LETTER FROM EDITOR Dear Readers, At least one million households, possibly as many as 3 million, enjoy a TV fan's paradise. They get virtually every channel, including premium networks such as HBO and Showtime, most broadcast sports events and all pay-per-view services. All for free. There's just one hitch: It's illegal. That hasn't stopped satellite TV piracy from growing at an alarming rate. It's spreading so quickly that in a few years more people may be stealing DirecTV's and EchoStar's services than are stealing from cable — even though the satellite business, which reports 19 million paying customers, is less than a third of cable's size. Satellite companies and the channels, movie studios and sports franchises that supply programming lose well over $1 billion a year in uncollected revenue from piracy. The satellite services typically offer far more PPV channels than most cable services do, and all their signals are digital, making them clearer and easier to copy. Satellite broadcasters scramble their signals, which are descrambled by the set-top decoder. A programmable smart card is the key to that process: It tells the box which channels to open. Cable operators say technology is starting to give them the upper hand in trimming the ranks of the 3 million to 4 million people who deliberately steal their signals. Most cable firms now transmit their big attractions — premium and PPV channels — digitally, so customers who want them must get a digital decoder.

VENEZUELA LAUNCHES FIRST SATELLITE
Venezuela entered the space age as its first satellite, built with Chinese technology and launched from China, blasted into orbit. Named after Simon Bolivar, the hero of South American independence, the communications satellite Venesat-1 is a "construction of socialism" and a symbol of Latin American integration, according Venezuelan president Hugo Chavez. Chavez, accompanied by fellow leftist Bolivian President Evo Morales, monitored the launch from the eastern town of Luepa, and afterwards praised the operation as an example of socialist virtues. "A capitalist business launches a satellite to make money. This is an act of freedom and independence," Chavez said. "This satellite is not for us but for the people of Latin America and the Caribbean. It is a further step towards independence," he said, adding
that the project would break the mold of "technological illiteracy." During its 15-year lifespan the Simon Bolivar satellite will cover Venezuela's "brother countries" to streamline telecommunications and develop "social programs such as literacy or telemedicine," according to Science and Technology Minister Nuris Orihuela. KAZAKHSTAN'S FIRST SATELLITE RETURN TO ITS ORBIT Officials say Kazakhstan's only satellite has been returned to its normal orbit, more than four months after a computer glitch forced
the craft to spiral out of control. Russia's state-controlled Khrunichev State Research and Production Center said it hopes that the craft will resume normal operations after a series of checks. The centre built the telecommunications satellite. Contact with KazSat-1 was lost last June, two years after its launch. It forced the Kazakh space agency to consider delaying the launch of a second satellite planned for December 2012. The $65 million KazSat-1 craft is the first in a planned four-satellite communications fleet.

EUROPEAN SATELLITE WORLD SATELLITE TRANSPONDERS LAUNCHED ON RUSSIAN ROCKET MARKET TO REACH 7,262 UNITS A Russian rocket has carried a European communications satellite into space. The state-run Khrunichev plant that makes Russia's heavy-lift Proton rockets says The Astra 1M lifted off atop a Proton-M rocket from the Baikonur facility in Kazakhstan. It says the launch went well and the satellite separated from the top rocket stage successfully. The Astra 1M will be part of Luxembourg-based SES-Astra's fleet of satellites providing television and other communications services. Khrunichev says it was the eighth launch of a Proton-M rocket this year.

