Tech centre to inspire young people's careers A technology and innovation centre located in the heart of Stevenage town centre is one of the focal points of a ÂŁ50m bid for funding which is currently being considered by government.

The project will form a key part of the aim to inspire our young people to consider careers in Science, technology, engineering and mathematics (STEM) industries.


The programme aims to achieve a number of goals including improving access to arts and culture facilities within Stevenage, contributing to the wider regeneration of the town centre, and also equipping residents with the skills demanded by businesses in the 21st century. Developing innovation within the town and building the workforce of the future are two of the cornerstones of the regeneration programme. North Hertfordshire College is set to be one of the main beneficiaries with the addition of a new presence in the town centre that will integrate with the existing campus. Commenting on the plan for the innovation centre, Stevenage Development Board Chairman Adrian Hawkins said: ?There is proven and growing demand for skilled technical workers for jobs within STEM industries. ?The Stevenage Science, Technology & Innovation Centre (SITECH) if given the go-ahead, will bridge the skills gap, train the workforce of the future and stimulate job creation by providing specialisms in STEM sectors ? all of which are critical to the Stevenage area and the wider Hertfordshire and UK economy. ?We need to do more to encourage people to develop skills in areas like engineering, life science, biotechnology, telehealth and telecare, and digital and computing innovation and advanced construction. ?The aim of the centre is to provide the space and facilities to develop a highly skilled workforce in direct collaboration with the businesses in the town and to offer opportunities to raise skill levels and consequent salary levels for Stevenage?s residents. Our town is fortunate enough to be home to a number of leading, innovative employers and we need to ensure that the demand they create for skills is met by the local workforce.? Along with good connectivity to the existing North Hertfordshire College Campus, the

SITECH will also link with other education providers and will be in close proximity to both the railway station and new bus interchange. Commenting on the planned centre, Anna Morrison CBE of Amazing Apprenticeships said: ?I think the work on Stevenage is fascinating ? such a diverse town with huge potential, whilst suffering some of the worst deprivation in the county. ?The way that pockets of innovation, creativity and wealth sit alongside poverty, lack of skills, teenage pregnancy, 3rd generation unemployment etc. has always been something I?ve been interested in. I went to school in Stevenage so saw first-hand what it was like for some of my friends and their families who were struggling. ?But I also saw how giving access to opportunities through education and employment could transform lives and break generational cycles.? The Centre will help to close the local talent gap, where businesses are often forced to recruit staff from outside of the town. Demand for skilled STEM expertise is higher than in most towns of the same size due to the presence of the Stevenage BioScience Cluster and a number of major industry-leading employers like Airbus and MBDA. Developing a larger skilled workforce in Stevenage is a vital component of the vision for a sustainable future for our town. The centre will highlight the close link between our businesses, education providers and residents and will incorporate the following:

Generation Stevenage

Around 650 people registered to attend a virtual event to find out how to pursue careers in STEM (science, technology, engineering and maths) and other roles withStevenage?s world-class employers. MBDA, Airbus, GSK, East and North Hertfordshire NHS Trust, Cell and Gene Therapy Catapult and Stevenage Bioscience Catalyst took part in Generation Stevenage on Tuesday 1 December. Pupils aged 15-18 from over 65 schools and colleges, together with their parents, carers and teachers,registered to hear from Stevenage?s leading organisations about how they can apply for jobs and apprenticeships in science, technology, healthcare, defence and space. Bim Afolami, MP for Hitchin and Harpenden, encouraged young people and their parents/carers to make the most of the virtual opportunity to find out about the exiting careers on their doorstep with some of the UK?s most innovative employers. Sector champions representing their industries each

made a three-minute ?pitch?to viewers saying why they should consider applying to work for their business. Dr Stephen Ward, Chief Manufacturing Officer, Cell and Gene Therapy Catapult, talked about some of the fantastic therapeutic advances taking place on site including their pioneering work on a COVID-19 vaccine. He said: ?This is real, tangible stuff and it is well within everyone?s grasp on this call. You can be part of it.? George Stephens, who trained as a nurse and is now Deputy Director of People Capability at East and North Hertfordshire NHS Trust, explained why he loved working for the NHS and his job: ?It?s not just doctors and nurses. It takes a massive team of people to deliver healthcare.? In live polls during the event, 61% said they love sciences, technologies and mathematics and talk about it a lot with their family/household, with 72% saying they were very keen to find out more about


