IT’S TIME TO RECOGNIZE AND HONOR OUR OWN! This month’s issue focuses on the best and brightest on both sides of the multifamily industry – management and suppliers. First, I want to recognize the outstanding contributions of our supplier members! See Page 28 for coverage of HAA’s record-breaking Sponsorship Auction. Without the financial and volunteer support of our supplier members, HAA could not present the amazing events and programs that our industry has come to rely on for networking and making connections. It’s massive and vital to our industry. So, how about showing our suppliers some love? Let’s say thank you in person during the HAA Business Exchange. RENTAL ASSISTANCE RECAP A Harris County/City of Houston Rental Assistance webinar recap.
IN JUNE, HAA hosted a webinar featuring representatives from the Houston-Harris County Emergency Rental Assistance Program (HHC ERAP) who discussed the reallocation process for duplicate rental assistance payments, as well as updates to the Eviction Intervention Program. As most of us know, over the last two years many properties received rental assistance payments from Texas Rent Relief and also received payments for the same months from the Houston-Harris County program. Effective June 1, the Houston-Harris County program has implemented a duplicate payment reallocation process through which a tenant can update their application to allow for allocation of payments to additional months, with an associated reduction in recapture requirements. This process begins with an email to the landlord from Houston-Harris County stating that you could be eligible for a reallocation of duplicated payments for different months that your tenant resided on your property. There will be a link in the email sent for you to complete the application process. To move forward with the reallocation, you must: • Confirm that you will participate in fund reallocation. • Select the months that you will credit your tenant. • Provide documentation (if available) proving that funds have been reallocated on behalf of your tenant. • NOTE: You must complete the entire application in the next 14 days, or your application will no longer be eligible for reallocation. In determining tenant eligibility for reallocation, HHC ERAP will review three criteria: 1. Residence: Did the tenant live on the property during months selected for reallocation? 2. Income: We must re-certify that tenants still meet the program’s income limits. 3. Max Assistance: The maximum amount of rental assistance allowed by Treasury guidelines is 15-18 months. www.haaonline.org
After the program completes review of the Landlord Reallocation Form and confirms eligibility, a request will be sent to the tenant to complete the reallocation application. The tenant will then confirm the reallocation months and submit current income documentation. This will need to be completed within 14 days. Once the HHC ERAP program staff verify tenant income and eligibility, the reallocation request will be approved. Even with this process in place, there are still numerous questions and scenarios that we have submitted to Houston/Harris County for further detail. Eviction Intervention Program In addition to the new process for recapture reallocation, the HHC ERAP staff has provided updates on the Eviction Intervention Program, which was formally focused on general rental assistance. Unlike the previous Emergency Rental Assistance Program, all rental assistance cases for HHC ERAP are now focused on tenants in the eviction process. They estimate an approximate 28-day turn around time per case. To be eligible for assistance in the HoustonHarris County program, a tenant must have an eviction case number. Tenants should submit a new application if they applied for rental assistance before and are now in eviction court. Landlords must be enrolled in the program for tenants to receive rental assistance. The program is voluntary and you are not required to accept rental assistance or participate in the program because you or a property has done so in the past. If eviction has not been filed or a tenant has already been evicted from the unit, they are not eligible to receive funds. As this process continues, and it changes and adapts as funding levels change, we will
continue to update HAA members on the status of the program. City Updates City of Houston Last month, the Houston Permitting Center created the new “Customer Experience Team.” This team will be dedicated to supporting the customer experience by triaging all customer project issues, connecting customers to the right subject matter experts and working to provide customers with a same-day response to their questions. City of Stafford For those with properties in the City of Stafford, we wanted to provide an update the new fire inspection fees that will be effective on October 1. You may recall that in 2021, the city was considering requiring an “assembly permit” fee of $250 per apartment building. HAA worked with City of Stafford officials to adopt an alternative to that onerous fee, ultimately supporting the city in implementing a sliding scale fee that would be calculated per unit starting with $5 for the first year, $7.50 for the second year, then $9 thereafter. The first year fee was set at $5 per unit and the assembly occupancy type only attached to the areas residents can congregate, typically one building per property. As stated, year two will begin October 1 and the per unit fee adjusts to $7.50 and the assembly occupancy type continues to only be for areas where residents can congregate. REVIEW YOUR SCREENING POLICY HUD confirms its concerns about criminal history screening.
