A Letter from the Mayor Welcome to the great city of Rincon, Georgia. What you will find unique about Rincon is its hometown feel and friendly city atmosphere. Rincon is located just a few minutes north of Interstate 95 on Highway 21, with easy access to Savannah. The conveniences of city living with hometown comforts are why our residents choose to call Rincon home. The small railroad town that begun in the 1890s has now become a city that is branching out to meet the needs of the community through its dynamic business development, infrastructure and public services. The balanced incorporation of both hometown traditions and progressive, yet balanced, growth make Rincon a great place to work and live. The City of Rincon is very fortunate to have a very dedicated group of elected officials who have a genuine concern for the well-being of our city and its citizens. Meet The MAYOR

M

ayor Ken Lee is a longtime resident of Rincon who took office in January 2006 and is in his 10th year as the city’s top elected official. He shows no signs of slowng down, either. “My responsibility as being a public official is making sure we manage the city properly,” says Lee. “You have to have a vision of what you want to see.” Lee worked in the retail grocery business for 46 years and retired in 2014 after working for Kroger for 36 years, including 20 years in Rincon. “I enjoy being able to devote more time to the city, and to have an even greater impact on the quality of life for our citizens,” says Lee. Balancing civic duties with professional and family obligations has been challenging for the Mayor at times, but he says it has also been exciting.

“When you’re accomplishing things and seeing good things happen, you get energized, and it doesn’t feel like work. It’s very satisfying,” says Lee. His wife, Georgia, has remained extremely supportive throughout the years, even when his long work days became even longer at times. Ken’s family moved to Rincon in 1993 and fell in love with the community. “I felt like we had come home and this is where we belonged. I immediately had an attachment,” he says. The excellent schools are what initially brought him here, but it’s the wonderful people that kept him. Prior to serving as Rincon’s top city official, Lee served on the Effingham Development Authority, which is largely responsible for luring business and industry to the area. He has served as past president of the Effingham Chamber of Commerce and the

Rotary Club, and has served on the board for Savannah Technical College, The United Way, The Treutlen House and Habitat for Humanity. Lee said these experiences have helped him to establish vital personal, business and intergovernmental relationships. My name is Wanda Hendrix Simmons and I am proud to be the Interim City Manager for the City of Rincon. The City of Rincon is a place of hometown atmosphere and community involvement. Our citizens, our businesses, our families, our elected officials and our staff have all worked together, hand in hand, to make our city what it is today. It has been my privilege to be a part of the City of Rincon for a number of years. During that time I have found that the City of Rincon is more than just a city, it is a hometown. This is a place where people get to know one another, become friends and join the community in its commitment to the hometown appeal we so dearly love and embrace. The City of Rincon is very concerned with the safety of its citizens, families and businesses. Each department head in the city is dedicated to our citizens, businesses and the wellbeing of our community. Every Fourth of July weekend the city hosts a spectacular event at Freedom Park, and other events at Freedom Park throughout the year. The City of Rincon owns its own golf course, Lost Plantation Golf Course also known as the “Hidden Jewel.” At the golf course you will find a Pro Shop and restaurant called “The Grille” that I know you will enjoy visiting. We have three parks around the city with playgrounds for the children, Peter J. Giles Park, Jaycee Park and Macomber Park. We also have a ballpark at the Macomber Park Facility that is second to none. Another beautiful area is our Patriots Park out by the YMCA. THE CITY OF RINCON I N C O R P O R AT E D 1927

I

n a way, Rincon owes its existence to the railroad. As the 19th Century became the 20th Century, the railroad came to the sleepy countryside of rural Georgia and that led to the establishment of a number of small towns along the railroad routes. Rincon was established on April 5, 1890, when a group of local landowners sold portions of their property to the Southbound Railroad Company. Their land deeds granted the railroad the right of way through their land as long as it did not interfere with their residences and farms, and work had to be completed by or before January 1, 1893. George Wadley, a chief construction engineer for the Southbound Railroad Company, named the newly founded town Rincon, a Spanish word that translates to “little spot.” Wadley named Rincon after a little village he visited in Mexico. So, Rincon began as a “little spot” in the county named for Lord Effingham, a former member of the House of Lords in England and so honored because he was sympathetic to the American cause. Thanks to the arrival of the railroad and the needs of the railroad workers, locally owned businesses began popping up in Rincon. Families built homes in the community and several churches were established. Rincon became a shipping center for produce and timber products, and the town continued to grow. Successful local businesses became the order of the day in the early history of Rincon.

