Editor’s Viewpoint
Is a friend in need? When we consider the roller-coaster of a year that has just passed, is it any wonder that mental health experts are clamouring to remind us all of the help and support that is available at this time of year? At the time of writing we're just about to enter a second enforced national lockdown, as a result of rising levels in positive cases of COVID-19 – a pandemic that looks set to affect our lives for far longer than any of us could have ever realistically imagined. Such has been the changing nature of the rules and recommended guidance surrounding the pandemic, it would quite frankly be ridiculous to pen this month's Viewpoint column with predictions and advice for the year 2021 – the reallity is that none of us know what the next 12 months will bring at this point. What we do know, unfortunately, is that for a growing number of those employed in construction this time of year is often shrouded in darkness and bleak thoughts from which there appears no respite or escape. Money worries, family issues, feelings of isolation and loneliness, all likely to be exacerbated by the further restrictions being placed on our country, are all reasons why organisations like the Samaritans receive by far and away their highest number of calls and cries for help during this period. Tragically, around 4,500 people take their own lives in England, and suicide is now firmly established as the leading cause of death for
men under the age of 42. Right now, one in six workers in the UK is suffering from the effects of debilitating depression, anxiety or stress, but such is the stigma attached to this illness, that rather than actively seek help, some in desperation are choosing to take their own lives. Within our own sector, the Electrical Industries Charity (EIC) has done a tremendous job at raising awareness and offering support, while many selfless electrical professionals continue to fund-raise and offer a supportive ear to those who most need it. Later in this issue, Schneider Electric’s Stewart Gregory also covers the subject, while explaining some ways that those working in the electrical industry can keep their stress levels under control (pages 18 & 19). Clearly it's been a difficult year for everyone, but this period has also helped many to reflect upon the things in their lives that are most valuable – namely family, friends and loved ones. For those that aren't fortunate enough to have such pillars of stability available to them in what is likely to be an extremely testing time, please keep an eye out for them and make sure they seek help if you suspect they're suffering. Have a decent Christmas and New Year and we’ll see you all in 2021!

It is with great sadness that PE has to report the death of industry legend, Tony Cable, following a long battle with illness. A 60-year veteran of the electrical industry, there's very little that Tony didn't know about being an electrician. Born with the initials AC (Anthony Cable), Tony's versatility as a professional saw him turn his hand to many roles, including as a maintenance man, company director, helpline engineer, author and presenter. Indeed, his entertaining and always informative presentations as part of the Certsure team with partner-in-crime Darren Staniforth helped countless sparks to gain a better understanding of crucial technical subjects. Tony also produced the long-running 'Final Fix' series of articles for our magazine, detailing the many stories from his life as a working apprentice and electrician. A devoted family man, Tony was a friend to all that he met and he will be sorely missed by all those who were priviledged to know him. PE would like to extend its best wishes and condolences to Tony's family, friends and colleagues.

FSA calls for mandatory use of competent fire professionals A legal requirement to mandate the use of competent fire safety professionals should be introduced, according to a submission from the Fire & Security Association (FSA) to the government. FSA argues that only competent fire risk assessors and fire professionals (engaged by Responsible Persons) should be able to undertake fire risk assessments. It contends that individual competency should include holding a robust, relevant qualification. Furthermore, FSA believes that the recording of all fire risk assessments should become mandatory, and that as part of plans to strengthen the legal basis of the Fire Safety Order the introduction of an ‘approved code of practice’ would set the requirements. FSA Technical Director, Mike Smith said:
Due to the additional risks associated with higher risk buildings, FSA believes that three additional fire precaution requirements should apply to these buildings, specifically: “It’s absolutely vital that urgent steps are taken to give householders' confidence that installations are safe and protected against the risks of fire and electric shock. “Mandating the use of competent fire professionals who hold robust qualifications is fundamental to this approach, and FSA strongly urges the government to legislate on this critical issue.” FSA has also outlined how the role and responsibilities of the Responsible Person for a building should be enhanced, as well as what information should be readily available to tenants and homeowners.

Furthermore, FSA believes that a tough sanctions regime should apply, including unlimited fines for certain breaches of the regulations, such as impersonation of an inspector. Leading technical expert joins Scolmore ranks Scolmore has announced the appointment of Darren Staniforth, one of the electrical industry’s leading technical experts, to the newly created role of Head of Technical Engagement for the Scolmore group of companies. With nearly 30 years’ experience in the industry, Darren has amassed a wealth of technical knowledge and expertise which he will be utilising in his new position, where he will primarily be responsible for engaging with professional contractors and electricians to advise and educate them on the right solutions and products to meet the ever-changing regulations and technical requirements of the industry. He'll also play a key role in the company’s new product development programme, helping to shape solutions for the end user that will drive growth across the group’s product categories.
Having started out as an electrical apprentice, working across a number of domestic, commercial and industrial projects, Darren moved to Bedford College to complete his higher education and where he qualified as a lecturer. This was followed by a role as Qualified Supervisor and Contracts Manager with one of the UK’s largest domestic new home electrical contractors, looking after teams of around 65 engineers and installers. He joins Scolmore following a 14-year tenure with the NICEIC as Group Senior Technical Presenter. Commenting on his new role, Darren said: “I’m pleased to be joining a rapidly growing organisation such as the Scolmore Group and I’m excited that this new role will use all of my skills to make sure customers are well informed and have everything they need to make installations safer and add value for the end user.”

