New Electrical Inspection Options in Kenton County We wanted to inform you of new options for electrical inspections in Kenton County. Effective January 1, 2012 Judge Executive Steve Arlinghaus added Steve Helmer and Mike Johnson to the list of electrical inspectors available to perform inspections in Kenton County. Greater Cincinnati/Northern Kentucky Named to List of Improving Housing Markets The Greater Cincinnati metropolitan statistical area was named to the National Association of Home Builders (NAHB) Improving Market Index (IMI). January’s index saw the number of markets listed as improving double as the housing market climbs out of the recession into recovery. The index is based on metropolitan areas that have shown improvement in housing permits, employment and house prices for at least six consecutive months. Northern Kentucky is the first area included in the IMI since NAHB began tracking improving markets coming out of the housing recession. “Our local housing industry is excited and cautiously optimistic about the future of housing here in our hometown,” said Brian Miller,
Executive Vice President for the Home Builders Association of Northern Kentucky. “The market is beginning to pick up and that is a welcomed sign. We are seeing housing permits increase on a year over year basis without the support of tax credits for the first time since the recession began. Our remodelers, the area’s cream of the crop are seeing remodeling permit applications soar to levels unforeseen since the recession and we are experiencing real health in the number of multifamily and condominium permits being issued. We are cautiously optimistic that we are beginning to see a real sustained outlook for growth in the future. We are predicting modest growth in the near future for housing due to an improvement in construction activity and
improved consumer sentiment in new home communities. Almost everyone we talk to agrees that the price of housing has bottomed and homebuyers and homeowners are beginning to become actively engaged in the market once again. We have weathered the storm as one of the top ten largest HBA’s in our federation of hundreds across the nation and we look forward to growth in the future” he concluded. legislative tracking report The Home Builders Association of Northern Kentucky is tracking several pieces of legislation key to your industry. As we draw January to a close the assembly has been occupied with the responsibility of drawing its redistricting plans. While redistricting may have been in the spotlight the assembly has been at work on legislation as well. Below are key bills of note, the HBA’s position and our legislative tracking report. SB 62 – Dissolution of an Area Planning Commission – Sen. Thayer Scott Co. – Co-sponsor Sen. Schickel Boone Co. - This legislation would change the current petition signature requirements from 25% of the number of registered voters in a presidential election to 10% of the number of registered voters in the last regular election. The bill was heard and sent on to the full Senate from the Senate’s State & Local Government Committee. The HBA was asked to testify this week on SB 62. That hearing can be seen HERE. SB 62 can be seen starting at minute 8:00 of the video. The HBA strongly supports this legislation. Please take the time to write or call both Senators Damon Thayer and John Schickel for this important piece of legislation. SB 77 – Sen. Schickel – clarifies the definition of an independent contractor, creating a fair, straightforward procedure that streamlines compliance and ensures a level playing field for all employers. Currently the HBA supports this bill. HB 180 – Home Improvement – Rep. Watkins Henderson Co. – The HBA strongly opposes this legislation. This bill seeks to regulate the Home Improvement Contracting business,
setting up unrealistic standards for Home effectively voiding many arbitration clauses. The Improvement Contractors and would have a HBA opposes this legislation. he Home Builders Association of Northern Kentucky (HBA) held its Annual Inaugural Luncheon to install the 2012 officers and directors and present its annual awards on January 13th at the Marriott Airport. “Our award winners represent the best of the best in our industry. Many hundreds of individuals serve our industry every year and it is a special opportunity to recognize the outstanding contribution that these special individuals make to our organization and Northern Kentucky,” said Brian Miller, Executive Vice President of the HBA of Northern Kentucky.

HBA Recognized at HONK’s Anniversary
H
ousing Opportunities of Northern Kentucky (HONK), at its 20th Anniversary Celebration on December 15th, recognized HBANKY for its pivotal role in helping HONK create affordable homeownership opportunities for lower income families in Northern Kentucky. “HONK families work hard
for their opportunity here,” says David Hastings, HONK’s Executive Director. “And we are so grateful for the role HBANKY has played in their success. This kind of partnership is really making a difference.” Since 2006, HBANKY has supported HONK in its efforts through several Blitz Builds and its Apprenticeship Programs. In the Spring of 2011, volunteers through HBANKY framed up a new house in Ludlow. The 2 story house was brought under roof in just 15 hours over the course of a weekend. “It was an absolute delight to watch builders, remodelers, and representatives from the various trades, who would normally be competing against each other for business, come together to volunteer and build a house for a local family in need of an opportunity,” says Hastings. “They were such professionals about the whole thing. It was really impressive.”
HBANKY’s Apprenticeship Programs have also lent a hand over the years. The Carpentry Program has been a regular hands-on contributor to HONK’s mission, including recent work on 38 Carneal in Ludlow. In 2011, the HVAC Apprenticeship Program joined in to work on 45 Ash, also in Ludlow. “We are really blessed to have the students in the Apprenticeship Programs helping us. Improving Markets Index: Cincinnati, OH-KY-IN MSA