ON MARCH 31, 2022, President Biden declared April as Second Chance Month, emphasizing the importance of helping persons who have had criminal involvement reenter society, reunite with their families, and find stable and safe homes. On April 12, 2022, the Secretary of HUD instituted an agency-wide effort to review HUD programs to ensure HUD and others are as inclusive as possible of individuals with criminal involvement. On June 10, 2022, HUD published a memorandum to highlight the importance of applying principles of HUD’s 2016 guidance on the application of the Fair Housing Act standards to the use of criminal records by housing providers. HUD’s memorandum provides tips to HUD agencies conducting investigations relating to criminal background screening and sets out some best practices the agencies can suggest to housing providers who may be concerned about potential liability relating to the use of criminal background screening information. Although you may not agree with all HUD has stated, we can learn from how HUD applies the Fair Housing Act to criminal history screening policies. Housing disparities in the criminal justice system The memorandum and the previous HUD guidance focuses on the disparities in the criminal justice system as a basis for relating potential fair housing claims to criminal history screening. HUD states: • Disparities throughout the Unites States criminal justice system are well established and persistent. • Blacks represent roughly 13% of the total US population that account for roughly 27% of all arrests. • In 2019, the incarceration rate of Black www.haaonline.org
males was 5.7 times that of White non-Hispanic males, while the incarceration of Black females was 1.7 times the rate of White nonHispanic females. • Updated data shows that individuals with disabilities are also disproportionally impacted by the criminal justice system. • Housing providers frequently employ policies or practices that exclude individuals with criminal involvement from housing, which HUD states should raise red flags for investigators. • Screening companies that provide background check reports are often inaccurate, incomplete or have no relationship to whether someone will be a good tenant. • Some housing providers inform potential residents that they do not rent to persons with “criminal records,” deterring those with any criminal involvement from applying. Three theories of liability HUD states that using criminal history to screen, deny lease renewal, evict or otherwise exclude an individual from housing may be illegal under the Fair Housing Act under the theories of discriminatory intent, discriminatory effects and refusal to make reasonable accommodations. Discriminatory intent HUD advises its agencies that claims that a housing provider has used criminal records or other criminal history information to discriminate intentionally in violation of the Act should be investigated in a manner similar to other allegations of intentional discrimination. Criminal records or other criminal history information may be a pretext for unequal treatment of individuals because of race, color, national origin, disability or another protected characteristic.
Discriminatory effects HUD states housing provider’s criminal background screening policy could create an unjustified discriminatory effect in violation of the Act and claims should be analyzed under a three step discriminatory effects analysis. 1. Step 1 (a statistical showing of discrimination) Investigators must gather evidence regarding whether the challenged criminal history policy or practice actually or predicably results in a disparate impact on a protected class. This involves identifying: (i) a housing provider’s relevant practices or policies and (ii) statistics which show whether the identified policies actually or predictably result in a disparate impact on a protected class. 2. Step 2 (potential defenses) HUD states that investigators should anticipate common defenses and independently determine whether there is any evidence that supports or refutes a potential defense. Potential defenses include a claim that the screening policy is necessary to achieve a substantial, legitimate, non-discriminatory interest such as addressing safety or property concerns. However, policies and practices that fail to consider the nature, severity and recency of an individual’s conduct are unlikely to be necessary to serve a substantial, legitimate, non-discriminatory interest. 3. Step 3 (less discriminatory alternative) HUD states that if the policy is necessary to achieve a substantial, legitimate, non-discriminatory interest, investigators should gather information and analyze whether the same interest could be served by another practice that has a less discriminatory effect. If so, the housing provider’s defense fails. August 2022