Midlands electrician shines a light on charity support A cancer support charity is set for a brighter future thanks to a £5,000 lighting makeover made possible by a new scheme from a big-hearted Midlands electrical firm. Tamworth Wellbeing & Cancer Support Centre were the first to benefit from the new community initiative by NLT Electrical, which will offer Midlands-based charities the opportunity to bid for two available pots of £5,000 each year, for upgrades to electrical equipment or systems. The new lighting at the Tamworth centre was unveiled by the Mayor of Tamworth, Cllr Rosey Claymore. Although the support centre is having to remain closed under current restrictions, managers say the work has made much-needed improvements in readiness for their re-opening. NLT Electrical supplied and installed new LED lighting throughout the centre, which has not only created a more welcoming environment for its users but will also save the charity hundreds of pounds a year on utility bills. This has been a welcome boost at a time when fundraising and corporate donations have hit an all-time low.
Centre Manager, Paula Da-Silva, said: “We couldn’t be more delighted with the fantastic work by NLT Electrical. The changes have addressed things we’ve been unhappy with for a long time and will make an incredible difference for our clients. The softer lighting in the social room gives it a much warmer and friendlier feel and having dimmable lights in the treatment room and quiet area make them more relaxing spaces.
“It’s something we couldn’t have entertained without NLT’s generosity, especially as we’ve seen a 90% drop in our income this year due to COVID-19. The new LED lighting will save us more than £700 a year on our electricity bill, which is a significant chunk of our running costs.” The charity was put forward to receive the donation in a public appeal for suggested worthy causes on NLT Electrical’s Facebook page. Owner of NLT Electrical, Nathan Tromans, said: “We wanted to do something positive to benefit our local community at this really difficult time. Rather than give money to a charity as a one-off gesture, we thought using our expertise on an electrical project would have a longer lasting impact and benefits. “We were inundated with responses to the appeal but chose the Tamworth Wellbeing & Cancer Support Centre after visiting and meeting the team, and learning more about their wonderful work. “The passion of the volunteers is evident and the support they offer to those who need it is incredible. It’s an extraordinary charity and we’re thrilled to have carried out these works for them.”
Drayton announces Eco Installer winner Earlier this year Drayton launched the search for the UK’s most environmentally conscious installer, with a winner now announced. Heating engineers and electricians were called upon to share their sustainability picture diaries and showcase the changes they're making in their daily lives to help tackle the climate crisis. HOW DO WE LOWER THE RISK IN HIGHER RISK BUILDINGS?
Mike Andrews, Chief Executive Officer at NAPIT, considers the many initiatives looking at Building Safety Reform following the Grenfell Tragedy and how they could impact the certification of installers.
N
o one can forget the tragedy which took place at Grenfell Tower in West London back in 2017. As well as the many lives lost, the event unmasked significant failings across the system of constructing, safeguarding and managing high-rise buildings. This resulted in Dame Judith Hackitt’s Independent Review of Building Regulations and Fire Safety, published in May 2018, which considered the accountability and statutory responsibilities for ensuring safe buildings. The draft Building Safety Bill was published in July of this year and outlines how the Government intends to deliver the principles and recommendations of Dame Hackitt’s Review, whilst outlining a new approach for managing risks across the design, construction, inspection and occupation of Higher Risk Buildings* (HRBs) during construction and beyond.
It includes proposals to establish a new Building Safety Regulator, the introduction of Gateways to ensure that building safety risks are considered at each stage of a building’s design and construction, the need for all HRBs to appoint an Accountable Person, a greater focus on resident engagement and information dissemination and allows for the introduction of Secondary Legislation to be prescriptive about the competence requirements of anyone undertaking work in HRBs. Alongside the draft Building Safety Bill, the Final Report of the Competence Steering Group for Building a Safer Future – Setting the Bar- A New Competence Regime for Building a Safer Future – has been published. The report focuses explicitly on the competence of installers working on and in HRBs, amongst other things, and how best to identify them and ensure their competence.

It includes the following recommendations: Recommendation 9: Reassess competence For those involved with higher-risk buildings, there should be a robust system of reassessment so as to ensure that they have maintained their competence in relation to the work they are registered/certified to undertake and have a plan to develop new competences where necessary. Recommendation 10: Improve existing arrangements Existing arrangements, for assessing and reassessing competence, in the main delivered through certification and professional registration, should be improved to include – as a minimum – the competences needed for working on higher-risk buildings. Recommendation 16: Mandatory registration/certification Wherever appropriate, Government should mandate persons working on higher-risk buildings to be registered/certified by a recognised professional/certification body. Furthermore, MHCLG have funded a piece of work – Built environment - Overarching framework for competence of individuals Specification – a draft of which was originally published for consultation. This is an overarching competence framework for individuals covering the core knowledge, skills and behaviour required to work on or

in buildings and is likely to have a significant impact on how the competence of individuals is assessed and verified. Since inception NAPIT has recognised the need for individual competence and has chosen to assess multiple operatives within our registered businesses under our UKAS accredited certification schemes. The need for adequately competent and adequately supervised individuals undertaking work in buildings is imperative to building safety. We're fully supportive of the work that MHCLG are currently doing to review the Minimum Technical Competency (MTC) documents which underpin the minimum knowledge, practical skills and experience requirements that will ensure that an organisation or individual has the appropriate skills to undertake work in a Competent Person Scheme (CPS) designated in Schedule 3 of the Building Regulations. This review is set to consider sector specific requirements for those undertaking work in HRBs. We've played an active role in the discussions within industry about how best to determine and verify the competence of those working in HRBs. We fully support the proposal to require all installers working within HRBs to require a core knowledge of fire safety within buildings and agree that requiring individuals to demonstrate their ability to work within HRBs, through regular third party assessments and CPD, is a positive step forward for the industry. We hope this can be realised within the MHCLG MTC review and start building a stronger industry, that is focused on safety and compliance.