A BUSY TOWN Echoing the line and grid street system of Savannah, Rincon steadily marched its way along the tracks and settled itself in an organized, orderly fashion. Serenaded by wistful train whistles and lulled to sleep by the steady clackety-clack of train cars on the rails, residents of the “little spot” of Rincon found a place to call home. Sawmills, cotton gins, grist mills, pine gum and turpentine stills dotted the landscape and provided additional means for business opportunities. Farmers shipping their cotton and produce, sawmill operators shipping their lumber and local businesses receiving their shipments kept Rincon a busy and bustling railroad town. The early landowners had seen the potential in the railroad when they granted rights of way for its progression. Economic growth and development resulted, and the city of Rincon was incorporated August 3, 1927. As a fledgling city in the late 1920s, Rincon elected Frank Bowers as its first mayor. The new government disbanded in 1929, but reactivated in 1954, and reconstituted its city governmental structure. The population at this time was around 500. Although it later grew to be the largest municipality in Effingham, Rincon’s hometown atmosphere revolved around locally-owned


businesses, strong community and civic organizations, and family-focused activities.

DYNAMIC GROWTH Life in Rincon continued at a slow and steady pace until the early 1980s. At this point in time, the city experienced a dynamic growth spurt with the arrival of large industrial and retail companies both within and just beyond Rincon’s city limits. Rincon had once again arrived. The city of Rincon today is home to an estimated 10,000 residents and a wide array of small businesses, large retail outlets, restaurants, grocery

stores and gas stations. Although more commonly used by larger cities, the council-manager form of government allows Rincon to effectively administer the vast number of services it provides. Public services, infrastructure and great potential for quality residential and business development flourish in what began as a “little spot� along a turn-of-the-century railroad line. By focusing on the incorporation of both hometown traditions and progressive yet balanced growth, the City of Rincon makes its community more than just a great place to work and live. It makes Rincon a great place to call home.

RINCON CITY COUNCIL Reese Browher City Councilmember

I have had the honor and privilege of serving on Rincon City Council since 2000. I appreciate the citizens of Rincon allowing me to serve. My wife, Aleece, and I have been married for 10 years and have two beautiful daughters. Ella is 8 years old and Ava is 7. I teach Advanced Placement American Government at Effingham County High School. In 1998, I earned a Bachelors of Arts in Political Science from Armstrong State University, and in 2011, I earned a Masters of Arts in Teaching from Georgia Southern University. My family moved to Rincon in 1983 when I was 7 years old. My dad, Roger Browher, Jr. served as pastor of Rincon Baptist Temple for nearly 20 years. My family and I still worship there today. My dad and my mom, Betty, are the two people that have had the greatest influence on my life. God has blessed me tremendously in my life and for that I am truly grateful. I decided to run for council because I enjoy being involved in local government. I was instrumental in working with Councilman Frank Owens to secure the funding for Rincon Jaycees Veteran Park, and I was instrumental in working with Councilman Levi Scott in planning and building Peter J. Giles Park. It is imperative that council sets a budget and policies that not only plan for the future, but also ensures our current needs are met. There are 535 incorporated cities and towns in Georgia, and Rincon is one of only 4 that does not have a property tax. It is my utmost priority while in office is to keep Rincon’s millage rate at zero. However, the most rewarding aspect of serving on city council is being in a position to help citizens with their issues and problems. I have always and will continue to take each concern/complaint seriously. I will not promise you a certain outcome, but I promise you I will contact you back and do all I can to help you. After all, I work for the people and it was them that entrusted me with privilege to serve on council.

Ann Daniels City Councilmember

I began my working career at the early age of 15, scooping ice cream at McCory’s, as part of an after school work program. I have always enjoyed learning new things and if I saw a position that looked interesting, I would get a job there. Once I felt I had mastered the position and felt no opportunity to learn more, I moved to the next job. I worked for the City of Savannah as a water bill processor, the shipping industry, accounting, clerical work, and as a waitress to name a few. At the age of 30 and two babies later, I decided to go to college and become a nurse. This led me to Candler hospital as they would pay part of your tuition if you would worked for them. I worked all day and

went to college at night and at that time was one of the oldest students on campus. I quickly moved up the ladder at Candler and was given the opportunity to create a new program for seniors. Many of you will know this program as Smart Senior. It was the first program of its kind in the Savannah market. It was a huge success and offered many exciting programs for those 55 years and older. I was then offered the opportunity to join Memorial Health and create a similar program for them, which is now called GenerationOne. Now I am retired and spend as much time as I can in my yard playing with my flowers, spending time with family and friends and enjoying my grandchildren. I met my husband when I was 16 and married him when l turned 18. We shared a wonderful, loving life for 43 years before he passed in 2014. Together we raised two beautiful daughters who live in Atlanta and whom have blessed us with two grandsons and a granddaughter. It is so much fun watching them grow and seeing things from their point of view. Of course this means l get to go to Atlanta often and Grandma does not mind seeing her babies every chance I can. My husband grew up on Wilmington Island and I on the Westside. For the first 28 years of our marriage we lived on Wilmington Island and enjoyed island living. As the island grew, the small town feel we loved slowly went away and though still nice, we decided to find that small town feeling elsewhere. In 1999, we found a small friendly community called Rincon and traded island living for living in the country and have loved every day since moving here. We made many new friends, found a new church home at First Baptist Rincon and settled in to embrace this new chapter in our life. As a new resident, I wanted to know more about the town and how things worked, so I started attending the council meetings twice a month. I learned a lot about zoning, infrastructure, operations and processes of city government and more by attending the meetings. Later I was asked to sit on the Zoning Board and found I really liked the political environment. After serving my term on the Zoning Board I decided to run for City Council and won. After two years, I had to resign due to an illness, but now I am healthy, full of energy and back on the council. I am excited about the growth Rincon is experiencing once again and all the possibilities ahead for us. I do not want to completely lose our small town feel and hope we can progress and move forward but maintain that feeling. I am enjoying meeting and working with our residents along with other elected officials. I look forward to the next two years as your Councilwoman and will strive to do my best for Rincon.

