Leader’s welcome Earlier this year, we said that we want Havering to be a clean and safe borough, where our residents are proud to live. In this issue, we look at how we can all help make Havering clean, safe and proud.

Proud residents, waved flags and cheered, as Army Reservists, cadets and veterans marched on Armed Forces Day led by the Romford British Legion Band and Corps of Drums.

Havering Hurricanes, our team in the Balfour Beatty London Youth Games, also made the Borough proud with so many young people, their coaches and parents, giving their time to represent us in such a wide variety of sports.

Our parks and open spaces make Havering a great place to live and work, and we are featuring some of the less well-known ones in a double-page picture special.

Safe Havering is a very safe place and we’re working hard, with the police and others, to keep it that way.

The highly successful Junior Citizen days, involving Year Six pupils from our local primary schools, explain to our young people how they can be responsible citizens.

The launch of Safe Havens in Romford Town Centre is another great initiative, providing places where young or vulnerable people can get help when they need it.

We also report that our work with local banks and Post Offices stopped rogue traders taking £6,000 from one local couple, while we ask for your help so we can launch another 100 Neighbourhood Watch Schemes in the next year.

Residents donated £937 at the Royal British Legion Poppy Appeal stall on Armed Forces Day

The red poppy from Flanders fields is not just an iconic image worn with pride to show we remember those who have given their lives for their country; it is also the key to raising thousands of pounds each year to support the work done by Havering branches of the Royal British Legion.

HMOs consultation ​ avering Council is currently H consulting on proposals to bring in two legal steps to tackle the increase of homes being converted to houses in multiple occupations (HMO’s) in the Borough.

Two Directions have been made, the first covers Brooklands, Gooshays, Heaton and Romford Town wards.

The second Direction covers the whole of the Borough, except Brooklands, Gooshays, Heaton and Romford Town wards. The deadline to respond to the consultation is Monday 31 August.

Painting on tour Francis Bardsley Academy is promoting its Autism and Disabilities Club through a Pilgrimage Painting that is on tour around Havering.

Unveiled at the Havering Autism Art Exhibition the painting, which was created by young autistic members of the club, will be on display at venues across the Borough until February 2016.

The painting was organised

by Ade Ogunleye, founder of the RIEES Autism Club, based at Romford Baptist Church, and Reverend Father Roderick Hingley, Vicar of St.Alban's Church, Romford.

Teacher-in-charge of the FBA Autism and Disabilities Club, Ivan Corea, said: “I am

delighted that FBA students had the marvellous opportunity of working on this painting alongside young people with autism in our community.”

Before you can vote you must be on the electoral register. Every property in Havering should have received a Household Enquiry Form, which lists the names of people registered to vote at that address.

If you have not already checked, amended if necessary, and returned your form, please do so as soon as possible. This must be done even if the details are correct.

If you don’t return the form reminders will be sent out and election staff may personally visit that property to collect the form.

The Mayor, who wants to put children and families first, has chosen First Step, which support families of children with additional needs, and the neonatal special care unit for premature babies at Queen’s Hospital as the charities he’ll be raising funds for this year.

He said: “It’s not just babies and children who are supported by these charities, but their families too.”

Green light for Beam Park The Mayor of London has given a green light to the Council’s £40 million Housing Zone bid to transform the A1306 New Road and old industrial sites into a new residential area.

The announcement will allow for significant investment into new housing and infrastructure for Rainham and South Hornchurch.

The exciting future for the run-down industrial areas along New Road includes: • 3,500 quality new homes

• A 2km long park along the A1306 • A new school and health provision • A new railway station • Creation of new jobs • New safe pedestrian and cycle routes.

A master plan and planning framework, identifying key proposals for the development of the area, is currently being finalised.

Further consultation will take place so that the views of local residents, businesses and partners help to shape the final proposals.

Leader of the Council, Councillor Roger Ramsey, said: “This is incredibly exciting news for residents in Rainham, and the Borough as a whole. The changes this funding will allow us to make will have a lasting positive impact.”

Elm Park celebrates 80 years Hundreds of residents took to the streets of Elm Park in July to mark the 80th anniversary of the opening of Elm Park Garden City.

Elm Park Garden City was a planned community by the developer Richard Costain and Sons Ltd. Land at Wyebridge, Elm and Uphavering farms was bought in 1933 for the development of 7,000 houses on 600 acres for private sale.

Elm Park station, served by London Underground, along with Elm Park Garden City were officially opened by Minister of Health, Hilton Young, in May 1935. Celebrations to mark the opening included a performance by the Dagenham Girl Pipers who also performed at the 80th anniversary event, which was organised by Elm Park Regeneration Partnership.

Bin your loaf and feed them seeds If you’re going to enjoy the sunshine in Raphael Park, Romford this summer be careful what you feed the ducks and geese as Dave the Duck may be watching.

Dave the Duck, better known as Friends of Raphael Park's volunteer Lake Regeneration Manager, David Drury, has been encouraging people to feed proper food to the birds rather than bread, which can be fatal.