Although the identification of a less discriminatory alternative will depend on the particulars of the criminal history or policy practice being challenged, individualized assessment of relevant mitigating information beyond that contained in an individual’s criminal records is likely to have a less discriminatory effect than categorical exclusions that do not take such additional information into account. Relevant individualized evidence might include: • The facts or circumstances surrounding the criminal conduct; • The age of the individual at the time of the conduct; • Evidence that the individual has maintained a good tenant history before or after the conviction or conduct; and • Evidence of rehabilitation efforts. Reasonable accommodation HUD states that some complaints relating to criminal involvement may allege that a housing provider discriminated because of disability by failing to make an exception or adjustment to a criminal background screening policy or practice when such exception or adjustment may be necessary to afford a person with a disability the equal opportunity to use and enjoy a dwelling.

Recommended tips HUD gives several tips that agencies should recommend to housing providers, including the following: • Housing providers should consider not using criminal history to screen residents for housing. HUD states that criminal history is not a good predictor of housing success. • Housing providers should evict for criminal activity only as a last resort. • Housing providers should not ban a resident’s invited guest from visiting the resident based on the guest’s criminal involvement. • If housing providers choose to use criminal background screening policies or practices, they should consider taking the following steps to avoid potential violation of the Fair Housing Act: • Before making an adverse decision because of an applicant’s or resident’s criminal involvement, provide the applicant or resident with the criminal record, indicate which specific part of the record may form the basis of an adverse decision, and give the applicant or resident the opportunity to correct inaccurate information or explain extenuating circumstances related to that record. • Consider delaying the consideration of
criminal history until after an individual’s financial and other qualifications are verified and a conditional offer is made. • Conduct an individualized assessment that considers relevant mitigating information beyond that contained in the individual’s criminal record. Conclusion All housing providers should review their criminal history screening policy to determine the extent to which the HUD guidance in 2016 and the HUD memorandum in 2022 could be used to challenge criminal history screening policy. There may be times when a housing provider will need to balance the risks associated with Fair Housing liability versus premises liability. Whether and how you want to revise your criminal history screening criteria to reflect the suggestions provided by HUD is up to you. However, the HUD guidance and memorandum give housing providers an in-depth view of how HUD will evaluate claims of discrimination based upon criminal history screening criteria. Want more Howard? A resident disputes charges after moving out due to a property management change. A RESIDENT FILED a complaint with HAA disputing charges and the failure to return a security deposit. The resident stated that her property had a management change and residents were requested to leave or reapply. After receiving an Advance Notice of Termination at the End of Lease Term or Renewal Period dated February 2, she gave notice on February 15 for move out at the end of her lease term on March 31. The notice stated management did not want the lease term to automatically renew month-to-month and that the lease term would not automatically renew, with a move-out date of April 30. The resident submitted to HAA a copy of a management change notice with new terms

provided, the resident had a zero balance before the fee was charged. The resident was to be refunded the security deposit in full.
Management Response Management responded to HAA that the resident was required to give a 60-day notice to vacate and gave notice on February 15. Included in the response were copies of the lease, application, notice to vacate and final account statement charging a reletting fee.
The HAA Resident Relations Committees provide an impartial review of resident complaints using the documentation provided by both the resident and management. If you are a manager with a resident relations issue, call HAA at 713-595-0300 for direct assistance.
The Committee’s Decision The committee decided in favor of the resident. The resident was not responsible for the reletting charge because management provided the resident with a non-renewal letter. As per the account statement

FEDERAL BILLS WOULD MAKE ACCEPTING VOUCHERS MANDATORY
New source of income legislation has been introduced in Congress. Here’s what you need to know. ON JUNE 23, 2022, federal legislators introduced bills that would amend the national Fair Housing Act of 1968 to prohibit rental housing providers from rejecting an applicant because of their “source of income,” specifically targeting those who hold a Section 8 Housing Choice Voucher (HCV). S. 4485 and its House companion bill, H.R. 8213, dubbed the Fair Housing Improvement Act of 2022, were introduced by Sen. Tim Kaine (DVA) and Rep. Scott Peters (D-CA), respectively. The HCV Program is a critical tool in helping low- and moderate-income households access safe and affordable housing. However, this legislation would not reduce the primary obstacle to voucher utilization. Participation in the currently overregulated and underfunded HCV Program is significantly more costly, time-consuming and risky than the standard leasing transaction, making it an infeasible business practice for many rental housing providers across the country.
According to research sponsored by the U.S. Department of Housing and Urban Development (HUD), 68 percent of housing providers who do not participate in the HCV Program have previously accepted vouchers but left the program due to unreasonable inspections requirements, inability to control their business operations or a lack of support from their local Public Housing Authority (PHA) during a tenant conflict. Lawmakers should instead focus on sustainable solutions that improve outcomes longterm, like incentivizing private housing providers to participate in the voucher program by passing the bipartisan Choice in Affordable Housing Act (S. 1820 and H.R. 6880), which would establish new funding for the HCV Program, limit redundant inspections requirements and provide greater support to local PHAs. Efforts to mandate housing provider participation in the HCV program are simultaneously gaining steam in state and local
governments across the country. NAA research shows that over 120 local jurisdictions and 20 states have enacted “source of income” protections, with Illinois being the latest on May 24. Over the past three months, over 100 city councils have discussed source of income protections. Francis Property Management What is your job title and what do you do? My job title is operations/asset manager. I serve our company in identifying opportunities for revenue growth, expense optimization, software and programmatic efficiencies, and identifying and tracking KPIs. I also enjoy being engaged in a broad range of areas that pertain to day-to-day functions of operating multifamily assets and the communities we serve. How did you get your first job in the apartment industry? I was working in retail and a regular customer, who was a property manager, noticed I was working every weekend and approached me with “how would you like to get off work at 5 p.m. instead of 9 p.m.?” I was sold immediately. I officially became a part-time leasing agent and instantly fell in love with the business.