James Dasher City Councilmember

James W. Dasher has lived in Effingham County over 40 years. After graduating from Effingham County High School in 1981, James served in the United States Marine Corps Reserves for 8 years. Always civic minded, James has been actively involved in the community throughout his adult life. He has served in many capacities including: recreation softball coach, several local, regional and state positions with the International Lions Clubs, PTA president, nominee Volunteer of the Year. and elected member on the Board of Education where he served two four year terms. James continues to thrive and promote growth and development within the community. He was elected to his

first term as a Rincon city councilman in November 2011. In 2015 James ran unopposed and is currently serving his fifth year on the council. James has a work ethic like none other. He enjoys working as an associate Broker with Coldwell Banker Intercoastal Realty in addition to being the owner/broker of Southern Living Real Estate Group alongside his wife and business partner Tina Dasher. James and Tina enjoy the flexibility of being self-employed. They travel extensively throughout the Southeast assisting investors in the acquisition and management of multifamily and commercial properties. They specialize in consulting clients from around the country in real estate investing. James and Tina are active members and team leaders at Savannah Christian Church. They have 3 successful daughters; Heather, Jessica and Megan. “I have always enjoyed serving my community and helping others. I strive to lead by example, add value and make a positive difference. I’m blessed to have the support of my wife, family and friends.”

Christi Shores Ricker City Councilmember/ Mayor Pro Tem

I am happy to be serving my third year on Rincon’s City Council. I have been married to my best friend, Brian, for 19 years. We have two beautiful teenage girls in high school. Alexis is age 17 and Alaina is 14. We own a service business, Clean Duct LLC, which we opened in 2008. Prior to this business, for nine years, I owned and operated a children’s clothing and furniture boutique in Richmond Hill called, “Little Angels.” My parents lived in Rincon at the time of my birth; however, I grew up in nearby Richmond Hill. I returned to Rincon, at the age of 18, when I purchased my first home. I built my second home at age 19, and then five years later we bought our current home as a remodel project. I have spent the last 20 years residing in Effingham County, most of which have been in the City of Rincon. We chose to live here because we both have family in this area, and we decided it would be a great place to raise kids. We must have been right, because in 2015 Rincon was selected as No. 1 for young families in the state of Georgia. I have been active in all of my children’s schools and sports. I have served many years as room mother, team mother (school and all-star), recreation cheer coach, and President of the school booster team. Over the last 15 years, we have supported our children as they have actively participated in gymnastics, softball, soccer, track, dance, basketball, cheerleading (recreation, all-star, competition both middle and high school, and game cheer both JV and Varsity). We support both recreation and school sports, and we appreciate all of the fundamentals that they teach our children. I am thankful that Rincon has great schools and a wonderful recreation program that is thriving in our community. We have been active members of Rincon First Baptist church since 2004. I have served as an outreach leader, care group coordinator, founding member of the former “Sonshine Sisters Mission group” and served as their treasurer. I have previously served on our youth committee and volunteered in numerous capacities over the years through my Sunday school class and church.

It was my Sunday school teacher, Mrs. Joy Spence, who knocked on doors with me during my campaign for city council. I will always be grateful for her support and prayer during my election and my term. I grew up with my parents owning grocery stores. This unique upbringing allowed me to develop a strong work ethic. I also had the opportunity to meet and work with many individuals of diverse socioeconomic back grounds. I was raised Southern Baptist and helping others has always been a passion of mine. At this point in time, I cannot think of anything greater that I can do to help others than to serve on this council to the best of my ability. My strengths include both my ability to use technology and my ability to conduct meaningful research. I believe these strengths have helped us make better, more informed decisions. My goal is to continue to help Rincon grow in the right direction. My focus is on protecting our citizens, our finances and our future. I am thankful for this opportunity to serve our citizens and I hope that they are pleased with the work that is being done for them.