Dave said: “Raphael Park lake is my passion, I first played in the park 46 years ago and was taught how to fish at the lake so it saddens me to see how the number of ducks has dropped.

Dead ducks “Two years ago both the Aylesbury ducks and some Mallards were killed by a botulism outbreak here; that is often caused by uneaten bread decomposing at the bottom of the lake.”

Dave’s wife Teresa, a Friends of Raphael Park volunteer, said:

“People don’t realise that by feeding bread they’re harming the ducks as the birds eat up most of what they are given, but it’s like giving children so many sweets they make themselves ill.”

Killing with kindness Dave said: “Over the May Bank Holiday we ran a bread amnesty bin and collected more than 50 loaves of bread in three days.

“It’s far better to feed them porridge oats, dried or frozen peas or a seed and corn mix. You can also get proper food from the park kiosk for just 50p.”

Hospice set for new challenges The Saint Francis Hospice strapline is “doing more than you think” and a quick chat with the new Director of Quality and Care, Tes Smith, shows there’s a lot of work being done to back up those words.

The most recent service, launched in July this year, is an out-patient clinic run by specialist nurses every Thursday. People are currently referred by professionals but the aim is to allow self-referral in the near future.

Tes, who took on her new role this April, said: “We’re running 33 different pilot projects to see what extra services we can provide to meet the needs of the people we serve.”

Saint Francis Hospice serves Brentwood, Havering, Barking & Dagenham, Redbridge and West Essex, providing services free of charge thanks to a team of 266 staff and more than 800 volunteers, who raise in excess of £7 million every year to pay for the services offered.

People first Tes added: “All of our services are provided to people, by people, and it’s important we treat them all as individuals rather than calling them patients, staff or volunteers. We need to understand who we are providing a service to.

“Our emphasis is on quality and care whether it’s the in-patient services, where we help people live with dignity as their life comes to an end, or the family support services we offer.

“Around 80 per cent of our services are provided in people’s homes, something most people don’t realise we do, and our strategy for

the next five years sees an increase in providing such services and stresses our need to be flexible so we meet individual requirements.

High demand “Our Specialist Crisis Support Team involves our highest qualified Clinical Nurse Specialists who are experts in symptom management and palliative care. Demand for this service is high. In August 2014 they took 189 calls. In just two days this June they took 86.

“Managing that increase in demand, and finding the money to pay for it, is a challenge but that’s our problem – all each individual, and those important to them need is for their problem to be resolved quickly and effectively.”

Streetcare’s Joe Cummings using the new machine

If you’re a gum chewer you could be costing Council Tax payers thousands of pounds by not putting your used gum in a bin.

Chewing gum dropped on pavements is a major problem. Havering Council is fighting back using special machines that use chemicals and steam to loosen the gum before removal.

Each piece of gum takes up to 10 minutes to remove and the cost of the operation is around £37,000 per machine, per year.

You can help by wrapping used gum in a tissue and putting it in a bin – that helps keep our streets clean and means you avoid getting an £80 fine, if you drop your gum on the floor.

Bag it, bin it Residents are joining forces to tackle dog mess in their neighbourhoods by setting up Dog Watch schemes.

Members of the scheme keep an eye open for dog owners who don’t clean up after their pets, take photos of offenders (if safe to do so), and let the Council’s enforcement staff have details of the problem, such as when regular offenders are in a particular road.

Failure to clean up can mean an £80 Fixed Penalty, or up to £1,000 if the case goes to court.

£5,339 cost for company rubbish Not clearing rubbish from the rear of 12 King Edward Road, Romford has cost property company Primeacre, of Station Road, Manor Park more than £5,000.

Piles of rubbish were found at the property, which made the area look unsightly and unsafe.

Having failed to remove the rubbish, and repair fences to prevent fly-tipping on the land, Primeacre was fined £5,000 in its absence and ordered to pay costs of £339 at Barkingside Magistrates Court on 1 May 2015.

Cabinet Member for Environment, Councillor Robert Benham, said: “I hope this result encourages other businesses to be proud of their surroundings and play their part in keeping the Borough clean.

“Business owners have a responsibility to keep their premises and land clean and to make sure that others cannot fly-tip on their land.”

Reduce, Reuse and Recycle Havering is now recycling a third of its waste, which is excellent news and something residents should feel very proud of.

The next three pages give tips on how waste can be further reduced.

Most households in the Borough put out two black sacks each week. Reducing and reusing is better than recycling, so check out on the next few pages some steps that stop things from being thrown out altogether.

The more household waste that is reduced or reused, the more money Havering Council will have available to provide services for residents.

Havering residents can also benefit by collecting points for reducing waste and recycling through the London Green Points – Havering scheme. The points can be exchanged for goods and services, including shopping vouchers.

Cut food waste: save £700 Nearly half of black sack rubbish is food waste. If we didn’t waste the food we buy the average Havering household would have an extra £700 a year to spend on things they want and enjoy.