How did you get to where you are now in your career? Undoubtedly, my mentors who invested time and energy in me as I developed both hard and soft skills, as well as perspective. I’ve always had the support of my husband and son who never complained when or how often I needed and wanted to focus on work. I wanted to become a subject matter expert in just about everything I encountered, so I often jumped at the chance to take on projects and tasks outside of my job description duties. I refrained from an attitude of “that is above my pay grade.” The pivotal point of my career growth was learning the significance of listening versus talking. What are you working on right now? Evaluating our systematic programs and support tools to ensure they are meeting the needs of our teams and residents in the most efficient and straightforward manner. With budget season right around the corner, I am working on a slightly different approach to the process in pursuit of a less mundane experience for our business managers. What is an important quality or skill for people to work in your job position? The first thing that comes to mind is the analogy of “we have two ears and one mouth, use them in that proportion.” For every problem or obstacle you encounter, formulate at least two potential solutions. Never just report a problem, take it a step further and work through a solution. Get comfortable with being uncomfortable. This is the point where the most growth occurs. What do you like the most about working in the apartment industry? Serving others: the community, our investors, our associates, our residents and our service/supplier partners. I’m fulfilled, with a sense of purpose in making a difference as our industry evolves in providing a quality living experience for our residents. More specifically, I thrive on the culture of the company I work for, the people that I work with and the way I am constantly challenged while supported by our principals, my colleagues and our “Operations Experts.” What do you think set you apart to be chosen for the award? This is a tough one for me because I feel like all those nominated were equally deserving of the award and recognition. I feel incredibly grateful. What advice do you have for someone who is considering a career in multifamily? Go for it!! Be involved and ready to serve others.

Patrick Magnuson, Greystar What is your job title and what do you do? I am a community manager for Greystar. How did you get your first job in the apartment industry? I was living in St. Louis at the time doing sales and marketing for an LGBT magazine and a friend of mine was managing an apartment community. Her leasing agent had given notice and she called and asked me if I would come work for her. I interviewed with the owner and they offered me the job on the spot. It was 400 units, garden style. It was owner managed. They didn’t pay commission for leases and I only got $50 off my rent to live on site! But I learned a lot and after about a year, my friend/boss told me I needed to move on to a bigger company that could offer me more. So, I did. How did you get to where you are now in your career? Oh gosh, it wasn’t alone I can tell you that much. Along the way I’ve been so fortunate to have people that saw something in me and pushed me to be my best. I’ve made some really amazing friends that I can call on when I need advice, or when I’m struggling with a particular situation, they become the sounding board to help me make the best possible decision. What are you working on right now? Greystar launched their DEI initiatives in April 2021 and by May 2021 a regional employee resource group for DEI began in Central South. I was honored to be selected to join the leadership team for Central South. Since that time, we’ve raised money for the LGBTQIA+ community (both here in Houston and nationally), made a donation to the Emancipation Park Conservancy in honor of Juneteenth, and celebrated many beautiful cultures and people from around the world that work for Greystar. I’m so happy that Greystar has really embraced DEI. It’s not just a box to check. It’s a metric on our performance reviews, it’s one of the top 5 focuses of our CEO Bob Faith and it was even added to our Core Values.

What is an important quality or skill for people to work in your job position? Time management, staying organized and knowing how to pick and choose your battles. What do you like the most about working in the apartment industry? That’s easy: the residents. For us, this is a career, but for them, this is their home. I have residents who have lived at my community for 20+ years and to them I’m just another manager that’s come and will eventually go. So, I love getting to know them – yes, the good and the bad. We get to watch them fall in love, start families, get that big promotion, graduate college, etc. It’s really cool that we get to be a part of that in a very small way. What do you think set you apart to be chosen for the award? I’m still trying to figure that out! Why me? You know, I got into this industry by happenstance and ended up falling in love with it. I’m passionate in everything I do. I get so much satisfaction when I can help my residents, my team, my peers, my client, my leadership, etc. I’m not in it for the awards, I’m in it to make a difference. What advice do you have for someone who is considering a career in multifamily? DO IT! Get in there, learn your job, do it well and then start asking about the next person’s job, and ask them from time to time if you can do a task for them. You’ll get the experience and you never know how much relief you could provide someone by taking something off their plate once in a while. Get involved with HAA as much as possible. The association does so much for our industry. Volunteer your time and give back to them. At the very least, take advantage of their education and professional development opportunities. You won’t be sorry.