Levi Scott Jr. City Councilmember

Levi Scott Jr. was born to the late Levi Scott Sr. and Jessie Mae Gray Scott. And raised in Effingham County. He was also educated in public schools in Effingham County. He is 65 years old and married to Bertha Scott who is the Staff Development Coordinator at Effingham Health Systems. To this union , they were blessed with ; one daughter Nakia Scott-Norman, one son Levi A. Scott, 4 grandsons Dashod, Hunter, Tyler, Zack. Levi Scott is self employed as an environmental services consultant. He is a member of the Goodwill Missionary Baptist Church in Rincon, GA where he serves on the deacon board. Mr. Scott has an Ethics in Government certificate from Kerry College of the University of Georgia and certification from the Harold F. Holtz Carl Vinson Municipal Training Institute for Elected Officials at the University of Georgia. Mr. Scott has served faithfully to numerous organizations to include: Executive of the Pilgrim Missionary Baptist Association, Member of the NAACP, Member of he Prince Hall Grand Lodge of Georgia, Member of Rincon City Council, Member of HYPE (Helping Young People Excel), Member of the ALM (Association of Linen Management) and Member of GMA (Georgia Municipal Association) . He also served on the board of directors for Effingham Chamber of Commerce. He served as Lieutenant Governor for the Optimist International Georgia District, President of the Evening Optimist Club of Springfield , CEO of Effingham Victim Witness Program Private Industrial Council of Georgia, Member of the Effingham Development Authority, Member of the YMCA Board of Directors, Vice Chairman of the Rincon Planning & Zoning Commission, Member of the Coastal RDC (Regional Development Council) and Mayor Pro Tem for the City of Rincon. Mr. Scott is also the founder of the Peter J. Giles Community Park located in Rincon. With such great dedication and service come achievements. Mr. Levi Scott Jr. received the Distinguished President Award of the Optimist International, the Optimist Key Man Award

and the Optimist Star Award. Mr. Scott was named Laundry Manager of The Year for Georgia ALM Chapter , and was runner up on the national Level. He has also received the Outstanding Young Man of America Award and was honored with a resolution from the Georgia House of Representatives for dedication for his civic and leadership commitment to his community and Effingham County. In his leisure time, he enjoys spending time with family, gardening, reading, traveling, sports and being active.

Paul Wendelken City Councilmember

I have faithfully served on Rincon’s City Council for 21 years. I am married to the love of my life Sherry and we have five amazing sons. Our children are Jacob (22), Derek (16), Quinn (15), Peyton (7) and Colton (4). My occupation is owner/agent of the Allstate Wendelken Agency in Rincon. I am a graduate of ECHS. I attended GSU and earned my Bachelors of Business Administration in Finance with an emphasis on Risk Management Insurance. I am a native of Effingham County and have resided in the city of Rincon since I was nine months old. I am proud to be a descendent of the Salzburgers. My heritage links back to the original settlers who helped establish Effingham County. Family is very important to me. My uncle Vernon Hinely (former city mayor), who our community center is named after was one of the most influential men in my life. Each day I strive to be the best person that I can be, for my family and my community. One area that is very close to me is the Fire Department. I served as a volunteer fireman for 10 plus years. During my fire service, I held the rank of Lieutenant, Captain, and Assistant Chief. My experience in the Fire department allowed me the opportunity to understand the importance and needs of a wellequipped department as well as highly trained staff. One accomplishment during my service on Rincon City Council was helping to lower our overall ISO through our Fire department. I am a member of Rincon United Methodist Church. Outside of church, I am heavily involved in sports recreation. I have coached recreation baseball, football and upward basketball. As an involved parent our parks have become very important to me. Recently, we were able to build a handicap accessible bathroom and concession stand at Macomber Park. I have enjoyed watching the city’s transformation during my lifetime.I decided to run for council after serving on the planning and zoning board. My proudest contribution while serving on council has been helping eliminate city property taxes. Also, I am grateful that I played a vital part in securing our long term water and sewer services. I am committed to controlled growth in our city. I would like to end with sharing my vision for Rincon: I want to continue making Rincon the best place to both live and work. Together we can achieve great things and I look forward to what our future holds.

S

ince it was first incorporated in 1927, the City of Rincon government has grown to meet the changing needs of citizens. Rincon’s elected government consists of six council members and a mayor. The mayor and council members serve four-year terms and the election years are staggered to maintain a sense of continuity in the city’s administration. Three council members run for election in one given year, with the remaining three and mayor up for election two years later. City Hall is located at 302 South Columbia Avenue, at the corner of Highway 21 and Weisenbaker Road. Business hours are 8 a.m. to 5 p.m. Monday through Friday. All regularly scheduled council meetings are on the second and fourth Monday of the month at 7 p.m. in the Council Chambers at the Rincon Police Department. To be put on the agenda for a meeting, individuals should come by City Hall and fill out a “Request to Appear Before Council” form. This form must be completed and returned by noon on the Tuesday before the meeting at which the individual is requesting to appear.

