Leader’s welcome Welcome to the summer 2015 edition of Living in Havering. Summer is here and with more than 100 parks and open spaces there is no better place to enjoy it than in Havering. Whether it’s enjoying family picnics, cycling with friends or just a Sunday afternoon stroll, we have somewhere you can relax and enjoy yourself. In this issue we feature the Parks Protection team, which does an excellent job making sure our parks are safe for everyone to enjoy as well as providing help and advice to anyone who needs it.

One thing we would ask is that if you do feed the ducks, geese or swans in one of our parks, please don’t feed them bread, as this goes mouldy and creates bacteria in the water, which can kill fish and wildfowl. The posters in the parks, and our article on page six, give details of healthier food for the ducks so please help keep our wildlife healthy.

Every year The Havering Hurricanes, our team in the Balfour Beatty London Youth Games, does extremely well and this year is no exception, with the team, at the time of writing, in fourth place out of the 33 London Boroughs. We celebrate this continuing success with a round-up of recent events where the team has won medals. Also celebrating this year is the Havering ’90 Joggers, which was formed 25 years ago and is celebrating with a 10k run at Thames Chase Community Forest later this month – our feature on the club gives more details.

Keeping busy I never cease to be amazed at how many people give so much time to organising clubs and societies in our Borough. These volunteers do an amazing job and help make Havering a place where we can all be proud to live. Recognising their work is important, and for this edition we received a record number of events to publicise, so have increased listings to five pages and still couldn’t fit them all in. Do check the events pages of the Council’s website – www.havering. gov.uk/events – for the latest information and, if you are organising an event, please use the online form to send us details.

Keeping safe The warm weather often tempts us to leave our windows open but this can be tempting for burglars. So please do have a look at our tips on how to prevent summer burglaries to keep you and your property safe.

A piece of good news for Havering is that the Army has reopened its Reserve Centre in London Road with 71 Signals Regiment now on parade there. If you’re looking to serve your country, and for a different challenge, which is fun and exciting, look out for our Army Reserve beer mats in local pubs, or go along on a Tuesday evening to find out more.

The cover picture shows members of Hornchurch Cycle Club, which celebrated its first anniversary in April, cycling through Hornchurch High Street. The Town Centre has seen £3million of improvements, including safer access for cyclists, completed in 2013. There is a further £300,000 of investment planned over the next year. The work has been largely funded from successful bids for funding by Havering Council to Transport for London.

LiberTeas Residents are invited to organise a LiberTea with family and friends at 3pm on Sunday 14 June to celebrate the 800th anniversary of the signing of the Magna Carta, which took place on 15 June 1215. The LiberTeas will coincide with a national peal of bells rung at churches across the country. More information www.liberteas.co.uk

Remembering Gallipoli The First Secretary of the New Zealand High Commission London, Kenneth Ryan joined the Mayor of Havering, Councillor Linda Trew (both pictured at the Hornchurch memorial) and more than 200 guests at a special Anzac Day memorial service at St Andrew's Church, Hornchurch. The service marked the centenary of the Australian and New Zealand Army Corps landing at Gallipoli during World War I and also marked the 99th anniversary of England's first depot, for the New Zealand contingent opening at Grey Towers in Hornchurch.

Summer Reading Challenge To help set a new Guinness World Records title, children, aged between four and 11, across Havering should head to their local library between 12noon and 3pm on Saturday 11 July and hand in their pledge card for the Summer Reading Challenge 2015. To get their certificate children need to collect stickers as they read six or more books during the summer holidays. Full details are on the leaflet they will receive at school during June. Students on show Havering College students will be showcasing their talents this month. Dance students are on stage at The Queen’s Theatre, Hornchurch on Monday 8 June; a college open event on Tuesday 16 June will include a Creative Arts Show at the Ardleigh Green campus and from Wednesday 24 June until Saturday 4 July Graphic Design and 3D Design Craft students will be exhibiting at the Business Design Centre in Islington. Food courses to Youth Service: have your say boost business When Havering Council held its budget consultation Staff in food businesses across Havering can gain new qualifications and help the business meet tough food regulations through courses organised by the Council. The Chartered Institute of Environmental Health (CIEH) Level 2 Award in Food Hygiene and Catering courses will be run at Romford Baptist Church, Main Road, Romford, RM1 3BL. Professional trainers will cover topics leading to a multiple choice exam, which, if passed, leads to a certificate.

at the end of last year it received a large number of comments about the Youth Service. At the budget meeting in February Councillors reduced the level of budget cuts proposed for the youth service and promised that proposals about its future would be subject to consultation during 2015. That consultation is now underway and ends on Monday 24 August 2015. The proposal is to transfer the running of the youth service to a standalone Youth Trust or a voluntary sector partner, such as the YMCA. This would include the management of myplace in Harold Hill and possibly the Robert Beard Centre in Hornchurch. As with the budget consultation, other alternatives can be suggested including raising the Council Tax or making savings in other areas to provide extra funding for the Youth Service. Full details of the proposals, including the five suggested areas for the new service to focus on, can be found on the consultation website along with the online response form for your comments. Paper copies are available at libraries, myplace and other council buildings. Please take this opportunity to let us know your views on the future of the Youth Service.