What is your job title and what do you do? Executive administrative assitant to the executive senior vice president for the multifamily division. I work directly under the executive senior vice president. I assist with the following, but not limited to, new acquisitions, dispositions, tax protest, execute contracts, risk management, receiverships, weekly reports, etc. How did you get your first job in the apartment industry? I first started in the industry in 1996 as a weekend leasing agent. I was referred by my sister who used to work for Tarantino. How did you get to where you are now in your career? Shortly after I started as a weekend agent, I was promoted to assistant manager then to manager. With the help of my first mentor, I was able to understand the industry. In 1998, I was presented with the offer to join the corporate office at Tarantino as an administrative assistant and the rest is history. What are you working on right now? I’m currently in the HAA Leadership Lyceum Class of 2022. I have an active real estate license and notary public stamp. I also assist with our family-owned construction/remodeling business. What is an important quality or skill for people to work in your job position? You must be a people person, have a positive attitude, know how to multitask, have integrity and understand multiple personalities. What do you like the most about working in the apartment industry? Getting to meet and work with so many people: clients, lenders, onsite personnel, supplier partners, etc. What do you think set you apart to be chosen for the award? I believe my longevity with my job – working with the same company for over 26 years. From day one, when I was introduced to the apartment industry, my knowledge, skills and my dedication and participation with HAA makes me unique. What advice do you have for someone who is considering a career in multifamily? Always have a positive attitude, multitask, complete all your tasks promptly, be honest, learn as much as you can from everyone you work with, don’t burn bridges take classes and get active in the apartment association.

Imperion Investments Management What is your job title and what do you do? I am the founder and president of Imperion Investments Management. My job is to oversee the company to make a positive impact on our customers’ lives, provide our team members career growth opportunities and deliver strong financial results to our investors.

How did you get your first job in the apartment industry? After having some success as a part-time real estate investor, I decided to jump in with both feet and pull all my resources into purchasing a small 38-unit apartment community in the Oak Forest area of Houston. I poured everything I had into that venture which ended up being massively successful, propelling me to where I am today. How did you get to where you are now in your career? I don’t think I can pinpoint a specific event or action, but I will mention a few factors I think play a large part. First of all, I am strong believer in that having a supportive family sets the right foundation to build upon, without that I cannot imagine being where I am today. I am also a big believer in the compounding effect of making good choices along the way, as good choices lead to small “wins,” and I do subscribe to the concept that “success” is merely a collection of small wins, obtained with patience and over the long-term. Also, the more I evolve, the more I realize how critical it is to seek mentorship, practice listening, always self-reflect, change when necessary and to surround yourself with positive influences. I have also become a bit of an avid reader. There are so many great lessons to be learned from other peoples’ stories, successes and struggles. What are you working on right now? I generally have multiple fronts going at the same time as that is a function of what we do in this business. But I would say one of our biggest focus areas has been making the operations function of our business more efficient by improving our processes and systems.

What is an important quality or skill for people to work in your job position? Discipline. Be willing to patiently and methodically do what it takes everyday, but realize that the overnight success takes at least 10 years to create. What do you like the most about working in the apartment industry? On my first apartment deal, very early on in my ownership, I witnessed a resident tear up at the news she and her young baby were accepted to move into one of our units. It was not a fancy place by any stretch, but it was clean, functional, and most importantly, we cared. It became increasingly clear to me that we, as apartment owners, have a unique opportunity to not only improve our own properties but also the community around us, and this “community betterment” aspect of what we do makes it all very special. What do you think set you apart to be chosen for the award? I try to run our business with people at the center of our attention, whether that be our customers, the community around us, our team members or investors. It is my belief that this approach sets us apart. It certainly has done well for us so far. What advice do you have for someone who is considering a career in multifamily? I think whether you are starting in leasing, moving up as a manager, or even if you are on the investment side, be diligent with your work product, especially when you think people are not looking. If you are patient and do the right things consistently, you will be rewarded – but just know it takes time. Also try not to job hop, that is the equivalent of shooting yourself in the foot in the long haul. Other than that, always be looking to share and teach others so that you can put yourself in a position to move up when an opportunity presents itself.