STEM events. Stevenage Development Board Chairman Adrian Hawkins said this demonstrated the significant interest among young people and that he was very hopeful this event would come back to Stevenage possibly in person, and even bigger next year. He said: ?Skills development is central to Stevenage?s Town Investment Plan and its narrative for improving lifelong learning and levelling up in the town. Generation Stevenage, and other events like this, send a very clear message to our young people that they are part of their town?s exciting future.? Early career leads and apprentices then talked through their experiences and answered questions directly from the audience during a series of breakout sessions. Airbus apprentice Josh shared his experience of working on the Exo Mars project and urged the audience to consider apprenticeships,

saying: ?You are given opportunities to work on massive projects that you wouldn?t expect tobe involved with.? The event was endorsed by Apprenticeships and Skills Minister Gillian Keegan:?It?s never been more important for people to be able to develop the skills they need to succeed. Skills development will play a vital role as we build back better from the pandemic, by ensuring our places and centres of UK excellence can continue to thrive. Generation Stevenage is a brilliant example of a town that has its act together, connecting young people to key sector industries where there is high demand and creating a pipeline for future talent and innovation.? This partnership model of delivering careers and apprenticeship advice via Hertfordshire Careers Hub is now being considered across other parts of the county, with Generation Watford expected to take place in March 2021 and possibly a Generation Hertfordshire event later in the year. This will tie in with a year-long countywide campaign to raise awareness of local apprenticeship and traineeship opportunities, both seen as vital to Hertfordshire?s recovery fromCOVID-19. The promotion of biodiversity and nature has always been a priority of Stevenage Borough Council and they recently updated the Biodiversity Action Plan to show how they will maintain biodiversity conservation and improvement. They also want to make sure that developers meet their requirements to conserve and enhance biodiversity in #Stevenage through their proposed schemes. To this end, SBC are consulting on a new planning document which sets out how developers should incorporate biodiversity into their proposed schemes or alternatively provide financial contributions to the Council to implement biodiversity improvements on their behalf It has been prepared in partnership with the Herts and Middlesex Wildlife Trust and is the first of its kind in Hertfordshire. The Consultation runs from 30 November 2020 to 25 January 2021 Members of the public may have their say on the Council?s planning consultation portal at https://stevenage-consult.objective.co.uk/portal/or by emailingPlanning.Policy@Stevenage.gov.uk John Gardner, Executive Member for the Environment and Regeneration, said: ?Stevenage Borough Council has for a number of years been working in partnership with the Herts and Middlesex Wildlife Trust to improve the biodiversity of our town and welcomed the Government?s 2018 Environment 25 year Plan calling for a net gain policy of biodiversity in all new developments. Biodiversity is one of the best indicators of a balanced and sustainable community, also helping to address the challenges of climate change. This draft SPD (Supplementary Planning Document) is offered for public consultation and support to help developers meet the objectives of the ?10% Net Gain?biodiversity policy for the benefit of future generations.? In addition, with a significant level of growth and development planned in the coming years, the council wants to ensure that developers provide mitigation against the impacts of their proposed schemes. This will involve developers providing, or contributing funds towards, infrastructure and public services within the town, which could include the construction of roads/cycleways, or the provision of land for additional schools or health facilities.

New addition made to biodiversity action plan Other mitigation will also include the use of good design to provide sports facilities, open spaces, community facilities and opportunities for residents to use sustainable transport as part of our attempt to combat climate change. This is in addition to the Council?s adoption of a Community Infrastructure Levy earlier this year which aims to fund infrastructure more widely across the borough. Are you eligible for a Covid business grant? Business in Stevenage are reminded to see if they are eligible for the Additional Restrictions Grants (ARG Discretionary) scheme which has just opened for applications. This is in support of businesses who were not previously supported by the previous grant schemes but also supports businesses that had to close down, as a result of the recent lockdown. Businesses are advised to read the details of the scheme below, to see if they may qualify for the latest discretionary scheme. No business type will be explicitly excluded from the scheme but, only those businesses which fit within the eight categories specified in the table below will be considered for a grant.

