LETTER FROM EDITOR Dear Readers, For years, many people have not considered satellite TV as direct competition for cable television because of the hassle and difficulty of installing a satellite dish. When satellite TV was first offered, it usually involved placing a large satellite dish in a prominent place, perhaps somewhere in the garden, and then using a trial-and-error method of lining it up to the appropriate satellite. During and after bad weather, this process had to be repeated. Today the story is different. Satellite TV uses a mini dish to receive the signal. This mini dish is far more sophisticated than the traditional satellite dish, with the ability to tune in to the signal, and in many cases send it as well as receive it. This makes satellite TV a two-way process and allows the satellite dish to be used for connection to the internet and email services. Many people prefer to have the flexibility of choosing from the wide range of channels that satellite TV gives, and using a mini dish allows them to have the option of receiving satellite TV in the city. No longer do people have to limit their viewing to the relatively small number of local and national channels that cable television companies have to offer. Satellite TV is coming of age, and it's opening up television choice to everyone.

Satellite Communications Satellite communications are set to take a new direction. Almost $50 billion will be spent over the next six years on a breed of system that will take satellites out of the back room of telecommunications and into the mainstream. Supported by leading companies such as Motorola, Hughes, and Alcatel, the systems will play two main roles in telecommunications: they will support the next generation of mobile telephones that will work almost anywhere on the planet, and they will allow worldwide access to high-speed data networks, especially the Internet. Why is this renaissance happening now? What exactly will the systems do for customers? Why are so many smart people and companies throwing such enormous amounts of capital into the sky? And what MARCH

do these systems mean for terrestrial operators? These are some of the questions we aim to answer. Satellites have been used in telecommunications since the mid-1960s. For a decade or so, they carried the bulk of international telephone calls, which they still do on routes to small and developing countries. The satellite itself is also known as the space segment, and is composed of three separate units, namely the fuel system, the satellite and telemetry controls, and the transponder. The transponder includes the receiving antenna to pick-up signals from the ground station, a broad band receiver, an input multiplexer, and a frequency converter which is used to reroute the received signals through a high powered amplifier for downlink. The role of a satellite is to reflect electronic signals.

DTH HOW IT WORKS Early satellite TV viewers were explorers of sorts. They used their expensive S-Band, then C-Band dishes to discover unique programming that wasn't necessarily intended for mass audiences. The dish and receiving equipment gave viewers the tools to pick up foreign stations, live feeds between different broadcast stations and a lot of other stuff transmitted using satellites. Some satellite owners still seek out this sort of programming on their own, but today, most satellite TV customers in developed television markets get their programming through a direct broadcast satellite (DBS) provider, such as DISH TV or the recently launched Doordarshan DTH platform. The provider selects programs and broadcasts them to subscribers as a set package. Basically, the provider's goal is to bring dozens or even hundreds of channels to the customers television in a form that approximates the competition from Cable TV. Unlike earlier programming, the provider's broadcast is completely digital, which means it has high picture and stereo sound quality. Early satellite television was broadcast in C-band - radio in the 3.4gigahertz (GHz) to 7-GHz frequency range. Digital broadcast satellite transmits programming in the Ku frequency range (10 GHz to 14 GHz ). There are five major MARCH

components involved in a direct to home (DTH) satellite system: the programming source, the broadcast center, the satellite, the satellite dish and the receiver. Programming sources are simply the channels that provide programming for broadcast. The provider (the DTH platform) doesn't create original programming itself; it pays other companies (HBO, for example, or ESPN or STAR TV or Sahara etc.) for the right to broadcast their content via satellite. In this way, the provider is kind of like a broker between the viewer and the actual programming sources. (Cable television networks also work on the same principle.) The broadcast center is the central hub of the system. At the broadcast center or the Playout & Uplink location, the television provider receives signals from various programming sources, compresses I using digital compression, if necessary scrambles it and beams a broadcast signal to the satellite being used by it. The satellites receive the signals from the broadcast station and rebroadcast them to the ground. The viewer's dish picks up the signal from the satellite (or multiple satellites in the same part of the sky) and passes it on to the receiver in the viewer's house. The receiver processes the signal and passes it on to a standard television.

