiveness index did not improve.” She added: “$40 million was spent on a three or fourday forum, additionally, the corruption index increased and so we have that to grapple with in that ministry.” Robinson-Regis said there were “also instances of other activities taking place that are not above board in the Chaguaramas Development Authority (CDA) and we will be examining all those ar-

House Speaker Bridgid Annisette-George, who chaired the five-day meeting, repeatedly told Tewarie he was seeking to raise questions under the wrong head.
That prompted Tewarie to say: “This is not a school. It is a Parliament,” causing the Speaker to demand that he withdraw the comment. After some moments Tewarie later withdrew the remark. Later during an interview with reporters, during the 4.30 pm tea break, Tewarie accused Robinson-Regis of using the Standing Finance Committee to make accusations that are both political and fiduciary. Tewarie said he found that “to be unreasonable in a Parliament in which we are representing people.” He noted the Government had a “full opportunity to express their (its) position but we have no opportunity to rebut or to challenge the allegation.” Indicating that while he was not making any allegations against the Speaker, Tewarie added: “That role demands a certain equanimity and it requires balance. “Whatever you do for one side you got to be prepared to make the accommodation on the other side.”RobinsonRegis also said her comments in the Parliament was not linked to the former minister.

Venezuela says no OAS election observers Washington (AFP) - Venezuela said Monday it will not allow the Organization of American States to send observers to monitor December 6 legislative elections seen as crucial for country’s leftist government. The OAS’s secretarygeneral, Luis Almagro, has pushed repeatedly to have observers monitor the elections, amid opposition fears the government might resort to fraud to retain control of the Congress. But German Saltron, the Venezuelan government’s representative on human rights issues, rejected the OAS’s bid to send observers. “Venezuela has no confidence in the OAS,” Saltron said on the sidelines of a meeting of organization’s Human Rights Commission. “The OAS has certified
coup d’etats, electoral fraud, and dictatorships. The OAS is not reliable,” he said. So far, Venezuela has invited international observers only from UNASUR, a South American regional body. Saltron said his government would accept observers from other regional groups — and even the European Union — but not the OAS, which groups all countries in the western hemisphere but Cuba. “It has no international credibility. It is an outdated organism,” he said. PM: Synergies between certain sectors needed Daily Nation - If Barbados is to become economically viable, there must be greater synergies between agriculture, tourism and manufacturing. This view was expressed by Prime Minister Freundel Stuart over the weekend, as he delivered the feature address at the Barbados Agricultural Society’s (BAS) Annual General Assembly at the Radisson Aquatica Resort Barbados. Stuart noted that after the signing of the memorandum of understanding between the BAS and the manufacturing and tourism sectors, he had heard expressions of disappointment that it was not working smoothly. “Let me warn that we should not mistake a moment in time for eternity. It is still a young memorandum; there are still kinks to be ironed out and there is still confidence to be built. But I think that the parties to that memorandum should
stick to it, so that in the fullness of time all three sides get the results that they want,” he said. The Prime Minister expressed the view that those complaints could be remedied by civilised consultation. “That is what is required, not impatience and repudiation. This is a process of maturing and therefore we all have to show some patience as we move along the trajectory of maturity,” he contended. However, he maintained that local hotels should buy their produce primarily from local farmers and only purchase from others if they could not be sourced here. He said it was not correct to suggest that tourists did not want to consume local produce. He told his audience: “They come in search of a new experience, and that new experience includes a new culinary experience. Therefore, I think that our hoteliers
need to be a little more sensitive to that fact and support the local farming community more loyally. Similarly, the manufacturing sector and more agro processing than we have now has to be a feature of our landscape.” Stuart said the time had come to get agriculture back on the table of economic statistics and suggested that this could only be done if the country produced more; citizens became more interested in the sector; and Barbadians bought local produce. “When you buy local you also protect local jobs…. We have to get our priorities right and invest in our society and invest in our own people. Prices charged by our farmers are to cover costs of production, but we repudiate them in favour of foreign producers on the, in my view, flimsy excuse that you can get it cheaper if you buy it overseas. “But, in buying overseas you are investing in other people’s economies, turning