behind us, we are starting 2021 in an environment that is no less challenging. As we head into what looks like the most difficult phase of this pandemic, Harkins continues with our established protocol of wearing face coverings, practicing social distancing, and using thermal imaging cameras, which have all been vital measures in keeping our employees and our trade partners safe.
One of the biggest challenges we are facing as a result of the pandemic relates to the disruption of the supply chain. The ripple effect of material delays and shortages is impacting our projects today and will continue to do so in the coming months. Harkins has been leveraging our 55-year history and relationships with our clients, design teams, key trade partners, suppliers, and vendors to ensure that we are receiving the most up-to-date information about materials. By involving the Harkins team early in the project and making decisions promptly, we can obtain materials with long lead times well before they are needed, in lieu of just-in-time contracting. It is with great pleasure that I announce the promotion of Mike Mallow to Senior Vice President of our Multifamily Group. Mike will have executive oversight

of the group’s Affordable, Market Rate, Renovation, and Senior Living divisions. Mike is respected by our clients, consultants, trade partners, and fellow employee-owners for his knowledge, leadership, and honesty. Read more about his promotion on page 5. While we have not yet been able to celebrate in person, I would like to recognize the retirement of Harkins Vice President Dave Miller. After 32 years of exceptional service, Dave retired in January 2021. What separates him from the rest has been his ability to connect with his colleagues and contacts in the industry on a deeper level. Dave is an out-of-the-box thinker who consistently encouraged our entire executive team and employees to think differently and challenge the status quo. Read more about his retirement on page 4. SOUTHEAST LEADERSHIP
COO Larry Kraemer will succeed Dave in the leadership of the Southeast Region, in addition to his other executive duties. Larry relocated to Charlotte, NC in the Fall of 2020 to put forth his efforts in continuing to develop the team and growing work in that region. Though vaccines are on the way, I encourage everyone to continue practicing safe routines until they are no longer needed. Even with material shortages and the pandemic, Harkins continues to have a steady backlog and offers an optimistic outlook for our continued growth and success. There is light at the end of the tunnel, and I know we will get there and be a stronger company after going through this journey together.

Celebrating Dave Miller 32 Years of Exceptional Leadership
After 32 years of exceptional service to Harkins, Vice President Dave Miller retired in January 2021. Dave's career with Harkins began in 1988. His projects ranged from commercial and residential urban infill to historic rehabilitation and renovations. Most recently, Dave brought his wide-ranging project experience and leadership skills to the development of our Southeast Division, where he was instrumental in Harkins' strategic reorganization and growth initiatives, introducing culture, experience, and value to the Carolinas. President and CEO Gary Garofalo said, “Dave's remarkable career earned him the respect of all who encountered him and resulted in building countless long-term relationships. Congratulations, Mike Mallow We are pleased to announce the promotion of Mike Mallow to Senior Vice President of the Multifamily Group. In this role, Mike will have executive oversight of the group’s Market Rate, Affordable, Senior Living, and Renovation divisions. In January 2021, he celebrated his 40th Anniversary as a Harkins employee-owner, a journey that began in 1981. Mike has been instrumental in expanding Harkins’ opportunities and market share, especially in the Northern Virginia and DC area. He began his career in construction as a laborer, then rose through the ranks as a site
manager in 1997, project manager in 2005, division manager in 2014, and vice president in 2015. President and CEO Gary Garofalo said, “Mike is really one of the best examples of what we call a true ambassador of Harkins. He is loyal, determined, and is always willing to do whatever it takes to create a win-win situation for everybody involved. Mike is the type of leader who brings out the best in the people around him, and he acts as a distinguished mentor to younger, emerging team members.” Congratulations on your promotion, Mike.

FEATURE STORY
With state maintenance resources now situated in one integrated facility, the Combined Support Maintenance Shop (CSMS) significantly enhances the National Guard’s mission to uphold vehicle repair and maintenance standards. Located in New Castle, DE, CSMS functions as a one stop shop for the Delaware Army National Guard and provides maintenance functions, onthe-job training, and readiness operations. In April 2018, the Delaware Army National Guard started soliciting for Statements of Qualifications to design and construct a new maintenance shop. Harkins assembled an accomplished design-build team with designer of record Stantec, civil engineer WBCM, structural engineer Nayyar & Nayyar, and mechanical and electrical engineer RMF Engineering. Harkins was shortlisted along with two other design-build teams based on qualifications, and we were ultimately awarded this contract on September 12, 2018. A notice to proceed was issued on October 10, 2018. The preconstruction process was fasttracked to allow the project to start construction while still finishing the final design. By fast-tracking the civil and structural design packages, it allowed us to receive substantial completion 26 days ahead of schedule, even during a pandemic. PROJECT DETAILS AND DESIGN
The new design-build CSMS replaced two smaller buildings that were originally built during the Korean War. This prominent building at the River Road Training Site is 62,323 sf in size and serves two separate functions. The front end of the building contains features such as a fitness room, lockers, multi-functional classrooms, and a café area. The back end transitions into the shop area, which includes a carpentry shop, a machine shop, a canvas repair shop, communication shops, a calibration shop, an arms vault and repair shop, an injector repair shop, and a radiator repair shop. The maintenance bays are separated into two wings branching off the main building and consist of a double height space. The building includes a 15 ton and 7.5 ton overhead crane along with five monorail cranes ranging in capacity. With the way the building was designed, the overhead cranes can lift loads anywhere on the bay floors without interference by us-
ing underground vehicle exhaust system and bringing the POL (Petroleum, Oil, Lubrication) dispensing lines down the side walls. The POL distribution system was designed for six distinct products and includes seamless tubing, compression fittings and air driven pumps to reduce the maintenance of the system. There is also a 4,017 sf unheated storage building, a vehicle storage lot, and a new entry control point with a guard booth. The exterior of the building consists of metal panels, aluminum and glass, veneer cultured stone accent material around the main elevation and split-face CMU veneer in a pattern around the remainder of the building. The stone and the CMU act in conjunction with a cavity wall assembly that includes continuous rigid spray insulation and a fluid-applied air and water barrier.

