#Herts schools enjoy enrichment with art Sixt y schools are set t o benefit from t he diverse art works being donat ed by Hert fordshire Count y Council. Throughout July schools were able t o view and make applicat ions for 614 art works being donat ed from t he former Hert fordshire School Loan Collect ion. A t ot al of 60 predominant ly primary and junior schools expressed an int erest in t he works, wit h some request ing single works and ot hers applying for up t o 90 art works. Several schools plan t o creat e mini galleries and share t he works t hey receive wit h t heir neighbouring schools. Hert fordshire Count y Council allocat ed t he it ems based on t he popularit y of each work and t he rat ionale given by each of t he applying schools, ensuring t hat each school has at least one work request ed. Cabinet Member for Educat ion, Libraries and Localism, Cllr Terry Douris (pict ured) said: ?We were delight ed wit h t he excellent response from schools keen t o enrich t heir pupil?s educat ion wit h t hese works of art . ?It is heart ening t o hear t hat some of t he schools are creat ing small galleries and sharing t he works wit h neighbouring schools ? t his t ruly reflect s t he communit y spirit we int ended. ?These donat ions will ensure t hat Hert fordshire Count y Council?s art legacy can be used for t he purpose t hey were always int ended for ? t o enhance t he educat ion of Hert fordshire pupils rat her t han being kept in st orage in an anonymous warehouse.? Schools expressed a keen int erest in works t hat linked t o t heir curriculum or promot ed different
cult ures, as well as equalit y and diversit y. It ems were also chosen t o support ?Art smark?awards ? t he Art s Council England creat ive qualit y st andard for schools and educat ion set t ings. Art works were also chosen t o encourage posit ive act ivit ies and init iat ives such as ?walking t o school? days and recycling.

Spectrum Drug and Alcohol Recovery Service (part of national health and social care charity Change, Grow, Live), Emerging Futures and The Living Room have partnered to deliver support for people with drug and alcohol issues across Hertfordshire including treatment, housing and aftercare. The partnership was officially announced at ?Changing Herts?, a launch event for the three services held on Friday 27 September 2019. Guest speakers included Tim Hutchings, Cabinet Member for Public Health and Prevention, and Iain MacBeath, Director of Adult Care Services at Hertfordshire County Council. All three services are committed to a whole-person approach, where people with drug and alcohol issues will go through a recovery journey starting with
harm reduction measures that keep them safe and have access to transitional housing while they are still using drugs or alcohol. As they move through their recovery journey, they will have access to abstinence-based housing and community rehabilitation to help them achieve long-term recovery. Expanded support for young people and families will be included, with outreach workers from Spectrum CGL visiting young people in their homes, schools or other community settings to help prevent drug and alcohol issues from escalating. Family and hidden harm practitioners will work with parents and young children to make households emotionally and physically safer. Hertfordshire County Council?s Cabinet Member for Public Health

IOD Director of the year success for Leona Drawing together heat winners from across all parts of the country, the grand final of the Institute of Directors (IoD) Director of the Year Awards held on Friday 18 October, revealed the UK champions in categories such as Public Sector, Start-up, and Non-Executive Director. Judges included UK Broadband?s MD Rosalind Singleton and Helen Stephenson, chief executive of the Charities Commission. Leona Barr-Jones, COO of Focus 7 International, based in Hertfordshire, was announced as Inclusivity Director of the Year. Leona has spent 30 years in the Military, 21 years as a Regular Army Officer serving in Germany, Bosnia, Kosovo and South Africa. She has worked with the Royal Artillery and Royal Signals and in Personnel and Training policy and command roles including Army HQ and 5 years in MoD Head Office working on Strategy and Defence Diplomacy and International Policy and Planning. For the last 8 years Leona has worked in the Army Reserve and and took over as Colonel Commandant of Essex Army Cadet Force (ACF) in April 2019. The Director of the Year judges commented that within her entry Leona provided evidence of the