your back on your own; investing in other people’s jobs, and turning your back on your own brothers and sisters here in Barbados,” he insisted. PM rubbishes ‘CIP-collapse’ fears Daily Observer - Following recent alarms, sounded by the Opposition United Party (UPP), about the security of the Citizenship by Investment Programme (CIP), Prime Minister Gaston Browne has moved to quell fears and instill confidence in the initiative. Speaking at Monday’s sitting of Parliament, Browne said his administration is “determined to make sure that we maintain this programme as the best-run programme in the world.” He continued, “Our programme is ranked number one in the Caribbean – and number two in the world – for its integrity, level of transparency, and governance.” Last week, Political leader of the United Progressive Party (UPP), Harold Lovell, said the CIP could collapse if due diligence over applicants is not stepped up by authorities. Lovell’s concerns came after a female Chinese investor had her CIP passport seized; her citizenship revoked, and was subsequently made to leave the country. cation form about ever being denied a US visa. Browne said the revocation “was discretionary. We didn’t have to revoke it; we didn’t try to sweep it under the table. Browne noted that the grounds f o r r e v o c a t i o n were due to “misrepresentation,” and not “a material issue, in terms of crime activity involvement.” This shows that “the system is working.” The PM and St John’s

Ex-NBA star Lamar Odom moved to Los Angeles for treatment: report LO S ANGELES (Reuters) Former pro basketball star Lamar Odom, hospitalized in Nevada for nearly a week after collapsing in a brothel where officials said he had used cocaine, was reportedly discharged on Monday and sent to a Los Angeles-area facility for more treatment. Odom, 35, was flown by helicopter from the Sunrise Hospital and Medical Center in Las Vegas accompanied by his wife, reality television personality Khloe Kardashian, the celebrity news website E! News reported, citing unidentified sources. Kardashian, 31, who was in the midst of divorce proceedings with her husband at the time of his collapse, is nevertheless reported to have remained at her husband’s bedside since shortly after he
was admitted to Sunrise Hospital last Tuesday. E! News did not identify the facility Odom was being taken to or explain the reason for his transfer but said doctors in Las Vegas had intended to move him if his condition remained stable. Sunrise Hospital did not immediately respond to requests for comment. Neither the Kardashian family nor Odom’s representatives have given any official updates on his condition since he was found unresponsive at a legal brothel in rural Nevada called the Love Ranch. RHTY&SC unveils Dolphin Award of Excellence Selman and Mangar are first awardees The Rose Hall Town Youth and Sports Club (RHTY&SC) on Friday last unveiled its highest award as part of its Silver Jubilee anniversary celebrations. The Dolphin Award of Excellence would be the elite award of the club and would only be awarded to ten persons, annually. Long standing sponsors of the club, Robert Selman of the Guyana Beverage Inc., and Ravi Mangar of Gizmos and Gadgets were the first awardees, while eight others would be honoured before the end of this year. Club Secretary/CEO, Hilbert Foster informed that over the past 25 years, the club has worked beyond the call of duty to become the best, because it strongly believes in making a positive difference in the lives of youths, the elderly and the less fortunate. The club, he stated, is unmatched by the number of programmes it undertakes on
an annual basis some includes sports, awards, education, youth development, antidrugs, charity and anti-crime. The club’s success, Foster stated would not have been possible without the support and encouragement of numerous sponsors who have stood by them in and out of seasons. The Berbice Cricket Board, with balls provided by the National Sports Commission and winning trophy sponsored by Trophy Stall of Bourda Market, recently launched a round robin second division cricket competition for teams in the Berbice River area. The tournament is set to start shortly and the board will also provide additional resources to make it successful. At a simple ceremony held recently, Miss Angela Haniff of the BCB thanked Mr Christopher Jones, Director of Sports attached to the National Sports Commission for his timely intervention. She also made mention of the honorable Minister of a Culture, Youth and Sports, Ms Nicolette Henry, a Berbician herself, for donating the balls for this very important championship. She also said that the Minister is working towards providing more balls for clubs in Berbice to help to further promote the game. Haniff said many more tournaments of this nature will follow, including at the junior category. In response, tournament coordinator, Floyd Benjamin, a coach and representative of the BCB, also thanked the board for the initiative and the National Sports Commission for providing the balls. The big play of the game came when cornerback Nolan Carroll picked off a Manning pass and returned it 17 yards for a touchdown that gave the Eagles a 14-7 lead in the second quarter. The