PAY TELEVISION
Advertiser support has been the foundation for American broadcast television since the industry's beginnings. It is worth noting, however, that many experiments with direct viewer payment for television programs also have taken place throughout television history. The idea for pay television (also known variously as "toll" or "subscription" television) actually dates to television experiments of the 1920s and 1930s (at which point the method of financing a national television system had not yet been determined) and can be traced through various developmental stages leading up to modern satellite-carried pay cable program services. Many pay television systems have been proposed over the years. Some have been designed to transmit programming to subscribers' homes over the air, typically on underutilized UHF frequencies. Other systems have been designed to transmit by wire, sometimes wires shared by community antenna or cable TV systems. Various methods have been tested for ordering pay TV programming and descrambling the electronic signals. Until the proliferation of modern satellitedelivered pay-cable FEBRUARY
program services, only a small portion of the many planned pay TV systems ever reached the experimentation stage. Fewer still were used commercially. Economics certainly have had an impact on the fortunes of pay TV, as has the Federal Communications Commission's (FCC) recurring hesitation to approve the systems. Even when the Commission actually granted permission for testing, final approval for commercial use tended to take many years. Furthermore, no fewer than six major FCC rulings on pay TV have been handed down over the years, only to be amended in subsequent decisions. Regulators have been aware of ongoing opposition to the various forms of pay TV on the part of commercial broadcasters and networks, movie theater owners, citizens groups, and other constituencies. In 1949, Zenith Radio Corporation petitioned the FCC for permission to test an over-the-air pay system called Phonevision. The test was run in 1951 with a group of 300 households in Chicago over a period of 90 days. Phonevision was a system of pay television that used telephone lines for both program ordering and decoding of its scrambled broadcast signal. In 1953, Skiatron Electronics and Television Corporation tested a different over-the-air system, "Subscriber-Vision," that used IBM punch cards for billing and descrambling. The programming was transmitted on New York independent station WOR during off-hours.

THE CHANGING FACE OF C-BAND AND KU-BAND MARKETS Satellite communications, with its seemingly limitless range of applications in the market, has emerged as an important foundation of the present communications industry. Into the 21st century, satellite communications is expected to experience fluctuating trends in its provision of an ever-shifting range of options to consumers. Satellite communications, after facing enormous market demand and insufficient capacity during the middle and early 1990s, has been revived with the occurrence of consolidations, mergers and acquisitions in the market. Present satellite carriers, such as PanAmSat, GE American and Loral Skynet, have emerged as more globallyastute, more financially-viable and more

focused companies compared to earlier satellite carriers. The satellite communications industry is poised to use Ka-band frequency range for 1998 and beyond to augment the deployment of standard Ku-band, C-band and direct-broadcast payloads. The Ka-band would be deployed either in stand-alone Ka-band satellites or in consolidated payloads. Ka-band's key advantages over C-band and Ku-band include lessened interference with terrestrial systems and boosted available bandwidth, among others. The use of ka-band is being considered by principal system operators that include GE, Eutelsat, Intelsat, PanAmSat and SES, and by new worldwide systems.

THE SATELLITE TV EXPERIENCE Television programming is changing and because of this it is time for many people to investigate the difference in what they can expect from different providers. One of the things they can expect to find is what they would get with satellite TV, like an expanded selection of channels. Having a satellite TV provider means there is clear programming with channels that everyone has favorite programs on, including the ability to have the local channels. What sets a satellite TV provider apart from no provider or a cable television provider is the HD programming. High definition programming is unlike digital or analog programming; it is the type of programming that brings the show that is being watched right into the room. Inside view Signals are sent up to the satellite from the earth's surface. The transmission station is called an uplink station. The transmission takes place via frequency modulation (FM). The advantage of FM is that there are no problems regarding the frequency and dynamic range that needs to be transmitted, plus, FM is less sensitive to interference than AM. For practical reasons, conventional TV stations broadcast in AM (called earth or terrestrial TV). The outgoing transmission takes place at a very high frequency of 14,000 MHz (= 14 Gigahertz). To avoid any interference, the incoming signal (downlink) is transmitted
including the antenna size which is needed for good reception in the central and outlying areas. Under normal conditions, good reception within the footprint area is possible for as much as 99.9% of the time. However, exceptional weather conditions can have an adverse effect on reception quality for short periods. The signals received by the dish antenna are transferred to a frequency converter called the LNC (Low Noise Converter), which is placed in the focal point of the dish antenna. The LNC is also called the LNB (Low Noise Block converter). The LNC converts the incoming signal to a lower frequency in the