“IN THIS FAST-MOVING WORLD, THE IDENTIFICATION OF COMPETENT INDIVIDUALS SHOULD BE DIGITISED” The one sticking point I foresee is how to demonstrate and validate the competence of individuals who have been deemed competent to work in/on HRBs. Systems such as registers, or ID cards are meaningless on their own. They must be underpinned by the accredited processes of assessment, reassessment and inspection that can verify that the competence demonstrated by qualifications, knowledge and understanding are delivered in practice. In this fast-moving and connected world, the authentication of competent individuals should be digitalised, without the need for a specific logo or card. Of course ensuring the identification of competent individuals is key to improving building safety but I firmly believe an online system, being fed into by all sectors who are responsible for assessing the technical competence of individuals to industry approved standards, overseen by third party accredited organisations is the way to go. We shall see. * Higher Risk Buildings are currently defined as those which are 18m tall or 6 storeys – whichever is met first. The draft Building Safety Bill gives powers to the new Building Safety Regulator to amend this definition if deemed necessary.

“ADMITTING YOU'RE UNDER PRESSURE IS THE BIG FIRST STEP”
W
hile a career as an electrical professional can be rewarding, it can be equally stressful. The mental pressure of working independently and to tight margins are some of the challenges of the job. In recent months, these have only been heightened. Human errors are a part of every job, but in the electrical industry there is far less room for mistakes. Miscalculations and delays, inevitable at times, can severely effect not only the progress of the project, but also the potential safety of electricians and customers alike. This responsibility can be the source of ongoing stress for many electrical professionals. Equally, a lack of work can be just as problematic. In the current climate, becoming unemployed or unable to work is a reality for many.

Unfortunately, stress is a major part of an electrician’s job, so it is key that you understand how to keep it at a manageable level, to maintain good performance, physical health and work-life balance. The industry is doing more to recognise the importance of mental health, with well-being coming on leaps and bounds in recent years. However, there's always more that can be done. It’s especially important to consider and share the benefits that self-help and support networks can have in the recovery process.
Acknowledge the issue Roles in the electrical industry supply chain can be demanding. Whether you're an installer or consultant, a lot of travel, significant stretches of time working away from home, long hours and tight deadlines are to be expected. You may also be painfully aware of the potential health and

safety risks of the job, which can endanger both your life and your livelihood. To some extent, a degree of stress is inevitable in every job. But it’s when stress is ignored, underestimated or goes untreated that it can become unmanageable. If left unaddressed, stress has the potential to cause anxiety, depression and even be fatal. Suicide rates among skilled tradespeople are soberingly high, almost 40% above the national average. Male suicide victims in this group account for 29% of all male suicides in the UK. Stress can also manifest in subtler but no less damaging ways. It can impact a person’s social, emotional and psychological well-being as well as their lifestyle. Stress can cause severe phobias, panic attacks and alcohol addiction. When chronic, it can even contribute to family and marital breakdown, only worsening the plight of the sufferer.

Poor mental health can be extremely self-destructive, and this is the true tragedy. Research shows that stressed workers are more likely to make mistakes on the job. Decision-making is impacted, and people suffering from depression tend to work slower and be less productive. In the electrical trade this can be a major barrier to success, only exacerbating professional frustrations and feelings of self-doubt. Although exploring the struggles that many electrical professionals face may be a gloomy subject, the power of self-help shouldn't be underestimated. Personal perspective and initiative are perhaps the most important factors in beating stress. Understanding how to manage the pressure and self-help can make a world of difference. Acknowledging that you're under pressure is the first, and probably most difficult, part of overcoming stress. Noticing the warning signs – feelings of exhaustion, bad temper, working late and a worsening diet – is a crucial first step before working up strategies to mitigate stress. Stress isn’t always work-related, indeed it’s just as likely to be caused by family issues, financial problems like debt or the pressures of caring for a loved one or starting a family. That’s why it’s important to make time for yourself. Setting time aside for exercise and relaxation are

We all need to reserve time to stay healthy and, ultimately, be more productive and successful. Industry support Electrical industry professionals shouldn’t go it alone, however. While mental health awareness is growing every day, it sadly remains a bit of a taboo in our industry. Many work in small teams, and although this familiarity and comradery can help alleviate feelings of stress and depression, it can also make individuals more embarrassed to say when they need help. The internal welfare and support structures other professions benefit from are often absent or unavailable in the electrical industry. This leaves many feeling they have no one to lean on. Yet those in the electrical industry shouldn’t hesitate to reach out to others for advice and insight. Support networks are out
there and have been set up to help give all players the financial, educational and emotional support they need. It's important that electrical industry professionals know they're not alone; experienced support networks like the Electrical Industries Charity (EIC) are there for when you or your family need a helping hand. The EIC can provide counselling, legal and financial support for when a problem is too much to bear alone. Stress is a part of human life, and is often unavoidable. Rather than avoid or deny the pressures we're under, it's important to take time to learn how to accept and deal with them, as well as share this knowledge with others. Admitting that you're under stress is the first, and often hardest, step in the recovery process. With the growing awareness of mental health and it’s challenges, there are many support networks that offer help and advice specifically to those in the electrical industry. These organisations can teach self-help techniques, so that you can learn to manage stress independently. And when self-help isn’t enough, the EIC can share valuable legal, financial and personal advice. There are many rewarding and inspiring reasons why people enter the electrical industry – don’t let the pressures of the job get in the way of enjoying them.