Giants never scored again. “I just read the route and jumped it,” said Carroll. “Then it was just a matter of catching the ball and not falling down before I got to the end zone.” Manning, who completed his first 10 passes, finished 23 of 37 for 200 yards and one touchdown. FIFA leaves door open for Platini presidential bid ZURICH (Reuters) Suspended European soccer chief Michel Platini may be able to run for president of FIFA if he wins an appeal against his 90-day ban, the world governing body said on Tuesday. Outgoing FIFA president Sepp Blatter and Platini were both suspended earlier this month, plunging FIFA into even deeper turmoil as authorities in the United States and Switzerland pursue corruption investigations in which 14 people have so far been indicted. Meeting for the first time since the suspensions of the two most powerful men in soccer, FIFA’s executive committee confirmed that the election to replace Blatter would take place at an extraordinary Congress in Zurich on Feb. 26, when members would also vote on reforming the organisation’s statutes. That initially looked like a blow for former French midfield star Platini: a delay
in the election would have given him more time to appeal, as candidates have to register by Oct. 26 and undergo an integrity test in the following 10 days. Domenico Scala, who oversees the electoral process, told the committee that candidates’ bids would not be processed if they were banned, FIFA said in a statement. But a subsequent line appeared to give hope to Platini. It read: “Should such a ban be lifted or expire before the FIFA presidential election....the Ad-Hoc electoral committee would decide, depending on the respective exact point in time, on how to proceed with the candidacy concerned.” Whoever next takes the helm at FIFA will face a huge challenge to restore the reputation of the organisation responsible for running the most popular sport on the planet. Platini’s appeal will first have to go to the FIFA Ap-
peal Committee and, if unsuccessful, the Court of Arbitration for Sport (CAS), a process which UEFA said last week should be competed by mid-November. Platini, who has been UEFA president since 2007, had until his suspension been considered the firm favourite to succeed Blatter. Since then, the race has been thrown open. The only other candidates to register so far are Jordanian Prince Ali Bin Al Hussein and former Trinidad and Tobago midfielder David Nakhid, who have both submitted the required five nominations from national associations. Earlier on Tuesday, the Asian soccer chief, Sheikh Salman Bin Ebrahim Al Khalifa of Bahrain, said he had been urged to stand but was still gauging opinion. Sources close to UEFA have said they are still uncertain if Europe will find an alternative candidate to Platini before the deadline.

By Sean Devers In 2006 Clive Lloyd spoke about the challenges of leading an almost invincible team. “Many of the guys came to play with me for the first time but we managed to get them to understand what they represented and the importance of being professionals. We worked together as a team and it paid off. As a captain you look for talent in a player, the way he approaches things, you look for his attitude. If you want to gain altitude you have to have the right attitude. A player has to have some skill or talent to get to the test level, you look for how he approaches the game and life in general because cricket is not only a sport,” Lloyd said. Lloyd, who won 36 of his 76 tests as captain explained that his team did by themselves what the analysts are doing today. “We studied the batsmen, how they played, how they got their runs. We sort of noted it down and worked in our mind exactly how to bowl and position our fielders. So we were doing what the computers do now and we did one to 11, not one to seven,” Lloyd added. The former skipper said that in the 70s and 80s his fast bowlers had to also operate on slow tracks at times but said his bowlers were all tall and had the ability to exploit any condition. “That is why they were great; they could bowl on all types of pitches,” Lloyd informed that a lot of his team’s success had to do with the pride of the people they represented. “The pride is important. When you go to a firm to apply for a job, the most important question is what do you want to join this for? The people who went before us created something for
us, so we were joining a very elite band of people who made all West Indians proud and we wanted to do the same thing. Once you know where you came from you knew where you were going,” Lloyd stressed. The bespectacled lefthander explained how he got great players to become even greater. “They gradually got to that stage… they started out as ordinary players then gradually increased things because they became very professional. They played in England. As a professional in England you needed to be disciplined as you could be playing 17 days straight. So your attitude to life needed to be good,” said Lloyd. When asked how he handled a player like Viv Richards, Lloyd responded by saying, “He realized that we were all professionals too and that some of the guys were just as good. We had guys out there who just wanted to win and they were disciplined and professional enough to do it. Everybody was quite happy to play and we were all good friends, we were like a family.” THE GLORY DAYS: Determined to prove that the 1980 demise in New Zealand was more due to sub-standard umpiring than lack of ability of his team, Lloyd led from the front and, along with the young Haynes and Richards, scored centuries in the three-test 1980 series against England which his team won 1-nil to start their reign as heavyweight champions of the cricketing world. They did not lose a single series until Mark Taylor’s Australians won 2-1 in the 1995 series in the West Indies. With Greenidge and Haynes firmly established as the game’s premier opening pair and Roberts, Holding,