role she has played in founding a national diversity and inclusion project, which has the potential to really shape a diverse workforce for the future. They stated that Leona is a truly inspirational individual with such a great story of determination. Leona has been a member of the IoD since 2010, joining soon after she left the Regular Army and was invited to be a Fellow of IoD soon after. "The East of England offers that perfect combination of high-tech, bio-tech and pharma, traditional professional services and well-established agricultural industries. With quick links to London, Europe and International Trade on our doorstep, it?s no wonder that #EnterprisingEast is an ever-growing hashtag," says Leona Barr-Jones. "The IoD represents the standard for good leadership and corporate governance and it is our duty as Directors to ensure we uphold these standards and the values that should go hand in hand with being a Director. The IoD helps support us with up to date information and best advice and offers Continuous Professional Development as leaders and managers. It also gives us a valid voice on Government Policy and
an opportunity to network with like minded leaders." Jonathan Geldart, Director General of the Institute of Directors, said: ?I would like to congratulate all of our Award winners, each of whom have shown dedication, ingenuity, and leadership, inspiring those around them. Eleven of the East of England?s most inspiring business leaders, who had won at the regional level of the IoD Director of the Year Awards, were present at the IoD National Director of the Year Awards, which took place at the Brewery in London on 18th October 2019. Highways team's award for use of technology HCC highways team has won Best Use of New Technology in the Highways Industry at the prestigious Highways Awards. The award was presented jointly to Hertfordshire County Council, our highways contractors Ringway, Essex County Council and their contractors Ringway Jacobs. Together we?ve been working with Elgin, the company behind the national roadworks database one.network (formerly roadworks.org), to develop and implement a software application which allows real-time road closure information from across the two counties to be sent directly from works on the ground to drivers?sat nav devices. Live information about road closures on the Hertfordshire and Essex road networks is now sent directly to sat nav systems, and applications such as Google Maps, meaning that drivers have access to live information about which roads are open or closed. As a result, drivers can avoid lengthy delays and unnecessary diversions, helping to improve traffic flow and journey times. Phil Bibby, Cabinet Member for Highways and Environment, said: ?I?m delighted that this unique project has won this prestigious industry award. Together with Ringway and our colleagues in
Essex we are pioneering the use of real-time information to help our road users avoid disruption, and it?s fantastic to see this recognised nationally. Biker down programme completed by 1,000
A free course known as Biker Down, aimed at Hertfordshire?s motorcyclists, has now been completed by 1,000 candidates from across the county. The lucky 1,000th participant, Dan Smith, completed the course in Stevenage
last week, and received a special certificate and gift vouchers sponsored by local motorcycle store Bike Stop to mark the occasion. Biker Down was launched to provide motorcyclists with
information that may help them deal with road traffic collisions involving a fellow biker. The care of a rider who has been involved in a collision is very important to members of the biker community. Many bikers ride in groups or pairs,

and it is often the case that when one is involved in an accident the first person in attendance will be a fellow biker. Based around the First Aid requirements of an injured motorcyclist, the course is divided into three modules and lasts approximately three hours. Course tutor Tony Smith from Hertfordshire Fire and Rescue Service said: ?We are extremely proud to have delivered the course to so many of Hertfordshire?s motorcyclists and are confident that they will each have become safer riders with many new skills that we hope they won?t have to use. Having said that, we have received feedback from several riders that have completed the course and found themselves at the scene of an accident where
they were able to take charge and assist in traffic control, casualty care and the many other tasks that such an incident requires.? Cabinet Member for Community Safety at Hertfordshire County Council, Terry Hone, said: ?Biker Down is just one of the many community initiatives from Hertfordshire Fire and Rescue Service designed to keep residents safe. Motorcyclists are some of the most vulnerable road users, so it?s particularly important that they feel confident in how to act should they witness, or be involved in, a collision. It?s great to see that the Biker Down course has helped 1,000 bikers in the county ? here?s to the next 1,000.? Hertfordshire Fire & Rescue Service has been delivering the
Biker Down course since April 2014 having followed in the footsteps of Kent Fire & Rescue where the course was conceived, designed and first run. Since then, fire services across the UK have been delivering Biker Down with 40 counties currently involved in the scheme. Work to start on new #Herts bridge scheme
Work was due to start in October to prepare the ground for the New River Bridge scheme in Essex Road, Hoddesdon, in the Borough of Broxbourne, which will see a new bridge built to improve access to Hoddesdon Business Park, helping to support local