We talk to Martin Thurbon, ECS Contact Centre Operations Manager, about how his team respond to everyday inquiries and how they've managed the workload throughout this year's pandemic.
W
e’ve all been there – waiting on the telephone in a ‘queue’, until we're put through to the next available operator in the Contact Centre. It can be frustrating, as the chosen on-hold music for that week is interrupted for the umpteenth time by a recorded voice telling us our call is important to them and that an operator will be with us shortly. Sometimes we’ll give up and call back later, or we’ll persevere and finally speak to a real human who can hopefully resolve our query. This is, of course, from the point of view of the caller, but what's it like for the person on the other end of the line? The call we make to a Contact Centre might be the only call we make that day, but for the operator on the receiving end it might be just one of 50 calls they answer. Not only that, it's highly likely that the operator will be answering almost identical questions minute after minute, hour after hour. It’s fair to say, perhaps, that a fair
degree of patience, not to mention a slice of good humour, is needed to survive as a Contact Centre operator. Take the Electrotechnical Certification Scheme (ECS) Contact Centre, for example, where there is very rarely a quiet day. Indeed, an average day can see the Contact Centre taking up to 500 calls, with the average waiting time for calls being under four minutes.
As Martin Thurbon, Contact Centre Operations Manager, explains, there are many different pressures involved in keeping things running smoothly: “As you'd expect, Monday is always a busy day (after the weekend break) and lunchtime periods can also be hectic. “As a team we have a collective responsibility to keep the volume of waiting calls down to as few as possible. “That means resolving telephone enquiries quickly and efficiently before we move on to the next caller. Some customers prefer to communicate with us via e-mail and we receive approximately 80 emails per day. “To help ease the weight of traffic we do encourage customers to refer to the ECS website as most answers to their questions can be found there.” It's not always that simple though, and some calls will inevitably take a lot longer than others. It is vital, therefore, that the caller feels that it was worth their time making the call. Martin continues: “We never want to

Bad news spreads a lot quicker than good, so its our job to make sure the customer experience is reflective of an organisation which is here to promote the proper qualified status of electrotechnical operatives and raise standards.” So what qualities does a person need to work in a Contact Centre? Martin answers: “You'll often find yourself repeating things regularly, sometimes to the same caller, so obviously a lot of patience is needed. Additionally, your voice must be friendly, courteous and empathic. It's important to find a speaking tone that is neither rude nor patronising, but clearly answers the question.” Service levels When lockdown was announced earlier this year, Martin’s key focus for the ECS Contact Centre team was to ensure that customers wouldn't experience any reduction in their level of service. The team had never previously worked from home, so all team members were issued with laptops and telephone headsets so they could continue supporting customers. The team continued to deal with customer enquires via e-mail and telephone as well as processing customer ECS card applications whilst working from home. ECS has been working hard to improve the service offered by the Call Centre with 95% of enquiries now being answered first time. Work is also continuing to reduce the call waiting times by improving the information available on the website to make information easier to find and provide more clarity on the card application process.
I've paid for an ECS card; however, I've not received the card which I purchased.
Q.
You're not purchasing a product but are applying to join a certification scheme. All card types have qualification requirements, and applicants must ensure they check the requirements of the card prior to applying. Why won’t you issue me with an ECS card based on my experience only?
Q.
As the scheme operator we're not able to accept any application for ECS registration based on the applicant’s self-declaration of their skills, abilities and experience. All applications must be fully supported with documented evidence that can be independently validated. All applications for ECS registration are based on the auditable documented evidence the applicant provides with their application, which will include qualifications, competency assessments, employer endorsements and experience. The scheme is also partnered with the Construction Skills Certification Scheme (CSCS). Under the Construction Leadership Council One Industry logo requirements, which is endorsed by government departments In the event that a difficult call arises, how does Martin deal with this situation? “People sometimes get angry when they're running out of patience or don’t understand something, but it's vital not to engage in a shouting match. On most occasions, if you remain calm, friendly and helpful their attitude will quickly improve. “ECS cards are often needed for site access so our best advice is to take note of
such as Business, Energy and Industrial Strategy (BEIS) and a requirement for CSCS partner schemes, all ECS card applications have to be made with industry recognised and documented qualifications relevant for the occupation. Are the rules for the requirements of the cards set by the ECS?

