Briefing: Mowbray's Close Development
Mowbray’s Close Scheme Design Who will live here: 6 Adults with Learning Disabilities (18-64). Build: 6 self contained one bedroom studio flats with additional communal facilities. Communal space: Will be used for small group sessions and tenant meetings. The building: The council will own the building, and will commission an on-site support provider, via a competitive tender process. This will give the council greater control over the costs and quality of the service. Staff on-site 24/7 to support all tenants. The on site provider will also be supported by health and social care professionals from the Havering Community Learning Disability Team. The provision is designed to improve outcomes for Adults with Learning Disabilities and provide an opportunity for people to live and thrive in the community. All tenants will be Havering residents.
Local Authority Statutory Duties Care Act 2014: It is the duty of the local authority to meet people’s assessed eligible needs for care and support. The duty is supported by statutory guidance which clearly identifies the need for local authorities to consider a person’s wellbeing in all manners of providing care and support, and in ensuring people have a choice over where they live. The following legislation and guidance may be applicable: Children’s & Families Act: There is a duty on the local authority to ensure that all young people, irrespective of disability, are better prepared to lead a full, active and productive life. Part 3 outlines the Local Authority’s responsibility to support young people (18-25) with disabilities, giving young people and their parents’ greater control and choice over their care. Sufficiency Guidance 2010: Statutory guidance indicates young people should live locally, with access to services and close to friends and family, when safe to do so. ‘Having the right placement in the right place, at the right time’, with necessary support services such as education and health, is crucial in improving placement stability, which provides better outcomes.
Why develop local provision? Context: • Demand for accommodation for adults with disabilities has been increasing steadily over the last few years. • Increasing pressure on the adult social care budget as costs of meeting need increases • We will be able to reduce the numbers of people being placed out of area often at higher than average costs, • When people are placed outside of their community; family, friends and professional relationships are often disrupted or severed, and consistency is lost in terms of access to education, employment and local services. • Supported living provides an opportunity for tenants to develop their life skills and promotes independence. • If we continue with our current approach we will continue to pay high costs for accommodation with private providers Why are we doing this: • Best use of public resources • Improved outcomes for people living in the provisions • Increased accommodation capacity in Havering • Better management of quality of provision and management of costs.