This included coordinating footing elevation steps for plumbing/electrical/telecommunications, underground vehicle exhaust, radiant heat flooring, oil/waste plumbing, trench drains, and POL distribution trenches. Another notable example included the corridor directly outside the mechanical room. This location was the tightest spot above ceiling on the project and with numerous VDC coordination meetings, the coordination worked in the field during installation months later. The project also used Revit 3D software for clash detection and to develop construction documents. The new facilities resulted in a federal and state-compliant facility (UFC / DNREC / DelDOT). LOGISTICAL COORDINATION
Complex coordination and extensive pre-planning allowed the site to remain in operation while the new facility was constructed to continue readiness operations for the Delaware Army National Guard. Integrating technology into the preconstruction process was extremely important and beneficial on this project. Between the project controls department, on-site field staff, and our trade partner coordination, the project benefitted from Virtual Design & Construction (VDC). By using VDC and BIM on this project, the sub-slab elemen-

One of the main challenges of this job was linked to the 1,500HP engine dynamometer that was added halfway through the project. Due to the extensive requirements to run the dynamometer, additional infrastructure needed to be added to support the system. To facilitate this change, there were several months of planning and re-design to include an underground water reservoir, cooling tower, fuel tanks, pumps, trenches for all the piping, and three intake fans and an exhaust fan capable of moving 50,000 CFM. The 1,500HP dynamometer will now allow the Delaware National Guard to test engines for their entire fleet and give them the ability to fix issues in-house rather than sending them out for repair. Another challenge related to the paint and prep booth in the maintenance bay that measures 97 feet long and 22 feet high to the top. This paint booth has its own make-up air and exhaust system including a heated cure cycle. Building the paint booth was challenging due to its massive size and the structure around the booth already being in place.
A special thanks to the project team of Marc Orndorff from Delaware National Guard, Tracy Horan from Tetratech, CW5 Ron Wilson from the Delaware National Guard, and our design-build team led by Stantec and consultants. The end result is a project that all stakeholders can be proud of. By using the design-build method of construction, the team worked together to design, review, estimate, and schedule a successful project. We are proud to deliver the Combined Support Maintenance Shop, which is our second project for the Delaware National Guard. The first of which includes the "Major Joseph R. 'Beau' Biden National Guard/ Reserve Center." Both facilities are a vital part to satisfying the state of Delaware’s needs for the next fifty years, offering better technology and more space to maintain modern equipment.

LEED INITIATIVES
The team incorporated LEED initiatives that were designed and built to achieve LEED v4.0 Silver certification. The goal of integrated sustainable design methodology is to design to minimize the energy consumption, conserve resources, minimize adverse effects to the environment, improve occupant productivity, health, and comfort, and to reduce the total cost ownership of the project using a whole building, life cycle approach. Sustainable features include water source heat pumps, below slab radiant heating, LED lights, low flow faucets and fixtures, and 191 solar panels on the roof, totaling a 60-kw system. Enhanced commissioning was used. "Harkins put a plan in place to allow us to keep working and feed our families. At the same time keeping us safe with daily temperature screening, daily COVID reporting, and mandatory masks when working within 6’ of someone else."

THE DESIGN-BUILD

Back in the 1970s, we were contemplating taking a chance on a new project delivery method. What we did not expect was how well design-build would align with our culture and values over the next 40 years. The design-build approach brings the designer and builder under a single agreement with the project owner. This collaborative approach builds an integrated team that works towards the same goals for the project's success, and the relationship between all parties is established before the project design is complete. While we worked on some projects that integrated design-build aspects, our first official design-build project was in 1979 called Primrose Place. Located off Caton Avenue in Baltimore, Primrose Place was a new highrise senior living community that would create 125 new apartments for our client, The Humphrey Company. Former Harkins CEO Dick Lombardo fondly looks back on this project and remembers how proud he was of how well Harkins was able to navigate the design-build process with no prior experience.