If you’re planning on enjoying one of Havering’s great parks this summer please be careful what you feed the ducks. Havering Council is encouraging residents to feed the birds with healthier alternatives to bread so they have a more varied diet. Items on the menu include greens such as lettuce and spinach, uncooked grains including brown rice, linseed and plain porridge oats, bird seeds and corn. Last year there were some isolated incidents of botulism, a severe form of food poisoning, which killed fish and birds in some local parks such as Harrow Lodge and Raphael Parks. Uneaten scraps of mouldy bread can harm oxygen levels in the water and causes an increase in these harmful bacteria so please help keep the ducks healthy by feeding them the right foods instead of bread.

Boney M and Bad Manners top the bill for Havering Show Havering Council has once again lined up great acts from the 1980s at this year’s Havering Show.

Havering’s half-century Havering Town Hall went back in time on Wednesday 1 April as the Borough celebrated its 50th anniversary. The celebration brought a range of vehicles from the 1960s for a display in the Town Hall car park, including a Routemaster bus and classic cars. The classic scooters proved too much of a temptation for the many former Mayors who came along

Building Control Team Leader, Ron Adams, said: “Most of our work involves checking plans that have been submitted meet the building regulations laid down by law and making site visits to make sure work is being properly done. “It can be a small project, such as removing a supporting wall to create a through lounge or taking out a chimney in someone’s home, or a major development, such as the new ice rink and leisure centre in Romford, but all get the same level of attention as it is important the building at least meets the minimum legal standards. “We work hard to make sure we don’t delay the building work, for example if you complete our online form before 10am asking for a site visit, we will make that visit the same day.”

That is a service we offer 24 hours a day, 365 days a year. “Our top three reasons for emergency call outs are due to fires, storm damage or vehicles hitting buildings – we only deal with dangerous buildings, not trees or street lights. “When we get the call we get on site as soon as possible to assess what needs to be done. We then contact the property owner to see if they

Havering Council’s District Building Control Surveyor, Mark Butt, was called in by the London Fire Brigade when a house in Rodney Way, Collier Row, collapsed (pictured). The property was being converted into two homes. The collapse led to road closures in the area. The building regulations on this scheme were being supervised by a private sector Approved Inspector. Mark spent more than two hours on site to make sure that gas and electricity supplies were disconnected and to advise what needed to be done to make the adjoining property weatherproof. He then contacted the developer to advise of the Planning and Building Regulation implications if the building is to be rebuilt.

Silver service for runners When half a dozen Havering residents met at Hornchurch Sports Centre 25 years ago to talk about forming a new club for local joggers little did they realise what they were starting.

Club members start one of their weekly runs

One of those people was Ron Dobie, who is now President of Havering Joggers ’90, and has seen the club grow to around 150 members attend the twice-weekly meetings at Abbs Cross Sports Centre in Hornchurch. Ron said: “We have had a number of homes but moved to Abbs Cross Sports Centre in August 2014 as they had the facilities we need to cope with our growth. “Anyone can come along to a meeting and, for the first four weeks, can take part without making a commitment to join.

“We run a Learn to Run course for first timers so that within six weeks anyone can go from not having run before to being able to cope with a three mile jog. “People are partnered with runners of similar ability and we have all abilities in the club. “Perhaps our most impressive member is Paul Freeman who is 90 years old and is the oldest runner in the 2015 London marathon. Paul has run a lot of marathons,raising more than £100,000 for St Francis Hospice, receiving an MBE in

recognition of his achievements.”

