PRESIDENT’S MESSAGE There is a lot going on in your association. The fishing tournament was brought back this year. Twenty-six boats entered the event. I have heard some interesting stories from experiences of the event. Everyone had a great time and are looking forward to next year's event. Congratulations to the winners!! SALES AND MARKETING (SMC) Hello Home Builders Association Builders and Associates! As your sales and marketing chair I have some exciting information on our upcoming HBA Morning Buzz, Thursday June 4th 8:30am at the HBA office. We will have one of our associates, the Orlando Sentinel, speak on demographic trends and statistics for our areas. This is great information that will help you target your marketing dollars and hone your business plan. Speaking of statistics, I came across some interesting information recently. As you know, for the last several years sellers have had to compete with huge inventories of distressed properties. The great news is that the supply of these properties is falling like a rock in the vast majority of markets including ours. According to the National Association of Realtors’ Profile of Home Buyers and Sellers, these are the reasons a buyer would choose new construction over an existing home:

NAHB News Goodbye HUD-1 Form New Home Closing Rules Take Effect Aug. 1 Filed in Homeownership, Housing Finance on April 22, 2015 • 7 Comments
The Consumer Financial Protection Bureau will institute new rules Aug. 1 regarding disclosures under the Truth in Lending Act and Real Estate Settlement Procedures Act that will affect all home builders, particularly those with a real estate lending arm. Under the new procedures as a result of the Dodd Frank Act, four documents will be merged into two. The Good Faith Estimate and Truth in Lending disclosures will be eliminated and combined into a new single Loan Estimate form, or “LE.” In addition, the final Truth in Lending Disclosure and HUD-1 Settlement Statement are being replaced by the Closing Disclosure, or “CD.”
What does this mean? First, the Loan Estimate must be delivered to the prospective buyer no later than three business days after receiving the application. Currently, the HUD-1 Settlement Statement can be presented to the buyer on the day of closing and any changes to the statement can take place during the loan closing. Under the new rule, the biggest change is that the Closing Disclosure must be provided to the consumer a full three days prior to the closing, and if there are changes during that 72-hour period, the closing could be delayed.
Be Ready a Week Before Closing To prevent any unwanted closing delays, a good rule of thumb is to have all the paperwork in order a week before the scheduled closing date. So if you want to close Aug. 10, make sure everything is ready Aug. 3. These new rules are intended to streamline the loan application process and make it easier for consumers to understand by clearly spelling out the most relevant details all on one page – the interest rate of the mortgage loan, the amount of the monthly payments and a listing of all the closing costs. For those applying for adjustable rate mortgages, the documents will explain how their interest rate and future monthly payments could change based on certain factors. NAHB was actively involved during the rulemaking process, submitting comment letters both individually and with coalition partners urging the CFPB to ensure that any changes that would make it easier for consumers to understand and comply with the settlement process would not place any undue burdens on builders, lenders and other housing professionals. NAHB will conduct a webinar June 24 to educate and prepare our members for the impending changes and to show how builders can work proactively with lenders and settlement stakeholders to avoid unnecessary delays to closings. The webinar will also outline strategies to minimize potential issues by communicating with customers and business partners. See more details on the upcoming new lending rules. Lumber & Commodity News Your home Builders Association Wood Commodity Index (Index) continues to point negative in midApril 2015, as the housing market has yet to bolster demand. Weather is no longer a viable reason for subdued demand. With nearly one-third of the year in the books, housing forecasters had better start revising their pre-year forecasts down. Many contend, and I agree, that the wood commodity market is the canary in the coal mine when gauging the housing market. If you also believe that, then it is time to be concerned. Over the last 30 days, the Index dropped $9.11 per thousand (or 3.0%) with declines in the vast majority of the items. In the lumber portion of the Index, wide pine products were the only items to increase in price, with increases ranging from 6.9 to 11.8 percent. This appears to be more of a supply issue with logs (due to rainy weather) than a push from demand. Spruce dimensional lumber gave back $20 plus per thousand with studs retreating in the $10 plus range. Considering the thin inventories in the supply chain, there is reason for concern. The plywood segment of the Index dropped 2.0 percent to $275.11, as OSB sheathing retreated on average around 1.0 percent with CDX pine plywood falling on average 3.0 percent. CDX pine plywood has not participated in the last few months in the pricing retreat, and these price drops may be a great indicator of the health of the housing market in the Southeast. It is really hard to figure—are these price declines minor blips or significant trends? Warm spring weather and low interest rates should spur the housing market, provided buyers can obtain financing and navigate through the paperwork minefield. If builders do not see a robust pickup in business in the next month, it appears this year could be a repeat of a disappointing 2014. Keep in mind, inventories in the supply chain are woefully low due to the spotty demand, and a sudden increase in starts could create some price volatility. Be very careful on long-term quotes. The indication right now is for more of the same with price deflation spreading to other areas like drywall and roofing. It really depends on housing demand.
