BONNET SPRINGS PARK OPENS

The much-anticipated and longawaited grand opening of Bonnet Springs Park happened the weekend of Oct. 22-23 and included concerts on the great lawn and a fireworks show. Guests enjoyed pedaling around the park on two-seater bikes with butterfly wings. They also strolled the canopy walkway and explored the nature center. The Florida Children’s Museum is set to open Nov. 4-5.

CITY COMMISSIONER PHILLIP WALKER STEPS DOWN

For the first time in nearly 13 years, Phillip Walker will not be an official public servant. The Lakeland city commissioner and insurance broker turned in his letter of resignation over the summer, effective Nov. 7, when he was running for the Florida House. Walker looked back over a career that includes ensuring Lakeland’s Black community has a voice in city government, helping to revitalize northwest area neighborhood associations, serving on the city’s Gang Task Force and helping to rid northwest neighborhoods of blight and crime, and advocating for a History and Culture Center.

SAM SIMMONS NAMED INTERIM CITY COMMISSIONER

Longtime Lakeland neighborhood activist Samuel Simmons was unanimously selected by the Lakeland City Commission as an interim city commissioner, to take the seat held by Phillip Walker. Simmons was selected over seven other candidates who applied to fill the seat until next year’s election. He will officially take office on Nov. 7. The commission seat represents Lakeland’s northwest quadrant. Simmons is a former city of Lakeland accountant who is president of the Webster Park Civic Association, a past president of the Neighborhood Coalition Council, and a co-founder of the Central Florida Business Diversity Council. He currently owns a housing and financial services consulting firm that builds affordable housing. He holds a doctoral degree in business administration.

COMMISSION PASSES $730 MILLION BUDGET

In a 10-minute meeting, the Lakeland City Commission in late September unanimously passed a $730 million budget for 2022-23, with a 5.4323 millage rate for property owners – the same as this year. The budget includes funding to add 13 police officers, 12 firefighters, and a new fire station north of I-4.

LPD’S K-9 TEAM NABS TOP PRIZE

The Lakeland Police Department has five very good boys in the form of K-9 officers Blizzard, Smoke, Judah, Mako, and LARS II – along with their partners: Sgt. Chad Whitaker and Officers Ryan Back, Preston Chatmon, John Skillman, and Sgt. Ryan McLaughlin. The team took top Patrol Dog Team honors in the four-person department team category at the 2022 United States Police Canine Association, Inc., National Dog Trials in September in Lowndes County, Ga. This marks the fourth time since 2010 that the LPD team has taken home the national four-man team title. This also marks the second time Whitaker and a K-9 Partner have taken home the Top Patrol Dog prize. In 2015, Whitaker and K-9 Nox nabbed top honors. This time, it was with Blizzard, a black German shepherd and Dutch shepherd mix.

SWAN ROUNDUP

The city of Lakeland held its 42nd annual swan roundup on Oct. 18 and 19. City workers gathered the swans, descended from Queen Elizabeth II’s birds, to give them their annual health checkups. The city’s Swanfather, Steve Platt, and other city employees manned two boats and stood vigil along the shores of Lake Morton to catch the birds, either by net or by hand. The Ledger reported that the flock’s final count was 73 birds, including a mix of mute, black, merle, and a singular black-necked swan named Willie.

TWO APARTMENT COMPLEXES APPROVED

The Lakeland City Commission approved two new apartment complexes – one at the Polk Parkway and Harden Boulevard and the other off Yates Road, just south of Pipkin Road. The complex bordering the east side of the Lockheed Martin office was increased from 152 units to 288 units. Commissioner Bill “Tiger” Read noted there are not enough parking spaces and voted against it. However, Read and the other commissioners voted unanimously to approve a 252-unit apartment complex on nearly 30 acres off Yates Road, at the entrance to Town Parke Boulevard, despite reducing the number of parking spots.

BECKHAM NAMED LAKELAND ELECTRIC GM

City Manager Shawn Sherrouse announced that Mike Beckham is the permanent general manager of Lakeland Electric, effect Oct. 16. Beckham had been serving as interim general manager since April, when the previous GM, Joel Ivy, accepted a position with Lubbock Power & Light. Sherrouse noted that Beckham holds a bachelor of science degree in electrical engineering from the Georgia Institute of Technology and is a registered professional engineer. He had worked at various large power companies before finding his way to Lakeland in 2015 to serve as assistant general manager. Lakeland Electric is Florida’s third-largest municipal electric utility and the 24th-largest in the country. Lakeland Electric serves 137,000 customers, generating power fueled by natural gas, oil, and solar.

PACA CELEBRATES NATIONAL ARTS & HUMANITIES MONTH

Polk Arts & Cultural Alliance celebrated National Arts & Humanities Month by seeing “a refreshed commitment to participating in the shared experiences that arts and cultural events have to offer,” said Executive Director Daryl Ward. PACA is developing an online Artists’ Registry that will offer member artists an opportunity to have a virtual gallery, complete with sample images and contact info for each artist. In addition, the non-profit organization has plans to publish the first edition of the Polk Arts Guide, which Ward said will list all of the respective arts and cultural organizations in Polk County. The guide will include Art Museums and Galleries, Live Music Venues, Theatres, and Theatrical Companies, Museums and History Centers, and Theatre and Musical Performing Arts Organizations. The guide is slated for distribution in early 2023 and will be available at visitor centers, hotels, and chambers of commerce.

U.S. AIR FORCE VETERAN, AIR SHOW EXPERT TAKES THE CONTROLS

Kris Hallstrand, 46, served multiple tours of duty in Afghanistan as a C-130 crew chief and then director of the flight line at Bagram Air Force Base in Afghanistan, overseeing 30 aircraft and about 90 men and women. She was named Lakeland Linder International Airport’s new director, after serving as the interim for several months. Hallstrand will oversee a projected budget of about $8 million in expenditures and $11 million in revenue this coming fiscal year, which starts Oct. 1. She has a staff of 23 people in three departments: administration, operations, and maintenance.