What are you working on right now? Keeping my property 100% occupied. What is an important quality or skill for people to work in your job position? Being able to multitask. Amanda Walker, CAM, CAPS, Q10 Property Advisors What is your job title and what do you do? Regional property supervisor and everything 😊 What we do each day is different! We are superheroes, or at least areexpected to be. My day to day includes supporting my teams, whether its training, leasing, marketing, painting, obtaining materials, handling urgent/difficult situations, managing renovations and problem solving. My goal is to have satisfied employees, residents, and to meet and exceed my budget so owners are satisfied as well. How did you get your first job in the apartment industry? I was a waitress at Babins in The Woodlands and one of my coworkers was leasing part time. She said her property was hiring and she thought I would be great at it. That was in 2006 and by 2009 I completed three lease ups on tax credit properties. How did you get to where you are now in your career? There were some amazing people who were strategically placed in my path to get me where I am today. I would say my work ethic I got from my mother. I admire how hard she worked to provide for her family. Additionally, I will never forget my first manager and assistant manager. We still talk today. They are no longer in the business, but taught me so much in the first years I was in this industry. My current boss (Stephanie Graves) – I have worked with her for about 10 years now. She has played a major role in where I am today by ensuring I was trained and had the tools I needed to be successful. Working side-by-side with someone like Stephanie makes you want to be your best and do your best every day.
What is an important quality or skill for people to work in your job position? Be flexible, be a team player, have a good attitude and give it 100%. Those are things we can’t train. The rest I can get you up to speed on, but you must want it first. What do you like the most about working in the apartment industry? It is very rewarding to help people into their new home and journey in their life. I have met a lot of amazing people who will be in my life for the rest of my life. The sense of accomplishment you get from seeing a project from to start to finish is very rewarding as well. What do you think set you apart to be chosen for the award? There are a lot of amazing people in our industry so, I am still in shock. I won’t say that there is anything that set me apart from any of these amazing professionals, but I just give 110% daily and I am glad that others around me see that and appreciate it. What advice do you have for someone who is considering a career in multifamily? Go to HAA and take classes. Knowledge and training are key to your success. You will also meet some amazing industry professionals who can provide advice to you along the way.
What are you working on right now? Financials. I must knock them out before I leave for National Apartment Association’s conference.

I’m second-generation in property management, so my first job was as a porter at my mom’s property.
– Btandon Coleman How did you get to where you are now in your career? There’s a combination of things that have helped me tremendously: 1. I have a strong support system from my family, industry peers, my company and countless mentors. 2. Plugging into this massive HAA network that is readily available to help in any way that they can. 3. Realizing that this is a career with a limitless ceiling and massive resources to help me along the way. What is an important quality or skill for people to work in your job position? Empathy is number one in my opinion, that’s with everyone from ownership to senior leadership, your teams, and most importantly, your customer base and everyone in and outside of the workplace. What do you like the most about working in the apartment industry? It’s never a boring day in this industry. With so many deserving nominees, I really don’t know to be honest. I received my ticket the day of the event. Outside of my property’s performance, I would say my industry involvement helped, as well as the amount of volunteer work I do helped. What advice do you have for someone who is considering a career in multifamily? I began in this industry as a porter, now I own a company within this industry and I’m transitioning to a bigger role within this industry as well. Jaime Reynoso, Parawest Management What is your job title and what do you do? I am the community manager for a 542-unit senior living community. I manage 14 team members, as well as the needs of seniors during their residency at the community. How did you get your first job in the apartment industry? I was hired as a leasing consultant in Colorado Springs in 2007, then moved to Arizona with family and started with Parawest Management, where I worked until transferring to Houston to build the Houston region for Parawest. How did you get to where you are now in your career? Parawest Management is good about promoting from within and providing training. I started out in leasing and then over time was promoted to manager. I gradually was offered larger communities. I now manage our largest community in the portfolio. I have had great mentors and have paid it forward by being a training manager within the company. What are you working on right now? Unit inspections are on the top of my list right now, as well as managing a few residents that need extra attention.
What do you like the most about working in the apartment industry? Building relationships with my residents and team while being challenged to direct my own success. Being able to get out and about and not stuck behind a desk all day. I enjoy the hands-on aspect of what I do all day and every day is different. What do you think set you apart to be chosen for the award? My commitment to my company and team members and that I excel at being solution oriented. I am geared toward customer service and the goal is always resident satisfaction. I am eager to achieve and exceed goals in a fastpaced environment. What advice do you have for someone who is considering a career in multifamily? The apartment industry has lots of moving parts, so flexibility is important. We not only manage the property, but we also manage people’s homes, their sanctuary, and it is important that we understand the importance of that responsibility and treat it accordingly.
What is an important quality or skill for people to work in your job position? Time management and multitasking are important skills to bring to the table. Patience, empathy and compassion are key when managing multifamily housing. Working well with a team and understanding all the different personalities you come across daily.