AHB recently unveiled an index that tracks housing markets on the mend, the NAHB/First American Improving Markets Index (IMI). The IMI is intended to draw attention to the fact that housing markets are local and that there are metropolitan areas where economic recovery is underway. The index measures three readily available monthly data series that are independently collected and are indicative of improving economic health. The three are employment, house prices and single family housing permit growth. For the fifth release 76 markets are currently classified as improving under a conservative examination of local economic and housing market conditions. Among these areas is the Cincinnati, Ohio-KentuckyIndiana metropolitan statistical area (MSA). The health of the Cincinnati housing market is due to its well diversified economic base. Cincinnati possesses a large regional healthcare center, conducts an increasing amount of high-tech manufacturing, benefits from the presence of the University of Cincinnati and a large regional IRS office, and is headquarters to 10 Fortune 500 companies. According to home builder Bob Schroder, Vice President of Arlinghaus Builders, LLC, “the 14

combination of families relocating here for jobs, pent-up demand from buyers who were on the fence just a few months ago who are suddenly now buying because of a general sense of optimism and a rise in exports, are what is leading the increased traffic we are seeing.” He went on to say that “lots of small hi-tech employers in robotics and manufacturing are hiring and as a result workers are upgrading their skills and that too has caused an up-tick in employment.” Comparing educational data from the 2000 Census to the 2009 American Community Survey shows that Cincinnati has experienced increasing education levels. The number of people with a high school diploma or less fell from 226,016 to 178,862, a decline of more than 47,000. By contrast, the number of individuals with a high school diploma increased by 11% from 410,581 to 455,199 and the number of people with some college jumped by 16% from 253,198 to 294,936. Similarly, those individuals with an associate degree jumped by 28% from 78,221 to 99,835 and the number of individuals with a B.A rose by 25% from 207,222 to 259,686. Finally, the number with professional degrees skyrocketed by 35%, from 112,247 to 151,167. Note that the percentage increase in those with
a particular degree increases the higher the degree obtained. According to Fred Cernetisch, General Manager of Pella Windows and Doors, “house prices are on the upswing because businesses have right-sized themselves. As a result they are financially more secure, are making profits again and many are planning to add staff to take advantage of business opportunities that present themselves. In addition there is an increasingly pervasive sense of cautious optimism.“ As a result, house prices have held up well over the past few years. Prices are up 2.8% since the trough in February 2011 and are just 8.2% off where they were in December 2007. Improving economic conditions have resulted in payroll employment being down less than 6.0% from its where it was in December 2007 and up by 2.0% since the trough in December 2010. Single family permitting activity is up 0.4% on a seasonally adjusted monthly average basis from the trough set in January 2009. While new homes are being built in many parts of the Cincinnati MSA, activity has been primarily centered in the city of Cincinnati itself and in Boone, Campbell and Kenton counties to the south and Butler, Clermont and Warren counties to the north.

AHB’s Remodeling Market Index reached its highest level in the last five years during 2011’s final quarter. This closely watched index of remodeler sentiment rose to 46.6 from 41.7 in the previous quarter. The component measuring current market conditions increased to 48.4 from 43.0, while the component measuring future indicators of remodeling activity rose to 44.8 from 40.4 in the previous quarter. Though these scores remain below 50, which is the point at which an equal number of remodelers report improving conditions as report weakening ones, the latest movement is a good sign that things are moving in the right direction. Part of the reason is that more consumers are remaining in their homes instead of moving in the current economy, noted NAHB Remodelers Chairman Bob Peterson, CGR, CAPS, CGP. According to the index, current market conditions improved significantly in all four regions at the end of 2011. And greater market activity was reported in two important categories: major additions (which rose to 52.3 from 45.2) and minor additions (which rose to 50.1 from 45.7). Future market indicators in each region also experienced gains from the previous quarter. NAHB Chief Economist David Crowe called the latest index findings encouraging, and said the market has been improving gradually along with other segments of the housing market. He also said that NAHB’s forecast anticipates modest growth in remodeling activity to continue throughout 2012.

Code Issues: The new International Energy Code will go into effect on October 1, 2012. The N.K.A.P.C. will start energy inspections on July 1, 2012 to help remodelers get used to what they are looking for in the inspections.

The new Kentucky Building Code will go into effect on January 1, 2013. The Building & Housing Codes Committee will be meeting with inspectors during this coming year to discuss the new changes.