CITY TAXES

Unlike many cities, the City of Rincon has not assessed city property tax since 1998. The Mayor and City Council plan to continue not charging residents city property taxes as long as it is feasibly possible. Thanks to penny sales taxes known as the Local Option Sales Tax, Rincon is currently able to provide city services and water and sewer usage - without assessing property taxes.

PLANNING AND ZONING BOARD MEETINGS The Planning and Zoning Board meets the third Thursday of every month. Contact LaMeisha Kelly, AICP, at (912) 826-5996 if you wish to be put on this agenda. The meetings begin at 7 p.m. and are held at the Rincon City Hall in the Council room.

CITY UTILITIES

S

urface water lines were engineered to meet the city’s growth. The new water mains were installed to serve the southern and western sections of the city, growth can continue. The city will continue to be able to provide water for future expansion both south and west. We will continue to provide water from the lower Floridian Aquifer from our four wells, two of which are backup wells. Well No. 3 has a stand by generator to provide power if an electrical failure occurs. This will provide the residents a steady water supply at a lower pressure. With the new growth comes more responsibility in the Utilities Department, providing the safest water to our customers is always our top priority. We have increased our monthly samples from 4 to 6, because of the increase in population. The city is continuing the process of converting our water meters to a radio read system to ensure accurate meter reading and monitoring water usage. Conservation and leak prevention is an ongoing daily process. Residents are asked to conserve water by following the EPD watering guide lines. We do not want to be banned from all outdoor water like Northern Georgia. Our water comes from underground and not from reservoirs; conservation is a key way to ensure future generations have the same quality of water we enjoy now. There are many web sites that you can get helpful tips for water conservation.

WATER AND SEWER DEPARTMENT

The water and sewer department has the responsibility of conveying water from the wells to the homes and businesses of Rincon and taking sewage from the homes and businesses to the treatment plant. Maintaining, repairing and installing new lines require us to have all other utility lines marked in the area we are working before anything can be done. If you are going to do any digging on your property, the Utilities Protection Center has made it easy to contact them with one simple phone number (811). That will connect you to the center to request a locate ticket to have the utilties marked on the property. With most all of the services being underground it is hazardous to dig without having a locate request. Most residences have ELECTRIC or GAS lines on their property and to protect you this is a free service paid by members of the UPC. We also maintain the sewer laterals up to the property line. Older homes that have septic tanks and are tied to the city sewer are also maintained. Any grinder pumps installed prior to 2000 are serviced by the city sewer department. To date, Rincon has 16 lift stations that pump to the treatment plant from various locations in the city. They require inspection every work day. This ensures that everyone is running properly and there are no sweage spills to contaminate creeks and streams. Each


station has a two pump system that alternate. If one pump is not working, the other pump can carry the load for that station. To help protect the environment, we are currently looking at installing permanent diesel powered bypass pumps and a radio monitoring system for 24 hour a day protection.

Q: What do I need to do to initiate water service: A: To begin water service: 1) Fill out the water service requested form. The form is available online at www.cityofrincon.com or can be picked up from City Hall at 302 S. Columbia Avenue, Rincon, 8 a.m. to 5 p.m., Monday through Friday. 2) Attach a copy of your settlement statement or renter’s lease and a copy of your driver’s license. 3) Pay a $100 deposit (for residential users) to complete your application. Cash, check, Visa/MC or money orders are accepted. When mailing your application, do not send cash. Checks or money orders should be made payable to City of Rincon. 4) Drop off your application at City Hall from 8 a.m. to 5 p.m. Monday through Friday, or simply mail it to: City of Rincon Attn: Water Department, New Application P.O. Box 232 Rincon, GA 31326 Q: After applying, how long does it take for my water service to begin? A: Applications received before 4:00 p.m. can be connected the same day.

Q: When will I receive my water bill? A: Water bills are mailed before the first day of each month? Q: How much will my water bill be? Q: How do I have my water service cut off? A: Cut-off applications must be submitted accompanied by picture ID. Q: If I have a problem with my utilities after hours, who do I contact? A: The utilities department hours are 8 a.m. to 5 p.m. Monday through Friday. In the event of an emergency, you can reach the on-call utilities staff person at 210-6237. Follow the prompt by entering your phone number, and your call will be promptly returned.

PUBLIC WORKS

The Public Works Dept. maintains streets, ditches, signs, street sweeping, and mowing. Dry trash is picked up as a service for residents for a small fee. Contact the water department for fee rates. Loose items such as leaves and pine straw must be bagged. Yard trimming should be no longer than four feet and should be bundled. Yard trimmings are chipped up and the public is welcome to use as much as they need. Scrap metal is picked up when called into city hall for a work order to do so. The Public Works Dept. also puts up the holiday decorations, flags, and assists with the Christmas tree at city hall.