Races and fun

Club media officer, Jeff Fenton, said: “In May each year we run a five mile event at Raphael Park in Romford and this year we have a special 25th anniversary 10k run at Thames Chase in June, we are still accepting entries for that with more information on our web site. “But it isn’t all serious running. Each Christmas we don pantomime or Father Christmas outfits and jog through Hornchurch and Upminster town centres collecting for charity." Club Chairman Dave Evans receives a post-run massage Club chairman, from Lewis Newham Dave Evans of Romford has been a club member for about five years. He said: “We encourage club members to complete training so they can be jog leaders or gain qualifications in running fitness

training so we can share expertise in the club. “At our meetings we often have a physiotherapist available who gives free massages to anyone who wants one after they have completed their jog. “The club isn’t just about running. We hold a number of social events, so people can enjoy themselves. More information www.h90j.org.uk

Investing in future profes Havering Council is committed to helping the Borough’s young people find work that suits their skills, which is why it supports local firms creating apprentcieships as well as offering a range of programmes across many of the Council’s service areas. Apprenticeships Last summer Havering Council created 20 apprenticeship posts for young people who live or study in the Borough. As well as leading to a nationally recognised qualification, each apprentice was paid £110 per week and received on the job training. Leah Palmer, of Gidea Park, said: “I’ve been in culture and leisure where I’ve certainly been kept busy. The work has included helping promote parks and library events as well as projects for Havering Music School and Langtons."

Apprenticeships were available in a number of services including Accounts, Arboriculture, Adult Social Care, Business and Administration, Children and Young People's Workforce, Construction, Customer Service, IT Support Applications and Surveying. Joseph Hills, of Elm Park, said: “I previously started a customer service apprenticeship in central London, but switched to business administration at Havering when this local opportunity came up. "It's been going really well and I'm hoping will lead to a permanent job as I enjoy this work."

Havering Hurricanes blow away opposition Havering Hurricanes, the Borough’s team in the Balfour Beatty London Youth Games, has been moving up the league table reaching fourth place with 166 points at the start of May.

Use strong passwords to deter computer hackers Making sure you’re safe when using computers is increasingly important as hackers get cleverer in targeting their victims. Password security is important as Cabinet Member for Community Safety, Councillor Osman Dervish, explains: “Fraudsters can hack into your personal online accounts to get details they can then use to defraud you. “It’s very important to use strong passwords when using online accounts, especially online banking. “The tips below can help you create a strong password, which will help protect your accounts, but if you think you have been hacked it is important to change all of your passwords." Security coding iPhones, iPads, laptops and other computer equipment with your postcode and house number and, using an ultra-violet pen, helps the police return items they recover. Putting a sticker on the item saying it has been security coded deters thieves.

MASH brings agencies together Havering is the first London Borough to bring together care and support for adults and children under one roof, the Multi-Agency Safeguarding Hub (MASH). The MASH involves different agencies, including Havering Council, Havering Police and the NHS, all of which have a role to play in safeguarding vulnerable adults and children. Havering Police Borough Commander, Chief Superintendent Jason Gwillim, said: “The MASH

is an excellent initiative as it puts professionals from all the different agencies that help keep people safe together in one room, so they can talk to each other and work together. Making communication easier ensures that we get the best possible solution for those that need help.” The MASH recently helped a parent, who had some mental health problems. Those issues led to unsafe DIY work in their council home. There was a clear need for a number of different agencies to get involved to support the family and protect them from further harm, which is where MASH proved a success.

Closer working After the agencies got involved the parent was provided with help in coping with their mental health issues and housing services were able to give a clear timeline for housing repairs to be completed, while the child went to live with other relatives until the family could be reunited.

Whole family Havering Council Chief Executive, Cheryl Coppell, who was Chairman of the London Safeguarding Board when the MASH launched, said: “The aim is to focus on assessing vulnerable people in the round, including the wider issues facing other family members. “The all-age MASH makes sure we can help someone in the best possible way, we need to have every piece of information available about how each agency is involved, which often didn’t happen in the past. “MASH provides faster, more coordinated and consistent responses

to safeguarding concerns, which means a better level of care and support for residents who need it, while also saving money as early, coordinated intervention costs less.

Advantages “For example, in the past, once a young person was 18 years old, they moved from children’s services to adult services without any follow up, but now staff take responsibility for the young person so the transition runs smoothly.” Cheryl added: “We are already looking to add more partners to the MASH so we can get the widest possible range of information, but the foundation of all its work is to provide the earliest and best possible support to those members of our community who need it.”

Make a connection this Foster Care Fortnight There’ll be lots of ways to connect with fostering in Havering this Foster Care Fortnight (Monday June 1 to Sunday June 14). The theme of this year’s event, run by the Fostering Network, is ‘make a connection’, and the Council is encouraging residents to connect with its fostering team to find out more about fostering. With more than 250 children in care in the Borough at any one time, the Council always needs loving, caring and patient people to become foster carers. It is particularly encouraging people to consider fostering siblings, preventing young children from being separated from brothers and sisters while in care.

