REGENERATION MASTERPLAN Work to create a radical new regeneration blueprint for Hartlepool has reached an important stage. The draft Masterplan is being published to give Hartlepool residents and businesses the opportunity to comment on the proposals before the Masterplan is finalised.

Work is continuing to develop the draft Masterplan using the results of the initial public consultation which was held from 4th August 2014 to17th October 2014 to gain people’s perceptions of the Masterplan area and how it could be improved.

Prominent Waterfront site with a large long-term vacant building owned by the Council located on the site adjacent to the Listed Seaton Highlight.

RESULTS OF CONSULTATION

The Council received 628 questionnaire responses to the consultation. The responses highlighted overwhelming support for the Masterplan with 94% of responses agreeing with some or all of the priorities being considered. These included making Hartlepool a major leisure and visitor destination, improving shopping in the Town, and the regeneration of Jacksons Landing, Church Street and Trincomalee Wharf.

CONNECTIVITY

There is poor pedestrian connectivity within the Masterplan Area particularly between the Town Centre and Church Street / the Waterfront.

There was substantial support for improving the physical environment and appearance of the Masterplan Area and raising Hartlepool’s profile as a major leisure and visitor destination to reinforce attractions such as the Hartlepool Maritime Experience. There was also significant support for improving the choice of shops, leisure activities as well as improving pedestrian and cycle connections.

The attached plan shows a few key issues that were raised in the consultation.

The responses also suggested potential uses for development sites and improving the environment of the area. There was also a desire to address the number of vacant and derelict buildings particularly historic ones, improve sports and leisure facilities and reinforce the importance of industry and businesses.

The primary retail and car parking location and dominant physical presence in Hartlepool Town Centre.

CHURCH STREET

Partly within a Conservation Area with a number of neglected historic buildings, there is low footfall due to limited daytime uses and a physical environment in need of improvement.