There is a detailed scoring mechanism to support the scheme which will identify what level of grant will be awarded. The table demonstrates the lowest and highest grants but other levels between these amounts can be granted depending on the scoring factors. These factors include staff numbers, fixed costs etc. This tranche of the scheme recognises that certain businesses were outside the scope of the previous round of grants. Businesses that have already received grant payments that equal the maximum levels of state aid permitted under the de minimis and the COVID-19 Temporary state aid framework are not eligible. Businesses that were in administration, are insolvent or where a striking off notice has been made at the date of the widespread national restrictions are not eligible. Postbox knitters aim to boost Mayor's charities Across Stevenage, decorated post boxes are appearing as if by magic to spread some seasonal cheer. They are being made by the "Stevenage Christmas Knitters", who have been busy knitting, crocheting and pom-pom making for the last few weeks. Starting at the beginning of the second lockdown, yarn stashes have been raided to find materials for snowmen, elves, Christmas

trees and lots more besides. A snowman wearing a knitted Stevenage FC shirt appeared on the nearest box to the Lamex stadium - just in time for kick off on Saturday. Individuals and knitting groups have joined in the fun:Jo, who both knits and crochets said, "It has been inspiring to be able to use a hobby that I enjoy in order to bring joy to others at the end of


this difficult year".Janet and the St Nick's Knit and Natter group made sure their topper with Santa and Mrs Claus was up in time for St Nicholas day.Chris from the Nutty Knitters said, "We are a group of ladies who normally enjoy meeting, everything we knit is done for charity, our members have enjoyed being involved with the toppers and hope they will be continued in the future". As well as bringing as smile to faces young and old, it is hoped that this project raises some money for the Stevenage Mayor's 3 chosen charities: Stevenage Community Trust, Haven First and Sport Stevenage. The Mayor, Jim Brown, says, "This is a great contribution by people in the community, cheering us up and bringing in donations to the mayor's charities". There are lots more toppers due to appear over the coming days - and look out for #stevenagepostboxes online. Healthy hub launched Stevenage Borough Council has launched its Young People?s Healthy Hub online, offering tailored health and wellbeing advice and support to local children and teenagers. The hub was due to open in June, but given the ongoing situation around Covid-19 will start as an online service. The online Young People?s Healthy Hub will focus on providing specific advice to young people, aged between 11-16 years, during this difficult time, including: 路Live healthy eating and cooking programmes with Wise About Foods CIC, Stevenage Borough Football Foundation?s Community Kitchen and award-winning BBC MasterChef quarter finalist (2016) and nutritionist Nomalanga Nyamayaro (Noma Creates) 路A mixture of face to face and online counselling and mentoring with therapists from Mind in Mid Herts 路leadership and volunteering opportunities 路active lifestyles programme of assault courses, bootcamps and circuit training sessionswith FitKidz

Councillor Richard Henry, Executive Memberfor Children, Young People, Leisure and Culture, said: ?Due to the challenging situation we all find ourselves in, we have had to adapt the plans for our Young People?s Healthy Hub, making it an online service for now and tailoring services around advice and support on recovering from the pandemic and looking ahead to the future. ?We want our young residents to know we are here for them at this time, and the hub will offer advice on a range of different topics, including mental health, exercise and healthy eating. The team will also be able to direct anyone towards any additional advice and support they may need, so please do get in touch.? Award success for Cycling UK Stevenage Lockdown Two meant they could not ride together but that did not stop the Cycling UK group in Stevenage winning a national competition in November.Against stiff competition from all over the UK their team of 32 WON the ?Love To Ride?contest with more than 10,000 miles. They won the most miles ridden in November with 10,089; they had the greatest number of participants

32; had the most rides 481; had the greatest number of cycle commuting days 25; commuted the most miles on bikes with 1,860; and came second in the collective days ridden with 29, missing just one day. All of this with members only cycling in ones and twos.Their team included Penny Schenkel, Tina Saunders, Jana Labajova, Christina Austin, Bev Aldwinckle, Helen Flynn, Julie Tribe, Elaine Walker,


Tina Walker, Rosa Manning, Vanessa Brooks, Phil Whitehurst, Steve Little and Chris Reed. The benefits of nature It?s a well known fact that spending time outdoors has major health benefits, both physically and mentally. Getting back to nature can improve your mood, reduce stress, help you be more active and even increase your self-esteem. During the early stages of lockdown, government guidelines restricted us to just one form of exercise outside a day. Thankfully, we can now spend unlimited time outdoors ? and the benefits are clear. Get t ing back t o nat ure According to research by the National Trust, 79% of adults infrequently or never smelled wild flowers and 62% either infrequently or never listened to birdsong. We wonder how these figures have changed since lockdown? Nature is restorative and one of the gifts lockdown has brought us is the time to notice it. We?ve seen many more people walking, cycling, jogging, picnicking and meeting (socially-distanced) outdoors. Perhaps ironically in a time of ?lockdown?, we are re-establishing our connection with nature and the wider world.