RINCON RECREATION DEPARTMENT

T

he City of Rincon offers an array of recreational activities and attractions. These opportunities are provided to the community and its visitors by the Rincon Recreation Department. The department consists of 5 parks and 2 community buildings scattered throughout the city of Rincon. These parks are host to everything from recreational sports to concerts and festivals. Concerts, festivals and other large capacity events take place at Rincon’s Freedom Park. Freedom Park is over 20 acres. It has hosted Oktoberfest, fall festivals, 4th of July activities and concerts. The Rincon Recreation Department will continue to utilize this venue as entertainment for the city of Rincon and surrounding communities. Freedom Park is for the City of

Rincon’s use but it also is available for rental by other groups as well. The park has power and water run throughout park for vendors use. Freedom Park is located at the end of Prosperity Dr. off of 21 next to Lowes Home Center. The Macomber Park Office building is just one of the buildings that the Rincon Recreation Department offers to rent. The Vernon Hinely center is a community center which is host to the Rincon Recreation Department senior programs. This building provides a smaller venue for more personal gatherings. The Hinely center seats up to 45 people, comfortably. It offers a full kitchen and restrooms. The team behind the Rincon Recreation Department consists of four members. Mike Osborne is the Director of the Rincon Recreation


Department. Assisting him are three athletic coordinators, Alyx Pitts, Matt Schiaffino and D.J. Wilson. The four of them together tackle all day to day operations of the recreation department. This includes maintenance of all parks and buildings, programming, youth sports,adult sports, senior programs, advertising and marketing. The Rincon Recreation Department offers many sports for the Rincon youth: Spring Baseball and Softball, Fall Baseball and Softball, Soccer, Football, and Winter Basketball. All of the Rincon Recreation Department’s youth sports have nearly doubled in size within the past 2 years. This is in large part due to Osborne, who has stressed growth from the second he entered the position at the beginning of 2014. Osborne believes Rincon Recreation Department has unlimited growth potential because the area is growing at a tremendous rate and parents want their children to be involved in extracurricular activities. Spring of 2016 has been a strong start for the Rincon Recreation Department. They will go into the baseball and softball season with 55 teams. They hope that this carries into other sports as well. Growth like this will lead way for new programs and new facilities down the road. The Rincon Recreation Department also offers programs and activities for adults as well. They have adult softball in the fall. Registration begins in August. Senior programs are also offered. Bingo is available at the Hinely Center on Mondays from 9:00am-11:00am and card games can be enjoyed each Tuesday afternoon from 4:30pm8:00pm. Recreation departments are a vital asset to every community. The youth sports programs provide the perfect environment in which young athletes

develop physically, mentally and socially. It also gives outlets for people to get away from the hardships and problems of everyday life in a positive and healthy way. Programs and activities offered really give citizens of Rincon and surrounding areas a chance to come together in fellowship. incon is home to Lost Plantation Golf Club, which has been labeled a “Hidden Jewel.� Located off of Fort Howard Road, Lost Plantation has evolved into one of the most challenging and well-maintained courses in the state. The course has been in operation since 1986, and the City of Rincon purchased the establishment in 2009. The Director of Golf at Lost Plantation is Seth Zeigler. Seth has been with the club for five years. He began his employment there as the Golf Superintendent and held that position for two years. Now as the director he oversees the entire course, the grill, the pro shop, the cart barn and all maintenance at the club. FAST FACTS: Since taking ownership of Lost Plantation Golf Course, the City of Rincon has implemented major improvements and intends to continue to upgrade the course. A new irrigation system has been installed, the meeting rooms at the clubhouse have been remodeled, restrooms have been placed on the course, and 50 new golf carts were purchased. The 18-hole course at the Lost Plantation Golf Club facility features

6,855 yards of golf from the longest tees for a par of 72. The course rating is 72.4 and it has a slope rating of 127. The course was designed by Joseph L. Lee. The golf club offers 18-hole and 9-hole rates seven days a week. All rates include green and cart fees. There are several discounts and golf specials offered to the public. There are also specials available to small businesses and large corporations as well. THE RINCON POLICE DEPARTMENT

T

he Rincon Police Department serves and protects the citizens of Rincon with a staff of full-time, certified police officers. Well-trained and well-equipped, the officers can be seen throughout the community ensuring the City of Rincon remains a safe place in which to live and work. Chief of Police Phillip Scholl has been with the Rincon Police Department since 2008 and was appointed Chief of Police in 2012. Chief Scholl started his law enforcement career in 1995 by specializing in the areas of criminal and crime scene investigation and crime prevention. The goal of the Rincon Police Department is to serve the community with the highest level of professionalism, integrity and respect. The Rincon Police Department is community oriented and community driven. Every Officer of the Rincon Police