The six main benefits from the design-build approach include: ^ Single-point of responsibility: One entity drives the flow of work from inception all the way through completion to ensure that the building incorporates all functional requirements, is aesthetically pleasing, and is built on time and within budget. ^ Budget management: The onus is on the design-builder to maintain the budget from bid time through construction and protects the owner from cost changes resulting from mistakes in design. ^ Accelerated project completion: These projects can typically be completed in a shorter amount of time since the owner only has to select a design-builder instead of procuring a design team, completing the design, and then bidding out the completed design to general contractors. ^ Quality control: This method helps to remove uncertainty that may arise in material and construction specifications and allows the design-build team to pick what is best for the project in terms of functionality for the owner and constructability for the team. ^ Improved communication: Specific design and construction details are continuously being developed throughout the entire process, and the focus is on giving the owner a product that meets their prescriptive functional requirements. ^ Builds the best team: This approach enables us to identify the right team, negotiate with established trade partners, and bring key participants to the table early. BOARD SPOTLIGHT We are proud to announce that three leaders at Harkins have been elected to serve on the Board of Directors of various organizations, including the Associated Builders and Contractors (ABC) Greater Baltimore and Washington chapters, Maryland Building Industry Association (MBIA), and Home Builders Care Foundation (HBCF).

ELLIE CASCIO Harkins Project Manager Ellie Cascio has been elected to the ABC Greater Baltimore chapter Board of Directors. “I am honored to have been asked to join the ABC Greater Baltimore Board of Directors. Through supporting ABC over the last 30 years in various committees, I served as the chair for the ABC Excellence in Construction Awards Program for two years, initiated the resurrection of the Women in ABC Committee, and was membership director of the chapter for six years. I look forward to being part of the Diversity Committee and WABC (Women in ABC) Committee to encourage more involvement in the industry.”

STEVE RUBIN Harkins Project Executive Steve Rubin has been re-elected to serve the Maryland Building Industry Association and Home Builders Care Foundation Board of Directors. “I have been involved in various roles in both MBIA and HBCF since 1993 and will continue to serve in 2021 as part of the Board of Directors. MBIA represents the interests of the building industry in the state. HBCF is tasked with making charitable contributions to non-profit organizations that focus on housing and community development needs. It has been a pleasure working for both groups and seeing the impact our industry has on the economic and charitable sectors of Maryland.”

As part of the largest construction trade organization in the nation, ABC is a diverse group made up of various industry leaders, general contractors, specialty contractors, professional associates, owner representatives, and architects. Ellie and Kathy will aid in steering each respective ABC chapter towards a sustainable future by adopting sound governance and financial management, as well as ensuring there are adequate resources to advance each region’s mission. MBIA was formed in 2014 as a result of a merger between two local organizations with over 175 years of combined experience: Home Builders Association of Maryland (HBAM) and Maryland National-Capital Building Industry Association (MNCBIA). The association is a local chapter of the National Association of Home Builders (NAHB) representing over 1,000 members, including home builders, remodelers, developers, and affiliate professional and service providers in the state of Maryland. The mission of the HBCF is to give back by utilizing the skills and resources of industry members on shelter-related construction for the homeless and others at-risk. Steve serves as the chair of the Multifamily Council of MBIA, leading the group and representing the interests of the multifamily industry within the state of Maryland. As Vice President of the HBCF, Steve helps coordinate donations related to charitable housing needs and raises funds from community sources.

Supreme Orthopedics won an Award of Excellence through NAIOP Maryland for Best Medical Office. Celebrated virtually on December 18th, the excellence awards program recognized the innovative achievements of regional commercial real estate developers, as well as companies and professionals that service this industry in the state of Maryland. Supreme Orthopedic Systems is the region’s gateway to orthopedic innovation, technological integration, and surgeon education. Designed by The Verve Partnership, the cohesive headquarters features 18,000 sf state-of-the-art space with an eight-station wet lab, a BioSkills training center, administrative offices, and inventory storage. With the mission of helping patients recover faster, the Supreme Orthopedics facility houses experienced technical consultants specializing in the distribution, training, and support of orthopedic surgery.
St. James Plaza received the 2020 Trends award in the Excellence in Housing Affordability category with ULI Washington in December 2020. Located in the city of Alexandria's Beauregard neighborhood, St. James Plaza was completed for long-time client AHC, Inc., with architect Cunningham | Quill. The community transformed the St. James United Methodist Church and Bi-District Office of the Northern Virginia Methodist Church into 93 new affordable apartment units at rents ranging from 40-60% of the Area Median Income (AMI). The modern structure has five stories of wood frame construction above two levels of cast-in-place concrete. Community amenities include underground parking, a fitness center, and a community room for residents.