Why it is crucial to keep full working time records Keeping records of working t ime ? why is t his import ant ? By Rebecca List Since the introduction of the Working Time Regulations in 1998, UK employers have been required to maintain records to enable them to show that working time limits are being complied with. More specific regulations govern working time for young workers, for those doing night shifts, and for work involving special hazards or heavy mental strain. On the advice of the Health & Safety Executive, there was no need for specific records to be kept of actual daily working time and instead, existing records that were maintained for other purposes (such as pay) may be relied upon to ensure that limits on working time were being adhered to. A recent case brought before the European Court of Justice (ECJ) has called that advice into question. Is it possible that the UK?s Working Time Regulations do not comply with EU law after all? The ECJ were asked to determine whether employers were required to record actual hoursworked each day, in order to ascertain compliance with working time limits, and the answer was a definitive yes. It considered that the only way to guarantee workers? fundamental rights to maximum working hours and rest breaks was for employers to have an ?objective, reliable and accessible?system of keeping adequate records of the actual hours worked by those workers who had not opted out of the 48-hour weekly working time. It is also the responsibility of Member States to ensure that this is implemented, and employers cannot cite expense in sidestepping their obligations. The Health and Safety Executive (HSE) are yet to update their guidance, but what can employers do in the meantime to mitigate the risk of claims? Look at whether your system is capable to recording actual working hours, especially if you have staff who work regular and unpaid overtime or nightshift, or young workers, since they may

become subject to greater scrutiny by the tribunals and the HSE. Remind your workers to declare any second jobs, and where there is any doubt, ask them to opt out of the 48-hour limit. Keep adequate records of those who have opted out together and copies of their signed opt-out agreements. Remember also that those records must also be kept for two years. The Government has consistently maintained that ECJ decisions made before the UK?s departure from the EU will continue to bind domestic courts post-Brexit, although whether we will see a formal amendment to the Working Time Regulations to properly implement the EU?s Directive, remains to be seen.

In 2019, an estimated £800m was spent in small businesses across the UK, with a record turnout of 17.6m people choosing to shop small on the day. The council has facilitated the granting of over £11m to over 800 businesses through the Small Business Grant Fund, the Retail, Hospitality and Leisure Grant and a further 59 businesses with over £500,000 through the Discretionary Grant Fund.The council has recently provided over £66,000 in funding to local businesses which were forced to close during the national lockdown. It has also recently launched the Additional Restriction Grant funding to support local businesses that have been severely affected by the pandemic. Government Announcements Return to a regional tiered position Today, the national restrictions across all of England will be lifted and the following restrictions will be eased: ·the stay-at-home requirement will end ·non-essential retail, gyms, personal care will reopen. The wider leisure and entertainment sectors will also reopen, although to varying degrees ·communal worship, weddings and outdoor sports can resume ·people will no longer be limited to seeing one other person in outdoor public spaces, where the rule of 6 will now apply The changes to the tiers are as follows: ·in tier 1, the government will reinforce the importance that, where people can work from home, they should do so ·in tier 2, hospitality settings that serve alcohol must close, unless operating as restaurants. Hospitality venues can only serve alcohol with substantial meals

·in tier 3,hospitality will close except for delivery, drive-through and takeaway, hotels and other accommodation providers must close (except for specific exemptions, such as people staying for work purposes, where people are attending a funeral, or where they cannot return home) and indoor entertainment venues such as cinemas, theatres and bowling allies must also close. Elite sport will be played without spectators. Organised outdoor sport can resume, but the Government will advise against higher risk contact sports Stevenage is currently in Tier 2. Tier 2: High alert - Business and Venues All businesses and venues should follow COVID-secure guidelines to protect customers, visitors and workers. Restrictions on businesses and venues in Tier 2 areas include: nightclubs and adult entertainment venues must remain closed pubs and bars may not provide alcohol for consumption on the premises, unless with a substantial meal, so they are operating as a restaurant. They may remain open for takeaway services other hospitality businesses ? including cafes, restaurants and social clubs ? can only serve alcohol with substantial meals. If they are a business which serves alcohol for consumption on the premises, they must be table service only. In cinemas, theatres, concert halls and sports stadia, alcohol can be ordered at a bar to be consumed when seated in the auditorium or area where the screening/performance is taking place.