The requirements for occupations under the ECS scheme are proposed by industry representatives based on the qualifications generally available from training providers across the UK and approved by a committee as meeting the required industry standard. This ECS Steering Committee includes representation from working electricians, electrical contractors, ECA, SELECT and Unite the Union, the IET, Electrical Safety First and the HSE. the email reminders and don’t leave it until the last minute or after a card has expired to renew. Getting yourself organised early will give you the best chance to demonstrate your technical excellence and promote your status to the industry.” He adds: “Being patient and friendly won’t always work, but thankfully it doesn’t happen too often. CODEBREAKERS MAHMOOD HASSAN: I SAW THIS ON A RECENT INSPECTION, SO I ASKED THE OWNER TO CALL THE CHAP WHO DID IT AND PUT ME ON THE PHONE TO HIM. I ASKED HIM WHERE THE EARTH WAS, AND HE TOLD ME IT WAS THE SCREW!!! I THEN ASKED HIM WHAT KIND OF EARTHING SYSTEM IT WAS, AND HIS RESPONSE WAS: “SCREW IN BRICK, BRICK CONNECTED TO EARTH, INNIT”. NEEDLESS TO SAY, I WALKED AWAY FROM THE JOB. MAYBE THE IET WILL CONSIDER IT FOR THE 19TH EDITION! Taking away the tongue in cheek initial view, this type of lack of understanding of BS 7671 has some serious potential risks. Firstly, a circuit protective conductor (cpc) must be connected to the installation's Main Earth Terminal (MET); this provides the earth return path in the event of a Line to cpc fault. The MET provides the source of earthing for the installation via whichever system earthing measure is used: TN-C-S (PME), TN-S, TT, etc. In the case of a PME, only the DNO or provider of the supply can initiate a PME supply; it cannot be derived from a private supply or initiated by the user of an installation. As we can't tell exactly what is happening from the picture, I'll assume that there was no cpc present in the initial circuit; maybe an older lighting circuit and additions or modifications have been made to that circuit that requires a cpc. It is not acceptable to attach a conductor to the wall via a screw in this way, as this is not an earthing system, nor

does it provide an effective connection to the greater mass of earth. At best, under certain conditions, a fortuitous earth may be present. Fortuitous simply means that the earth cannot be relied upon as it may or may not be present (depending on the factors of its install), and is merely there by accident rather than design. So, we can establish that the connection in the picture is not an acceptable method of providing an earth return path for a cpc, so it is not likely to achieve ADS. Along with the lack of compliance with BS 7671 for providing a cpc, there is a failure to contain the cable conductors or correctly terminate them adequately. Winding a conductor around a black japanned screw is not an adequate termination, nor is it likely to have particularly effective conductivity.
If a fault occurs on the modified circuit here (Line to cpc), there is no fault return path back to the transformer, or source, which means a fault won't necessarily be cleared. If contact is made with the bare conductors of the cpc or screw by an individual, the return path is likely to become whatever has contacted the conductor or the wall. Depending on their resistivity, this contact will define the level of shock they will receive, which may well prove to be fatal. It doesn't end there though. From an EICR inspector's perspective, the conductors have single (basic) insulation exposed and are not taken into an adequate enclosure, which in itself will attract a C2 code. The junction box also requires an adequate anchorage, as it appears to be free-floating, which may cause strain on terminations.

18TH EDITION AMD 2: WHAT COULD CHANGE?
T
he IET Wiring Regulations, the essential publication for all professionals in the electrotechnical and engineering services sector, underwent an overhaul when the 18th Edition (BS 7671:2018) came into full effect in 2019. Amendment 1, which concerns electric vehicle charge points, came into effect at the beginning of February this year. Now, BSI is seeking views on a new set of changes to the 18th Edition – Amendment 2 (AMD 2) – which could represent the biggest set of revisions to the Regulations yet. AMD2: why now? The rationale for Amendment 2 is similar to that behind the original 18th Edition: given the way our industry operates, the roles electrical engineers serve, and the increasing speed of technological change, the Regulations must reflect these changes to ensure installations are safe, efficient, useful, and able to meet evolving standards. The key potential changes include:

Mandating of AFDDs on circuits with a rated current not exceeding 32A
THE PROPOSAL: Regulation 421.1.7 proposes that arc fault detection devices (AFDDs) be required on all single-phase final circuits supplying socket-outlets and fixed current-using equipment. Some exceptions to this are listed. THE IMPACT: This proposal would effectively mandate the use of AFDDs across all small, single phase circuits, whether in a domestic, commercial or industrial installation, increasing the potential for safety but also the prospect of greatly increasing cost and complexity of installations.

Risk assessment for sockets
THE PROPOSAL: Regulation 411.3.3 would be altered to remove the option for omitting RCDs on socket outlets not exceeding 32A in installations other than dwellings. THE IMPACT: This proposal would leave designers with no option but to install RCDs on all socket outlets – unless they raise a departure against BS 7671. However, this is something the client may not be content with.

Less paperwork for EICs
THE PROPOSAL: To reduce the number of items on the schedule of inspections for an electrical installation certificate. THE IMPACT: The number of boxes would be reduced to 13 items, greatly reducing the time needed

to complete an EIC. A list of items that should be inspected (where relevant) is available, but this does not need to be completed.

New cut-off date for complying with the 18th Edition
THE PROPOSAL: To state a date that, after which, all installations should be installed to the 18th Edition AMD 2 – regardless of when the design took place. THE IMPACT: If an installation is undertaken after 28th March 2023 then this would need to conform to the requirements of the 18th Edition AMD 2, regardless of when it was designed. This could impact contractors working on contracts which take some years to come to fruition.

Energy efficiency and prosumers
THE PROPOSAL: A new Part 8 would be added for ‘Prosumer’s’ low-voltage electrical installations. THE IMPACT: This proposal highlights some of the additional requirements designers and installers should be aware of when working on newer installations that can generate their own energy supply.

SPD requirements
THE PROPOSAL: To re-write the wording in section 443, Transient overvoltages due to the effects of indirect lightning strikes, to make this element easier to read. THE IMPACT: Potentially reducing the number of mandatory SPDs required in installations, however the wording should be closely read to ensure compliance.