Inside view Most satellite television descramblers are legal boxes which are provided by legitimate resellers. These descramblers require valid subscriptions from the satellite television broadcasters. A few people sell “hacked� satellite television descramblers which are designed to provide satellite television service without paying a subscription fee. These hacked systems typically work for a few months until the satellite television broadcaster figures out how to shut them down. There are two different types of satellite television signals that you are able to receive and view: freeto-air (FTA), and premium services. Freeto-air satellite broadcasts are channels that can be received by anybody with an active satellite connection, legitimate receiver, and inside the local broadcast region. A descrambler is used to receive finest transmissions, such as pay-per-view or best channels like HBO. Satellite signals are communicated using an encryption algorithm that foils hacker from receiving and viewing the signal. Unless you have the proper descrambling gear, which include the algorithm keys that permit regular viewing, the signal comes in distorted and twisted form. Consider a descrambler as interpreter and the satellite signal as a foreign diplomat. The diplomat communicates to the interpreter, who then offers you with the data in a language that you can comprehend. In audio/visual vocabulary, the descrambler facilitates the correct audio and visual playback of the signal that you are receiving. The three commonly used commercial satellite frequency bands are the C, KU and Ka Bands. C and KU Bands are the most common frequency spectrums used by today's commercial satellites. To help understand the relationship between antenna diameter and transmission frequency, it is important to note that there is an inverse relationship between frequency and wavelength. When frequency increases, wavelength decreases. As wavelength increases, larger antennas are necessary to gather the signal. C Band satellite transmissions occupy the 4 to 8 gigahertz (GHz) frequency range. C Band wavelengths require a larger satellite antenna to gather the minimum signal strength. A C Band antenna is usually 2-3 meters in diameter or larger. Ku Band satellite transmissions occupy the 11 to 17 MARCH

GHz frequency range. These relatively high frequency transmissions correspond to shorter wavelengths and, therefore, a smaller antenna can be used to receive the minimum signal strength. KU Band antennas can be as small as 18 inches in diameter. Ka Band satellite transmissions occupy the 20 to 30 GHz frequency range. These very high frequency transmissions mean very small wavelengths and very small diameter receiving antennas.

MODULATOR EXPLAINED In electronics and telecommunications, modulation is the process of varying one or more properties of a highfrequency periodic waveform, called the carrier signal, with a modulating signal which typically contains information to be transmitted. This is done in a similar fashion to a musician modulating a tone (a periodic waveform) from a musical instrument by varying its volume, timing and pitch. The three key parameters of a periodic waveform are its amplitude ("volume"), its phase ("timing") and its frequency ("pitch"). Any of these properties can be modified in accordance with a low frequency signal to obtain the modulated signal. Typically a high-frequency sinusoid waveform is used as carrier signal, but a square wave pulse train may also be used. In telecommunications, modulation is the process of conveying a message signal, for example a digital bit stream or an analog audio signal, inside another signal that can be physically transmitted. Modulation of a sine waveform is used to transform a baseband message signal into a passband signal, for example low-frequency audio signal into a radio-frequency signal (RF signal). Modulating a sine-wave carrier makes it possible to keep the frequency content of the transferred signal as close as possible to the centre frequency (typically the carrier frequency) of the passband. A device that performs modulation is known as a modulator and a device that performs the inverse operation of modulation is known as a demodulator (sometimes detector or demod). Analog and digital modulation facilitate frequency division multiplexing (FDM), where several low pass information signals are transferred simultaneously over the same shared physical medium, using separate passband channels (several different carrier frequencies). The aim of digital baseband modulation methods, also known as line coding, is to transfer a digital bit stream over a baseband channel, typically a non-filtered copper wire such as a serial bus or a wired local area network.