The allowances available for foster carers can total up to £433 per week for one child. Cabinet Member for Children and Learning, Councillor Meg Davis, said: “Foster carers do one of the most important jobs, helping to raise other people’s children, who cannot live at home for a number of reasons, and we are very grateful for everything they do. “An event like Foster Care Fortnight is a great way to encourage more people to become foster carers. The air that we breathe London has some of the worst levels of air pollution of any European city with busy roads and congested traffic being the main causes of poor air quality. In 2006 Havering was declared an Air Quality Management Area. Since then the Borough has received funding from the Mayor of London’s Air Quality Fund for projects in Hornchurch, Rainham, Romford and Upminster. Those projects have included putting see-

through plastic tubs on lamp posts at 32 sites to monitor pollution, particularly the level of nitrogen dioxide (NO2) from vehicle exhausts.

Schools work A lot of work has been done with schools across Havering to reduce NO2 and particulate pollution at school gates. This has included travel plans such as walking and cycling schemes to reduce the number of “school-run” vehicles, and creating areas with plants that help reduce pollution.

Green screens and planting provide protection from particulate pollution (dust) by using plants that are particularly good at reducing pollution and you can help by planting them in your garden. 71 Signals want Havering recruits When the Spanish Armada threatened Britain’s shores in 1588 beacons were lit to send warnings across the country and the 71 (City of London) Yeomanry Signal Regiment can trace its roots back to that historic event.

And over the last 437 years, whenever the Army has needed to set up communications, signallers have been there to provide that service. Now they are in Romford and looking to recruit new members from across the Borough. Park life – patrols lead to enjoyable days out Every year thousands of residents and visitors enjoy using the 100 parks and open spaces in Havering and the Council’s Parks Protection Team makes sure they have a safe and enjoyable day out. Parks Protection Manager, Stephen Rawlins, said: “The main purpose of the Parks Protection Team is to make the borough's parks and open spaces safe and pleasant for everyone to visit. “The team works seven days a week and covers key times throughout the day and evening. “We are based in Raphael Park but travel using a marked four-wheel vehicle and scrambler motorbikes so we can effectively patrol Havering's parks and open spaces.

Busy days “Havering’s parks are very popular. For example, on a busy sunny day we often get around 200 people at the skate park and using the newly Type example for captioning images installed play area at Central Park, Harold Hill.

“Our role is mainly preventative, though we will intervene and take action. A routine patrol can involve dealing with a problem quad bike, motorcycle or other vehicle that might otherwise make our parks unsafe. “This has been a particular problem in the past in our country parks but has very much improved. On other occasions, we may remind people not to drop litter, to pick up dog mess or keep a dog under control. “Education is what we are all about but we will issue a fixed penalty ticket or go to court if required. Often a parks visit can involve chats with park users, providing uniform presence, which is particularly reassuring for more vulnerable parks users. “In winter, we stress public safety, such as not going on ice on lakes and ponds. “The team may be out in extreme weather helping to identify unsafe trees, clearing storm debris from pathways or cordoning off risky areas, all to keep our park users safe. “In the height of a summer heat wave we may also help our lock up team clear the public from parks, at the end of a busy day. “During the football season our parks are packed with enthusiastic footballers. We are there to help make sure that these teams are using the pitches they have booked instead of a pitch they may prefer.”

Raising the roof on business success When Fred Breyer started his own asphalt and felt roofing business in 1956 in Leytonstone, it is unlikely he expected the firm to eventually turnover more than £100 million a year and employ more than 500 staff working across the country, but that is what the Harold Hill based Breyer Group now does. Fred’s son, Tim, now runs the firm, developing the roofing business to be the largest in the south-east, as well as setting up construction and repairs divisions. And it was that growth that prompted the firm to look for new premises. Managing Director, Tim Breyer, explained: “We wanted to stay in the Waltham Forest area but there were no suitable premises available. When the then Finance Director suggested Harold Hill we were unsure, but came along to see what he had found and were impressed.

Big investment “We moved our head office to Harold Hill in 2003; since then we have bought two neighbouring sites and invested more than £5 million in the area. He added: “We now have more than 200 staff based at Harold Hill and have been very impressed by the quality of candidates available locally when we advertise a vacancy. Our policy is that for any vacancy in

the firm we look for a suitable Havering resident first to fill the job.

Apprentices “There are currently 55 apprentices in the Breyer Group – around one in ten of our staff – and our apprenticeship scheme has won

national recognition as being at the forefront of such schemes. “We are committed to helping all our staff fulfil their potential. For example the person responsible for putting together contract bids for the roofing team is a graduate who joined us as an apprentice.”

Strong commitment The Breyer Group has a strong commitment to the area and is supporting Havering College in developing a construction campus to provide people with the skills they need to work in the industry.