Marshall, Garner and Croft giving opposing batsmen countless nightmares, the rampaging West Indies were unbeatable during the 1980’s; winning a record 11 consecutive tests in 1984. Australia broke that record by winning 16 successive tests in 2000/ 2001. The only blemish for the West Indies in the 1980’s was the shocking loss to India in the low scoring 1983 World Cup Final at Lords. West Indies were unbeaten in 16 test series in the 1980s. Another reason for the West Indies success apart from their magnificent fielding and hectic fitness programmes conducted by Australian trainer Dennis Waite was the batting of their Wicket Keeper Jeff Dujon. Dujon made his debut as a batsman (replacing Faoud Bacchus) in the 1981/82 tour to Australia and scored 41, 43, 44 and 48 in his first two test matches. He then made 51 and 0 not out in the next test when he took over the gloves from Barbadian David Murray. The West Indies, now with a specialist batsman who was acrobatically efficient to the fast bowlers as wicketkeeper, white washed England 5-nill in the 1984 series in England and beat Australia 3-1 down under as the career of Lloyd (110 matches, 7,515 runs, H/S 242*, Ave.46.67, 100’s 19, 50’s 39) came to an end and Richards took over as captain. REBEL WEST INDIANS EMBARK ON SHOCKING TOUR TO APARTIED RULED SOUTHAFRICA After promising much with his imperial stroke play, Lawrence Rowe’s career faded and finally he decided to captain a rebel West Indies team to Apartheid ruled South Africa in 1983, effectively ending his test career. The WICB banned the players (whom received gigantic sums of money for their participation) for life but this was later revoked. Most of the players on the original rebel team were among those who embarked on another tour to South Africa the next year. In South Africa, the West Indians were afforded ‘honorary whites’ status and it is reported that they received as much US$30,000 to play cricket for a six-week period per year. The Honorary white status gave sportsmen a licence to be white for the time they were engaged in sporting activities but reduces them to a
lower status as soon as they leave the club’s premises. Seaboard Marine CMRC November 15 Meet
Onus on Guyana to continue trend of home turf dominance
The trend has shown that throughout all three legs of the Seaboard Marine Caribbean Motor Racing Championship (CMRC), the host country has dominated so the onus will be on Guyana come November 15 to continue that tendancy when the Guyana Motor Racing & Sports Club (GMR&SC) stages the final leg, at the South Dakota Circuit. Guyana, who is positioned third in the points standing on 511 points, currently trails leaders Trinidad and Tobago (658) by 147 and Barbados (533) by a mere 21, while Jamaica on 369 and Cayman Islands 138 are stationed behind in that order respectively. The Guyana leg of the championship has always provided much excitement and fascinating racing among the competitors and with the top three teams tightly bunched spectators could
expect another thrilling Meet as the visiting countroes try to wrest the regional title from the Guyanese on home soil. However, the early feedback is revealing that that the locals are vigorously preparing for the anticipated showdown against their regional counterparts with the goal being to successfully defend the title. The GMR&SC will therefore have to select a strong contingent to represent Guyana, one that will provide the strongest challenge to the foreign invasion and come out victorious at the end of the day. Without sparing a thought, it is obvious that reigning Caribbean champion Kristian Jeffrey will spearhead the quest for top honours for the ‘Golden Arrowhead’ and support should come from his father Kevin, the maestro Andrew King,
Shairaz Roshandin, Chet Singh, Danny Persaud, Afraz Allie, Rameez Mohamed and Ryan Rahaman among others. The young Jeffrey has shown no fear for the opposition despite only appearing in his second stint in the Caribbean Series, a testimony to his skill and fortitude, while the veteran King is always a fomidable foe on home tufr. In the Suprebike category, Stephen ‘Valentino Rossi’ Vieira, who leads the standings with 133 points, is followed closely by his cousin Elliott Vieira on 119 and they along with the experienced Joel Neblette (36) and the talented Matthew Vieira (25) should be enough to thrill the fans with their anticipated rivalry. Jamaica’s Robert McDonald lies third in the division on 45 points and his addition to the rivalry should make it even more interesting.