at a frequency between 10 and 12 GHz. This is the so-called KU band, which covers the area from 10.7-12.75 GHz. The downlink signal is sent to earth in a focused beam, via a parabolic antenna, that looks quite similar to a receiving dish antenna. From there, it can be picked up by private antenna, shared antenna installations and cable companies. Consumer satellites use a concentrated beam to give a stronger signal over a smaller land area. The area over which the signals can be received is called the footprint of a satellite. Footprint diagrams show the area of coverage, FEBRUARY
area between 950 and 2150 MHz, and then amplifies the signal before it is sent to the satellite tuner. Due to the very weak signal levels, it is of vital importance that the amplification takes place free of noise. During the amplification of the frequencies, all frequencies will be amplified, including noise. An important performance parameter of the LNC is therefore its noise factor. The lower the noise factor, the better the picture quality. For good reception and image results, the quality of the LNC and the satellite tuner are of vital importance.

THE NEW REVOLUTION OF SATELLITE PAY TV After a decade of satellite TV platforms launches, the satellite TV industry has reached critical size and has become truly global. The 92 TV platforms currently in service cover more than 100 countries in the different regions of the world, with 80 national TV platforms and seven regional platforms primarily in the Middle East, Africa, Centraland Eastern Europe and Latin America. The success of satellite TV was built upon specific technical advantages that combined the benefits of digital TV (video compression, large TV offers) with the ability to cover a whole country or region for a limited capital expenditure. These advantages over terrestrial networks allowed satellite TV platforms to build strong market positions within short timeframes. With about 95 million subscribers and revenues of approximately $59.2 billion in 2007, the industry has become a reference for the distribution of digital entertainment. While the majority of historical platforms in the most mature satellite TV national markets have reached operational profitability, emerging digital markets are facing a burgeoning number of new satellite TV platforms vying for position in national markets some of which are already served by three or four satellite TV players. Satellite TV platforms were the first to introduce digital TV in almost all emerging FEBRUARY
digital TV markets. They remain the sole digital TV providers in many countries. Satellite appears to be the most cost effective way to introduce digital TV in developing countries. Moreover, the cost of digital set-top-boxes (STBs) has dropped by more than 80 percent in the last six years, facilitating take-off by lowering a barrier for new entrants. Consequently, satellite TV platforms have multiplied in emerging digital TV markets in the last three years. From 30 in number in 2000, the number of platforms reached 63 during 2007. Last year, new platforms were introduced in Colombia, Brazil, Serbia, Croatia, Russia, Romania, Sub Saharan Africa and India. Subscriptions to satellite TV platforms have also ramped up in the mean time, from 6.1 million in 2000 to 27.7 million in 2007, i.e. a CAGR (Compound Annual Growth Rate) of 24 percent. Furthermore, this growth has been observed despite the restructuring and consolidation that has also affected emerging markets and the economic crisis that strongly impacted the Latin American market. In the last two years, growth of satellite TV in emerging markets was supported by the introduction of new services in India, Central Europe and Latin America. The opening of the Chinese market will, in the medium term, likely also give a new boost to the industry.