Department is charged with the duty to protect the community in which they serve. There are a variety of services the police department offers the community and citizens of Rincon. Officers will gladly provide twice-daily residential checks for homeowners who are away for extended periods of time. Anyone interested in requesting a security check for their premises can do so by submitting it to the Rincon Police Department. Gang training, drug awareness classes, seatbelt awareness, bike safety career day visits and firearm courses are some of the other services Rincon Police Department provides. A Citizens’ Police Academy is one of the valuable resources the police department proudly offers residents of Rincon. The academy is designed to generate a greater awareness and understanding between police and

residents. The course will help increase students’ understanding of the mission, procedures, techniques, problems, dangers and experiences of the Rincon Police Department. Applicants must be 18 years of age, complete a Citizens Police Academy application, be willing to submit to a background check and sign a wavier of liability to attend the course. THE RINCON FIRE DEPARTMENT

he Rincon Fire Department was first organized in 1954, and in 1979 was incorporated and became known as the Rincon Volunteer Fire Department. In 1996 they combined with the City of Rincon. As of 2010, it is known as the City of Rincon Fire Department. The City of Rincon has the best equipped fire Department in Effingham County. The residents of Rincon are protected by a highly trained staff of firefighters that are outfitted with an outstanding inventory of firefighting equipment. Corey Rahn overseas all of the operations at the City of Rincon Fire Department. The dedicated chief has been a volunteer firefighter for the city of

Rincon since he was sixteen years old and remains one to this day. He comes from a family of volunteer firefighters and knew he wanted to become one himself. The City of Rincon Fire Department was operated strictly on a volunteer basis until 2010, but today the Fire Department has seven paid employees and forty-five volunteer firefighters on staff. Rincon Fire Department operates out of four stations in the area. They are located at 109 West 17th Street, 573 Ebenezer road, 109 Goshen Commercial Park Drive, and 618 Blue Jay Road. The City of Rincon’s firefighters have access to a training center located at their station on W. 17th Street. This center is an extremely valuable tool for


the department because the staff has the ability to train in various emergency scenarios weekly. Chief Rahn says this center is a valuable training tool for the department because it had two live fire rooms where they can control the temperature. It also has 32 foot rappelling tower, an SCBA maze unit, a confined space training prop, a propane and natural gas prop, and other various training features. The City of Rincon Fire Department’s volunteers and employees train every Tuesday night. They practice their two minute hose drills, long hose days, vehicle extrications, search and rescue drills and wildland fire drills. In order to stay a top rated fire department, the firefighters must be well trained and on top of their game. “The City of Rincon is very supportive of our department, and we have the best equipment and fire department in the area,” Chief Rahn proudly boasts. The fire department owns twelve fire trucks at the moment. This is a big change from the two pumpers that were in operation when he joined in 1986. Fire departments all over the nation were given ISO (Insurance Service Office) grades every five years. The best possible grade is one and the worst is 10. The year Corey Rahn joined they were a class 7. In June 2016 the departmenrt received a rating of 3. This is an outstanding achievment for the City of Rincon Fire Department. It is also a welcome accomplishment for the home owners. Lower ISO rating will result in lower prices for home owner’s insurance policies. Another

tool the fire department has acquired that keeps the cost down for the citizens is the mile long hose lay. This is a 6,000 foot hose the department purchased that will bring insurance premiums down for citizens outside the city limits. The city of Rincon Fire Department serves the community of Rincon in a professional manner with outstanding response times and highly trained volunteers and staff. HOW TO OBTAIN A BUSINESS LICENSE

for all you need to get started. Here’s how: To obtain a business license, contact the Building and Zoning Permit Technician for more information. You can do so by calling 826-5996, or emailing or stopping by weekdays from 8 a.m. to 5 p.m. Business license fees are due when your application is submitted and are based on your number of full time equivalent employees. Business license forms are available online at the city’s web site, www.cityofrincon.com. Complete form must be submitted in person at Rincon City Hall at 302 S. Columbia Avenue (corner of Hwy 21 and Weisenbaker Road.)

SPECIAL EVENT PERMITS

Want to hold a special event in Rincon for your organization or group? Rincon offers great access and a prime location that can help make your event a success. Known as Freedom Park and located next to Lowes in the heart of Rincon’s commercial district, it is already the site of the annual Freedom Ring’s. Special event permits require: a) Completed application submitted at least two weeks prior to event date;

b) Letter from property owner granting permission for event to be held on the property. c) $100 non-refundable application fee (there is no charge for non-profit organizations however, a tax exempt form, 501C, will need to be turned in with application); d) Proof of insurance or other required documentation as applicable at least one week in advance of event. Applicants will be notified of event approval once all applications and documentation have been provided. Special Events Permit application forms are available online. If you move into an existing home, the garbage can that was issued to that address will then become yours. Note: Rincon’s garbage collection service is for household garbage only. Tires, sewage, poisons, commercial medical waste, explosives, dangerous or corrosive chemicals, motor oil, yard debris and bulky items such as furniture or lumber are not to be put in receptacles used for regular collection service, or in the city’s container.

