HAISLA NATION Comprehensive Community Plan
What is the Haisla Nation Comprehensive Community Plan (CCP)? We’re updating our 2009 Community Plan! The new plan will create a vision for where our community wants to go and identify the steps to get there. Over the coming seven months members will be provided the opportunity to give their input and help shape the plan (see timeline below). The plan will address the issues we’ve heard are important to members, including health and wellbeing, education, economic development, and cultural issues. When completed in January 2019, it will provide current and future leadership, administration and members with a roadmap to the future, both in Kitamaat Village and Haisla Nation lands and for the large number of members living in Vancouver, Terrace, Prince Rupert and other places.

What’s changed in the last 10 years? A lot has changed in ten years. Back in 2008, Roberto Luongo was the Canuck’s captain, Barack Obama had just been elected as President of the US, cell phones had buttons, and LNG was barely a discussion topic in Kitamaat or across the province. OUR MEMBERSHIP POPULATION IS GROWING. In 2008, 676 people were living in Kitimaat Village, today, 10 years later, it is almost the same at 670. But over the same 10 years, our total member population has grown by about 300 members, from 1,628 to 1,923 with a lot of members living in Vancouver, Terrace and Kitimat. HAISLA NATION IS IN MUCH BETTER FINANCIAL SHAPE. In 2007, HNC had total revenues of $12.65 million and was struggling to get our financial house in order. Ten years later, we had revenues of over $32 million dollars in 2017. This year, we’ll vote on the Gukalout Trust, which takes revenues generated by Haisla Nation owned and operated businesses and other ownsource revenues and places it into a protected trust, where HNC programs and series will be paid for out of the account’s interest.
Some questions for our CCP process: ►► What kind of program and facility improvements can we make for members living in Kitamaat village and Kitimat? ►► What about for members living further away? ►► What kinds of programs and services are we missing (if any) that would help us achieve CCP goals and vision?
LIQUIFIED NATURAL GAS (LNG) AND LIQUIFIED PROPANE GAS (LPG) HAVE EMERGED AS A MAJOR OPPORTUNITY FOR HAISLA NATION. Over the last decade LNG and LPG have emerged as a major economic development opportunity for Haisla Nation and we remain in support of the industries in Haisla Territory. Our community feels that LNG and LPG continue to be viable both economically and environmentally, and we believe that they will bring employment for our members, educational opportunities and more independence for our Nation. We are waiting for a final investment decision from LNG Canada, a major LNG export terminal located on Haisla Territory in Kitimat, which we expect to occur soon.