Kelly Treichel, CAM, Francis Property Management What is your job title and what do you do? My job title is marketing and training director for Francis Property Management. In my role, I oversee our in-house training program “Sales and Marketing Elite,” monitor all of our social media sites, Google accounts and create quarterly resident and employee campaigns for the Texas and California markets.
What is an important quality or skill for people to work in your job position? An important quality for a person in my role is being adaptable to new ways of doing things. As we all know, technology changes daily and you need to be willing to keep up with industry trends and what will make your company successful.
How did you get your first job in the apartment industry? The apartment community where I lived in College Station was needing a part-time leasing consultant. I filled out the employment application, interviewed and got the job. I worked on the weekends and was off during the week to attend classes. This was a perfect job for me at the time.
What do you like the most about working in the apartment industry? What I like most about working in the apartment industry are the relationships I have made over the years. Not just with the people I have worked with, but the residents as well.
How did you get to where you are now in your career? My degree was in nursing, but I had a love for the apartment industry and wanted to continue doing what I loved. I was quickly promoted from leasing consultant to assistant manager and spent two years learning that role. When the next property manager position came open, it was my turn. I found myself as the leader and role-model for my own team. As other opportunities came along, I became the manager for a full property renovation and several new construction lease-ups. What are you working on right now? I am currently working on digital brochures for our Texas and California communities. This has been forth coming with everything online and the cost of print materials. We are able to create links within our digital brochures that will make it easier for the prospect to lease an apartment and save money for our communities.

What do you think set you apart to be chosen for the award? I don’t think there was just one thing that set me apart for the award. I believe that volunteering in my community, being involved with HAA and holding a CAM designation all played a part in winning the award. What advice do you have for someone who is considering a career in multifamily? My advice for someone who is considering a career in multifamily is the importance of having a genuine love for working with and helping people. Be patient in the role you are in and learn everything you can, this will help you be a better leader when you reach the top. Find a mentor in the industry and let them help you navigate your career.

Rebeca Lee, CALP, Veritas Equity Management What is your job title and what do you do? I was previously the leasing manager here at Westchase Creek Apartments. I recently had the opportunity to grow with Veritas Equity Management and have transitioned into the assistant manager position. As a leasing manager, I oversaw the approval process, creating and implementing an application checklist for all pending applications. Every Monday I would make sure to update the move-in list for maintenance two weeks in advanced. Along with the move-in process, we made sure our new resident’s apartments were up to par and WCC approved. How did you get your first job in the apartment industry? Like many of my peers, I was referred by a family member. My sister-in-law, Matilda Rodriguez, invited me to a resident event at her community. I was working in insurance at the time and thought it would be a great marketing event for our renters’ insurance. Little did I know that the manager, and regional manager would be there. A couple of weeks later, I heard they were looking for a leasing agent in a newly-acquired community. That is where my journey in this wonderful industry began.

How did you get to where you are now in your career? I began at a conventional property and was then transferred to a Tax Credit community after three months. The leasing agent at the time was getting ready to move out of town, so I literally had a couple of days to learn what I needed to. Thankfully, I was blessed with a great compliance manager who had a great deal of patience. What are you working on right now? As stated previously, I have recently been promoted to an assistant manager position at Westchase Creek Apartments with Veritas Equity Management. I have also been studying to get my next credential. What is an important quality or skill for people to work in your job position? Patience, understanding and organization are some of the important qualities. Although at times I feel like I’m running low on all those things, I do understand that it takes a special person to do some of the things we get to do. Each day is a new experience.
What do you like the most about working in the apartment industry? You get to meet new people that will impact your life in one way or another. We get to build relationships with some of our Residents. What do you think set you apart to be chosen for the award? Honestly, I did not think I was going to win the award. I had so many qualified colleagues, one of which was a previous resident and intern for our community. I believe we all strive to do our best, acquiring our credentials, taking classes and participating in our Houston Apartment Association events. What advice do you have for someone who is considering a career in multifamily? If you are looking for a challenge and socializing with people, this is a great industry to be involved with. There are always different events you can go to better yourself and help you grow within the industry. Laws are always changing, some of which you may not like, but our local association assists us with learning.

A big part of HAA NEXT is professional development. How has being on the HAA NEXT Committee helped your professionally? Giovanna Gone: The HAA NEXT Committee has helped me professionally and personally by allowing me to meet, network and grow with other young professionals in the association. It is an excellent mix of property management and supplier friends, seeking to further their multifamily industry careers. Sean Cunningham: Being on the HAA NEXT committee has provided me opportunities to learn from many great speakers and to network with many young professionals. Many of the young professionals I’ve met are at different stages in their careers, giving me the opportunity to ask for and provide advice as we grow our careers. What so far has been your favorite HAA NEXT event? Giovanna: My favorite event with the NEXTers was the

Family Reunion that took place at Little Woodrow’s in June 2021 because it was our first in-person event post 2020. I would encourage everybody to attend at least one of our events. We are the future leaders of our industry and it feels good to invest in your future. Sean: My favorite NEXT event has been the Spelling Bee, by far. I have been to many fundraisers in my career, but this one is out of the box fun. You can really see the passion and creativity my fellow NEXTers bring with this event. What advice do you have for young supplier partners fresh out of college or high school who are new to HAA? Giovana: I would strongly recommend our young supplier partners to give HAA’s different committees a try, see which ones are a good fit with their lifestyles and get involved. HAA allows you to serve the largest and greatest association in the nation and the Houston community. It’s a win, win. Sean: Ask questions. Find someone you respect, buy them coffee and pick their brain. It is amazing how quickly you can grow by speaking with someone who has already been through it all.