EDUCATION IN EFFINGHAM COUNTY

O

nly 30 miles from the city of Savannah and 45 minutes from the beaches of coastal Georgia, Rincon continues to work to preserve “home-town values” while providing residents with urban amenities and civic opportunities. Rincon, through Effingham County Schools, also offers those who call the city home access to an excellent public school system, one of the fastest growing and most respected in the state. Effingham County Schools had its beginnings in the early 1900s, when when one-room school-houses were scattered across the county. In 1908, there were approximately 52 of these small, wood-frame structures in Effingham County; schools built by families, churches, plantation owners and mill operators in order to ensure that children received a formal education. Education remains a high priority in Effingham County, and it does not take long for newcomers to realize that tradition and pride co-exist with a vision for the future. Nowhere is that vision more important than in the Effingham County School System. Over the past 35 years, classrooms have expanded from approximately 3,500 students to over 11,300 students. Ten new schools have been built from the ground up and numerous renovations and additions have been made to existing facilities. With conservative yet progressive leadership, the Effingham County School System has gone from being a small, rural school district to being one of the fastest growing districts in Georgia.

In 1976, Jacob Michael Moore stepped up to the challenge of leading the flourishing Effingham School System into the future. His platform consisted of several ambitious goals with one common purpose - to improve the quality of education for all children. When Moore was elected in 1976 at the age of 25, he was the youngest school superintendent in he state of Georgia. And after being re-elected four times and appointed two times, Dr. Moore retired in 2005 as one of the longest-serving superintendents in our state’s history. On Jan. 1, 2006, Randy Shearouse, also an Effingham native, became the second board-appointed school superintendent in the county’s history. With 26 years’ experience as an educator in Effingham County, Shearouse has taken the flourishing school system forward. With respect for its past and a vision for its future, Shearouse continues to maintain the same approach that Moore established, while instilling his own perspective and personality. Shearouse is charged with finding the right balance between the traditional values for which Effingham County is known and guiding the growth to come. Location, values and excellent schools are all reasons Rincon and Effingham County are among the fastest-growing areas in Georgia. Despite the tremendous growth the Effingham County School System is experiencing, the Board of Education continues to maintain a student-oriented focus. Low student/teacher ratios, quality, permanent classroom space, and innovative

Strong parent, community and business support also contribute to our success as one of the most innovative school systems in Georgia. While remembering its humble beginnings, the Effingham County School System looks forward to the challenges the next several decades will present. A new Rincon Elementary is under construction on Fort Howard Road and is scheduled to be completed during the 2017-2018 school year. RINCON PARKS

M

acomber ball park is the central location for all Rincon youth sports. The park consists of 8 lighted baseball/softball fields, playground and office building. Four of the fields were recently added in the spring of 2014 along with a new concession stand added fall 2015. The fields at Macomber Ball Park are home to the baseball, softball, soccer and football throughout the year. The park also has many baseball and softball tournaments during the spring and summer months. These tournaments are ran by highly regarded organizations and host teams from states all over the Southeast. The Macomber Office building is home to the staff of the Rincon Recreation Department. It is also used as a venue that maybe rented out for parties, receptions and dinners. The building has seating room for over 100 people as well as restrooms and a full kitchen. Macomber Ball Park is located at 1004 Lexington Ave. Named after the late Peter Giles Jr. (Veteran and Civic Leader), Giles park is a hidden gem within the city of Rincon. It offers a pavilion, full

playground, 2 outdoor basketball courts, 1 tennis court and 4 practice baseball fields with backstops. The Rincon Recreation Department uses it as an overflow area for their youth sports practices. The pavilion provides an area for birthday parties while the basketball and tennis courts provide an area for the community to stay active. Giles Park is located at 615 W 7th St. Patriots park offers tennis courts to the Rincon community and its visitors. The park includes 4 lighted tennis courts and 2 practice football fields. Tennis court lights can be controlled by a switch by the central main gate which allows night time play. These lights will automatically turn off at 11:00pm. Patriots Park is located at the end of Patriots Dr. off of highway 21. It is behind the Effingham YMCA. Jaycee Veterans Park is a community park located in the heart of Rincon, next to the public library. It has a large playground with picnic tables and grills. There are an abundance of pine trees that provide an ample amount shade on the entire park. In the front of Veterans Park is the Veterans Memorial that pays tribute to past,

present and future military veterans. Jaycee Veterans Park is located on W 17th St. The park shares a parking lot with the Rincon Public Library. Concerts, festivals and other large capacity events take place at Rincon’s Freedom Park. Freedom Park is over 20 acres. It has hosted Oktoberfest, fall festivals, 4th of July activities and concerts. The Rincon Recreation Department will continue to utilize this venue as entertainment purposes for the city of Rincon and surrounding communities. Freedom Park is only for the City of Rincon’s use but it also is available for rental by other groups as well. The park has power and water run throughout park for vendors use. Freedom Park is located at the end of Prosperity Dr. off of 21 next to Lowes Home Center.