Foundation earthing
THE PROPOSAL: Regulation 542.1.2.202 would require that for new premises, additional earthing, such as foundation earthing, shall be provided. THE IMPACT: Every new build would need to be provided with a means of embedding electrodes to supplement the earthing system. This will require the use of electrodes or foundation earthing, in many cases at times when electrical contractors are not on-site.

Protected areas
THE PROPOSAL: The requirements of Section 422 would be dramatically re-written to introduce the phrase, ‘protected escape route’.

THE IMPACT: Removing the conditions BD2, BD3 and BD4 and using the term ‘protected escape route’ would introduce requirements for designers and installers to consider how they install circuits in areas of escape and what types of equipment can be installed. How to share your views The 2nd Amendment to the 18th Edition of the Wiring Regulations (BS 7671:2018) opened as a Draft for Public Comment (DPC) on September 21st. This will remain open for comment until December 11th. The DPC is available via the BSI Standards development portal: standardsdevelopment.bsigroup.com/ In previous years, ECA Member comments have been directly responsible for improving the Regulations and ensuring that BS 7671 remains a practical and workable document, to the benefit of both customers and contractors. Residual Current Devices-
THE THEORY OF SELECTIVITY Geoff Brittan, NAPIT Technical Officer, discusses selecting the correct Residual Current Devices (RCD).
hen discussing selectivity of RCDs and how/why we need to achieve this, its important to ascertain what selectivity means with regard to RCDs. Selectivity is the co-ordination of the operating characteristics of two or more protective devices such that, on the incidence of an overcurrent or residual current, the device intended to operate first does so while the other(s) do not. Fundamentally, selectivity is the ability of a protective device to operate in preference to other protective devices in series. Now we have basic understanding of what selectivity is let’s see how we can achieve this. Where the electrical installation has a TT earthing system, and due to the higher earth fault loop impedance associated with such systems, the installation of sub main distribution circuits would require RCDs for fault protection.

For example, a typical acceptable Ze value for a TT earthing system may be 40 Ω, therefore I = 230 V 40 Ω equates to 5.75 A of fault current which would be required to operate the protective device. Should such a fault appear on the sub main distribution circuit and if the only provision was for overcurrent protective devices, the example calculation shows there is not enough fault current flowing to earth to operate the overcurrent protective device. Therefore, unless a low value of Ze can be assured and maintained the requirements of Regulation 411.5.3 for fault protection would have to be met. Where a requirement for an RCD for the protection of the installation, if a 30 mA RCD is provided the entire installation may be subjected to unwanted tripping.

Therefore, this requires the distribution boards and consumer units to use suitably rated RCDs for various parts of the electrical installation. If all the RCDs were rated at 30 mA this would also lead to cases of unwanted tripping where the RCDs have the same tripping residual current levels. Distribution board RCD protecting sub main circuits can be S type/time delayed as shown in Fig 1 which act to minimize the risk of danger and inconvenience to the user for operation of downstream RCD

units. Time delay RCDs are identified with the following symbol S . Circuits supplied from the consumer unit downstream would require 30 mA RCD (for additional protection). In this scenario selectivity has been achieved. Installing RCDs with different mA ratings and/or time delayed devices is not a new concept. However, the major change that came in with BS 7671:2018 is the requirement to select the appropriate type of RCD – AC, A, F, or B – dependent on the expected load. Correct coordination of Types of RCD is essential when in series, and Fig 2 shows the layout of RCDs in series.

RCD types Type AC is used for Resistive Capacitive and Inductive loads generally without any electronic components, e.g. immersion heaters, ovens/hobs with resistive heating elements, electric showers, Halogen lighting. Type A is used for inverters, multimedia equipment, washing machines, lighting controls, dimmers, home electronic systems, LED drivers, induction hobs and electric vehicle charging points with less than 6 mA of leakage. Type B is usually used for 3 phase electronic equipment, inverters, UPS, EVCP with more than 6 mA fault current, PV arrays, industrial machines, cranes etc. Type F is for freqeuncy controlled equipment. This includes some washing machines, dishwashers, and driers containing synchronous motors, some Class I power tools and air conditioning speed drives. DON'T GO SILENT IF THE PHONE STOPS RINGING Promotional efforts are usually the first thing to be cut in times of business uncertainty, but Mark McShane, Managing Director for Skills Training Group, is passionate about the fact that marketing should be viewed as a priority. Here he explains why.

e've all been through a forced period of uncertainty that doesn’t look likely to end anytime soon. Like the wider building services sector, many electrical companies saw a reduction in enquiries over the lockdown period as operations ceased on building sites and commercial premises, and private customers shut their doors. In times like this, its tempting to batten down the hatches and wait for the storm to pass. However, businesses that have maintained a consistent line of communication with existing and potential customers, despite the circumstances, are far more likely to weather the storm. Here are some top communication and marketing tips for quiet times:

Be active on social media Platforms like Facebook and Twitter provide a free opportunity for businesses to reach more customers than they’d ever need. For an extra boost, sponsored posts are low-cost and a highly effective way for businesses to increase reach and engagement. Rather than just posting content, maximise effectiveness by interacting with local businesses, online electrical communities and industry
influencers, using hashtags and getting involved in competitions – you could even think of some of your own.