(*) 2) Connect the AV input in the respective RCA connectors or S-Video connector. 3) Optionally, connect the loop-through RF input coaxial cable (F connector). 4) Connect the coaxial output cable to the unit (F connector). The straightforward assembly consists of positioning the fastenings in the corresponding holes and pushing as far as possible (they cannot be removed once inserted). Below is described how to operate the unit using the control button and interpret the visual indications on the LCD display. The program comprises a main menu made up of sub-menus that can be selected to modify the basic operation settings of the unit. In the menus and submenus, move the button up or down to browse upwards and downwards position by position. In the settings, move the button up or down to modify values position by position. Inside view are part and parcel of a pluralistic and diverse media landscape particularly important in national contexts characterised by high control over information flows and the absence of an independent media There are a variety of ways to interfere with a satellite's communications. One is to broadcast a stronger signal, either from the ground or from another satellite, preventing people from receiving the communication. Another is to blast a signal at the satellite itself so that it cannot receive what the ground is trying to send it.

ARTICLE 19 is deeply concerned by the growing number of cases where reception of television and radio services by citizens in one country is deliberately prevented by the use of various "jamming" mechanisms. One example is the ongoing satellite jamming of LuaLua TV - a Londonbased Bahraini current affairs television station - which had its satellite signal jammed only four hours after the channel was launched on 17 July 2011. ARTICLE 19 is issuing this statement to bring renewed attention to jamming, a practice thought to be confined to the cold war having disappeared with the fall of the Berlin Wall. In fact, deliberate government intrusion of broadcaster satellite signals (or “jamming�) is far more common than is widely acknowledged and reported, and a growing cause of concern for broadcasters around the world. The case of Lualua TV is just the tip of the iceberg. The satellite signals of a number of media outlets, including BBC World Service, Voice of America, Deutsche Welle and Al Jazeera have been persistent targets for governments keen to censor critical reporting and voices. ARTICLE 19 believes that the deliberate jamming of broadcasters such as LuaLua TV is in clear violation of international human rights law regarding freedom of expression and interferes with both the rights of individuals and broadcasters to receive and impart information, as provided by Article 19 of the International Covenant on Civil and Political Rights (ICCPR). To mark World Television Day, ARTICLE 19 calls on all governments and international organisations to condemn this violation of the rights to freedom of expression and information. ARTICLE 19 also calls on governments, broadcasters and satellite providers to take all necessary measures to protect against and prevent the deliberate jamming of foreign-based, satellite broadcasters. When your equipment displays the message “no channels found”, you can unplug your set-top box and TV from the mains supply. In general you can watch a HDMI source on a DVI-D display (both are digital signals) the limitation being if your HDMI source requires HDCP protection and your DVI-D monitor does not support it.

HOW TO SELECT A TV AERIAL

A TV aerial is a very important component that is needed to be able to see pictures on a television screen of any kind. It is for this reason that you are likely to see aerials attached to the roof of homes or inside a house at a place that ensures that the pictures are as clear as possible on the television. There are many types of aerials that are available in the market and this can be overwhelming, especially if you are not sure of the aerial that you want to buy. Making the decision on which TV aerial to buy need not be difficult if you are aware of a few tips that will be able to make it easier for you. First, it is important to know what kind of aerial you are looking for as this will make it easier for you to find it in the store. Furthermore, you can inquire from a store attendant and be directed to the right aerial if you have some relevant information on MARCH

what you are looking for. Second, make a decision if the TV aerial will be put outdoors or indoors depending on where you live. For homes that have a lot of obstructions surrounding the place where you live it is advisable to use an outdoor TV antenna; for those with little or no obstructions an indoor TV antenna will do. If you select a directional one, it means that the signals that it can pick will be coming from one direction and this should be used if you are aware of the tower position in your area.