Top 10 place for Hurricanes Havering Hurricanes finished in 10th place in the Balfour Beatty London Youth Games 2015.

Two gold medals – St Edward’s Church of England Primary School in the 3v3 basketball and in the Quadkids athletics – started the weekend in fine style, followed by silver in the badminton.

80s hits and local at The annual Havering Show, the borough’s biggest free event, is taking place over the August Bank Holiday weekend Sunday 30 and Monday 31 August and will have plenty of 80s nostalgia with performances from Boney M and Bad Manners.

Boney M, famous for hits including Daddy Cool, Ma Baker, Brown Girl in the Ring and Rivers of Babylon, will be headlining on the Time FM main stage on Sunday.

While on the Monday, English Ska band Bad Manners, known for their hits My Girl Time 107.5 FM is part of Lyca Media II Limited

Lollipop, Can Can and Lip up Fatty, will be topping the bill.

Local youngsters James Smith, Hope Murphy, Aaron Floyd (all pictured in circles) and Sweetchix of Britain’s Got Talent fame, will be delighting their younger fans with performances on the main stage, as will the winner of the Mercury Mall Summer of Sound contest.

Havering mum Sharon Reeve says seeing fostering as a job helps to avoid any sad goodbyes When work was slow for selfemployed driving instructor Sharon Reeve and black-cab

driving partner Trevor three years ago, Sharon’s social worker cousin had the perfect solution – fostering!

Sharon, 45, said: “We decided to look into it, and although there are meetings to attend, you do get free time too, so I’ve been able to fit my driving lessons around it.”

Sharon, who has son of 14, a 27-year-old daughter and a twoyear-old grandson, is a short-term foster carer who has taken sibling groups since she started fostering.

It is vital for the Council to find foster carers to look after siblings, as this prevents splitting up small family groups.

Currently caring for brothers aged five and three, Sharon feels her family has been lucky with the outcomes for their foster

children.

She said: “We’ve had some go back to mum, and some others went to live with their grandparents. I look at it as my job to help these children, then me and my family don’t look upon it as a permanent arrangement.

“We’ve been lucky to have had positive outcomes, it can be tough but you need to persevere in difficult times, and we get a lot of support from our social worker.”

Safe and streetwise The next generation of citizens were on parade at the Territorial Army Centre in London Road, Romford when Havering Council, Havering Police, London Ambulance Service and Transport for London joined forces to run a series of workshops as part of a Junior Citizen Challenge.

The workshops were funded by MOPAC (Mayor’s Office for Policing and Crime) and aimed to help more than 1,200 Year Six pupils learn how to be safe and streetwise.

Pupils from most Havering primary schools each spent half a day at Junior Citizen 2015.

Living in Havering followed pupils from Parsonage Farm Primary School in Rainham as they went through the scenarios which included the dangers of entering derelict buildings, personal safety, protecting Havering’s environment, emergency first aid, road safety and eating healthily.

The winning team was The Champions from Wykeham Primary School in Hornchurch.

New powers for safer roads start in September Havering’s motorists are being asked to help make the Borough’s roads safer by obeying signs so the Council doesn’t have to use new powers to issue Fixed Penalty Notices (FPNs).

Warning notices will be issued during August to allow motorists to get used to the new regulations, and the new powers to enforce Moving Traffic Contraventions (MTCs) in Havering start from Friday 18 September 2015.

Most London Boroughs are already using these powers and by the end of the year they will be used by more councils across London, with FPNs of £130 for each contravention being standard across the capital. If paid within 14 days the penalty will be halved.

Motorists who ignore the road regulations will also receive £130 FPNs from Havering Council.

Fixed cameras will be installed at key hot spots across the Borough, with mobile cameras and the CCTV cars being used to enforce the MTCs in other areas.

Havering Council’s Cabinet Member for Environment, Councillor Robert Benham, said: “These new powers will help us make a real difference in the way traffic flows on the Borough’s roads but above all will make our roads safer, which is a key part of our Safer Havering Campaign.

“Ideally no FPNs would be issued under these

Bank's quick action saves elderly couple £6,000 Fast action by staff at a Hornchurch bank stopped an elderly couple being scammed out of £6,000 for roof repairs they didn’t need.

Staff at the bank had been trained by Havering Council Trading Standards, as part of the Banking Protocol, so knew the questions to ask.

Senior Fair Trading Officer, Michelle Hammond, said: “Bank staff quickly found out that their customer had been brought to the bank by a builder, and two more workmen were at his home with his elderly wife.

“The couple had been cold called and the ‘roofer’ had identified minor works, which on closer inspection became major works.

“The police were called and although all three tried to abscond, one was detained,

together with a vehicle. The man arrested was found to be on bail for similar offences.

Cabinet Member for Regulatory Services, Councillor Osman Dervish, said: “Staff at banks across the Borough and at 24 Post Offices have been trained as part of the Banking Protocol, which is part of our Safer Havering campaign.

“The bank staff acted quickly, so their customer saved £6,000, a suspect is in custody and a vehicle seized.”