businesses and the local economy. Work will begin during October to clear vegetation, divert cables and undertake site investigations and ecological works in preparation for the
construction of the bridge. The main construction works will begin in early 2020. The existing bridge on Essex Road is the only HGV access to the Hoddesdon Business Park. This 118 hectare site is one of the largest employment areas

in Hertfordshire and houses major employers, including Sainsbury?s, and houses the Ambition Broxbourne Business Centre. The existing bridge is 60 years old and not built to modern standards. Both the road and pavement are very narrow, making it difficult for large vehicles to pass. This means that the bridge acts as a bottleneck, and any incident that requires repairs to the bridge will have a major impact on the business park. The new bridge will be built alongside the existing bridge to provide a new modern and resilient road link to improve access to and from the Business Park for all vehicles, pedestrians and cyclists. The existing bridge will remain open while construction work takes place. Phil Bibby, Cabinet Member for Highways and Environment, said: ?This new bridge is the sort of important infrastructure that we need to be investing in to support our local economy. Local jobs are crucial to achieving sustainable growth and the bridge will make it much easier for vehicles, cyclists and pedestrians to get to and from the Hoddesdon Business Park, making it a much more attractive place for business. ?With around 100,000 new homes expected in Hertfordshire by 2031, we need to create 100,000 new jobs, so it?s vital that we invest in key schemes to improve the road network to unlock
economic potential and keep our economy thriving as the population grows.? The scheme, developed by Hertfordshire County Council in conjunction with Broxbourne Borough Council, is supported by an £8.9m Local Growth Fund investment from Hertfordshire Local Enterprise Partnership (LEP), £1.47m from Hertfordshire County Council, and £400,000 of S106 funding from Broxbourne Borough Council. Adam Wood, Head of Infrastructure & Regeneration at Hertfordshire LEP, said: ?Our £8.9m investment toward the New River Bridge scheme will significantly boost connectivity into and around Broxbourne?s largest employment area and is critical to maintaining its economic vitality. ?The new bridge and link road will fully connect Hoddesdon Business Park with the strategic highway network to benefit existing businesses, attract new businesses, and unlock the area?s growth potential.? The Rt Hon Jake Berry MP, Minister for Local Growth, said: ?We?re committed to boosting economic growth across the whole of the UK and levelling up our regions as we prepare to leave the EU on 31 October. ?Thanks to £8.9 million investment from the Government?s Local Growth Fund, communities in
Broxbourne will benefit from vital upgrades in infrastructure which will not only unlock the economic potential of the area, but also improve accessibility via a newly constructed bridge and wider roads ? greatly enhancing the travel experience for road users and improving connectivity throughout Hertfordshire.? Councillor Lewis Cocking, Leader of Broxbourne Council said: ?As one of the largest employment areas in Hertfordshire and one of the most important in the Borough, it is essential that businesses here have every opportunity to thrive and grow. ?Improvements to the transport links in and out of the Industrial Estate will not only improve vehicle access, but will also provide a safe footway and cycleway creating sustainable alternative ways to travel?. More t han 1,000 people came t oget her at Tewin Cricket Pit ch recent ly t o celebrat e t he apple harvest at Hert s and Middlesex W ildlife Trust ?s annual Apple Day, raising over ÂŁ4,500 for wildlife. Despite the grim forecast, the sun shone throughout the afternoon at the annual celebration of the harvest from Tewin Orchard. Different varieties of apples from the Trust?s Tewin Orchard Nature Reserve were on sale along with fresh apple juice and delicious homemade cakes. The children?s activity area offered nature crafts and storytelling for children. Guided tours through the orchard gave an insight into the traditionally managed nature reserve and the wildlife that can be found there. Other charities such as the Herts and Middlesex Bat Group and the Herts and Middlesex Badger Group showcased their work and local field artist Martin Gibbons was on hand to teach wildlife illustration and sold his drawings. Bumper turnout for apple harvest event boosts wildlife result: ?The high turnout proved that our annual Apple Day is an integral part of the community and it shows just how many people care and want to learn more about our wildlife.? The event raised over ÂŁ4,500 for the Trust, helping to protect wildlife across Hertfordshire and Middlesex. The Trust thanks everyone who attended Apple Day, all volunteers who helped make this day a success once again, Wenzels the Bakers, Waitrose in Welwyn Garden City and the Rose & Crown in Tewin for donating baked goods and Councillor Ken Crofton for his financial