The Guyana Beverage Inc., and the Essequibo Cricket Board (ECB) last week launched the Busta Festival / ECB Senior 40-over competition that will see eight teams from the Cinderella County battling for a top prize of $75,000 in the knock-out tournament. ECB President Fizul Bacchus in remarks noted that this is the 11th year of the competition and the day of the launch, last Friday, was also one of historical proportions for the board. ”As far as I am aware, this is the longest ever sponsorship that the ECB has ever received and it started back in 2004. President of Better Hope Sports Club Jagnarine Singh said while he was disappointed in not winning the competition, he is satisfied with the hard work and the fact that his boys reached the final in a competitive zone, was commendable but urged his team redouble its effort in the next competition.
President of the ECCB Mr. Bissoondyal Singh congratulated both teams for reaching the final especially Bravados for winning. Berbice’ first Christmas village to be reality
RHTY&SC cricket teams and Ministry of Tourism, collaborate The Ancient County of Berbice is set to host its first Christmas Village during the upcoming festive season. The club’s eight cricket teams and the Ministry of Tourism have come together to host this historic event as part of an effort to spread the meaning of Christmas, to promote social cohesion among residents and to provide clean entertainment for families. The teams would also use the opportunity to promote their “say YES to Sports and Education” message at this inaugural activity which would be hosted in the compound of the Rose Hall Town Primary School, from December 20 24. The club has established a working committee headed by Secretary/CEO Hilbert Foster to plan for the event. Other members include Ravin Kissoonlall, Keith Hicks, Elizabeth Brusch, Gregory Butcher, Neville Beaton, Mark Papannah and two members of each of its cricket teams. The Ministry of Tourism on Friday last committed to cosponsoring the event and handed over a cheque for an undisclosed amount. The Ministry would also assist the club with technical assistance to ensure that the project is a success. The Village would consist of a large depiction of the Nativity Scene, while the entire compound would be transformed into a festive atmosphere with fairy lights, Christmas characters and decorations. G u y s u c o Tr a i n i n g Centre would be assisting
with the construction of a 20 (twenty) feet Christmas tree, with other attractions including games for children, a photo studio while booths will have a variety of items on sale in keeping with the season. Players will use the occasion to promote the importance of youth involvement in sports and staying in school to complete their educational career. Twelve lucky children would win toys for the holidays on a nightly basis while three families would receive a holiday food hamper compliments of the Rose Hall Town Gizmos and Gadgets First Division team. Foster expressed confidence that the event would be successful and while they are targeting locals, tourists and returning Guyanese are also on the radar to visit the village as they seek to more importantly, promote social cohesion among residents and Guyanese. Gratitude was extended to the Ministry of Tourism for their cooperation, Foster made special mention of Minister Catherine Hughes and Tourism Liaison and Planning Officer Ms Catherine Martin. The RHTYSC, he stated would pull on all its organising experience to make the event a success and has extended an invitation to corporate Guyana to get on board. Brusches’ Basketball Foundation/LABA meet today to discuss Saturday’s opening at MSC Final arrangements for the staging of the 5rth Brusches’ Basketball Foundation Classic tournament will this afternoon be discussed when the Linden Amateur Basketball Association (LABA) meets with the organisers. The LABA executive c o m m i t t e e w i l l accommodate the representatives of the biennial tournament primarily to discuss the rules and prizes at stake.