How Satellite TV Works Receivers have a number of other features as well. They pick up a programming schedule signal from the provider and present this information in an onscreen programming guide. Many receivers have parental lock-out options, and some have built-in digital video recorders (DVRs), which let you pause live television or record it on a hard drive. These receiver features are just added bonuses to the technology of satellite TV. With its movie-quality picture and sound, satellite TV is becoming a popular investment for consumers. Digital cable, which also has improved picture quality and extended channel selection, has proven to be the fiercest competitor to satellite providers. The TV war is raging strong between satellite and digital cable technologies as well as between the providers who offer these services. Once considered luxuries in most households, satellite and digital cable are becoming quite common as providers bundle TV with Internet and phone services to offer competitive deals and win over customers. It de-scrambles the encrypted signal. In order to unlock the signal, the receiver needs the proper decoder chip for that programming package. The provider can FEBRUARY
communicate with the chip, via the satellite signal, to make necessary adjustments to its decoding programs. The provider may occasionally send signals that disrupt illegal de-scramblers as an electronic counter measure (ECM) against illegal users. It takes the digital MPEG-2 or MPEG-4 signal and converts it into an analog format that a standard television can recognize. In the United States, receivers convert the digital signal to the analog National Television Systems Committee (NTSC) format. Some dish and receiver setups can also output an HDTV signal. It extracts the individual channels from the larger satellite signal. When you change the channel on the receiver, it sends just the signal for that channel to your TV. Since the receiver spits out only one channel at a time, you can't tape one program and watch another. You also can't watch two different programs on two TVs hooked up to the same receiver. In order to do these things, which are standard on conventional cable, you need to buy an additional receiver. It keeps track of pay-per-view programs and periodically phones a computer at the provider's headquarters to communicate billing information.

Noise is to some extent present in all video signals, but the amount has to be kept at levels that are practically invisible to the human eye, and these levels can be expressed in engineering terms. Signal-to-Noise (S/N) and Carrier-to-Noise (C/N) are the terms used to indicate electronic noise levels FEBRUARY
that is the ratio between meaningful information and background noise. But why do we use two terms to indicate noise, and what is the difference between S/N and C/N? To understand this, we need first to understand the difference between a signal and a carrier. A signal is the electromagnetic content of a video signal, and high quality signals are needed to produce high quality pictures and sound on a TV-set. In all distribution systems signals are however modulated into carrier waves and the wave is the carrier or “vehicle� used to distribute the signal. As all processing of video signals introduces noise, one of the basic rules is to minimize the number of different processes (active components) needed in a distribution system. This minimization of processes is logically achieved by investing in quality components at the front end of the system. A quality

hea dend (high C/N ratio) with a high output level and low noise figures will reduce the number of amplifiers needed - and thus improve the overall C/N ratio of the whole system. Using the modulator from set-top boxes and specially cheap boxes, could be an attractive alterative for saving money. With these modulators the most important signal parameters as S/N and C/N ratio are often far below the acceptable level for distribution in a network. Even the best amplifier in the distribution net will not be able to improve or compensate for the low signal quality.

THE SATELLITE TUNER Signals come in to the satellite tuner via the LNC. A satellite tuner next to the TV tuner is required for satellite reception. Normal TV tuners can only handle signals between 47 to 870 MHz, whereas satellite transmission takes place between 950 and 2150 MHz. TV sets cannot generate specific LNC control signals, nor handle polarization switching. Furthermore, TV tuners cannot process the audio signals from the satellite. Some TV sets and VCRs have satellite tuners built in. In addition to a satellite tuner, one may also need an additional antenna positioner (in case of a polar mount dish), a descrambler box and a smart card reader in order to receive encoded transmissions, all of which can be built into the satellite tuner. All satellite tuners are equipped with a special connection for the existing antenna or cable, which makes replugging unnecessary if you want to switch from conventional to satellite TV and vice versa. Not all signals picked up by a dish antenna are suitable for viewing. For several reasons TV signals can be scrambled or given conditional access and can only be watched with the help of a decoder or descrambler. These reasons might be that: Programs are financed by FEBRUARY
viewer subscription rather than advertising revenues. Programs are meant for a selected audience. Programs to be broadcast have been acquired with copyright clearance for specific geographical areas only. There is a distinction between scrambling and conditional access, although for the viewer without a decoder the result is the same: unclear video and/or audio signals. Scrambling is the jumbling up of a picture and/or a sound channel to make it impossible to watch or listen to a program without a decoder. Conditional access is a form of encoding to protect information with a scrambled signal that tells the decoder how to decode it. Scrambling is therefore applied to the picture, whereas conditional access is applied to the control signal. Scrambled signals require additional decoder boxes or a smart card reader for access. There are a number of dish antenna types. The first and simplest is the Prime Feed Focus dish, which is a parabolic dish with the LNC mounted centrally at the focus. Because the LNC is mounted centrally, it means that a lot of the incoming signals are blocked by the LNC. Its efficiency of 50% is low compared with the other types.