Provide engaging content Whether it’s online or on paper, nobody likes 'spammy' communications. Facebook’s algorithms favour content that sparks conversation or initiates meaningful interactions between users. Your customers will appreciate content that is valuable to them, for example, free advice on electrical safety or energy efficiency.

Use video On a platform such as Facebook, video gets at least 59% more engagement and is 73% more effective than photos. All modern smart phones capture decent quality videos and it can be a quick and personal way to show the jobs you’ve completed and provide advice. Facebook allows videos to be up to four hours in length but unsurprisingly the optimum length is much shorter, around three to five minutes.

Be helpful Mix up your customer communications and ensure they provide value. Keep a record of the work
you carry out so that when maintenance is required you can notify your customers. Stay up-to-date with industry news so you can inform clients about new opportunities, such as the Green Homes Grant.

Curate a good contacts list Keep a list of customers and people who've shown an interest in your business so you can distribute valuable content, reminders and relevant marketing materials. It's very important to be GDPR compliant, so your customers must give consent to receive specific communications from you. At times like this, when some companies are scaling back, there are opportunities for those with an eye on the future – by investing in communications and relationships building, your company can stand out from more cautious competitors. AICO SUPPORTS FIRE & RESCUE SERVICE
A
s part of a new campaign to increase support to the Fire & Rescue service, Aico is offering assistance in the form of CPD training and the use of its facilities to each of the 52 Fire & Rescue Brigades in the UK. The support will include free, FIA-approved CPD training based on BS 5839-6:2019, free use of Aico’s mobile training and demonstration units and access to office space at the company's Centre of Excellence as well as homeowner and tenant safety packs. Neal Hooper, Managing Director of Aico, commented: “For us, it's not just about alarms. One of our core values is creating safer communities and this year we've decided to increase our support for the Fire & Rescue service. We already have strong partnerships with several F & R services around the UK but feel we could be doing more.”

AM2 ASSESSMENTS:
WHAT'S THE DIFFERENCE?
T
here has been a bit of confusion in the industry around the AM2, AM2S and AM2E assessments, what they consist of and who should be undertaking them. To help clear things up, the team at XS Training are advising that the AM2S should be undertaken by Electrotechnical Apprentices who are training against the Apprenticeship Framework. The AM2 is for those who are undertaking the JIB Mature Candidate Assessment, while the AM2E is aimed at learners on the new 2346-03 Experienced Worker Qualification and has been available at NET test centres from early October. Put simply, the AM2 is a practical assessment, commonly taken as the endpoint assessment of an Electrotechnical training program. The assessment is normally a 2-3 day process, undertaken at a NET approved test centre. The difference between AM2, AM2S and AM2E Section A1, B, C, D and E are the same time limits for all three AM2 assessments. However, the time limit changes for the Composite Installation (Section A), as
outlined in the next paragraph. The extra time allowed for the AM2S and AM2E is for the installation of a small section of steel conduit and PVC conduit. Section A1: Safe Isolation and Risk Assessment – 45 mins Section A: Composite Installation – AM2 (8.5 hours), AM2S and AM2E (10 hours) Section B: Inspection, Testing & Certification – 3.5 hours Section C: Safe Isolation – 30 mins Section D: Fault Diagnosis & Rectification – 2 hours Section E: Assessment of Applied Knowledge – 1 hour AM2, AM2S and AM2E It should be noted that candidates won't be able to use the AM2 for the NVQ 2346-03. If candidates hold an AM2 certificate which is less than two-years old, they'll need to complete section A (installation) of the AM2 again and this will include the steel and PVC conduit installation If the AM2 is more than two-years old, the candidate may need to take the entire AM2E, as NET may not recognise the existing AM2. If the AM2 was achieved before 2010, then it will not be recognised at all for the 2346-03 and the candidate will need to take the AM2E After December 31st, candidates who have already achieved the AM2 will only have the choice of the NVQ 2357 and/or 2346-03. However, some of the older qualifications (2360 etc.) don't fully map over to the NVQ 2357 and, as such, these candidates may only have the option of the NVQ 2346-03 and will need to re-take the AM2 in the form of the AM2E. The AM2, AM2S and AM2E online test Candidates will need to achieve 21 correctly answered questions out of 30 to ensure they pass the AM2 online exam,