This year?s special guests were the original puppets from The Wildlife Trusts?campaign film The Wind in the Willows, a stop-motion film that was released in spring and shown in cinemas all over the country. It is part of the national Wilder Future campaign and revisits the characters from Kenneth Grahame?s much-loved children?s classic 100 years on to showcase the troubles facing wildlife today. Into film with festival Pupils are once again being offered the opportunity to attend free cinema trips and access free resources through the Into Film Festival, with 3000 film screenings and 200 special events taking place throughout the UK. Returning for its 7th year from 6-22 November, the Festival is the world?s largest free film festival and its many themes and topics can be utilised by educators across the curriculum, in subjects such as English, modern foreign languages (MFL), geography, history, PSHE, politics and citizenship. This year will feature 10 events in Cineworld Stevenage including a screening of Fantastic Beasts: The Crimesof Grindelwald, alongside a talk by Stereo Supervisor Chris Parks
on his work with 3D filmmaking. This is together with regular screenings of If Beale Street Could Talk, Blinded by the Light, Under the Sea (Imax), Wonder Park (Autism friendly), Spider-Man: Into the Spider-Verse, and more. Some of Into Film?s celebrity ambassadors helped programme this year?s Festival by choosing their favourite children?s films to be screened, including Sir Kenneth Branagh (Chitty Chitty Bang Bang), Rhys Ifans (Oliver!), Katie Leung (Moana), Naomie Harris (The Sound of Music), Matthew Rhys (E.T.) and Ruby Barnhill (Howl?s Moving Castle). This year?s Festival is comprised of eight strands that can help educators navigate the packed programme: Mental Wellbeing & Identity, Language &
Creativity, The Natural World, Exploring History, Debate, Fantasy & Adventure, Rebellion and Musicals. The Into Film Festival, hosted by film education charity, Into Film is supported by Cinema First and the BFI through National Lottery funding and backed by the UK film industry. It is notably one of the biggest, free cultural events of the year and is curated for UK pupils aged 5-19 offering over 3,000 film screenings and speaker events covering a vast range of curriculum-linked topics. W hat are t he alt ernat ives? The most common alternatives are adjudication, mediation, arbitration or negotiation. Adjudicat ion Adjudication is widely recognised as the ?pay now, argue later?mechanism for resolving disputes. It is generally used to resolve construction disputes and is designed to protect cash flow for business, by preventing one party withholding cash payments for significant periods of time. Mediat ion Mediation is becoming the most common method of Alternative Dispute Resolution. It involves appointing a neutral independently trained mediator whose aim is to try and narrow the issues in dispute, with the ultimate view of achieving a settlement. The intervention of a third party mediator can often help the parties to take a step back and consider matters with more objectivity. Arbit rat ion During an arbitration, an impartial professional is instructed to make a decision on the dispute. The decision of the arbitrator is binding on the parties and there are limited grounds to appeal any decision. Arbitration is generally quicker than pursuing matters through the Court process.
Negot iat ion Negotiations will generally be the first port of call when trying to resolve a dispute. They can take many forms including discussion between parties, calls between instructed solicitors or even a round table meeting between the parties. Negotiation can be the quickest and cheapest means of resolving matters, however, the parties must engage with the process and be willing to compromise. W hy should you look t o resolve mat t ers t hrough alt ernat ive met hods? The main reason, as with most things, is cost. Litigating matters through to a contested trial can be a costly process and incredibly time consuming. For businesses especially, it can be very disruptive. There is an expectation from the courts that parties will engage in some form of ADR before going to trial. A failure to do this, or an unreasonable refusal can result in costly consequences for a party. In our experience, more disputes are settling these days by way of negotiation or mediation, and parties should certainly consider these options before engaging in the costly court process. This might be in a vehicle they owned themselves, something they loved going in, or perhaps even always wanted to experience! There was a story in the news recently of a man who?s dying wish it was to have his coffin transported in the bucket of the JCB he drove for 30 years. There are some beautiful pictures online of the JCB taking him on the short journey from his home to the funeral, followed by his family and friends on foot. Depending on the transport chosen, they can walk alongside, drive, or, in the case of a hand pulled bier, even carry their loved one themselves and be beside them right until the end.