A number of TV standards now coexist worldwide. This article takes a look at how and why they originated, as well as a comparison. It also offers detail listings of standards prevalent in various countries. Television broadcast commenced approximately 50 years ago. The knowledge gained over the years has helped evolve better standards. As a result of this, the US which saw the birth of widespread commercial television broadcasts, evolved the first system which predictably, is also the most primitive. Subsequent television systems have learnt from earlier mistakes. Before we consider different television systems, we need to take a look at the basics of television transmissions. A television transmission consists of a series of rapidly changing pictures which convey to the viewer, an illusion of continuous motion. The pictures need to flash at a rate of more than 16 pictures per second, to fool the eye into seeing continuous motion. Each of these rapidly changing pictures is termed as a "frame". Typically a television transmission consists of either 25 or 30 frames per second. Each picture consists of FEBRUARY
several closely spaced lines. The lines are scanned (written) from left to right and from the top of the screen to the bottom of the screen. Typically a TV picture consists of 525 or 625 lines. In view of the large number of lines, if all lines were written one after the other on the screen, the picture would begin to fade at the top of the screen by the time the last few lines at the bottom of the screen are written. To avoid this, the first frame carries only the odd numbered lines e.g. line numbers 1, 3, 5 etc. The next frame carries only even numbered lines e.g. line numbers 2, 4, 6 etc. In this manner, successive frames carry the odd and even numbered lines. This provides a uniform intensity to the picture, and is called "interlacing". TV receivers require a source to time the rapid succession of frames on the screen. Designers decided to use the Mains power supply frequency as this source for two good reasons. The first was that with the older type of power supply, (non SMPS) you would get rolling hum bars on the TV picture if the mains supply and power source were not at exactly the same frequency. The second was that the TV studio lights or for that matter all florescent, non incandescent lights flicker at the mains frequency.

TAIWAN CRACKDOWN ON RADIO STATIONS
The National Communication Commission (NCC) intensified its crackdown on unlicensed radio stations around Taiwan. Cheng Chuan-ping, director of the commission's Northern Regional Regulatory Department, said that the crackdown had halved the number of illegal radio stations in Taiwan to about 50. Unlicensed radio stations have plagued Taiwan for years, with many stations accused of disrupting assigned frequencies or airing exaggerated commercials for so-called medical cures. Commission statistics show that the government has shut down 330 underground stations over the past two years.
ARMY TO DEPLOY SATELLITE COMMUNICATIONS
The Army will deploy a satellite communications-on-the-move (COTM) device for its Iraq forces to provide greater situational awareness, speed and flexibility to small, quickly moving units of warfighters. The device includes a satellite communications hub and two satellite COTM systems that will be installed on Mine Resistant Ambush Protected vehicles. The COTM device includes a low-profile antenna that can enable satellite communications connectivity at vehicle speeds of 80 miles per hour or faster. TAMIL TV CHANNEL IN SINGAPORE
Singapore has launched "Vasantham", the TV channel in Singapore's fourth official language Tamil, to cater to the growing demand of the audiences. Vasantham telecasts news and current affairs, interactive talk shows, a daily local drama and five movie slots weekly featuring Tamil, Hindi and Indian regional movies, according to reports.
WEATHER CHANNEL SOON The India Meteorological Department (IMD), which is set to launch a weather channel with a public-private partnership, by first quarter of next year. IMD director general Ajit Tyagi said, "We have short listed 4 partners for the project, one of which will be finalized soon." In the partnership, the IMD will provide raw weather data to private TV channels, who will then value add and package it for presentation on TV. It has been learnt that after the initial stage of the launch the weather channel will be on air for six hours every day. Nevertheless, the channel will function round-the-clock for the 2012 Commonwealth Games to be held in New Delhi.