with a one-hour time limit allowed. The assessment process will be based on the application of knowledge associated with: Health & Safety, BS 7671 Requirements for Electrical Installations, and Building Regulations. Candidates are provided with a relevant selection of publications. The Experienced Worker Assessment This assessment is recognised as an equivalent to an industry apprenticeship and is built up of a strict set of achievements and qualifications. BROCKET Conduit Bush Socket The brainchild of Adrian Journeaux, MD of AJ Electrical Services in Hampshire, the Brocket is a low-profile socket that's designed specifically for electrical conduit bush connectors, and will work with your existing 1/4" drive tool set. We're one of the first social housing providers of our size in the UK making this significant shift to connected technologies.” Ealing Council’s entire housing stock will benefit from the new connected system, which will deliver maximum protection through real-time remote monitoring of each property via a secure wireless network. FireAngel’s patented Predict technology will also be installed to highlight trends and high risk patterns of behaviour to prompt earlier intervention before an actual fire event. The installation of over 122,000 of FireAngel’s battery-powered Specification Range smoke, heat and carbon monoxide (CO) alarms is already underway, with 400 alarms being fitted by Ealing Council’s team of installers each month. Cost and resource savings The alarms are battery-powered, meaning no hardwiring is required and providing significant cost and resource savings, whilst simultaneously reducing the period of time in which the installers are in each of the tenant’s homes. The new partnership will see the level of protection throughout each property upgraded from LD3 to an LD1 Category Specification, in accordance with BS 5839-6. The suite of alarms will also be enhanced by a FireAngel Connected Gateway, which will be fitted outside of each property to provide Ealing Council with additional real time updates regarding the status and performance of each alarm. Paul continued: “This is project is necessary to transform the way in which we effectively manage and monitor not only our entire housing stock, but the safety of every tenant living in each of our properties.”
As the alarms are wirelessly interlinked across a secure private network, Ealing Council can easily monitor and manage the status of the alarms in real-time. FireAngel’s Predict technology will also enable Paul and his team to remotely understand the trends and levels of risk each property presents and as tenant’s needs change. The FireAngel Connected Gateway uses a unique algorithm and features patented Predict technology to identify and highlight high risk patterns of behaviour with regard to fire safety, bridging the gap in communication by instantly notifying necessary individuals in the event of an alarm notification. Knightsbridge’s Scott Brewer looks at the benefits of self-test emergency lighting. he growth in self-test emergency lighting has been well documented but primarily it has been seen as a way of keeping costs under control without sacrificing the element of safety that emergency lighting provides in buildings. Though BS 5266 calls for a function test once a month and an annual full rated duration discharge is performed and logged for all emergency lighting installations, the costs of employing an engineer to come and do that can be prohibitive. Typically, a routine test would involve the following: 1. Turn off the local mains supply, 2. Verify each luminaire is operating in emergency mode and meets the rated duration, 3. Turn the mains supply back on and check that the luminaires are charging, 4. Record all results in an emergency test schedule report. And it’s not just the cost of an engineer but the hidden costs of downtime, loss of productivity and inconvenience to inhabitants or staff. That emergency lighting fitted with self-testing control gear can perform some
of these actions is clearly beneficial. As the name implies, an emergency light fitted with self-testing control gear can carry out the mandatory tests in accordance with national legislation, then report back the results via LED indicators, and in some cases, an audible alarm. Importantly, all faults will continue to be indicated until they are rectified. Therefore, the building owner or facilities manager now only has to check the LED status indicators and record the results on the test schedule. This results in a less labour-intensive testing procedure, leading to a quicker payback on the initial cost of installation, especially if you have a large complex building. In addition to the reduced labour required to perform monthly checks, self-test luminaires also have the added benefits of: a) Reducing human error in tests, b) Instant fault indication, c) Self-diagnosis identifies any component failure, d) No more delays in testing as it can be carried out within normal business hours. Ventilation helps provide comfort in luxury home Vent-Axia has been specified as part of a luxury 1,300m2 new-build family home in Kingswood, Surrey. Designed to provide privacy, space, luxury and comfort the property spans four floors, with five Vent-Axia Sentinel Kinetic High Flow Mechanical Ventilation with Heat Recovery (MVHR) units providing ventilation for this extensive project. Featuring a cinema, a basement swimming pool with spa and sauna, a golf simulation room and a fully-equipped fitness suite, as well as a separate studio flat for guests, all of which will benefit from quiet, energy efficient effective ventilation.
This impressive build was project-managed by the owner who appointed Built Environment Technology as the MVHR specialist with full turnkey responsibility for specification, design, procurement and project management. Built Environment specified the Vent-Axia Sentinel Kinetic High Flow MVHR units to provide energy efficient ventilation throughout and the units were selected thanks to their high efficiency, their ability to meet the substantial airflow demands of the property and to ensure excellent indoor air quality with proportionate control – the units are factory-fitted with an integral humidity
sensor, which intelligently tracks air quality and adjusts ventilation rates accordingly. With energy-efficiency also central to the project it was vital to reduce the heating and cooling demands of the home. To achieve this, the Vent-Axia MVHR system was combined with geothermal intake ducts, which harness ground energy to remove the extremes of outside temperatures. As fresh filtered air is drawn through polymer ducts which are laid at a depth of 1.5 - 2.5m below ground, renewable geothermal energy is transferred to the intake air, providing natural warmth when very cold outside and natural cooling when hot, with potential annual energy-savings of 3,400kWh. In addition, conventional higher-energy frost-protection heaters are not required, as would normally be the case. Richard Porteous, Senior Projects Manager at Built Environment Technology said: “This large-scale project involved a complex ventilation system design, combined with geothermal intake ducts to optimise energy-efficiency gains all year round. “We specified the Vent-Axia Sentinel Kinetic High Flow units, as they provide high levels of performance and efficiency, with very site-friendly characteristics such as side and top duct connections, which are valuable in confined spaces. Clean up with Metabo's new cordless vacuum A clean working environment is indispensable for health protection so a powerful vacuum cleaner for professionals in the electrical industry is, therefore, essential. The ‘CordlessControl’ system takes over the automatic start and stop of the vacuum cleaner. Thanks to an intelligent transmitter-receiver system, the cordless tool is connected wirelessly with the vacuum cleaner. The receiver is installed directly in the vacuum cleaner and attached to the suction hose. A vibration sensor in the transmitter then detects when the machine is switched on or off. If the vibration in the machine is not strong enough, the transmitter can be attached directly to the device using the multi-tape included. A semi-automatic filter cleaning system ensures the filter cleans itself automatically during breaks. For manual cleaning, its a case of simply pressing the remote control button on the transmitter, which is positioned directly in the front on the sleeve.