In addition the executives are to look at the plans for the rest of the year. The meeting at the Mackenzie Sports Club Lounge starts at 5.30pm and will be chaired by LABA President Larry Simon. The Brusches’ Classic tournament bounces off Saturday at the Mackenzie Sports Club hard court and continues on Sunday. Other playing dates are October 27, 30 and 31st and the final is on November 7 at the MSC hard court.

Despite United States Boxing Association and other help, GBA still needs more support By Michael Benjamin When President of the Guyana Boxing Association (GBA) Steve Ninvalle left Guyana last week to attend the International Amateur Boxing Association (AIBA) Congress in Doha, Qatar he had committed to utilize the opportunity to drum up support for the impending ‘Back to the Future’ Caribbean Goodwill Tournament here in Guyana from November 26-29. The Congress has since Steve Ninvalle concluded and Mr. Ninvalle subsequently journeyed to the United States of America to solicit further support for the championships. Kaieteur Sport engaged Mr. Ninvalle yesterday afternoon and he said that so far he has enjoyed moderate success even as he continues to seek further support. The GBA President said that while in Doha, Qatar he spoke with President of the United States Boxing Association, Ray Silvas, who is also the head of the AIBA Referees/Judges Commission and he has donated several pairs of boxing gloves for use in the impending tournament. Mr. Ninvalle said that he also spoke with the President of the AIBA, Dr. Wu Ching-kuo for similar assistance and he has advised that he (Ninvalle) address his request to the head of the America Boxing Confederation (AIBA) Argentine, Osvaldo Bisbal, who would then process the request. Mr. Ninvalle said that he will speak to the Secretary of the GBA, Sean Richmond, to have the mail dispatched expeditiously. Meanwhile, Mr. Ninvalle continues to plead for support for the Caribbean Goodwill Tournament. He said that the GBA is going for broke and is employing every strategy to have a qualitative tournament. An early estimate has placed expenditure at around six million dollars and already the GBA has benefitted from the largesse of the GOA after its President, K A Juman Yasssin committed to donate a huge portion of that expenditure. The GBA President has also received several similar commitments from Guyanese in the USA Diaspora but he is still to collect any of it. Indeed, the tournament will be very competitive as more than twelve countries have confirmed their participation. Jamaica has been the latest country to do so and President of the Jamaica Amateur Boxing Association (JABA), Stephen Jones said that he is in the process of staging a box off, starting this Friday, to enable selectors to choose their best options. MOM Earl Gilkes collects his Trophy for ECCB President Bissoon Singh Bravados Cricket Club defeated Better Hope Sports Club by 111 runs before a large and raucous crowd, on a fast outfield in brilliant sunshine in the East Coast Cricket Board (ECCB) 2nd division final at the Better Hope ground on Sunday. Bravado, led by an attractive 44 from Marcus Watkins, 40 from Anthony Ifill, 37 from Skipper Earl Gilkes and 34 from Rawle Merrel, made 242 all out in 39 overs after opting to bat first in the final match of an exciting tournament as Jayadev Mana (2-36), Daniel Kowlessar (2-38) and Amir Khan (2-20) bowled well for Better Hope. The home team could only reach 133 in 24 overs despite a courageous unbeaten 42 from Amir Khan. Seon Simpson (4-31), Earl Gilkes (3-22) and Alex Cully (2 -28) were the main destroyers of Better Hope in their own back yard much to
the dismay of the partisan crowd. On an excellent batting track, Anthony Ifill and Nigel Estrado started the innings briskly with Estrado dominating the partnership. He struck three fours and a massive six before he was LBW for 20 with the score at 23 in the third over. Watkins joined Ifill and both batsmen batted sensibly to reach 110-1 in the 18th over before Watkins had his stumps scattered by Jayadev Mana after reaching the boundary six times and clearing it once. Ifill was the next to go when 10 short of what would have been a well played half-century with three fours and a six. Kellon Carmichael, just back from the English leagues, Lionel Wordsworth, Kelvin Bovell all departed in quick succession and with the score on a 139 -6 in the 28th over Better Hope, urged on by the noisy home crowd