Why is this a good group for young supplier partners? Giovanna: This group is amazing. Like I mentioned earlier, the NEXTers are the perfect mix of young professionals. I love the casual networking events and the special guest speakers at our professional development breakfasts. The topics are fun, relevant, engaging, motivational, the list goes on and on. Sean: As a young supplier partner, you have to navigate HAA on top of your fulltime job. Being a part of HAA NEXT provides you a built-in team within HAA to help you do that. Someone within NEXT will know how to help you overcome any roadblocks you’re having. At minimum, you can make a few friends over drinks during the social events. How does a young supplier get involved in NEXT? Giovanna: Our “NEXT” events will be the NEXT White Linen Night on August 25 (See Page 25), Couch Talk with Forty Under 40 Honorees on October 28, and last but not least, our holiday Karaoke Night on December 8. Come find me at any of these events. I proudly serve the Product Service Council and would love to help you unlock the benefits of being active in the HAA. Sean: Show up! Meet Richard Wall, CAM, CAPS, honored as HAA’s top recruiter for 2022 at the HAA Honors Awards. What is your job title and what do you do? As a regional director with Westdale, I supervise seven apartment communities within the Houston market. I work with seven hardworking teams that strive to meet their goals, and challenge themselves to always do better. I am extremely proud of their hard work and grateful to have the opportunity to work with such amazing people at a wonderful company. How did you get your first job in the apartment industry? I began my career in multifamily in 1995 when a friend asked if I would be interested in joining his team to lease apartments and collect rent. I had no clue what I was doing or getting myself into, but he offered to train and assist me. Fast forward 27 years and I can honestly say I couldn’t see myself doing anything else. I love our industry and take pride in creating homes for others and providing a positive living and working environment.

How did you get to where you are now in your career? I have been able to advance my career in the multifamily industry from leasing consultant to regional director over the years by contributing hard work, dedication and continued education. Throughout my time in our industry, I have achieved my CAM and CAPS credentials with the National Apartment Association and was selected for the HAA Leadership Lyceum program in 2016. While growing up, my father always taught me that when you do something, you should always do it right and with pride as it is a reflection of you as a person, you always want to make a good impression and lead for others to follow. Why did you become a Go-Getter and what level of Go-Getter are you? As a current Elite Go-Getter, I first got involved when I was a property manager in
2013. My regional director at the time, Christy Rodriguez, our current HAA Madam President, shared with me her passion for Go-Getters and the importance of recruiting for our industry. How do you go about recruiting? Recruiting is simple, I am always watching out for potential new members to join the HAA. Whenever I am talking with others outside of work, watching television commercials, or driving down the street I can always identify a supplier who could potentially become a new member of our great association. Why is being a Go-Getter so important? As a Go-Getter, I feel it is important for management personnel and supplier partners to work together to support each other and to support our foundation. Our amazing HAA events held each year could not take place without the financial support of our supplier partners. Being a Go-Getter also provides the opportunity to get out and meet others in our industry and hear about the latest and greatest services offered from new supplier members. What advice do you have for someone who is considering recruiting for HAA? If I could provide advice to anyone who is looking to become a Go-Getter and recruit new members for HAA, it would be to go for it! This is one of the most important committees within the HAA. Not only do we seek out potential supplier partners for membership, we also seek out management companies and owners as well. Recruiting is simple and easy, there are only four annual quarterly meetings to attend and the tasks of recruiting can be done from your home, office or car. These statistics are derived from a continuous survey of all apartment communities in the Houston region. The effective rental rates are the calculated net of concessions and utility adjustments. The second table lists the five hottest submarkets in the Greater Houston area. There are a total of 42 submarkets, and the ranking is based on the best combination of rental rate growth and absorption over the past three months. The third table distributes and analyzes concessions (specials) by classification. Concessions generally are represented by three types of specials: move-in, months free or floor plans. The effect of these specials is captured and prorated over a lease term to arrive at a percentage reduction in market or street rents.