Inside view Foremost for DTH success as well as expected continued favorable prospects has been the regulatory front. In India for instance, DTH services were first proposed in 1996, but only came into fruition in 2000. After seven years of DTH services, India has fared well such that estimates by the end of 2007 placed the Indian DTH market at 3.5 million paying subscribers. If Doordashan's free-to-air services are included, the figure could be as high as 8.1 million. In Indonesia, new market entrant Astro of Malaysia, which entered the market only in 2006, reported 80,000 subscribers through July 2007 and noted to NSR that it had 125,000 subs in December 2007, which grew to 140,000 in March 2008. The Philippines and Vietnam have relatively low DTH subscribers, but the market is open to new market players as well. Of all the dynamic and highly promising countries in Asia, China still maintains a regulatory environment that is challenging to navigate. In its latest market study on the DTH market, NSR postponed the analysis of the Chinese DTH market as satellite operators and service providers surveyed, viewed China as a relatively closed market where local entities are favored to the detriment of internationallybased market players. But in the other countries analyzed by NSR, specifically India and Indonesia, growth in the DTH market can be attributed partly to relatively favorable regulations, which are expected to

continue over time. And this trend is partly the reason why new market entrants are eyeing the Indian and Indonesian markets. The Philippine and Vietnamese markets hold promise as well, and here, the entrance of new market players will once again be key to dynamic growth. Nevertheless, the regulatory environment is still not perfectly open, and foreign governments have formally made known their concerns. elevision in Russia was introduced in 1931, when the country was still known as the Russian SFSR. Between 1941 and 1945 all television broadcasts in the nation were interrupted because of the fascist invasion of the Soviet Union. During this initial years, most of the television programs were about life in the Soviet Union, cultural activities and sports. In 1960 a second national television channel is established. This initial expansion of activity encompassed mostly the city of Moscow, but to a lesser extent also Leningrad, the Urals, Siberia and the Ukrainian SSR. Each republic, area or region had its own television station. In the 1970s and 1980s, television become the preeminent mass medium. In 1988 approximately 75 million households owned television sets, and an estimated 93 percent of the population watched television. Moscow, the base from which most of the television stations broadcast, transmitted some 90 percent of the country's programs, with the help of more than 350 stations and nearly 1,400 relay facilities. During the collapse of the Soviet Union, on 2 November 1989, the first Russian commercial television, "2Ă—2", was born. Today there are about 15,000 transmitters in the country. "Multichannel" research program, had already been finished. New domestic digital transmitters have been developed and installed in Nizhniy Novgorod and Saint Petersburg in 2001-2002. The first Soviet communication satellite, called Molniya, was launched in 1965. By November, 1967 the national system of satellite television, called Orbita was deployed. The system consisted of 3 highly elliptical Molniya satellites, Moscow-based ground uplink facilities and about 20 downlink stations, located in cities and towns of remote regions of Siberia and Far East. Each station had a 12-meter receiving parabolic antenna and transmitters for re-broadcasting TV signal to local householders. However, a large part of Soviet central regions were still not covered by transponders of Molniya satellites. By 1976 Soviet engineers developed a relatively simple and inexpensive system of satellite television (especially for Central and Northern Siberia). It included geostationary satellites called Ekran equipped with powerful 300 W UHF transponders, a broadcasting uplink station and various simple receiving stations located in various towns and villages of Siberian region. The typical receiving station, also called Ekran, represented itself as a home-use analog satellite receiver equipped with simple Yagi-Uda antenna. Later, Ekran satellites

were replaced by more advanced Ekran-M series satellites.
